In view of the developments and recent interest in recovering heavy oil, this report was prepared to present general information on more than 2,000 heavy oil reservoirs in more than 1,500 fields in 26 states. Information given on each heavy-oil deposit includes the following items: Field and formation, location, average or range of depth, average API gravity of oil, aver- age thickness of formation, areal extent of field, total productive wells drilled in field, discovery date of field, field status in 1963, cumulative production to Jan. 1, 1964, and all known types of secondary-recovery operations initiated (active and terminated) in the reservoirs. The geographical location of heavy oil accumulations in the United States is shown by a map, and a brief discussion of 14 different areas is given in the text. As of Jan. 1, 1964, 75 percent of the heavy oil reservoirs in the United States had produced more than 10 billion barrels of oil and are estimated to contain over 90 billion barrels of oil in place. It is also estimated that if the deposits which have had little or no production history, such as the one in Missouri, were included, the total remaining heavy oil in place would be in excess of 150 billion barrels. To find economical ways of recovering this vast reserve of heavy oil, industry is developing technology in several types of thermal-recovery methods. Some of the general considerations and more suitable limitations in selecting a prospect to study fur thermal-recovery techniques are: Lithology, depth, viscosity of reservoir fluids, gravity of oil, reservoir thickness, oil in place, and permeability and porosity.

The Program of Mine Safety and Health Research described in this document reflects the continuing commitment of the Spokane and Pittsburgh Research Laboratories to focus on the most important areas where research can make a difference in reducing risk and improving safety and health for miners. It is the first program of work conducted since Congress mandated closure of the former U. S. Bureau of Mines (USBM) in the Department of the Interior and supported integration of the health and safety research function of the former USBM into the National Institute for Occupational Safety and Health (NIOSH). Organizational changes made FY97 a challenging year of transition. Ongoing research was reviewed and revised to reflect the new, more limited, health and safety mandate of the research laboratories. The mining industry, mine worker representatives, and interested government agencies provided broad input to assure that the research performed would focus on the most critical safety and health problems confronting mining today and which are expected to be faced in the future. The two laboratories worked to evolve coordinated programs of safety and health research, each with a special focus. The work of the Spokane Research Laboratory is directed toward issues of special importance to the Western mining industry, particularly those safety hazards found in metal/nonmetal mining and surface mining. The work of the Pittsburgh Research Laboratory will continue to focus on Eastern mining, particularly underground coal mining. Traditional areas of expertise for understanding and preventing fires and explosions and for controlling the hazards of dust and noise will continue to reside in Pittsburgh. Each laboratory is developing new capabilities in the analysis of relevant safety and health information to assure that program priority-setting decisions are informed by the best available data. Recognizing the continuing importance of communicating the results of research to all who are capable of improving safety and health conditions in mining, each laboratory has developed an activity for information dissemination and coordination with stakeholders. In the midst of organizational self-examination and change, the research staff in Pittsburgh and Spokane have never wavered from their continuing commitment to conduct the highest quality scientific research-solution-oriented scientific work meant to reduce the risk of injury, disease, and death from occupational hazards in mining. The pages that follow give insight into some of the program activities and accomplishments from FY97. I hope you share my pride in the many accomplishments of the NIOSH mine safety and health research program during this year. This report comes at a time of increasing stability for the mine health and safety research program. The organizational changes in Spokane and Pittsburgh have been concluded, and NIOSH has succeeded in recruiting a new, permanent associate director for mining to lead this critically important national program. Congress has contributed to an optimistic future by providing expanded funding for NIOSH mining-related research for the next fiscal year. On a personal note, I greatly appreciate the opportunity I have had to serve as the NIOSH Acting Associate Director for Mining during this transitional year. The commitment and intelligence with which the mining research staff pursued their mission was matched by their patience and understanding in moving into a new organizational environment. All of us committed to improved safety and health for this Nation's miners owe them our respect and appreciation.

