Thank you for inviting me to come here and be your keynote speaker. Texas also thanks you for being included as part of the Rocky Mountain Coal Mining Institute. We'll kind of think of Texas as Baja Rocky Mountains. I've always wondered why coal miners were the only people to go to the mountains in the summer time-and now I know why. The program committee should be given a big hand for selecting this RESORT. And the golf course is stimulating to say the least. This is a very beautiful location. I was asked to talk about CHALLENGES, OPPORTUNITIES and INNOVATIONS as they affect the coal industry. I am going to do that from a Texas perspective. But first, since Texas is the newest state to belong to the Institute, I would like to give you a little background on how our coal industry got started and where we are at today. The vast majority of our coal is called lignite-it has a little lower heating value than most other coals and ranks somewhere between buffalo chips and sub- bituminous. Lignite is found In three geological formations running Northeast to Southwest through South and East Texas. In-place reserves lying within 200 ft. of the surface total 14 billion tons. This slide shows the lignite formations with cur- rent mine operations colored in RED. Mines that are planned to be built in the next 10 years are shown in BLUE. Lignite was used mostly by settlers in Texas during the 1800s. It was used as a fuel to fire locomotives during the Civil War. Between 1900-1930, about 100 mines, mostly underground, were operating in Texas producing lignite for home heating and as a boiler fuel. Here are some slides showing underground access, [lie tipple used to process the lignite, and the underground workings. This is the "BIG LUMP COAL COMPANY" as shown here. The typical underground mine was 100-150 ft. deep and each miner produced 7-10 tons per day-all by hand. In 1926, the Texas Power & Light Company built the Trinidad Power Plant and began using lignite as a boiler fuel. The lignite was mined by the McAlester Fuel Company at the nearby Malakoff Mine. Here are some slides showing a stripping shovel at Malakoff uncovering lignite. The lignite was loaded into railcars in the pit for transport to the power plant. This is a picture of the Trinidad Plant which had two 20 MW units and one 32 MW unit. At the time, Trinidad was the largest power plant in the United States using lignite exclusively as a fuel. Trinidad operated until 1942 when it was converted to natural gas that was sold to the plant for 3 ½ ¢ per MMBT'U. The mine closed after having produced 7 million tons. Lignite was mostly forgotten about until 1953 when Alcoa started an aluminum smelter. Our Company formed a subsidiary called Industrial Generating Company to operate the power plant that furnished electricity to the smelter. We also operated the nearby Sandow Mine that supplied lignite as a fuel to the power plant

The 69th Regular Meeting of the Rocky Mountain Coal Mining Institute convened in Manor Vail Lodge, Vail, Colorado, and was in session at 10:00 a.m. The meeting was called to order by Past President Joseph E. Ward, former District Manager, Denver Office, Coal Division, Joy Manufacturing Co. and now retired. Mr. Ward, after reading a brief biography of President O. F. "Os" Lewis, introduced him to the assembly. Biographical sketch read as follows: Mr. Lewis is President, General Manager, and a Director of Colowyo Coal Company. "Os" was born in Reno, Nevada. He attended the University of Utah at Salt Lake City, Utah, and later the Denver University in Denver, Colorado. His career in the Western Coal Industry started back in 1923 when he was employed by the Central Coal and Coke Company of Salt Lake City, Utah, as a clerk, then chief clerk and as a traveling sales representative for a period of 13 years. Later, in 1936, when that company was acquired by an affiliated company of Harris Coal Company, he was transferred to Denver as Assistant Sales Manager, Purchasing Agent and later as Executive Assistant to the President.

At 10 a. m., Tuesday, November 12, 1912, the following members of the committee appointed by "Coal Age" to organize a Coal-Mining Institute for the Rocky Mountain region, met in the State Capitol, at Denver, Colo. : E. H. Weitzel W. J. Murray T. H. O'Brien W. B. Williams James Dalrvmple F. W. Whitksiie A. C. Watts David Griffiths The following members of the committee were not present: Frank Manley Allan French H. C. Williams Frank Cameron J. E. Pettit D. W. Brown C. H. Gibbs E. H. Weitzel acted as chairman of the meeting. This committee drew up a form of Constitution and By-Laws, to be recommended to the general meeting to be held on the following day; and, with the exception of two alterations, this Constitution and By-Laws, formulated by the Organization Committee, were accepted as a whole by the general meeting. With the exception of a general discussion of affairs that might be brought out by means of such an institute, no further business was done at this meeting of the Organization Committee, and it was adjourned.

