"Diesel engines are one of the primary contributors to the presence of nano and ultrafine aerosols in ambient air and occupational environments. Exposure to diesel emissions has been shown to contribute to various adverse health outcomes of the pulmonary system and cardiovascular system. Currently diesel emissions in the workplace are monitored by way of collecting the aerosol onto filters, which are then sent to a lab for thermal-optical analysis using the NIOSH 5040 method, which measures elemental and organic carbon explicitly. This process can take days or even weeks, and workers can potentially be exposed to excessive levels of diesel particulate matter (DPM) before the problem is identified. To remedy this, researchers from the National Institute for Occupational Safety and Health (NIOSH) are seeking to develop a field-portable method for measuring elemental and organic carbon in DPM aerosols. In the current study, we investigated the use of Fourier transform mid-infrared (FT-IR) spectrometry, which lends itself more readily to implementation in a real-time system than do the thermal-optical analysis methods. We have demonstrated a method for measuring organic and elemental carbon in DPM for a broad range of organic carbon (OC) to elemental carbon (EC) ratios (from 50.3 to 0.8). The ability to handle a wide range of OC to EC ratios is critical given the evolving diesel technology. INTRODUCTION Respiratory illnesses are common in mining industry workers [1] and exposures to toxic aerosols such as DPM can result in serious respiratory illness [2]. Health studies show a correlation between workplace exposure to diesel exhaust and an increased risk of lung cancer [3-8]. The International Agency for Research on Cancer (IARC) has characterized diesel exhaust as a human carcinogen [9], and similar classifications have been made by the World Health Organization and the California Air Resource Board. A recent study [10] suggests that the risk of lung cancer is approximately three times greater for heavily exposed workers. When compared to other aerosols in the mine environment, the settling time of DPM is significantly longer than that of dust due to their small particle size (typically < 1 µm) [11]. Additionally, submicron particles (such as DPM) are deposited in the lungs much more efficiently than their larger counterparts such as dust [12]. Previous studies focusing on particle morphology [13] show that the largest mass contributor to lung disease in mining is elemental carbon, which provides a solid core onto which hydrocarbons are adsorbed. In accord with those findings the Mine Safety and Health Administration (MSHA) decided on submicron total carbon as a surrogate for monitoring diesel particulate matter in the mining environment."

It is well known that surface moisture and fine content have a strong influence on coal handle- ability. It is known as well that these two criteria are not sufficient to classify coals. It seems that certain types of coals are intrinsically difficult to handle, the reason being still not well understood. For these coals, moisture and fine content are aggravating factors and have to be strictly controlled in order to avoid handling problems (sticking, arching in hoppers.. .). CERCHAR has undertaken research aimed at identifying the role of intrinsic characteristics of coal with regard to handling properties. Two of them have been identified as particularly relevant : the clay content and the "colloidal particle" content. Two simple tests commonly used for soils characterisation, but never used so far for coal, have been applied to characterise a wide range of coals. The derived classification has been compared with an empirical classification based on dry screening tests. DRY SCREENING EXPERIMENTS Dry screening at a relatively low screen aperture (e.g. 6 mm) may be considered as a good tool for assessing the handleability of wet fine coals. Difficult to handle coals always lead to rapid plugging of the screen whilst easy to handle coals can be screened without difficulties. A wide range of coals has been selected with various ash, moisture and fine content. Their characteristics are given in table 1. The experimental set-up consists of a 2 t.p.h vibrating screen equipped with two automatic re- cording balances collecting respectively oversize and undersize material. Provided that the feeding rate is accurately controlled, good reproducibility in the percentage passing as a function of time is obtained. Figure 1 gives examples of different types of relations that were obtained. - LMC coal exhibits a behaviour that is characteristic of easy to handle coals : % passing remains constant in the course of the screening operation. - B coal behaves slightly differently. One observe first a rapid decrease in the flow passing through the screen and then a stabilization. Hand- ling properties can be considered as intermediately - The curve relative to LHB coal is characteristic of a very difficult to handle coal that blinds the screen almost immediately. It is necessary to point out the fact that the classification derived from screening experiments is a global one, including not only intrinsic factors but also external factors such as fines and moisture content. INTRODUCTION Cancer of the lung in uranium miners has been reported by many authors. In fact, it has become a most popular subject for comment by environmentalists, health physicists, and newspaper writers. I believe it appropriate for me to discuss cancer of the lung in uranium miners in a general way commenting briefly on etiology, incidence, tumor cell types, and particularly, tumor development and treatment. Cytological development of cancer in its incipient stages, particularly the in situ stage, relates to potential cure with photoradiation, early diagnosis, and treatment. Our observations of the cytological response to this modality of diagnosis and treatment will be discussed briefly since this area will also be covered by Doctor Balchum. The cause of lung cancer in uranium miners is primarily due to two carcinogens; cigarette smoking and radon daughter radiation. Cigarette smoking has continued at the same intensity over time among uranium miners; about 60% of the miners are cigarette smokers and 40% are non-smokers. Radon daughter exposure to the uranium miner has varied from mine to mine, but over the last 20 years has been reduced to a minor fraction (.3 WL) of the level that prevailed in many of the mines during the 1950-1960 era when many of the miners were exposed to more than 10 WLM. Sputum samples have been examined on as many uranium miners as responded on the Colorado Plateau since 1956. Autopsy studies were done whenever this was permissible. In some instances, only tissue from a biopsy of a node or lung was available for study. Smoking histories were also taken. Approximately 200,000 sputum samples were examined and histological examinations of lung lesions were made from 312 cases. METHODS The method of sputum cytological collection and preparation was reported previously. I The lungs were fixed with formalin and prepared for sectioning by Dr. Oscar Auerbach with his block-section method. RESULTS Three-hundred-twelve lung cancers from uranium miners were examined. The tumor types and the age at death for each type, smokers and non-smokers, are given in Table #1. The incidence of the tumors in the smokers and non-smokers is given in Table #2. The incidence of small cell carcinoma of the lung has decreased from an incidence of 76% of all the lung cancers found in uranium miners to 22% of these lesions (Figure #1). The decrease in incidence of this tumor is probably due to decreased exposure to radiation in the mines.

