"In the summer of 1990, pilot scale testing of a Jameson cell was carried out at Falcon bridge Limited, Kidd Creek Division. The Jameson cell is self aspirating and has fewer mechanical parts, thus it has a lower operating cost compared to conventional cells. This lower operating cost combined with positive pilot scale results, justified the evaluation of two full scale cells in the plant. The plant test had two mandates:1. Gain a thorough understanding of the cells operation and design constraints.2. Develop a flow sheet to replace three divisions of copper cleaner flotation.This paper provides an overview on the installation, commissioning and evaluation of the two Jameson cells acquired. The current status of the test program is also discussed.IntroductionThe Falcon bridge Limited-Kidd Creek Division concentrator is located in Timmins, Ontario. The concentrator, commissioned in 1966 and expanded in 1978, consists of four parallel grinding and flotation divisions utilising small cell (60 ft3) technology. With increasing pressure to maintain low operating unit costs a series of studies were undertaken to assess the impact of new technologies in the flotation circuits. The goals of the project were to improve productivity through increased metallurgical performance and/or reduced operating costs.One of the technologies investigated was the Jameson cell designed by Dr. Graeme Jameson of the University of Newcastle and marketed by MIM Holdings Limited, Australia. This style of column technology was chosen based on its potential for reduced capital and operating cost versus large conventional cells.The success of pilot testwork in 1990 led to the installation of two production sized Jameson cells beginning in October 1991. The units were to be used to confirm pilot results and determine equipment requirements for flotation modernisation. This paper will discuss the results and experiences Kidd Creek has had with the Jameson cell from pilot scale through installation and commissioning of the plant units."

"A review is presented of a growing number of imperatives, some self-imposed, some imposed by society, which the mining and metals industry faces in carrying out its business. These imperatives bear on all activities from the exploration phase, through engineering, design, plant construction and operation, to decommissioning.IntroductionThe mining and metals industry must learn to cope with, i.e. manage, a growing number of imperatives. Some of these, such as the need for responsible stewardship of natural resources, the requirement to respect laws and regulations, the need to provide for safe and healthy workplaces, and the need to provide appropriate returns to investors of capital , have been with the industry for a long time (fable I). But the industry now faces additional imperatives that are growing in number and in importance (fable 2):• There is the growing concern about the impact of operations, not only on the workplace environment and the external environment, but also on the need to monitor not only the chemical concentrations in various effluents but to also monitor the effects of such emissions on the environment; i.e. there is a growing concern about the ""net"" consequences of operations.• There is the need for on-going improvement in productivity and safety to compete and survive in a global economy. The global business environment has become paramount.• There is the imperative to failsafe all designs, equipment and operational procedures, and having done that to provide for containment of unavoidable spills, and to have ready and in place systems for emergency response.• There is the need, indeed the imperative, to involve all employees in various quality improvement programs.• There is the imperative to face up to ""virtual elimination/zero emissions""; and• One must have waste management plans in place to cope with the need to reduce, reuse, and recycle; and• There is the need for decommissioning plans for all operations, for the restoration of business habitats to their original states (or better). Indeed, one must engage in the decommissioning exercise from day one, i.e. right from the time of design and commissioning."

Both the 8 and A-C ore zones of the Heath Steele Mine contain extensive areas of brecciated ore. This texturally distinct ore type has been tentatively defined as a fragmental or conglomerate massive sulphide. It consists of subangular and round fragments of pyrite up to 30 em in diameter, smaller quartz clasts and chloritized, mineralized, lithic fragments in a faintly banded matrix of pyrrhotite and chalcopyrite. The chalcopyrite is concentrated in the pressure shadows of the fragments and appears to reflect remobilization and recrystallization during a deformation which postdates the formation of the clasts. A generally conformable relationship with the underlying banded pyrite-sphalerite ore, discordancy with the host banded argillites, spatial distribution and similarity to Kuroko ores suggest that the fragmental ore is of primary origin and that breccia formation is probably due to soft-sediment slumping or sliding initiated by volcanic explosions, as hypothesized for similar massive sulphides in various Japanese mines. It is nevertheless recognized that certain structural features in some clasts may result from deformation preceding the formation of the breccia, and at this stage a tectonic origin cannot be completely eliminated.

