AS A whole, engineering schools have not awakened A to the fact that the workmen compensation laws passed in most of our states between 1914 and 1917 effected a quiet but none the less real revolution in. the relations between labor and management; no longer are industrial accidents unfortunate or careless happenings over which we feel a humanitarian interest and sorrow, they are a cost of the process and the finished product, as vital as improved design and increased efficiency. Last year the writer and others made a committee report to. the American Institute of Mining and Metallurgical Engineers on the cost of accidents in the coal industry of Pennsylvania. Comparatively the accident record in Pennsylvania coal industry is not high, yet the direct compensation cost plus the interference with operation cost of accidents was over 5 per cent. of the total cost of producing the coal. This stands out more vividly -if you realize that about 70 per cent. of the' cost of producing the coal is for payment of labor, wages that are fixed and over which engineering efficiency and management skill have little or no direct effect. This leaves 30 per cent. of the cost chargeable .to hoisting, haulage, overhead 'and other items subject to engineering control. One sixth of this is due to cost of accidents. Surely a direct place 'for an engineering attack.

Zeolites-crystalline hydrated aluminosilicates of the alkalis and alkaline earths-are important rock-forming constituents in sedimentary rocks and are potentially valuable industrial minerals. They have a framework structure that encloses interconnected cavities occupied by the relatively large cations and water molecules. The cations, chiefly sodium, potassium, and calcium, and the water have considerable freedom of movement within the structure and give the zeolite their cation- exchange and reversible-dehydration properties. IN the early days of mining in the Anthracite field, only the thicker and better seams of coal were mined, because of the limited mining and coal-cleaning facilities, therefore many of the thinner and less productive seams were permitted to remain unmined. With improvements in mining methods, the introduction of modem preparation plants, and the increased market demand for small-size coal, the thinner and more laminated seams have now become assets. In many instances these seams overlie the mined-out beds of the thicker and better seams, from which all recoverable coal was removed by the conventional breast-and-pillar method of mining. Some collieries in certain sections of the Anthracite field are now relying on these thinner and laminated seams. For the purpose of illustration, a large area in the Hickory Swamp-Ridge Basin of the western middle coal field has been selected, where as early as 1898 the No. 4, or Little Buck Mountain, seam was mined and pillars removed. The No. 5, or Buck Mountain, seam lying on a comparatively light pitch and with intervening strata of but 55 ft. of rock was not mined until 1935. Farther east, in the same basin the Nos. 8 and 9 seams, which are two splits of the Mammoth seam, have been mined and robbed and the workings have been abandoned since 1896. The overlying No. 9½ seam, or the upper split of the Mam- moth, and the No. 9¾ or 4-ft. seam remained virgin, with only an interval of 50 ft. of rock separating them, and with 40 to so ft. of rock strata separating the No. 9½ seam from the completely mined area of the Nos. 8 and 9 seams. These seams lie on a pitch of 45° on the south side of the basin and on 75° on the north side of the basin. Mining has been carried on in the 9½ and 9¾ seams for 3 years on both dips of the basin, for a distance of 3500 ft. In some sections the overlying strata of the thicker seams previously mined have settled without any apparent breaks in the upper strata, as indications have shown in the top split of the Mammoth; while in other areas the roof and bottom of this top split of the Mammoth have settled unevenly, thereby causing the bottom and roof to break into blocks. In attempting to mine over a large area of the No. 5 or Buck Mountain seam, a similar settlement has been encountered; the roof of the seam has been broken and a considerable amount of timbering has been necessary in order to make the mining of the seam possible. The conventional breast-and-pillar method, using shaker conveyors, has been used in the No. 5 seam, and a slant-breast method in the mining of Nos. 9½ and 9¾ seams. IS there a quick way of assessing the conditions of a newly exposed roof in a coal mine? This has always been a nagging question. The problem is that unless effective controls are established as soon as possible, it becomes extremely difficult to extract coal safely and economically from conventional underground milling operations. Until recently, little has been done to provide a means of measuring the structural behavior of a coal mine roof while the face advances during actual production. (In fact, most measurements have always been made after the fact or during a roof pull-down where the roof is actually caused to fail with no support.)

