In general all the arguments, raised by Messrs Cooke, Martus and Johnston in favour of extending the scope of the new assistance scheme can be accepted as sound.

The productivity indices of the Republic of South Africa compare poorly with those of its competitors in the rest of the world. The theory of productivity is relatively simple, and various models are available to demonstrate this. The problem is how to apply the theory in practice and to convert it into a practical management system that will guarantee results. The secret lies in a management approach that aims at a continuous improvement in achievement and that involves the entire work force down to the lowest level in the process. Good management systems ensuring the necessary attention to, among others, management by objectives, finance, personnel, maintenance, planning, and control are a prerequisite for continued improvement and staff involvement. The net result of such an approach is described by the term performance management, which encompasses the total integration of al a company's management systems.

Copper remains one of the most sought-after metals in the industry. Tennantite (Cu12As4S13) and tetrahedrite (Cu12Sb4S13) that occur in pyrite copper, copper-zinc and polymetallic ores are an additional reserve for increasing technological parameters of flotation. Pyrite mass (85% and more) has similar flotation properties to other sulfide minerals, and imperfection of reagent regime is a common problem that occurs during quality copper concentrate processing. Due to tennantite's and chalcopyrite's differences in flotation properties with butyl xanthate at pH > 10, tennantite often reports to the flotation tails. Hight alkalinity of the medium increases the oxidation level of sulfide minerals, thus increasing the concentration of S2O3 2-, SO3 2- SO4 2-. At processing facilities in the Russian Federation, the concentration of thiosulfate ions in pulp is in the range of 0.5 to 1.5 g/l and higher, which leads to a decrease in flotation activity of the tennantite. The effect of butyl xanthate (as standard), thionocarbamate, dithiophosphate and M-TF (a mixture of dithiophosphate and thionocarbamate) on monomineral (tennantite and pyrite) flotation in the presence of sodium thiosulfate was studied. The variable parameters of the "thiosulfate-collector" flotation complex were thiosulfate concentration (100-900); pH (8-12,5). The scientific methods included contact angle for hydration assessment; TEM for surface studies; UV spectroscopy and iodometric titration for solubility control. Comprehensive studies have established a connection between the concentration of thiosulfate ions and tennantite flotation selectivity. Flotation activity of tennantite is higher at pH 8 with a thiosulfate concentration under 300 mg/l. Pyrite remains active with butyl xanthate under the same conditions. TEM images of the surface films of the collectors on pyrite were acquired at pH 8. The MTF provides the biggest difference in adsorption, wettability and flotation activity between tennantite and pyrite at pH 8 and thiosulfate concentration under 300 mg/l, in comparison with butyl xanthate. The results of the research will be applied to improve selective reagent regimes of tennantite minerals flotation. E. H. D. Carman: The results achieved at Buffelsfontein Gold Mining Company Limited are very encouraging and it seems certain that as far as the conventional uranium recovery process is concerned solvent extraction must entirely supplant the old resin ion exchange process. The operational costs given by Mr Meyburgh indicate that the chief cost items in solvent extraction are reagents. In other words 38.4 per cent of the operational cost at Buffelsfontein is due to the replacement of the organics lost from the plant. It is reported from a wide field of experience that loss, particularly of amine, is a direct function both of the quantity and nature of finely divided suspended solids in the pregnant solution and the extent to which the design of the mixers causes the formation of secondary dispersions which do not easily separate in the settler. There is in addition the unavoidable loss of amine due to its solubility in the aqueous solution which is thought to be about 4 p.p.m. In order to minimise solvent losses therefore, efficient clarification at the head of the solvent extraction plant would appear to be a most important requirement. For this reason the newly erected plant at West Driefontein Gold Mining Company Limited has two Funda Pressure Filters each with a filtering area of 540 sq. ft. which are together designed to handle up to 440 g.p.m. of filtrate. This plant has not yet been commissioned but preliminary testing indicates that suspended solids in the sub micron size range which do not settle even on protracted standing of the solution, will rapidly blind the clarifiers. This should not affect solution clarity but frequent backwashing adds to the cost of precoating. The difficulty was countered in the laboratory with continuous additions of filter aid in addition to the precoat but, as Table 11shows, cost of filter aid is high and its use will have to be optimized against organic losses due to less efficient clarification. This will need much careful observation over a relatively long period of time. Costs shown in Table 11 are based on Mr Meyburgh's figures adjusted to probable conditions at West Driefontein Gold Mining Company Limited. The assumption based on small scale testing is that it will cost 5.2c/ton in filter aid to clarify filtrate to a level of about 5 p.p.m. of suspended solids, in order to restrict the amine loss to 10 p.p.m. which is likely to be equivalent to an entrained organic loss worth approximately only 2.6 cents per ton. Of course poor clarification as mentioned earlier is only one of two or even more causes of organic losses and it seems obvious on the above basis that the operation and economics of pressure clarification will need close investigation. A second important consideration at West Driefontein has been the design of the pump-mixers which must perform the dual function of phase mixing and providing the necessary hydraulic gradient for counter current flow of the two phases. The arrangement is shown in Fig. 1.

