As part of an overall laboratory and plant test program to determine mixing and other techniques relating to the more economic use of bentonite as an iron ore pellet binder, a settling test was developed for measuring the bentonite content within a pellet or within a batch of pellets. Between pellet batches, each containing a different level of bentonite, the dry fracture load is directly proportional to the bentonite content between pellets of the same batch, however, the fracture load is inversely proportional to the bentonite level; this is explained by a negative correlation between a pellet's size and its bentonite content and the fact that larger pellets can withstand a higher fracture load than the smaller.

The in-situ FTIR/IRS technique has been used to spectroscopically characterize interfacial water near a hydrophilic surface. Interfacial water was examined spectroscopically over known distances from the surface of a silicon single crystal by appropriate design of the geometry and optics of the internal reflection system. The in-situ FTIR/IRS spectra of interfacial water were examined by consideration of the 0 -H stretching region (3000 -3800 cm-1) associated with the vibrational spectra of water. The broad peak: in this region which describes the interfacial water structure was deconvoluted in order to isolate the overlapping spectral features of the interfacial water. Preliminary spectral results indicate the prevalence of an ice-like water structure (-3200 cm-!) at the silicon surface. Importantly, it appears that the interfacial water structure may extend a considerable distance (several tens of molecular layers) from the surface as established from the spectroscopic depth profile measurements which show that the free OH stretch at 3600 cm-1 becomes very significant at distances from the surface exceeding 400 nm.

Tar sand deposits in the. Stare of Utah contain more than 25 billion barrels of in-place bitumen, Although thirty times smaller than the well-known Athabasca tar sands, Utah tar sands do represent a significant domestic energy resource comparable to the national crude oil reserves (31.3 billion barrels), The term "tar sand" refers to a consolidated mixture of bitumen and sand, Based upon a detailed analysis of the physical and chemical properties of both the bitumen and the sand, a hot-water extraction process for Utah tar sands is currently being developed in our laboratories at the University of Utah. This process involves intense agitation of the tar sand in a hot caustic solution and subsequent separation of the bitumen by a modified froth flotation technique., Experimental results indicated that, for a given tar sand sample, percent solids and caustic concentration were the two most important variables controlling the performance of the digestion stage, These variables were identified by means of an experimental, factorial design, in which coefficients of separation greater than 0.90 were realized. Although preliminary in nature, the experimental evidence gathered in this investigation seems to indicate that a hot-water extraction process for Utah tar sands would allow for the efficient utilization of this important energy resource.

The paper presents the results of a plant test using WEMCO 1 + 1 enclosed flotation machines for inert gas (nitrogen) flotation of by-product molybdenite from copper sulfide concentrate. Copper depressant consumption in the rougher flotation stage was reduced by 68% as reagent consuming oxygen was removed from the flotation air. Unlike other nitrogen flotation systems used in the industry, nitrogen is recovered above the flotation cells and from froth in tails and concentrate streams and recycled, resulting in minimal nitrogen makeup requirement.

This, report presents correlative data on ash and sulfur forms for Pittsburgh seam coal from Greene County, Pa. Prediction equations were developed for sulfur form distributions and washability characteristics. The equations developed were evaluated with an independent set of exploration core samples. It was demonstrated-that both sulfur distributions and washability characteristic's can be predicted from exploration core data ahead of mining. This information can improve the efficiency of selective mining techniques for the production of a uniform metallurgical coal product.

Pilot plant operations are described for the treatment of manganiferous zinc concentrates from the Gamsberg ore deposit in South Africa via conventional electrolytic zinc processing. Two methods were employed for the control of excess manganese ions in the pilot plant electrolyte involving (1) chemical oxidation and (2) anodic oxidation. The chemical oxidation method for manganese control was very successful. It also was found that the addition of manganese dioxide ore was not required for oxidation of ferrous iron during the neutral leach or jarosite precipitation steps. A new method (JAR process) for iron removal also was tested in the pilot plant.