INTERNATIONAL conferences on safety in mines originated in 1912 when, in response to an invitation issued by the United States, representatives of Austria-Hungary, Belgium, France, and Germany participated in a conference held in Pittsburgh, Pa The record shows that a permanent organization was proposed to be developed through. diplomatic channels. However, the advent of war 2 years later prevented this proposal from coming to fruition. No further cooperation between the Bureau of Mines and a group having: similar interests in a foreign country took place until 1924, when formal cooperation with the Safety in Mines Research Board of Great Britain was established. Interchange of personnel and results of research under that arrangement have resulted in a number of publications in both countries and more rapid advance in knowledge than could have been obtained through the same efforts exerted independently.

Almost all the ore deposits of ferrous, non-ferrous and rare metals of Kazakstan, are exploiting by the open-cast method, are the complex-structural, multi-component ones. Their rational working requires precise organization of extracting works. In this connection it is necessary to set up the best intercommunications between drilling-blasting, excavating-loading and transport works. This requires the stable functioning of the quarry for dispatch of ore raw material of required quality with minimum of corresponding expenses. For this purpose, proceeding from the quarry’s ore output and the assumed parameters of the exploitation system, the first problem about rational arrangement of excavating-loading equipment in extracting faces is solved. By solving the problem the model with dynamic, adapting properties had been used. It was solved numerically by the method of statistical tests. By setting up the necessary link between type-sizes of excavating-loading and transport equipment, the minimum prime cost of loading and transportation of 1 ton of mining mass from the face to the receiving station was adopted as the criterion of optimality. Depending on the type of excavating-loading equipment, the efficiency function may be different. By using wheel loaders, their displacement between the faces is possible, therefore, the efficiency function of the problem may include expenses for their displacement. By using excavators like power shovel, the problem’s restrictions must exclude its displacement between the faces. The efficiency function consists of minimum expenses for loading, proceeding from set of volumes of extraction from the faces, satisfying required quality. The volumes of extraction from the faces, satisfying required quality of ore in output stream, are determined by the method of statistical tests. Sample range is given, proceeding from the restrictions for maximum productivity of the excavating-loading equipment. Volumes of extraction, not satisfying required quality, are cut off. The efficiency function meaning is then determined and minimized. Traditionally, capital costs of major resource development projects have been estimated as a single amount to which a percentage accuracy has been assigned based on the method of preparation of the estimate, that is, on the amount of information available to develop the estimate.However, there is a growing recognition of the importance of a probabilistic approach to capital cost estimates, and of a more rigorous calculation of estimate accuracies and of the presentation thereof. Accuracies can be expressed with more certainty as a percentage of the estimate amount where the percentage represents one standard distribution on the probability curve for the capital cost of that specific project. Thus confidence levels can be stated for various estimated amounts - for example, it can be stated that there is an 85% chance that a stated amount will not be exceeded, or a 90% certainty that a (higher) amount will not be exceeded. Moreover, the right skewness of the probability distribution curve for most projects can be readily recognised and reflected in the evaluations. This enables senior executives and board members to have a clearer understanding of investment uncertainties, and the possible magnitude of commitments.

The visit reported was made with support from the 1997 J.C. Boyle travelling scholarship. The management and control of hazardous gases released into the underground environment are an integral part of coal mining. The power-generations stations at Appin and Tower collieries, with a combined electrical output of 94 MW, have been operating for some time and have demonstrated a technology that is able to exploit the available gas fully. Contributory factors have been the development and introduction of directional drilling techniques, pre- and post-drainage of coal, relatively high seam permeability, a high gas content of the worked seam, high production rates and a willingness to embrace new ideas and technology

The Federal Bureau of Mines evaluated the prospects for using geothermal energy to generate electricity for mines in remote areas. Given the development of a geothermal resource for this purpose, the subsidiary uses of space heating and agriculture were then examined to see if other industries might be viable given a cheap source of heat energy. Sites investigated were located in three areas of Alaska: Kobuk in the northwest, Unalaska in the southwest, and Stikine River in the southeast. Each site was relatively close to mineral deposits whose prospects for development would be enhanced with cheap power.