The Green River formations in the Western U.S.A. contains vast amounts of petroleum reserves in oil shale deposits. Exploitation of this petroleum reserve calls for large scale mining of the oil shale. Applicable mining methods include conventional underground mining using roan and pillar, sub-level caving and block caving; underground insitu retorting of oil shale and open pit mining. Roam and pillar mining offers one of the most economic methods of underground mining of oil shale. A 2.4 x l09 litre per year (50,000 barrels per day) of crude oil production would require a daily oil shale production of 100,000 tomes per day from underground operations. For this large production, a highly mechanized room and pillar mining muld utilize large capacity diesel equipment such as 85 tonne trucks and 8m front end loaders. The total air requirements of an oil shale mining operations can. be as high as 28443/s. Ventilation planning for such a large scale underground mining operation presents a formidable task. The major objectives of providing ventilation air to underground workings are to dilute airborne .dust and diesel fumes to harmless levels, and to insure that the mine environment is compatible with the health and safety of mine personnel. Regulation of air velocities and air temperatures is a major factor in mine environmental control. Colorado State law requires that a minimum of 0.047m3/s of fresh air be supplied for each kW of diesel power operating underground. Additionally, 0.047m3/s of fresh air must be supplied for each underground employee, and a minimum air velocity of 0.15m/s must be maintained in all working places. It is desirable to exceed this minimum velocity in order to prevent stratification of ventilation air. Moreover, Colorado law also stipulates the maximum allowable concentration of noxious gases mine air, below: ? C02 - 0.5% by volume, 5,000 ppm. ? CO - 0.005% by volume, 50 ppm. ? Oxides of Nitrogen - 0.0025% by volume, 25ppm. ? Nitrogen Dioxide 0.005% by volume, 5 ppm. This paper examines ventilation requirements for the underground mine, with respect to air quality requirements and distribution of air in mine workings in light of the above regulations. Analyses were made for sane typical mining plans to determine airflow resistance or pressure drops and fan horsepower requirements. In addition, the possible occurrence of high concentrations of toxic gases, was examined. Expected temperature levels in mine workings were approximated.

"Testing of the NIOSH-designed roof bolter canopy air curtain (CAC) has gone through many iterations demonstrating successful dust control performance under controlled conditions. J.H. Fletcher & Co. (Fletcher), an original equipment manufacturer of mining equipment, has further developed the CAC concept by incorporating it into the design of its roof bolting machines. A new CAC design has been developed incorporating the results of testing of the NIOSH design and the recent Fletcher design. Observations from smoke testing conducted on this new CAC design in a laboratory setting show promise for improved performance. INTRODUCTION Exposure to respirable coal mine dust can cause coal workers’ pneumoconiosis (CWP) otherwise known as black lung. If silica is present in the dust, the miner may develop silicosis in addition to CWP. CWP and silicosis are occupational respiratory diseases that are ultimately fatal and have no cure. The only method of prevention is through elimination of exposure to respirable coal mine dust and crystalline silica (quartz). The current occupational exposure limit (on an MRE basis) for respirable coal mine dust is 2.0 mg/m3 during each shift that a miner is exposed in the active workings of the mine or in mine facilities [30 CFR 70.100 2015]. Recently enacted legislation changes this standard beginning in August 2016 to 1.5 mg/m3 for a full working shift [Federal Register, 2014]. If the respirable coal mine dust contains more than 5% silica, the applicable respirable dust standard is reduced; calculated as 10 divided by the percent quartz present [30 CFR 70.101] so that the effective exposure limit for respirable quartz is 0.1 mg/m3 for a full working shift. Sources of exposure to respirable coal mine dust for the roof bolting occupations include infrequent maintenance and cleaning of the vacuum dust collection system and operating the bolter downwind (in the return air) of the continuous miner [Goodman and Organiscak, 2003]. Recent studies have demonstrated that vacuum dust collection systems are effective in capturing bolter-generated dust, if maintained and operated correctly and if proper face ventilation techniques are used. However, most exposure to respirable coal mine dust for the roof bolter occurs when the roof bolter machine is operated downwind of the continuous miner [Potts et al., 2011; Colinet et al., 2013]. Because of this higher exposure downwind of the continuous miner, the roof bolter is generally limited to working downwind of the miner only once during a production shift"

"Canopy air curtains (CAC) on roof bolting machines have been proven, through laboratory and field investigations, to protect miners from respirable dust, preventing dust overexposures. Another desired application is to develop a CAC that is mounted in the compartment of a shuttle car to protect the operator from dust. The challenges faced with this design include mine ventilation rates in tandem with the shuttle car tram speeds, causing cab airspeeds that may exceed 600 fpm, as found in this study of a central Appalachian underground coal mine. Prior research and laboratory testing indicate that successfully protecting a miner in high air velocities is difficult to achieve because the clean air from the CAC is unable to penetrate through the high velocity mine air and make it to the breathing zone of the operator. During this investigation by researchers from the National Institute for Occupational Safety and Health (NIOSH), dust concentrations of the shuttle car operator were measured. Also, air velocities experienced by the operator were measured using a recording vane anemometer. Results from the survey indicate that the highest exposure to respirable dust (2.22 mg/m3) occurred when the shuttle car was loading at the continuous miner, where there was an average airspeed of 157 fpm. While tramming, the operator was exposed to 0.77 mg/m3 of respirable dust with an average airspeed of 203 fpm. This study indicates that a CAC system can be designed to greatly reduce an operator’s exposure to respirable dust by providing clean air to the operator, since the majority of the operator’s dust exposure occurs in air velocities less than 200 fpm. INTRODUCTION NIOSH has issued a contract (#200-2015-63485) with Marshall University and J.H. Fletcher & Co. (Salem et al., 2016) to develop a canopy air curtain (CAC) for coal mine shuttle cars. The proposed design maintains a similar design to the roof bolter CAC by providing filtered air via a blower over the operator. The plenum, which will provide the uniform airflow over the operator, is anticipated to be built into the shuttle car canopy. One of the main interferences with a CAC is ventilation airflow perpendicular to the plenum airflow [Engel et al. 1987]. This ventilation airflow, if the velocity is significantly high, can shear the downward flow from the plenum. The shear caused by the ventilating airflow can reduce the effectiveness of the CAC by either disrupting the downward flow or allowing contaminated mine air into the CAC zone of protection."

