Effects of the August 1995 failure of the Omai tailings dam in Guyana continue to be felt throughout the mining industry. This article is taken from the final report of the independent body of experts commissioned by the government of Guyana to establish the cause of the failure. It explains what happened, why and how to avoid it in the future. Despite environmental, health and safety effects that were negligible by any objective measure, the failure has received wide international attention. Coming on the heels of the shift in exploration targets and development opportunities to developing countries, it has intensified interest in tailings dam safety and environmental management issues. An informed understanding of the nature of the failure and its effects is key to responding to these concerns.

I would like to congratulate Professor Gershon on an idea that is obviously valuable and is certainly new to me. It has, however, to be further developed, in that one can get fallacious results by limiting oneself to positional weights. In the example problem, the positional weight of one block was 8.6 (the 8.0 value in the paper was incorrect) for 36 units in the cone, for a mean block value of 0.239. The positional weight of the second block was 4.4 for 15 units, for a mean block value of 0.293. Surely one would expect the second block to be rated higher. Additionally, the time value of money adjustment cannot be determined by depth, because the time that a block is mined is determined by the mining sequence, not depth. Figure 1 shows a slightly altered version of Professor Gershon's pit. The overall value of the pit is the same, as are the total values under each of his blocks. The values in the right-hand cone have been reversed top to bottom, and the values in the rest of the pit adjusted to keep the central cone total unchanged. All values have been multiplied by 10. Figure 2 shows the sequence of mining, at three blocks per year, for Professor Gershon's pit, and Fig. 3, the sequence for a pit under the other block. Table 1 shows the value and discounted value (15%) of Professor Gershon's pit, and Table 2 shows similar values for the second pit. It is apparent that the second pit schedule is more valuable than the first.

Machine guidance and control systems have become more pervasive in the mining industry in recent years but not always from mining-experienced providers. Dozers, motor graders, scrapers, excavators, shovels, draglines, drills and haul trucks are just a few examples of the types of heavy machinery now equipped with global positioning system (GPS)-aided guidance systems. While equipment manufacturers are offering their own software, many only supply solutions for the machines they produce. The proliferation of GPS equipment manufacturers entering the machine guidance and control arena has resulted in a multitude of makes and models of GPS receivers. Some of these companies also produce their own guidance software. But they usually just specialize in a narrow range of heavy machinery. So customers are forced to use multiple systems and face new challenges in implementation, training, reporting and inter-system communication.

Safety departments have traditionally been held responsible for the safety performance of their division or company. This approach leads to a lack of ownership of safety issues by the larger organization. An alternative paradigm is significantly more effective: the members of the work force (managers as well as workers) are fully responsible and accountable for safe production. The safety department is not extinct, however. Its role has changed, to focus on training, litigation, and external relationships such as community relations. This approach was implemented at BHP Copper's Superior mine and mill in Arizona. By obtaining the genuine commitment of the work force to accident-free production, the mill's MSHA incident rate immediately dropped from 7.4 to zero. The mill also ran one year with no MSHA citations. When this philosophy was implemented at the divisional level, the division's incident rate decreased from 9.5 to 1.1,an 88-percent reduction in six months.

Low levels of thallium were detected in the mine water drainages, and process water discharges of western mining and smelting operations. This required remediation under state regulatory standards, which allow discharges of no more than .0017 ppm thallium in mine water discharges. Influent streams containing thallium can be mitigated to state discharge standards after a single pass through the series of fluidized upflow columns. Test work to determine the optimal flow rates used pilot scale systems at two separate locations treating 5 - 25 gpm of effluent. The test system at the gold mine mimics the full-scale system, which will be based on the existing upflow carbon tanks that have been converted to zeolite columns. The system installed at ASARCO's East Helena smelter has a far more complex influent stream with a high loading of competing cations. Nevertheless the columns filled with CABSORB® are successfully mitigating the thallium contamination. CABSORB® ZS500RW is a product based on the sodium analog of the zeolite mineral chabazite named herschelite.

