The Office of Coal Research has been supporting the development of processes for producing synthetic pipeline gas from coal since 1964. .Some of this work has also been jointly supported by the American Gas Association. The work has progressed through laboratory investigation, to bench scale, to pilot plant. It was far from a crash program, generally being fund-limited.. As of one year ago, we had reached the following position: 1. The Institute of Gas Technology HYGAS. process pilot plant in Chicago, Illinois, was in the process of being finally completed. This plant is designed to produce about 1,500,000 cubic feet of pipeline-quality gas per day from 75 tons of coal. 2. The Consolidation Coal Company, CO2 Acceptor Process pilot plant in Rapid City, South Dakota, was well._ on its way to completion. This plant, designed primarily for lignite and subbituminous coals, has about one-half the design capacity of the HYGAS plant. Additionally, the initial construction did not provide for cleanup and methanation; only the preliminary synthesis gas is produced. 3. The Bituminous Coal Research, Inca, BI-GAS pilot plant was in a preliminary design stage. A site had been selected near Homer City, Pennsylvania, to build this plant, planned to consume 120 tons of coal per day. Meanwhile, as you are all well aware, a natural gas shortage was developing in this country. Much has been published about it, so I will not. bother you with further details. The calculation of open pit operations' capacities has been the subject of many studies using computer simulations. The common problems of simulation are that if one desires a realistic picture of an operation the programming work becomes long and expensive and that the program requires a large computer and long time to run. The method presented in this paper overcomes these problems by using a straightforward calculation procedure. It is based on the queuing theory's simple formula for waiting time in a closed circuit and uses a system of correction factors, which reflect the loading, travel, and dumping times' relative variabilities and which have been found by 1) mathematical analysis and 2) simulations of basic circuits. The method includes the main parameters of the operation: numbers, sizes and operational availabilities of trucks, shovels and dumping point, distribution of the production over shovels, trucks' loading, travel (loaded and empty) and dumping times as well as their variabilities, shift's composition. The procedure models: the average duration of a complete truck cycle during stationary and non-stationary periods during the shift as a function of the number of trucks in the circuit, the composition of the average 100% operated shift, the simultaneous probabilities of operationally available shovels and trucks and the distribution of shovels and trucks according to production and cycle times. The procedure can be programmed for a small computer and requires only short computing time, which makes extensive studies of various parameter combinations practical to carry out. The development of the method is an extension of previous work by Morgan and Peterson {1}, who by simulation established the relation between the match factor (which is the ratio between the sum of one loading time pr truck in the circuit and the complete net cycle time) and the shovel's efficiency, and by Hayes, Splaine and Whitaker {2}, who established this relation from a large number of observations in the Nchanga pit in Zambia. The present method establishes this relation by a straightforward calculation procedure. Theoretical solutions to some situations are found in the litterature on the queuing theory. The papers {3},{4} and {5} give solutions to situations, which fall outside those encountered in the shovel-trucks circuit. These solutions together with simulations of in-termediary situations have been used to establish an interpolation procedure for the correction factors to be applied to the waiting time formula in order to cover the situations encountered in practice.

