A computer based accident cost indicator model (ACIM) for estimating tangible costs of occupational injuries, illnesses, and fatalities in the U.S. mining industry is described. Studies performed to expand the scope of the ACIM to all mining sectors are presented. Validation of ACIM cost element estimation algorithms with actual costs of mining-related injuries and illnesses are presented. A study of the effect of a fatal accident on production in surface coal and metal/nonmetal mines is presented. The study is based on a sample of 15 fatalities in underground and surface mines. Evidence of significant long- term decline in postfatality production at 6 of 8 underground samples is presented. The average loss is shown to be 1.8% of annual mine production. A study of accident costs in U.S. mining from 1975 through 1981 using the ACIM is presented. The study shows that total annual costs increased from $180,000,000 in 1975 to $379,000,000 in 1981, a 15% annual increase after adjusting for inflation, with mining companies bearing 45% of the total and expected wage losses to mining families accounting for 42%. The study shows total costs of $12,400 per accident and $674,000 per fatal accident for 1981.

The petroleum sector continued to dominate Ecuador's economic activity in 1978, accounting for nearly 10% of the gross domestic product (GDP) and 42% of total export earnings. In 1978, a more flexible petroleum export price was adopted which permitted an expansion of foreign market opportunities. During 1979, Ecuador took advantage of disruptions in the world petroleum supply and renegotiated existing export contracts to accomodate the rapidly escalating world market price. Petroleum sales on the spot market were maximized, and prices reached unprecedented levels. By taking royalty payments in-kind, Ecuador increased its volume of petroleum available for term and spot sales. Although the volume remained about the same as in 1978, the total value of 1979 petroleum exports increased to about $920 million, reflecting a 76% increase over the $523 million received for 1978 crude oil exports. Concerned about its steadily decreasing petroleum reserves (recently estimated at about 1.1 billion barrels), rapidly increasing and heavily subsidized domestic consumption, and the prospect of having to import substantial amounts of petroleum by 1983, Ecuador announced plane which it anticipates will double reserves within the next 5 years. The Government plans to spend $1 billion over the 5-year period. Plans include drilling 325 exploration and development wells and establishment of a secondary recovery program for the Sachs and shushufindi fields. Some exploration wells are expected to reach a depth of 17,000 feet. It is thought that substantial reserves exist in the southeast Amazon region. Late in 1979, it was announced that some 10 million hectares will be available for exploration tenders-probably in blocks of about 200,000 hectares each-in the Amazon jungle of the Orients and in the coastal and offshore regions. The Government planned to commission a private, independent analysis of Ecuador's petroleum reserves that would also include recommendations on efficient production levels.

To insure that such devices will be available, the Bureau has established schedules of minimum requirements for self-contained breathing apparatus, gas masks, supplied-air respirators. (hose masks, air-line respirators, and abrasive blasting helmets, hoods, or masks), dispersoid (dust, fume, and mist) respirators, and nonemergency gas respirators (chemical cartridge respirators). Approval tests of self-contained breathing apparatus are conducted by the Safety Branch; approval tests of other types of respiratory protective equipment are conducted by the Health Branch. Both branches are in the Health and Safety Division.

Tho main storm sewer cross soction is excavated to a roughly hox- agonal shapo 10 foot high by 10 foot wido at the contor. The upper half of the tunnol soction is solidly lined with either timber or stool. After all oxcavation is completed, the tunnel will be finished with a concrete circular lining 8 feet in inside diameter. The lateral storm sewer is excavated to a 5-1/2-foot by 7-1/2-foot section and will event- ually be finished with concrete to a modified horseshoe-shaped section 6 feet by 4 feet. Where the back or walls are considered unsafe during excavation, the upper half of the tunnel is lined solidly with timber. The equipment used by the Sower Division, City of Minneapolis, has been selected to meet a number of applications in storm-sewer work with diversified usage in mind. The sand pumps used on this job are rubber-lined, designed to work against a head of 100 foet. Either 4-inch or 6-inch diameter suction and discharge openings may be used. Other equipment, such as pipe, mine rail, flexible hoses, compressors, and general surface shop equipment, is drawn from a contral warohouse. It may be either new or used, depending on what is available at the warehouse. Much of the pipe and mine rail has been used for many years on several different tunnol jobs.