The mining industry?s traditional preference for protective coatings in corrosive environments, due to cost considerations, has been to apply galvanized and epoxy coatings. As a result of extreme pH levels and the limitations of current products, a new coating has been developed to withstand severe conditions. Harsh chemicals and corrosive groundwater pose added challenges to mines in maintaining long term ground support which demands continuous rehabilitation. This paper highlights the challenges and identifies a solution by applying a new economic coating to DSI?s Omega Bolt? that withstands the most corrosive of conditions. [ ]

A new monitoring device called SAFEBOLT (Stress And Force Evaluator in BOLTs) has been recently developed at McGill University. The device is essentially an alternative to the load cell, it permits the monitoring of bolt axial load in the field. The SAFEBOLT system consists of a portable readout unit, a connecting cable and the SAFEBOLT device, which is installed in the bolt head. The new device can be installed on any industry standard rockbolt or rebar. The device is completely encapsulated in the bolt head, which makes it resistant to corrosion, rugged, and free of any electric wires. Pilot tests at two underground Quebec mines were carried out and helped improve the initial design of the device head.

?We are certain there is need for research in every phase of mining." This statement by R. M. Crump of the Jones and Laughlin Steel Company (047) paraphrases opinion widespread among mining people. It is undoubtedly true. In preparation for this presentation, 193 organizations were asked to describe their mining research efforts. 60% responded, The meaning of "research" was taken in several different ways. The continual efforts of progressive companies to improve themselves were reported as research. We will call this and any effort to solve specific and immediate problems "practical research". The continuing investigation of subjects of long range interest will be called "basic research".

China, Mexico, Spain and Turkey are the leading producers of celestite (strontium sulfate), the most common strontium mineral. Of an estimated 510 kt (562,000 st) of celestite produced worldwide during 2004, 98 percent was produced in those countries. Deposits of strontianite (strontium carbonate), another strontium mineral, have been identified in China and Malawi. Relatively small quantities are reported from the deposit in China. Although celestite deposits occur in the United States, no domestic celestite has been mined since 1959.

Laboratory testing was carried out to evaluate several devices for recovering clean coal from bituminous coal refuse material. The bulk of the testing focused on using a dense-medium cyclone to process -0.6-mm refuse material. A hindered-settling column and a spiral concentrator were also used to process 1.2x0.15-mm material. Product yields and ash contents were obtained for all tests, while partition curves were generated for selected tests from which the characteristic performance parameters (relative density of separation and probable error) were determined. The results indicated that the dense-medium cyclone was capable of cleaning down to 0.037 mm, while the other devices were effective to 0.15 mm.

This paper presents the results of a study of case histories of projects on which sinking caissons were used to construct shafts for tunnel construction and other underground works. Design methodologies are reviewed with respect to the impact of soil and groundwater conditions on the performance and constructability of sinking caissons. Factors which have led to success or failure are reviewed and evaluated, and recommendations for future investigation, design and construction activities are presented. Cost data for five recent projects are reviewed and compared to the cost of shaft installation by other means.

The attapulgite industry saw a year of solid growth after a weaker 2003. Demand was up between 5 percent and 6 percent driven by almost all of the key markets. Construction continued to show record new housing demand, assisted by continued low interest rates. That drove strong growth in construction related markets like coatings, tape joint compounds and other construction materials applications. The agricultural markets rebounded modestly to increase sales for suspension fertilizers, animal feeds and pesticide carriers. Oil drilling also showed strong growth due to high oil and gas prices. Sales to molecular sieve applications grew due to petrochemical and construction demand. The export markets were assisted by further depreciation of the dollar. The only weak area was in nonagricultural granular sorbents, where other sorbent materials continued to dominate.