I have been asked to talk to you this morning about phosphate marketing and distribution. In discussing this I will attempt to answer such questions as: What is phosphate? Where do we get it? What form is it and how do we sell it? How do we distribute it? How is it applied? And last, but not least, What about the future? To start with, phosphate is one of the three primary plant nutrients. It is the element essential for root structure of plants. Plants, like humans, need a balanced diet. Thus, the amount of phosphate required by individual plants is, in part, related to how much of the other nutrients are used. Virtually all soils contain a certain amount of available phosphates. Back at the turn of the century the most common source of additional plant nutrient, including phosphates, was from cattle manure. The use of chemical fertilizers is something that has grown significantly during the last half century, and in particular, the last 20 years.

Once mining compromises the stability of a rock mass, the dangerous task of roof bolting begins. Many attempts have been made to automate this process, but there are still many refinements that need to be made. In the past, roof bolting modules were designed around the abilities of a human operator. Currently, researchers are taking a new approach that focuses on designing modules that can utilize bolting methods that are easily automated. A non-rotating anchor that is locked into position by a linear force (as opposed to a rotational force) was designed by researchers at the U.S. Bureau of Mines. Once the bolt is secured in the bolt-hole by the anchor, the bolt is tensioned and a collet is used to secure the other end of the bolt. This process replaces the traditional bolt-nut fastening method. This program is part of an effort at the U.S. Bureau of Mines to automate the coal mining process.

Pursuant to the Federal Surface Mining Act of 1977 and the Illinois Surface Mining Act of 1980, Illinois has adopted revegetation success standard regulations that include the Agricultural Land Productivity Formula. The Formula establishes yield goals and standards to measure the success of meeting yield goals for reclaimed prime farmlands. The formula compares the quality of the pre-mining soils in the permit area and the county, to the crop production achieved on the reclaimed permit area and the county crop yield in a given crop year. The regulations also specify acceptable crops, erosion control requirements and time frames for demonstrating success.

The transportation of mine products incurs a cost which can have a significant bearing on the competitive position of the manufactured product. Clearly, the engineer who is responsible for selecting a mode of transport must base his decision, at least in large measure, on economic comparisons. And today, the engineer usually finds that he has to choose between several modes, including slurry pipelines. For the purpose of an initial economic screening, it is not necessary to go deeply into the technical details of a slurry system. What is usually needed, however, is a method with which the engineer can make a quick economic assessment to determine whether a slurry pipeline should be included in the detailed final analysis. This paper presents a rapid method for making such a preliminary appraisal. Experience with commercial slurry pipeline systems in several countries and with a variety of solid materials has shown that if several assumptions pertaining to critical design variables are made, it is possible to roughly estimate the transportation cost of a slurry system on the basis of only three factors: the specific gravity of the solid material, the length of the system, and the quantity of slurry to be pumped each year. It is assumed that conditions pertaining to field construction, corrosion inhibition, and the like, will be favorable. This assumption is critical because any factor which analysis shows to be particularly unfavorable will raise the total transportation cost estimate which this paper establishes. If the engineer employs this estimating procedure and decides that the use of a slurry pipeline is economically unattractive, his chances of being wrong are small. Conversely, if his quick appraisal indicates that the use of a slurry system is economically favorable, the engineer is justified in committing the time and money needed to make a more detailed investigation of the slurry pipeline potential.

Measuring the specific gravity of a pulp in concentrating plants is a relative, y simple procedure, but the desired accuracy is often difficult to attain. Many plants use the system of weighing a known volume of the pulp on a scale. In many cases, this method is quite accurate, but obtaining a true sample presents quite a problem. This is especially true when the pulp tends to froth, the solids settle rapidly, or the flow is fast at the point of sampling. There is also the problem of the operator neglecting to take the sample because of duties elsewhere, or, if everything Is apparently running smoothly, he assumes the pulp density is also all right. In 1952, the Pine Creek plant of Union Carbide Nuclear Company began working on a better method for measuring and controlling pulp density. After an extensive investigation of different methods for measuring the specific gravity of moving pulps, the Research Department decided that the bubble tube method appeared to be the simplest and most promising for our applications. It consists of two bubble tubes, of different lengths, submersed in a pulp. Low pressure air is supplied to, the two tubes through sight bubblers to maintain approximately equal volume of air to each bubble tube. The bubble tubes are also connected to a differential manometer, one to each side. Therefore, knowing the vertical distance between the outlets of the bubble tubes, the manometere can be calibrated to measure directly the specific gravity of the pulp. (Figure No. 1 illustrates this model.)