A great amount of aggregate is utilized in civil engineering applications such as road construction, railway infrastructure, concrete production, etc. Igneous rocks are the preferred raw material due to their high strength and abrasion resistance. Rock quality assurance is a key factor and has great influence on the quality of constructions in civil engineering. One of the major problems encountered by both the producers and users of igneous aggregate rock is the fact that, with the passage of time, some specific rocks lose their strength, up to a complete loss of structure, i.e. disintegrate and degrade. This phenomenon has a great influence on the quality, strength and durability of aggregates. In the last decades, different methods and procedures such as the glycol test, the methylene blue dye test, as well as the Los Angeles test, have been introduced to distinguish rock properties, and to identify these problems. However, as these wet-chemical methods are time consuming, hard to perform, only to be applied to hand-piece samples, requiring special laboratory equipments, and are only possible to be accomplished under laboratory conditions, their application has always been severely limited. To address this widespread quality management problem of the quarry industry, a relatively quick, easy and user-friendly approach is necessary. It calls for a systematic solution with a device that can simply be used in the day-to-day routine of a mine for quality control of the quarry´s daily production. Our research is concentrated on developing a systematic method for early recognition and diagnosis of rock quality, in order to control and manage the quality of the quarry production in advance. Our new approach is based on two rock parameters: magnetic susceptibility and loss on ignition. The measurement of these parameters provides reliable information on the quality of the rock and allows the quality control process to be accomplished and performed at the borehole location. Our new approach has been assessed through extensive field and laboratory studies and has been implemented on the drill-cuttings of a basaltic andesite quarry. The results of the experiments are discussed in detail, including their impact on increasing resources and environmental protection.

"The use of hydraulically delivered classified tailings sands to provide ground support in large mining operations is still widespread despite recent developments of alternate backfilling methods and materials. The major disadvantages of the use of hydraulic fill are the costs and risks associated with slurry delivery. The main risk is that of bulkhead failure resulting from sand liquefaction due to insufficient operational control or due to dynamic loading from earthquake or rockburst. That risk may be eliminated by the pouring of a stiff cemented sand plug in the base of each stope prior to continuous fill pouring in that stope. An additional advantage of cemented plugs is that massive bulkheads are not needed. Instead, a temporary (removable and reusable) bulkhead can be used for plug forming.Physical model studies of fill pressures on a temporary bulkhead were carried out in a 3 m radius centrifuge facility. Fill pouring in-flight was carried out in order to model prototype stress paths. The results indicate that the average bulkhead pressure is likely to be less than 10 kPa under normal operating conditions and less than 20 kPa under the poorest anticipated operating conditions which include smooth walls, high slimes content and high water-content slurries. A portable bulkhead consisting of a central core and a surrounding sealing bladder was modelled and found to be effective. The use of different sizes of cores allowed the stress distribution adjacent to these bulkheads to be evaluated."

Reduction in fleet size through use of modern technology requires higher utilization and greater availability.Caterpillar's maintenance control system program will display the capabilities of computer technology in a maintenance environment. Utilizing such resources will provide increased availability, lower inventory requirements, fewer last minute disasters, and lower cost per ton for maintenance. High production from premium quality equipment can only be realized by good planning and care, executed by maintenance and operating personnel acting cooperatively.IntroductionAccurate information is the key to accurate decision making. In today' s competitive industry, mines' teeter on the brink between profit and loss. Their survival will be predicated on their ability to retrieve, analyze, and formulate accurate information regarding the operating costs of mobile equipment. This paper deals with the impact of managing equipment operating costs and introduces a computerized control system designed for monitoring and controlling these costs.Caterpillar has produced several computerized modelling programs designed at taking the guesswork out of equipment selection and management. The most basic of these is Equipment Investment Analysis (E.LA.). This model compares two or more alternatives over the projected life of the machine. It deals with comparisons in the owning and operating costs of equipment, as well as, their productivity over a specified period of time.In order for a computer model to be credible as a decision making tool, it must be simple to use and the results measurable and accountable . Caterpillar has introduced several computer models to assist the industry in selecting and managing an equipment fleet. These programs allow the user to predict and monitor the operating costs and production capability of mobile equipment. They are often used in the machine selection process to select equipment which best suits a mine's long-term cost per tonne objectives. After the optimum selection is made, Caterpillar's Maintenance Control System provides an efficient management tool to monitor and verify the data used in the selection model."