During the time period from 1990-2007, there were 1601 reportable fires that occurred in the U.S. mining industry (an average of 89 fires per year). The leading causes of U.S. mine fires include flame cutting and welding operations, frictional heating and ignitions, electrical shorts, mobile equipment malfunctions, and spontaneous combustion. The National Institute for Occupational Safety and Health (NIOSH) is conducting a program of research addressing metal/nonmetal and coal mine fire prevention, detection, management and suppression. In the metal/nonmetal area, work was focused on technology transfer and training, and research to reduce the number of mobile equipment fires and their hazards. In the coal arena, research is underway to determine the root cause of cutting and welding-related fires and to evaluate the effects of ventilation schemes relative to the spontaneous combustion risk in longwall mines. Relative to fire management, research is ongoing on remote mine seal installation and remote mine fire suppression technologies. Finally, research is continuing to develop comprehensive and usable smoke management techniques and to develop mine fire growth models, propagation, and suppression. This paper presents a summary of some of the mine fire research and provides an overview of the next phase of the NIOSH mine fire research program.

The value of nonfuel mineral raw materials produced in the United States in 1978 was $20 billion. In 1979, total value increased to an estimated $24 billion, up 20% from 1978. Of the principal metallic ores produced in 1979, about half showed increased quantitative output and all showed increased value per ton compared with that of 1978. Most nonmetallic commodities showed increases in quantitative output and in average value per ton. Because of its decreasing share of the world market, the domestic mineral industry's concerns were the increasing costs of capital, labor, and energy; withdrawals of public lands from mining; and the increasing cost of environmental regulations that tended to deter or delay investment in the Nation's capacity for producing essential minerals.

Mining did not contribute significantly to the economy of Benin, a small country on the coast of West Africa, during 1978-79. During these years, Benin continued to be rated by the United Nations as one of the 25 least developed countries in the world; its gross domestic product was under $200 3 per person per year. Salt from seawater, sand and gravel, bricks, and imported clinker for cement were the only minerals which contributed to the economy. Minerals were not expected to play an important role in the commercial sector of Benin's economy during the next decade. Joint projects included infrastructure development to create a coordinated road and rail system between Niger and Benin that was begun in 1960 as ?Operation Hirondelle." In 1976, an agreement for the construction of a rail link from Niamey, Niger, to Parakou was signed. At Parakou, the rail line would join the existing line to the port at Cotonou. Construction of the rail line was expected to take 6 years, and the cost was estimated at $287 million in 1979. During late 1979, the Federal Republic of Germany granted Benin a loan of $12 million for reconstruction of the port at Porto Novo. Benin and Nigeria were discussing a joint adventure in crude salt exploitation.

