The abstracted articles, concerned with all facets of cost engineering in the field of petroleum and chemical plants and related facilities, were obtained from the following sources: 1. As a result, the present report partially reflects the efforts of the members of the Association.

The Bureau of Mines has designed and constructed an experimental coke oven, using a commercial oven as a model where practicable. Because the rate of carbonization is important in determining the quality of the coke produced and may affect the "mount of pressure developed during carbonization, particular attention was given to those elements of the design that govern the heat transfer to the charge. The new oven deviates in design from most existing test ovens in that the charge is full width (17 inches), the heating walls ore constructed of 4-1/2-inch silica brick, and zoned, heat-input arrangements compensate for heat losses at the ends, top, and bottom of the charge. This report describes the oven, which was designed by H. S. Auvil and installed under his direction, at the Southern Experiment Station, Tuscaloosa, Ala., while he was supervising, engineer, Coke Section. It gives the results of a limited number of carbonizing tests. These results indicate that the main objective in designing and building this oven, that off duplicating commerical, slot-oven carbonizing conditions, has been accomplished; if coke-discharge conditions simulate commercial-oven conditions, the cokes from the experimental oven arc very similar to oven coke, in soma tests being fully as close is duplicate tests from a Angle batch of coke.

The effects of hydrogen chloride (HCI) concentration and temperature on the solubility and hydration state of the alkali chlorides LiCI, NaCI, and KCI and the alkaline-earth chlorides, MgCI2, and CaCl2 were investigated by the Bureau of Mines. Saturated aqueous solutions of the chlorides were sparged with HCI gas at temperatures of 20°, 40°, and 60° C. Increased HCI concentration caused decreased salt solubility be-cause of the common ion effect. Aqueous solubilities for the chlorides of Ca, Li, Mg, K, and Na ranged from 42.6, 45.2, 35.2, 25.5, and 26.1 pct, respectively, at 20° C to 56.9, 49.4, 37.6, 31.0, and 27.0 pct, re-spectively, at 60° C. In solutions sparged to HCI saturation, solubili-ties for these chlorides ranged from 22.4, 26.5, 3.0, 1.3, and 0.05 pct, respectively, at 20° C to 53.2, 48.8, 28.3, 2.6, and 0.8 pct, respec-tively, at 60° C. The solubilities of LiCI and CaCl2 in HCI solution were high because HCI solubility is low in these solutions. The chlo-ride salts of Ca, Li, and Mg formed hydrates, which depended on tempera-ture and HCI concentration. Monohydrates for LiCI, tetrahydrates and hexahydrates for MgCI2, and dihydrates, tetrahydrates, and hexahydrates for CaCl2 were obtained.

In two earlier studies the Federal Bureau of Mines undertook to explore comprehensively the dimensions of the Nation's energy balance. The first of these studies, published in 1950 as Bureau of Mines Information Circular 7582, by Harold J, Barnett, was primarily concerned with projections of future domestic energy requirements and supplies, because these related to projected growth in major fuel-consuming sectors of the economy, changing rates of energy-use efficiency, and interfuel substitution patterns. But, to provide the essential background for these projections, it was first necessary to assemble and examine in some detail the quantitative information on the size and shape of the current United States fuel economy. Among other things, Barnett's path-breaking study indicated the need to consider energy as an entity, particularly for public and private policy makers, industry and commodity analysts, economists, and others concerned with long range questions of domestic and international energy supply and demand. The study also spotlighted a gap in the fabric of current economic intelligence; no comprehensive collation and reconcilation in any single report of available published statistical information covering the origin -a disposition of all energy materials existed. In response to this latter need, the Bureau of Mines prepared the second of the two studies referred t3 above. This was published in 1951 as Report of Investigations 4805, by W, H, Lyon and D, S. Colby, and it consisted of statistical information on the production and use of each of the various fuels and electric energy in the United States for 1929, 1939, and 1947; all were presented in tabular form and on a uniform basis. The three years selected were chosen largely on the basis of data availability.

