The Royal Bafokeng community in South AfricaÆs North West Province represents a unique case in Sub-Saharan Africa in terms of its positioning in the natural resource economy. It receives royalties directly from mining firms for the extraction of Platinum Group Metals, which include platinum, ferrochrome, rhodium and palladium. In 2007, royalty income of about R290 million (approximately US$32.2 million) was reported. Such direct revenues have enabled the community to invest in educational, medical and other social infrastructure, thus complementing governmentÆs social provisioning efforts. Indeed, the Bafokeng community owes its present-day modernisation efforts to mineral rights, and in particular, the legal-institutional arrangement that has enabled it to play an active role in South AfricaÆs lucrative extractive economy. However, the distribution of platinum wealth in this community is not only uneven, but also appears to have had little impact on the broader socio-economic conditions in the community. Despite claims by community leaders of heavy investment in education and skills development, the community continues to be faced with very high levels of unemployment, illiteracy, sprawling informal settlements, poor access to medical facilities and malnutrition. This paper examines the sociological paradoxes and contradictions thrown up by the approach adopted to involve community members in the mobilisation of mining royalties for developmental ends. The central argument is that the current æmodelÆ contradicts the communityÆs stated goals of using platinum wealth to drive up broad-based development and modernisation. This is mainly because it leaves out the vast majority of community members, who are uneducated and unskilled. The core analysis is based on pilot data from an ongoing study in the Royal Bafokeng community.

Ilmenite (FeTiO3) is the primary global source of titaniumdioxide which is commonly used as a whitening agent in papermanufacture and a pigment in paint manufacture. In WesternAustralia ilmenite is processed by the Becher process (Becher,1963, Becher et al, 1965) where ilmenite particles are feddirectly into the furnace with coal and heated to form acomposite of elemental iron and TiO2. The mechanism of thecarbothermic reduction of ilmenite has been extensively studied(Grey, Jones and Reid, 1973; Jones, 1973; Grey and Reid, 1974;El-Tawil, Morse and Francis, 1993) and is reasonably wellaccepted.

