The most economical method of reclaiming land that has been mined, whether it be in urban areas or in rural areas, is when the final configuration of the mining area is that which is required by the subsequent use. Surprisingly, there are a number of examples of this situation. In the arid southwest where water production for the expanding population is a problem, many urban sand & gravel excavation areas subsequently serve as holding basins for ground water recharge. In other areas of the county where water is not in short supply, sand and gravel excavations can be planned in such a way that subsequent land uses such as parks and homesites can be enhanced by utilizing the excavated areas as a water amenity. Reclaiming land for agriculture is another example of utilizing the excavated area for a subsequent use providing the excavated area has not been mined too deep. Other than replacing the layer of topsoil on the excavated area, the final configuration of the mining area is in many cases ready for the subsequent agricultural use.

Qualitative and interpretative information as obtained from geological and/or geophysical studies, in addition to precise measurement, is incorporated into the estimation process through an indicator variable. The indicator conditioned estimator is formulated as a cokriging and its expression is data value dependent as opposed to that of the traditional kriging estimators. The solution of the dual cokriging system pro-vides simultaneously an estimate of the unknown and an estimate of the conditional probability that the unknown belongs to a specific population or class. Being an unbiased and minimum-error-variance estimator by construction, the indicator conditioned estimator is better in the least square sense than the ordinary kriging estimator because it uses additional information carried by the indicator data.

The Royal-Mountain King Project is 7.2 kilometers (4.5 miles) northwest of Copperopolis, California. Reserves of 8,250,000 t (9,100,000 st) at 2.32 g/t (0.068 oz/st) gold will be processed at 2500 t/d (2750 st/d) from three pits. Production is scheduled to begin the first quarter of 1989. District geology consists of northwest trending sequences of Jurassic meta-sedimentary and meta-volcanic rocks. Three ore bodies are located along the Hodson fault which trends northwest and dips 40 degrees northeast. The Gold Knoll and North Pit ore bodies are hosted in carbonate and silica altered meta-volcanic rocks whereas the Skyrocket ore body is hosted in quartz stockwork zones in meta-sedimentary rocks. Gold is present as inclusions and micro-veinlets in pyrite.

The segregation process has been known for many years and applied industrially for the treatment of various refractory copper ores. The principles of the process are briefly reviewed; the process was tested in the laboratory on two copper-cobalt oxide ores from Gecamines, Shaba Province, Zaire. Various parameters of the process, such as segregation temperature, dosage of reducing and chloridizing agents and flotation conditions were inyestigated. Experimental results have shown that the segregation of copper could proceed satisfactorily at low temperature (1000° K) but that of cobalt required higher temperature and higher additions of reducing and chloridizing agents.

