The annual consumption of fluorspar in the United States, in the last 10 years has doubled. In 1971, when 1,344,742 tons were consumed, almost 45 percent of this amount was used in the production of steel and nearly 50 percent was consumed in the manufacture of hydrofluoric acid. Of the hydrofluoric acid produced, about one-third was used in the manufacture of aluminum electrolytes for production of primary aluminum metal and the balance was consumed in the manufacture of a variety of fluorocarbons and other chemicals. A small amount of fluorspar, constituting less than five percent of total consumption, was used in the foundry industry, and in the manufacture of glass, enamel, cement and other products. It is apparent that a continuing supply of fluorspar will be required to meet the demands for these vital metals and chemicals in our expanding industrial society. Domestic fluorspar production meets only approximately 20 percent of our needs. Hence, it is essential that the United States maintain a healthy domestic fluorspar industry in order to have adequate domestic reserves available at times of emergency and to protect this country from becoming solely dependent on foreign sources for this strategic commodity.

The mill project at Lone Tree was commissioned in October, 1993, followed by the commissioning of the autoclave pressure oxidation circuit in February, 1994. Discussion of the first year of milling operations at Lone Tree is presented. The mill is currently operating above the design rate of 2,267 mt/d (2,500 st/d). Both phases of the start-up were essentially trouble free. The few problems that were encountered and the respective solutions are addressed.

INTRODUCTION The tailing dam is part of the SOHIO L-Bar Uranium Mine and Mill located about 70.8 kilometers (44 miles) west of Albuquerque in northwestern New Mexico. The dam location is shown on Figure 1. The tailing dam is one of the last upstream method dams permitted in the industry. Design and construction aspects of the project, as well as operation and maintenance considerations, are reviewed herein. Since initial construction, SOHIO Western Mining Company and Woodward-Clyde Consultants have developed several modifications and improvements in the dam's operating and monitoring procedures. This work has been done in coordination with the New Mexico State Engineer's Office and in accordance with recommendations in a report done for the Corps of Engineer's Phase I Dam Inspection Report. Modifications and improvements described should be of particular interest to owners and operators of other tailing dams utilizing the upstream method of deposition. The tailing facility was designed for a 10-year life to provide an ultimate storage capacity of 6 1/2 billion kilograms (7 1/2 million short tons) in an area of about 180 acres. A plan view of the tailing dam is shown on Figure 2. The tailing consists of approximately 75% sand size material and 25% fines (material passing the No. 200 sieve). The tailing dam includes a small earth starter dam with raises of the dam accomplished using tailing deposited by upstream method techniques. The starter dam is a homogeneous embankment about 610 meters (2000 feet) long, a maximum height of 12 meters (40 feet) and 2 1/2:1 (horizontal to vertical) upstream and downstream slopes. The starter dam contains an internal drainage system which includes a near vertical chimney drain connected to horizontal finger drains. INTRODUCTION Since the nineteen fifties, process engineers have been seriously concerned with process models for various purposes (1,2,3). Models serve as subroutines to mathematical flowsheets which simulate circuits of interest. Simulators can serve to increase process know- ledge, assess circuit performance, investigate flowsheet modifications, evaluate new flowsheets, perform off-line optimization, and compare alternative control strategies. This chapter describes a methodology to develop a simulator of a bulk Cu-Mo circuit comprised of roughers, scavengers and 3 stages of cleaning. The simulator was employed to evaluate the influence of water addition at circuit points and to estimate the optimal number of cells for each stage in the circuit. DESCRIPTION OF CIRCUIT Figure 1 is a flowsheet of the Brenda Mines Ltd. (located near Peachland, B. C.) bulk Cu-Mo flotation circuit as simulated prior to an expansion/renovation which involved the installation of large, new flotation cells. Referring to the flowsheet, feed to rougher cells includes fresh feed, scavenger concentrate and 1st cleaner tailing. Rougher con, 1st cleaner (sect ion 2) con and 2nd cleaner tailing are fed to 1st cleaners (section 1). 1st cleaner (section 1) concentrate and 3rd cleaner tailing serve as 2nd cleaner feed, while 2nd cleaner concentrate is fed to the 3rd cleaners which produce a final bulk concentrate. Table 1 lists cell types and specifications important to the circuit. DEVELOPMENT OF MODELS To develop flotation cell models a systematic procedure was employed (4). This involves the selection of responses and factors, proposing models to be fitted, the acquisition of raw data, the statistical adjustment of raw data, fitting models to adjusted data and testing the adequacy of fitted functions. Responses and Factors Responses of interest included recoveries, concentrate grades and concentrate solids/water flow rates for each stage. Factors that influence these responses, such as reagent addition rates, air flow rates to cells, solids and water flow rates to stages and feed grades were not manipulated during the sampling period. Lornex Mining Corporation operates an open pit porphyry copper mine in the Highland Valley southwest of Kamloops with a rated capacity of 43 500 TPD (48,000 TPD). It went into production in April 1972. Its concentrator consists of two grinding and flotation circuits in parallel each composed of a 6 000 KW (8,000 HP) 9,75 m (32 foot) diameter by 4,724 m (15'-6") semi-autogenous primary mill feeding two 3 000 KW (4,000 HP) 5,029 m (16.5 foot) diameter by 7,01 m (23 foot) secondary ball mills each feeding a bank of flotation cells. ,The original tailings system picked up the tailings from the flota¬tion circuits in a concrete collection box in the mill and carried the 36% solids density by weight slurry 488 m (1,600LF) through a 1100 mm (42 inch) diameter wood stave pipeline on a .46 percent slope to three 99,06 m (325 foot) diameter center drive thickeners. From the collection box under the thickeners the tailings line con¬sisted of three sections, carrying 50% solids density slurry. The first section consisted of 1460 m (4,800 LF) of 910 mm (36 inch) asbestos cement pipe for gravity flow from the thickener under flow elevation of 1252,4 m (4,109 feet) to the first pump station at elevation 1207,6 m (3,962 feet). Eight concrete drop boxes were used to limit the maximum slope on the pipeline to 0.5 percent.

