The East Bay Municipal Utility District’s Claremont Tunnel is an 18,000-foot long water tunnel that crosses the Hayward Fault zone near Oakland, California. It was originally completed in 1929. This project involved the construction of a bypass tunnel through the fault zone, including an enlarged vault section designed to accommodate up to 8.5 feet of horizontal offset. Ground conditions encountered included sheared and crushed serpentinite and clayey fault gouge, and presented specific challenges for construction. A special excavation and support sequence used concrete-backfilled side drifts as foundations for the vault steel sets. It also allowed for a 20-foot-wide top heading and bench excavation in soft and squeezing ground conditions.

The Reserve Mining Co., in the processing of taconite iron ore quarried from the Peter Mitchell Pit, deposited the finely crushed waste rock into Lake Superior near Silver Bay Minnesota. In the early 1970s The U.S. Environmental Protection agency filed a lawsuit against Reserve Mining Co., asking the court to force the company to stop dumping into the lake. On April 20, 1974, after a lengthy court battle, the U.S. District Court concluded that the Reserve Mining discharge into Lake Superior violated federal and state pollution laws and thus ordered Reserve Mining Co., to halt the lake disposal of taconite tailings. At the time many feared that some of the mineral particles contained in the tailings (alleged to be asbestos or asbestos-like) would cause human health problems. This Conference was thus convened to readdress the problem of the mineral content of the Biwabik Iron Formation and to whether any minerals contained in the ore could cause human disease. The four papers given in this session address the nature of the mineral particles in the taconite rock, the definition of the term ??asbestos?? and the history of the legal controversy over the possible health effects of certain mineral particles contained in the Biwabik iron range ores. Morey The Biwabik Iron Formation was a principal source of ore for the American steel industry during the 20th Century. The unaltered iron deposits, called taconite, contain approximately 30% iron and 50% SiO2. About 75% of the iron in taconite resides in the mineral magnetite, the remainder is largely in iron carbonate and several iron-silicate minerals.

INTRODUCTION A number of tunnels supported and permanently lined by steel-fiber-reinforced shotcrete (SFRS) have been built in North America in the 1980s. The material is more economical than, and technically equal or superior to, conventional shotcrete using wire mesh. The design and construction of SFRS-lined tunnels is straightforward, and only a few new design principles, laboratory tests or construction equipment modifications appear necessary in order to use this material. Modern tunnel Contractors may use cyclic drill-and-blast methods on some tunnels, with intermittent shotcreting as part of an orderly cycle. The Dry Mix method is most suitable for cyclic, intermittent, relatively small-scale shotcreting. However, modern Contractors excavating tunnels continuously using large long Tunnel Boring Machines (TBMs) or Roadheaders may prefer Wet Mix shotcreting on a mass production basis. In either case, the use of steel-fiber-rein¬forced shotcrete (SFRS) promotes the rapid and economical excavation of tunnels. The addition of microsilica will improve SFRS properties and reduce rebound, and is expected to become standard practice with SFRS in North America, as it now is in Scandinavia. HISTORICAL REVIEW Steel-fiber-reinforced shotcrete (SFRS) at the present time (1985) is essentially conventional shotcrete with straight or deformed steel fibers added, and in general SFRS for tunnel linings encounters the same problems that conventional shotcrete does. This paper will present the results of an analysis of several abandoned coal mine projects and includes field data for over a dozen different reclamation projects recently completed in the state of West Virginia. The analysis was performed with the objective of summarizing and or classification of the environmental consequences with reference to the characteristics of the mining facilities (surface, underground, etc.). The analysis also addressed the itemized cost of remediation with respect to procedures, environmental concerns and time. The results of the analysis are that each abandoned coal mine site in West Virginia have/had many unique features and in most cases include a combination of environmental concerns that complicate comparisons. The study also revealed that the abandoned mine land program for mines abandoned prior to 1977, that is being financed by a tax on the production of coal, has produced many benefits for the state of West Virginia. This grant program administered by the Office of Surface Mining, has resulted in a high quality methodology of remediation that has been successful for many years in greatly minimizing and/or eliminating environmental concerns from abandoned coal mines.