Coal mine refuse handling traditionally has been the redheaded stepchild of the industry-a problem to be ignored as much as possible. During the past few years, however, mining companies have become more aware of the potential water pollution problem associated with refuse handling and storage. Planning for refuse disposal involves environmental protection and the economics of refuse handling. For over two years, Monterey Coal Co. has operated a non-polluting refuse disposal system at its No. 1 Mine located in Brushy Mound Township of Macoupin County 6 miles south of Carlinville, Illinois. Drainage goes to Spanish Needle Creek and eventually to the Illinois River. The mine produced 3.5 million tons of clean coal during its first two and one-half years of operation and is designed to produce 3 million tpy of clean coal at capacity.

A BRIEF history of the growth of the anthracite-coal preparation will give a better view-point from which to judge the present problem of separating slate from coal. At the beginning of the commercial value of anthracite, 70 years ago, only the pure portions, or " splits," of the veins were mined and shipped to market, and without any preparation or screening other than the selection, while loading, of the glassy lumps, and the rejection of the fine material and the slate that had strayed accidentally into the coal. The next step was the crushing or breaking of the coal (hence the name Lt breaker" as applied to the preparation-building), and the sizing of it by means of bars or revolving screens. This stage of its development marked the advent of the "breaker-boy " as a slate-¬picker, with his ever-increasing capriciousness. As the richer veins or ? splits " became exhausted and the market demanded a still greater output, the less-pure " splits " and the thinner veins were utilized to produce the coal. Carrying as they do a far greater percentage of impurities; particularly when removing the pillars, it became necessary to build new and better equipped preparation-plants. Finally, we are now at the highest stage of complication yet known to the art of coal-preparation. The literature of the occurrence of quicksilver-ore in the United States does not contain, so far as the writer is aware, any mention of the locality herein described. In the preliminary report * upon the resources of the transPecos region of Texas, von Streerwitz gives a long list of minerals observed as occurring there, but cinnabar is not mentioned. In the second report upon the same region † mention is made of the reported existence of cinnabarite in one of the mountain ranges north of the Sierra Carrizo and the Bofecillos, but the author adds: " In spite of my careful examination of the float, I have not yet found any traces of this metal (quicksilver) up to the present time." The Geophysics Education Committee was organized in 1938 and presented its first report at the A.I.M.E. annual meeting in February, 1939, at a session held jointly with the Committee on Geophysical Methods of Exploration. REPORT OF 1939 The first task the Committee set itself was to find out in which universities the subject of geophysics was being taught, and the manner in which such instruction was given. A questionnaire was drawn up and sent out to 147 universities in the United States, Canada, and abroad. Of these 100 replied. Their answers were then tabulated and analyzed, yielding the information summarized in the following pages. Two universities, Colorado School of Mines and St. Louis University, actually maintain departments of geophysics, while 3 Canadian and 31 American universities give courses on the subject. In other institutions, 45 in the United States and 5 in Canada, more or less extended reference is made to geophysics in lectures on other subjects. Altogether, there are at least 86 universities in the United States and Canada at which students may obtain instruction of some kind in geophysics. To enter the courses in geophysics given by 33 American universities, certain prerequisites are demanded, varying with the level at which the subject matter is treated. In analyzing the prerequisites, some assumptions had to be made: one year of college mathematics was taken to mean up to, but not including, calculus, while three years was presumed to embrace a course in differential equations. On this basis, 16 per cent require only elementary college mathematics, 40 per cent require differential and integral calculus, and 31 per cent require differential equations. A few demand even more advanced mathematics, while some list no prerequisite mathematics beyond high school. Evidently a student contemplating the study of geophysics should ground himself in calculus and differential equations. In physics, similar assumptions have been made as to time required in the subject. PERSONNEL work is a term recently introduced to cover the great variety of activities in industrial work that deal with the human factor. Much attention has been focussed upon individual phases of personnel work, such as accident prevention, sanitation, "welfare" work, reducing labor' turnover, and so on. In most cases these activities have been carried on as though they were distinct and separate fields; as a matter of fact, they are only different phases of the single problem of human engineering, and each has important and fundamental relations with the others. Thus, for example, high labor turnover is one of the most .important causes of a high accident rate, and unsatisfactory housing conditions are an important cause of labor turnover. In the early stages of the study of these problems, it was necessary to take them up separately; the time has now arrived at which it is desirable to consider them as a whole in order to bring them into the right relation to each other. When thus considered as phases of an interrelated whole, they may be grouped as personnel work. A discussion of the importance of personnel work as a means of in creasing dividends in industry may be objected to by some as a too materialistic way of looking upon work that is humanitarian. Nothing could he more mistaken than such an opinion. Humanitarianism, per se, has no place in industry, and nothing is gained and much is lost in pre tending that it has. The only reason why a corporation engages in business is to make profits, and any activity of the corporation that does not tend either directly or indirectly toward that end is poor business. It is equally poor business to overlook any activities that do tend indirectly to the making of profits. On this basis, personnel work can be justified as a corporate activity; there is no justification whatever for abstract humanitarianism from the business standpoint. One characteristic of the American workman is a general high level of intelligence, and it is an insult to intelligence to ask a man to believe that anything so impersonal as a corporation is really desirous of benefiting

