Most coal mining states have passed or amended laws restricting strip ruining in the past two years. In light of this and in anticipation of further restrictions by the states and the federal government on strip mining this paper attempts to show the Impact of these new laws on the structure of the coal mining industry in Ohio and specifically on one small stripping firm in Ohio. The implications of the study are applicable to other states under similar circumstances and to other industries which are being caught up in the ecological-economic struggle.

Boron, estimated to comprise about 0.001 percent of the earth's crust (Fleischer 10), as an element is never found free in nature, although its compounds are found in many localities. the borates are the most important. Sassolite (B(OH)3) and boracite (Mg6C12B1406), non-borates, are-of-minor importance. The crystal structures of most natural borates are still unknown. A classification based solely on the ratio of boron to the total number of cations has been devised (Palache 28). This classification divides the borates into four, sub-groups; anhydrous borates, hydrated borates, borates containing hydroxyl or halogen and compound borates. Only four or five minerals of the hydrated borates group have ever been used commercially. In more recent years, the sodium borates have comprised all but a 'small fraction of all borates used. Borax, the hydrated borate compound, is the most important of all boron compounds. It has been used so long and so often that the layman often confuses borax and boron and, applies the terms synonymously.

This paper describes the 6, 000 tpd, three stage haulage system at the Ozark Lead Company's mine in southeastern Missouri. It details the methods and problems pertinent to the loading, hauling, sorting, crushing, storing and hoisting of waste rock and ores obtained from underground development headings and production areas. The Ozark Lead Company is a wholly owned subsidiary of the Kennecott Copper Corporation. Its mine is located nine miles south of Bunker in Reynolds County at the south end of the "New Lead Belt" mining district. Development started in May, 1964, by drilling a seven foot diameter (six foot cased), 1, 250 foot development-ventilation shaft. Drifting began in August, 1965, to obtain a bulk ore sample, to test ore continuity, and to drive two mine levels while the pre-grouted production shaft was being sunk. Over 7, 900 feet of 12 by 24 foot drifting was done from this small shaft. In March, 1966, a 20 foot diameter, three compartment, concrete lined production shaft was collared. It intersected existing development headings at a depth of 1, 195 feet in April, 1967, and was completed along with a concentrator and other facilities in June, 1968. Mine production began that month, with 5, 000 tpd reached in 1970.\

Zinc ferrite is the major phase component present in zinc refinery residue (ZRR) and electric arc furnace dust (EAFD). Up to 71 percent zinc ferrite has been reported to be present in ZRR, and in most studies zinc ferrite has been deemed the major phase in EAFD. In 2010, the global annual production of EAFD was 3.7 Mt, with 15.20 kg of EAFD generated per ton of recycled steel [1]. The generations of ZRR and EAFD have been growing over time, requiring a greener approach for the reutilization and extraction of valuable elements. ZRR can be a potential source of zinc, as its zinc content is as high as 30 percent [2,3]. The presence of zinc ferrite makes the extraction of zinc difficult because zinc ferrite is refractory to leaching, and direct leaching is inefficient. The Waelz process is currently employed to extract zinc from EAFD and other metallurgical wastes. The Waelz process operates in the temperature range of 1,100 to 1,500 °C and uses coke as reductant. This study explores a carbon-free and relatively low-temperature process for the selective extraction of zinc from pure zinc ferrite.

"A packaged cooling system is being developed for refuge alternatives (RAs) that will meet U.S. Mine Safety and Health Administration (MSHA) qualification guidelines for deployment in coal mines. This system will allow full occupancy ratings of deployed refuge alternatives to be maintained by keeping the apparent temperature inside the RA from exceeding 35° C (95° F).Research investigations sponsored by the National Institute for Occupational Safety and Health (NIOSH) have shown that heat buildup caused by occupants in mobile RAs will result in apparent temperatures that exceed the 35° C (95°F) limit established in 30 CFR 7.504.Figure 1 shows the temperature rise in an inflatable RA having an occupancy rating of 23 people at an 27° C (81°F) mine air temperature. This plot shows the need for either heat mitigation or occupancy derating in warmer mines.The Refuge Alternative Environmental Control System (RAECS) will be designed to provide enough heat mitigation to eliminate occupancy derating due to heat buildup over the 96-hour refuge period.This article describes testing of a prototype cooling system that uses proven vapor compression technology powered by batteries to keep the RA interior below the 35° C (95° F) limit for a minimum of 96 hours. Testing of this prototype cooling system was conducted in December of 2015 and January of 2016 at the NIOSH test mine in Bruceton, PA. December testing was conducted at the prevailing mine ambient temperature — approximately 15.5° C (60° F). The January testing was done with the mine ambient temperature in the immediate vicinity of the RA artificially elevated to 29° C (85° F). Realistic heat gain from RA occupants was provided by human simulators developed by NIOSH. These simulators add sensible heat corresponding to human metabolic processes and latent heat generated by respiration and perspiration. Heat generated by CO2 scrubbers was also added. Results of cooling system performance using these simulated loads at the two ambient conditions are described. A comparison of the apparent temperature in the RA using two different control techniques is also presented. This work documents the ability of the cooling system to meet the established apparent temperature limit at the full occupancy rating of a six person RA. A new cooling system intended for use with existing RA deployments and having greater cooling capacity is currently in development and will be described.Expendable desiccant modules were also used to provide supplemental water vapor removal and their role in mitigating cooling load is addressed."