This paper discusses the process utilized by the Kiewit?Bilfiger Berger Joint Venture (Contractor) to select, design, and procure the largest mixshield tunnel boring machine (TBM) ever implemented in North America. The mixshield will excavate the 8,534 linear m × 6.7 m ID (28,000 linear ft × 22 ft ID) tunnel for the City of Portland Oregon?s, Bureau of Environmental Services (Owner) East Side CSO Tunnel Project. TBM selection was conducted under a preconstruction contract in which the Contractor, Owner, Construction Management Consultant and Designer collaborated on TBM selection prior to commencement of construction. The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. "The objective of this research is to study the quality of blast-furnace iron ore pellets with binary basicity 1 fired on a pilot scale using the two main firing processes that are presently in use in the world and comparing them. Currently, the great majority of pellet producers use the traveling grate process because of its higher production capacity. In this study, the physical and chemical qualities of the pellet feed, limestone, anthracite and bentonite were determined and the amount of additives for a blast furnace pellet with the defined basicity was calculated. The physical properties of the green and dried pellets were determined accordingly. Produced pellets, after being fired on a pilot scale using traveling grate and grate kiln, were subjected to chemical analysis and physical testing. No significant difference was observed in the metallurgical quality — that is, reducibility index (RI), reducing disintegration index (RDI) and swelling index (SWI) — of the pellets produced by both processes. However, a comparison of cold physical tests — tumble and cold compression strength — shows improved quality of the pellets fired using the grate kiln process.IntroductionThe development of human civilization owes much to iron and steel (Sun et al., 2015). Iron is the most used metal in the world, and it is the main component of steel, which is present in materials for structural engineering, automotive and general industrial applications (Liu et al., 2014). Increased global demand has led to a decrease in the resources of ore with high iron content (Zhang et al., 2015), and currently 95 percent of the iron ore in China needs processing before smelting as its iron (Fe) content is only about 30 percent on average (Liu et al., 2014).Pelletizing is a process to economically agglomerate iron ore pellet feed into pellet form. After balling, green pellets are conveyed to the final step of the manufacturing process (Pena, 1982). The process is a multifaceted one, involving high temperatures, air flow gas turbulence and complex equipment geometry (Larsson et al., 2009). The pellets are fed into blast furnaces, which are now predominantly used in the extraction of iron. Ore processing also requires physical separation, including crushing, grinding and water removal (Sun et al., 2015).The increase in steel consumption favors the exploitation of low-concentration ores and the production of pellets (Halt and Kawatra, 2014). Pellet quality is affected by various factors, such as their physical and chemical characteristics and their temperatures and residence times in the furnace (Halt, Silva and Kawatra, 2015). Different geological settings lead to a wide range of different minerals (Graça et al., 2015).This work aims to generate important information for the pellet industry in the area of physical and metallurgical qualities of the agglomerates obtained by two processes: traveling grate and grate kiln."

In the processing industries, it is well known that particle shape is an important factor which determines the behavior of particulate systems. For example, system properties of technological significance including rheology, suspension stability, agglomeration, packing, permeability…etc, are affected by particle shape. In this regard, characterization and analysis of particle shape is essential for more detailed understanding and improved development of particulate processes. In general, it is clear that the behavior of these systems depends on the statistical characteristics of particle shape. Remarkably few techniques exist to predict the mechanical and hydrodynamic behavior of an irregularly shaped particle or a population of irregularly shaped particles for that matter. The lack of models and correlations can be attributed to the wide variety and complexity of particle shapes, the difficulty of defining shape descriptors suitable for modeling, the limitations of measuring shape, and the lack of classifying techniques to characterize particle shape. In this paper, we present information on how 3D particle shape can be measured, characterized, and analyzed using cone-beam X-ray microtomography (XMT).

Most supergene copper heap leach operations today employ forced-aeration, irrespective of ore grade. Unfortunately, there is little published quantification of its benefit. There is a natural desire to strive for the ideal chemical kinetics. The reality, however, is that physical mechanisms control the commercial extraction rate. This paper presents the performance of a number of operations, their operating conditions and physical ore characteristics, which contribute to non-ideal solution distribution and variable extraction rate. Regardless whether one uses forced-aeration, commercial experience to date suggests it is prudent to design for longer leach cycle times to ensure the production target is met.

