It is probably safe to assume that most operating personnel working in coal preparation plants are exposed to noise levels in excess of the MESA Noise Regulations unless they are wearing ear protection. The excessive in-plant noise levels have received little attention until recently. Noise control has not been an important design consideration in existing coal preparation plants. This situation is rapidly changing as plant owners and plant operators are requiring that new coal preparation plants be designed to provide a safe noise environment for operating personnel and also meet MESA Noise Regulations. This paper discusses the noise exposure hazards, noise generating mechanisms, and some possible noise control solutions for typical coal preparation plants.

In simpler times, construction was a cooperative undertaking. The frontier tradition of barn-raising is the construction equivalent of the academic ideal of a single student seated on a log with Horace Greeley. In a more complex world, ideals become more elusive. Still, it was only a generation ago that toll revenue bond financed projects generally involved a team composed of investment bankers, engineers, and construction contractors, who all shared a common objective -- to create something useful, at minimum cost and in minimum time, with fair compensation to all involved. In an increasingly contentious public climate, the team has too frequently been splintered into separate camps of owners, engineers, and contractors, who have lost the old objective of creation and have, under the guidance and control of the lawyers, substituted two new primary objectives: 1. To protect one's own skin. 2. To detect and punish culpable negligence of one of the other parties. This process has become so ludicrous that a number of thoughtful observers from all of the camps (including even some lawyers) have come to recognize that there must be a better way to undertake construction works than to use them as wrestling arenas. The road to improved contracting methods starts with mutual understanding of each other's problems and viewpoints. To this end, discussions such as this RETC session make a useful contribution. To

In 1994 Newmont Gold Company commissioned a 2.5 Mt/a refractory gold ore roasting plant near Carlin Nevada. Many unique characteristics of this facility required use of specialized materials of construction in the areas of dry grinding, roasting, gas cleaning, and sulfuric acid production. Process conditions and design criteria that necessitated the use of special materials include; siliceous and abrasive ore, low roasting temperatures, gas streams with high concentrations of oxygen and sulfur, and stringent environmental regulations. Materials selected for use were ceramics, corrosion resistant steels, high temperature steels, and high temperature polymers, lead, polypropylene and low flammability PVC.