In Pennsylvania there are two distinct coal regions, bituminous and anthracite, in which the mining conditions and production trends are different. Bituminous mining is more mechanized, and production is increasing. This report is concerned specifically with the bituminous area. The bituminous coal industry apparently is facing a shortage of miners and mine officials which may become acute by 1970. Since 1949, when Pennsylvania had more than 100,000 bituminous coal miners, the number has steadily decreased. There are two principal reasons for the decrease of certified miners and mine officials. These reasons are the fact that apprentices are almost a thing of the past and the fact that the image of the coal miner is a poor one to people in general and to parents in particular. This has contributed greatly to the high average age of our miners today. The average age of all those employed in the mines is 50. Yet it is known that the progress in mine mechanization requires younger and more alert men to operate the newer type equipment.

This paper describes the development of a trim blast design to improve the stability of a final pit wall. Description is given of the effects of rock characteristics, rock type, and pit plans on the blast design. Currently, six benches have been mined with trim blasting. A more stable final wall has resulted and the successful program has reduced mining costs over an extended time period. Low cost blast monitoring and field observation were used to determine peak particle velocity and blast damage. Using criteria developed from this relationship, trim blasts were designed and evaluated.

The boron review arrived too late to appear in the June issue. The United States was the world's second largest producer and the largest consumer of boron compounds during 1991. According to the US Bureau of Mines, boron mineral concentrate and chemical production in the US totaled about 1.1 Mt (1.2 million st), yielding about 608 kt (670,000 st) of BO, in 1991. Total estimated value was $440 million. That level of production was equal to 1990 revised production figures. Value was greater by $37 million, however, reflecting a strengthening of boron product prices. The US continued to supply essentially all its own boron while maintaining a strong position as a source to foreign markets of sodium borate products and boric acid. Domestic employment in the mining and beneficiation of boron products in 1991 remained at 1100 people, about the same level as in 1989. The Bureau of Mines estimated total world production of boron in 1991 - mineral concentrate and chemical - at about 2.9 Mt (3.2 million st). That corresponds to about 1.2 Mt (1.3 million st) of BO ,. World production in 1991 was about equal to revised 1990 levels. US production Mines and processing operations in southern California were the only domestic sources of boron mineral concentrates and chemicals in 1991. US producers, in order of quantity of production, were US Borax and Chemical Corp., North American Chemical Co., and American Borate Co.