The Bureau of Mines investigated hot-rolling and forging characteristics of experimental ductile iron castings, both sand and permanent-mold, made with charges containing up to 70 pct foundry pig iron and 95 pct steelmaking pig iron. Between 1,550° and 1,950° F, most castings could be rolled to 90-pct reduction or forged to 70-pct reduction without serious cracking. Charge and composition have less bearing on workability than on subsequent properties. Permanent mold castings could be worked as readily as sand castings at 1,750° and 1,950° F. Plasticity improved with temperature. Small billets were also forged cold to 50-pct reduction without cracking. With equivalent nodularity, composition affects properties of wrought materials by altering matrix structure and strength. Properties vary with reduction and improve with increasing working temperature. Rolled material has high strength and anisotropy, and low ductility, particularly in the trans-verse direction. Annealing reduces strength and improves ductility, but anisotropy persists. At 70-pct reduction, impact resistance in the longitudinal direction is about twice that in the transverse. Annealing roughly doubles impact resistance. Deformation enhances damping capacity. The feasibility of die-forging and bar-rolling of ductile iron was evaluated in trial tests conducted under a Bureau contract. Although workability and ductility of ductile iron are inferior to those of steel, more advantage could be taken of ductile iron's plasticity to work rough shapes to final dimensions.

Introduction "Austerity" is perhaps an overly generous description of the past three years in the American steel industry. Steel plants operated at an average of only 57% of their capability in 1982-84. The dismal losses for last year are still being totaled. But during the two years before this period, American steelmakers recorded an aggregate net loss of a staggering $6.8 billion. Steelmakers responded by closing numerous marginal facilities. And production capability was cut by 13.6 Mt (15 million st). Capital expenditures still averaged $2 billion annually. But this was inadequate to maintain the existing base of steelmaking facilities. The general economy experienced a satisfactory recovery during this period. American steel, however, continued to suffer from a lagging recovery in the capital goods sector. This was due to record penetration of its domestic market by imports and from very weak realizing prices on the volume that was available. In addition to the direct influx of offshore steel products - which itself depressed prices - the industry also became painfully aware of the growing importance of "indirect" imports. These came in the form of steel-containing producer and consumer durables. Industrial equipment and autos fabricated from foreign steel accounted for the equivalent of 6 Mt (6.5 million st) of lost market opportunity for domestic steel-makers last year. That is over and above the 23.5 Mt (26 million st) of direct steel imports. Given these factors, Inland Steel was not spared from the threeyear downpour of red ink. Despite its record of continuing modernization in steel, our single-plant location in the world's best steel-consuming market, and the high proportion of consumer durables related products, such as cold rolled and coated sheet in our mix, Inland suffered aggregate losses of $277 million during the 1982-84 period. Strategic Planning The foregoing establishes a perspective - a base from which we have restructured our view of the steel industry, and of our own role within that picture. Until possibly two years ago, this present weakness in steel demand was viewed around the world as an aberration, eventually to pass. By contrast, it is now recognized that austere times are the normal steel environment. The topic here is management of resources. This implies an emphasis on strategic planning. It is worthwhile to examine some of the more critical assumptions that were driving strategies among a number of steel companies just before the 1980s. Those projected characteristics of the future steel environment were arrived at through painstaking analysis. They were carefully and heavily quantified and were generally shared by outside observers and our peers within the steel industry. • First, the assumption was made that domestic steel demand would continue to grow at an average rate of 2% per year. • Second, it was assumed that this growth in the American market would continue to be filled predominantly by US mills. "The District of Columbia Water and Sewer Authority (DC Water) is implementing the $2.2-billion DC Clean Rivers Project (DCCR) to control combined sewer overflows (CSO) to the Anacostia and Potomac rivers and Rock Creek, and to provide flood relief to the Bloomingdale and LeDroit Park neighborhoods in the District of Columbia. The long-term control plan complies with the requirements of a Federal Consent Decree entered into by DC Water, the District of Columbia and the United States, as represented by the U.S. Environmental Protection Agency and the Department of Justice. The Northeast Boundary Tunnel, a design-build project, will store combined sewage and deliver it to a system of downstream tunnels and ultimately to the Blue Plains Advanced Wastewater Treatment Plant (Blue Plains), where it will be treated. In addition, the Northeast Boundary Tunnel (NEBT) is a major project associated with the mayor’s task force to alleviate extreme flood events in Bloomingdale and LeDroit Park. The Northeast Boundary Tunnel Utility Relocations (NEBTUR) design-bid-build (DBB) project is an accelerated component of the Anacostia River System, as shown in Fig. 1. During dry weather conditions, the entirety of the sewage in the combined system is conveyed to Blue Plains.During storm events, when sewer pipe capacity is exceeded, the flow, which is a mixture of sewage and stormwater runoff, overflows into receiving waters through outfalls. There are a total of 47 active CSO outfalls along district waterways.The influx of storm runoff into the combined sewer has an additional impact on the communities of Bloomingdale and LeDroit Park. The sewer system is outdated and undersized. In these neighborhoods, when the capacity of the sewer is exceeded, localized flooding occurs and backups into adjacent residences are prevalent. In any given year, there is a 50-percent chance that flooding will occur in these neighborhoods."

