Knowledge of risks from exposure to hand-arm vibrations is usually presented by clinicians and researchers from a medical and engineering point of view. There is a strong need to develop innovative health promotion programs for exposed workers. Risk perceptions by vibration exposed workers and HAVS (hand-arm vibration syndrome) affected workers are less well known. In 1983, Brubaker demonstrated that 75% of studied fellers thought that whitening of the fingers was part of the job and/or an unrelated nuisance, while only 25% believed it was a disease. 1Grounds also showed that even though there were a very high number of forestry workers with white fingers, none considered quitting because of their condition. 2 It seems that many workers hesitate to declare the illness or believe they are less affected than they really are, perhaps from fear of losing their jobs and livelihood. 3 Risk awareness, on the part of exposed workers and their employers, as well as knowledge and acceptance of available preventive solutions are necessary steps before installing adequate preventive measures, whether organizational, behavioral or environmental. Workers need to understand fully the hazards and risks in order to be able to make informed decisions under uncertain conditions.4 Prerequisites include the following: workers knowledge about the risk, their attitude towards it, which in turn, can be influenced by values, needs and interests. Also, knowledge and attitudes towards safety behaviour, organizational or environmental barriers must be taken into account. Our research focuses on these key elements, which help bridge the gap between health promotion research and practice. Methods A descriptive exploratory study is in progress with workers exposed to hand-arm vibrations. It uses qualitative methods that include focus group discussions with workers exposed to hand-arm vibrations, as well as individual interviews with other key informants (employers, health care professionals). An open-ended questionnaire was developed to collect qualitative data on perceived risks and solutions to prevent or reduce HAVS. Based on an integrated theoretical framework related to known determinants of behavior change, the analysis will focus on the following5: 1) knowledge of health effects, safety, well-being and/or quality of life 2) related beliefs about individual susceptibility and severity of consequences 3) attitude and values related to hand-arm vibration exposure 4) knowledge and attitudes towards exposure reduction, as well as perceptions of barriers and facilitating factors for these measures, in the workplace environment or otherwise.

Virtually every available measure of total world mineral industry activity demonstrated that 1982 was little, if any, better for the industry than 1981 had been. Levels of production, trade, and consumption for virtually every major commodity declined; unit prices for most commodities fell, particularly in terms of constant dollars, and as a result of cutbacks in output and lower prices, capital available for investment within the industry was reduced. These conditions, coupled with the existence of considerable idle capacity, tended to retard investment, although there was an upturn in U.S. oil industry investment overseas. Despite the overall depressed situation of the world's mineral industry, there were indications of possible improvements in market economy countries near yearend, as output of some materials increased marginally and as prices for some mineral commodities reversed their downward trends. The downturns in total world mineral industry activity were not universal from the viewpoint of individual countries. Indeed, output of a number of commodities increased in centrally planned economy countries, and these gains were insufficient to offset declines in market economy countries, thereby sharply altering the proportion of total world output accounted for by each of these two groups of countries. There was a similar shift in consumption on a percentage basis.

"INTRODUCTION The presence of the zinc-lead-copper deposits an the north slope of Mount Eielson, Mount McKinley National Park, Alaska, has been known for many years. The deposits were examined by J. C. Reed, a geologist of the United States Geological Survey during the summer of 1931. Alabama ranked 19th in the Nation in nonfuel mineral value1 in 1994, down from 18th in 1993, according to the U.S. Bureau of Mines. The estimated value for 1994 was $576 million, a 2.5% increase over that of 1993. This followed a 3.5% increase in 1993 over that of 1992. The State accounted for a little less than 2% of the U.S. total. Nonfuel mineral production in Alabama consisted entirely of industrial minerals; no metals were mined in the State. Bauxite materials mined in the State are a natural mixture of bauxitic clay and bauxite having very low iron oxide content and are primarily used to make refractory (high temperature resistant) products, rather than in the production of primary aluminum. In descending order of dollar value, the top four mineral commodities produced in Alabama were crushed stone, portland cement, lime, and construction sand and gravel. These commodities accounted for almost 88 % of the State's total non fuel mineral value, while crushed stone and portland cement together represented almost 65 % of the total. In estimated mineral production for 1994, Alabama remained first in common clays and first of only two States that produced bauxite; third in lime, kaolin clays, and fire clays; seventh in portland cement and salt; and was one of the top seven States that produce bentonite clays. The State dropped from third to fifth in masonry cement. Production of talc and pyrophyllite resumed in 1994. Compared with 1993, the value of crushed stone, lime, construction sand and gravel, common clays, kaolin clays, fire clays, bauxite, and talc and pyrophyllite increased. Decreases occurred in portland cement, masonry cement, industrial sand and gravel, and dimension stone.