Section 317(e) of the Federal Coal Mine Health & Safety Act of 1969 directed the Secretary of the Interior to prepare standards under which all working places in a mine shall be illuminated by permissible' lighting while persons are working in such places. Section 317(e) further provides that such Working places shall be illuminated within 18 months after such standards are promulgated. In accordance with this section of the Act, there was published in the Federal Register for December 31,1970 a notice of proposed ru1emaking which prescribed the illumination to be provided in the working p1 aces of underground coal mines. In 1ight of written comments, suggestions, and objections to this proposed ru1emaking, the proposed standards were with-drawn and reproposed in the Federal Register for Wednesday, October 27, 1971. In light of further comments, suggestions, and objections, a public hearing was held on April 4, 1974 and standards were again reproposed and published in the Federal Register for April 1, 1976. Promulgation of the final lighting standards took place on October 1, 1976 which means that the underground coal mining industry must comply with face illumination requirements by April 1, 1978. As mentioned previously, the first proposed ru1emaking for illumination of underground coal mines was published in the Federal Register on October 27, 1971. In early 1972, Consolidation Coal Company (Consol) and the United States Bureau of Mines agreed to a cooperative study of underground face illumination; Conso1 felt that expertise in this field would become increasingly important. Conso1's initial efforts in illumination were aimed at investigati.ng practical lighting systems for underground face equipment. We were concerned with installing unobtrusive lights which provided sufficient face illumination for safety, but at the same time were readily maintainable, electrically reliable, and physically sheltered from damage.

Over 10 percent of the United States of America or 41 percent of the Federal lands is managed by the Bureau of Land Management (BLM) as Public Lands. The mission is to manage the use of these lands and their resources. The way in which BLM carries out its mission is being refocused under the concepts of biodiversity and ecosystem-based management for the benefit of various human needs including environmental, social and economic values. The Bureau is developing methods to integrate the renewable and non-renewable resources programs into the concepts of biodiversity and ecosystem-based management. Exploration, development and extraction of energy or mineral resources on Public Lands are affected. The statements that following the next few pages are my personal views as a scientist (economic geologist -mining technologist) who is and has been involved for the last twenty years in the multiple-use management of Public Lands. They are not necessarily the position of the Bureau of Land Management, although much of the information on which I base my views comes from my experience with the BLM. The Bureau of Land Management (BLM) manages over 10 percent of the United States (270 million acres or 108 million hectares) which is 41 percent of the Federal Lands. Lands managed by BLM are known as Public Lands as opposed to the National Forest Lands which are Federal Land Policy and Management Act (FLPMA) of 1976 which in Sec. 102 states ??that it is the policy of the United States (7) ?that management be on the basis of multiple use and sustained yield??, the mission of the BLM is rapidly refocused under the concepts of biodiversity, ecosystems, and ecosystems-based management for the benefit of the environment, human needs and socio-economic values.

Sometimes in assessing where we are and where we are going it is informative to take a look at where we have been. Whether or not it adds to our understanding of the present, I think it may be interesting to review some of the past history of our industry. As a starting point I chose to use the famous Paley Commission Report, formally known as "The U. S. President's materials Policy Commission -Resources for Freedom."(l) The Paley Commission report said "Fluorspar is an essential raw material for the steel, aluminum, and chemical industries." Of course this statement is still true. It also said, "United States known reserves of fluorspar would be sufficient for some 15 years at present rates of consumption--about 426 000 short tons in 1960. Projected consumption for 1975, however, is several times as great, and reserves in other free countries do not appear adequate to supply United States deficiencies during the next 25 years." This simply demonstrates how even the most learned and competent people can observe all the facts avail-able to them at a given time and yet be unable to predict the future very accurately. We all know that reserves in other countries are more than adequate to supply the United States today, 25 years since the report was published. In fact, the report estimated free-world reserves at something over 36 million tonnes (40 million short tons). Contrast this with 246 million tonnes (271 million short tons) estimated as total world reserves from the section on fluorspar from Commodity Data Summaries of 1974, published by the Department of the Interior. (2) The Paley Report discusses other matters pertaining to fluorspar that are still of interest, such as improving mining methods. Furthermore, it certainly did a good forecasting job in noting that greater recycling should become possible in the aluminum industry in regard to fluorine lost in wastes and also concerning the substitution of fluorspar in the steel industry by other fluxing materials. It also suggested that non-fluorine containing propellants should be investigated as a replacement of those containing fluorine as a conservation matter. Some discussion was devoted to recovering the fluorine content of phosphate rock, which is being practiced today, but was in its infancy in 1950.

