The National Personal Protective Technology Laboratory (NPPTL) of the National Institute for Occupational Safety and Health (NIOSH) has undertaken a collaborative study with the Mine Safety and Health Administration (MSHA) to determine how well self-contained self-rescuers (SCSRs), deployed in accordance with Federal regulations (30 CFR 75.1714), withstand the underground coal mining environment with regard to both physical damage and aging. Apparatus tested included the CSE SR-100, the Draeger OXY-K Plus, the MSA Life-Saver 60, and the Ocenco EBA 6.5 and M-20. This report presents findings regarding laboratory-tested SCSRs in the tenth phase of testing, from July 2004 to March 2006. The SCSRs were tested on a breathing and metabolic simulator and on a human subject walking on a treadmill. The tests performed in this study are not the tests used for certification (Title 42 of the Code of Federal Regulations, Part 84). The tests performed in this study continue until the apparatus are empty to enable comparison of new versus deployed apparatus. The method for obtaining deployed SCSRs for this evaluation was not a random selection from the deployed population of SCSRs. We sought older apparatus with visible environmental impact rather than newer apparatus, and we attempted to sample a wide range of deployment modes. Although the results of these tests are useful for observing performance of the tested SCSRs, they are not representative of all deployed SCSRs. This report is the last of 10 report phases begun in 1982. Previous reports describe phases 1 through 9 [Kyriazi et al. 1986; Kyriazi and Shubilla 1992, 1994, 1996, 2000, 2002, 2004, 2006] A new evaluation protocol, with revised sampling strategies, test methods, and reporting procedures, is currently being designed to enhance the applicability of the results. The results of these studies suggest that the large majority of SCSRs that pass their inspection criteria can be relied upon to provide a safe level of life support for mine escape purposes. However, the storage and handling in the mining environment seems to have caused performance degradation in some of the apparatus. In this phase, phase 10, we found some CSE SR-100s (93 tested) that exhibited high CO2 levels, stuck-together breathing hoses, starter-O2 failure, breathing hose punctures and tears, high breathing pressures, and loose particulates in the breathing hose. The loose particulates caused coughing in human-subject tests. One MSA Life-Saver 60 (20 tested) in this phase had a stuck-open relief valve. One Ocenco EBA 6.5 (50 tested) had an unattached O2 supply hose. An unexplained phenomenon occurred with two Ocenco M-20s (20 tested): low O2 flow rates preventing their successful use. Almost all of the failures noted involved units that failed their inspection criteria.

A relatively large proportion of the coal produced 1n the State of Washington, especially in the coking coal areas is of fine size; hence washing by means or coal-washing tables to reduce the ash content is commonly practiced. For this reason the program of research in coal washing conducted jointly by the U. S. Bureau of Mines and the College of Mines, University of Washington, has given special attention to the mechanism or the separation of coal from its impurities as effected by the coal-washing table with the object of increasing its efficiency. Previous work has evaluated the role of stratification the influence of size, specific gravity and respective shapes of particles in the feed, and the affect of hindered-settling classification of the feed prior to tabling.

