"Fostering positive community relations is a principal tenet of sustainable development, but conflict can test even the strongest of relationships. While conflict surrounding resource development projects has the potential to be destructive, it may actually pose opportunities for partnership and collaboration when managed effectively. It is therefore not only important for mineral resource professionals to recognize the financial and social costs associated with legal disputes among project stakeholders, but also for them to prioritize resolving social conflict using alternative channels that allow for win-win outcomes. A variety of dispute prevention and resolution techniques do exist, but successful practice is not yet the norm. Here we review the sources and consequences of social conflict in the context of mining projects, and discuss typical and alternative approaches to conflict management in light of their respective benefits and drawbacks. We also suggest implementation of conflict resolution lessons into resource-related university curricula as a critical step in the continued shift of the mining industry towards sustainable development. INTRODUCTION Social conflict is a recurring phenomenon in the human experience and serves as a critical mechanism for change [1-5]. It occurs when two or more parties perceive that their needs and interests are in direct competition with each other and believe they cannot be reasonably accommodated. Conflict over mineral resource activities, particularly the distribution of benefit and risk, has become an omnipresent issue throughout the world [6-7]. Contrary to common perception, however, conflict can be a positive, transformative encounter in some instances [2, 8-11]. For this to be possible, society and its acting agents must reconsider how to address conflict. What if conflict were only a challenge to try something different? It is well-understood that the mineral industries must manage an increasingly significant volume of social conflict [12-13], which can be a costly externality impacting all of whom are involved. We commonly consider conflict in a two-party sense, but this deeply over-simplifies the true number of stakeholders. Besides mining companies and community members, government policymakers and regulators, public interest groups, and judicial systems, to name a few, bear the social expenses of poorly-managed conflict [4, 6, 12, 14-22]. It is desirable for interested parties to participate actively in a constructive way to pursue their needs rather than contributing to adversarial relationships, operational problems, and legal costs [1, 4, 12]. Some mining companies are of course already working to develop more productive relationships with their stakeholders, but there is undoubtedly still a gap between ideal and common practices. This gap can inhibit collaboration and threaten the potential for mutually-beneficial resolutions to complex social issues [12]."

California's Surface Mining and Reclamation Act (SMARA) was passed in 1975 to identify and protect mineral resources in areas of high land use conflict and ensure reclamation of mined lands. Under SMARA, aggregate resource availability is quantified and compared to forecasted demand in specific market regions. Fifteen regions studied thus far cover 51,800 km2 (20,000 sq miles) and contain 45 Gt (50 billion st) of high-quality aggregate resources that have been legally designated as "regionally significant," providing a measure of protection previously unavailable. SMARA reports and state testimony at local hearings have supplied objective information and helped reduce conflict in mine permitting decisions.

Understanding the climatic conditions in underground mines is necessary for efficient ventilation design, cost savings, and to ensure the health and safety of mine workers. Large volumes of ventilation and climatic data including air volume, barometric pressure, dry bulb temperature, and relative humidity were collected at active underground precious metal mines in Nevada, which allows for the determination of wet bulb temperature and other key parameters. Through the utilization of neural networks, the wet bulb temperature at the bottom of the intake shafts is predicted, while taking into account the “thermal flywheel effect” (TFE). Wet bulb temperature is one of the most important climatic parameters to model and understand because it significantly affects the work conditions and the cooling capacity of the ventilating air. The accurate prediction of the dry bulb and the wet bulb temperatures at the bottom of intake shafts is critical when assessing the climatic conditions in future underground mines and deciding onwhether a cooling system is needed to assure adequate working conditions throughout themine. By utilizing accurate predictions of wet bulb temperatures and other climatic parameters, mine personnel will be safer as reported by Bluhm et al. (2003), and a more accurate ventilation design can be achieved resulting in major cost savings for underground mines.

