Today few in business would argue with the idea that we are living in a world that is Volatile, Uncertain, Complex, and Ambiguous. Coined VUCA by the US Army War College, these four words define the ?turbulence? and ?continuous white water? that the business literature has been documenting for the last decade. This VUCA world became even more relevant to business in 2007 when the Institute for the Future fellow Bob Johansen published the idea of transforming VUCA into Vision, Understanding, Clarity, and Agility. We call this VUCA Prime (VUCA'), and place an infinity loop (8) between them to show their dynamic interaction. This paper presents an exploration of the impact of VUCA 8 VUCA' on business and the conditions under which these dynamic forces help to successfully navigate change.

Duty on Lead Reduced. -On December 28, the President signed H.R. 5047 which reduces the duty on unwrought lead from 3.5% ad valorem to 3% ad valorem, with a floor level of 1.0625 cents per pound, effective retroactively from January 1, 1980, through June 30, 1983. Pacific Northwest Power Bill Passed. -On December 5, the President signed S. 885 which will enable the Bonneville Power Administration to guarantee 20-year contracts to its 15 major industrial customers in exchange for higher rates. In effect, the bill will have industrial customers pay some of the costs of building additional generating facilities in the Northwest, of which thermal units are expected to be a major part. BPA supplies power to six primary aluminum producers which operate eleven plants having over 30% of the primary aluminum capacity in the United States.

The Aluminum Company of America announced a temporary reduction of the operating rate at its primary aluminum plant at Palestine, TX where it is developing a new process to produce aluminum metal by electrolysis of aluminum chloride, Output will be reduced by half to about 7,500 tons per year while some improvements are being made on the chemical segment of the plant. The modifications were expected to take 3 to 4 years to complete. Alcan Alumininum Ltd., a major U.S. supplier of aluminum, reported declaration of force majeure on aluminum ingot shipment commitments following the shutdown of its primary aluminum plants at Arvida, Isle Maligne, and Beauharnois, Que. The shutdowns, which began early in June, resulted from management and labor differences.

This report records a chapter in the history of the development of an electrolytic manganese industry in the United States. Nearly all the manganese requirements of the United States have been imported. Although there are large quantities of manganese ore in the United States, most of it is low-grade and cannot be used for the production of ferromanganese. Since the electrolytic production of manganese carried out by a process developed in the laboratories of the Bureau of Mines offers a method whereby the extensive low-grade deposits may be utilized and since commercial development had proceeded slowly, the Bureau constructed a new and larger pilot plant at Boulder City, Nev., where abundant electric power was available. An authorization in November 1940 covered a plant of only several hundred pounds daily capacity. Additions to some sections author¬ized by subsequent appropriations have enabled the plant to produce over 2,000 pounds a day for extended periods.

This report summarizes the program to develop and construct an improved light-scattering dust monitor (ILSDM). This improved light-scattering dust monitor, which operates on the forward light scattering principle, provides instantaneous measurements of airborne dust concentrations in units of mg/m. The program was divided into two phases. Phase I involved the design of the ILSDM which was reviewed by the Bureau of Mines. Phase II included the fabrication of a prototype ILSDM based upon the design developed during Phase I. After completion, the ILSDM was delivered and demonstrated at the Bureau of Mines. A description of the final ILSDM design, operating instructions, maintenance instructions and recommendations for additional work are also included in this report.

A minitest of the new potassium chloride-potassium carbonate two-stage in situ uranium leach process has been carried out at the Intercontinental Energy Corporation (IEC) Zamzow project site in South Texas. Substantial quantities of high concentration uranium were produced indicating the viability of the leach solution. The test results yield information regarding the reservoir dispersivity, the average cation-exchange capacity of the formation, and the distribution coefficients describing carion-exchange reactions. The test a1 so indicates permeability anisotropy and the existence of disturbed flow fields. The research was partially funded by the U.S. Bureau of Mines.