The current financial state of the mineral industry, in general, is bad. Economic prospects for improvements in the near future are uncertain. What will improve mineral investment economics so the mining industry can return to a more normal (in terms of past experience) production level? Basically, mineral commodity prices must rise. They must rise to economically justify reopening closed mines and for management to seriously consider expansion or development of existing and new mines. With the worldwide economy depressed for more than a year now (longer for most segments of the mineral industry), supply/demand relationships for mineral commodities are such that prices are depressed-except for precious metals. In investment analysis of the economic potential of existing or new investments in any industry, product price generally is one of the key parameters having great impact on the economic viability of projects. Petroleum and synfuels industry development contracted last year for the same product price reasons that have brought mineral industry development to a standstill. Much of the new mine development activity now underway or in the serious planning stages around the world involves precious metals ore body development simply because precious metal prices are high enough now or are projected to be high enough in future production years to give overall satisfactory project economics. It will take significant improvement in nonprecious metal mineral commodity prices in 1983 to develop significant new mine investment interest except in very high grade ore body special situations. Mineral Investment Decision Making Before progressing further with the discussion of mineral investment considerations for the coming year, it should be emphasized that mineral investment decision making-like all industry or individual investment decision making does not relate just to economic considerations. Investment decision making should and generally does involve three analyses: • Economic analysis • Financial analysis • Intangible analysis Economic analysis evaluates the relative economic merits of investment situations from a profitability viewpoint based on discounted cash flow analysis of projected investment revenues and costs. Financial analysis, on the other hand, refers to where and how the funds for proposed investments will be obtained. Regardless of the project's economic potential, if you can't finance it, the project will not be done. Intangible analysis considers factors affecting investments but which cannot be quantified easily in economic terms. Typical intangible factors are legal considerations, public opinion, goodwill, environmental and ecological impacts, and regulatory or political considerations, to name a few. New mine development investment decision making in the US has been impacted heavily by intangible considerations in the past decade and will probably continue to be impacted by them in 1983. There is a common tendency in literature and management practice to interchange the terms economic analysis and financial analysis. This often leads to confusion about the rationale for investment decisions. For example, in the past year a majority of companies in all types of industries cut back budgets for new projects. Often this was done not because new project economics were unsatisfactory, but because cash flow from existing operations was reduced compared to previous years due to the recession, and debt service requirements were high from existing loans so new borrowing was undesirable. For financial reasons, in other words, many projects were shelved last year. That included some precious metal mining projects and many petroleum projects. Many other projects were shelved for economic reasons (sometimes combined with financial reasons in the case of marginal economic projects). New mine development for copper, lead, zinc, molybdenum, iron ore, and synthetic fuels are a few examples. Economic Uncertainty and Financial Considerations Mineral project analysis has always involved a lot of uncertainty with respect to determining ore grades, tonnage of producible reserves, operating and capital cost projects, and mineral commodity prices estimates. The wide swings in mineral commodity prices in recent years and the almost impossible task of projecting future prices with any degree of confidence or accuracy concerns mineral project investment decision makers. In developing a new copper or silver mine, it is not today's price of copper or silver that is relevant to economic analysis of the mine, but what the price will be during the producing years. There is no way to avoid projecting the escalation (or de-escalation) effects on revenues and costs. To analyze a project in terms of today's dollar revenues and costs implicitly assumes that escalation will not change today's project costs and revenues; or that, if they do change, the project economics will be unaffected by the changes. "Among Tokyo Metro’s approximately 200km of subway lines, the Tozai Line that connects Chiba Prefecture and mid-Tokyo experiences congestion of up to 199% at worst and relief of this has become urgent. Therefore, as it is imperative to increase the number of trains operating in the exceptionally congested area from mid-Tokyo going east, a large-scale renovation work is planned between Iidabashi Station and Kudanshita Station that will facilitate turn-back via 3 tracks. While ensuring the safe and stable operation responsible for about 1.35 million passengers daily, this highly difficult work of inner wall demolition and reinforcement of the side walls and floor slabs will only be implemented for 3 hours during late night. This paper discusses large-scale plans to improve turn-back facilities, and the methods of construction therein as an example of operational improvement of a subway network. 1) INTRODUCTION The Tokyo Metro Tozai Line (“Tozai Line”) opened over the entire 30.8 km distance from Nakano to Nishi-funabashi on March 29, 1969. It has the longest operating length of the nine Tokyo Metro lines, and was the first subway line to extend past the borders of the Tokyo Metropolis. Through train services with two other railway companies are available from the Tozai Line. Tozai Line trains join the Sobu Line of the East Japan Railway Company (“JR East”) and the Toyo Rapid Railway Line of Toyo Rapid Railway (“TR”) from Nishi-funabashi Station, and the JR Chuo Line from Nakano Station. The line is structurally distinctive in that 51% of it was built using the open-cut method, 43% of it is elevated and the remaining 6% was built when we used the shield method for the first time 1)2)3)."

"INTRODUCTION Anadarko Petroleum Corporation (Anadarko) owns a region of oil shale properties acquired as part of the original Union Pacific Land Grant of the 1800’s in southern Wyoming. These holdings are greater than 2 million acres and occur throughout the Green River Formation in southwestern Wyoming. One area was prioritized for further study by Anadarko Minerals called the Kinney Rim in the Washakie Basin due to low environmental impact, proximity to infrastructure, high ore grade, and low mining cost. The area is a low-overburden oil shale resource that can be developed using surface mining methods, processed by conventional surface retort, and placing waste rock disposal back on the bench for a design capacity of 10,000 barrel per day. The purpose of this papers is to present the results of environmental analysis and timeline, the mine plan, and surface ore processing to offer a resource-ready energy source.Mineral rights for the Kinney Rim area are owned by Anadarko, the United States Bureau of Land Management (BLM) and the State of Wyoming. Mining of oil shale for this study targets Anadarko owned mineral resources.GEOLOGY The study area is in the Green River and Washakie Basins in western Wyoming. The host geologic member is the Laney Oil Shale. Figure 2 illustrates the Laney shale within a generalized lithologic cross section.OIL SHALE LEASING The proposed Kinney Rim oil shale mining project is located in an area dominated by a 1 square mile checkerboard landownership pattern with every other section typically administered by Bureau of Land Management (BLM) and Anadarko. Surface and mineral ownership is a split estate legal entity. The immediate Kinney Rim mine plan is all on Anadarko sections."