In This Chapter [Methane ignition as initiation source for much larger secondary coal dust explosions Rock dusting requirements to prevent coal dust explosions Dangers of hybrid mixtures of methane and coal dust] Although methane explosions are dangerous, those that involve coal dust are even more so. If exploding methane disperses and ignites the coal dust that has accumulated on the mine ribs and floor, the burning coal dust immeasurably increases the strength of the explosion. Such methane-dust explosions are prevented by inerting the coal dust in a way that prevents the exploding methane from igniting it. This chapter discusses the dust hazard and how it is pre-vented in U.S. coal mines. METHANE IGNITION AS INITIATION SOURCE FOR MUCH LARGER SECONDARY COAL DUST EXPLOSIONS The typical scenario for coal mine explosions starts with the ignition of a flammable methane-air atmosphere near the face. The turbulent winds from the primary methane explosion then disperse the coal dust. If there is insufficient rock dust (usually limestone), a secondary coal dust explosion then propagates throughout large sections of the mine. These scenarios have been studied extensively at the Bruceton Experimental Mine (BEM) and the Lake Lynn Experimental Mine (LLEM) of the NIOSH Pittsburgh Research Laboratory. The minimum quantity of methane required to initiate a coal dust explosion was studied in 1930 in the BEM [Rice et al. 1933; Nagy 1981] and then later in the LLEM, whose cross-sectional area (130 ft2) is over twice that of the BEM [Sapko et al. 1987a]. Studies conducted in the BEM closely simulated conditions that existed in operating mines in the early 20th century. The later tests in the 20-ft-wide entries of the LLEM simulated the geometries of modern mines with advanced roof support technology. The data from the BEM tests show that 13 ft3 was the minimum quantity of methane at the face that, when ignited, would disperse and ignite coal dust. In the BEM, this amount of methane was mixed with air to form a total flammable volume of about 140 ft3 of a 9% methane-in-air mix-ture. In the wider entries of the LLEM, about 37 ft3 of methane was required to disperse pure coal dust and start a self-sustained coal dust explosion. This amount of methane was mixed with

Mining men and State officials in their efforts to make mining safer are confronted from time to time with various complicated questions. In recent gears these questions have tended to increase with the use of mechanical appliances. Twenty-five years ago electricity had been used but little in mires; today there is practically no other means of transmitting power employed in American mines, except that in metal mines compressed air is used, chiefly for drilling and for operating small portable hoists. In coal mines there has been a great increase in mechanization, which tends to concentrate the work of production in small areas and to increase the local difficulties of ventilation; also, it has intensified locally the hazard from coal dust as well as firedamp in bituminous and subbituminous mines. The answers to the questions that arise are not always obvious, as is shown by the fact that even able, experienced men differ in their opinions of the best, way to overcome a particular mining hazard. The difficulty of .solving the problems is also demonstrated by the varying provisions in mine-safety rules, both in official regulations and in the rules of those mining companies that are endeavoring to do more than follow the letter of the law. Such differences of opinion as to the best way of meeting a difficult situation are often found within the same mining organization, and, similarly, varying opinions are held by different members of the Bureau of Mines staff.

PRODUCTION in the United States of carbon black has increased from 20 million pounds per year in 1920 to over 2 billion pounds in 1964 valued at $156 million, mostly for consumption by the rubber-tire industry, which uses over 90 percent of total production. Production of over 2 billion pounds in 1964 is a 7.8-percent increase over 1963 and is the first time furnace black production has topped 2 billion pounds. Although 1964 channel black production dropped 6 percent below 1963, carbon black produced by the furnace process, which ac-counted for 92 percent of total production, increased 9 percent to 2,053 million pounds. Total shipments during 1964 amounted to 2,245 mil-lion pounds, a 7 percent increase. This growth parallels the expansion of the automotive and petroleum industries. Along with this expansion have been many advances, both in methods of manufacture and in the quality and variety of blacks available to industry. There are several kinds of carbon black, thermal, channel, furnace, lamp, and oil blacks. Until recently, channel has been the important black in rubber compounding. Following the introduction of the synthetic GR-S, and more recently of "cold rubber," it has been found that certain furnace blacks with particle size larger than that of the standard channel black give superior reinforcement. A great advantage of furnace black is that its yield per unit of gas feedstock is higher than that of channel black. The 184-million-pound increase in domestic carbon black sales was partially offset by a 37-million-pound decrease in exports. Decrease in exports especially to Europe, is expected to continue. In Europe, as in the United States, the major end use for carbon black is in the manufacture of automobile and truck tires. Although the number of automobiles in Europe is predicted to grow by about 7.5 percent per year, compounded until 1975, the increased demand will be met by a 20 percent increase in existing capacity and by the new plants being built in Europe by U.S. companies. Also) aromatic oils for producing furnace blacks are plentiful now that western Europe's chemical industry is switching to a petroleum base.