"A new technique to determine wettability of powders is presented in this paper. In this technique the times for immersion of individual particles from air into liquids, defined as imbibition times, are measured. Through the measurements of imbibition times for a large number of particles, it is possible to determine homogeneity/heterogeneity of a powder sample with regard to its wetting behavior. Quartz particles give a very narrow distribution of imbibition times showing a homogeneous wetting surface whereas coal particles give a broad distribution indicative of the heterogeneous nature of its surface. The imbibition time measurement technique is considered to have certain advantages over other methods to determine wettability of powders in surfactant solutions. In this study we have also compared the imbibition times with the wetting rate mea¬surements obtained by a modified Walker test.INTRODUCTIONSeveral methods are available for determining wetting characteristics of sol¬ids. Each of the methods has been used in the past to obtain very valuable information for comparing wetting behavior of various solids in a given liquid or for comparing the wetting behavior of several liquids for a given solid. Each method measures a somewhat different aspect of wetting and therefore quantitative correlations between techniques have been difficult. A general approach is to use a method in which close similarity between the technique and the application (where results of wetting measurements are to be used) can be maintained. The objective of this investigation was to develop a method which could be used to determine the wetting characteristics of single particles in surfactant solutions. Wetting of individual particles is of importance in cap¬ture of dust particles by sprays of surfactant solutions.METHODS FOR DETERMINING WETTING — A BRIEF REVIEWThe various methods available for measuring wetting characteristics of solids include: contact angle, immersion/sink time, bubble pick-up, induction time, capillary rise, and displacement method measurements. IT is the purpose of the present paper, while not excluding chemical considerations, to deal more extensively with some of the physical and mechanical aspects of the blast-furnace process, and to point out its dependence in these respects on well-known laws. The quantity and cost of ore and flux required to make a ton of iron being determined by circumstances over which the furnace-man, under given conditions as to quality and quantity of product, has commonly little control; the principal item of cost, apart from the saving of labor, which he can aspire to reduce, is that of fuel. To determine the limits of possibility in this direction is clearly the first step in d practical inquiry; and this step is represented herewith in Fig. 1, a diagram showing the total useful effect obtained from a pound of fuel under various conditions, and thus permitting direct comparison, under any given conditions, between actual results and the maximum possible results. The following statements will explain the basis upon which this diagram has been constructed. One pound of fuel, containing 90 per cent. of fixed carbon (which represents average conditions), is taken as the unit. The degree of oxidation of the carbon is measured by the ratio of the two oxides of carbon contained in the top-gases. It is necessary to remember that a considerable quantity of carbon is brought in as carbon dioxide by the flux, and to take account of it and of its condition. It is here considered that the carbon dioxide liberated by the limestone does not affect the analysis of the toll-gases, and that the ratio of CO to CO., will remain unchanged by the addition of limestone; enough CO, being reduced by the solution

The U.S. Bureau of Mines conducts research at the Galena Mine, Wallace, ID, with the aim of mitigating the effects of rock bursting. Destress blasting is commonly used as a stress control technique at the mine. A digital seismic array and an array of borehole pressure cells (BPC's) had been installed near the site of a stope undergoing mining and periodic de stressing. The instrumentation was being monitored at the time of a destress blast of the 46-99 stope. No significant seismic events occurred coincident with the destress. However, the destress was followed by a 2 ½ -week period of increased seismic activity, including two damaging events on February 7, 1990, at 034500 (hour, minute, and second) and 122020 Pacific standard time. BPC measurements indicated coseismic ground pressure changes on the order of 200 to 300 kPa associated with the damaging events. Fault plane solutions and dislocation models established that stress changes induced by the event at 034500 may have been significant in promoting the occurrence of the event at 122020. Theoretical investigations suggest that applying knowledge of the existing stress field, an understanding of rock burst mechanics, and fracture mechanics principles can improve destress effectiveness.

A comparative study of the mechanical properties of automotive steering knuckles produced by three different shape-casting related processes has been conducted. It involved the characterization of the tensile and fatigue properties of aluminum alloy A356 knuckles produced by the vacuum/pressure riserless casting (VRC/PRC), pressure counter pressure casting (PCPC), and the hybrid Cobapress (a casting-forging) processes, in accordance with the appropriate ASTM standards. Surprisingly, the knuckles produced by the hybrid Cobapress process exhibited the lowest strength. For example, the average 0.2% yield strength of the Cobapress knuckles was 31 MPa and 40 MPa less than that of the VRC/PRC and PCPC knuckles, respectively. However, between stresses of 150-200 MPa, the fatigue lives of the VRC/PRC, PCPC, and Cobapress knuckles were comparable. But above 200 MPa, the Cobapress knuckles exhibited the lowest fatigue life. The observed differences in the mechanical properties are attributed to the inherently different microstructures of the different knuckles.