In opening, I want to thank the program committee and members of the Society of Mining Engineers of AIME for the opportunity to speak to you. Various chapters of AIME this past year have expressed interest in the Federal Metal and Nonmetallic Mine Safety Act. We want to see that interest continue, because the reason for the legislation was the safety and health of the industry's workforce. The Department of the Interior was directed by the Congress to administer the provisions of the Act and is therefore held directly accountable for the success or failure of its intent. We intend to see it succeed. Among other things, the Act does provide for education and training under Section 15. This provision has been implemented and is expanding. However, the responsibility of my office is inspection and enforcement and that is my subject today.

Constructed by stonemasons over 120 years ago, a portion of the Trout Brook Storm Sewer Interceptor (TBI) owned and operated by the Capitol Region Watershed District in Saint Paul, Minnesota, needed rehabilitation. A routine inspection of the 10-foot limestone block tunnel revealed degraded and missing mortar between the blocks, allowing significant infiltration and soil migration through the tunnel joints. Conditions, including damaged and missing blocks, were considerably worse in a 250-foot-long segment beneath a busy mainline railroad corridor. Barr’s solution included tuck-pointing to repair the mortar joints, shotcrete overlay, and construction of a hybrid cast-in-place/shotcrete “tunnel within a tunnel” to support the mainline railroad loads.

