13.1. RIGHT TO RECEIVE ROYALTY CONTRACTUAL ONLY1

The panic bars (and associated linkages and electrical circuitry) that are defined in this document are a machine operator-actuated control for the emergency deenergization of the tram motors on self-propelled, electric and diesel face equipment; including haulage equipment such as shuttle cars. There are nine basic types of panic bars (and several variations) that are recommended in this document, but all of the panic bars are characteristically of the ?fire door? type that is frequently encountered on outside exit doors of many public and some commercial buildings. It is also the intent of the following panic bar designs that, when emergency brakes are added to the face equipment machinery for which they are required, that they be designed and hooked up so that actuation of the panic bar will result in automatic application of the emergency brakes (immediately following the deenergization of the tram motors). The following panic bar design requirements are a restatement of the proposed requirements defined in the Federal Register, requirements cited in "Guidelines for the Design and Installation of Devices for Deenergization of Self -Propelled Electric Face Equipment/Automatic Emergency Brake s II by C. E. Lester and J. D. Greenhalgh of MESA, and Bendix recommendations that were formulated as a result of discussions with personnel at the various machine manufacturers and underground coal mines that we surveyed, discussions with G. L. Judy (our consultant), etc:

The Morning Star mine is one of numerous historically mined gold-quartz lodes in the Preservation Inlet goldfield of southwest Fiordland. The mine is hosted in Early Ordovician metasedimentary rocks that are composed predominantly of psammitic and pelitic lithologies. These rocks still contain their primary depositional features and are characterised by upper greenschist facies metamorphic grade.   The Morning Star mine lies on the eastern limb of a gently south plunging anticline. A bedding parallel fault-vein and an associated network of minor quartz veins hosts mineralisation. The main fault-vein structure strikes N-NW, dips steeply (~60¦) W, has a strike length of ~350 m, a vertical extent of ~170 m and is up to 2 m in thickness. The internal structure of the fault-vein consists of laminated quartz, massive and fibrous quartz, and silicified breccias/cataclasites. Gold is typically coarse grained (~1 - 2 mm) and associated with pyrite, arsenopyrite, chalcopyrite, tetrahedrite and galena. The geometry of the Morning Star mine is similar in form to that of a saddle reef. Gold-quartz lodes in the Preservation Inlet goldfield are comparable in geometry and host rock to their offset equivalents in the Golden Blocks field of NW Nelson.

The Lenox Avenue Reconstruction Project involved the excavation and replacement of 750 m (2,500 ft) of deteriorated subway invert concrete, 5 to 7 m (15 to20 ft) below water table in very permeable ground. The Replacement work was done over an 8 month period, while maintaining track service through this subway section. The project was dewatered with a single 125 l/s (2,000 gpm) wellpoint system,750 m (2,500 ft) in length, which was installed from inside the active tunnel structure and configured to coexist in the subway tunnel with operating trains as well as the construction activities. A thin diaphragm jet grout wall was utilized on one end of the site to cut off the flow of water across a difficult geological interface that was situated immediately below the tunnel invert. The thin diaphragm jet grout wall permitted the large 116th Street Station area to be dewatered completely with well points from outside of the excavation.

Geotechnical conditions exposed by the phased exploration programs have had a major impact on the selection of excavation and support methods, dewatering requirements, size of openings, vertical alignment, and estimated cost of construction for the Beacon Hill Tunnel and Station section of the “Link” Light Rail. Beacon Hill is comprised of a very complex glacial geology, including numerous slickensided fractures, injected sand dikes, and multiple perched groundwater levels as revealed by a phased boring program and exposed in a test shaft. The Geotechnical Baseline Report (GBR) presents this complex geology along with a “tool box” of alternative additional support systems to accommodate the varying ground conditions during construction of the station excavation. Additional explorations will also be accomplished during construction to further refine the geotechnical interpretations and provide an opportunity to use pro-active ground improvement techniques to optimize the station excavation and support requirements.