Integrated continuous mining techniques such as fully mobile in-pit crusher and conveyor (FMIPCC) systems offer inherent labour, energy and environmental benefits to deep pit metalliferous mines. However, before such systems become commonplace, a number of barriers must be overcome.This paper outlines a number of commonly perceived barriers to FMIPCC application, together with a number of suggested solutions. The paper advances a design approach for specifying FMIPCC systems for deep pit metalliferous applications. A novel FMIPCC configuration is advanced using a hydraulic excavator in backhoe configuration. Because of the requirement to minimise belt extensions, a mine planning approach is presented based on a series of parallel and radial belt conveyor moves.The FMIPCC system does not fully replace truck-shovel systems. In the proposed mine plan, sinking is undertaken with truck-shovel systems using a series of box cuts, whereas pit ‘widening’ activities are accomplished via the FMIPCC system. Because of inherent differences in mine sequencing, the net present value derived from the FMIPCC mine will differ markedly from that derived from traditional, nested-pit, truck-shovel mining approaches. "This paper presents preliminary results of ongoing research being carried out at the University of New South Wales Australia (UNSW) into improved methods for estimating rock mass strength. In this paper the rock mass strength of Hawkesbury Sandstone is assessed. An estimate is first made based on an extensive database of intact rock strength data being collated by the author and the assumption that rock mass strength can be determined following the geological strength-index (GSI) approach. The resulting strength envelope is then compared with nine documented case studies where stress induced failure has occurred in tunnels excavated within Hawkesbury Sandstone. The case studies cover a range of conditions: construction dates from 1880s to 2006 spans from 3.2 to 12.5 m depths from 17 to 124 m excavation methods of drill and blast, roadheader and tunnel boring machine (TBM).Finite element modelling is used to assess the likely magnitudes of the principal stresses that were present at the time of the failures. The finite element models are interrogated to provide the values of major and minor principal stresses in and around the mapped failure zones. Failure and stable points are then compared to the proposed strength envelope(s) of Hawkesbury Sandstone derived using the Hoek-Brown and the spalling criteria. The ability of the Hoek-Brown rock mass strength criterion to differentiate between the ‘failed’ and ‘stable’ zones is considered to be remarkable.CITATION:Bertuzzi, R, 2014. Longstanding occupational health challenges of the underground hard-rock mining sector require both an analysis of historical data to assess evidence of linkages between the source of the problem and subsequent illnesses, as well as investigating the means by which health risks to workers can be eliminated or minimised. This paper refers briefly to a recently established National Health and Medical Research Council (NHMRC) sponsored Epidemiological Study into the incidence of Lung Cancer, contracted by mineworkers in Western Australia (WA) due to the inhalation of diesel exhaust fumes from 1996 to 2012. Thereafter it reviews current knowledge of the nature of the challenges facing those responsible for the health and wellbeing of underground hard-rock miners in WA, commencing with the recent categorisation of diesel exhaust as ‘Carcinogenic to Humans, Group 1’, by the World Health Organisation’s (WHO) International Agency for Research on Cancer (IARC). An attempt is also made to explore how the challenge has changed with the adoption of more advanced engine technologies, including the increased generation of ultra-fine volatile organic and other nucleates, submicron carbonaceous agglomerates and toxic gases.The compounding effect of using the mine decline access entry as both the primary ventilation intake and haulage-way is also discussed, as is the need to develop a more appropriate metric for regulating diesel engine emissions. Finally the paper refers to ongoing in-mine research pursued by the National Institute for Occupational Safety and Health (NIOSH) at its Diesel Laboratory in an underground limestone mine near Morgantown in the USA.CITATION:Jones, O, 2015. Conventional techniques for resource estimation generally involve the laborious analysis of variograms and the specification of parameters for covariance functions. In large deposits, construction of resource models and their update require significant amount of manual work, expert knowledge and time. In this paper we take a machine learning view to the problem of resource estimation. This is a non-parametric Bayesian method, leading to automatic parameter estimation (learning). Through Bayesian learning, the parameters of the model can be obtained by optimising a quantity known as the marginal likelihood. The main advantage of this approach over conventional maximum likelihood estimators is that the objective function incorporates the OccamÆs razor principle. This allows the comparison of different statistical models û for example, models designed with different covariance functions û and naturally penalises complexity, thus avoiding overfitting. Our technique presents significant flexibility for the definition of mean and covariance functions and permits the usage of more sophisticated models.The second contribution of this work is the formulation of a data fusion mechanism that continuously updates the resource model. As mining progresses, more information becomes available. For example, the hardness of the rocks can be measured while drilling blast holes, grades of ore and contaminants are obtained from cone logging. This information is in general available at a finer spatial resolution but can be more uncertain. The data fusion mechanism can seamlessly estimate the uncertainties of the different types of information and fuse them as new measurements are acquired. This procedure can significantly improve the quality of the resource model, defining new grounds for stochastic mine planning. We demonstrate the effectiveness of our approach in estimating iron ore deposits by integrating information about different grades.

The Merlin Zone, a 2008 high-grade Mo-Re discovery, is a part of the Mount Dore Deposit in the Eastern Succession of the Mount Isa Inlier in Queensland, Australia. Hosted by carbonaceous metapelites and phyllites, the Merlin mineralisation comprises molybdenite veins, breccia infillings, stylolitic fracture fillings, and disseminations. Because rhenium is geochemically similar to molybdenum and commonly associated with it, global production of rhenium has been mostly a by-product of molybdenum refining. The high-grade rhenium in the Merlin Zone is an exciting discovery that is expected to become a direct source of rhenium. At the time of discovery, quality assurance (QA) procedures for rhenium were not in place at the Merlin Zone; therefore, they needed to be developed.The Merlin Zone was discovered using reverse circulation drilling, which led to concerns about molybdenite loss due to poor sample recovery. The twinning of the discovery hole with diamond core demonstrated a two-fold increase in molybdenum grade over several tens of metres. Consequently, the resources of the Merlin Zone were defined using assays from diamond drill core.Early analytical work, which was initially done only for molybdenum, comprised geochemical analysis with an aqua regia digestion, which have poor precision and can be biased low. Although initial testing for rhenium used similar procedures to those for molybdenum, a scarcity of commercial rhenium reference materials led to a validation process using neutron activation analyses and different digestions. This resulted in introduction of four-acid digestion assays, development of matrix-matched reference materials, and improvements to the quality of molybdenum and rhenium assays for reporting resources. Coarse and pulp duplicates were used to check for sampling bias and to ensure that levels of precision were adequate for the style of mineralisation and analytical methods. In addition, the direct and consistent geochemical correlation between molybdenum and rhenium provided another method for checking analyses.