INTRODUCTION The General Chemical Soda Ash Operation located near Green River, Wyoming produces about 4.5 Mt of trona per year. In July 1989, Mine Ventilation Services Inc. performed a ventilation survey of this complex trona mine which had thirteen active panels spread over 36 square kilometers. The ventilation survey and subsequent study showed that the intake shaft air velocities were at their practical limits (Wallace and Rogers, 1987). The need for additional intake capacity was immediate. The ventilation network modeling delineated the best location for this new intake shaft as it applied to the 5 year ventilation plan. Unfortunately, this location, 6.5 kilometers from the soda ash processing plant, would make heating this intake air very costly. Presently, the intake air is heated by heat exchangers which use waste heat from the plant. Air heating during the winter months is necessary for miner comfort and to prevent potential freezing of water lines in the mine. It was decided to examine the feasibility of heating the air geothermally by coursing it through an old production panel. This method of air heating has been used in this region with good results at the Stauffer Chemical Operation (now Rhone-Poulenc) (Moore, 1985). In 1990, a geothermal heating study examined four different production shaft/panel configurations and a workable design was found. The operators at the General Chemical Soda Ash Operations acted on this design and began raise boring a ventilation shaft in the Spring of 1991. This paper describes the ventilation system, briefly, and the geothermal heating studies performed. Findings of the 1990 geothermal studies are then compared to field data acquired in the Winter of 1992. THE VENTILATION SYSTEM The ventilation system at General Chemical had four shafts serving the mining horizon in July 1989; three of these shafts are located at the Northwest end of the mine. The active work areas had progressed to the South over the past years and supplying ventilation has become increasingly difficult. The 6.1 meter diameter #3 Production shaft and the men and materials compartment of the 6.1 meter diameter #2 Split Shaft had reached their air velocity limits. Conversely, the 4.6 meter diameter #5 Exhaust Shaft was under utilized. Ventilation studies showed the conversion of the 3.7 meter diameter #1 Exhaust Shaft to an intake would provide adequate intake capacity for two years. The next option to improve ventilation was the addition of an intake shaft at the southeast part of the mine at the intersection of H Mains South(H-M-S)and J Mains East(J-M-E) (See Figure 1). A service shaft has been planned for the extreme Southeast end in the late 1990's. Ventilation network analyses showed this interim intake shaft would have to be at least 2.5 meters in diameter to postpone the service shaft construction beyond 1995. The greater the size of the borehole, the further the construction could be postponed. In October 1991, General Chemical commissioned the 4.57 meter diameter #4 Ventilation Shaft near the junction of H-M-S and J-M-E as shown in Figure 1. The L95 panel would be used for air heating as described in the geothermal heating section to follow. GEOTHERMAL STUDIES Geothermal heating studies were performed by MVS Inc. in May 1990. Using a modified code of CLIMSIM, an underground mine climatic simulation model, several different shaft/panel configurations were examined to see which would provide adequate air heating during the winter months. CLIMSIM simulates heat flow into a single underground airway. The program was used to evaluate the heat flow to and from the airway surface and to calculate the resulting change in dry bulb temperature of the ventilating air. CLIMSIM uses inlet air conditions, airway characteristics, and rock thermal properties input by the user to predict the variation of psychrometric and thermodynamic parameters along an underground airway.

Introduction In October 1983, Rio Algom Ltd. decided to develop the East Kemptville tin deposit. This decision was the result of intensive geological and metallurgical evaluation work, as well as careful studies of environmental and marketing aspects. The property is located about 54 km (34 miles) northeast of Yarmouth, Nova Scotia, near the village of East Kemptville. Geology The geological setting is a granitic intrusive at the contact with metasediment. The tin mineralization is in the form of cassiterite (SnO2), which is about 80% tin. Sulfides are associated with the deposit containing silver, copper, and zinc, which are recoverable as byproducts. The mineralization is associated with quartz veins and greisen alteration. In the center of the deposit, the zones are so close together they have the appearance of a massive or porphyry type deposit. Ore Reserves The mine plan is based on 56 Mt (62 million st) at 0.165% tin. Up to the ninth year, mill feed will average about 0.2% and lower grade material will be stockpiled. In later years, the average grade will be 0.16% tin. A 0.08% cutoff grade is planned for the entire 17 years of production. East Kemptville is a relatively low grade tin deposit, and only a combination of favorable circumstances has made it economic. • The ore body is situated at, or very close to the surface, permitting mining by open-pit methods at a very low stripping ratio. • The tin occurs in relatively large crystals that allow for good recovery by gravity techniques. • It is ideally located in a well-settled area, with all essential infrastructural requirements already in place. • The positive and cooperative response from various governmental agencies involved are encouraging. Mine Plan The mine plan incorporates an initial pit, followed by three expansions to the ultimate pit. Mining will be at 14 kt/d (15,000 stpd) and will include 9 kt (10,000 st) of ore plus 5 kt (5,500 st) of waste and low grade. After five years, the mining rate will increase to 21 kt/d (27,500 stpd). It is planned to drill vertical 165-mm (6.5-in.) blast holes on a 6-x 6-m (20- x 20-ft) pattern. Bulk slurry explosives will be used to break the rock. Loading will be with hydraulic shovels into 70 t (77 st) haulage trucks. The trucks will deliver the ore to a 13 x 20 m (42 x 65 ft) gyratory crusher, where it will be crushed to 150 mm (6 in.). Secondary and tertiary cone crushers will be used to further crush the ore to 13 mm (0.5 in.). Process Design Tin extraction technology is practically unknown in North America, but Rio Tinto Zinc, which has a 53% ownership in Rio Algom, is involved in tin production in the UK. Rio Algom has used this experience and expertise in metallurgical evaluation work and in tin-related aspects of plant design. Mineralogical and metallurgical test work have been performed, both on laboratory and pilot plant scales. Mineralogical work was done largely in the UK, the laboratory test program was carried out at the Lakefield research facility in Ontario, and pilot plant work was conducted in Australia. This program has resulted in significant improvements in recovery and concentrate grades, over best projections that could be made before this work was carried out. Concentrating Process The concentrator is being designed to process about 9 kt/d (10,000 stpd). The first step is to reduce the size of the ore to -700 µm (-24 mesh) in a rod mill/ball mill grinding circuit. The ball mill will operate in closed circuit with high capacity banana-type screens. Mining at Newmont Mining?s Phoenix?s Mine is currently done by surface operation in the Fortitude and Bonanza pits at a combined rate of approximately 100 kt/d (110,000 stpd). A portion of the orebodies targeted by these pits was mined previously by underground mining methods, dating back to the mid-to late-1800s. Most of the underground workings (voids) are located in the west central area of the Bonanza pit. The surface operation requires excavation through voids, and there is a risk of pit floor subsidence that has to be addressed. This article presents a review of the risk mitigation measures that were implemented to reduce risks to people and equipment working in the area.