A knowledge of the mechanics of wave propagation through the earth is essential if reliable communication systems are to be designed for coal mine environments. To obtain a reliable basis from which accurate propagation predictions could be drawn, a series of theoretical studies have been prepared for the US Bureau of Mines by Mr. Ramsay Decker of Spectra Associates, Inc. through a subcontract with Collins Radio Group. These reports formulate the analytical techniques from which we may derive frequencies and antenna configurations that yield the optimum signal-to-noise ratios over the greatest distances in mine environments. The reports of sections 2 and 4 deal with analytical techniques for determining the signal-to- noise ratio within a mine environment for loop-to-loop and line source-to-loop antenna con- figurations. The analytical results of these reports were then implemented into computer programs to obtain predictions concerning through-the-earth signal propagation. These preliminary predictions are based on noise data compiled by Bensema, Maxwell and Stone, and WVU prior to the extensive research conducted by the National Bureau of Standards (NBS). These initial measurements indicated a 20- to 30-dB lower noise level than that measured recently by NBS. The recent NBS data is that used by Collins in the final predictions. The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory, cooperated with Tecrete Industries Pty. Ltd. and BHP Australia Coal in a research program to evaluate the strength characteristics and air leakage of four seal and two stopping designs for use in underground coal mines. A fundamental safety research area for NIOSH is to eliminate the occurrence of coal mine explosions or to mitigate their effects. One approach to achieve this goal is to develop new and innovative seal designs that provide increased explosion isolation protection for the mining personnel against ignitions that originate from within the gob or. other worked-out areas of the mine Full-scale seals and stoppings were constructed in the Experimental Mine at Lake Lynn Laboratory near Fairchance, Fayette County, PA. They were ail--leakage tested, then subjected to a series of explosions with average pressure pulses ranging from 25 to 500 kPa (3.5 to 72 psi). Instrumentation measured seal displacement and acceleration as a function of time, providing data to assist in the development of numerical models 1'01- future seal design. All three seals designed with Meshblock wire forlnwo~-k ant1 a lnonolithic shotcrete core withstood the first explosion test, which generated an avcr-age rnaximu~n pressure of - 140 kPa (-20 psi) while maintaining acceptable air leakage rates. These seals I-anged from 175 to 325 mm thick. They included a 2.7-m-high by 325-mm-thick seal that was tesled 27 hr after completion against this - 140-kPa explosion pressure, a special requirement of the test program. This seal survived explosions with pressure pulses up to 300 kPa (43 psi). The 2.3-m-high by 325-mm-thick Meshblock seal survived three explosion tests with overpressures up to 455 kPa (66 psi) and satisfied the air leakage criteria. A I ,200-mm-thick plug seal was constructed of two Gunmesh formwork walls in-filled with shotcrete and a 3,450-kPa (500-psi) strength Aquablend core. This plug seal survived three explosions with pressure pulses ranging 11-om 150 lo 430 kPa (-22 to 62.5 psi) with no measurable postexplosion air leakage. Two Gunmesh stoppings with thicknesses 01' 40 and 75 inln withstood explosion overpressures of 23 and 115 kPa, respectively. Anchoring all seal and stopping designs into the roof, ribs, and floor with steel "rootbolts" provided very effective boundary constraint that is critical to the performanceofstructures subject to explosion overpressures.

Present-day interest in the rare-earth elements and their compounds, for both metallurgical and ceramic uses, makes it highly desirable to accumulate basic thermodynamic data that can be applied to theoretical considerations of the processing of these substances. Such data still are seriously lacking. This Bureau of Mines paper reports the results of high-temperature heat content measurements of the sesquioxides of four rare-earth elements--europium, gadolinium, neodymium, and samarium--and of the closely related element, yttrium. The temperature ranges covered by the measurements are as follows: Monoclinic Eu2O3, 298°-1,802° K. Cubic Eu203, 298°-1,350° K. Monoclinic Gd203, 298-1,802° K. Cubic Gd203, 298°-1,550° K. Pennsylvania anthracite coal is almost universally recognized to be the solid fuel best suited for domestic use when cleanliness , convenience and cost are considered . At various times and in various localities , however, conditions so affect the supply that it becomes insufficient or is too high in price and recourse must be had to other fuels as substitutes . In practically every district in the United States where anthracite has been the common domestic fuel , some other fuel is available as a substitute . In even the most severe climates such fuels are used either as emergency substitutes for anthracite , or as the ordinary domestic fuel . There may be some drawback to the use of such fuel , such as the need of more frequent attention to the furnace , smoke , soot and dust , in the case of solid fuels lower in price than anthracite , but these inconveniences must be accepted as necessary accompaniments to a decreased fuel bill . The cleanliness and ease of handling anthracite in the house must be considered in the light of a luxury and a higher cost of heating with this fuel must be expected . That a growing number of people are willing to pay for such added convenience is evident from the increasing mumber of heating installations using oil , gas and electricity , all of which are more convenient and usually more expensive even than anthracite .

"The Bureau of Mines has studied blasting practices in metal mines of the Southwest. The investigation of blasting drift rounds showed among other results, that cut-holes in ground difficult to break could be chambered to advantage under some conditions.In open--cut mines, chambering nearly all holes before blasting is the common practice. Two or more free faces are generally maintained in this type of work, and the amount of explosive necessary to break any bench or bank can usually be estimated from the yardage to be moved. However, in blasting drift or tunnel rounds only one free face is available before the cut-holes are shot, and the quantity of explosive required is generally ascertained best by trial.In addition to being the most difficult to break, the cut-holes are the most important of a drift round. When the cut-holes ""break bottom"" less work is required of the other holes, and a full break of the round is generally obtained. In ground difficult to blast, extra care and expense are justified to insure that the cut-holes ""break bottom.""At many mines the work is so organized that all blasting is done at the end of the shift, and a decided advantage would have to be gained to make chambering of the cut-holes economical. Also, in many mines blasting during the shift would not be practical. One or two holes could probably be drilled during the time necessary to do the chambering. However, under certain special conditions, such as in small operations or those where ""leasers"" or contractors are working, drill holes could be chambered should there be an advantage in doing so. Moreover, in some mines it might be practical to chamber the cut-holes at the lunch hour. In ordinary rounds the cut-holes are generally drilled by noon. It would not be necessary to tear down the drill or remove tools from the face to do this work of chambering."