"Although silicosis has been studied extensively, the mechanism is still not fully understood. Experiments do provide evidence that the actions of unique properties of silica surface on the cell membrane are the starting point of silicotic processes. This paper summarizes literature on chemical properties of silica surface, and the effect of particle size on silica toxicity. This paper also discusses the ways in which silica dusts are thought to interact with the cell membrane, with emphasis on freshness, hydrogen bonding, and free-radical interactions.INTRODUCTIONSilicosis is a debilitating pulmonary disease that afflicts persons (miners, foundry workers, ceramic workers, heavy construction workers, etc.) who chronically inhale silica-containing dusts (Schepers, 1960; Silicosis and Silicate Disease Committee, 1988). Since silica is second only to oxygen in weight percentage of the earth's crust (about 28%) and is found in an enormous diversity of minerals, it is natural that silicosis is one of the major industrial health hazards all over the world. Although silicosis has. been studied extensively, the mechanism by which the dusts exert their toxic actions on cells and the processes by which these actions progress to fibrogenesis are still poorly understood. The biological characteristics of the dusts are largely unknown, although it is suggested that the dust size, shape, surface charge, roughness, surface chemical composition, trace metal content, and crystallinity; dose of silica in the ambient air of the workplace; duration of exposure; genetic variation in exposed subjects; personal respiratory patterns; and presence of any coexisting disease (such as tuberculosis or rheumatoid arthritis) all influence the expression of silicosis (Koskinen et al., 1983; Noweir et al., 1980; Raask and Schilling, 1980; Reiser and Last, 1979; Thorne et al., 1985; Wolff et al., 1981). The actual biochemical mechanisms through which these factors operate are still unclear. However, the experiments do provide evidence that the actions of certain unique properties of silica surface on the cell membrane are the starting point of the silicotic process (Allison et al., 1966; Allison and Harrow, 1971; Bateman et al., 1982; Marks, 1957; Parazzi et al., 1968; Reiser and Last, 1979; Summerton et al., 1977). This article summarizes literature on chemical properties of silica dusts and how silica dusts are thought to interact with the cell membrane, with emphasis on hydrogen bonding and free-radical interactions."

All electric equipment shall be examined, tested, and properly main¬tained by a qualified person to assure safe operating conditions. The examinations and tests shall be performed at intervals not exceeding six (6) months unless otherwise specified in Parts A, B, C, D, and E. When a potentially dangerous condition is found on electric equipment, such equipment shall be removed from service until such condition is corrected. A record of such examinations shall be kept and made available to an authorized representative of the Secretary and to the authorized repre¬sentative of the miners in such mine. Each item of major equipment, in¬cluding substations, switchgear, load centers, and so forth except powered hand tools, shall be recorded separately. The record of such examination shall include all dangerous conditions found, corrective action taken, and name of examiner, and shall be signed by the person responsible for main¬taining the equipment in safe operating condition, who shall also be a qualified person. Paragraph 2. Electrical Work; Qualified Personnel. No electrical work shall be performed on electrical distribution circuits or equipment, except by a qualified person or by a person trained to perform electrical work and to maintain electrical equipment under the direct supervision of a qualified person. Researchers at the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, are investigating technology and methods to monitor the blind areas around large haulage equipment used in surface mines. On average, six fatalities a year can be attributed to equipment colliding with other vehicles or pedestrian workers, or backing over the edge of a dump point. Several off-the-shelf technologies exist for monitoring areas that an equipment operator cannot see from the cab, including radar, video cameras, and radio signal detection systems. NIOSH researchers have tested many of these systems on large dump trucks both at their test facility and at surface mines. This article discusses the technologies available for this application and their effectiveness in detecting objects near an off-highway dump truck. Also, guidance is presented for mine safety personnel who are planning to evaluate collision warning systems or cameras on their haulage equipment. This analysis was conducted in response to concerns raised by the Chairman of the Energy and Commerce Committee of the House of Representatives regarding the potential impacts on automobile production, GNP and employment resulting from embargoing south African supplies of the platinum-group metals, platinum and rhodium. This analysis should be considered an addendum to the recently released study in which the direct economic costs I of a U.S. embargo on selected South African strategic and critical materials are estimated. The estimated GNP and employment impacts result when a mineral shortage reduces domestic industrial production and are in addition to the direct costs estimated in the earlier study. The direct cost to this nation resulting from a decision to embargo six south African strategic and critical minerals was estimated at $1.85 billion per year during the 1988-1992 time frame of the study. The estimated direct costs include the costs to U.S. consumers resulting from higher strategic mineral prices, lower mineral consumption, and the cost of developing higher cost domestic mineral resources. A large proportion of the costs result from the shortage of the two metals: platinum and rhodium. The average direct annual cost of embargoing is estimated at about $1.4 billion for platinum and $384 million for rhodium.2

