The “Functional Performance Equation for Ball Milling” was first presented in 1988. It now has been used successfully in more than a dozen mineral processing plants. This powerful, yet simple tool provides a new level of understanding of closed circuit grinding. It shows how grinding circuit efficiency is in reality comprised of two distinct efficiencies. It demonstrates how circuit production rate is related, collectively, to these two efficiencies, mill energy input, and the grindability of the ore. It links circuit performance to design and operating variables that can be manipulated, and creates an effective strategy for making plant improvements. This paper covers the derivation and industrial validation of this equation. As part of an engineering and management system that also incorporates suitable metrics and process control, other operators can now use this tool to make improvements and to manage the performance of their grinding operations with clarity and confidence.

El Abra has the world's largest leach, solvent extraction and electrowinning facility, The crushing plant capacity is 120,000 metric tonnes per day and the cathode production capacity is 225,000 metric tonnes per year. The El Abra mine and plant are located in the Province of El Loa, in Region I1 of Chile, 55 km. north of the city of Calama. The ore deposit outcrops on the southern slope of Cerro Pajonal at an altitude of 3,900 to 4,100 meters above sea level. The processing plant and camp facilities are located at a lower 3,300 meter elevation on an alluvial slope, 15 km southeast of the deposit. The operating company, Sociedad Contractual Minera El Abra, is 51% owned by Cyprus Arnax Minerals Company through the Cyprus Climax Metals Company subsidiary and 49% owned by Corporaci6n Nacional del Cobre de Chile (Codelco). The present paper describes the ore reserves, mine operations, crushing, leaching, solvent extraction, electrowinning and infrastructure facilities.

The adsorption behavior of silver in ammoniacal solutions on activated carbon was studied. In addition to the concentration of ammonia, the parameters that affect adsorption include temperature, degree of agitation and anion and cation concentrations. In the study, it was found that the adsorption of silver from ammoniacal solutions is dependent on the initial silver concentration in the solution. It was also found that the recovery of silver from ammoniacal solutions is not as effective us gold. The adsorption rate was relatively slow overall, despite a rapid initial adsorption. The apparent activation energy ,for the adsorption was measured at 30.2 kJ/mol. It was believed that the kinetics of the silver adsorption on activated carbon was limited by a mixed control mechanism.

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. The Gaudin lecture is devoted to fundamentals. Given my involvement with column flotation over the last 20 years, this is my topic. I have tried to identify spinoff basic research and provide a personal list of favorites. Two are selected for discussion here. They are single bubble rise and bubble surface area flux. The rationale for such work, as well as some of the findings, are reviewed. Support for fundamental work seems as volatile as the economy (and the link is probably not coincidental). I hope some utility to the minerals industry is evident in the text. Column flotation in its current form originated in the early 1960s. The method was invented by Boutin, patented by Boutin and Tremblay and pursued doggedly by Wheeler. Their aim was to overcome the problem of mechanical entrainment of fine particles in the water carried by the bubbles, which they were convinced contributed to lowering flotation concentrate grades (Wheeler, 1988; Finch and Dobby, 1990). The solution was a combination of columnar geometry, the addition of wash water into a deep froth and the maintenance of an excess of water to the tailings, as compared to the feed (a so-called positive bias). Success at Les Mines Gaspe, Quebec, on cleaning Mo in the early 1980s signaled the start of industrial acceptance, making the column one of the flotation machines of choice today. Over the next 20 years, column applications mushroomed to cover virtually all mineral commodities, as well as nonmineral applications such as soil decontamination, deoiling of water and deinking of recycled paper. In the wake, research groups are continuing to probe the fundamentals, conferences and workshops have been transferring the technology and specialist companies have emerged to service the demand. Innovations were triggered as problems arose (for instance, in gas injection systems) and novel flotation cells, much in vogue in the 1990s, had the door opened. Mechanical cell manufacturers have not been idle - there is nothing like competition to provoke a fresh look at an established business. Flotation-cell technology has probably not seen so much activity since the patent rush in the early days of flotation, which occurred around the turn of the century. For an industry often considered reluctant to risk innovation, this is not a bad record. A good idea will find a place, but patience (not always an innovators strong suit) and careful preparation are required. Two books (Finch and Dobby, 1990; Rubenstein, 1996), three symposia (Sastry, 1988; Agar and Huls, 1991; Gomez and Finch, 1996), and a series of reviews (Dobby and Finch, 1991; Finch and Dobby, 1991; Finch, 1995; Finch et al., 1995) document the period. Like many good ideas, column flotation has been overexposed, and there have been disappointments. Coal exploration may be defined as the acquisition of data necessary to define and acquire a block of coal which can be mined at a profit. Unlike ore minerals, coal resources are widespread and relatively abundant with supply exceeding demand in almost every case. Thus simple discovery of coal is generally not enough. The chemical and physical variability of individual coal seams, the capital intensive nature of coal mine development, and the changing patterns of utilization require that a multiphase, three-dimensional evaluation be made of each potential reserve. Factors which must be investigated include not only the quantity and quality of the coal but also the geologic, hydrologic, and engineering characteristics of the seam and its surrounding strata. Acquisition of property to provide a secure base for exploration and mine development is equal in importance to the geologic and engineering programs. The successful development of a coal reserve requires that control of coal and, in the case of a strip mine, the surface be in the form of contiguous blocks of sufficient size to support mining.