"The ore deposits of the Zambian Copperbelt occur in sedimentary strata that have been subjected to relatively mild, flexure-type folding. Unrolling serves to reconstruct the original depositional geometry of the folded sedimentary strata and is in common usage on the Copperbelt both for geological analysis of drill hole data and in routine ore reserve estimation.A computerized method of unrolling was introduced at Roan Consolidated Mines in 1969 based on a standard contouring program. A contour map of the geological structure is drawn from a regular grid of elevations, interpolated from the original, irregularly-spaced intersections. Unrolling is performed across this grid, perpendicular to one or two axes specified by the geologist. Each intersection is unrolled independently, and the new co-ordinates are subsequently processed to produce unrolled maps.The technique has been used successfully at RCM over the last two years in both the estimation of ore reserves and exploration planning."

In 1970 it was decided to build a large new plant at the Chingola Division of N.C.C.M., Ltd., to treat concentrator tailings and leach residues with a low copper content by a leach-solvent extraction-electrowinning process. In order to assist in the establishment of the design parameters for the new plant, and to study the interaction of this plant with the existing leach-electrowinning plant, mathematical models, formulated as linear programs, have been developed and used extensively. The paper outlines the metallurgy of the plants and describes briefly the way in which the models have been formulated and used. The formulation involved the use of separable programming to form the products of some variables.

"In order to be able to map the variation in the concentration of elements in soils, it is necessary to sample at intervals that will give adequate coverage of the area and will allow determination of the rate of fluctuation of concentration with distance in any environment. This rate of fluctuation with distance can be referred to as the continuity of concentration.The continuity of concentration in soils varies according to the chemical characteristics of the element being considered, the underlying rock type or orebody and in response to the dispersion processes that operated during soil formation. Within any environment there is a maximum distance between sampling points within which adjacent sample values are related. This distance, the critical sampling interval, can be determined by means of a correlograrm.Where the sampling grid has been chosen to provide an adequate coverage over unmineralized rock, adjacent samples being related, anomalies may be missed if the element continuity in the anomaly is less than in the background. Results show that a knowledge of the critical sampling interval of the environment being examined may used to select a more efficient sampling pattern for a geochemical survey."

Chalcopyrite represents the most important copper resource and is currently mainly exploited using pyrometallurgy. Bioleaching is an environmental-friendly and economic alternative to conventional mineral processing technologies. The technical feasibility of stirred tank reactor bioleaching of copper ore concentrates using acidophilic iron-/sulfur-oxidising bacteria is proven, however, often incomplete due to inefficient chalcopyrite dissolution. A decoupling of bacterial growth from bioleaching activity in one bioreactor by adjusting appropriate temperatures for both process steps allows for almost complete chalcopyrite dissolution. Separation of copper and recovery of other metals from the PLS was possible by implementation of different biological and chemical techniques. The Ferredox process has been proposed to treat limonitic laterite ores for cobalt and nickel recovery by means of anaerobic reductive dissolution with autotrophic, acidophilic bacteria. As a modification, aerobic reductive dissolution of laterites with acidophilic bacteria has shown economic and environmental advantages over anaerobic reductive dissolution. The reductive bioleaching technology has the potential to increase metal recovery in existing mines, and transform unexploited ores and limonite stockpiles into valuable resources. In South Africa, diamonds are mined predominantly in rural areas. Kimberlitic diamonds dominate in Limpopo and the Northern Cape Provinces whereas alluvial diamonds are mainly sourced from the North West and Northern Cape Provinces. There are a few large and medium sized diamond companies (De Beers, Petra Diamonds, Trans Hex, Rockwell and Alexkor). There are many smaller companies involved in diamond mining, mostly alluvial diamond mines. The nature of alluvial diamond deposits is that they are aerially more extensive and thus their surface impacts are more pervasive: The recent downturn in diamond prices has resulted in the sudden cessation of mining at many small and medium diamond operations. The South African Mining Charter requires all mines, including diamond mines, to subscribe' to .the following empowerment objectives:

The growing market demand for lithium is mainly due to its use in the manufacture of batteries for electric or hybrid vehicles and portable equipment (smartphones, tablets, power tools, notebooks, etc.). Currently there is great interest in finding new sources of lithium and technologies for its utilisation. Li-S batteries have received attention due to their theoretically high specific energy density, which is 3 to 5 times greater than that of Li-ion batteries. Unlike Li-ion batteries, of which the main raw materials are lithium carbonate and lithium hydroxide, the main raw material for Li-S batteries is lithium chloride. The anode used in Li-S batteries is metallic lithium, produced by a molten lithium chloride electrolysis process. The extraction of lithium from pegmatites such as spodumene, previously abandoned in the 1990s for being uneconomical, has become attractive due to the increase in prices as well as the need for greater lithium purity of products made from lithium-bearing minerals. The main methods used for lithium recovery from spodumene ore include the sulfuric acid process, the alkaline process (lime or limestone as raw material) and the chlorination roasting process. Thermodynamic modelling using HSC software 5.1 was conducted to predict different reactions that could occur during chlorination roasting of the spodumene/MgCl2+CaCl2 system. Lithium extraction from the solid obtained after the chlorination roasting was also investigated. The results of thermodynamic analysis provided a better understanding of the chlorination roasting process for lithium extraction. Metallurgical tests with a mass ratio of 1:6 (spodumene:chlorides) and molar ratio of 2:1 (MgCl2:CaCl2) allowed over 95% recovery of the lithium contained in the spodumene concentrate. At present, over 85% of the world’s rare earth oxides are produced from the bastnäsite ores, found mainly in China. Meanwhile, the ion adsorption ores are the most important sources for heavy rare earth production. As the demand for rare earth materials in the world increases, other forms of rare earth deposits will become new potential resources of rare earth production in the future. In this paper, flotation performance of a steenstrupine ore from the Kvanefjeld deposit for rare earth recovery was studied through laboratory bench testwork. The effects of various factors including grinding size and collector dosage on recovery and selectivity of the selected rare earth elements, La, Ce and Y, were investigated. A rare earth concentrate with the grades of La 2.8 wt%, Ce 5.1 wt% and Y 1.0 wt% at recoveries of 80.5% La, 79.8% Ce and 55.3% Y was obtained in optimum conditions. Turbulence in mechanical flotation cells, achieved via an impeller, plays a key role in keeping particles in suspension, dispersing air bubbles, and promoting particle-bubble collision. However, studying the hydrodynamics of a flotation cell is not a simple task, due to the complex nature of flotation systems which are opaque, turbulent, multiphase and polydisperse in terms of particle and bubble sizes. In this paper we study the impact of impeller design modifications on the hydrodynamics of a continuously overflowing bench-scale flotation tank. To this end, two different impeller designs, with and without a stator, were assessed using Positron Emission Particle Tracking (PEPT). This allowed the authors to determine, for the first time, the effect of an impeller design on the behaviour of both hydrophobic and hydrophilic particle tracers. It was experimentally observed that the use of a stator modifies the hydrodynamics within the flotation cell, distorting the lower mixing loop that is characteristic of axial impellers. The role of the stator in dissipating turbulence results in reduced particle velocities outside of the impeller-stator region. These results have important implications for flotation cell design and are discussed in the context of the impact that different designs have on particle movement, flotation hydrodynamics and, ultimately, flotation performance. Mining executives often have a difficult task determining what the strategic objective of the business should be as this can be impacted by the prevailing market conditions. In addition, they have no mechanism to quantitatively 'test' the impact of this strategic decision on the business and understand the underlying dynamics. During the commodities bull run of 2003 to 2008 the strategic objective may have been to grow the long term value of the business (NPV) through increased tonnage, acquisition and finding new reserves, which all came with an increasing fixed cost base. Now with the financial crisis upon us and the collapse of commodity prices and demand, executives have adjusted their strategies as 'cash is king' and short-term cash flow, in some instances at the expense of long terms value, is the order of the day. For many mining companies, mine closures, reductions in production and cost cutting exercisers are now the focus. In many instances, management do not have an ability to rapidly test different strategic alternatives to 'test' the impact on value, unit costs, reserves and profitability at the operational level and optimize the underlying trade-off variables. Economic modelling of the complete business value chain is a means of linking the operational 'reality' and strategic choices, so that the full impact can be assessed. This paper describes some of the challenges facing mining executives and how economic modelling can be applied to make decision making more rigorous.