Genesis 1:28 "And God blessed them and God said he fruitful and multiply and replenish the earth and subdue it and have dominion over it." Genesis 2:15 "And the Lord God made man and put him in the garden to dress it and keep it." Depending on one's perspective, these two verses from the Book of Genesis either complement one another or are in conflict. I believe that they are complementary. What they imply is that where there is privilege, there is responsibility. Privilege comes from the fact that the Lord created the heavens and the earth and he placed man on the earth to have dominion over it. The responsibility that accrues to us comes when the Lord also said that we are accountable for how we handle that which he has given us. The very nature of our responsibilities in resource utilization or, more appropriately, resource management, has changed over time as the nation's needs and priorities have changed. Thus, I have attempted to examine, from a historical perspective, how natural resource policy has evolved, where we are now and what may lie ahead.

Arch of Illinois is a mining complex comprised of two surface and two underground mines located in Perry County, in southern Illinois. The company a division of Apogee Coal Co. of St. Louis, MO. Arch of Illinois' two surface mines, the Captain and Horse Creek Mines, use large stripping shovels and cross-pit bucketwheel excavators to remove overburden from three seams of coal, the Herrin No. 6, Harrisburg No. 5 and Danville No. 7. All are considered high sulfur reserves. The two underground operations are managed by Arch of Illinois. They are the Kathleen Mine and the newly constructed Conant Mine, which began production in 1991. Both underground mines are continuous miner operations. They mine the No. 6 coal, which is about 1.8 m to 2.1 m (6 to 7 ft) thick. All coal is currently transported by truck to a central preparation plant located at the Captain Mine. This preparation plant produces 27 kt/d (30,000 stpd) of clean coal. Production in 1992 reached 5.9 Mt (6.5 million st) of saleable coal. Of that, about 66% or 4 Mt (4.4 million st) are produced by the surface mines and the rest the by under ground operations. Change is in the wind for Arch of Illinois. In 1988, 100% of all production (6.2 Mt or 6.9 million st) came from surface operations. By 1995, only 38% of production is scheduled from surface mines. And by the year 2000, 100% of production will from underground mining methods. Dwindling low ratio reserves, compounded by increasing environmental and land acquisition costs, coupled with more efficient underground mining equipment, have started an evolutionary trend toward development of underground reserves. For Arch of Illinois to maintain profitability of remaining surface reserves and to compete effectively mining underground, it must improve efficiency, productivity and cost reductions. These efforts are essential for maximizing current surface reserves and to ensure a continued existence in the presence of clean air legislation and the softening of the high sulfur coal market.

Controlling dust generation and keeping it below permissible limits to meet federal dust standards at the working face of a room-and-pillar coal mine is a challenge for a mine operator. With the recent changes in federal dust regulations requiring lower worker exposure, maintaining compliance has become increasingly difficult. The current most effective practice of dust control at a continuous miner face in an underground mine is the use of a flooded-bed scrubber. A study carried out by the U.S National Institute for Occupational Safety and Health (NIOSH) indicated that a flooded-bed scrubber could achieve cleaning efficiencies between 58 and 90 percent. But the operation of such a system is maintenance intensive. The flooded-bed scrubber screen becomes clogged with dust particles and requires frequent cleaning to maintain performance. However, the dust control issue is not solely a mining-industry problem. Other industries face similar issues. The University of Kentucky collaborated with Toyota Motor Manufacturing on the development of a novel wet scrubber, called the vortecone scrubber, for capturing over-sprayed paint particles in automotive paint booths. The vortecone scrubber achieved a cleaning efficiency of 99 percent and required minimal maintenance. This study aims to assess the ability of this vortecone scrubber to capture respirable dust in an underground coal mine. The paper presents the results of computational fluid dynamics (CFD) modeling of this vortecone scrubber. It discusses the effects of air quantity and dust particle size on the performance of the scrubber.