"As mine operators continuously look for ways to improve functionality and increase capacity of their facilities, existing process equipment is often pushed to and past its designed limitations. As a result, equipment manufacturers are asked for economical solutions to meet redefined processing needs. Newmont USA (Newmont) in Nevada was faced with such a need in their Carbon-in-Leach (CIL) train. In a collaborative effort between Newmont and Derrick Corporation, tests were conceived to assess the viability of drop in replacement screen using a three dimensional screen panel. The urethane pyramid screen panel was designed to increase flux while maintaining the existing equipment footprint. The test is the end result of an ongoing research and development project that Derrick undertook in an effort to refine and upgrade their urethane screening media. The application of this new screening media is presented for this CIL application along with future plans to implement the technology in trash, safety, carbon dewatering, carbon sizing, and other scalping applications.INTRODUCTION In Spring of 2014, Process Machinery Associates (PMA), Derrick Corporation’s (Derrick) local area representative, met with Newmont USA (Newmont) to discuss the operation of the in tank screens in the carbon in leach (CIL) train at Twin Creeks, near Golconda, Nevada. The process was originally designed for 13,000 +tons per day (tpd) but has been steadily rising since the plant was commissioned and now Newmont requires 16,000 tpd to be processed. The original screens were running at their maximum capacity and Newmont required additional screening capacity to continue the upward trend in production. Physical separation by use of screening is one of mineral processing oldest methods. Screening media can be prone to blinding and pegging and the necessary support structures required for finer apertures result in smaller open areas. Therefore, more screening area generally requires larger panels and therefore larger machines, screening media that doesn’t blind, or a combination of both. In an effort to avoid larger machines, Derrick Corporation had been working on a revolutionary three dimensional panel which would add non blinding screen area in the same footprint of an existing machine. Alpha testing of the new screen panels began at Newmont Mill 2/5 (Carlin, Nevada) in July of 2013 and was still occurring when PMA approached Twin Creeks about beta testing a refined machine and pyramid panel. After presenting the initial results, Twin Creeks determined that an upgraded machine and pyramid panels would be a possible solution to meet production needs. The testing of a machine eliminated the risk of capital costs to Newmont and provided Derrick the opportunity to obtain additional data."

"Corrosion of ground support can lead to falls of ground that pose a significant risk to miner safety. To address this problem, the National Institute for Occupational Safety and Health (NIOSH) is investigating corrosion at the Hecla Mining Company’s Greens Creek Mine, located near Juneau, Alaska, USA. Field studies have used photogrammetry surveys to document welded-wire mesh corrosion, and laboratory studies at NIOSH’s Spokane Mining Research Division (SMRD) have investigated the effects of corrosion on ground support integrity. Findings show that (1) corrosion monitoring through photogrammetric methods may be effective for qualitative measurements of welded-wire mesh corrosion, and (2) there is a relationship between loss of load-bearing capacity and the diameter loss due to corrosion in welded-wire mesh. Photogrammetry results thus far have measured an apparent bulking of the corroded welded-wire mesh, and preliminary laboratory tests have investigated the relationship between the larger bulked and effective wire diameter. If this relationship is verified, these results may indicate that photogrammetry, when combined with the models produced in laboratory tests, could offer a means of monitoring corrosion levels, as well as rock rib deformation. INTRODUCTION Reducing the number of rock fall injuries and fatalities is an important part of the mission of the National Institute for Occupational Safety and Health (NIOSH) Spokane Mining Research Division (SMRD). Ground control using support systems to protect miners from rock falls is one of the oldest mining sciences, and considerable research has led to a variety of modern tools and methods in use today. Among these tools are rock bolts and welded-wire mesh, which are made from increasingly higher-strength steel grades to meet the increasingly demanding requirements of underground mines [1]. However, the benefits of these higher-quality support elements may be negated in corrosive mining environments. A better understanding of how corrosion affects the support capacity of ground support systems will assist engineers in determining when an opening is at a greater risk of falls of ground. Accelerated corrosion has been occurring in some areas of the Hecla Mining Company’s Greens Creek Mine near Juneau, Alaska, USA. Corrosion of ground support has resulted in two falls of ground occurring between April 2015 and March 2016. While these falls of ground did not injure any personnel, mine management recognized the high risk to miner safety and responded by actively undertaking a ground support rehabilitation program. Rehabilitation measures include the installation of both galvanized and coated, corrosion-resistant bolts and welded-wire mesh, depending on local conditions."