In recent years, suction piles and suction anchors have been used as underwater foundations for various offshore structures. They have been proven very versatile, effective, and environmentally friendly. This paper describes the load resisting mechanism, installation, and design of suction piles and suction anchors. Also included are brief descriptions of three offshore structures that have recently been constructed using suction piles and suction anchors. They include: a new breakwater system utilizing gravity-type concrete caisson superstructure on top of concrete suction piles; a floating breakwater system utilizing embedded suction anchors; and a foundation system utilizing suction piles for temporary mooring of underwater tunnel elements.

The widening of the Panama Canal to approximately 130 feet (40 m) for its entire length began just a few years ago. The original expansion program was slated for completion in 18 to 20 years, but has recently been reduced for completion within the next four years. This means that a tremendous amount of blasting at simultaneous points along the canal, by both the Panama Canal Commission (PCC) and many subcontractors, is necessary to achieve the new completion deadline. The accelerated program also imposed many logistical concerns, since marine trafIic is always heavy and cannot be stopped for blasting. Because some of the large and heavy cargo vessels clear the bottom of the canal by only about 6 feet ( 2 m), the blasting cannot result in any large boulders into the center of the canal, for fear of grounding and damaging a vessel, not to mention the traffic delays and lost income of approximately 1 to 2 million dollars per day.

Lumwana is an open pit Copper mine located in the Northwestern Province of Zambia approximately 80 km west from the provincial capital of Solwezi, approximately 300 km northwest from the Copperbelt and 700 km northwest from the national capital of Lusaka. The mine has two major Copper deposits: Malundwe and Chimiwungo. Copper mineralization includes Chalcopyrite, Bornite and Chalcocite. In addition to Copper, these deposits also contain the undesirable element Uranium contained in vein hosted and disseminated Uranite. The processing plant was designed using conventional technologies: semi-autogenous grinding (SAG) and ball mill for grinding, and mechanical cells for rougher and cleaner flotation. Soon after commissioning in early 2009, it was recognised that two stages of conventional cleaning were unable to produce plant final Copper concentrates with the desired Uranium grades. Studies have shown that a significant quantity of liberated and fine Uranium particles (up to 80-90%) is recovered with the concentrate by entrainment. Lumwana Operations sought the use of the Jameson Cell technology after observing successful implementation at other sites in rectifying similar issues. In late 2009, Jameson Cell pilot-plant test work was conducted at the site and this quickly led to the installation of a full-scale B5400/18 model into the existing cleaner circuit. Inclusion of the Jameson Cell resulted in the plant being able to effectively produce clean and saleable concentrate with Uranium contents consistently below acceptable levels. Initially designed to be used as a cleaner scalper cell at the head of the existing conventional cell circuit, subsequent operational issues with the existing recleaner cells forced reconfiguration of the cleaner circuit and reintroduced the Jameson Cell for the recleaning duty. This paper reports the Lumwana Operation from the first two years of operation where it struggled to produce a saleable concentrate with Uranium grades below 150 ppm, which is the maximum allowable limit set out in the smelting contracts, to steps taken in the subsequent years to implement a satisfactory solution. The plant can now consistently produce a clean Copper concentrate with Uranium grades well below 130 ppm and the overall improvements implemented at site have seen the overall plant recovery improve by 1.3%.

HIGH SPEED RAILWAY NETWORK Spain is a very adequate country to develop the high speed railway network thank to its geographical feature which has a 600km long radius, from Madrid- the capital that covers mostly the whole country. Therefore, the railway is a major competitor of the airline. In Spain, the new access to the north and northwest is nowadays the most important railway project which will allow a significant saving of time in the near future to the central plateau and the northern territories. Time savings as well as strict environmental considerations have been the main objective of various studies during the last decade leading to Guadarrama and Pajares tunnels as ones of the optimum solutions. Cordoba-Malaga high speed railway, the extension of the present Madrid—Sevilleline, through the Abdalajis range and the rail project to cross oriental Pyrenees between Spain and France are another two samples of large tunnels currently underway. In these four projects, the ground already encountered and to be soon encountered is highly variable, from very hard granite and gneiss in Guadarrama and Pertus to very poor argillite in Abdalajis, shale in Pajares and schist in Pertus. A number of faults are also expected. Hence, double shield hard rock TBM has been chosen. Figure 1 shows a general scheme in four projects. These four projects represent a total of 2 × 68 km of which 87 km are under DRAGADOS contracts. PROJECTS UNDERTAKEN BY DRAGADOS Guadarrama Tunnels This project is the longest twin tunnel with 28.377km, in Spain and considered one of the longest in Europe. The operating speed will be 300 km/h. This tunnel will link Madrid and the north territories through Guadarrama range. (Figure 2). The south portal is placed at el. 997.8m above the sea level. The tunnel starts with an inclination of 3‰, increasing until 15‰. After 6,620m length, the tunnel passes under the Morcuera ridge with an overburden of 960m. After 13,400m length, the elevation is 1,024m which is the highest point, and then the tunnel declines with a slope of 9.5‰, 2‰ and 19‰ until the north portal in Segovia province. An ongoing research program is characterizing the ore qualities that most affect mine and mill processing of iron. Current practice uses assays of magnetic iron and silica, but additional qualities are needed for advanced process control. If additional qualities can be measured from core, blastholes, or process samples, they can be modeled and controlled similarly. What qualities, other than assays, hinder or facilitate beneficiation at each processing step, and how can they be measured in the mine/mill ore stream? This paper describes preliminary determinations of the effects of ore chemistry, hardness, blasthole drill performance, fragmentation control, and grindability on mill performance.