In an industrialized nation, as the process of industrialization continues, the ratio of the value of production of non-metallic to metallic minerals normally increases gradually over a period of years. For example, in the United States, the ratio of the value of production of non-metals to metals now is approximately two-to-one. Those of us who come from California like to think that we inherit the mantle of the old hard-rock miner, but the truth of the matter is that, in California, of the total value of mineral production exclusive of fuels, 97% comes from non-metallic - industrial - minerals. Since the industrial minerals furnish a principal source of raw materials for the construction and chemical processing industries and since these two industries, in industrialized nations, generally increase directly with increasing population, the future of industrial mineral production both in the United States and throughout the world is indeed bright. Because of the importance of industrial mineral production, it often surprises those of us in the industrial mineral industry to find that industrial minerals are poorly understood by many of our colleagues in the mining industry. I think that one reason for this comprehension of the industrial mineral industry is that the education of both geologists and mining engineers still markedly emphasizes exploitation of the metals.

Approximately six hundred air sample measurements were taken at several U.S. underground metal/nonmetal mines in 1998 and 1999. This air sampling effort was organized by the Nevada Mining Association to evaluate mining conditions and to evaluate the Mine Safety and Health Administration’s (MSHA) Proposed Rule on Diesel Particulate Matter Exposure of Underground Metal and Non-metal Miners. MSHA’s proposed air sampling method, NIOSH Method 5040, was tested under controlled conditions and under normal mining conditions. Unfortunately, NvMA sampling results have indicated that carbonaceous rock dust, oil mists and even cigarette smoking create severe sampling interference problems for NIOSH 5040.The main conclusion was that NIOSH 5040 did not distinguish between DPM and other airborne carbon particulate. Thus, it is not a reliable method of accurately and unequivocally measuring DPM in underground metal/nonmetal mines.

Mining managers trying to rapidly reduce production costs tend to implement a traditional set of top-down managerial practices: layoffs of employees, renegotiation of supplier contracts, cancellation of employee training, restrictions on travel, reductions in office supplies, and so forth. While these practices do reduce costs, the benefit is often limited in both magnitude and duration, and the workforce is usually left demoralized. Successful cost-cutters take a different approach. They make the continuous reduction of costs a priority for all members of the organization, whether managers or workers. The culture of these firms emphasizes the commitment, voluntarily given, of individuals and work groups to this goal. Cost cutting practices often reject all of the traditional methods mentioned above, but are far more numerous, innovative, and successful. This culture of cost reduction is the result of a set of leadership competencies that establish direction for the organization, align the organization’s various constituencies with this direction, and motivate and inspire the organization. Dramatic cost reduction then becomes a routine task rather than a heroic achievement.

The need for yieldable ground support, particularly in high stress or deep mining conditions, has grown in recent years. This paper highlights some of the current industry limitations and provides selection criteria for a new yielding ground support system, DSI?s Dynatork Bolt. This bolt distinguishes itself by withstanding 16 ? 30 kJ of energy deflecting loads anywhere from 7 ? 20 tons (depending on the energy). A summary of the laboratory test results and case studies will also be presented as a measure of the performance of this dynamic product.

Author?s note: Diversity in practice exists in the application of Generally Accepted Accounting Principles (GAAP) for purchase price allocations with respect to the recognition of Value Beyond Proven and Probable Reserves or VBPP, as defined by the Emerging Issues Task Force (EITF) in EITF 04-3: ?Mining Assets: Impairment and Business Combinations?. This diversity appears to arise from differing interpretations of what constitutes sufficient information to value components of VBPP in business combinations. Concerned with this diversity in practice, respected members of the mining community formed a working group which prepared an issues paper that discussed this diversity and provided recommendations for recognition and valuation of VBPP in business combinations. The working group then submitted this paper to the EITF, requesting further guidance be issued on the concept of VBPP. In conjunction with the submission to the EITF, the working group also provided this paper to the United States Securities and Exchange Commission (SEC) for review and comment. The EITF discussed this issue at its May, 2008 agenda committee meeting. However, it declined to add this topic to the EITF agenda for further consideration. Absent additional guidance on VBPP from the EITF, the working group submitted a proposed definition of VBPP to the U.S. Securities and Exchange Commission for its consideration. The following article, which is consistent with the issues paper that was submitted to the EITF and the SEC, discusses the components of and valuation techniques for VBPP. The correspondence with the U.S. Securities and Exchange Commission, which includes the proposed definition of VBPP by the working group, is attached as Appendix 1 to this article.