INTRODUCTION The British mining industry comprises 228 nationalised coal mines producing some 113 million tonnes of deep mined coal and employing 242,600 persons of whom 185,200 work below ground. There are in addition 174 small privately-owned coal mines employing 1500 persons underground and producing 1.5 million tones of coal. In the non-coal sector there are 108 privately-owned mines producing some 20 different minerals, including tin, wolfram, fluorspar, potash, rock salt, china clay, ball clay and fireclay. There are currently 4,100 persons employed in these mines of whom 2,346 are employed below ground. One mine producing potash employs 870 persons of whom 465 are underground workers. Since 1975 all matters relating to the health and safety of persons at work and of the general public who are exposed to industrial hazards have come within the purview of the Health and Safety Executive (HSE). The Mines and Quarries Inspectorate (MQI) is a constituent part of that organisation and enforces legislation applicable to all mines and quarries. The National Radiological Protection Board (NRPB) is a statutory and independent body that was established in 1970 to advance knowledge and provide information and advice about radiological protection. The NRPB has an agency agreement with HSE to provide advice and services relating to radiological protection, including protection against exposure to radon decay products in mines. There are as yet no statutory requirements controlling exposure to this source of radiation in Britain. Investigations for the presence of radon in British coal mines were begun in the mid 195Os. The concentrations found were of low order, typically around 2 pCi/l (Duggan et al., 1968). This was not surprising since big coal mines are well ventilated to control methane and airborne dust and it is now generally accepted that radon and its decay products do not constitute a health hazard in British coal mines. At one or two small mines where igneous intrusions were in close proximity to the coal workings, slightly higher readings were recorded. The MQI then commissioned NRPB to make investigations at metalliferous mines and in these much higher readings were detected. It was later agreed that the NRPB should undertake a survey of all non-coal mines in Britain to establish the extent of the problem. This survey was conducted mainly in 1973, (Strong et al.,1975) and follow-up surveys at various mines have since been conducted by the MQI. These investigations revealed that radon readings could be high in mines producing tin, haematite and fluorspar. Some small mines working other minerals in the same localities also showed high readings. More recently owners have been making environmental measurements at mines where there was some cause for concern. LEGISLATION AND RADIATION STANDARDS As a result of the survey work for MQI the Board in 1975 recommended an occupational limit of 4 WLM in a year from radon decay products together with a programme of radiological supervision (Strong et al., 1975). The MQI accepted the recommendation and advised employers and employees that the 4 WLM limit should be adopted. The limit corresponds to a concentration of 0.3 WL, equivalent to 30 pCi/l of radon-222 in equilibrium with the decay products, and was in accordance with an earlier recommendation by the International Commission on Radiological Protection (ICRP, 1959). ICRP recommendations are usually endorsed in Britain. It was recognised that some years would probably be required to achieve general compliance, and this is proving to be the case. Some confusion has been caused in Britain by the conflict between successive Euratom Directives on this and other standards of safety. As relative newcomers to the Community, we were not affected by earlier Directives, but the situation is different now. In 1959, the Commission of the European Communities provisionally recommended a maximum permissible concentration for radon-222 and daughters of 3 x 10-7 µCi/cm3, which corresponds to 300 pCi/l (CEC, 1959). The number was affirmed in 1962 (CEC, 1962) and reaffirmed in 1966 (CEC, 1966) but without any specification of the state of equilibrium. In 1976, the CEC again recommended 300 pCi/l, but on this occasion, the daughters were assumed to be present in the same quantities as in unfiltered air (CEC, 1976): this implies 40 WLM a year in poorly-ventilated mines. The formula is repeated in the latest version of the Directive (CEC, 1980), but the value is now said to be an interim one because it might not ensure compliance with the appropriate dose limit. ICRP (1955) recommended 300 pCi/l in equilibrium with the decay products in 1955 and reduced this value to 30 pCi/l for unfiltered air in 1959 (ICRP, 1959), endorsed it for equilibrium conditions in 1976 (ICRP, 1976), and held to it until 1980: these values imply respectively 40 and 4 WLM a year. The recent recommendation of the ICRP (1980) that the annual limit of intake for the decay products should be 0.02 J in a year corresponds to 5 WLM, but there is a rider that reduction should be made for exposure to gamma rays and long-lived airborne radioactivity. An allowance of 20% is suggested for uranium mines, implying 4 WLM a year for the decay products. The