The U.S. Bureau of Mines (USBM) conducted mineral investigations in the 1,227,000-acre Emigrant Trail study area of Nevada during 1992. During the USBM investigation of 25 areas of development interest, 190 mineral localities were identified and 260 rock and 50 alluvial samples were taken. At least 0.5 million troy ounces of gold, 2.3 million troy ounces of silver, 3.3 million pounds of copper, 10.9 million pounds of lead, 2.4 million pounds of zinc, 500 tons of alunite, 40,000 tons of sulfur, 9,000 pounds of mercury, and 21,000 pounds of tin have been mined from the area and vicinity. Adjacent to the study area, gold is being mined at large, open-pit gold mines, the Hog Ranch and Hycroft Resources, Inc., Sulphur mines, and new production is planned at the Rosebud LAC/Equinox. Hog Ranch mine is nearing depletion, but resources of more than 0.5 million troy ounces of gold and about 5 million ounces of silver are estimated for the Rosebud LAC/Equinox project and more than 0.4 million ounces of gold for the Hycroft Resources, Inc., Sulphur mine. Significant investigations are occurring at SP Ridge and other sites near Scossa and at the Dan claims in the Southern Calico Mountains. Precious opal, placer gold, and geothermal energy resources occur in the study area and vicinity.

In recent years the issue of human stress response in emergency workers has begun to receive attention. This paper presents a rationale for considering human stress as a significant factor in the management of emergencies. It discusses the concept of stress, Critical Incident Stress in emergency responders, and introduces the Critical Incident Stress Debriefing (CISD) process. It is suggested that, in a disaster, the CISD process can improve the effectiveness of response teams on site, their turnaround time on site, and post disaster time off the job. This paper, prepared by a US Bureau of Mines research psychologist, offers some ideas to the mining industry in general, mine rescue trainers, and more universally, to those responsible for developing emergency management plans.

In 1927 Coghill5 showed that there is considerable liberation of the iron oxide mineral from gangue when the Alabama red iron ores are ground to a size suitable for classification and tabling, but that there is not sufficient to make possible a high extraction and a high grade of concentrate. Coghill states: High extraction and high grade of concentrate cannot be obtained without grinding to a size comparable with flotation or cyanide practice. If grade of concentrate be sacrificed the grinding need not be so severe.

As part of research conducted in its mission to effect pollution abatement, the Bureau of Mines, U. S. Department of the Interior, is developing a dewatering technique that allows for disposal of phosphatic clay wastes, for reuse of water now lost with clays, and for reclamation of mined land. The technique utilizes a high-molecular-weightnonionic polyethylene oxide polymer (PEO) that has the ability to flocculate and dewater phosphatic clay wastes. A synergistic flocculation study was made to determine whether a portion of PEO could be replaced by other reagents. Several groups of reagents were tested: (1) those that increased the zeta potential of the phosphatic clay wastes; (2) those capable of hydrogen bonding; and (3) those which flocculated the phosphatic clay waste. Reduction in PEO consumption occurred only with addition of those reagents able to flocculate the slime. The use of natural guar gums resulted in a lower PEO requirement and also yielded a dewatered product of higher solids content, 43 to 45 percent, versus 33 to 35 percent obtained with PEO alone.

Since the passage of the Coal Mine Health and Safety Act of 1969, the Bureau of Mines has made many advances in mine communications. These efforts have resulted in the following developments and demonstrations: Surface-to-surface electromagnetic transmission of baseband voice signals through overburdens as deep as 600 feet. This transmission was achieved with equipment from the Interim Mine Rescue and Survival System Program, and demonstrated that baseband voice communications could be obtained through these overburdens in the absence of mine-generated noise; that is, when the mine power system was shut off, However, during mine operational conditions, the mine-generated noise proved to be so large that effective baseband voice communications to the desired depths could not be effected.

A major hazard to workers in underground mines is fire and the resulting contaminated air. Fire reaches miners thousands of yards away with carbon monoxide gas and other toxic fumes. The same ventilation system that furnishes fresh air to miners can also be the vehicle to carry contaminated air to remote locations. To reduce these problems, the U.S. Department of the Interior's Bureau of Mines entered into Contract H0242016, "Mine Shaft Fire and Smoke Protection System," with FMC Corporation, Santa Clara, California, to evaluate mine shaft fire and smoke hazards and to develop and demonstrate a low-cost, reliable mine shaft fire and smoke protection system that would be applicable to a majority of metal and nonmetal mine shafts, including raises and winzes, especially in deep mines.