The Henderson/ML King CSO Project is a major combined sewer overflow (CSO)reduction project for the Department of Natural Resources and Parks of King County, Washington. The central element of the project is the 3100 lineal feet long, 14'-8"diameter 42nd Ave S Storage/Treatment Tunnel. During the course of the project, the owner and consultants evaluated numerous elements of the tunnel including the alignment, geotechnical conditions, tunnel liner, and settlement monitoring requirements. The contractor utilized innovative shaft construction methods for the tunnel portals, and adhered to strict contract requirements in successfully constructing the tunnel. This paper provides an overview of the design and construction elements of the 42nd Ave S Storage/Treatment Tunnel that led to the successful completion of the project.

The role of dedicated operational support in the ramp-up and stabilisation of the FeNi-II furnace for ferro-nickel production at PT Antam?s smelter located in Pomalaa, Indonesia is described. The furnace was uprated to 32MW capability in a rebuild performed in 2005. This primarily involved installing a larger transformer, coupled with adoption of HATCH water-cooled copper plate, waffle and flanker coolers with integrated metal and slag tapblocks, HATCH air-cooled copper fin lower sidewall cooling and HATCH vertical sidewall binding system ? ?holddowns?. Following a smooth commissioning period, the progress in attaining the preliminary ramp-up target load of 24MW is described. This initial target was set by Antam, subject to some prevailing smelter equipment constraints, particularly kiln capacity. Stabilisation of the furnace operation is discussed, together with some of the specific commissioning and operational challenges surmounted by the joint Antam-HATCH team. These included: ?Mastering furnace integrity monitoring and operation with copper coolers, especially metal tapblock planned maintenance and repair strategies; ?Transition from traditional ?immersed electrode? to ?brush-arc? mode of operation approaching as closely as possible to the productive ?shielded-arc? mode of operation within existing equipment constraints; ?Reductant selection and control issues; ?Utilising the sophisticated furnace monitoring to provide detailed indication and warning of potentially destructive furnace upset conditions such as Si reversion and CO boils.

Roadheaders are gaining widespread acceptance in North America as a means for mechanical tunnel excavation. Until recently, almost all of the large-scale North American tunnel projects were excavated one of two ways ? the tried and true drill-and-blast method or with the use of tunnel boring machines (TBM), the hi-tech super-excavators. TBMs enjoyed fast-growing popularity worldwide as TBM manufacturers offered greater technology to meet the demand of the civil tunnel industry in the late 20th century. Recently, though, more tunnel projects, large and small, can thank the brute force of a roadheader for getting the job done.