Ferrous fractions recovered from urban refuse were tested by the U.S. Bureau of Mines, U.S. Department of the Interior, to assess their character, composition, and response to detinning. This research was conducted as part of the Bureau's efforts to conserve mineral resources through recycling. Results from laboratory and pilot tests established the technical feasibility of detinning scrap recovered from household refuse. Detinned products containing less than 0.03 percent residual tin were produced. Concentrations of other residual elements were determined and compared with those in existing commercial scrap and with proposed specifications. Studies were extended to include evaluations under commercial conditions. Preliminary tests on 5-1/2 short tons of ferrous fractions revealed the need for adequate shredding to assure optimum metal-caustic contact and minimize retention of tin-bearing rinse solution in the final baled product. The washed metal product contained 0.06 percent residual tin. Subsequent melt tests showed a yield of 91.4 percent. Based on these studies, full-scale commercial demonstrations showed that detinned bales equivalent to No. 1 bundle quality could be produced in carload quantities. Up to 5 pounds of tin per gross ton of scrap is con-currently recovered during the detinning process.

Minimize the risk of conveyor belt fires in underground coal mines by improving the accuracy of and means by which flammability data are acquired. Approach Develop a large, laboratory-scale flammability test for mine conveyor belting that realistically assesses its fire resistance. Background A conveyor belt fire in an underground coal mine is a serious threat to life and property. To minimize the risk of belt fires, the U.S. Code of Federal Regulations (CFR) for underground coal mines requires approved fire-resistant belting. Despite this precaution, about 25% of the reportable underground coal mine fires from 1983 through 1988 involved conveyor belting. In several instances, hundreds of feet of belting were destroyed. The current flammability test for fire-resistant belting is specified in 30 CFR, Part 18.65 and is conducted by (be Mine Safety and Health Administration (MSHA). The small-scale test is performed in a 21-in-cubical chamber with 6-in-long by 1/2-in-wide belt samples. To evaluate the flammability of conveyor belting under more realistic conditions, the U.S. Bureau of Mines conducted large-scale fire tests of belting. The large-scale data were then utilized in the development of an improved laboratory-scale flame test for fire-resistant belting.

This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners? training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry(Morbidity and Mortality Week Report, 2001; NIOSH, 2002).Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year(NIOSH, 1999).

"Electron spin resonance (ESR) measurements provide evidence for the formation of Cr(V) intermediates in the enzymatic reduction of Cr(VI) by glutathione reductase (GSSG-R) in the presence of NADPH, indicating an initial single-electron transfer step in the reduction mechanism. Depending on the pH, at least two different Cr(V) species are generated which are relatively long-lived. In addition, we have detected the hydroxyl (·OH) radical formation during the GSSG-R catalyzed reduction of Cr(VI) by spin trapping, employing 5,5-dimethyl-1-pyrroline-N-oxide (DMPO) and a-(4-pyridyl-1-oxide)-N-tert-butylnitrone (4-POBN) as spin traps. Superoxide dismutase (SOD) causes only a minor effect on the ·OH radical and Cr(V) formation, indicating that the ~ - is not significantly involved in the reaction mechanism. Catalase enhances the Cr(V) formation and substantially inhibits the ·OH radical formation, indicating the involvement of hydrogen peroxide (H20 2) in the reaction mechanism. Addition of H20i suppresses Cr(V) and enhances the ·OH radical fonnation. Measurements involving N-ethylmaleimide show that the Cr(V) species, produced enzymatically by the reduction of Cr(VI) by GSSG-R, react with H2O2 to generate ·OH radicals, which might participate in the initiation of Cr(VI) carcinogenicity.INTRODUCTIONC(VI) compounds have been found to exert serious toxic and carcinogenic effects on humans and animals [1-4) and to cause mutations in bacteria and transformation of mammalian cells [5-8). In contrast, most Cr(lll) compounds are relatively nontoxic, noncarcinogenic, and nonmutagenic [9, 10]. Cr(VI) and Cr(lll) oxidation states are different in their metabolic pathways: Cr(VI) ions are rapidly transported across cellular membranes [2, 11-13), while Cr(lll) moieties do not easily penetrate cells and are not oxidized by cellular constituents [3]. Since it is known that the reduction of Cr(Vl) is required for its reaction with DNA [2], the molecular mechanisms for the intracellular Cr(VI) reduction have been the focus of studies during the past decade but the details are still not understood."