In 1940 the Bureau of Mines issued a report describing all the cement plants of Latin America, their design, capacity, and output, and the cement imports, exports, and requirements of the several countries. Since that time there has been such great activity in cement plant construction that a revision of the paper is highly desirable. The present compilation comprises the essential data in the previous report together with descriptions of all cement plants completed, under construction, or planned since that date and an overall picture of the supply and requirement situation of each country. Before World War I, Latin America was one of the world's largest export markets for cement. Its dependence on outside sources created no special problems of supply until the shortage of shipping and abnormally high prices of the First World War stimulated a movement toward greater self-sufficiency. Under this incentive many cement plants were constructed, and several countries were able by 1939 to manufacture enough cement for their modest needs. Substantial imports were still required for many important areas, and as the volume of demand was rapidly increasing the Latin American countries as a whole were far from self-sufficient in cement when tine Second. World War began. South and Central America depended to a large extent on European countries, chiefly Germany arid Belgium and to a smaller degree Scandinavia, United Kingdom, France, and Italy, to Supply their cement shortages. The cost of manufacture in these European countries was much lower than in the United States, and transportation expense had been kept at a particularly low level because of the two-way trade that had been developed. Ships destined for Latin American ports for coffee, tropical woods; fruits, and other native products could carry cargoes of cement on their westward voyages at very low cost In some instanced cement was taken in exchange for South American -products because cash was not available. Great Britain had withdrawn from this market to quite an extent because of low prices and because trade with its own Empire had been increasingly fostered. United States trade in cement with Latin America had been confined principally to white and other special varieties. In few places could ordinary portland cement made in the United States compete in price with the European products; although in general it was of better quality and cool d be delivered more promptly.

The first indication of tungsten in the Bishop area was the discovery of scheelite concentrations in a gold placer operation in the ( since named) Tungsten Hills in 1913. After early intermittent production, the deposits of the district were slowly discovered and developed. The Pine Creek mine, located in 1916 and under the direction of Union Carbide Corporation since 1935, became the principal producer in the district. By the end of 1965, the total production of the district had reached 3,450,932 units of WO3, 17,071,242 pounds of molybdenum, and 19,599,110 pounds of copper. The topography of the district is characterized by its extreme relief, ranging in elevation from 13,986 feet to about 4400 feet in the Mount Tom quadrangle. The present topography is the result of the uplift and erosion of the Sierra Nevada and the great subsidence of the Owens Valley with its related deposition and volcanism. The general structure of the pre-Tertiary rocks consists of a series of tightly-folded metasedimentary and metavolcanic rock remnants surrounded by exposed plutons ranging in composition from hornblende gabbro to alaskite. The metasedimentary rocks consist of low- to intermediate-grade metamorphic equivalents of fine-grained sediments deposited during the Paleozoic era in a miogeosynclinal environment. Later volcanics were deposited in a eugeosyncline. The ore bodies in the Bishop district consist of scheelite-bearing tactite formed by the pyrometasomatic replacement* of calcareous sediments along the contact with an acidic granitic intrusive. A number of the metasedimentary remnants have had tungsten deposited along their edges.

The hematite deposits of Quadrilßtero Ferrffero (QF) are hosted by the Proterozoic itabirites of the Itabira iron formation (Harder and Chamberlin, 1915). These deposits are widely distributed at QF and include the hard hematite ore bodies. However, considerable variations in ore structure and texture can be observed. A preserved banding and lamination in the thin bedded, compact hematite ore, apparently reflects the original layering and/or the prominent foliation of the partly or completely replaced itabirite. The structure of the hematite ore deposits varies from almond shaped, rootless, to bedded bodies, both concordant with the main foliation, and to mesoscopic veins and irregular bodies. Hematite ore textures, which depends on the structural characteristics of the deposit, may be grouped into four main types:thin bedded, laminated and banded; micaceous, foliated and schistose; brecciated; and compact/massive. Thin bedded ores occur in the western, central and subordinately eastern portions of QF, while submicaceous, micaceous and schistose ores are predominant at the eastern part. Brecciated ores exist mainly at the western part and subordinately in central QF. Structureless, compact hematite ores may be either related to the brecciated hematite or occur as isolated bodies at central QF. It is suggested that a synkinematic, acid and oxidant, metasomatism during metamorphism, under a ductile regime, was responsible for the hard hematite ores of the types 1 and 2, and a static, subsequent, hydrothermal, regional metasomatism, under brittle regime resulted in the formation of the types 3 and 4. The common texture present in the all ores is the ubiquitous magnetite porphyroclasts replacement by hematite. Quartz and other silicate minerals are also substituted by hematite. Muscovite, tourmaline, talc, chlorite, apatite and kaolinite have been recognised in the hard hematitic ores. Apparently that mineral association denotes different equilibrium conditions of formation.