The New Zealand microcontinent is relatively well endowed with gold deposits; its past gold production per unit area of 3.2 kg/km2 ranks high on a world scale. Total recorded production (1857 - 1986) is about 854 000 kg and most of this gold was mined between 1861 and 1920. There has been a strong revival in gold exploration and mining since 1979, with exploration expenditure of around $15 million per annum and a declared gold production in 1986 of 1265 kg (886 kg in 1985). In addition to numerous alluvial gold recovery plants working small to medium sized deposits (mainly in Westland and Otago), there are five medium to large projects that have started production (Martha Hill), or have reached advanced stages of construction (Grey River dredge), permitting (Golden Cross and Macraes) or exploration (Globe-Progress). "What affects and influences one’s perspective of the mining and metallurgical industries?One’s perspective of the industry we work in changes over time as a function of our experience as well as from the interaction we have with colleagues locally and probably even more so with those internationally. Furthermore, the ever-changing environment continues to impact the context in which one sees things. Living mostly in South Africa through its changes in the past fi fty years but also having the opportunity to travel extensively and work on projects abroad adds an invaluable richness to this more global perspective. One of the greatest challenges is how best to use this experience to endeavour to support the many potential opportunities in southern as well as sub-Saharan Africa. However, one has also to face the realities of how the best interests of the country and its peoples are sadly often not well served for various unfortunate reasons. Investment, education, regional stability, and good governance are some of the most critical considerations for the prosperity and survival of the region.The mining and metallurgical industry in southern and sub-Saharan Africa changed significantly during the post-colonial and apartheid eras as a result of global and regional developments that have impacted the ownership of businesses, the technologies used, and products produced in a manner that was not envisaged even fi fty years ago. Southern Africa’s mining and metallurgical industry has progressed from one based mostly on diamonds and gold in the late 19th century to a much more diverse one that involves the production of a variety of other precious, base, and ferrous metals and minerals as well as coal and industrial minerals. The infrastructure and manufacturing capacity was largely developed to meet the needs of this industry during its growth phases, but even though the dynamics have changed there is still a need for more efficient and effective support systems in the region."

To check the feasibility and the quality of a very deep diaphragm wall, a tern of adjacent panels has been constructed, up to a depth of 100 m, in the Milan sandy gravelly soil by means of a hydraulically driven milling machine with reverse circulation of mud. The results of the monitoring carried out in order to evaluate the panel geometry and the quality of both joints and concrete are described. The use of instrumentation based on different physical principles allowed the cross checking of measurements as well as the evaluation of the accuracy and sensitivity of each single procedure to be performed. The trial field was successfully carried out and the feasibility of a diaphragm wall of such a depth was demonstrated and corroborated by a reasonable level of quality control.

Over the past 15 years, roof fall rates have decreased by two-thirds in U.S. coal mines and by even more in regions where the roof is weakest. This remarkable reduction in the number of roof falls has been accomplished with more effective roof support systems. The purpose of this paper is to present an empirical design methodology that uses real-world data to quantify the basic roof-support concepts that have been successful in the United States. A new computer package, called Analysis of Mine Roof Support (AMRS), implements the design methodology.

The current version of the JORC Code was issued in 2004 and since that date the Australian Securities Exchange, in collaboration with JORC, has issued a number of companies? updates to provide guidance on various reporting issues. An interim review will be undertaken during 2010 to meld these updates with the current 2004 Code. This will be followed by a full review during 2010/11 covering all aspects of the Code and focusing particular attention on: ? clauses / guidelines relating to Exploration Results1, exploration targets and the reporting of historical estimates; ? issues relating to the Public Report2, including definition, the requirements for Competent Person sign-off, level of disclosure and mandatory requirements; ? guidance on techniques to quantify resource / reserve estimation uncertainty; ? the level of study required to convert Mineral Resources to Ore Reserves, and disclosure of prices and economic factors; ? expansion of the requirements for reporting of marketable material for bulk commodities; ? the use of language and tone that anticipates new and emerging technologies and techniques for the qualitative and quantitative measurements of data; and ? linkages to valuation and the valuation code (The VALMIN Code). Although the Canadian and Australian reporting regimes for public statements on Exploration Results, Mineral Resources and Mineral (Ore) Reserves are similar in intent and coverage, they differ in detail, sometimes substantially. Canadian requirements are generally more wide-ranging and prescriptive than Australian requirements, including in the need in many situations to publicly lodge a Technical Report, a requirement that does not exist in Australia. Australian-listed companies seeking to list in Canada, and Competent Persons seeking to act as Qualified Persons in Canada, need to ensure that they are fully conversant with Canadian regulations and how they differ from those in Australia.