INTRODUCTION During the normal course of a mining project, a feasibility study will be prepared that addresses all the aspects of the project including geology and mineral inventories, mining and geo- technical, metallurgical processing, infrastructure, environmental considerations and economic analyses. These studies are prepared for various reasons. Occasionally, a feasibility study will be prepared solely for use within a company as justification for development expenditures, however, these documents are frequently submitted outside the company either to raise funds from financial institutions or from public financing on one of the various securities exchanges. Mineral industry consultants are often called upon to participate in the preparation of feasibility studies or to conduct an independent audit and review of an internally prepared study. As the recoverable mineral resources form the foundation upon which the balance of a feasibility study is based, including the economic analysis of the project, the resource aspect of the study is examined very carefully by financial and securities organizations. The balance of this discussion is directed toward the various geological and resource estimation aspects of feasibility studies that experience has shown to be of particular importance. Much of this discussion will be directed toward open pit gold operations, although the principles are applicable to any type of deposit. 2.0 GEOLOGIC RESPONSIBILITIES IN FEASIBILITY STUDIES The principal geological effort in the preparation of a feasibility study is generally dedicated to the following areas: - Preparation of Geologic Reserve/Resource Estimates - Condemnation of Sites for Facilities, Access Roads, Leach Pads, Waste Dumps and Tailings Disposal - Collection of Geotechnical Data - Provision of Mineralogical and Petrological Data Pertinent to Metallurgical Processing - Selection of Appropriate Bulk Sampling Sites for Collection of Metallurgical Samples Each of these items will be addressed in detail in the following sections. 3.0 RESERVE/RESOURCE ESTIMATION An ore reserve estimate consists of the determination of a volume, or tonnage, and a grade for the deposit. There are numerous cases in the mining industry of projects that have experienced severe difficulties when operational ore grade, tonnage or metallurgical amenability have proven to be deficient compared to predicted estimates. An error in estimation of tonnage generally leads to more long term problems affecting mine life and production schedules. However, a significant error in the estimation of grade, particularly if mined grade is lower than anticipated, can have an immediate, and often disastrous, effect upon a project. Introduction From 1973 through 1986, a total of 12 fires involving oil-flooded rotary screw compressors (OFRSC) were reported to the Mine Safety and Health Administration (MSHA). Most of these incidents were attributed to faulty or by-passed safeguards, or improper maintenance. The cause of a fire in an OFRSC is unique when compared to other types of compressors. A compressor inspection checklist is provided here that can be referenced when conducting regularly scheduled maintenance operations. This checklist and a well-planned program of periodic training and maintenance should help minimize the probability of fires and explosions in OFRSC&apos;s. Operation A rotary screw compressor operates on the principle of positive displacement of air. Compressed air in this type of compressor is produced by the meshing of two helical rotors, or screws, as they rotate within a steel housing called a stator. The male rotor normally has four lobes and is driven either directly or indirectly - through a gear assembly - by a motor. It intermeshes with a female rotor having six cavities. Figure 1 explains the compression mechanism: (1) Atmospheric air is drawn into the stator by the suction action of the two rapidly rotating rotors. (2) As the rotors rotate past the intake port, air is trapped in the stator and in the cavities between the rotors. (3) Further movement of the rotors causes an increased reduction in volume, compressing the entrapped air. (4) Compressed air is expelled at the discharge port in the bottom of the stator at a pressure and quantity determined by the particular compressor rotor design parameters, such as length, diameter, and speed. Radial bearings on the male and female rotors compensate for radial loading on the shaft and position the rotors within the stator. Thrust bearings on the discharge end of the compressor prevent rotor misalignment due to thrust developed during the compression cycle. This design prevents the male and female rotors from making contact with each other or the stator. A clearance of 0.07 to 0.1 mm (0.003 to 0.005 in.) exists between the two rotors and the stator. For this reason, there is virtually no wear on the rotors or stator, and the unit is relatively maintenance-free. Oil is injected into the compressor and serves to cool, seal, and lubricate. When air is compressed from atmospheric pressure to some higher discharge pressure, a specific amount of heat is produced. This heat is sometimes referred to as the adiabatic heat of compression. The Golden Jubilee Mine in South Africa is the first mine in the Western World to introduce resin-in­pulp technology for the recovery of gold from a cyanide-leached slurry. Located in the Eastern Transvaal region of the country, the plant processes approximately 375 metric tons• of ore per day, of which over 90 per cent is mined in an open pit adjacent to the metaflurgical plant, while the remaining 5 to 10 per cent is trucl<ed in from two small high-grade deposits, located about 10 kilometers from the plant. The gold grade in the open pit is about 1 git, while the values m the two high-grade deposits range between 5 and 15 git. At the current treatment rate, the proven reserves m the three locations will last about another 10 years. Early testwork indicated that the ore was not well suited to conventional filtration processing or to heap leaching because of its high cfay content, and that carbon-m-pulp (CIP) would probably prove to be the most viable metallurgical route. Tcstwork to establish the feasibility of CIP for this application was carried out at Mintek in 1985. This worl<, which was based on batch-leaching and carbon-loading tests, indicated that CIP was technically feasible, but that both the rate of gold loading and the gold-loading capacity of the carbon were inferior to those obtained with Witwatersrand ores. The poor adsorption characteristics of the carbon were attributed to the abnormally high concentration of natural organic compounds (humates and fulvates) in the ore. Batch tests were therefore also carried out with strong-base resins, since resins are known (1] to be far less susceptible to organic fouling than is activated carbon. The results were very promising, and pointed to fast kinetics and a high loading capacity. (Fig. 1 ). Notwithstanding these findings, it was decided to recover gold with activated carbon at Golden Jubilee Mine because the CIP process was, by then, well established in South Africa and elsewhere in the world, whereas resin-in-pulp (RIP) was unproven technology. The r>lant was commissioned in September 1986 and, for 18 months, operated in a carbon-in-leach (CIL) configuration, i.e. with a total of . six leach tanks, the last four of which contained activated carbon. As could have been predicted from the laboratory results, the performance of the CIL plant was generally poor, low gold loadings on the carbon (less than 1500 git) and high losses of soluble gold (0.2 to 0.3 p.p.m.) bemg characteristic of the operation. A public awareness of and commitment to abate pollution of water, air, and soil continues to stimulate demand for industrial minerals and rocks capable of neutralizing strong and weak acids. The role of acid