In July 1944, the United States Geological Survey mapped the prospect and submitted a report 4/ recommending core drilling by the Bureau of Mines. The drilling project, which was supervised by the author, was started on January 10 and completed on May 10, 1946.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. "It took only 9 years from the first appearance of roof shields on the U.S. longwall mining scene to the present predominance of shield faces. An apparent consequence is the welcome downward trend in accidents related to failures in longwall ground control. The report addresses load prediction, the effects of shield geometry on support loads, factors contributing to ground control, and related techniques. The Bureau of Mines took an active part in the evolution of longwall mining, including developing one of the first shield faces in 1975, the first lemniscatetype shields in 1976, the Mine Roof Simulator completed in 1980, the first shields in steeply pitching coalbeds in 1981, and the first multilift working of a thick coalbed in 1982. The information offered in this state-of-the-art report will assist in establishing criteria for roof support selection. INTRODUCTIONIn terms of roof support technology, the introduction of shields in the seventies and eighties was a major step forward. Table 1 indicates the predominance of shield faces on the U.S. longwall mining scene and its apparent consequence, a welcome downward trend of ground-control related accidents.The rapid progress of longwall technology began in 1975 and is highlighted by a development leading from the caliper shield to the modern lemniscate type. Shields have been gaining preference over chocks since their advent to longwall mining in 1975. Safety and productivity factors favoring shields over chocks are--1. A sheltered working space requiring minimum cleanup work.2. Structural stability that allows advancing without delay even with brushing roof contact and, by controlling all lateral loads, removing the requirement for cumbersome leg restraint and restoration devices.3. Wide hydraulic range of mining height.The development of roof shields in the Federal Republic of Germany preceded and paralleled their rapid adoption by U.S. miners. In 1983, 87 pct of the total production in Germany came from shield faces (1).2 In Great Britain, the National Coal Board introduced the first shield support system in 1977 to initiate Advanced Mining Technology (ATM) and Heavy Duty Mechanization (HDM) programs; as of mid-1982, 44 shield faces were operating, or 7.5 pct of a total of 581 faces CJ_)."

"Summary An apparent decline in fuel efficiency at refineries, which first became came evident in 1930 and continued through 1933, was checked in 1933 when the average amount of heat needed to refine a barrel of crude oil amounted to 660,000 B.t.u. This compares with an average requirement of 692,000 B.t.u. In 1932 and with a low of 639,000 B.t.u. in 1929. (See fig. 1.) The improvement in fuel economy in 1933 probably was closely related to the increase of 5 per cent in crude runs to stills. As much of the fuel burned at refineries is utilized for purposes other than under crude-oil stills and in relatively stable amounts, it is evident that a material increase in crude runs will usually reflected in a decrease in average fuel requirements. Another factor which has influences fuel economy at refineries in the past is the trend in cracking, a refining process requiring more than the average expenditure of heat. In 1933 production of gasoline by cracking increased slightly, but no appreciable rise in heat requirements resulted as an equivalent amount of fuel was saved in improved technique, particularly in the field of heat exchange.Since the beginning of the refining industry, the transition in fuels has been from solid to liquid to gaseous; in other words, the leadership was first held by coal, then passed to oil, and is now held by gas. In 1933, 54.7 percent of the total heat units generated came from gas, 39.0 percent from oil (including acid sludge), and 6.3 percent from coal and coke. The principal change in the relative importance of the various refinery fuels in recent years has been the rapid growth in consumption of refinery or still gas at the expense of all the other common fuels. Still gas owes its ascendency to its cheapness and availability, and probably it would have become the primary refinery fuel years ago if recovery methods had been perfected. The relative importance of coal showed a small increase in 1933, the first gain recorded since these surveys were inaugurated in 1925. The increase in use of coal was undoubtedly due to increased operations at plants using it,"