Large-scale groundwater withdrawals are necessary to depressurize a confined aquifer system allowing the dry open-pit mining of the overlying phosphate ore. The extent of the existing and planned groundwater development led to the establishment by the State of North Carolina of Capacity Use Area No. l. Groundwater use in the Capacity Use Area is regulated by a permitting system. A two-dimensional finite-difference ground- water flow model was developed for North Carolina Phosphate Corporation. The aim of the model is to aid the Corporation in matters relating to permitting by serving as a predictive tool. The model can be used to project regional water level impacts resulting from various scenarios of depressurization pumping.

By international standards, Indian coal seams are not very gassy. In some of the major coalfields such as Singareni, Wardha, Pench, Chirimiri, Rewa and Talcher Coalfields practically no methane is emitted from the coal seams. Even in the coalfields of Ranigang, Jharia, Bokaro and Karanpura, all of which are situated in the basin of the Damodar river, only a few mines are faced with excessive gas emission problems. But the number of such mines is increasing as deeper reserves are being worked and already the exploitation of some of the best quality coal reserves in the country is held up pending measures for control of methane emission in these mines. Even in mines having no previous history of gas emission, methane has been met near dykes and faults. This was dramatically revealed by an explosion in Dhori colliery in 1965 wherein 268 persons got killed. Until that time, Dhori colliery was considered as a non-gassy mine but on that fateful day gas came to the workings through a freshly exposed fault plane. Similar incidences of ignition of firedamp in so-called non-gassy mines have also occured in the past, for example, in Chapui Khas and Samla Dalurband collieries, but the casualty figures were not as high. After the Dhori explosion, all Indian coal seams have been declared to be gassy, whether presence of methane is detected in the workings or not.

Although calcium sulfate dihydrate, commonly referred to as gypsum, has been utilized for some time in fiberglass reinforced polyester (FRP) applications, it does not have the fire retardant filler recognition of ATH. Gypsum is more commonly known for application in cement, soil and water treatment, plaster, and wall-board. Inherent characteristics of gypsum limit its use to low temperature and, until recently, non-aqueous applications. However, as a plentiful, naturally occurring hydrated mineral, the cost effectiveness of calcium sulfate dihydrate has prompted development and yielded success in the areas of FRP spray-up and latex carpet backing.