From time to time the question of shearing or vertical cutting of rooms and entries especially as an adjunct to the usual horizontal cuts, has cropped up in the literature of coal mining and in the discussions of mining men. Exact and definite data based an thorough tests have usually been lacking however and the present article is written to supply as far as possible this deficiency. The tests given below were made over a period of 90 days in the summer of 1921 and the object was to investigate the general .economics, if any, that might result from the introduction of vertical cutting as a standard practice into the Clear Creek mines. The machine used was the Oldroyd Universal coal cutter and comparative tests were made against the Goodman Straight- face machine and the 35 B Jeffrey Shortwall. The tests however should be held to apply only to the various methods of cutting and not as a study in the relative merits of the various machines. The first series of tests were made in the 2nd East district of No. 3 mine, where only entries were being driven at the time, the tests therefore cover only entry work. The presumption was that the entry width would be 12 feet but the oxerrun in some cases was marked enough to make the work comparable to rooms. The first test made was to determine the time necessary to shear as well as cut the places, and the results were reduced to the time necessary to cut a ton of coal. The time for shearing in the table includes the time necessary to revolve the cutter bar to the vertical position.

The Forty-Sixth Meeting of the Rocky Mountain Coal Mining institute convened at the Hotel Colorado, Glenwood Springs, Colorado, June 19, 1950, at 10:00 a. m., G. E. Sorenson, President, presiding. PRESIDENT SORENSON: The meeting will come to order, gentlemen. I note from the program here this morning that you were supposed to have an address by the president. I can assure you, gentlemen, that the president is not going to make an address, so you don't need to squirm in your chairs. I do want to say it's certainly a pleasure to be here. I am sorry that I wasn't here last year. Apparently my absence lent consent, and I think it would be a good warning to every member of the organization to be here for all the meetings for your own protection! It's always a pleasure to be here and meet again with some of our old friends and meet a lot of new ones. It always interests me at these meetings to meet with the rugged individuals that operate the coal industry. They have to be rugged; they couldn't be any other type of men and live in it. I also know that it takes a good rugged man to fight this game nowadays. I feel that the men who operate the coal industry are fighting a battle against socialism. You all know we are the first industry they have their eyes on. If they take over our industry, they will take over everything else.