A recoverable uranium resource, shown to be suitable for in situ leaching, was discovered at Honeymoon in South Australia in 1971. Exploration of the deposit was carried out during the period from 1973 to 1979. Uranium mineralisation occurs in a coarse-grained unconsolidated sand aquifer located in the Yarramba Palaeochannel at a depth of approximately 110 m. Following initial development during 1979 to 1983 and the construction of demonstration leach facilities, the Project was put on hold. Southern Cross Resources purchased the Project in 1997. Government approval was received in March 1998 for the operation of on-site demonstration leach and recovery facilities while an Environmental Impact Statement was prepared and a 1000 tpa commercial production plant was designed. The Environmental Impact Statement (EIS) was released in June 2000 and operation of the test facility was completed in August 2000. Acceptance of the EIS by Commonwealth and South Australian state governments was announced on 20 November 2001. A Mining Lease was granted over the area of the proposed ISL operation on 8 February 2002. Operation of the Project is entirely dependent on using highly saline underground water resources to supply process and human needs. The management of discharge streams from the plant by re-injection was approved. The Honeymoon demonstration plant was the first adaptation of the solvent extraction process to highly saline in situ leach solutions. As such, it incorporated a number of unique operating and installation features. The trial period enabled optimisation of the process chemistry, additives and management and serves as an invaluable base for the proposed plant design and future operation. This paper discusses the nature of the uranium occurrence, the effect of saline water on the leach process and equipment, project design and environmental considerations, the requirements for disposal of discharge streams to minimise the impact on the arid environment and the requirements for rehabilitation following project completion.

"The Mine Haul Road Optimisation Alliance (HROA) is a unique Australian industry–academia collaboration that has been developed to support mine haul road operators. The alliance integrates industry, end-user service providers and academic research expertise in mine haul road design, construction and operation to identify, quantify, implement and monitor the various equipment, materials and road management strategies and solutions required to drive haulage productivity improvements.Initially, a broad overview of the university–industry collaborative landscape is presented, following which the current situation in the Australian mining sector is reviewed both nationally, and on a country-wide basis internationally. This insight places into context the opportunity that strategic collaborations present, to drive productivity and efficiency in mining, while also delivering innovative technology solutions.Following an overview of the HROA collaborative structure, aims and objectives, it is shown how academia and industry collaborations can deliver a more robust and needs-driven solution to mine haul road design, performance and management, especially where integrated solutions are needed. Concerns with crest losses have seen changes to a number of design and operating parameters to retain the integrity of the wall and the berms of the Kidston Gold MinesÆ Eldridge Pit. Until trials began in 1999 most final wall designs utilised large diameter blastholes up to the presplit row to achieve the wall angle. The berm crests were being lost, wall support requirements were increasing and affecting mining schedules and several fault areas were putting pit access at risk. Standard designs had been determined during the early mining years and while periodic modifications had been made there was a need for major blast pattern revision. This paper traces the development of wall control blasting programs over the years, relating designs to the geology and the evidence in the walls with the theories of the day and includes the recent trials that were conducted in what is a most unforgiving geology. Trials and improvements to ensure the walls were safe were conducted even as the mine neared its economic life. Instrumented monitoring of trials blasts has greatly increased the understanding of the damage criteria and enabled rapid revision of designs. Recent changes included reduction in presplit energy, charge redistribution and use of smaller blast holes for the trim patterns. Determination of a minimum proximity-to-final wall limit for production blastholes, establishment of the correct standoff to berm crests and walls and selective use of presplitting techniques for protecting crests have resulted in cost effectiveness, improved bench crest retention and an overall reduction in visible wall damage.