Despite lower prices and the uncertain future of nuclear power, uranium continued to be the big attraction in 1979 exploration activity. Uranium again dominated exploration programs across the US-not only in primary producing states such as New Mexico and Wyoming, but in potential producing areas from the northern counties of Minnesota to the Grandfather Mountain region of North Carolina. The moratorium on uranium leasing was lifted in Colorado and Montana, and exploration activity intensified accordingly. In Wyoming, what may be the biggest uranium deposit in the state was discovered by Anaconda Copper Co. near Jeffrey City, but in general, there were few major discoveries and activity was concentrated on existing exploration programs. The Department of Energy expects 1979 uranium exploration expenditures to total $339 million, compared to the $314 million spent by industry in 1978. Surface exploration and development drilling in 1979 is estimated at 16.1 Mm, up slightly from 1978 figures. Gold demanded its share of the spotlight in 1979. Soaring prices lured prospectors, investors, operators, and speculators to Alaska, California, Colorado, and Washington in a small-scale gold fever. Exploration for molybdenum remained strong in Alaska, Colorado, and Washington, where mineralization at the Mt. Tolman prospect is now estimated at 816 Mt averaging 0.09% copper and 0.10% molybdenum disulfide. Again this year, one of the major deterrents to exploration was the drive to set aside huge areas of land as wilderness preserves. In Alaska, where Interior Secretary Cecil Andrus has withdrawn millions of acres under the Antiquities Act, BP Alaska decided to close its Anchorage office, reportedly due to the lack of public lands available for mineral exploration. In both geophysical and geochemical activity, the year is best characterized as one of consolidation and development of previous advances in the state of the art, without any fundamental breakthroughs. Many companies were active in the development of instrumentation. Continuing interest in spectral IP resulted in the introduction of two instruments, one by Phoenix Geophysics, the other to be announced shortly by Geotronics Corp. Radiometric and borehole logging equipment received considerable emphasis, reflecting the continued interest in uranium exploration. Today's mining industry faces many challenges. Perhaps none is more important than the challenge of improving our industry's public image. Opinion polls document public concern for a clean and safe environment. As part of that public, the mining industry must share that goal. The public is now the most powerful environmental group in society. And the public wants the environment to be protected. In May 1989, Edgar S. Woolard, chairman of DuPont, spoke to the American Chamber of Commerce. He said that industry's continued existence "requires that we excel in environmental performance and that we enjoy the non-objection - indeed even the support of the people and governments in the societies where we operate." In effect, Woolard called for "corporate environmentalism." He defined it as an "attitude and a performance commitment that places environmental stewardship fully in line with public desires and expectations." Environmentalism is no longer a fringe activity, but rather is now clearly in the mainstream. How can we meet public expectations and improve our image as an industry? One of the best ways is to plan, design and operate our mine facilities with environmental responsibility and social concern. The Mineral Hill Mine provides a good case study of a facility that has made this commitment. The project used an inter-disciplinary, multiagency task force, citizen advisory groups and engineering and design considerations. As a result, Mineral Hill achieved cost-effective permitting. At the same time, the operation demonstrated effective "corporate environmentalism."

It appears that the competition for increasingly scarce international mining investment capital will continue among developing countries. Indeed, there is growing evidence this competition may be on the verge of becoming destructive and cutthroat in nature. While this may be viewed as good news by short-term, speculative investors, it could have dangerous repercussions for international minerals producers over the long-term. It seems there has been a continuous parade of traveling foreign delegations touting the virtues of mineral investment in one country or another. These pitches all contain the politically correct key words, such as macro-economic reform, political reform, privatization, liberalization of laws governing mining and related investment incentives, reconciliation of ownership and right-to mine issues, and tax reform specially tailored for the minerals sector. Unfortunately, some of the information being trumpeted is based on plans, concepts or hopes for change rather than actual reforms approved by all necessary governmental entities. In yet other situations, the information provided consists of half-truths at best. Too often, potential minerals investors, faced with metals and minerals prices hovering near their recession lows and the need to offset old, high-cost operations, desperately want to believe all they hear about investment alternatives cast in a near-utopian setting. However, the virtues being proffered for mining investment abroad do not eliminate the need for careful scrutiny of subtle variations of traditional risks associated with foreign investment that can drastically affect the economic viability of mining projects.

INTRODUCTION The Tunnel and Reservoir Plan (TARP) (Figure 1) was adopted in 1972 as the most cost-effective way to bring Chicago area waterways up to Federal and State water quality standards. TARP will significantly reduce pollution of these waterways and provide flood relief for Chicago and 53 adjacent suburban communities. These communities, covering an area of 971 sq km (375 sq miles), are at present served by combined sewers, which carry both raw sewage and stormwater. Because porous ground surfaces have been covered over in recent years by buildings, streets, and parking lots, stormwater runoff into sewers frequently exceeds the capacity of the sewers. When this happens, sewers back-up into hundreds of thousands of basements, and the overflows on the combined sewers discharge rainwater mixed with raw sewage directly into the area's waterways at 645 overflow points. The result is severe pollution of the waterways and flooding in 53 communities. During particularly heavy rains, overloaded rivers have to be relieved by opening the locks and allowing the polluted waterways to flow into Lake Michigan, the region's water source. Goals of TARP 1. PREVENT BACKFLOWS INTO LAKE MICHIGAN. 2. ELIMINATE WATERWAY POLLUTION CAUSED BY COMBINED SEWER OVERFLOWS. 3. PROVIDE AN OUTLET FOR FLOOD WATERS.

The function of advertising is communication. Viewing the advertisements of mineral suppliers exposes the reader to a broad spectrum of purposes: announcements of new products, availability and supply, departmental services, company image, etc. It is the advertiser's hope that the message being conveyed is the same message being perceived by the viewer. To maximize this probability, the advertiser at least must carefully construct precise copy, identify the target audience and select the appropriate advertising medium. A truly successful and efficient ad, however, also must accurately reflect a product's life cycle, i.e., the rise and fall in demand for a product. Buggy whips and radio tubes are classic examples of items formerly in high demand. Industrial minerals are similarly affected by occurrences of product life cycles.