The exingencies of a world war have brought home to the American public, especially the people of the. Eastern States, the urgent need for conserving fuel. Transportation problems in the East have created an unprecedented situation wherein fuel-oil supplies are greatly restricted, and the consequent increase in demand for coal further complicates the problem of transporting and storing that commodity. People should awaken to the need for utilizing every possibly means of conserving to fuel, even to the extent of reducing the temperature in their homes.

The U.S. Bureau of Mines is conducting research that will lead to computer-assisted mining equipment. This research will facilitate improvements in safety by relocating workers from dangerous areas and will increase production by providing more accurate control with less downtime of equipment. A Bureau-developed microcomputer network enhances this research by permitting a group of diverse computers to interact with a mining machine as well as with each other over a common data link. The network is composed of specially integrated off-the-shelf hardware and industry-standard operating system and programming languages. Using the network, researchers can conduct various experiments with the mining machine using a diverse group of sensors, computers, and micro controllers. This report gives a brief background on the Bureau's work in computer-assisted mining, followed by discussions on the network hardware and architecture and the network packets, and an analysis of network operation.

This report presents the results obtained in a study of the technical feasibility of recovering a usable pig iron by pyrometallurgical treatment of typical copper reverberatory slags . The iron in the slag was readily reduced with carbon , but the copper and sulfur content of the metal was best controlled by a three - stage procedure comprising ( 1 ) melting the slag with pyrite to remove copper as a low- grade matte , ( 2 ) smelting the partly decopperized slag with fluxes and carbon to reduce the iron , and ( 3 ) refining the impure iron alloy from step 2 with a flush slag to remove sulfur and residual copper . Laboratory - scale tests demonstrated that washing with 8 wt pct of pyrite lowered the copper content of a typical reverberatory slag from 0.58 to 0.12 Subsequent smelting of a mixture composed of 70 pct decopperized slag , 25 pct lime , and 5 pct coke reduced 84 pct of the iron to metal containing 2.27 pct sulfur . This metal then was successfully desulfurized by treatment with a basic flush slag to produce a finished metal that contained , in percent , 93.5 Fe , 0.02 S , 0.26 Cu , and 4.9 C. Overall recovery of iron under the conditions of trial was about 80 pct . This could be increased if higher tolerances for copper could be accepted . Commercial processing would be accomplished in three furnaces with molten materials passing from one to another . Currently produced smelter slag could be treated fairly inexpensively , because the molten product would require only a little additional heat to produce an iron byproduct that undoubtedly would be attractive to local foundries .

The Buckrange reservoir, Stephens field, Ark., is approaching the economic limit of production under present operating conditions. Over 100 million barrels of oil remaining in the reservoir will not be recovered by primary producing methods. The Bureau of Mines, in cooperation with the Arkansas Oil and Gas Com-mission, made the petroleum-engineering study presented in this report to aid operators in evaluating secondary-recovery possibilities in the reservoir and in planning secondary-recovery programs if their initiation is decided. The Stephens field, in Columbia, Nevada, and Ouachita Counties, Ark., is about 12 miles northeast of Magnolia, Ark., and 15 miles west of the Smackover field. Surface elevations in the area average about 240 feet above sea level.

Literature concerned with management and supervisory training was reviewed and analyzed from the perspective of relative effectiveness of various training methods for improving knowledge and awareness, changing attitudes, improving problem solving skills, improving interpersonal skills, and improving on-the-job performance. Conclusions were drawn relative to each method and the current state of the field of management and leadership training. A 168 item annotated bibliography is presented.

Consumption and intensity of use trends for twelve metals, by industrial end use, were estimated for 1972 through 198Z. The trends were then forecast through 1993 using standard statistical methods. The intensity of use measure selected is the quantity of metal consumed per constant dollar output of a specific industrial sector. The metals studied were aluminum, chromium, cobalt, copper, lead, manganese, nickel, the platinum-group metals, tin, titanium, tungsten, and zinc. Average annual growth rates for the following four of the twelve metal increased from 1972-82 as follows: aluminum, 1.00 percent; platinum-group metals (consisting of platinum, palladium, and iridium), 8.83 percent; titanium, 7.82 percent; and tungsten, 6.09 percent. Consumption. for the remaining eight metals decreased at average annual rates ranging from 0.58 percent (copper) to 5.37 percent (manganese).