INTRODUCTION Fluorspar is the common term used for the mineral fluorite, which is naturally occurring calcium fluoride (CaF2). It is the principal source of fluorine, the most reactive of the chemical elements, from which a great variety of unique and strategically important chemicals are produced. Commercial deposits of fluorspar are widespread throughout the world, and its availability is essential to the industrial progress of all nations. GEOLOGY AND MINERALOGY In its pure form fluorspar, CaF2, contains 51.1% calcium and 48.9% fluorine, and has a sp gr of 3.18 and a hardness of 4. It is commonly a glassy mineral. colorless, white, or grayish. but may also be various shades of purple, pink, blue, green, yellow, or tan. It belongs to the cubic system mineralogically, and commonly crystallizes into cubic shapes in vugs and cavities, although most of it is massive, with interlocking crystals. The nature of industry structure is examined and the structure of the aluminum, copper, lead and zinc industries are described by the use of factor analysis. Capacity is defined and the relationship between industry structure and capacity utilization is examined. It is demonstrated that excess capacity is possible in industries with competitive or monopolistic characteristics, but the effects of the overcapacity are vastly different in the two cases. In a competitive industry, cycles of overcapacity with attendant fluctuating prices are expected. A change in industry structure from monopolistic to competitive characteristics over time causes profits and economic rents to be transferred from the producer to consumers of the mineral.

A mathematical model is presented which allows the free or hindered settling velocity to he calculated for any size or- shape particle in any fluid, and at any percent solids up to the maximum. The validity of the model is supported by comparing calculated velocities (or viscosities) with measured values for 1073 data points contained in 80 sets of data encompassing a range of Reynolds’ numbers, from 0.002 to 770.000. The average error was 0.69%, with an average standard deviation of 6.65%. The derivation of the model is too lengthy to include in this paper, which will specifically present the application of the model to the free settling of minerals and spheres, prediction of the friction factor in wind tunnel tests, the viscosity of suspensions of spheres, the hindered settling of mono-sized spheres and closely sized minerals, and the settling of large spheres in suspensions of small spheres.

The use of paste tailings as underground backfill and for surface disposal is rapidly expanding, and with it comes the requirement to understand and predict its long-term environmental stability. This paper presents the results from a kinetic testing study performed on cemented tailings paste mixtures under both subaqueous and subaerial conditions. In addition, the effects of grainsize reduction are investigated. It will be demonstrated that the long-term weathering behavior of tailings paste is controlled by its physical and chemical characteristics, as well as its placement conditions. The testing indicates that subaqueous disposal of paste inhibits acid generation, whereas the exposed samples produced acidic leachate despite the presence of cement added to meet geotechnical requirements.