The regional syndeformational metamorphism affecting the Itabira Iron Formation (IIF) at Quadrilßtero Ferrffero (QF) was formerly discussed by Dorr (1965), who proposed that quartz grain size could monitor the metamorphism, according to James (1955), and that the formation of haematite could be the result of the synchronous metasomatic process. Herz (1979) suggested the existence of three metamorphic zones, not mentioning the haematite formation. It could be observed that the primary oxide phase in the IIF is magnetite and most of the hard haematite was derived from the metamorphic replacement of magnetite, forming micaceous or schistose haematite. Differently from most iron formations in the world, the formation of haematite deposits at QF occurred under high oxygen fugacity during metamorphism. The haematite microlaths display a strong preferred orientation, which determines the alongated shapes of the fragments. The terms foliated and unfoliated haematite have been applied by Dorr to the micaceous or schistose haematite, and to the isotropic, hydrothermally derived haematite. Under the microcope, the haematite exhibits a strong crystallographic or lattice orientation encircling the magnetite and martite porphyroclasts. The strain rate determined and defined the textural variation, size and economic importance of the deposits and the ore grade. Metamorphism at QF increases eastward and resulted in the formation of a gruneritic Fe-Mg amphibole, at the western portion, followed by a cummingtonitic amphibole at the central-western part, succeeded by the actinolite zone at the central-eastern part, and finally to the tremolite-anthophyllite zone to the east. These zones, arranged in a north-south pattern, can be followed in the pelitic units, whereas appear sericite-chlorite, kyanite-chloritoid and garnet-staurolite respectively. Carbonate geothermometry in IIF also may support the metamorphic variations. At the western zone the haematite forms small lenses within the itabirite, P-contents are slightly higher than in the remaining IIF, haematite grain size is minute, resulting in a submicaceous texture and the amount and dimension of relict magnetite within haematite is greater than in the other parts of QF. Jangada and Serra Azul deposits are examples of this zone. The central-western zone is characterised by significant haematite deposits, in considerable quantity and size, haematite grain size increased, in order to produce a micaceous texture, the P-contents and the amount of magnetite decreased. Pico do Itabirito, Cappo Xavier, Capitpo do Mato and Tamanduß correspond to the deposit type of this zone. At the eastern-central portion the amount of the hard haematite deposits decreases, increasing the soft haematite ore due to higher strain rates. However, it can be perceived that the relict magnetite almost disappeared and the haematite grain size became coarser than the haematite from the western zones. At the eastern zone, the haematite deposits exhibit typical schistose texture, the magnetite porphyroclasts are absent and the lowest P-grades in the haematitic iron formation. The haematite bodies characteristic from this zone are Andrade, Morro Agudo and the deposits at the Itabira District. The hydrothermally derived compact and isotropic haematite deposits, formed subsequently to the micaceous haematite bodies, were generated after deformation ceased, but under very high fluid pressure. The metamorphic reactions magnetite + quartz + H2O = grunerite + haematite and magnetite + quartz + H2O = grunerite + O2 were decisive in the formation of the metamorphic haematite deposits.

Seventy-four human factors research and development projects were identified for possible Bureau funding. The projects were based on (1) literature surveys, (2) reviews of accident statistics and reports, (3) interviews with equipment manufacturers, MSHA, and Bureau personnel, and (4) site visits to 26 mines. The projects are divided into the following categories: those related to (1) mobile equipment, (2) maintenance shops and areas, (3) plants and mills, (4) organizational factors, (5) safety programs/data, and (6) training. The projects were rated by industry and MSHA people in terms of benefit to the industry. Projects were placed into three categories of priority. The highest priority contained 25 projects with 26 in Category 2, and 23 projects in the lowest category.

1. Domestic Production and Use: In 1978, 12 companies operated 31 primary aluminum reduction plants, with 3 firms accounting for 65% of production capacity. Washington, Oregon, and Montana accounted for 31% of the total capacity; Gulf Coast States 23%; Northern States 26%; and other Southern States 20%. Based on published producer prices, output of primary metal in 1978 was valued at $5 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1978, building accounted for about 25%; packaging 22%; transportation 23%; electrical 11%; consumer durables 8%; and other uses 11%.