The Antamina Mine is located in the mountainous region of the Ancash Department of Peru at an elevation of approximately 4200m.The 120 km main access road crosses the headwaters of numerous high-value trout streams and is adjacent to pristine lakes, some of very high ecological and scenic value. In addition, the mine discharges mine water and tailings supernatant to the Antamina and Ayash watersheds. These streams provide the primary water supply for irrigation by local residents and provide excellent fishery habitat. The rock walls and earthen diversions constructed by historic and current indigenous residents of Peru are world-renowned and local residents continue this tradition, passed down from the Inca Civilization, for both agricultural purposes and water distribution. The key elements of sustainable development – economic, environmental and social development have been incorporated into Antamina’s sustainable development program through integration of indigenous knowledge and capabilities into enhanced storm water, erosion reduction and sediment control systems. Examples of incorporating indigenous technologies and knowledge into cost-effective and environmentally sound environmental controls are:(1) placement of rock walls on steep terrain to reduce slope length and erosion, (2) installation of rock walls (porous rock check dams) within elongated sediment ponds to increase detention time, (3) construction of rock-lined ditches to convey clean water (4)use of rock walls, with or without geotextile, to function as a seep berm, and (5) appropriate selection and usage of native Andean species for protection of canals and sediment ponds, and steep slopes.

Since 2007, a number of Multivariable Predictive Control (MPC) Applications have been implemented on SAG mills, among others, within the Kairos Mining Concentrator Automation Program using ?Profit Controller?? and other tools comprising the ?Profit Suite??. Along this journey, several interesting and challenging issues related to SAG mill operation and control have been faced, which are relevant to be shared with the Mineral Processing community. These advanced control applications have an operational objective whose goal is to increase marginal profit on the concentrator, together with increasing mill stability. In regard to this objective, the issues to be presented and described are in direct relationship with ?Profit Controller? features and the SAG role; they are also stated and linked to get the most of the mill. Some conclusions and findings are also presented, leading to recommended practices on how to use the controller. These findings have also lead us to decide further actions to be taken on new applications to deploy and also on devising and implementing some complementary components to increase robustness of the overall automation solution, as well as reducing the need for operator intervention.

Probability function integration method is one of the influence function method. It is a widely accepted method in many mining districts in China and Poland mainly because its theory and formulae can well-represent the surface subsidence basins due to longwall mining of flat or near-flat seams. This paper introduces the basic theory of the probability function integration method and determines its 4 basic parameters by analyzing the measured subsidence profiles in eight longwall panels in Northern Appalachian Coal field. It also discusses the two methods for determining the 4 parameters. Finally the acquired parameters are used to predict the subsidence and deformation of the houses for damage assessment. Comparisons are made between the measured and the predicted subsidence. Probability Function Integration Method The probability function integration method for predicting surface movements and deformations is widely used in China and Poland. The governing equation of the method contains five parameters: subsidence factor, a, offset of inflection point, d, tangent of the major influence angle, tan fl, horizontal movement constant, b, and major dispersion angle e (e = 90. for flat seams). Its applicable range iis much larger including seams less than 30' from the horizontal, critical and noncritical mining and soft to hard overburden.

The Leeville underground mine has been in operation since 2006 and currently produces 3,500 tons of ore per day with an average gold grade of 0.34 opt. The mine has a large horizontal extent of 2,500 feet by 500 feet and a vertical extent of 20 to 200 feet. Based on the characteristics of the ore bodies, a long-hole stope and cut-and-fill mining methods are used at the deposits which are divided into several mining zones. Cemented rock fill (CRF) is used as the backfill in the open stope. CRF design includes the aggregate design, the ratio of cement and fly ash design, and strengths for the long-hole stope and cut-and-fill. In the aggregate design, the particle size distribution is one of the most influential aggregate characteristics in determining how it will perform as a basic backfill material. Gradation helps determine durability, porosity, cement and water requirements, strength, and shrinkage. To cut the backfill cost, fly ash usually is added into the binder to replace some part of cement. However, adding fly ash can affect the strength of the backfill. The reasonable percentage of fly ash is also important for making a good and low cost backfill. Based on the different mining method, the different backfill with different strength is designed. A systematic quality control procedure for aggregate and backfill is followed. After four yeas application, CRF system in Leeville achieved very good results.