neutralizing agents is 1) to treat acidified water and soil until the desired pH is attained and 2) to remove acid-forming compounds from industrial processes to mitigate the formation of acidic discharges. Environmental applications for these agents include: acid rain mitigation, neutralization and prevention of acidic industrial process discharges, and treatment of acid mine drainage and coal refuse. Desulfurization of industrial flue gases involves removal of sulfate compounds capable of combining with hydrogen to form acids. Details of flue gas desulfurization are covered in the previous chapter on Flue Gas Desulfurization. Ideally, the neutralization of acids results in an upward adjustment of effluent pH 7, or neutrality. The final pH value for many acid treated wastes, especially industrial discharge streams, is commonly over neutralized to pH 8.5 to 9.5. The Clean Water Act sets the upper discharge limit at pH 9. ACID NEUTRALIZATION REAGENTS Acid neutralization is accomplished by adding alkali metal and alkaline earth metal compounds to acidic water or soil until the desired pH is attained. The commonly used alkali ions are calcium (Ca), magnesium (Mg), sodium (Na), and potassium (K). Sodium hydroxide, high calcium and dolomitic hydrate, high calcium and dolomitic lime (quicklime), high calcium and dolomitic limestone, soda ash, and magnesium oxide are the compounds most commonly applied to raise the pH of acidic waters or soils. Limestone and dolomitic limestone, which are calcium and magnesium carbonates, and their equivalent oxides and hydrates formed by calcination, are the industrial materials most commonly used in the manufacture of reagents for acid neutralization. Approximately 327 kt of high calcium and dolomitic lime were consumed for acid neutralization purposes in 1988. Magnesite and brucite are industrial minerals that compete with dolomitic limestone for the magnesium-oxide market. Production of caustic calcined magnesia for neutralization purposes exceeded 6 kt in 1990. Soda ash is an industrial mineral gaining increased acceptance in the neutralization of acid waste discharges. Approximately 182 kt of soda ash were consumed in 1990 for acid waste treatment or acid prevention by flue gas desulfurization. Other mineral products either consumed in minor quantities or receiving attention as future neutralizing agents include zeolite and hectorite. In some cases, waste products have been found to be suitable and cost effective for neutralization of acids. Common wastes gaining acceptance include basic slag, phosphate mining refuse, cement kiln dust, fly ash, and mine tailings.

According to relatively recent estimates by the US Geological Survey and the US Bureau of Mines, there are more than 0.9 Tt (one trillion tons) of remaining identified coal resources in the seven major western US coal-producing states and about 200 Gt (220 billion tons) in the demonstrated reserve base. Considering coal&apos;s current national production level of 0.7 Gt/a (0.8 billion tpy), these US reserve and resource figures are reassuring. Given here is a preliminary analysis of geologic constraints and an estimate of their effects on mining and recoverability of western coal. Mining Constraints USGS and USBM coal figures incorporate only thickness and depth, and are "blind" to many other major geologic constraints on mining and recoverability. The most important of these geologic constraints include: • coal seams too thin or too thick for conventional mining methods; • coal seams that cannot be mined due to insufficient separation from underlying or overlying previously-mined beds; • unstable or otherwise unfavorable roof strata; • soft or heaving floor strata; • coal seams that are too lenticular or discontinuous for conventional mining methods; • coal seams in intensely faulted areas; • coal seams having high angles of dip precluding the use of conventional coal mining methods; • coal seams that cannot be mined due to proximity of water-bearing strata; and • coal quality problems such as excessive ash, sulfur, chlorine, or sodium. Coal Thickness Present USGS-USBM classification for reserve base includes bituminous coal beds more than 0.7 m (28 in.) thick and subbituminous beds more than 5 m (60 in.) thick to depths of 305 m (1,000 ft). Both of these thicknesses are less than the thicknesses now considered mineable in the western US. The lower limit for bituminous steam coal in deep mines is about 1.5 m (5 ft). For subbituminous coal, a thickness of at least 2.4 m (8 ft) is generally required. Accordingly, the Bureau of Mines reserve base includes many thinner coal seams that will not be mined in the foreseeable future. Within the Powder River Basin of Wyoming and Montana many seams-Wall, Upper Pawnee, Lower Pawnee, Cache, Manning-range in thickness from 7.6 m (25 ft) to more than 30 m (100 ft) and occur at depths to 305 m (1,000 ft). These have been included in the Bureau of Mines reserve base. However, the mining technology required to mine these thick seams does not now exist. It will require many years for development. The ultimate recoverability from these thick seams is unknown, but could be as low as 25%.

Substantial volumes of cyanide are consumed in precious metals mining due to the purposeful destruction of base metal cyanide complexes and free cyanide to meet surface discharge regulations. This destruction of cyanide resource runs counter to the prevailing social ethic of resource conservation wherein cyanide recovery-and-reuse is considered a more socially responsible cyanide use pattern than systematic cyanide destruction. HW Process Technologies, Inc. (HWPT) has developed membrane based methods for the recovery of cyanide from barren solution as a means to reduce cyanide waste. The HWPT Engineered Membrane Separation (EMS™) system uses state-of-the-art spiral wound membrane elements that are engineered specifically for the treatment of high pH cyanide process solutions. The membranes fully reject WAD CN, SAD CN and most minor metals, and partially reject SCN, Free CN and precious metal cyanide from a high clarity barren solution feed to a small volume EMS™ “concentrate” stream. The EMS™ “concentrate” stream is returned to the process. The large percentage of the EMS™ process feed exits the system as cyanide lean EMS™ “permeate.” The EMS™ permeate, after residual cyanide destruction, polishing, and pH adjustment, is, thereafter, typically suitable for discharge. Separately, the HWPT EMS™-PLS method of cyanide recycling is an internal plant cyanide recovery step that removes base metal cyanides from a pregnant leach solution to a small volume EMSTM concentrate stream. The concentrate stream is then typically processed further for the recovery of metals and recovery-recycling of cyanide. The method makes it economically practical to recover gold from Merrill-Crowe or car-bon plant “fouling” solutions, e.g., those with greater than 400 ppm Cu, as might result from the use of the EMS™ method wherein EMS™ concentrate is constantly thrown back into the mine leach solution pool as part of the free cyanide recycle process, or as might result from the single-pass leach treatment of high copper content ores or concentrates. The EMS™ cyanide recovery method for barren solution treatment is shown to be “economic” for the treatment of clear solutions at the approximately 200 ppm total cyanide level (CNT), and for slurries at the approximately 400 ppm total cyanide level, where economic is defined as a 2 year EMS™ plant payback. The EMS™ plant payback calculation includes the beneficial monetary impacts of gold and free cyanide recycling and the avoided operating cost of cyanide destruction.• The cyanide recovery plant payback period is reduced further when the avoided capital costs for cyanide destruction (EMS™ permeate “clear solution CN destruction polish” only required) and/or metals precipitation are considered.