Roadheaders are gaining widespread acceptance in North America as a means for mechanical tunnel excavation. Until recently, almost all of the large-scale North American tunnel projects were excavated one of two ways ? the tried and true drill-and-blast method or with the use of tunnel boring machines (TBM), the hi-tech super-excavators. TBMs enjoyed fast-growing popularity worldwide as TBM manufacturers offered greater technology to meet the demand of the civil tunnel industry in the late 20th century. Recently, though, more tunnel projects, large and small, can thank the brute force of a roadheader for getting the job done.

The Code for Environmental Management of Marine Mining (the Code) was adopted in 2001 by the International Marine Minerals Society (IMMS) following extensive and wide-ranging consultation, and updated in 2002. The Code provides a framework and benchmarks for development and implementation of an environmental program for a marine exploration or extraction site by marine mining companies, and for stakeholders in governments, NGOs and communities in evaluating actual and proposed applications of environmental programs at marine mining sites. The Code provides for its review by IMMS after five years, with a focus toward possible modifications based on experience with its implementation and in light of developments in the field of marine mining and associated environmental practices, in consultation with the marine mining industry and with other stakeholders at marine mining operations. As the review of the Code is now due, to begin the process, this paper will present an analysis of the Code and initial suggestions for its modification. The ability to make a good profit in the mining industry is becoming more and more difficult. Typically, grades are lower, sites are more remote, and environmental restrictions are getting tighter than ever before. While the price of the materials P.roduced, such as gold and silver, have stayed flat or declined, the external costs (goods and services) have increased. Increasingly difficult environmental restrictions have increased the lime and costs of develoJ?in9 new deposits, while often placing restrictions on a mme s production rate. Environmental costs for mine closure and site reclamation also make it very difficult to show a long-term profit while mining. Typically, the answer to this cost/price squeeze has been technological innovation. The whole concept of heap leaching low-grade gold ore is one innovation that provided some very goocf profits to the mining companies; but, today, those profits are being eroded by the continuing cost/ price squeeze. INTRODUCTION Geophysical applications to engineering projects are usually considered for reconnaissance exploration, and for some preliminary design phases. Recent experience indicates a growing need and a greater number of requests for measurements during construction. This is particularly true where seismic velocity values are related to strength properties of rock. Typical project objectives during construction are: dike and tunnel realignments required by surprise conditions encountered during foundation preparation; checks on grouting effectiveness which require velocity measurements before and after grouting; and dynamic moduli measurements along the walls of tunnels and deep excavations. This paper considers one of the on-site seismic applications that is rather simple and straightforward, and yet has few references in the literature. The specific objective is the measurement of seismic velocities (both "P" waves and "S" waves) for determining the thicknesses and dynamic moduli values of loosened zones of tunnel wall rock. In order to continue improving the quality of telecommunication services to meet the expectations of the people and to increase reliability in the case of emergency such as disasters, Nippon Telegraph and Telephone Public Corporation (NTT) is now constructing cable tunnels which connect main urban telephone offices. However, almost all the large cities in Japan are built in river deltas, so that their chief underground features are low strength fluvial deposit and a high ground water level. In this saturated soft ground, the ground surface at an installation site has occasionally subsided through deep excavations for cable tunneling construction. As these settlements have sometimes caused accidents, especially in densely populated large cities, NTT has made much effort to avoid such accidents. These accidents have occured mainly in flexible sheeting due to its inward movement. Therefore, after the investigation into forecast method of sheeting deflection with accuracy, NTT has reserched a system which forecasts ground surface settlements. This paper describes an outline of the ground settlement forecast system and practical example on the site.

Health risk underlies all of today's environmental regulations. Mine Manager's are no strangers to risk, but risk in the context of mine management is not the same as risk in the context of environmental regulation. One of the risks facing the mine manager is whether the mining operations meet environmental compliance standards. These standards are defined in terms of the frequency of occurrence of adverse health effects in an exposed population (i.e., health risk). Demonstration of compliance necessarily involves mathematical modelling and selection of values for input variables. What is not immediately apparent is that the method of estimating the human health risk has a significant influence on remedy selection and the amount of money spent at suspected contaminated sites. Using a hypothetical, mining-related example, this paper illustrates the disassociation between the current deterministic approach to health risk assessment and cost-effective decision making. This paper also illustrates how the probabilistic approach to health risk assessment provides a more realistic characterization of health risk and enables mine managers to identify cost-effective remedial strategies for the site.