INTRODUCTION Zortman Mining Inc. is a wholly owned subsidiary of Pegasus Gold Corporation of Spokane, Washington. Pegasus has been producing gold and silver from the Zortman and Landusky mines since 1979. The Zortman and Landusky mines are two distinct open pit mines located approximately 6 kilometers apart in the Little Rockies Mining District of north central Montana. The two mines use large-tonnage, low- grade heap leaching techniques to efficiently process the gold and silver ore. PROJECT DESCRIPTION The Little Rockies rise abruptly 914 metres from the surrounding plains to about 1829 metres above sea level. The topography is quite steep, making efficient leach pad construction a major challenge. The climate is semi-arid with moderate summers and occasionally severe winters. Freezing temperatures usually arrive in late October or early November, influencing the effectiveness of leaching operations. GEOLOGY AND MINERALOGY The geology of the Little Rocky Mountains consists of steeply dipping sedimentary ridges forming an elliptical dome surrounding a core of intruding syenite porphyry. Within the syenite porphyry are well fractured and mineralized shear zones where the existing reserves and open pits are located. The ore is presently divided into oxidized, mixed, and sulfide. Only the oxides and mixed zones that are of ore grade are placed on the leach pads. The syenite porphyry host rock enables effective leaching of gold and silver to depths of 61 metres, having a major impact on leach pad construction costs. MINING All mining since 1979 has been by contractor. This enabled initial mining to commence without capital investment in equipment. Through competitive negotiations, Pegasus has been able to keep contract mining costs at levels very close to what would be experienced if Pegasus had purchased equipment initially. Contracts are negotiated yearly and are based on a unit price and haul distance for ore and waste. Haul distances have ranged from as little as 457 metres to as much as 3,050 metres. At present, Pegasus is developing a 27,000,000-tonne leach pad at the Landusky project that is adjacent to the minine area. This design feature will reduce the mining cost by 20 percent over the life of the mine. In 1987, over 5,900,000 tonnes of ore and 3,200,000 tonnes of waste will be mined at the Landusky project. Through 1986, 13,763,000 tonnes of ore have been mined at a waste-to-ore strip ratio of 0.60:l at the Zortman project, and 13,005,000 tonnes of ore at a waste-to-ore strip ratio of 0.79:l have been mined at the Landusky project. Current mining reserves are 32,769,000 tonnes of ore at a waste- to-ore strip ratio of 0.59:l. Through efficiencies of large-scale heap leaching, Pegasus has been able to lower the mining cutoff from 0.34 grams per tonne gold to 0.27 grams per tonne gold. This has reduced the mining cost per tonne of ore h percent through a reduction in strip ratio of 14 percent. Beginning in 1984, all pits were designed based on computer-generated "floating cone" pits. The geologic models were developed by Pegasus staff with a series of economic models evaluated. The resulting computer-generated pits were used as a guideline in designing the mine plans, including haul roads for final calculation of tons and grade. Input to the floating cone models consisted of mining cost, processing cost, cutoff grade (0.34 grams gold per tonne), recovery (67 percent) and gold price. Due to the gold being deposited primarily on the fractures of the syenite host rock, no crushing of ore is needed prior to leaching. This characteristic of the ore is a key in being able to profitably mine and process gold ore at an average grade of 0.69 grams of gold per tonne. Strict blasting control is also a key in success of the leaching operation. A system of splitting ore and waste in blast patterns has been devised to reduce dilution. This paper will cover the problems confronting an owner when planning and estimating the cost of a proposed tunnel. Three factors are known: the length, size and the time allocated for the completion of the work. In general the difficulties encountered when driving a tunnel in California are the greatest at the lower elevations and in the Coast Range and are minimal in the Sierra Nevada mountains particularly in granitic formation. The writer will discuss the experience gained from observing the driving of about 120 miles of tunnel in California as well as the repairs of some tunnels. SIZE OF TUNNELS It is known that a small tunnel may be more costly to drive than one of somewhat larger dimensions. This fact was found to be true when a tunnel about 4,000 feet long was constructed to eliminate 7 miles of canal. The formation was lava so it was anticipated the ground would be self supporting because of the small bore. Actually the tunnel required support for most of its length and working conditions were poor. It became apparent that a larger size could have been driven at no additional cost and probably in less time. The Smoky Canyon Mine has recently installed a PROMPTED GAMMA NEUTRON ACTIVATION ANALYSIS (PGNAA) on-line analyzer as part of a long-term advanced process control program. The on-line analyzer was adapted from a continuous dry analyzer and a large on-stream wet analyzer to a compact, multiplexed 3" slurry analyzer. The analyzation feed system utilizes a multiplexer system to accommodate up to fourteen (14) different plant process streams. The corresponding sampling system also provides for dewatering of sample streams too dilute for timely analysis. Key analysis includes, but is not limited to, phosphorus, aluminum, magnesium, calcium, and potassium. This data currently allows plant operations to be manually evaluated and controlled. Future development of a plant-wide supervisory control system will utilize the data for plant operations. This paper discusses the design, installation, and operation of the PGNAA on-line analyzer at the Smoky Canyon Mine.

Capstone Copper’s Pinto Valley Mine faced challenges in recovering rock and ore on final walls because of geotechnical constraints that require restrictions on methods for loading blastholes adjacent to the pit boundaries to preserve wall stability. The operation had been using the same drill and blast designs for years. With changing geology, such as harder rock, as mining progressed, material was being left unmined in final walls because of poor breakage. The amount of unrecovered, unprocessed ore was estimated at approximately 380,000 tons a year generated from an average of 60 final wall blasts performed annually. The engineering team from Capstone and Dyno Nobel engaged to minimize the amount of material left on the final pit walls. This paper presents how we collected data, reviewed design standards, and found opportunities to improve ore recovery from pit final walls without increasing drilling and blasting costs. The results collected from implementing the new design on two benches showed the potential for extra revenue of approximately $3.6 million generated annually from reducing final wall unrecoverable underbreak by nearly 71% on the mine’s highwalls.