"This article details the use of an alternative testing method to the 2004 "Post-Tensioning Institute (PTI) Recommendations for Prestressed Rock and Soil Anchors" manual’s recommendations for temporary and permanent rock anchors for applications in shafts and tunnels. This method was developed and used for the Black River Tunnel (BRT) project in Lorain, OH as a means to reduce testing time of rock bolts during shaft construction while maintaining a similar level of quality control and assurance. The following sections will detail the project background, subsurface characteristics, shaft construction, the 2004 PTI testing method and associated difficulties, the alternative testing method and conclusions reached.Project backgroundThe city of Lorain is located in north central Ohio on the south shore of Lake Erie, approximately 40 km (25 miles) west of Cleveland and 119 km (74 miles) east of Toledo. The city chose to build a large-diameter storage tunnel and pump station to meet its requirements to reduce sanitary sewer overflows to the nearby Black River. NTH Consultants Ltd. (NTH) was retained by the city’s prime consultant, Malcolm Pirnie Inc. (now the water division of Arcadis), to perform a geotechnical investigation, develop design and construction bid documents for the tunnel and shaft liner systems and ultimately provide oversight assistance during the construction phase of the project.The BRT is an approximately 1,700-m (5,560-ft) long, 7-m (23-ft) diameter rock tunnel to be lined with a 5.8-m (19-ft) inside diameter secondary concrete lining (Fig. 1). The tunnel is designed to accept flow at a new drop shaft (Shaft 3) located on the west side of the Black River, across from the city of Lorain Black River waste water treatment plant (BRWWTP). The tunnel will be dewatered at the south end by a large diameter pump station (Shaft 1) located in the existing Lorain Port Authority Public Boat Launch. Flow from the new pump station will be discharged into an existing shallow interceptor sewer and directed back to the BRWWTP."

A new system for leaching many types of ores has recently been developed on a commercial basis by J and J Research and Development, Inc. of Hanover, New Mexico. This revolutionary new leaching system consists principally of three new leaching reactors; viz, (1) a large, air-agitates, column-like reactor for leaching crushed ores that is constructed in an underground environment and has the inherent ability to do a very efficient job of leaching, (2) a vat-like, air-agitated vessel for leaching an rinsing finely ground ores and , (3) an air-agitated copper precipitation column that is built underground and utilizes an inexpensive dense or heavy scrap iron as a copper precipitant. Each of these new reactors have been used in a large leaching plant near Hanover, New Mexico.