During the past few years there has been considerable activity in prospecting for oil and gas in several parts of western washington. From time to time seepages of oil or emanations of gas have been reported from various places. Several companies have been organized for the purpose of drilling, but only a part of these have actually begun operations. In certain localities very small seepages of oil occur, but up to the present time no oil or gas in commercial quantities has been obtained. In order to determine the conditions which may be favorable or unfavorable to the occurrence of petroleum it becomes necessary to know the character and extent of the geological formations in which such deposits might occur. In other regions where producing wells have been developed it is possible to know what formations contain the oil and what structural conditions influence its concentration in reservoirs or zones. It is usually possible to determine those strata which contained the materials from which the petroleum may have been derived and also the position and distribution of the more porous sandstone belts into which it may have collected. Detailed stratigraphic surveys may even determine the depth at which a certain known oil-bearing zone may be tapped at any particular place. It is also possible to recognize those formations which are presumably barren of oil, as well as those which are absolutely so. In new regions far distant from any of those which are now producing or have produced in the past, it becomes absolutely impossible to foretell whether oil may exist in commercial quantities or not. Assuming that such deposits do exist, it is extremely difficult to predict at what depth the produciqg zone or zones occur. However, in prospecting in a new and unexplored region, use should be made of such laws as have been found to govern the occurrence of petroleum deposits in other well-developed fields. Such deposits in their world-wide distribution are found almost exclusively associated with sedimentary rocks. Areas composed predominatingly of igneous and metamorphosed rocks are to be rcgarded as extremely unfavorable localities for the occurrence of commercial deposits of oil or gas. An analysis of the design of medium to hard rock tunneling machines is presented. The developed equations are used to compare performances and machine requirements using kerf and fixed pick cutters to bore a given rock. With the use of pick cutters, required thrusts can be greatly reduced and still achieve the same boring rate as with present day tooth or kerf cutters. It appears that the cutting coefficient, which for most boring machines is of the order of 0.1, should be increased to one or larger to facilitate rock removal by cutting rather than grinding. The depth of cut and the indexing distance should be greatly increased to make use of inherent rock weakness.

The Mechanism of solution of salt and mixed halites of sodium and potassium is reviewed. The variation in the rate of salt removal under both laminar and turbulent flow conditions is discussed. Many changes are possible in the development of solution cavities whether used for production of salts or for storage of hydrocarbons. The parameters influencing the type and shape of cavity formed with single well or multiple well systems are examined and information presented regarding field application of techniques developed and the means of controlling overall configuration of solution cavities.