Direct Production Costs for Solar Sa 1t approximate the trucking cost for 160 Km. Operations near markets appear unusually attractive at first look. However, many desert operations have been plagued by dust storms yielding salt too high in insolubles for most uses. This paper relates the history of a successful operation in a dust storm area. Saturated brine from the solution mining of LPG storage caverns is evaporated in solar ponds yielding 99.95% sodium chloride (dry basis). Purchased energy is one-eighth that of vacuum pan operations. Production scale tests have proved it works at another desert location using a more complex brine. A new approach for refining soluble salts at ambient temperatures is demonstrated by bench scale and pilot work. Again, savings in purchased energy exceed 80%, even when temperatures are raised to reduce refining time.

Commercial lime plants in the United States and Canada are depicted in Figure 1. The sources of lime available to Nevada and bordering states are rather few. Chemstar Lime has plants at Apex, Nevada and Nelsen, Arizona. Continental Lime, Inc. has plants at Tacoma, Washington, Townsend, Montana and Delta, Utah. However, Continental Lime has a new rotary kiln installation underway near Wendover, Nevada. This plant is scheduled to come on stream in the fall of 1989.

For more than sixty years the rich oil shale formations of Colorado, Utah and Wyoming have been evaluated as a future source of petroleum. After many false starts the commercial production of shale oil is near. Union Oil and Colony (Exxon and Tosco) have begun construction of commercial plants. Occidental and Rio Blanco (Gulf and Standard of Indiana) are well along in the development of modified in situ (underground) processes. A number of other companies and groups are in advanced stages of development. This paper will review some of the major elements involved in the production of shale oil with emphasis on means available to express the efficiency of production of pyrolysis liquids and gases from oil shale rock.

The effect of various constituents on the pyrolysis and combustion of a pulverized coal in an entrained-flow reactor has been inves¬tigated. Predicted time-temperature histories of the coal' particles and experimental weight loss data indicate a strong coupling of heat and mass transfer to the pyrolysis and combustion rates. A higher combustion rate following ignition was observed as particle size was increased to 112 µm. This is related to a higher particle temperature after ignition for the larger particles. Although the heating rate prior to ignition decreases with increasing particle size, higher slip velocities and surrounding gas temperatures for the larger particles promote early ignition. The presence of liptinite in the coal increases the weight loss rate before and immediately after ignition. Similar behavior was observed for pyrolysis. Fractions of a HVA bituminous coal which were rich in mineral matter or semi-fusinite were found to have a higher heterogeneous char combustion rate than vitrinite rich samples.

Although roof falls account for approximately half of the fatalities in underground coal mining, the factors that produce them are not clear. Mining methods can account for some, but in others the controlling factors are the geological setting in which the mining takes place. The present investigation was undertaken to determine the kinds of rocks that were most likely to produce roof problems. Such knowledge would be helpful to mine planning since rock samples can be obtained in advance of mining by core hole drilling. The investigation was undertaken in underground mines in the Pocahontas #3 seam in southern West Virginia and southwestern Virginia. The Pocahontas #3 is one of the most widespread in this region and is a major source of high quality metallurgical coal. There are at least ten very large mines in the area and many smaller ones. The region has a very long mining history and considerable experience has been gained in roof control problems. The study was conducted with the support of the U. S. Bureau of Mines.