Real gross national product (GNP) grew at a seasonally adjusted annual rate of 2.2% in the third quarter, down from a revised 3.0% in the second quarter, according to preliminary data from the U.S. Department of Commerce (table 1). The slowdown in the rate of growth was attributed to the summer drought, a larger trade deficit, and a decline in Federal spending for defense. Exports slowed from the second quarter, as the dollar, compared with other industrial country currencies, edged up. Imports of both consumer goods and capital goods rose sharply, with consumers buying more foreign cars, computers, and electrical machinery. Although net exports of goods and services deteriorated slightly from the second quarter, the U.S. trade position continues to be much improved from 1987 and first quarter, 1988. Business spending for new plant and equipment rose at a 4.6% pace, well below that recorded earlier in the year. The 3.5% increase in consumer expenditure was accounted for mainly by nondurable goods and services; expenditure for durable goods--those products lasting more than 3 years--rose only 0.4%. Inflation, as measured by the fixed-weighted GNP price index, rose at an annual rate of 4.9% in the third quarter. Prices rose slightly less than they had in the second quarter, when inflation reached a 6-year high. In September, 1988, the President signed a U.S.-Canada free trade agreement (FTA) which will eliminate all tariffs and most nontariff barriers between the two countries by 1999, thereby creating the world's largest open market. In 1987, U.S.-Canadian bilateral trade totaled $161 billion. The expansion of trade is expected to generate 5% higher growth for Canada and up to 1 % higher growth for the United States by the end of the century. The higher growth for the United States translates into an estimated 750,000 jobs, and $2.4 billion in exports. Canadian parliamentary approval of the agreement is still required before the treaty can take effect. The debate in Parliament is continuing, and the issue is not expected to be resolved until after the November 21 election.

Bus drivers represent a large segment of the US transportation industry and research has shown an association between exposure to Whole Body Vibration (WBV) and the high rates of low back disorders. Impulsive WBV exposures have been recognized as a risk factor for low back injury and new guidelines exist for their measurement and assessment (ISO 2631, Part 5). Methods to accurately and better characterize the impulsiveness of WBV along with the temporal patterns of the exposures are needed. The development of a hardware and software system to measure continuous TWA and raw, impulsive WBV exposures and the design of a subsequent study are presented. Methods Using two Larson Davis HVM 100 as accelerometer amplifiers, small external batteries, and a Pocket-PC (PDA) with 1 Gb of compact flash memory, we can collect up to 16 channels of data for a full day 600 Hz. Tri-axial WBV exposures will be measured and characterized at the frame of the bus and at the driver/seat interface (seatpad accelerometer). Using a repeated measures design, 20 bus drivers will drive on selected routes which include both city streets and highways, and within and between subject components of variability and exposure determinants related to the bus, bus seat, the bus driver, and the route will be identified. Global Positioning System (GPS) data will also be collected and integrated with the WBV exposure data to facilitate the identification of the location, velocity and type of road associated with high average TWA and impulsive WBV exposures. This system may be used to develop administrative (alter speed and/or route of bus, systematically vary type of routes) and/or engineering controls (identify and trigger the need for street repair) to reduce high WBV exposures. Results Our portable Pocket-PC based data acquisition system is up and running and we can collect seven channels of WBV data (seat pan tri-axial accelerometer, bus frame tri-axial accelerometer and GPS data) continuously for a full shift. The software analysis of the data is complex but nearing completion. We have incorporated the vibration dose calculations from ISO 5321, Part 5 and have obtained a Matlab-based routine to appropriately weight the continuous signals. Discussion In summary, the measurement of WBV is complex but new technologies open avenues of collecting and assessing WBV exposures that were previously not possible. The standardization of impulsive WBV exposure assessment methods is needed to further the discipline and better enable comparisons across studies.

This annual report deals with a multi-faceted research effort to increase mine electrical system safety. The project can be broken down into six task areas. Task one deals with the development of tests and instrumentation to perform these test- that are designed to detect incipient faults on mine power systems. This program also encompasses evaluation of the tests and automation of data collection and recording using a microprocessor. Task two concerns the prediction and suppression of mine electrical transients. This program involves digital simulation and suppression hardware evaluation. Task three deals with the reliability and fail safe assessment of various components of the mine electrical system including both the protective system and bulk power system components. Task three deals with theoretical analysis, laboratory testing and in-situ testing in coal mines of power system devices. Task four is an effort to design an optimal mine electrical distribution system. The initial effort is along the lines of refining analytical tools such as the load flow model. Task five is an attempt to optimize the selection of molded case circuit breakers makes or models on the basis of total annual cost. Task six assesses the availability of equipment to satisfy existing federal regulations.