Out of nine new major iron ore concentrators put in operation during the last three years, or expected to be commissioned in 1968, seven incorporate primary grinding mills and have a total design capacity of 13,150,000 ltpy of pellets, while only two include conventional rod and ball mill grinding circuits for a total design capacity of about 6,100,000 ltpy (Table I). This evolution in the application of primary grinding to hard, fine grained magnetite ores represents an important development in the technology of mineral processing. It has been the outcome of comprehensive testwork in the laboratory and in pilot plants.

Continuous sintering-a metallurgical process for more than 50 years-has broadened from its origin in nonferrous metallurgy to present-day applications in ferrous, chemical, and nonmetallic fields. During the past year, self-fluxing sinter production has been a subject of active interest to iron metallurgists in North America. Accomplishments however, have come predominantly from Europe and proper interpretation of these reports requires an understanding of European raw materials and European economics. The technology, of course, can be applied universally.

PREVIOUS to the introduction of the motor vehicle the broken stone or macadam road met the conditions of rural horse-drawn traffic better than any other type of road, but under fast motor traffic it has been proved to be quite unsatisfactory, and necessitates high maintenance charges. Such a road depends for its success upon the fact that the rock dust fills the voids between the stones and acts as a cement or binder. Under ideal conditions it should be constructed of rock so suited to the volume and character of horse traffic that only enough fine dust is worn from the stones of which the road is composed to take the place of that carried off by wind and rain; and when these conditions are met, the fine dust resulting from the wear. of traffic forms with the stone a smooth, impervious shell, shedding the surface water and protecting the foundation. With increase in the number and speed of motor vehicles, however, it was soon found that the cost of maintenance also increased, until at the present day highway engineers consider the old method of constructing and maintaining broken-stone roads increasingly inadequate, and are introducing every known type of binding material other than rock dust to cement the stone together. Among the most prominent types of products in use are those produced from our various petroleums. That the value of modern methods of road preservation was appre¬ciated in this country much earlier than we have been accustomed to believe is demonstrated by the recent revival of an old patent which was granted to one John Martineau, of Elbridge, N. Y., in 1834. Petroleum had, of course, not been discovered at that time, but he claims as his invention and improvement "The application of tar, turpentine, or any of that class of tenacious, cohesive substances, reduced before use to a fluid state, and that state used as a cement, to apply to, and combine with sand, gravel, pebbles, and pulverized stone, such as is used for a Mc-Adam road, or cobble stone, the interstices of coarser material being in all cases filled, as well as may be, with sand and gravel and cemented with tar or turpentine, to form the wearing face or surface of streets,

Under the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been, that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. With the workable area of coal prospected and known as to workability and quantity and sampled and tested for desired quality comes the determination of the projection and method of working. The best method will be the one supplying the greatest degree of safety, the most merchantable product, the minimum average cost per ton with the largest yield of recoverable coal. Based on coal elevations, taken at the bottom of the seam on all known outcrop exposures, prospect openings or drill holes, coal contours are made on the map to be used in developing the mining plan. The contour interval should be as close as available information will permit. For general utility in layout of mining, haulage, drainage and ventilation, a map scale of 400 ft. per in. is preferable. In mountainous sections, location of the main out- crop opening or hoisting shaft is often limited by the available railroad route and amount of land level enough for a plant site. In level country, where a tipple and hoisting shaft may be placed at will, choice of the plant site should depend on the minimum average underground haul for the total coal to be worked to the new

The largest updraft sinter machine built has a roasting area of 132 sq.m. Sinter machines with an area of over 200 sq.m. are under consideration. These large machines require new techniques with regard to drive thrust and sealing mechanism. To optimize the results of sinter plants, the charge preparation systems and the return fines circuits were improved. Special crushers were developed for crushing return sinter of up to 800 ºC to a size of minus 6 mm. Strand cooling of Pb-sinter was investigated. Different methods for plant ventilation were compared. New processes, which might replace sintering in the future, are in the stage of large - scale testing.