This study deals with carrier flotation of cerium dioxide, a surrogate of plutonium oxide, which is the major contaminant at the Nevada Test Site (NTS). The objective of this study was to determine the feasibility of using carrier flotation for remediation of the site. In this study, a - 200-mesh fraction of pure cerium dioxide was used. Oleic acid was used as the collector, while calcium carbonate was used as the carrier. Mechanical-cell tests were conducted to float the surrogate from a mixture containing uncontaminated NTS soil, both in the absence and presence of the carrier. It was found that the addition of the carrier drastically enhanced the flotation recovery of cerium dioxide. The flotation recovery of the surrogate increased from 34% to 65% by adding only 0.5% calcium carbonate (-150 mesh). The recovery further increased to 95% by adding 10% calcium carbonate. The flotation method utilizing a carrier of calcium carbonate seems to have a high potential for the remediation of the soil contaminated with radionuclides at the NTS.

The National Institute for Occupational Safety and Health’s(NIOSH) Pittsburgh Research Laboratory (PRL), RAG Pennsylvania and Strata Control Technologies of Australia have collaborated to conduct an extensive study of roof bolt strata interaction at the Emerald mine in Southwestern Pennsylvania. The primary goal of the project was to obtain detailed data on the interaction between the mine roof and the support elements for use in modeling studies. The study site was a longwall tailgate subjected to high horizontal stress. Three arrays of instruments were installed at the site, one in the tail-gate entry and two in an adjacent crosscut. Pumpable concrete cribs were present in the tailgate array, and cable bolts were installed in one of the crosscut arrays. The instruments included mechanical and sonic extensometers for measuring roof movement, instrumented roof bolts, and three-dimensional roof stress cells. The study was ultimately successful in determining the magnitude of the horizontal stress concentration, the height of roof failure and the roof failure sequence, and the loading history of the primary roof supports.

"In April 2016, the U.S. Mine Safety and Health Administration (MSHA) began requiring the use of continuous personal dust monitors to monitor and measure respirable mine dust exposures to underground coal miners. Mines are currently using the PDM3700 personal dust monitor to comply with this regulation. After the PDM3700’s implementation, mine operators discovered that it interfered with proximity detection systems, thus exposing miners to potential striking and pinning hazards from continuous mining machines. Besides the PDM3700, other electronic devices were also previously reported to interfere with proximity detection systems. MSHA sought the aid of the U.S. National Institute for Occupational Safety and Health (NIOSH) and mining industry stakeholders to determine how the PDM3700 and some other electronic devices and proximity detection systems interact with each other. Accordingly, NIOSH investigated existing standards, developed test protocols, designed experiments and conducted laboratory evaluations. Some interferences were observed to be caused by electromagnetic interference from some electronic devices, including the PDM3700. Results showed that there was no significant interference when the PDM3700, as well as other electronic devices, and the miner-wearable component of the proximity detection system were separated by distances of 15 cm (6 in.) or greater. In the present study, it was found that the PDM3700 and the personal alarm device needed to be at least 15 cm (6 in.) apart in order for them to be used simultaneously and reduce potential interference. IntroductionUnderground coal miners are exposed on a daily basis to a variety of hazards, such as coal dust exposures, high noise levels, roof and rib falls, potential for fires and explosions, and operating and working with heavy machinery. One of the hazardous jobs is that of operating or working near a continuous mining machine. According to U.S. Mine Safety and Health Administration (MSHA) statistics, 44 miners had been fatally struck or pinned by a continuous mining machine since 1984. In an effort to prevent future striking and pinning fatalities from occurring, proximity detection systems have been developed and are required on all operating continuous mining machines in underground coal mines, with the exception of full-face continuous mining machines, by 2018 (MSHA, 2015a)."

The Bureau of Mines' Denver Research Center initiated a subsidence research program in 1978. The short ten goals of the program were to determine practical methods and equipment for measuring subsidence and demonstrate these methods by monitoring subsidence at several mines having mining, geologic and topographic variables typical of those encountered in the western United States. Data from the monitoring program would be supplied to cooperating mining companies and used by the Bureau to accomplish the long term objective of developing and validating subsidence prediction techniques applicable to mines in the West. Subsidence monitoring is being conducted at five mines in Colorado and Utah with substantially different mine plans, mining methods, depths of cover, and topography. The monitoring procedures used at each site are similar and include designing the monitoring network layout, installing the subsidence monuments, initial and periodic surveying of the monuments, and processing the survey data. The network layout, surveying methods, and types of monuments vary according to the conditions at the individual sites and the type of data being collected.