Several years ago I wrote a comprehensive paper 'entitled, "Future Trend of Bulk Carriers" dealing with the principle dimensions of vessels and how they can be predicted; then with loading and unloading of large carriers, especially considering various designs of "Self Unloaders". Since writing the paper, many large bulk carriers were basically built along the, predictions made. Maximum size today is in the 150,000 DWT class, with few exceptions, which are combination carriers (ore-oil) or OBO's (oil-bulk-ore) in the 200-250,000 DWT class in the same paper, many references were made cautioning engineers not to design ports which could be "obsolete tomorrow", however, these were not always followed. Nevertheless, during the past few years many modern ports were built signaling the beginning of a new area of "Super Ports". Super Ports can be built for various reasons, most important to provide transfer stations where bulk material is received from large carriers then transferred to smaller vessels or barges for distribution. Obviously, opposite movement of bulk commodities can justify the building of "Super Ports", however, these are not as difficult to build for many reasons. The Material Handling Industry has developed efficient means of unloading smaller vessels or barges with continuous-type unloaders and has mastered the art of storing, reclaiming, and moving large quantities of bulk material to high-capacity shiploaders. Nevertheless, the industry has failed to design and market efficient ship unloaders which in any way could match the presently attainable shiploading rates. For these reasons, it is considerably more difficult to build "Super Ports" for incoming rather than outgoing bulk materials with large bulk carriers. The purpose of this paper is to elaborate on problems affecting high-capacity, continuous ship unloaders, especially involving large bulk carriers. For better understanding, some references will be made to the smaller, continuous barge or ship unloaders, but only as the principles affect the larger units. "GENERAL PROJECT DATA The Sparvo Tunnel belongs to “Variante di Valico” project, a new 65 km highway link between Bologna and Florence, designed to renew the existing A1 route and to connect in a faster way Bologna and Flor-ence. It is composed of a 2,5 km twin tunnel excavated in a complex geological context, characterized by the presence of a series of surface landslides and methane gas. The gradient is 2.6 % and the minimum radius is 1’400 m. The internal diameter of the precast seg-ment lining, equivalent to the final section of the tunnel, is 13.6 m. MAIN TBM SPECIFICATIONS TBM Earth Pressure Balanced S-574 “Martina”, manufactured by Herrenknecht, has a theoretical excava-tion diameter of 15’615 mm. It is equipped with a conical shield 12.2 m long and four back-up gantries. The total length of the machine is approximately 130 m, weighing approximately 4’500 tons. The total installed power is 16’800 kW. The main drive has a diameter of 8’700 mm and has a triple axis roller type bearing equipped with a labyrinth system including 4 sealing lips. TIME SCHEDULE OF INITIAL TBM DRIVE A time schedule of the initial TBM drive is presented in the following list: •,August 25, 2011: start of the excavation of the 1st drive of the Sparvo tunnel •,October 29,2011: stop of the advance of the TBM for gear oil contamination and clogging •,October 29 to December 20, 2011: repair works on the main drive system and modifications on the conditioning system •,December 20,2011 to July 25, 2012: restart excavation of the 1st drive (north tunnel) and its breakthrough •,July 25 to November 29, 2012: 180° turning of the TBM, detailed check of the main drive seal-ing system and fixing problems on gear boxes, race ring, clamping ring and cutting wheel •,November 29,2012 to July 24, 2013: excavation of the 2nd drive (south tunnel) and its break-through •,August 2013 to July 31, 2014: disassembly of the TBM (first 4 months) and standstill of the jobsite for structural issues on precast concrete lining of the tunnel •,July 31, 2014 to March 10, 2015: inspection, dismantling and packaging of each part of the main drive (flange ring, gear box housing and main bearing). Beginning in late 1985 and continuing through 1987, Bureau of Mines personnel investigated longwall chain pillar and entry design in two-and three-entry gate-road systems at a deep underground coal mine located in central Utah. To evaluate their respective stability characteristics, four chain pillars and two longwall panels within the two separate entry systems were instrumented with Bureau of Mines hydraulic borehole pressure cells to continuously monitor vertical and horizontal pillar and panel stresses through adjacent panel retreat. In addition, supplemental entry closure information was obtained from sites located in the vicinity of the instrumented pillars. The findings presented in this report demonstrate the practicality of evaluating mine pillar stability using in situ methods and support three significant conclusions regarding ground control aspects of the investigated two-entry system: (1) Total areal entry loading was considerably less for the two-entry system, as opposed to the three-entry system, (2) a smaller percentage of opened ground in the two-entry system contributed to a marked reduction in roof falls, and (3) lower areal loading in the two-entry system suggests improved ground conditions when mining the underlying seam.

The concept of initiating a large action-oriented contract, directed toward inherently safe mining systems, was conceived by the U. S. Bureau of Mines in January 1970. At that time we were in the process of establishing research contracts and grants, about 100 of which were let in FY 71 to deal individually with fairly specific technological areas. These projects in the aggregate covered a wide spectrum of health and safety problems. What appeared to be necessary was the creation of a project or program that would provide a focal point for the demonstration of many of the results of this research and also in the action sense culminate with working hardware and systems that could be tested and demonstrated over a fairly long teen. The concept of working demonstrable systems, rather than just a conceptual study, was, felt to be necessary for two significant reasons. In the development of any new system, the translation from concept to working hardware is usually a costly and time consuming process which acts as a deterrent to implementation. Secondly, many decisions in the mining community to change equipment or systems ,are based on first hand observation of the new system, in operational practice, an attitude which is certainly understandable in view of the high capital costs of equipment. Simulation is a general term which commonly appears in the technical literature and which can have different meanings to different people. One interesting definition (9)* applicable in an engineering context is the following: "Simulation is the use of a model to study a problem." In most cases, the model referred to in the above definition is a simulation model constructed in a computer language and implemented on a computer in order to solve the problem under consideration. The application of computer simulation models to the study of problems in materials handling and earthmoving has been successful in the past. Generally speaking, this method has been used where the system to be studied has many variables and where the ability to predict the outcome of the system under different sets of conditions is difficult. The prime reason for using such a model is to evaluate the numerous likely ways of operating any particular system without the necessity of actually conducting full-scale field tests. The simulation model presented here is such an application made to the process of tunneling and, in particular, to the process of tunneling with a boring-type tunneling device. At first glance, the process of tunneling may not appear to be particularly complex and susceptible to study by a computer model. However, a close analysis of the tunneling process will reveal that it is rather complicated as a result of limitations placed upon the system by restricted space in the tunnel, geologic variations along the tunnel