Quality control (QC) of reverse circulation drill sampling commonly involves regular duplicate subsampling to monitor the extent of imprecision or random error in the subsampling system. The Phu Kham Copper-Gold Operation (Phu Kham Operation) is located in the Lao People's Democratic Republic and is owned and operated by the Lao-registered company, Phu Bia Mining Limited (PBM). Australian-headquartered copper and gold producer, PanAust Limited holds a 90 per cent interest in PBM; the Government of Laos owns the remaining 10 per cent. The Phu Kham Operation was commissioned in 2008 with an initial concentrator nameplate throughput of 12 million tonnes per annum (Mt/a). Subsequent improvement projects, including the Phu Kham Upgrade Project (PKU), completed in 2012, and the Phu Kham Increased Recovery Project (IRP), completed in 2013, increased the design throughput to 18 Mt/yr. In 2016, the actual mill throughput exceeded 19 Mt/a, this throughput is budgeted to be maintained until the end of 2020.The concentrator flotation circuit upgrade, completed during the IRP, called for a non-selective bulk sulphide concentrate to be generated from the rougher circuit. This in turn caused the mechanical flotation cells in the cleaner circuit, particularly those in the second cleaner bank, to become volumetrically overload. The overload reduced the cleaner circuit performance to approximately 92 per cent copper recovery at a 23 per cent copper concentrate grade, below the expected 95 per cent recovery. This bottleneck restricted copper units entering the plant to approximately 14.5 tonnes per hour (t/h) due to uncontrolled recirculating load build-up in the mechanical cleaning circuit.Maintaining the operating methodologies would have led to a copper production shortfall beyond 2016, to address this shortfall the Phu Kham Operation looked to optimise the Jameson Cell and mechanical cleaner circuit performance. The work included fundamental application of flotation practice and modelling, mineralogical analysis, bubble size analysis, plant surveys and test work. The results were used to develop and implement an innovative automated control system strategy incorporating flotation theory and operating strategies. The automation has the ability to quickly adapt to disturbances in the circuit and maintain optimised performance with little or no intervention by flotation operators.Upon completion, cleaner recovery increased to 95 per cent at a final concentrate grade of 23 per cent copper, and copper units entering the plant increased to 17.5 t/h.CITATION:Baas, D and Mikhael Gurieff, L, 2018. PT Freeport Indonesia operates a large copper and gold mining operation near Tembagapura, Papua (formerly, Irian Jaya), Indonesia. This is a remote location with its own set of unique operational characteristics. The mining and concentrating operations typically produce a concentrate containing 2500 tpd of copper and 6000 oz of gold per day from the combined mining of a 45 000 tpd (ore) block cave operation (DOZ Mine) and a 190 000 tpd (ore) open pit mining operation (Grasberg Open Pit). The Grasberg Open Pit mine will be exhausted in 2015 at which time FreeportÆs operations will entirely underground mining methods. The Common Infrastructure Project (CIP) incorporates the elements required for the shift to underground mining at a production rate approaching 200 000 tpd. The AB Adit portion of the CIP will provide deep level access to the Grasberg Block Cave (below the Open Pit), Kucing Liar, Big Gossan, and the Mill Level Zone orebodies. Commencement of the project was September 2003. The Grasberg Block Cave is planned to start production in 2014. This paper provides details on the project scope, innovative contractual framework, advancement of mining methods throughout the life of the operation, equipment selection, manpower selection, training, geological, and socio-political conditions related to the project.

An 8 ha trial landform was constructed in late 2009 at the Ranger Uranium Mine, located 250 km east of Darwin in the wet-dry monsoonal tropics of northern Australia. The objective of the trial, which comprises two surface cover types on a uniform two per cent slope, is to provide long-term data to guide the development by Energy Resources of Australia Ltd (ERA) of its landform closure strategy. The scope of the work program for the landform includes many aspects; however, this paper is focusing on run-off and erosion rates. The run-off and erosion rates are used to assess the long-term geomorphic stability by comparing measured with modelled export rates from a landform evolution model.Monitoring of wet season run-off is undertaken collaboratively by the Environmental Research Institute of the Supervising Scientist (ERISS) and ERA, on four purpose-instrumented 30 m by 30 m erosion plots. Continuous measurements are made in rectangular broad crested (RBC) flumes located at the outflow of each plot, of water level, turbidity (a surrogate for fine suspended sediment) and electrical conductivity (EC) (a surrogate for solutes). Each plot has a tipping bucket pluviometer located near the RBC flume. Bed load is collected monthly.This paper reports the findings of rainfall and bed load from the first two wet seasons (2009 - 2010 and 2010 - 2011) following construction. The field measured loads will be compared with the predictions made by the Cellular Automaton Evolutionary Slope and River (CAESAR) landform evolution model. Initial results indicate that predicted rates of sediment export from the CAESAR model are similar to measured export rates. This provides confidence in the capability of the model to predict stability of the future rehabilitated mine area, especially during the critical initial years following construction. Methane in coal mines is an ever present hazard resulting in loss of lives and serious economic consequences. For effective control of methane, ventilation alone may not be totally adequate in some situations. In order to deal with such cases, new methods for the control of methane are being researched. One such method based on biotechnology has been investigated in Canada in the past several years. This method involves bringing methane oxidizing micro- organisms into contact with coal to oxidize the methane released to non-flammable products.