10.1-SHAFT SINKING AND RAISING BY CONVENTIONAL METHODS VICTOR L. STEVEN 10.1.1-SHAFT SELECTION A great deal of thought and planning should go into the selection of a mine shaft to provide the most effective use over the greatest, period of time. It sometimes is better to make an additional capital expenditure in the initial shaft program to achieve the greatest overall shaft usage. It is possible to sink a shaft which could be used for mine development, and initial production and later convert it to a ventilation, service or escape shaft. It is important to consider a second shaft in the original planning to provide ventilation, an escapeway and services for overall efficient production and safety. A second shaft usually is required to comply with state and federal mining laws. The main items to consider in shaft selection are: 1. Installation from surface or underground. 2. Vertical or inclined (sec Sec. 10.1.4L for discussion of factors involved in choice). 3. Tonnage to be hoisted. 4. Size of mining equipment to be lowered through the shaft to the underground workings. 5. Amount of water to be handled in the mining operation. 6. Ventilation requirements. 7. Type of ground the shaft is to be sunk through. 8. Position of shaft with relation to ore body. After the main features of a shaft arc determined, such as vertical or inclined, shape, size, type of lining and support, compartments, and shaft. facilities (air, water, ventilation, pump lines, power cahles, etc.), then :I sinking plant and procedures should be planned. At this point it should be decided whether the company will sink the shaft with its own crews or award the job to a competent shaft contractor. Company sinking generally will cost less if competent shaft men are available. Money also will be saved in plant costs, such as for hoist, headframe, compressed air, buildings, etc., as these will be part of the permanent plant and can be used in the sinking operation. Labor costs generally will be lower than contractor construction rates. The advantage of having a contract, or is the speed of completion of the project. Contractors usually have headframes and hoists ready to move on the job immediately and have trained crews ready to complete the project in the shortest possible time. Next, the type of surface sinking plant (hoist, headframe, etc.) should be selected and a determination made whether it is to be temporary or permanent. In most cases it is less expensive to install the permanent, headframe and hoist, and use them for sinking. The type of actual sinking equipment to be used should be evaluated for the most efficient sinking cycle, e.g., mucking method, drilling method, and lining or support means. The proper cycling of drilling, mucking and lining is extremely important in obtaining the most favourable sinking costs. 10.1.2 - GROUND STABILIZATION AND WATER CONTROL Prior to the shaft-sinking operation an investigation should be made into ground-water conditions. Larger grinding mills continue to utilize large gear-driven drives or electrical wraparound drives. The panel will include presenters from operations with large mechanical and electrical drives. JIM HANDLEY: Before we get to the third and final session, I want to introduce my co-conspirator for this session, John Mansanti. John is manager of milling with Newrnont Gold Company, Carlin, Nevada, and was very active in securing participation in this innovative symposium. I'm Jim Handley and I'm with Cyprus-Amax Minerals at the Sierrita copper and molybdenum mine. Our third presentation is titled "Geared Up or Wrapped Up?" I hear this topic discussed, but never at great length. I think that's because the opinions are fairly strong and diverse, and people generally aren't reinforced properly in their arguments. The first person to enlighten us on this topic is Scott Bird. He has more than 20 years with Kennecott, is a graduate in metallurgical engineering from the University of Utah, and is currently operations superintendent and deals with this phenomenon every day.

Historical methods of designing steel cord belt splices are compared with modern finite element modeling (FEM) methods. Dependence of the belt strength rating on the splice dynamic fatigue strengths is reviewed. A number of splice schematics are examined, using simple spring theory and FEM methods. Steel cord wire rope design is discussed. The importance of the insulation gum rubber properties and their splice dimensional factors and tolerances are analyzed. Splice fatigue lie analysis procedure is reviewed. This may be used to predict splice life or time of failure, depending on how the conveyor belt is operated.