The National Institute for Occupational Safety and Health (NIOSH) and the former U.S. Bureau ofMines (USBM) have given a significant effort over the past four decades in researching and developing engineering controls and interventions to reduce mine workers’ dust exposures during the bagging and palletizing of industrial minerals. Workers performing manual bagging and palletizing of 50- to 100-pound bags typically have some of the highest dust exposures of all workers at mining and mineral processing operations. This paper will provide an overview of available dust control technologies for bagging operations and present the findings of a recent case study that was conducted at four different industrial sand operations to identify the current types of bagging and palletizing technologies being used and to evaluate their effectiveness in reducing workers’ exposures to respirable crystalline silica dust. An evaluation will also be performed to determine if further reductions in respirable dust levels can be achieved by incorporating additional modifications or improvements into the existing technology.

Blastings always generates induced vibrations through seismic wave, these are lost energy from the blasting and therefore causing the disturbance of slopes and structures near the blast source. Most of the components of an open pit mine have to reach a physical stability, especially during its closure process. Aiming to develop a vibration prediction model using the historical records from an open pit mine located on Peru, this research has two main focuses depending on the distance from the blast source to the structure: to protect the final slopes and to protect the villagers houses. Both are based on the Devine model of the Square Root Scaled Distance (SRSD) to predict the Peak Particle Velocity (PPV). The Mid field model, where is found mainly final slopes from the pit, limited by the failure criteria of McKenzie based on the geo mechanical properties of the rock mass. The Far field model ranges distances where are located the most community households, limited by the German rule DIN 4150 for highly sensitive structures. Both scenarios resulted on a distribution abacus to limit the weight of used explosives to get the best operational advantage and structure safety.

The image of the open-pit miner in the eyes or the Environmentalist has never been very outstanding. The phosphate industry, whose history in Florida reaches back to the late 1800's, can-not be credited until recently with a large number or accomplishments in terms of protection or the environment to change this image. This lack of action was not deliberate or in opposition with the desires of the public. In the formative years, there was little or no public and the companies found it necessary to build towns to house their employees and their families, towns which remained in existence until the late 50's and early 60's or formed the core of present large communities. Neither these pioneers nor most subsequent resource developers considered themselves un-thinking spoilers, nor were they so regarded by their contemporaries. Instead, they acted in a manner consistent with their environmental circumstances and intellectual heritage. Early Americans did make mistakes in using the land but the mistakes became apparent only in the opinion of later generations. Over the past five to ten years, there has been a new self-awareness in the industry with regard to environmental responsibilities brought about, in part by a continuing onslaught of new regulations with jurisdiction over our activities. Part of the new regulations are aimed at industries as a whole while many, particularly state regulations, pertain specifically to the phosphate mining industry. Why all the new regulations? The reasons are encased in a complex web of activity but stem primarily from a new public awareness of its environment. More and more of our youth have become interested in the environmental science areas such as biology and ecology. The tremendous growth rate in both the population and industry has made personal issues out of subjects such as atmospheric inversions and water shortages which previously were abstract concepts. The State has grown from a population of 1,500,000 in 1930 to approximately 9,000,000 people today. This personal impact and general lack of knowledge on the part of the public concerning economics has resulted in big business no longer being held in awe, often in contempt and generally in suspicion where environmental concerns are encountered.