This paper describes an investigation that MS carried out using the three-dimensional, stress analysis computer program "NFOLD" to assess pillar stability in relation to existing mining conditions and the proposed layout of future stopes. The stress analyses were designed to assess the present stability of the mine (particularly the pillars adjacent to the shaft), the change in pillar stresses as mining proceeds, and the optimum stope geometry to minimize ground control problems. The existing conditions were modelled first, and rock mass strengths were adjusted until a good agreement between the predicted and observed conditions was obtained. Analyses of alternative mining layouts, based on the calibrated rock mass strengths, were then compared. The paper describes the results and the conclusions of the study.

The properties of activated carbon which are important for gold recovery applications include activity, capacity, wear resistance, particle size distribution and bulk density. There are experimental difficulties in attempting to simulate the plant environment in the laboratory in order to measure the above properties. However, standard tests can be set up to compare the characteristics of different carbons and to assist in monitoring the performance of carbon in CIP operations. These laboratory tests are critically evaluated and data are presented on the performance of carbon from a number of CIP plants.

Modeling uranium mine radiation control methods and natural environmental radon variations is an extremely complex endeavor. A number of authors have examined particular facets of the problem and have proposed models for their area of interest. Bureau of Mines personnel brought together many of these individual studies, and from them have attempted to develop a coordinated plan for modeling radon daughter concentrations in the uranium mine environment. The Buick Concentrator represents state-of- the-art technology in automated digital process control operation utilizing a centralized computer. The process control strategies implemented at Buick are no longer new to the industry but the successful application of these developments is still rather unique in North America. Productivity improvements, determined to be a direct result of the process control developments, are the primary topics of this paper. Emphasis is placed on metallurgical benefits including both lead and zinc recoveries, lead concentrate grade and reductions realized in reagent consumptions, operating costs and personnel. The productivity improvement discussion is preceded by a concentrator description and a brief history of the process control development at Buick. Current control strategies and future applications are presented afterward.

Geologists searching for carbonate rocks suitable for chemical uses traditionally have relied on extensive laboratory testing in order to locate strata or zones that might be suitable for mining. However, when considering the significant time and costs involved in sampling and performing chemical analyses, any exploration technique whereby fewer samples and analyses are needed would be of great value. In other words, if the exploration geologist could "zero-in" on select areas, considerable time and money could be saved. In general, the major-element chemistry of carbonate rocks is determined by the abundance of the minerals present. CaO occurs with CO2 as the mineral calcite, which is the primary mineral comprising allochems, matrix and sparry cement; MgO is found in high-magnesium calcite (many calcite fossil species contain appreciable amounts of MgO in solid solution), dolomite, and chlorite; iron occurs in pyrite and in limonitic stylolites, as well as in chloritic and glauconitic clay minerals; materials containing abundant Si02 are microcrystalline quartz (chest) silt-sized quartz, and clay minerals; and Al203 is found primarily in illitic, kaolinitic, and chloritic clay minerals. The presence or absence of these minerals determines the chemical composition of the carbonate rooks.

In this study, domestic molybdenum disulfide (MoS2) concentrate was roasted in a chamber furnace and then in a rotary kiln. The behavior of the roasting process was examined in both furnaces, and which type of furnace is more advantageous to use in mass production was investigated. It is theoretically possible to roast in a chamber furnace, but a major problem was observed when the amount of concentrate was increased in the chamber-furnace experiments. The problem was solved by using a rotary kiln. This study improves the understanding of the roasting of  MoS2 concentrate and presents a different perspective to the industry, showing that rotary kilns can also be used for roasting.

Widespread high-calcium limestones in New Mexico region are low -in magnesium, but some units include shale interbeds deleterious for sulfur removal usage. Thick limestones in Mississippian Escabrosa, Lake Valley, and Leadville, Pennsylvanian Madera and Hermosa, Pennsylvanian-Permian Horquilla, Permian Hueco and Capitan, Cretaceous U-Bar, and some Cenozoic travertines are high-calcium units. Significant outcrops are in mountains of southwestern, south-central, central, southeastern and north-central New Mexico, southeastern Arizona, southwestern Colorado, and northwestern Chihuahua. Coal-fired powerplants are mainly in northwestern New Mexico and eastern Arizona, thus transport is mainly by railroad.