Scope of Section The physical characterization of an ore or mineral mixture in such detail that mineral processing may be effectively applied to create more useful products is one part of the technology of sampling and testing. In addition, the evaluation of the multitude of separation processes, both physical and chemical, combined with ancillary opera¬tions and performed on samples at a laboratory scale, is another part of the testing procedure. Although analytical techniques provid¬ing quantitative determinations of elemental compositions are an im¬portant and necessary supplement to any testing program, that field of endeavor is a well-developed, separate entity beyond the scope of this Section. Sampling procedures cover the practice of selecting representative quantities of test materials in the field to evaluate mineral deposits, and extend to techniques of obtaining process samples in slurry and bulk ore as part of process evaluation. The same techniques are appli¬cable, of course, to standardized methods of metallurgical accounting. Sampling is also an important facet of successful on-line measurement of slurry properties such as assays and particle size in the practice of automation. However, the sampling methods in this case can be different from those needed for precise testing and accounting pur¬poses. Sampling was well defined in Taggart's Handbook as "the opera¬tion of removing a part convenient in size for testing, from a whole which is of much greater bulk, in such a way that the proportion and distribution of the quality to be tested (e.g., specific gravity, metal content, recoverability) are the same in both the whole and the part removed (SAMPLE). The conditions of the more stringent definition, that the sample shall be completely representative of the whole as regards all aspects save bulk, are practically never fulfilled when heterogenous mineral mixtures are sampled." Taggart's Handbook of Mineral Dressing, Section 19, "Sampling and Testing," continues to be a very useful compendium of principles and techniques, particularly as applied to manual methods for han¬dling samples. In the intervening years since its last revision, substan¬tial progress has been made in both the theory and the techniques; thus, this current contribution is designed to be an extension of the earlier work, yet complete enough to provide procedural guidelines to methods of continuing validity. Although basic principles of testing remain unchanged, the meth¬ods of applying those principles have undergone great change. New testing equipment has become available, yielding a greater precision of results. Testing methods have been refined which, in many cases, allows for a valid scale up of flowsheet designs without the necessity of costly pilot or prototype plant development. Justification for a Sampling and Testing Program* The proper evaluation of a mineral property is a complicated process. It often is done on a team basis with the exploration geologist, mining engineer, mineral process engineer (extractive metallurgist), economist, and product utilizer (ceramist, chemical engineer, chemist, metallurgist, etc.) all represented. The mineral processing engineer is a key member because he can provide a go no-go answer to the question, "Can this ore be processed economically?" In addition, his judgment on the response of even the initial sample to processing can be an invaluable guide to the proposed process and its mutations. Since the capital investment and operating costs are so sensitive to the type of process used, the judgment of the mineral processing engineer forms an important part of the early evaluation of the profitability of a new mining venture. This early estimation of the processing approach is all the more important since, for some metalliferous ores, the capital investment for mill, smelter, water supply, and tailings disposal exceeds the cost of the mine. At present, for commodities such as coal, the reverse is true. There is a smaller capital investment for the coal preparation plant than for the mine. In general, both the capital and operating costs escalate very rapidly in the following order: gravity concentration of alluvial deposits (e.g., dredging), gravity concentration of lode ores, flotation, simple hydrometallurgical processes, and complicated hydrometallurgical and pyrometallurgical processes. The latter two processes may cost 100 to 1,000 times more per ton treated than processing of a simple alluvial deposit. This dictates that the valuable mineral be concentrated as much as possible to minimize the total tonnage treated in the more expensive operations. Within each of these ore-processing categories there is a wide range of process sophistication and hence of capital and operating costs. Perhaps the greatest variations are in the chemical processing of ores. These range from the simple leaching of a copper waste dump to very sophisticated hydrometallurgical processing of ores in increasing order of cost. Because the overall cost of a mining venture is so sensitive to the process selected, it is essential that the mineral¬ processing engineer evaluate the ore in the initial stages of the development of an ore body. As better samples become available, he must continually revise his estimate of the process to be employed. The sampling and testing process must be a necessary and continuing activity throughout the life of a project. One fundamental aspect of nearly all mineral deposits is the inherent variability of the mineral assemblage and composition. A utopian goal of any processing plant is to have the process so flexible and so well-defined that an automatic process control system can optimize the economic recovery at all times. Since this is rarely possible, a continuing or at least a periodic testing program is desirable. Variables to be considered are: 1) Ore body inconsistencies. 