The results of a recent study on the influence of continuous and conventional mining techniques on the size consist and wash- ability characteristics of coal are presented. Eight samples, four each from continuous and conventional mining sections were collected. Each sample was screened in seven size fractions, and each size fraction was totally fractionated at five gravities. The data thus collected was statistically examined for the influence significance of mining techniques, size, and gravity on the quality of the mined product. The paper presents the sample collection method, data gathering and analysis procedures, and major conclusions. The study revealed that there are pronounced differences in the products from the two mining systems and that conventional mining yielded a better product in terms of size-consist, and yield, ash, and sulfur in both the raw and washed products. The results of the study are significant in regard to consideration of resource utilization and conservation, and environmental impacts.

The very high cost of exploration and development for new mines requires that a carefully planned, complete, and technically competent geotechnical evaluation be applied to the ore body and the surrounding rock. The ground conditions must be predetermined sufficiently so that, during the development and exploitation stages, unexpected conditions will be of minor consequence. Ground conditions are a major factor affecting the cost of excavated items such as shafts and inclines. For example, shafts cost less to sink in tight dry ground than in highly pervious ground below the water table, with all other factors being equal. The proper mining methods also is dependent upon the ground conditions. Bad ground for room-and-pillar mining may be ideal for caving methods; whereas, ideal ground for room-and-pillar mining would be extremely difficult for a caving operation. To do a proper engineering design, the parameters of strength, deformability, and permeability must be determined, in addition to the loads that will be applied as a result of the mining activity. The required degree of accuracy for each parameter depends upon the individual case. For example, the strength of massive rock in which openings of small cross-sectional area are to be driven at shallow depths needs to be resolved only within several thousand kilopascals (pounds per square inch). Under such conditions, the rock strength is not likely to be of great economic importance unless the rock is very weak. Large openings at great depths require a much more accurate appraisal of rock strength and deformation characteristics. Ground water conditions are important at any depth. Today, a number of techniques exist for evaluating conditions before opening up the ground for development. These techniques and their applications are described in more detail later in this text. The evaluation of ore body ground conditions should start at an early stage, as soon as the deposit has been proven viable for a mine. Economic geology investigations mainly serve to define the value and limits of the ore deposit. To do this properly, the geology of the site is determined in at least as much detail as is necessary to define the "controls" for the ore body. The ground-condition evaluation must determine the engineering properties of the ore body and the surrounding material. This includes the structural geology as it relates to rock strength; i.e., the frequency, extent, and orientation of discontinuities such as faults, joints, bedding, etc. Ground water conditions also must be determined. It is important that the detailed geology of the site be determined at an early date. Reasonable geotechnical parameters must be established during this time period, so they can be used in mining model studies that include both physical and mathematical models. The ultimate goal bf-the geotechnical evaluation is to predict the ground behavior as the excavations are made and how the ground behavior will affect the safety and economic well-being of the mine. The formulation of a ground-condition evaluation program should be planned carefully to determine the particular geotechnical parameters only in as great a detail as will have a bearing on the mine design. For instance, it is not necessary to make numerous triaxial tests in strong rock when the mining will be conducted within a few meters (feet) of the surface in a regime of gravity loading and an absence of tectonic stresses. Similarly, it is not necessary to invest large amounts of time and effort in the determination of joint strengths if the orientations of the joints are such that the failure could not occur along them. Generally, the determination of ore body ground conditions can be divided into four main steps: 1) The general and structural geology of the site must be determined; this is determined primarily during the economic evaluation. 2) The material behavior characteristics of the deposit and the vicinity must be determined. 3) The ground water hydrology of the deposit and the vicinity must be determined. 4) Miscellaneous ground support considerations must be established. Gross features are defined first, followed by a series of increasingly detailed investigations. Specifically, the geology study should start by utilizing techniques such as remote sensing, topographic map interpretation, geologic mapping, etc. After the gross features, such as major faults, have been delineated, the studies are directed toward defining the more detailed elements of jointing, rock strength, ground water hydrology, and other characteristics. This information is used to formulate an assessment of the strength of the ore body and the surrounding rock. Finally, all of the gathered information is integrated to make an assessment of the rock behavior in relation to the types of openings, the excavation methods, the support requirements, etc., that should be used for the rock conditions that are present. The mine design and the geotechnical assessment should be an iterative process. General conclusions about the rock conditions will dictate a type of mine plan. The specific mine plan then should be modified by specific geotechnical considerations. For example, an initial assessment may conclude that the ore body is strong and that a strong rock unit is present over the ore body. Thus, one definite possibility is to mine the deposit by room-and-pillar methods. However, subsequent investigations may reveal faults through the deposit, requiring relocation of the mine openings so that pillars and other structures are in sound rock. In other words, the final mine plan should be compatible with the geotechnical aspects of the ore body.