The sandstone type Devladivske uranium deposit is located within the limits of Eocene pale-ovalley filled with alluvial sediments. Mineralization with uranium content up to 0.1% forms several ore beds divided by redox barriers. In the period 1962-1983 the deposit has been exploited over an area of 918000m2 by in situ leaching (ISL) using drillholes with a depth between 35 and 100m. During mining operation about 200,000 t of H2SO4, 6,300 t of HNO3, and 15,000 t of NH4NO3, have been pumped in the ore body. In 1983, the groundwater pollution aureole had a length of 4.5 km and a width of 400-600 m. There is a hydraulic connection between the uranium-bearing aquifer and both the upper and lower ones. The technological solutions used for ISL caused partial contamination of these horizons. After mining completion, dilution of the residual technological solutions with "pure" natural waters took place through gaps in impermeable sediments between aquifer horizons. Calculation of self-purification process kinetics shows that the sulfate ion pollution aureole will disappear approximately after 120-150 years at a distance up to 2.0-2.5 km from the western margin of the deposit. This means that there is no risk for contamination of the river Saksagan? that flows at a distance of 17km from the deposit.

The major waste product of the alkaline extraction of alumina from bauxite (Bayer Process) is known as red mud. Approximately one ton of red mud is produced for every two tons of bauxite mined. The red mud produced from Jamaican bauxite is rich in hematite, alumina and titanium oxide. It has been shown that more than 90% (by weight) alumina can be recovered from red mud by soda ash sintering and caustic leaching. Hematite can be carbothermically reduced with a degree of metallization of more than 94%, resulting in attempts, for magnetic separation. These separations are desirable because there are no waste products generated. Consequently, there is an opportunity for complete utilization of the waste material. Conversely, the preseparated material could be charged through the tuyeres in an iron blast furnace, or it could be smelted to produce pig iron. If smelted, the concentration of titanium oxide in the slag would be high enough to justify its recovery by an established acid-leach process. This paper describes the results of alumina recovery and the plans for titanium oxide recovery from red-mud. In addition, the situation of ongoing efforts in iron extraction, particularly, the method of magnetic separation of the reduced material. The problems associated with the use of reduced red mud as an alternative to direct-reduced iron (DRI) is also discussed. What is meant by "Minimizing Risk"? This paper explores some of the factors encountered in plant design which can affect the success of a mineral processing plant in terms of its planned output, quality of product and recovery. Any deficiency in either one of these objectives means lost revenue at the start of a project and reduced present value for the mine life. Time is money. Related factors such as project conception, feasibility studies, capital cost and operating cost estimation and mining studies have been covered in a recent paper (1) from which material for this paper has been drawn. What follows is a discussion of the principal factors which can influence the success of a project with particular emphasis placed on processing concepts.

Utah Development Company (UDC) operates five large opencut coal mines in the Bowen Basin of Central Queensland, Australia. In total, over 20 million tonnes of coking coal are exported annually from the five mines. Typically, the coal seams dip at 5 percent, are 2 to 10 metres thick, and sub-crop some 20 to 40 metres below surface. In the main, the operations are single seam, but multiseam (2, 3 or 4 seams) operations do exist and will form an increasing proportion of the mining activities as depths increase. Draglines are used as the major stripping equipment, highwall depths currently ranging from 20 to 65 metres. Whilst project feasibilities were based on stripping to a 60 metre highwall, it is now proposed to continue opencut mining to depths exceeding 100 metres. This will entail large quantities of prestripping (ahead of the draglines) and overcoming problems associated with steepening seam dips, including haulage of coal from the pits.

My recent experience has been with wet tropical environments, which address a different set of concerns than Nevada, for example. Spraying rather than drips are required in most cases just to assist the water balance requirement, and my comments address those situations. Most tropical operations are faced with both extremely wet and very dry seasons, with some having multiple cycles during the year. A heap leach operation must address the rate of solution building up within the ponds and how long the volume must last until the next rainy season. It may be easier to construct sufficient pond volume to permit yearlong operation than by discharging excess solution now, and searching for water later. Pond capacity requirements can help with the following: Consider using the solution that could be locked up in the pads during leaching to assist water balance problems. Spray excess solution continuously onto spent ore that would not be normally be sprayed again to "soak up" the excess solution, and stop spraying when the water balance is low, allowing the solution in the spent ore to return back into the system-with or without cyanide added. In a multiple lift system, if intermediate HDPE liners are planned for solution grade control, have drips placed before the HPDE liner is in place. The drips can distribute excess precipitation throughout the lower lifts to control the water balance, while the most current lifts are being leached and sent directly for the preg pond. With only 2 million tonnes (2.2 million tons) of spent ore involved, up to 200,000 cubic meters (53 million gallons) of solution could be moved into or out of the water balance system, if proper methods are designed and installed. That is equivalent to one meter (40 inches) precipitation falling on a 200,000 square meter (2.2 million square feet) pad area. You may even get a little bit more gold recovered as the solution drains from the earlier pads, as well.