Planning the use of South Africa's energy resources, especially coal, is of the utmost importance. The State and the mining industry require reliable official estimates of the economically mineable coal reserves for planning purposes. An overview of al the previous reserve estimates is given, with specific attention to the two most recent estimates-those of Petrick and De Jager. The differences between these two estimates are highlighted. The following important aspects are discussed: . the need to update the information regarding South Africa's mineable coal reserves, . the necessity of understanding and agreement between the coal-mining industry and the State department responsible for updating the coal-reserve data, and . the importance of the specific assumptions used in the updating of the data. A downward adjustment of mineable reserve figures is proposed, and the factors that influence the meaningful exploitation of the coal reserves are discussed. A recommendation is made as to how the Waterberg coal reserve should be exploited, and it is concluded that the Soutpansberg Coalfield cannot be exploited economically in the foreseeable future. An evaluation of the status of the coal-export trade is made and compared with the assumptions and targets set at the start of the coal-exportation scheme. The comparison shows the extent to which the exploitation of the coal reserves is being negatively influenced by the current market situation. Recommendations are made regarding planning for the coal-export market, and the aspects that have to be taken into account to keep South Africa in the export market are identified. Reference is made to the fact that the present unrestrained wage and salary adjustments, which show a total disregard of South Africa's poor productivity record, require serious thought and speedy rectification if the country is to survive in the export market. A salary and wage strategy must be developed to suit the specific needs of the Republic of South Africa.

"Introduction.During the past two years the Bureau of Mines has conducted a study of natural-gas heaters*** to determine (1) what types of heaters literate carbon monoxide; (2) why carton monocide is liberated; and (3) how, by change of design or construction, the liberation of this gas can be largely eliminated, In addition to the above study the bureau has investigated cases in the Pittsburgh dis¬trict where fatalities have resulted from carbon monoxide given off by natural-gas heaters.Since these fatalities were first brought to the attention of this bureau through the press, it is likely that some cases were missed and thus not listed. On the other hand, some cases reported as being due to carbon monoxide poisoning, on investigation were found to be due to causes other than carbon monoride.The cases listed herein were shown in all probability to be due to carbon monoxide. Those in which there is any doubt have been omitted; so have those in which there was part asphyxiation, where the victims later recovered."