The numbers tell the story of this one. More than 50,000 people and 1,890 exhibitors took over the Las Vegas Convention Center Sept. 24-26 for the largest mining trade show in the world ? MINExpo. Inside the convention center, some of the largest machines used in mining were on display. Caterpillar, Liebherr, Komatsu and Hitachi displayed ultraclass offroad mining trucks and shovels. Atlas Copco and Schramm were among companies that rolled in mining drills and Bridgestone, Goodyear and Michelin were among the companies showing off the massive tires used by the trucks. Throughout the three halls and an outdoor display area, just about every kind of product, gadget or service used in the mining industry could be found on display somewhere.

"To more rigorously address tunneling risks to above-ground structures, vulnerability evaluation of all structures along a tunnel route is required. This multi-block area along the route can be considered a district. To fully assess each structure within a tunnel’s zone of influence, a multi-block or district-level model may provide new insights as to risk evaluation and mitigation strategies. However populating such a model with the existing geometry of the built environment poses a major challenge as measured drawings are not readily available for all structures along a tunnel’s route. Cost-effective population of such a model could arguably involve remote sensing data in the form of laser scanning or photogramme-try. However even for unreinforced masonry structures, where external, above-ground geometries can be captured, without a prohibitively expensive building-by-building, in person survey many factors would remain unknown. To consider these uncertainties in an automatic way, a performance assess-ment framework is proposed. Such a framework allows a more rigorous, initial, risk quantification than is currently possible within the simple empirical models generally being used in industry when tunneling risk is initially assessed. This paper introduces (within the allowable space limits of this format) consider-ations for auto-population and application of a district-level, tunnel-risk screening tool. INTRODUCTION Challenging topography, intense urbanization and infrastructure development, combined with limited land availability and a growing awareness of environmental issues have lead to increasing usage of un-derground spaces to control aboveground traffic and provide essential services in metropolitan areas. Tunneling, however, is not without its own risks, especially with respect to aboveground structures whether it be widespread minor damage (Burland et al. 2001) or the more notable, although less fre-quent, large-scale collapses such as the 2003 Shanghai (Allianz 2015) or 2004 Singapore (Magnus et al. 2005) events."

The development of the Montreal metro extension Line 5 -Blue Line- toward the northeast are located between the existing Saint-Michel station and Anjou. It consists of 6-km long two-track tunnel, five new stations and six auxiliary structures. Most of the tunnel (5.5 km) will be excavated by a 9.6 m diameter shielded rock TBM and supported by a precast segmental lining system. TBM will be fitted for probing and preexcavation grouting to control water inflow into the tunnel during the excavation. This paper presents major design aspects of the TBM tunnel including alignment, geological condition, spaceproofing, precast segmental lining, and geotechnical instrumentation and monitoring.

A tectonically disturbed sequence of Mississippian age evaporites expressing a 5 milligal negative gravity anomaly near Sussex in southeastern New Brunswick, Canada, was investigated by a program of drilling, geologic and geophysical work over the past 27 months. Seventeen of twenty-one drill holes have penetrated 10 to 140 feet of potash mineralization in a salt sequence underlying 2 000 to 3 000 feet of arenaceous, conformable red beds, also of Mississippian age. Bromine and borate studies, lithological characteristics and geophysics, have facilitated improved understanding of the salt structure. The salt sequence has been affected by f1owage which has resulted in both major and minor folding. In the more disturbed areas, the potash interval was extensively subterraneally eroded at the upper anhydrite-salt contact.