INTRODUCTION The Alchem trona mine, owned and operated by Allied Chemical Corp., is located approximately 32 km (20 miles) west of the town of Green River, and 8 km (5 miles) north of Interstate 80 in southwest Wyoming. Trona, a naturally occuring sodium sesquicarbonate (NaCO3 • NaHCO3 • 2H2O), is used for the production of sodium carbonate (Na2CO3), commonly known as soda ash. Present annual US consumption of soda ash is approximately 9.07 Mt (10 million st), out of which approximately 7.3 Mt (8 million st) is produced from the Wyoming trona mines. About 44% of soda ash is consumed by the glass industry; 3 % by exports; and the remaining portion by paper, chemical, soap, textile, and nonferrous industries. Allied Chemical operates an underground mine at an average depth of about 488 m (1600 ft). There are three other trona mines in the area operated by FMC Corp., Stauffer Chemical Corp., and Texasgulf Inc. (see Fig. 1). Allied Chemical became interested in southwest Wyoming trona deposits in the early 1940s. Explora¬tion work was begun in 1959 with the acquisition of federal leases. Exploitation of the reserves began in 1968. Two shafts, one 6.1 m (20 ft) and another 3.7 m (12 ft), were completed prior to 1968. The 6.1-m (20-ft) diam service shaft is divided in half by a cur¬tain wall, with one half used for men and material and the other for ventilation as a return air shaft. During the period from 1968 to 1974, the 3.7-m (12-ft) shaft was used as production shaft with two 7.3-t (8-st) skips. Due to the increased demand for soda ash, plant and mine expansions were completed during 1974. Under this expansion, the material handling system capacity was increased by constructing a new 2721-t (3000-st) capacity ore bin, sinking a 6.1-m (20-ft) diam produc¬tion shaft, and installing a friction hoist with two 22.7-t (25-st) skips. The Alchem mine manpower is 484 employees and about 2.3 Mt (2.5 million st) of trona was produced during 1976. Three different mining systems are used at the Alchem mine: conventional, continuous, and longwall. Allied Chemical introduced its first longwall unit in 1973, which was also the first longwall system introduced in the Wyoming trona district. At present, four conventional, seven continuous, and two longwall units are in operation. This equipment is operated in ten production areas. GEOLOGY The bedded trona and trona-halite in the Green River basin of southwestern Wyoming is a major re¬source for the nation. There are 25 beds that exceed 0.9 m (3 ft) in thickness and underlie areas of about 2590 km2 (1000 sq miles). There are other minor beds that range in thickness from 0.3 to 1.2 m (1 to 4 ft). Allied Chemical's Alchem mine is located in bed 17. The trona bed numbering system starts at the lowest elevation and increases upwards. The trona beds are in the Wilkens Peak member of the Green River formation. The Green River formation was deposited in a lake that began in early Eocene as a large body of fresh water, shrank in size and became saline, and then became fresh water again. The sedi¬ment during the saline phase of the lake, which includes the trona beds, is called the Wilkens Peak member. The underlying freshwater lake deposit is called the Tipton member and includes a 25.9-m (85-ft) sand unit which is a high pressure, low permeability aquifer. The over¬lying sediment is called the Laney shale. The Green River formation is underlaid by the Wasatch formation and overlaid by the Bridger formation (see Fig. 2). The structure of the beds in the area of the Allied Chemical mine is mostly postdepositional asymmetrical folds of small amplitude. These folds range in size of 3 to 6.1 m (10 to 20 ft) to as much as 45.7 m (150 ft). The trend of the folds is northwesterly with the north¬east flank of the anticlines having a steep dip and the southwest having gentle dips. Trona bed 17 varies in thickness from 2.4 to 3.4 m (8 to 11 ft) over the 93.2 km2 (36 sq miles) holdings of Allied Chemical and is flat lying except for the rela¬tively minor folding and a negligible regional dip of about 0.017 rad (1°). Trona occurs naturally in several physical forms in the Green River basin, being both massive and crystal¬line. Underground ventilation systems, which require electricity to operate the fans and fossil fuel for heating in winter, can account for a significant portion of the energy consumption of mines. Recent studies have shown that the ventilation system in deep and highly mechanized metal mines could be responsible for 40 to 60 percent of their overall energy consumption. Presently, underground ventilation systems are designed for peak air volume requirements, which usually occur well into a future stage of the mines’ operating life. As a result, during their early operating stages, the intake air volume of the mines could be well in excess of their true air volume needs. Such ventilation systems could be considered as uneconomic, and to remain competitive the ventilation design needs to improve while the mines are trying to reduce energy consumption and their carbon footprints. This paper introduces a new mine ventilation design method where an underground base-metal mine’s ventilation system is designed by integrating discrete-event mining process simulation (DES) with mine ventilation modeling techniques. Furthermore, based upon the output data generated by means of discrete-event mining process simulations, the air volume requirement for the operating life of the mine is determined for “traditional” versus “activity-based” ventilation requirements. The output data generated through ventilation simulations are then used to quantify the economic and environmental benefits of an activity-based ventilation delivery system.