The study is an economic evaluation of historical, current, and projected refractory uses in the iron and steel industry of the United States. The first part of the report presents a refractories classification and identifies principal trends in the refractories industry; such as, value and volume of shipments, prices of finished refractory products, the number of manufacturers and plants for refractories production and marketing. The main part of the report treats refractory use patterns and technologic developments affecting refractories usage in the iron and steel industry. Changes in use patterns in each furnace type, refractory, and installation costs and the future outlook for refractories in ironrnaking and steelmaking are covered. The last part of the report identifies the principal raw materials used in refractories production and treats trends in refractory raw material consumption. An appendix to the report contains historical time series graphs of shipments of refractory types used primarily by the iron and steel industry and principal refractory raw materials sold or used by producers. An equation of the line of best fit was calculated from the earliest to the latest year in each time series, usually 1950 to 1965; these were extrapolated in order to derive volume estimates for the year 1975.

Among the more important factors involved in the use of high explosives in blasting operations is the means employed to bring about the detonation of the charge. When flame is applied to high explosives many of them may burn if not confined; but all of them when burning under certain conditions of confinement may detonate. Detonation may also be effected by mechanical means, such as frictional impact caused by a blow or by rubbing between surfaces. By this means, however, the full effect of the explosive charge may not be developed, so that a partial detonation, often accompanied by the burning of the explosive, results. When nitroglycerin was first used it was fired by the application of flame, but considerable difficulty was experienced in exploding it with certainty and in obtaining uniform resl'llts. In 1864 Allred Noble, a Swedish engineer, discovered that nitroglycerin could be surely and completely detonated by exploding in contact with it a small quantity of an initiatory explosive. Mercury fulminate was the substance then found capable of producing the best results There are many other fulminates and other substances that will produce complete detonation of commercial" high" explosives, but detonators or electric detonators containing mercury fulminate as the characteristic ingredient are still almost exclusively used in this country. The term" detonator" is used in the publications of the Bureau of Mines to designate what the miner calls a "blasting cap "-a copper capsule containing a small quantity of some detonating compound that is ignited by a fuse. The term" electric detonator" is applied to a blasting cap that is similar except for being ignited by means of a small wire which is heated to incandescence or fused by the passage of an electric current. One of the conditions prescribed by the Bureau of Mines for a permissible explosive a is that it shall be :fired by a detonator, or preferably an electric detonator, having a charge equivalent to that of the standard detonator used at the Pittsburgh testing station. A further requirement is that this charge shall consist by weight of 90 parts of mercury fulminate and 10 parts of potassium chlorate (or their equivalents). At the request of a manufacturer of permissible explosives, an investigation was undertaken by the bureau to determine the relative strength of detonators and electric detonators having different compositions. The tests of electric detonators herein reported were conducted by H. F. Braddock, junior chemist; J. W. Koster, J. E. Tiffany, junior mining engineers; and A. S. Crossfield, junior explosives chemist, at the Pittsburgh testing station of the bureau. Similar tests of detonators were not conducted because it was believed that the results would not show sufficient variation to warrant such tests. It is hoped that the conclusions drawn from the tests made will be of service to those using explosives by enabling them to select the grade of detonator or electric detonator that will insure the most effective results. The conclusions are given in this bulletin, which is published by the Bureau of Mines as one of a series of publications dealing with the testing of explosives and the precautions that should be taken to increase safety and efficiency in the use of explosives in mining operations. The results of tho experiments described in this bulletin show that the average percentage of failures of explosives to detonate was increased more than 20 per cent when the lower grades of electric detonators were used instead of No. 6 electric detonators, and was increased more than 50 per cent when these lower grades were used instead of No. 8 electric detonators. It is noteworthy, however, that when sensitive explosives, such as 40 per cent strength ammonia dynamite (p. 33), were tested under conditions ideal for detonation, the same energy was developed irrespective of the electric detonator used. When tests were made with a less sensitive explosive, such as a 40 per cent strength ammonia dynamite containing nitrosubstitution compounds (p. 32), the energy developed increased with the grade of the electric detonator used. For example, the average efficiency of four different explosives was increased 10.4 per cent when a No.6 electric detonator was used instead of a No.4 electric detonator, and 14.9 per cent when aN 0.8 electric detonator was used (see tabulation onp.45). The results of the tests emphasize the importance of using explosives in a fresh condition, but as fresh explosives can not always be had in mining work, strong detonators should be used in order to offset any deterioration of explosives from age.