A.B. Rushton The work and resulting publications of the Committee on Underground Coal Mine Safety and The President&apos;s Commission on Coal were appropriate at the time of publication. The statistics cited in the publications appeared to be valid, and the actions proposed by the committee had merit. Although the actions proposed to achieve further improvements in safety may have been worthy of repeating, to associate statistics (Table 1) that are seven to eight years old with company names is bad. Statistics are readily available from the Mine Safety and Health Administration (MSHA) and are usually within three months of being up to date. A review of the most recent Coal Controlling Co. Report will reveal significant changes in the rankings. The more recent statistics should have been cited, or at least compared with those used in the article. Westmoreland Coal Co. is listed as having a 21.1 disabling injury rate for the period (1/78-12/80). The disabling injury rate for the Company for the year ending 1985 was 7.4 for the underground mines and 6.25 for the total facilities. Through March 1986, the dis- abling rate for the underground mines was 2.86. The management and employees of Westmoreland Coal Co. are committed to safety. The improvements achieved over the past five years attest to that commitment. We are justifiably proud of the achievement and dislike being misrepresented as in the April 1986 article Reply by E.M. Spokes I regret that the lapse of time since the original work gives a picture of safety practice that is no longer true today. That Westmoreland has reduced its disabling injury rate by 65% to 7.4 in 1985 is most commendable, and I congratulate you for this accomplishment. It is typical of the progress sought by the National Academy of Science and National Research Council when they funded the original study and published "Toward Safer Underground Coal Mines" in 1982. If a significant number of companies do as well as Westmoreland, the report will have served its purpose. Since the paper was primarily a condensation of the original report, it would not have been appropriate to seek access to later statistics. The purpose in seeking its publication at the time of presentation was to reach those who might have missed the original report. The fact that publication was delayed has not voided that purpose and may have reminded some who were aware of the original that its recommendations still apply to improvement of underground coal mine safety

I. Introduction The free market cash price of aluminium in the third quarter of 1985 is approximately $1000/tonne, well below the short as well as the long run marginal costs of production. The current disparity between marginal costs and price, as well as the pattern of prices since their high level in 1980, has led many economists to question whether prices are governed by the &apos;fundamentals&apos;. Prices, some would argue, are the result of speculation; and speculation is irrational, little influenced by the fundamentals of the industry. The object of this paper is first to examine the relation between the fundamentals and price. A number of simple models are formulated and some empirical evidence is given to show that prices are not very different from costs. There are good reasons why costs and prices have fallen since 1980. Second, the connection is drawn between the fundamentals and speculation. To do this the concept of &apos;rational expectations&apos; is defined and applied to a model of the aluminium industry. Then speculation is introduced into the model and the characteristics of the solution are examined. The object is to discover the new factors that determine prices and the basic change in the nature of the solution that is caused by speculation. 2. Prices and the Simple Supply-Demand Model Consider a simple model of the aluminium industry. Demand, D, is determined by economic activity, A, given exogenously, and inversely by the price, P. Supply, Q, is determined by the inverse of the rnarginal cost curve, and so varies inversely with exogenous factor costs, C, and directly with price. Price is determined by the equality of supply and demand. Given the equilibrium level of demand, price in this model is equal to the rnarginal cost of producing the required level of demand, P = MC (Dl. Algebraically, [ ] How well does this simple model explain the change in prices during the last five years? Table I shows the LME cash price and the estimated marginal cost of producing consumption during the second quarters of 1980 through 1985. The figures in the table show that price and the marginal cost of supplying demand both fell between 1980 and 1982, rose in 1983 and by 1985 had fallen again. Only in 1984 is the direction of change different. And during the 1980 to 1985 period, marginal costs fell by approximately $560/tonne while the LME cash price fell by $678/tonne. There is a correspondence between the fundamentals of cost and price over most of the individual years and the period as a whole.