Reflected light microscopy was used to study the mineralogy and textures of experimental reactions of a nickel concentrate with a slag. Such an interaction is an important step in the bath smelting of nickel sulfide concentrate. Concentrate particles in the central portions of the pellets are rounded and develop vermicular SO2 gas porosity. In the outer portions of the pellets, the original minerals of the concentrate, pyrrhotite, pentlandite, pyrite, chalcopyrite, and violarite have agglomerated and reacted to form two intergrown phases: 1) pyrrhotite solid solution (Fe0.75Ni0.18Cu0.01S) and pentlandite solid solution (Fe0.58Ni0.51Cu0.03S). Magnetite formed euhedral crystals, skeletal crystals, and dendrites at the margins of the matte. Prismatic ferrohypersthene and octahedral Mg-Al-Fe spinel crystals and dendrites are present in the glassy slag.

In 1974, Brunswick Mining and Smelting Corporation Limited started a 48 million dollar expansion programme at their property in Bathurst, New Brunswick. A portion of the expansion plans includes a 26 foot diameter 4,525 foot deep shaft, underground crusher and conveyor excavations and lower level access development. J. S. Redpath Limited was awarded the contract for the new shaft and associated rock work in May 1974. Brunswick Mining and Smelting Corporation Limited, a member of the Noranda Group, operate this 10,000 ton per day lead, zinc, copper plant with proven reserves in excess of 90 million tons. While most of the ore is provided by the underground operation at the Number 12 ore body, some tonnage is produced from the open pit at the Number 6 ore body. Long range plans indicate a phasing out of the open pit and an increase in production from the underground operation. Existing facilities at the underground mine could not provide additional tonnage, thus the requirement for a new shaft. (Figure 1) The new shaft will also provide access to ore below the 2,800 level which is currently the bottom level of the existing facility. The contract called for sinking a 26 foot inside diameter, nine compartment concrete shaft 4,525 feet deep (Figure 2). Station access and ramp development from existing workings would be required to the bottom of the new shaft. In addition, development work for new crushing and conveying facilities was needed simultaneous with the shaft sinking.

Rare earth elements (REEs) and their compounds are essential in a multitude of mundane and sophisticated applications such as renewable energy technologies, catalysts, medicine, and defense applications. The global supply deficit could be attributed to the destabilization of REE market that has, as a result, incentivized indigenous production of REEs. Cost-effective and environmentally benign opportunities are being explored for the production of REEs from non-conventional mineral sources including coal and coal by-products to stabilize the supply chain. Coal from Healy coal mine and Wishbone Hill deposits in Alaska have been quantified for REEs and were found to possess elevated total REE concentrations as compared to world average levels (60– 70 ppm). The objective of the study was to concentrate the REEs in the froth phase by froth-flotation of the fine size fraction (< 75 μm). A Box-Behnken design of experiment was employed to ascertain the main and interaction effects of operational parameters on response variable by analyzing 3D response surfaces. Experiments were carried out to maximize REE recovery and concentration by modeling and optimization of three operating variables (frother dosage, pulp density (% solids), and collector dosage). Based on the results, the optimum flotation conditions for maximum recovery at an elevated concentration of REEs in the froth fraction was obtained at 4.2% solids and 32.7 ppm of frother dosage for Healy sample and 10% solids and 37.9 ppm of frother dosage for Wishbone Hill coal sample. The quadratic relationship between the input and response variable was found to be independent of collector dosage suggesting good surface hydrophobicity and floatability of the two coal samples.