2) Zonal variations. 3) Feed variations from mining plan or methods. 4) Variable performance of processing units due to wear. 5) Seasonal or other changes affecting processing conditions such as water quality, temperature, etc. 6) Changing market conditions for product quality or byproducts. 7) Technological advances in processing methods or equipment. 8) Increasing demands for environmental control. 9) Changing economics of competitive processes, of supplies, of capital investment vs. labor costs, etc. Sampling Procedures Preliminary Guidelines for Sampling Ore Deposit Studies. t At a very early stage, it is essential that the mineral processing engineer receive a sample of the ore. This may be a portion of the diamond drill core or a split from the trench, pit, churn drill, channel, or sheet sample. Even a grab sample may have some value, but it should be selected by the mining engineer or exploration geologist to be as representative of the ore body as possible within his best judgment. The sample delivered to the process engineer should have been subjected to as little prior crushing as is practical since fine sizes are difficult to concentrate. In addition, finely ground ores are readily oxidized and thus may give misleading test results. Furthermore, ground samples may make it impossible to eval¬uate either the comminution or the coarse-gravity concentration pro¬cesses. For an initial evaluation, a good deal may often be learned from a sample of only a few pounds if that is all that is available. To obtain the maximum information from a sample, its selection should be carefully discussed with the mineral processing engineer. In addi¬tion to being as representative as possible, the mineralogically distinct samples should be carefully segregated rather than composited. Since drastically different processes are often needed to process samples of differing mineralogy, considerable care and time must be exercised during this sample collection step. The segregation of samples showing gross mineralogical differences, such as the oxide caping on a sulfide deposit or a laterized zone, is easy. It is the more subtle changes in mineralogy that can often elude the field man. Yet these differences are often sufficient to dictate that an entirely different type of process be used. Obviously, the selection of these initial samples for ore testing and mineralogical studies requires that it be done by a man of consider¬able experience and judgment. While the mining engineer or field geologist is collecting these samples, he should also note and convey to the processing engineer such details as water quality and availabil¬ity, terrain, potential mill location, tailings-disposal areas, case of transportation, etc. As the property is developed with additional drill holes, adits, etc., larger and more representative samples will be required to develop the ore-processing flowsheet more adequately. If pilot-plant studies are required, a very large sample may be necessary. Though the type and amount of sample collected for flowsheet development investigations vary widely, gathering a representative sample of the ore body is a prime requisite for any process development effort. The overall economics of a coal production unit are governed by a number of interdependent parameters which individually and collectively affect the final result. A business judgement is measured through return on investment considerations and in this respect, a sensitivity analysis proves useful. Figures 1 and 2 show how the various parameters affect return on investment through unfavourable change from planned or expected values. In the case of metallurgical coals, the selling price negotiated is the primary and most sensitive variable, followed by transportation, clean coal yield and capital funds invested in mining. It is clear that coal preparation plant capital and operating costs are the least sensitive to R.O.I. For energy coals, the selling price is determined by heat energy content (x cents per million BTU's) and is therefore not con¬sidered as an interdependent variable. In this case, transportation cost is the major primary factor affecting the level of income. Again the amount of saleable clean coal or total yield has a major effect on return on investment. Most of the factors considered in Figures 1 and 2 are fixed and unfavorable change from planned values becomes critical but clean coal yield is to a great extent controllable during actual operations. Once the theoretical yield for a particular coal has been determined, the optimum return is achieved by approaching this theoretical yield as nearly as possible in practical commercial operation.