INTRODUCTION With the introduction of large diameter hole drilling to underground mining, a need for the development and utilization of new blasting technology has arisen. This new technology has resulted in more efficient blasting and in easier and cheaper mining. The application of spherical charges to the crater blasting method is an im¬portant part of this technology. Spherical charges, or their geometric equivalent, make for highly efficient use of explosives in the cratering application. Their geo¬metrical configuration, normally a length :diameter ra¬tio of <6:1, limits their charge weight size. For exam¬ple in a 165-mm (61/2-in.) hole a spherical charge weighs approximately 34 kg (75 lb). These dimensional and weight restrictions require careful engineering design and control in the production application. Strathcona mine, a large tonnage mechanized cut¬and-fill and blasthole stoping operation located on the north rim of the Sudbury Basin, has successfully em¬ployed the crater blasting method in production blasting for the past two and a half years (as of 1979). As a result, this method, using spherical charges, has made possible the development and implementation of a verti¬cal retreat blasthole mining method which is being used for rib pillar recovery. The crater method used at Strathcona essentially in¬volves blasting off horizontal slices of ore into an under¬cut while retreating vertically to the pillar overcut elevation. Loading and priming of the holes is achieved from the overcut and the blasted muck is recovered by load¬haul-dump (LHD) units through a drawpoint system. Valuable experience on the behavior and performance of explosives in large diameter holes has been gained in both the operating and engineering fields from the appli¬cation of this blasting method. It has been used in drop raising and is currently being evaluated for use in pri¬mary stoping operations. Also, serious consideration is being given to its use for the recovery of post pillars in mined-out and backfilled cut and fill stopes. The method has significant advantages over conven¬tional methods of pillar recovery from economic, ground control, and safety points of view. These include cost benefits due to a minimum stoping development, less ground support, reduced labor requirements, and faster mining rate. Research on the blasting mechanism indi¬cated the method should result in less damage to fill walls than would be normally expected with conven¬tional longhole or large diameter hole cylindrical blast¬ing (benching). This is primarily due to the limited charge weight per delay because of the size dimensions of a spherical as compared with a cylindrical charge and also because the large diameter holes experience less de¬viation than standard-sized longholes. Experience has shown that wall damage has been minimized with the use of this method. The safety aspects of the working environment are also improved as there is no require¬ment for manpower to go under exposed backs after blasting, which is a significant improvement over the cut-and-fill method. CRATERING THEORY General The term cratering, in blasting, is applied to the for¬mation of a surface cavity in a material as the result of detonating an explosive charge in that material. This blasting concept was initially used as a tool in the eval¬uation of explosives performance; however, it has been utilized more recently on surface and to a lesser extent in underground blasting operations. Explosive charges used in crater method are nor¬mally spherical or the geometric equivalent, as research into the application of this breakage mechanism to rock indicates that spherical charges or their equivalent pro¬duce optimum results. In blasting practice, spherical charges have been defined as having a length to diameter (L: D) ratio of 4:1 or less, and up to, but not exceeding a L: D = 6:1. Thus, for holes 165 mm (61/2 in.) diam, a charge 165 mm (61/2 in.) diam, and 990 mm (39 in.) in length would constitute a spherical charge. Crater Testing Crater testing for underground application is nor¬mally accomplished by drilling smaller than production sized horizontal holes into drift walls, placing relatively small charges of explosives in the holes at various depths of burial, firing the charges, and measuring the results. The results are scaled to develop charge weight size and depth of burial parameters for production hole sizes. In theory, this procedure is valid and is appli¬cable for surface blasting; however, in underground applications where the craters are inverted, there is some question as to whether extrapolation of the test results is appropriate. As well as the fact that craters are in¬verted with resultant gravity stresses, testing is often done in a waste rock drift where the properties differ from those in ore rock. There is also some question as to whether a 51 or 76-mm (2 or 3-in.) diam charge behaves similarly to a 165-mm (61/2-in.) charge in a confined borehole. Crater testing at Strathcona involved drilling 76-mm (3-in.) diam holes at various depths ranging from 1 to 3 m (3 to 10 ft). The test holes were drilled in the wall of a predominately waste drift as well as in a stope wall. Charges were placed at various depths of burial, were confined, fired, and the results measured. Although the results were somewhat erratic, possibly because of the aforementioned reasons, they did provide guidelines for basic design for production application. Over the past five years, the two-fold growth in Canada&apos;s coal industry "Figure, 1" results primarily from the coking coal market to Japan and, to a lesser degree, by the increasing use of sub-bituminous and lignite coal for power generation in the Prairie Provinces. This expansion will continue, but production of coal for domestic thermal generation of electricity will grow at a faster rate than coking coal exports "Figure, 2". Half of the 20 million tons of thermal coal used for electrical power generation in Canada during 1974 were imported by Ontario Hydro from U.S. coal companies in West Virginia and Pennsylvania. Ontario Hydro&apos;s Nanticoke station on Lake Erie which will consume 7.5 million tons of coal in 1977 when fully operative, as well as other future planned projects, could cause Ontario Hydro&apos;s coal consumption to rise from 10 million tons today to 20 to 25 million tons by 1985

Best known for its extensive bauxite and alumina exports, Jamaica also has a small but active industrial minerals sector. The island has for many years been a net exporter of small tonnages of gypsum, metallurgical-grade limestone and marble products. As bauxite and alumina earnings have declined the government of Jamaica has made extra efforts to promote growth of overseas sales of these nonmetallics. The nearby U.S. market is a natural first choice for new exports. Overview In 1984, Jamaica quarried an estimated 3.2 million cu m of marble and fill and an additional 3.5 million cu m of sand and gravel, for use in domestic construction. These amounts are in line with the production in earlier years of the 1980s but are not a factor in the export pattern and need not be considered further. Similarly, annual production of 15 million ton of silica sand for the manufacture of glass bottles is principally consumed by the domestic market.

The U.S. Geological Survey has developed mathematical-modeling techniques to assess potential impacts on the hydrologic system resulting from mining of coal and oil shale in northwestern Colorado. Potential impacts of oil-shale mining on ground-water hydrology have been simulated using a quasi-three- dimensional finite-difference model. The model has been used to simulate hypothetical mine-dewatering operations at two proposed oil-shale mines. Dissolved-solids distribution and solute transport were simulated with a three- dimensional finite-difference model that was used to evaluate the effects of flooding in hypothetical abandoned mines. The potential impacts of coal and oil-shale mining on watersheds were investigated using a digital watershed model. This deterministic physical- process model predicts responses of the hydrologic system to modifications resulting from mining in basins having snow as the major source of runoff and recharge. Potential impacts of coal development on surface-water quality were investigated using a river-quality assessment model.