The TRAC™ Program was developed to provide our clients with a mechanism that allows them to better manage site remedia­tion and closure costs. This program provides a fixed-price contract for site remediation and case closure and is well suited for large pro­jects with multiple PRPs, such as Superfund sites. Because Kvaerner is a large engineering/construction firm and not a consult­ing firm, we can offer this type of contracting mechanism that envi­ronmental consulting firms are hesitant or unable to provide. With TRAC™, Kvaerner assumes financial and technical responsibilities for carrying a site through the closure process for a fixed price. Liabilities carried on our client's balance sheet for site closure can be removed when they sign up forTRAC™. In many instances, a profit can be realized as the liability on the balance sheet may exceed our TRAC™ fixed-price cost to close the site. Bonds and other sureties securing the site can be released and set­tlement with other involved parties can be quickly reached. For a project to be considered for this program, it typically meets the following criteria: 1) The project site should be physically separated from other contaminated sites 2) A reasonable quantity of site investigation data must be avail­able including site-usage history with or without a projected fea­sibility study(ies) and/or remediation design 3) Access to perform all necessary work must be available. After a review of all site data, K vaerner develops a "risk menu" to manage financial risks. In this "menu", each compo­nent of the project is assigned a level of probability that the costs will occur. Then the base cost of each activity is "weighted" by multiplying the potential cost growth by the probability. This analysis assures that the financial risks are appropriately defined, weighted, and mitigated and a realistic fixed price is developed. Upon acceptance of our proposal and conclusion of contract negotiations, Kvaerner takes over future responsibility for clos­ing your site. This allows the client to: 4) Release reserves obligated on financial statements for the site (and potentially realize a profit if the TRAC™ fixed-price cost is less than our client's booked obligation) 5) Finalize cost settlement with other responsible parties, insur­ers, etc. 6) Redirect resources involved in the environmental manage­ment of the site 7) Cap legal and administrative costs In addition to performing the site cleanup and closure work, at our client's request we are able to: 8) conclude lease obligations for property 9) dispose of equipment and buildings

Discussion by G.E. Agar In the April issue of Mining Engineering there is a technical note "New size laboratory ball mill for Bond Work Index determination" written by M. Nematollahi which is very confusing. My recollection is that a description of an experimental procedure should be such that someone skilled in the art should be able to reproduce the results. Applying this test to this particular article would according to me cause a failure to be registered. There are apparently three batch laboratory test procedures referred to in the article. One of these is the traditional Bond test with all its limitations such as dry grinding followed by exclusively dry screening, two attributes which fail to simulate conventional industrial grinding. There is a second procedure (NSBM) which the author is advocating as an improvement of the Bond procedure but from the description I doubt that anyone would be able to repeat the procedure. For instance, is the grinding to be done wet or dry, if wet at what pulp density, and how is the screening to he done, wet or dry or a combination? On top of that uncertainty the author refers to a simplified "Anaconda" test. No reference is provided for this procedure and in the text the results of the technique are referred to "Denver wet ball mill" results and say nothing of Anaconda results. Reply by H. Nematollahi I think that the method proposed to determine the Bond Work Index in this paper is clearly described in the paper as follows: •The method of grinding is dry (Ref. paragraph I, subject Method description); •The size of ball mill, the quantity and size of balls are noted (Ref. paragraph 1, subject Test equipment); and The test procedure is described in detail (Ref. paragraphs 1, 2 and 3, subject Test procedure). As it is noted in the paper, the test has been worked out under the same condition as Standard Bond Test with ball mill, so dry (screening should be dry also), but using a smaller ball mill and a smaller quantity of sample. Considering the above mentioned points, I believe that the method has been fully and clearly described and it ought to be repeatable as well. The Anaconda test is a method for determination of Work Index and could be done by any types of laboratory wet ball mill (Yan, R.F., et al., cf. References). I applied this method using a laboratory Denver ball mill (Ref. paragraph I subject Determining the Bond Work Index). So the results referred to Denver wet ball mill can be equated the same as Anaconda method.

In 1989 natural industrial diamonds counted for 55% of the world&apos;s natural diamond production. Australia is currently the leading producer (35%). Zaire is the second largest producer (19%). of what is primarily industrial grade rather than gem grade. Botswana (17%) is third, with the former USSR (15%) fourth, and the Republic of South Africa (8%) fifth. Diamonds are also mined in Angola, Namibia, the Ivory Coast, the Central African Republic, Ghana, Tanzania, Guinea, and other African countries. In the Western Hemisphere, Brazil is the principal producer, with some production from Venezuela and Guyana [(Fig. 1)]. A very small output of diamonds is mined today in India, which was the first source of commercial production. In the United States, efforts at commercial diamond mining have been confined to a small area near Murfreesboro, AR. The first diamond was found in a pipe there in 1906. Small scale trial mining has not, however, proved economical. Since diamonds were first discovered more than 2,000 years ago, only about 380 t have been mined. In order to obtain 1 g (5 metric carats) of diamonds, it is necessary to remove and process approximately 25 t of rock. Recovering this small percentage involves a combination of highly developed techniques in mining and extremely sophisticated processes in diamond recovery. END USES Diamonds are used for two unrelated end uses: gem diamonds are jewels of great beauty, while industrial diamonds are essential materials of modem industry. Although imitation stones are substituted for the gem diamond, none of these matches its properties sufficiently well to offer real competition. Synthetic industrial diamonds are now of a quality and size that permit them to be substituted for natural diamonds in numerous industrial applications. For example, synthetic diamonds are available today in sizes up to 100 stones per carat (1.2 to 1.4 mm). In addition, polycrystalline synthetic diamond inserts, such as De Beers Syndite", General Electric&apos;s Compaxa and Stratapax", and Megadiamond&apos;s Megapax" have replaced natural diamonds in turning tools, mining and oil drilling bits, and dressing tool applications. Industrial Diamonds The diamond is by far the most important industrial abrasive. As recently as 50 years ago, consumption of industrial diamonds was less than that of gem diamonds, but since that time, industrial use has grown to a position of great dominance. During the six-year period 1929 to 1934, the material produced for industrial use amounted to about 74% by weight of the world&apos;s total output of diamonds. In 1989 the percentage of natural industrial diamonds mined in the world was 55%. When synthetic industrial diamonds are added to the natural industrial diamond figures, this percentage becomes 87% of total world diamond production including gems, near gems, industrial, and synthetic stones. The many uses responsible for these significant increases are dependent on the properties of the diamond, including hardness, cleavage, and parting, optical characteristics, presence of sharp points and edges, and capacity for taking and maintaining a high polish. The utilitarian role of the diamond was confined primarily to lapidary products until the industrial revolution, which