The Bureau of Mines developed a hydrometallurgical method for recovering mercury metal from mercury sulfide concentrates. Sulfide flotation concentrate from the McDermitt Mine was leached in a cupric chloride solution at 80° C. The redox potential of the solution was maintained at 850 mV during leaching by chlorine sparging. Mercury extractions exceeded 99 pct in 3 h of leaching. After leaching, the pH of the solu-tion was increased from 1 to 4.5 to precipitate copper as atacamite. The pregnant solution typically containing 100 giL Hg was sent to elec-trolysis to produce high-purity mercury metal and chlorine for recycle. In a 200-A electrolytic cell operated for 24 h, current efficiency was 99 pct and the energy requirement was 0.9 kW·h/lb of mercury produced. Mercury removal from the waste stream was also investigated. Iron or zinc cementation, sulfide precipitation with H2S, and activated carbon adsorption all decreased the mercury concentration from 10 giL to 0.01 mglL, which is less than the Environmental Protection Agency limit on wastewater of 0.02 mg/L.

A prototype mucking machine designed to operate in narrow-vein stopes was developed by Foster-Miller, Inc., Waltham, MA, under contract with the U.S. Bureau of Mines. The machine, called a compact loader-trammer, or minimucker, was designed to replace slusher muckers in narrow-vein underground mines. The minimucker is a six-wheel-drive, skid-steered, load-haul-dump (LHD) machine that loads muck at the front with a novel slide-bucket system and ejects it out the rear so that the machine does not have to be turned around. To correct deficiencies of the tether-remote-control system, a computer-based, radio-remote-control system was retrofitted to the minimucker. Initial tests indicated a need to assist the operator in guiding the machine in narrow stopes. An automatic guidance system that used ultrasonic ranging sensors and a wall-following algorithm was installed. Additional tests in a simulated test stope showed that these changes improved the operation of the minimucker. The design and functions of the minimucker and its computer-based, remote-control system are reviewed, and an ultrasonic-sensor-based guidance system is described.

Pilot plant studies showed the technical feasibility of fluidized-bed operation for producing hydrogen and synthesis gas by the steam-iron process. A mixture of iron and iron oxide from 20-to 100-mesh was partially reduced with a simulated producer gas and then oxidized with steam and/or carbon dioxide. Results of tests show the effects of pressure, temperature, bed height, gas-to-solids ratio, type of iron oxide, and composition of gas on the gas and solids conversions during reduction and oxidation. A baffled free-fall solids system was also found operable. The short residence time of about 5 seconds limited conversion of the solids.

"IntroductionThis preliminary report deals with the effect of oxygen pressure on the ignition temperature and combustibility of oils, it is the third of a series which will present the results of an investigation being made by the Bureau of Mines, on oxygen-oil explosions. The purpose of this research is to obtain technical data that will serve as a basis for safety precautions general outline of the problem has been given in the first report (Serial 2507).The present experiments have resulted in (1) a method for determining spontaneous ignition points of oils in an atmospheric of oxygen under pressure; and (2) the determination of these ignition temperatures for three typical oils, one being an animal oil (sperm), one a vegetable oil (linseed), and one a mineral oil (""Moiloil A"").These experiments on explosibility of oil were performed in order to discover the general nature of the phenomenon, especially the order of magnitude of the temperature necessary for spontaneous explosion (120°C. and upwards) and the effect of pressure variation (negligible as regards ignition temperature but important in relation to the violence of the explosion). A continuation oftests should provide a basis for selecting the safest lubricants for high pressure compression of gases particularly air and oxygen; and should be of value when devising new specifications for lubricants, both in the government departments and the compressed-gas manufacturing industry."

"INTRODUCTION The Yancey-Crawford tract, located 1-1/2 nines east of Yancey station on the Norfolk & Western Railway in Rockingham County, Va. was from 1917 to 1941 considered an unusually promising manganese prospect. Because of the favorable geologic formations and because of the common occurrence of manganese in the district and Virginia's large production of these minerals from this area, geological report 3/ have listed this tract as the No. 1 prospect in the State. During World War I, extensive geologic studies were made to locate manganese deposits similar to those exploited at the Crimera mine near Waynesboro to alleviate this mineral shortage during the existing emergency.In September 1941 the Bureau of Mines started exploratory drilling on the tract in an effort to discover and block out reserves of manganese minerals as authorized by the 76th Congress under the Strategic Materials Act. After five drill holes wore sunk, the project was terminated October 1941."