For the purposes of this presentation, "refractory clay" is intended to include any clay suitable for refractory products and thus represents a description based on industrial application. Other common examples based on use would be white-ware clay, bleaching clay, paper clay, or cement clay. Most users and producers of refractories have specific quality requirements which determine the quality or type of clay that can be utilized. Many clays can however be interchanged or substituted in use by changing manufacturing processes or upgrading less desirable clays. U.S. Bureau of Mines publications (Ampian, 1985) categorize days into six groups. These are kaolin, fire clay, ball clay, bentonite, fuller&apos;s earth, and common clay. These are practical groupings based on clay production and usage in the United States. Among these groups bentonite, fuller&apos;s earth, and common clay are primarily composed of the minerals, smectite, illite, or chlorite, and are non-refractory. Kaolin, ball clay, and fire clay are commonly used in refractories and thus qualify as refractory clays.

The purpose of this paper is to provide a framework within which problems in the evaluation, development, and operations of a mineral property can be solved, Solution of these problems must be made with a computer because of their complex nature, Individual problems will be collectively discussed in terms of an overall objective - computation of the optimum mine limits. The concept of quantifying geologic and mine sampling data has been advanced and demonstrated in the United States by two pioneers in the application of statistics. These men are, respectively, Dr. W. C. Krumbein Northwestern University, and S. W. Hazen, Jr., U. S. Bureau of Mines, Dr. H. S. Sichel and D. G. Krige of South Africa have pioneered specific applications of statistics, particularly to gold deposits. Implementation of statistical and mathematical methods to the solving of problems in the mineral industry creates the need for a computer. The steps required to solve evaluation, development, and operational problems with a medium sized computer are discussed in this paper.

Although vein-, syenite-, and pegmatite-type deposits are known in Saskatchewan, recent intense exploration stems from discovery of several exceptionally high grade uranium and uranium-nickel deposits locallized near the basal unconformity of the 1.3-1.4 b.y. Athabasca Sandstone Formation. Graphitic basement rocks and post-Athabasca faulting or brecciation coincident with the unconformity are important in locallizing uranium deposits which form as tabular, shoe lace-like bodies with grades averaging over two percent and containing up to 50,000 tonnes U308. Some deposits have similar nickel contents. A few published sandstone analyses average 0.8 ppm uranium while basement granitoid and meta-sedimentary rocks vary from 0.5 to 20 ppm. In the proposed genetic model, traces of uranium are leached from these rocks by oxidized formation waters sweeping through the sandstone and along faults. Solutions are reduced and uranium is precipitated as basement graphitic meta-pelites are encountered along brecciated fault zones.

During the past ten years we have experienced a period of rapidly-changing ground rules for the mining industry. Domestically we have had to contend with numerous new regulations controlling the impact of mining-related activities on the environment. However, for the purposes of this presentation we will assume that in the United States, after a certain amount of compromise on all sides, the industry will be able to work within the framework of the new regulations, and therefore we will concentrate on offshore developments. Due to the limitations in time and scope, this paper will be directed primarily toward the metal mining industry. We contend that the U.S.-headquartered mining company should remain active, and even expand its interests in foreign countries in the future. This is our feeling in spite of recent setbacks and the low return on investment experienced in recent years by some of the metal mining companies in their foreign operations.

The U.S. Department of the Interior, Bureau of Mines, is investigating methods for recovering tungsten from domestic resources. A calcine-quench-leach (CQL) technique was developed for the extraction of tungsten from the Golconda, Nevada, hot springs ores. The deposit contains disseminated tungsten, which cannot be beneficiated by conventional techniques and must be treated by hydrometallurgical methods. The CQL procedure consists of calcining the ore at 900° C for 3 hr, quenching in a solution containing 1.5 parts of NazCO3 and 1.5 parts of NaOH per part of WO3 in the ore and at a solution- to-ore ratio of 3 to 1, leaching at 200° C and at 250 psig for 3 hr, and filtering and washing the residue. A series of closed-circuit batch tests showed that 92 pct of the tungsten was extracted from a sample containing 2.32 pct WO3. The pregnant solution contained 11 q of W03/1.