created the first demand for diamond as an industrial tool. In 1777, a British inventor and instrument maker, Jesse Ramsden, used a diamond to cut a precision screw for an engine that he had invented. The first authentic description of industrial diamonds being set in a saw was recorded in 1854 by a Frenchman, Durnain. Eight years later a Swiss watchmaker, Jean Leschot, developed the first diamond drill bit for use in a hand operated machine, which was employed to drill blastholes in rock. In 1864, diamond bits were put to their severest test up to that time in the construction of the Mont Cenis Tunnel in the Alps. A few years later a steam-powered diamond drill with a speed of 30 rpm was able to penetrate rock at the modest rate of 0.3 m/hr. As the industrial revolution gained momentum on both sides of the Atlantic, metal replaced wood and machines replaced people. Thus the foundation was laid for precision engineering and the recognition of diamonds as an indispensable tool of industry. The next major demand for industrial diamonds came after World War I with the development of cemented carbide cutting tools. Diamond was found to be the most effective medium for finishing and grinding the new ultrahard metal. This discovery rapidly increased the demand for industrial diamonds. The availability of inexpensive diamond material inspired tremendous research into applications. By 1935, the first successful phenol-resin grinding wheel containing diamond had been marketed. Soon afterward, the metal-bonded and vitrified diamond wheels were produced, and, as the matrices and bonds that held the diamond grit in place began to improve, the popularity of diamond grinding wheels grew. The outbreak of World War II, and the accompanying increase in use of hard-metal tools in the munitions industry, increased the demand for industrial diamonds. Since about 1950, the development of ultrahard ceramics, semi- conductor materials, plastics, and exotic metal alloys has further consolidated the diamond&apos;s position as an indispensable tool of industry. Only diamond is hard enough to cut these superhard materials with the precision, speed, and economy that industry demands today. Special machines equipped with industrial diamonds are used to remove bumps from concrete runways and highways and to modify highway surfaces in order to prevent skid accidents. Many skids are caused by hydroplaning, a phenomenon that occurs when the roadway is wet. Tires mount a film of water and virtually lose contact with the road surface. INTRODUCTION The process of mining removes valuable and eco¬nomically recoverable minerals from the earth. In the case of hard-rock mining, this process involves breaking and removing ore, while leaving the waste rock or host rock as intact as possible. Prior to mining, ground stresses exist in the ore and the host rock as a result of weight and tectonic forces; for the purposes of this chapter, the ore is considered to support the host rock on both the hanging and footwall sides. Two basic phenomena accompany mining. First, the hanging walls and footwalls tend to move together as the ore is removed. Second, high stress gradients de¬velop in the rock periphery of the opening; the magni¬tudes of the stress gradients vary widely, depending upon the local geometry and conditions. At various times, mining methods have used square¬set timbers, waste-rock backfill, alluvial sand fill, and tailings backfill materials, with or without cement, to replace the loss of support caused by the removal of the ore. Cut-and-fill mining has evolved to use hydraulically placed tailings for the backfill. In the stope, this fill provides massive support to the walls, thereby reducing stresses in the back. It also provides a floor from which men and machines can work to drill and blast, to haul ore, and to scale and bolt the back. In many cases, the addition of cement provides a competent free-standing wall when the fill is exposed during mining of adjacent stopes or during pillar recovery operations. In most cases, the use of fill does not eliminate standard tem¬porary or local roof control measures such as roof bolts and wire mesh. Fill Characteristics It is important that backfill used for ground support be of maximum stiffness in relation to wall closure. The stiffness of the fill is related to its placement bulk density or void ratio. In the case of cemented tailings, this is enhanced by the cement bonds. During stope closure, individual fill particles experience rotation and crushing at point contacts, but they are subject to little relative translation. The stiffness approaches infinity as the void ratio approaches zero, until the ground forces reach equilibrium, and closure stops. The gradation of particle sizes and minimal segregation resulting from good hy¬draulic placement both contribute to a high degree of early stiffness in the closure history of classified tailings backfill. This also implies that the fill should be resistant to creeping under high static loads. All mines experience shock loading situations such as blasting, and many mines experience rock bursts that can apply sudden and very high loads to the fill. Certain conditions of void ratio, particle size, and moisture con¬tent can result in mass fluidization of unconsolidated fill during such shock loading. Two key factors in avoid¬ing fluid behavior are the provision of a well-drained fill through desliming or classification and the achievement of a small degree of consolidation through the addition of cement in ratios as lean as 40 to 1 (2.4% cement). The acceptance of classified mill tailings as backfill material has been enhanced by its relative economy, including its source, preparation, delivery, and stope distribution. Transportation from the backfill prepara¬tion plant on the surface into the stope usually can be accomplished with low power consumption, with low labor costs, with few capital costs, and at high tonnage rates. An additional benefit is a reduction of the storage volume required for surface disposal of the tailings stream, with a resultant improvement in the environ¬ment. The costs of placing cemented tailings backfill generally range from $1.65 to $6.61/t ($1.50 to $6.00 per st) of fill depending upon the cement ratio used. Scope This chapter examines a major backfill program at a mine and mill complex where the backfill facilities are included as a part of the original planning. The backfill preparation plant is intended to make maximum use of remote controls and automation. The logistics asso¬ciated with material storage, handling, and metering in the plant are outlined. Important considerations in specifying equipment for typical service conditions are discussed. The fill delivery system is described, includ¬ing the boreholes, level lines, and stope distribution lines. Stope preparations for fill confinement and drain¬age are described, as are the techniques of placement and distribution. Methods of controlling and directing the flow of drainage water and slimes are presented, along with the facilities and equipment for clarification, pumping, and sludge removal. As shown in Fig. 1, the fill program encompasses most aspects of the mining and refining facilities, so the discussion is brief in each area. The preparation of backfill of a uniform and con¬trollable quality is presented here as a material handling problem. The balance of the presentation concentrates on the logic of the system, the costs where meaningful (in 1977 US $ unless otherwise specified), and some operating "tricks" that have contributed to system per¬formance and reliability. SURFACE PREPARATION PLANT A backfill preparation plant is required on the surface. This plant generates suitable fill material from the stream of mill tailings. Among the functions of the plant are: 1) Slimes are removed to improve the percolation characteristics of the fill; typically, particles finer than 325 mesh are removed from the tailings. 2) Tailings and sand storages are provided so that the steady stream of tailings produced by the mill can be accepted. Provision is made to accommodate the cyclic high-volume demand from the mine. 3) The plant stores the cement and contains meter¬ing and mixing facilities to provide fill of a controllable and uniform quality. 4) The hydraulic backfill delivery system is a part