Electric-power-generating plants fired by fossil fuels are faced with increasingly stringent requirements for control of sulfur emissions. Several approaches for limiting these emissions, or for operating such facilities in an environmentally acceptable manner, are being pursued. Some of the approaches are based on the use of naturally occurring carbonate rocks or of materials derived from them. This paper discusses primarily the carbonate-rock-based processes being developed for control of sulfur dioxide emissions from fossil-fueled electric-power-generating plants. It includes a discussion of the role of carbonate rock materials in removal of sulfur dioxide from stack gases after combustion, capture of gaseous SO2 during the combustion process, and removal of sulfur from fuel prior to complete combustion. Materials derived from carbon- ate rocks are generally used in processes which convert the sulfur to a throwaway product, but there are also proposed processes in which the sulfur is converted to a useful product and the absorbent is regenerated for reuse.

Wastewaters generated during the extraction of gold from the ore can contain a variety of contaminants such as cyanide, heavy metals and arsenic. Proper management of these wastewaters is therefore necessary to minimize the negative impact of gold mining and milling operations on the environment. The Wastewater Technology Centre (WTC),located in Burlington, Ontario, Canada, has been involved in several studies related to the evaluation of various effluent treatment technologies which are relevant to the treatment and proper management of gold mill effluents. These studies have included bench and pilot scale tests, and the evaluation offull-scale systems. Furthermore, the WTC staff developed protocols for cyanide analysis in gold mill effluents, and a mathematical model for predicting the degradation of cyanide in tailings ponds. The information generated by the WTC staff has been referenced in several reports and papers published over the last ten years (Schmidt et.al. 1982, Simovic & Snodgrass 1989, Whittle et.al. 1989, Zaidi et.al. 1989, Zaidi et.al. 1991). Recently, the WTC has started to develop a micro­computer based expert system for use by decision makers in the gold mining industry and relevant government agencies who are involved in process design, process evaluation, costing, evaluation of the best practicable technology, approval of suggested effluent management systems, and so on. This paper presents some relevant background information and a discussion of the latest version of the expert system being developed by the WTC.

Decision Making (DM) can be defined as a selection process of the best one among the alternatives sets in order to obtain goal, and mostly has an uncertain situation [7]. Every mining engineer is subjected to a number of mining DM problems in daily mining operations. In reality, all stages of mining have its own DM problems. Most of time, engineers do not use scientific methods for DM problems. These problems can mostly be solved by the engineers according to their past experiences and practical studies. Mining engineers often use their intuition in DM process. Experience and intuition have been central to DM because of the frequent lack of quantitative data including geology, grade distribution and ground condition, as well as environmental, social and economic factors [8]. In decision process, linguistic variables become in question and decision makers may not know how these variables are computed [9]. So, the DM process may be qualitative, quantitative or combination of the two. The problem structuring and analysis process is conceptualized in Figure 1 [8]. The qualitative analysis is based primarily on the judgment, knowledge and experience of an expert (or team of experts). In a quantitative analysis, the focus is on facts and the data associated with a problem and a mathematical formulation that encompasses the objectives, variables and constraints of the particular problem. The quantitative analysis has traditionally been the subject of operation research and management science [8].

Introduction The best way to eliminate the possibility of rapid excavation in tunnel work is to start an argument between Owner Engineer and Contractor. And arguments are readily started when work is progressed without a frank open agreement on the rules of the game. Fifty years ago a tunnel contractor took a job to excavate and line a tunnel, providing all labor and materials under the guidance and continuous instruction of the Engineer who provided all survey work, checked each new heading and set the lines for the next round of drill holes, usually designed and ordered protective measures, kept record of progress and controlled payment for the work. In my first job in a tunnel, muck cars were loaded by hand and hauled by donkeys. Progress was, at today's criteria, not rapid. The Contractor or in the case of a large concern, his executive field representative was always at the site, knew most of his men by name, and there was a mutual feeling of respect between him and the Engineer in charge of the work. Misunderstandings were cleared up when they came up, expeditiously and fairly, even though satisfaction was not always expressed. The Owner came for the ground breaking and usually for the holing through shot. The Owner had full reliance on the Engineer's ability and integrity. The Engineer recognized the Contractor's expertise in being able to man the job and produce results.