Evaluation and subsequent development of a quarry in east-central Missouri was based on a general but brief examination of outcrops and core from five (5) test holes. Neither core, outcrops, nor existing quarries in the general area gave any indication of potential major problems. In the third year of operation large areas of collapse rubble, consisting of green shale and large blocks of limestone and sandstone, were encountered. Their size and random distribution resulted in both blasting and quality control problems. By the fourth year of operation, production costs became prohibitive and the site was abandoned. Prior to dismantling the plant a geologic investigation, which included shallow seismic and resistivity surveys, was made of the unmined portion of the lease. The collapse dolines appear to be related to structure and predate development of the modern topography. Surface indications of these features are few. The seismic profiles were especially helpful in plotting their distribution. Geologic relationships and seismic data developed at this site are being related to similar suspect areas in Missouri and have been useful in their evaluation.

INTRODUCTION The problems involved with moving millions of tons of rock are being addressed by nationally recognized tunnel contractors who have converged in Chicago over the past 5 years. This wealth of expertise has been needed to meet the risk and challenge of constructing the world's largest network of underground tunnels which in turn has required a dramatic advance in the art and science of tunneling. These pioneers, through innovation, adaptation, and hard work, have eliminated the one major concern of The Metropolitan Sanitary District of Greater Chicago - how to move 8 million tons of rock. The Metropolitan Sanitary District of Greater Chicago (MSDGC) serves 122 municipalities covering 866 square miles in Cook County, Illinois. Of these cities, towns, and villages, 53 have combined sewer systems. On an average of once every four days, these systems overflow about 4 million gallons of combined sewage and rainwater into the area's rivers and canals. The overflows occur at approximately 640 outfall locations of which 10% are owned by the MSDGC, with the remainder of the points belonging to various other municipal bodies. All those who own these "point" sources of pollution are in violation of Illinois State and Federal regulations. To enable its member municipalities to come into compliance with State and Federal law, the MSDGC is implementing its Tunnel And Reservoir Plan (TARP). TARP is a regional solution to the problem of combined sewer overflow in the metropolitan Chicago area. Effective maintenance planning is vital for coal mining operations, where haul truck fleets directly determine production continuity. This study presents a discrete event simulation (DES) model for evaluating maintenance strategies under multiple failure modes and their interdependencies. The model integrates corrective, periodic preventive, and opportunistic maintenance, dynamically updating equipment lifetimes through probabilistic time-betweenfailure and time-to-repair distributions. Applied to a fivetruck coal haulage fleet over a one-year horizon, results show that periodic preventive maintenance delivers the highest availability (76%) under unconstrained conditions, slightly outperforming corrective-only maintenance (75%). Opportunistic and integrated approaches performed worse (68% and 69%), reflecting redundancy from overlapping interventions. These findings suggest that structured preventive programs provide the most reliable outcomes when costs and resources are not limiting. The DES framework serves as a baseline for future models incorporating cost, spare parts logistics, and workforce availability, supporting robust maintenance planning in coal mining operations.

"The Sistema de Potabilización Área Norte project (Northern Area Purification System) was a major expansion of the potable water system in Buenos Aires Province, Argentina. The aim of the project was to transport and purify raw water from the Paraná River to provide potable water for five communities in the northern part of the province, benefitting up to two million people. The project was constructed by a joint venture (JV) of four South American contractors and consisted of the following key components:• Treatment plant: A 16-ha (39-acre) area was cleared for the construction of a treatment plant to purify 900,000 m3/day (1.2 million cu ft/d) of raw water from the Paraná River and distribute it to the surrounding communities.• Bored tunnel: Nearly 15 km (9 miles) of 3.6 m (12 ft) inner diameter tunnel, ranging from 18 to 22 m (59 ft to 72 ft) below grade, was bored with two earth pressure balance (EPB) tunnel boring machines (TBM) to draw the raw water from the river. The TBMs started from a central launch shaft and proceeded in opposite directions. Cristina advanced northbound to the Paraná River Intake System, and Liliana advanced southbound to the new treatment plant.• Access and ventilation shafts: Five access shafts and eight ventilation shafts were installed along the length of the tunnel. The access shafts were designed to provide entry points for inspection and maintenance of the final tunnel. The five shafts consisted of one central launch shaft in the middle of the tunnel alignment, one retrieval shaft at each end of the tunnel (intake and treatment plant, respectively) and two intermediate shafts. The intermediate shafts were installed before the TBM passed, with a final liner to be installedafterward."