Dump leaching and ,in-situ solution mining have received considerable attention during the past few years due to their apparent economic viability and minimal environmental impact. Solution mining actually dates back to the 17th century when leaching of copper ore was first reported. However-, modern day leaching didn't begin on a wide scale until the mid-1900's. In-situ mining for copper, nickel, salts, and oil shale is currently looking more attractive as the technology advances. Presently, about 15 percent of the copper production in the United States is from leaching operations at approximately 14 active sites, the largest of which are the waste dumps near the Bingham Copper Mine, Utah. To establish a common background, the discussion is centered around state-of-the-art conditions. For dump leaching, complications inherent to the physical conditions and chemical reactions such as channeling, porosity and permeability, sorption, air flow, rock alteration and pH control are discussed. Emphasis is made on those conditions which render solution recovery rates and solution mineral concentrations unpredictable. By illustrating typical and actual field conditions, the generally accepted flow theories for both dump leaching and in-situ solution mining, including rubblization, are presented. For in-situ mining, hydrogeologic techniques such as geophysical well logging, aquifer testing and digital computer modeling are also discussed. The importance of artificial fracturing and well stimulating to solution injection and recovery is made with regard to project development. "Fostering positive community relations is a principal tenet of sustainable development, but conflict can test even the strongest of relationships. While conflict surrounding resource development projects has the potential to be destructive, it may actually pose opportunities for partnership and collaboration when managed effectively. It is therefore not only important for mineral resource professionals to recognize the financial and social costs associated with legal disputes among project stakeholders, but also for them to prioritize resolving social conflict using alternative channels that allow for win-win outcomes. A variety of dispute prevention and resolution techniques do exist, but successful practice is not yet the norm. Here we review the sources and consequences of social conflict in the context of mining projects, and discuss typical and alternative approaches to conflict management in light of their respective benefits and drawbacks. We also suggest implementation of conflict resolution lessons into resource-related university curricula as a critical step in the continued shift of the mining industry towards sustainable development. Conflict over mineral resource activities, particularly the distribution of benefit and risk, has become an omnipresent issue throughout the world [6-7]. Contrary to common perception, however, conflict can be a positive, transformative encounter in some instances [2, 8-11]. For this to be possible, society and its acting agents must reconsider how to address conflict. What if conflict were only a challenge to try something different? It is well-understood that the mineral industries must manage an increasingly significant volume of social conflict [12-13], which can be a costly externality impacting all of whom are involved. We commonly consider conflict in a two-party sense, but this deeply over-simplifies the true number of stakeholders. Besides mining companies and community members, government policymakers and regulators, public interest groups, and judicial systems, to name a few, bear the social expenses of poorly-managed conflict [4, 6, 12, 14-22]. It is desirable for interested parties to participate actively in a constructive way to pursue their needs rather than contributing to adversarial relationships, operational problems, and legal costs [1, 4, 12]. Some mining companies are of course already working to develop more productive relationships with their stakeholders, but there is undoubtedly still a gap between ideal and common practices. This gap can inhibit collaboration and threaten the potential for mutually-beneficial resolutions to complex social issues [12]."

It is desirable for interested parties to participate actively in a constructive way to pursue their needs rather than contributing to adversarial relationships, operational problems, and legal costs [1, 4, 12]. Some mining companies are of course already working to develop more productive relationships with their stakeholders, but there is undoubtedly still a gap between ideal and common practices. This gap can inhibit collaboration and threaten the potential for mutually-beneficial resolutions to complex social issues [12]."

Industrial mineral production is basic to life in these United States. Production techniques of these minerals are part and parcel of the training that mining engineering educators must, and do, impart to their students. This paper deals with the basic mining engineering program required by all accredited engineering schools and the specific way the Pennsylvania Scare University presents and builds upon them. The manner in which these concepts provide the student with the necessary tools to function as a mining engineer in me realm of industrial minerals extraction is discussed.