"SynopsisSilicon carbide nanopowders were produced using a microwave-induced plasma process operating at 15 kPa absolute and at atmospheric pressure. Methyltrichlorosilane (MTS) served as precursor, due to its advantageous stoichiometric silicon-to-carbon ratio of unity, allowing it to act as both carbon and silicon source. Argon served as carrier gas, and an additional hydrogen feed helped ensure a fully reducing reaction environment. The parameters under investigation were the H2:MTS molar ratio and the total enthalpy. The particle size distribution ranged from 20 nm upwards, as determined by SEM and TEM micrographs. It was found that an increase in enthalpy and a higher H2:MTS ratio resulted in smaller SiC particle sizes. The adhesion of particles was a common occurrence during the process, resulting in larger agglomerate sizes. SiC layers were deposited at 15 kPa with thicknesses ranging from 5.8 to 15 µm.IntroductionIt is well known that methyltrichlorosilane (CH3SiCl3 or MTS) decomposes to form silicon carbide (SiC) and hydrogen chloride (HCl) as shown in Equation [1]. Scandium can be recovered from waste streams of other metallurgical processes such as red mud from the Bayer process and titanium dioxide acid waste. This is accomplished by an integrated process comprising leaching using acidic media, solvent extraction using organic solvents and stripping of Sc from the organic phase using NH4F solutions. The precipitation of scandium as (NH4)3ScF6 from NH4F strip liquors has been demonstrated at lab-scale with recoveries and purities greater than 98% and 98.3%, respectively. It is desired to assess the possibility of recovering the solvents for re-use in the process to improve its economy and environmental friendliness. Investigations have been conducted to recover alcohol by simple distillation from strip liquor-alcohol mixtures containing about 50 v/v% alcohol. The mixtures were obtained after anti-solvent precipitation of (NH4)3ScF6 using an alcohol to strip liquor volumetric ratio of 1:1. The starting strip liquor contained about 2000 mg/L scandium in 3 mol/L NH4F solution. In the recovery of methanol, the first distillate product collected had a purity of about 87 v/v% and this decreased slightly with time over two hours. The methanol distillate collected in the first 30 minutes with a purity of ca. 85 v/v% was re-used in anti-solvent crystallisation of (NH4)3ScF6 from the initial strip liquor, and the scandium recovery attained was about 98.6 w/w%, almost similar to that of 99.2 w/w% obtained using 100 v/v% methanol. For ethanol recovery, the first distillate product collected was approx. 84 v/v% pure and the distillate collected in the first 30 minutes with a purity of about 75 v/v% achieved a scandium recovery of about 97.2 w/w% in comparison to 98.5 w/w% obtained using 100 v/v% ethanol during anti-solvent crystallisation. Few thinking people will dispute the fact that a constant improvement in the wages of Black personnel is essential, but this cannot be done merely by a redistribution of income in South Africa.