One of the rare consensual points among different resource-based economic analytical approaches refers to the strategic role of rent from mineral extraction, as a decisive tool to ensure that the temporary wealth generated in the present can turn into permanent income in the future. For this reason, evaluation, distribution and use of mining rent plays a central role in the sustainable development of mining cities. Brazilian legislation provides for this at the municipal level by means of participation in the financial results of mineral extraction accomplished in these municipalities, with the Financial Compensation for Mineral Exploration (CFEM). CFEM is a type of ad valorem royalty, which charges taxes of up to 3% of the net revenue of mineral production. However, legislation does not establish how these resources should be used. Therefore, there is wide variation in the use of CFEM income among Brazilian mining cities. A study from a sample of the 15 largest mining cities in eight Brazilian states made possible identification of two main patterns with regards to the use of CFEM which were labeled "sustained use" and " the pitfall of the single treasury." In that regard, this article discusses the pressuring factors that contribute to these patterns, as well as the institutional arrangements which may be more favorable to inducing more sustained use of CFEM.

Cathodic protection using impressed current was employed to reduce mill wall wear during ball milling. Wear rates were determined from weight-loss measurements made on four 1-in.-diam mild steel coupons that were installed flush with the interior surface of the mill wall. Grinding tests were conducted on quartz, pyrite and quartz-pyrite mixtures at pH levels of 4.6, 7.1 and 9.2. Cathodic protection was shown to reduce mill wear by 30% to 60%. An examination of the coupon surfaces using scanning electron microscopy showed that cathodic protection greatly reduced pitting corrosion. The presence of a sulfide mineral, such as pyrite, was found to increase the wear rate significantly, possibly due to galvanic interactions. It was also found that the wear rate is significantly higher than the sum of abrasive wear and the corrosive wear, due to a synergistic effect.

Falls of roof account for over 50% of the fatalities that occur in coal mines in the US. Thus, roof control is one of the more important phases of underground mining. In reality, the control of roof influences the system of mining and is a major determinant of the width and spacing of working places, operations at the mining face, ventilation control, and surface subsidence. Frequently, the control of roof is the largest single cost item. Roof control is a never-ending task, not only at the working face and throughout sections where men are working, but along haulways and air- ways that must be maintained for the life of the mine. This is because roof, even the best of roof, slowly deteriorates, so it must be frequently examined, with corrective support applied when needed. As coal is excavated, stresses are set up in the roof because the previous equilibrium is upset, resulting in pressures that cause fractures and slight movements that are frequently hard to detect. Unless the immediate roof, in the excavated area, is given support by artificial means, it might fall or there might be a succession of falls, varying from a thin scale to several feet, depending on the nature of the top. Exceptions to this are those rare mines, or sections of mines, with hard, strong, nonweathering roof that requires no support.

Capital investments are made for a variety of reasons, ranging from providing incremental capacity at existing operations to developing and implementing new technologies intended to radically improve a company's capabilities. These projects generate very different business opportunities and create value in distinctive ways. For incremental improvements, the capital budgeting process assures at least a loose fit between short-term goals and readily available resources. However, the criteria used to evaluate capital projects often prevent a company from committing to more aggressive goals, which lie beyond the firm's current abilities or resources. Such projects may not have clearly identifiable future cash flows, and the degree of interaction with other projects and the nature of the risk incurred may be difficult to estimate. Additionally, by focusing only on quantifiable benefits, the budgeting process often fails to recognize "soft" improvements such as increased operating flexibility or new knowledge generated by such projects. By rejecting these projects, the capital budgeting process may actually harm the company's future competitive position.

The estimation of local recoveries, such as the local recovered tonnage of ore and its corresponding grade at a given cutoff grade, is an important problem in a selective mining operation. Multigaussian kriging provides a simple solution to this specific problem. The solution is also complete in the sense that local recoveries are estimated together with their estimation variances. It is thus possible to assess confidence limit intervals on the estimated recoveries. Multigaussian kriging has been applied to the Jerritt Canyon deposit in a most realistic situation. The various steps of the estimation procedure are presented in detail and the potential of the method is demonstrated in view of the results. The obtained results show that the estimated recoveries are in good agreement with the actual recoveries and the actual estimation errors are correctly predicted by the estimation variances. Multigaussian kriging thus appears as a useful and fully operationable tool for the mining industry.