Production from a major, deep orebody requires the construction of two 6 m diameter, 1000 m deep ventilation shafts over the next three years. Further ventilation upgrades have foreshadowed an additional 1500 m of 6 m diameter shafts beyond that. After reviewing the construction alternatives it was decided to raisebore the first shaft in one pass using Western Mining Corporation's 121R raiseborer and the Wirth sequential head. The significant cost and speed of construction potential of 6 m raiseboring justified the risks associated with this new technology. Large diameter sequential head raiseboring has only been carried out in South Africa. Over the last three years many lessons have been learnt and the technology has progressed to being considered feasible. Operating practice and the optimisation of raiseboring performance for specific ground conditions are the areas requiring further work. The development of large diameter raiseboring in South Africa and the site preparation and initial operation at Z.C. Mines are described. Comment on actual operating experience includes the geotechnical investigations, the raiseborer foundations, cuttings disposal and the drilling of the pilot hole which has progressed to beyond 450 m. Unforeseen difficulties with the verticality of the pilot hole and with mud losses illustrate the types of problems that can be expected.

In practice a sampling solution is a compromise of many requirements: the sample should be representative; the sampling system should also be reliable, less than 95 per cent availability restricts the use of the assayed sample for process control purposes; no sample is the worst sample, and investment costs and installation space/layout are frequently a restriction. For instance, online X-ray analysers for process control introduce a delimitation error by the nature of X-ray physics. Thus only in special cases a relative accuracy better than three per cent relative, as one standard deviation, is achieved. A sampling system for process control needs not to be, as representative, for so many sample properties, as one for composite laboratory analysis samples. Sampling system maintenance is also an important issue. There are many sampling systems in the industry which have been difficult to maintain and are in disuse for lack of resources or incentives to keep them running. Pierre Gy developed the most generally accepted sampling theory. One of the main principles is that all particles in a one-dimensional process stream should have equal chances of being included into the sample. A correctly designed and operated transversing cutter comes close to this goal but has limitations in temporal representativity. For slurries an acceptable solution in many cases is to use a fixed vertical cutter(s) in a position where the slurry is well-mixed by turbulence and other means. For online analysis, reliability problems are mostly related to faulty design or installation of the piping system to the analyser. Properties of material processed, process flow sheet and piping details before and after the sampler have to be taken into account when deciding on which sampling arrangement is appropriate. Guidelines and some solutions to these issues are presented in this paper.

Characterisation of non-plastic segregating tailings presents a number of challenges: the material cannot typically be sampled in an undisturbed state, remoulded samples exhibit different behaviour to undisturbed samples, penetration test interpretation methods suffer from uncertainty in their application to many tailings and the tailings gradation changes considerably over relatively small lateral distances and depth. In addition, the process liquor of many Western Australian tailings contains large quantities of salt and other dissolved solids, which can further complicate laboratory test programs. To provide an insight into the variability at a typical gold tailings facility, four gradations of the material were tested to obtain critical state parameters. Historic surficial tube samples were collated and organised by gradation to establish the range of densities typical after settling and air drying. These were then compared to laboratory-accessible densities. Finally, tube samples were tested in the laboratory to observe if the large-strain material behaviour was consistent with the inferred critical state parameters for similar gradations. Site pore fluid was used in the testing of the tube samples in an attempt to assess if the pore fluid modified the critical state conditions of the material.The tube samples tested all exhibited strongly dilative behaviour in undrained shear. Of the four samples tested, only one exhibited behaviour consistent with the inferred location of the critical state line relevant to the material’s gradation. PT Freeport Indonesia (PTFI), operating in the Ertsberg Mining District in the Province of Papua, is developing the Grasberg Block Cave copper-gold mine. The site aims to output 160 000 t/d and will be located underneath the current Grasberg Open Pit. Initial studies of the potential to develop a block cave mine in the Grasberg orebody have revealed that the mine will require significant volumes of air. The Grasberg Block Cave (GBC) project requires four primary fans (3750 kW each) to support production at full capacity.Fan #1 commissioning was accomplished successfully on 9 February 2012. However, Fan #2 chamber, which is separated by a 20 m pillar, had not been completed. The main challenge was Fan #2 chamber still needed to be benched. The risk of damage to the critical infrastructure in Fan #1 chamber, including ground support, cracks in pedestals, and misalignment in the impeller shaft were considered. The challenges were blasting the bench without damaging the surrounding infrastructure, completing the work safely and meeting the schedule. This was achieved with the engineering control methodology.