INTRODUCTION This paper summarizes the result of a two and a half year research program. The objective of the research was to develop a fundamental understanding of the Rib-in-Roc method. Through the development of a new model technology, namely three-dimensional physical models which powerfully exploit the results of dimensional analysis Stillborg, Stephansson and Swan (1), it has been possible to establish the contribution to both permanent and immediate stabilization of a large underground opening pre-reinforced by the Rib-in-Roc method. Using the results from these physical models and earlier work by Stillborg and Stephansson (2) and Åkesson (3), a conceptual synthesis is given in this paper so demonstrating the Rib-in-Roc method to be a practical working system of pre-reinforcement. DESCRIPTION OF THE RIB-IN-ROC METHOD To give the reader an idea of how this method of pre-reinforcement is performed, a short description will be given, Figure 1. Before any full-scale excavation takes place an entry is made in the host rock and rib raises are driven around the proposed opening. These raises are made at a spacing that is dependent upon rock quality; an opening in poor rock needs more ribs per length of opening. As the ribs are driven they are used as a site from which very competent rock bolting can be done. As a rib is excavated it is filled with reinforced concrete. Finally after having in this way reinforced the zone around the proposed opening, (a reinforced arch is formed) the displacements are automatically controlled as the opening is being excavated. Using this method openings with a span of 50-60 meters (160-200 ft) and a height of 60-80 meters (200-260 ft) are likely to be realised.

This paper presents various design and construction considerations involved in developing an underwater installation of lined, large diameter shafts not known to have been previously accomplished for the diameter size, depth or ground conditions identified with the Seabrook Power Station. Outlined approach provides for driving tunnels independent of shaft sinking operation, permits the use of prefabricated shaft lining and incorporates a safe dry tap method for connecting the shafts to the tunnels. INTRODUCTION The Seabrook Power Station, located two miles inland from the Atlantic Ocean, at Seabrook, New Hampshire, is a two unit, nuclear powered, electric generating plant, each unit having a capacity of 1150 megawatts (electric). Typical to all steam driven generators is the requirement for large quantities of water. Requirements for the Seabrook Plant will be met by intaking and discharging approximately 850,000 gpm of ocean water at a considerable distance from the shore line in water depths that render the environmental impact inconsequential. Obtaining, conveying and discharging such large quantities of water represents a major undertaking, particularly under today&apos;s environmental controls. Tunnels are well suited to reducing the environmental impact at the Seabrook site by conveying the water about 250 feet deep under the salt marsh (a valuable ecological feature) and under the beach well out into the ocean without any noticeable ground surface disturbance. An alternate approach utilizing trenched piping would have created some disturbances and was environmentally less desirable. The tunnels connect to intake and discharge

Bench-scale selective-flocculation tests were conducted on samples of Florida and Western phosphate process tailings. Physical, mineralogical, and surface characteristics were determined for both types of samples. The flocculation tests investigated dispersant and flocculant types and doses, pH, and slurry percent solids, while other parameters were held constant. Where selectivity was achieved, phosphate minerals remained dispersed, whereas silicate minerals flocculated and settled. In single-stage tests, flocculants having low to medium anionic character effectively upgraded products at moderately elevated pH. Multiple-stage tests, and tests in which flocculants of lower molecular weight were used as site-blockers, gave improved results.

"The Mine Improvement and New Emergency Response Act (MINER Act) of 2006 (PL 109-236, 2006) established the Office of Mine Safety and Health, functioning as the Office of Mine Safety and Health Research (OMSHR) within the National Institute for Occupational Safety and Health (NIOSH) and provided authority for awarding contracts related to the development and implementation of new mine technology and equipment. The OMSHR external contracts program was formed in accordance with the MINER Act and has since issued more than 150 contracts focused on worker health and safety. Initial funding for this program was provided by the United States Congress through two emergency supplemental appropriations and was focused on emergency oxygen supply, communications and tracking, and refuge chambers (also referred to as refuge alternatives). Since the MINER Act, Congress has continued to fund the program through the annual NIOSH mining appropriation. The program was supplemented starting in 2009 with an academic capacity building program directed toward developing university tenure-track faculty and facilities and supporting graduate students in the area of mine ventilation. Ground control was added as an additional focus area in 2011. A short synopsis of each contract is published on the NIOSH Mining website (www.cdc.gov/niosh/ mining/researchprogram/contracts/index.html) and final reports are available in digital form on request. An RFP solicitation includes a specific problem description and a well-defined scope of work to guide the offeror in preparing a bid to conduct the research. Under the BAA several problem areas are described and the offeror develops the scope of work and deliverables for the proposed research. An IAA is very similar to an RFP except it is a contract between two federal government agencies."