THIS-report gives results of in investigation of the carbonizing properties of 18 coals, including 2 from Alaska, 12 from British Columbia, 3 from Washington, and 1 from Utah. Each coal was carbonized in the standard 13-inch Bureau of Mines-American Gas Association (BM-AGA) retort at 900° C. Plastic properties were determined by the Gieseler and Davis methods, and agglutinating and free-swelling properties were determined by standard methods. Expanding properties were measured in the Bureau of Mines sole-heated oven. From the results of the tests on these single coals, three coals from the Crowsnest area in British Columbia, representing Elk River Nos. 4, 9, and 10, were selected for blending with the Utah coal, which was from the Lower Sunnyside bed, Horse Canyon mine, Emery County. Lower Sunnyside also was blended with Wilkeson -Nos. 2 and 3 (Washington) coals, Pocahontas No. 3 from McDowell County, W. Va., and the Oklahoma low-volatile coal used in the blend carbonized at, the Provo, (Utah) coke plant at the time this investigation was started. Most of the blends contained 3 percent hard pitch, which is the proportion used at the Provo plant. The blends were also carbonized in 13-inch BM AGA retorts at 900° C. High-volatile B coal from the No. 3 bed, Evan-Jones mine, Lower Matanuska, Valley, Alaska, yielded poorly fused coke or char. M-bed coal from the Chickaloon mine, Upper Matanuska. Valley, Alaska, ranked as medium-volatile bituminous and coked strongly. It expanded 39.6 percent in the sole-heated oven at a. charge density of 55.5 pounds per cubic foot..

The economics of precious metals -- depending upon who is involved --could be the economics of hope, of fear, indeed of profit and perhaps survival. For those investors seeking capital gains in a puzzling economy, precious metals involve the economics of hope. Those who are convinced that currency soon won't be worth the paper it's printed on turn to precious metals because of the economics of fear. Gold and silver have been a storehouse of wealth since biblical times. The economics of fear during the past 500 years on the Continent has caused almost every European family to make sure a private stockpile or hoard of gold, silver or coins is at hand in case the paper currency of their country undergoes the kind of disaster that came to the German Mark after World War I. Understandably, for mining companies involved in the production of precious metals, the elements of operations and management are directly concerned with the economics of profit -- and perhaps survival. To the American miner the price of precious metals in the marketplace is a matter of daily concern. After decades of selling silver to the US Government at 64.64 cents an ounce, producing silver mines suddenly became faced with prices breaking $5, $10 and $20 per ounce, and approaching $50 an ounce during the period 1978-1981. What should the miner expect one year in the future? Five years?

It has the shape of a flat-lying lens 5 m to 30 m thick and shows a remarkable longitudinal and latera continuity from the information obtained to date. A well-defined bulge of the unconformity underlies the mineralized zone over its entire length.The deposit appears to be controlled by an east-west-trending structure within which a particular rock facies (""augen gneiss"") has developed in the graphitic metapelites of the Wollaston Group. It is surrounded by a strong alteration halo affecting both sandstone and basement, characterized by extensive development of Mg-A I rich clay minerals (illite-chlorite).The mineralization is hosted principally by the Athabasca sandstone, and consists mainly of uraninite and sulfo-arsenides of nickel and cobalt.Numerous geochemical and geophysical surveys have been carried out in the Cigar Lake area, and no specific geochemical or geophysical anomaly can be directly associated with the mineralized body, although there may be locally a good coincidence. "Many problems in rock mechanics are limited by our imperfect knowledge of the material properties and failure mechanics of rock masses. Mining problems are somewhat unique, however, in that plenty of real world experience is generally available and can be turned into valuable experimental data. Every pillar that is developed, or stope that is mined, represents a full-scale test of a rock mechanics design. By harvesting these data, and then using the appropriate statistical techniques to interpret them, mining engineers have developed powerful design techniques that are widely used around the world. Successful empirical methods are readily accepted because they are simple, transparent, practical, and firmly tethered to reality.The author has been intimately associated with empirical design for his entire career. But where his past papers have described the application of individual techniques to specific problems, the focus of this paper is the process used to develop a successful empirical method. A six-stage process is described:1. Identification of the problem, and of the end users of the final product2. Development of a conceptual rock mechanics model, and identification of the key parameters in that model3. Identification of measures for each of the key parameters, and the development of new measures (such as rating scales) where necessary4. Data sources and data collection5. Statistical analysis6. Packaging of the final productEach of these stages has its own potential rewards and pitfalls, which will be illustrated by incidents from the author’s own experience. The ultimate goal of this paper is to provide a new and deeper appreciation for empirical techniques, as well as some guidelines and opportunities for future developers."