One of the best kept technology secrets in U.S coalmining history involved a robust coal geophysics program used by a local coal company to detect and map various geologic anomalies and man-made structures ahead of mining for nearly 15 years. Several original mine plans were changed as a result of findings from two-dimensional (2D) and three-dimensional (3D) seismic data. They indicated the presence of geologic anomalies in reserve areas that could adversely impact future mine development and longwall production. By combining the surface seismic and exploratory drilling methods, the coal company learned how to properly leverage its risk by gathering a lot of useful subsurface information before making major commitments.

Introduction A comprehensive study of the economics of processes for smelting iron ores has been made by the Ontario Research Foundation on behalf of the Ontario Research Commission. This survey has included investigations of all processes in commercial use, and proposed processes which are still in the experimental stage. The two main objects of this work were to discover (l) whether any known processes would be particularly suited to present and future Canadian conditions, and (2) whether any new process would be of assistance in solving the present scrap shortage in Canada. The future prospects of the Canadian iron smelting industry have changed radically in the past ten years. For nearly twenty years before 1939 no iron ore was mined in Canada. The ore used was imported, mainly from the United States and Newfoundland. The economics of iron blast-furnace smelting always force the location of blast furnaces near the source of coal for making high-grade metallurgical coke, and near the market for iron and steel, rather than near the iron ore. Blast-furnace installations in Canada are confined to the north shores of the Great Lakes with ready access to United States coal and ore and the major Canadian markets, and to Nova Scotia near the coalfields of that Province. This distribution of primary smelting capacity naturally results in relatively high prices for iron and steel in the West, the North, and in Quebec.

The objectives of this paper are to introduce the International Code of Practice for Risk Management of Tunnel Works and to illustrate to the participants of the 13th Australian Tunnelling Conference 2008 how the insurance industry would like to see the future of tunnelling insurance. Tunnel construction projects have suffered large losses over the years as can be shown from various loss examples and a list of major losses over the last ten to 15 years. Since the consequences of insufficient risk control had to be borne by insurers, these losses have heightened the need for improved and adequate risk management measures so that insurance cover can also in future be provided for this hazardous industry sector. Observations are made as regards to the prevailing trends in the tunnelling industry, which contribute to the increase in risk and have adverse consequences for the insurance industry. To find a solution to this dilemma various options are examined with the suggestion of a Joint Code of Practice for Tunnel Works being agreed by all stakeholders, which would become essential to secure future insurance protection for such project work. The British Tunnelling Society has, in cooperation with the Association of British Insurers, developed such a code, which the International Tunnelling Insurance Group has now adopted for global application in international markets. The content and concept of this code is explained to establish a framework of understanding and applied risk management principles for tunnel works. This initiative also has the support of the International Tunnelling Association and the International Association of Engineering Insurers. The international application of this new code is demonstrated with a few examples, which also includes Australian projects. It is the aim that this code forms in future part of the insurance coverage for tunnelling works in order to put this risk segment on a more sustainable basis. For that reason the insurance industry is seeking the support of all stakeholders of tunnelling construction projects.

The purpose of this investigation was to assess the environmental impact of the surface mining methods currently used in the steep-sloped areas of Central Appalachia: southern West Virginia, eastern Kentucky, southwestern Virginia and northeastern Tennessee. Comparisons are made between mountaintop/cross ridge mining, contour strip, augering and an innovative method surface shortwall mining which was attempted at Julian, West Virginia. Included in this final report are a discussion and analysis of current Appalachian production, reserves, and the extent of land affected on a county- by-county basis. Additionally, the seams within the steep sloped region have been assessed according to minimal standards of thickness, surrounding lithology, and areal extent to determine their amenability to surface shortwall mining. These seams have been tabulated with their ash, sulfur, and BTU content on a county-by county basis. Only minimal statements are made concerning quantity because of the narrow set of conditions required by the shortwall method. Other sections deal with the possible technical failings of an operational surface shortwall system based on field studies at shortwall operations, discussions with people experienced with shortwalls and research into ground control problems at sites where short- and longwall operations have been monitored. A final section details proposed additional research directions which the Bureau might take in the future.