The Republic of South Africa is an outstanding example of the benefits to a new land by the application of individual enterprise, capital and know-how. While South Africa was colonized by European and Bantu people some 300 years ago, it was only 70 to 80 years agog when diamonds were discovered at Kimberley and gold on the Witswatersrand, that the mining, industrial and commercial potential of the country began to emerge. South Africa s national income rose from R1, 200 million in 1945 to over R4 billion in 1960 (1R = 10 shillings = $1.40 U. S.) The annual national income per head of population -- including all races -- is currently R254 (£127) This compares with £24 for India., £30 for Nigeria, and £50 for Ghana. Allowing for the increase in population, the increase in real income per head of population was about 40% during the past 15 years.

I was asked here today to discuss the first long-term freight rate contract ever signed by a U.S. railroad and shipper. That was ICG&apos;s contract with the hoosier energy company to haul coal from southern Illinois to an Indiana power plant. I?ll also talk about why you can expect to see more such contracts in the future But first, let me tell you a little bit about the Illinois central gulf railroad and why coal contracts are so important to us. ICG is a principal mid-American freight carrier. We are one of the ten largest railroads in the united states and one of the ten largest coal-hauling railroads. ICG links the industrial great lakes region with the warm weather ports of the gulf coast. Some of the major points on our route map are Chicago; Indianapolis; Omaha; Kansas City; Memphis; St. Louis; and, of course, baton rouge and new Orleans.

In 1971, United States Borax & Chemical Corporation (U.S.Borax) initiated a mineral exploration program on federal lands in Southeast Alaska, with the commitment that any possible development would be done with great care for the environment. This program resulted in the discovery of a molybdenum deposit and the location of mining claims in 1974, in an area 45 miles east of Ketchikan, now called the Quartz Hill Molybdenum Project (Figure 1). At the time of this mineral discovery, the area was part of the Tongass National Forest, managed by the Forest Service, United States Department of Agriculture, and open to mineral entry and multiple use. In late 1978, the area was designated Misty Fjords National Monument and closed to mineral entry, and in late 1980 the area surrounding Quartz Hill was classified as Wilderness. These new laws and regulations, as well as the special interest environmental groups which oppose resource development, have significantly delayed and increased the costs of developing Quartz Hill.

Seismic surveys utilizing the MD-1 have been performed by Geophysical Specialties Company since 1957 in many parts of the, U. S. and Canada and in several foreign countries. These surveys have proven the refraction seismic technique to be applicable to a wide variety of engineering problems. The best known applications of the instrument have been in the, construction industry, where it is used for the delineation of material and mineral deposits and for bedrock depth determinations. Fast on-the-site depth determinations give reliable subsurface&apos; information even in boulder-strewn soils. A widely publicized use of the MD-1 is to make rippability studies in which the instrument is used to determine the seismic velocity of the materials to be excavated. By use of special tables which correlate rippability with seismic velocities, such as those prepared by the Caterpillar Tractor Company using the MD-1, the rippability of-a specific material may be determined.

Feeder-Breakers were an unknown but much needed piece of machinery when U. S. underground coal mines started converting to more efficient belt haulage of the R.O.M. coal as compared to conventional methods that the 1950&apos;s offered. These simple electromechanical machines offered efficiencies in three areas: (1) they contained a surge hopper that allowed a "load&apos; of coal to be dumped without delay; (2) this material was fed horizontally by a drag chain conveyor into a rotating carbide pick breaker that broke all oversize material into a beltable size, and (3) it fed this broken material onto the belt conveyor at a rate conducive to its design. Since its introduction, the Feeder-Breaker has evolved from that first low capacity, low breaking force machine to today&apos;s model capable of breaking materials up to 5 MOHS in hardness and having throughput capabilities exceeding 3,000 TPH with availability in the 90 percentiles.

The Nevada Barite industry has experienced a 277% growth over the last five years with a total production of 2,542,000 tons. Total production prior to 1970 approximates 2,700,000 tons dating back to 1907 Annual production, as can be seen in Table 1, has increased from 192,000 tons in 1971 to 723,000 tons in 1975. During this same period U.S production has increased from 825,000 tons to 1,056,000 tons. Nevada is now the leading producer with 69% of the market. The increase in the Nevada barite production is, of course, directly related to the increased demand for weight material coupled with the lack of other sources and the relative economic advantage of the Nevada barite, A significant tonnage of Nevada barite is utilized in the non-oil well market, principally at FMC&apos;s barite chemical plant at Modesto, California; however the growth has been in the oil well market.