"INTRODUCTION The float-and-sink test 5/6/ is generally the first test used in determining the washing characteristics of coal. The simplest form of the test is that of using one solution of such specific gravity that the test sample is separated into ""float"" and ""sink"" fractions. In practice, however, a series of solutions is used, and the sample is separated into a number of fractions of a definite specific-gravity range. Analyses of a series of fractions of this type are often referred to as the ""specific-gravity analysis,"" and are of great value in the selection, construction, and operation of commercial washing equipment.The test is rather simple to use, provided a number of conditions are recognized and as many as possible held constant, such as:1. In laboratory testing, two types of solution are available -Aqueous solutions of calcium and zinc chlorides.Mixtures of organic liquids such as carbon tetrachloride, benzene, gasoline, bromoform, etc.2. Absorption of the solution by the coal,3. Solvent action of the solution toward the coal.4. Constancy of specific gravity during the test is affected by temperature changes, dilution, and evaporation.5. Personal technique of the test, such as the time the coal is in the liquid, rate of adding the sample to the liquid, stirring, time of draining, etc.6. Moisture content of the coal as tested."

Determine the effectiveness of remining operations in reducing contaminant load (acidity, iron, and sulfate) of discharges emanating from abandoned surface and underground coal mines. Background Until the implementation of remining initiatives, most States had regulations that held the operator remining an abandoned site responsible for preexisting acid mine drainage (AMD) discharges. For example, if a mining. company wanted to remine an area hydrologically connected to an existing AMD discharge, the company became responsible, as soon as the site was activated, for treating that discharge to meet effluent standards. If the mining operation improved the quality of the discharge, but the discharge failed to meet effluent standards, the company was held accountable for perpetual treatment. Because of this regulation, most mine operators avoided abandoned sites with minable coal reserves and AMD discharges. However, changes in remining legislation allow coal companies to be released from treatment liability as long as the post-remining pollution load does not exceed the pre-remining level. The Union of South Africa has been interested in oil shale for a long time, and deposits of oil shales, torbanites, and similar rocks have been found in many parts of the country. (Fig. 1.) Samples differ markedly in oil yield and in the characteristics of the oil. The strata vary in thickness, and most of the deposits that have been found are in unfavorable locations because of remoteness from markets or absence of transportation facilities. This report deals mainly with the torbanite deposit near Ermelo, Transvaal, in the Union of South Africa, and the operations of the South African Torbanite Mining and Refining Co., Ltd. (hereafter referred to as Satmar), in mining the torbanite, retorting it, and refining the crude oil.

The principal objective of this Program is the design, fabrication and testing of an Environmental System for operation in underground mines, to assess the effect of various mining systems on the contaminant levels near the mine face and within return airways. In order to determine the effect on airborne contamination in mines resulting from the development of new mining techniques, equipment and control systems, a Comprehensive Monitoring System is required to assess such contamination levels at critical and strategic locations and relate this information with ventilation parameters. The three variables to be sensed on a continuous basis are airborne dust concentration, methane concentration and ventilation air velocity. Each Monitoring Station will consist of a self-contained unit containing a power source and sensors to monitor the three above mentioned parameters. Ruggedness, reliability, ease 'of operation and intrinsic safety are important design objectives. Data gathered by each Monitoring Station will be fed to a Central Data Acquisition System by means of a portable transfer unit.

The colony of French Guiana ( or Cayenne ) is administered by a governor , assisted by a privy council of five members . A council - general of 16 members is elected by French citizens resident in Guiana, and the colony is represented 3 in the French parliament by one deputy . The area is about 34,740 square miles . French Guiana is the largest gold producer of the French colonies , producing nearly $ 1,000,000 worth annually . Considerable prospecting has been done on the bauxite deposits , which are extensive . Copper , iron , lead , and 4 mercury deposits are also reported . In 1931 , 10,000 prospectors for gold were reported as working . The French Government is taking an active interest and has sent a committee of mining experts to explore the region ; no permits are to be issued to individual prospectors while the committee is in the colony . Plans for development of mining industry include consideration of 4,500 convicts and 2,500 natives already in the colony and available for labor .