At the Annual Meeting of the RMCMI Board of Directors held June 29, 1985, the following amendments to the corporation bylaws Article III were made: Section 2. Advisory Board. There shall be an Advisory Board of Directors which shall be com- posed of all former presidents of the corporation and of the unincorporated association, also known as The Rocky Mountain Coal Mining Institute, of which the corporation is the successor. The Advisory Board shall periodically review the philosophy and policies of the corporation and make recommendations concerning the same to the Board of Directors. The Advisory Board shall hold an annual meeting at the same place as and immediately pre- ceding the annual meeting of the members in each year and written notice stating the place, day, and hour of the meeting shall be given or mailed to each member of the Advisory Board at least thirty days prior to the date fixed for such annual meeting. The annual meeting of the Advisory Board shall be for the purpose of electing a chairman from among its members and the person so elected chairman shall also serve as a member of the Board of Directors of the corporation. The Advisory Board shall meet at such other times and conduct its affairs in such a manner as it shall determine from time to time by resolution. Section 4. Regular Meetings. A regular meeting of the Board of Directors shall be held immediately following the annual meeting of the members, at the site of the annual meeting of the members, the day and time to be fixed by the Board of Directors at its annual meeting immediately pre- ceding the annual meeting of the members in each year, without the necessity of any other or advance notice. Such regular meeting of the Board of Directors shall be for the purpose of considering committee appointments, and for the transaction of such other business as may come before the meeting. A regular meeting of the Board of Directors shall also be held in the Fall of each year following the annual meeting of the members and written notice stating the place day and hour of the meeting shall be given or mailed each member of the Board of Directors at least thirty days prior to the date fixed for such regular meeting. Such Fall regular meeting of the Board of Directors shall be for the purpose of receiving the treasurer's annual financial report of the previous fiscal year as reviewed and approved by the auditor, to take action on the budget, and for the transaction of such other business as may come before the meeting. Section 8. Standing Committees. The Board of Directors may create by resolution adopted by a majority of the entire Board of Directors, a Bylaws and Resolutions Committee, a Nominating Committee, a Finance Committee, and one or more other committees each of which shall consist of two or more directors and which shall have and may exercise such authority in the management of the corporation as shall be provided in such resolution or in these bylaws. Section 9. Ad Hoc committees. The Board of Directors from time to time may by resolution create a Membership Committee, a Scholarship Committee, an Education Committee, various convention committees, and one or more other committees each of which shall consist of members of the corporation and which shall have and may exercise such authority, other than in connection with the management of the corporation, as the Board of Directors may determine. MINUTES of the Rocky Mountain Coal Mining Institute 81 st Member Annual Business Meeting July 2, 1985 The 81st Annual Business Meeting of the mem¬bers of The Rocky Mountain Coal Mining Institute was called to order by the president, Charles W. Margolf at 1:35 p.m. Tuesday, July 2, 1985 in the Windom Peak Room of the Tamarron Resort near Durango, Colorado. Thirty members were present and a quorum was established. It was moved by Bill Balaz, seconded and car¬ried to dispense with the reading of the minutes as these were published on pages 67 thru 77 of the 1984 issue of the Proceedings. The chair called for reports of the various com¬mittees and these reports will be placed on file in the RMCMI Office. Bylaws and Resolutions. Chairman Loren V. Linville reported that the Board of Directors had adopted changes to Article III, Sections 2, 4, 8 and 9 calling for clarification of Ad Hoc and Standing Committees as well as setting forth a purpose for the Advisory Board meetings and stating a time for an annual meeting. Coal mining as an occupation, is hazardous under the most, ideal conditions. Confronted with this inescapable fact, every possible emphasis is placed by the Phelps Dodge Corporation, at the Dawson mines upon the employment of every means available for safeguarding its employes from the dangers attending their vocation. Accidents have a human aspect and a direct bearing upon the well-being of the workmen themselves. They cause a loss of wages, suffering and often privation of the employe and those dependent upon him. In case of death, his children are often forced into the wage earning class without preparation to fight the battles of life, with the result that the efficiency of the next generation is lowered. Dr. Jones, formerly of the war industries board, is responsible for the following statement. "Accident prevention as it is now conducted is principally a matter of education and not merely one of protection against physical hazards as frequently believed. In fact, the last ten years experience in accident prevention has demonstrated conclusively two things: 1. That three-fourths of all deaths and serious injuries in industry can be prevented. 2. In the industries doing the most efficient work, two-thirds have been accomplished thru organization and education as against one-third accomplished by means of mechanical safeguards or equipment. Experience in the past decade has conclusively proven that the work of accident prevention is not a "one man job" that satisfactory results can be secured only thru the highest measure of co-operation between the employer and employe, and this by means of organization. The employer must be vitally interested in the work if he expects to educate his men to share the responsibility with him. The men must be given a part to perform in it, if their interest is to be aroused and maintained. It is only thru organization that this is possible. In this connection it is interesting to note the results obtained by the Old Dominion Co. of Globe, Ariz., in reducing accidents after the organization of their safety department. The O. D. Co. are pioneers in the adoption of the workmens safety committees and and the results obtained by this, company after their safety work was well organized are truly wonderful. For the years 1913 to 1916, inclusive, at which time the safety work was not well organized, there were a total of 18 fatal accidents, the years 1917 to 1920, inclusive, was a period of intensive safety work, during which time there were only three fatal accidents, none having occured during 1919.