The apparatus and methods described in the following pages were devised and used by the writers in connection with certain investiga- tions of the technologic branch of the United States Geological Sur- vey, especially those bearing on the improvement of furnace condi- tions and on efficiency in the use of fuel. The Bureau of Mines, which has charge of such analyses and tests of fuels as were formerly made by the technologic branch of the Sur- vey, is using the same apparatus and methods in connection with similar investigations that are being carried on at the testing plant of the bureau at Pittsburg, Pa. The furnace conditions prevailing both in small plants and in large industrial establishments in this country are frequently far from satisfactory. If such conditions are to be improved, they must be more thoroughly understood, and means must be found to insure complete combustion of the fuel, and yet to permit operation with such an excess of air as will result in the greatest efficiency. In this work the services of the chemist are indispensable. A very important problem is the determination of the small percentage of unburned combustible matter that escapes from the furnace in the flue gases. Under ordinary circumstances so little as 0.1 per cent of unburned combustible matter in a furnace gas is equivalent to about 1 per cent of the fuel used; and for the determination of such small percentages of gas more accurate and refined methods are required than have ordinarily been available heretofore. It is the purpose of this paper to describe some apparatus and methods which have proved satisfactory to those engaged in the chemical work of the investigations mentioned. While these methods and apparatus have been designed more particularly with regard to analysis of furnace gases, their use is by no means limited to that purpose. The reader will readily see their applicability to other uses in which the sampling and analysis of gases are involved.

The Bureau of Mines Information and Analysis Directorate collects worldwide data on virtually every commercially important non fuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Information and Analysis activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

"INTRODUCTION The Southern Cross district in Deer Lodge County, Mont., has been chiefly a gold producer. Most of the production has come from gold-bearing hematite-limonite ores. Some of these ores were mined and shipped to smelters for use as flux in smelting copper ores. A magnetite deposit in the Pomeroy property, containing no gold or other economic nonferrous minerals, was mined from 1921 to 1923, the ore being shipped to smelters for flux.The iron-bearing deposits in the Southern Cross area were examined by Bureau of Nines engineers/ on June 28, 1943, and October 14, 1943. As a result, a Bureau exploration project was recommended; it was conducted during 1944. A magnetometer survey was first made of the magnetite-bearing area at and in the vicinity of the Pomeroy property. Exploration by diamond core drilling was then conducted within this area, and in the Southern Cross and Hold Fast properties. The cyanide tailings dump at the Hold Fast mill was sampled by auger drilling.This report presents the data obtained by the Bureau of Mines exploration."

Present-day interest in the rare-earth elements and their compounds, for both metallurgical and ceramic uses, makes it highly desirable to accumulate basic thermodynamic data that can be applied to theoretical considerations of the processing of these substances. Such data still are seriously lacking. This Bureau of Mines paper reports the results of high-temperature heat content measurements of the sesquioxides of four rare-earth elements--europium, gadolinium, neodymium, and samarium--and of the closely related element, yttrium. The temperature ranges covered by the measurements are as follows: Monoclinic Eu2O3, 298°-1,802° K. Cubic Eu203, 298°-1,350° K. Monoclinic Gd203, 298-1,802° K. Cubic Gd203, 298°-1,550° K. This paper is one of a series being prepared by the United states Bureau of Mines describing mining and milling methods and costs at industrial mineral plants throughout the United states. These papers are designed to disseminate technical information regarding the methods and equipment used. The cost tabulations represent operating expenditures only and not total production costs. It is recognized that publication of total production costs might, in many instances, cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention' of the reader? is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. P. J. Weisel, Inc., with office at La Habra and plant at Corona, Calif., is the only local company that produces sand for the Los Angeles glass factories, although silica sand for other purposes is produced in other parts of southern California and the adjacent portions of Nevada. The deposit at Corona consists of coarse sand imbedded in a whitish clay and differs greatly from the other deposits, which are fine-grained sandstone that must be crushed before it can be screened and washed. The preparation of Corona sand has to be thorough and includes grinding in tube mills, repeated washing and rinsing, removal of dust by air separation, and magnetic separation of iron and other minerals. This requires a plant with a complicated flow sheet. The first plant built did not make a. satisfactory glass sand, and many additions and changes were necessary. It is thought that the present flow sheet will remain substantially unchanged until a new plant is built. The design of a new plant would be simpler, but the process would be the same.