The HydroFloat TM is an innovative fluidized-bed separator that can substantially increase the upper particle size that can be successfully treated by flotation. Recent studies conducted using laboratory, bench-scale and pilot-scale equipment indicate that this technology can be used to float coarse sulfide middlings that cannot be recovered by conventional flotation machines. Recent data collected from pilotscale tests conducted at a base metal concentrator indicate that this technology can float middlings particles as large as 850 microns in diameter containing as little as 1% exposed hydrophobic mineral. As such, the crossover of this technology into the base metals industry has the potential to substantially reduce grinding costs and increase concentrator recovery/capacity through the use of split-feed circuitry. The split-feed concept, which is often used for upgrading industrial minerals, involves segregation of the feed into more than one size class followed by subsequent upgrading using mills/separators/reagents specifically optimized for each size class. In this article, a split-feed circuit is described that utilizes two stages of classifying cyclones in conjunction with the HydroFloat_ separator. The circuit is designed to recover, recycle and regrind coarse middlings containing small amounts of valuable mineral while simultaneously rejecting coarse well-liberated siliceous gangue so that mill throughput can be increased. Simulation data conducted using well-known process models suggest that this approach can increase existing primary mill capacity by up to 25% with only modest investments in new classifying and flotation equipment.

"During the summer of1989, Les Mines Selbaie, with the cooperation of Université Laval initiated a research project to evaluate the column flotation technology for its concentrator near Joutel, Quebec. The experimental work involved both a 5 cm by 11 m laboratory column and a 45 cm by 10 m home-made pilot unit Amenability tests were conducted using both units on various streams of the plant. Results showed that columns are not suitable for the copper cleaning circuit because the loss of precious metals, associated with the rejected pyrite, overcome the improved copper metallurgy. On the other hand, column testing at the zinc circuit showed improved zinc selectivity.Scale-up testing was', therefore, conducted on the first zinc cleaner concentrate using the laboratory-size column. The influence of variables such as porous parger grain size, wash water flow rate, airflow rate and froth depth values on column performance was' first assessed. Scale-up parameters were then determined using the optimal operating conditions from the previous tests. Simulation facilitated the determination of the most convenient plant-scale column arrangement.A number of conclusions concerning the experimental determination of scale-up parameters are also presented."

THE VICTORIA JUNCTION 31,4-million-ton coal preparation complex went into operation in October 1976."' It is designed to produce a metallurgical coking coal by lowering the sulphur and ash content of the raw coal using a heavy-media cycloning process to treat deslimed crushed coal, with scavenging of fine coal by flotation from the primary minus-28-mesh screen product. A secondary H-M cyclone scavenges a thermal-grade coal from the primary H-M cyclone tailing.

"The concept of risk is well established in the mining industry. It is acknowledged when estimates of reserves are expressed as proven or probable, when mining and metallurgical recoveries are applied to the ore, and when contingencies are added to costs. However, it is difficult to provide a quantitative assessment of risk. The significant sources of risk in a mineral project and how these are addressed in project evaluations are discussed.The discount rate is examined as a fundamental means of reflecting risk in discounted cash flow evaluations. Current industry practice is discussed, and a methodology for the analysis of risk levels is proposed that assesses the constituent components of the discount rate: real interest, mineral project risks, and country risk.IntroductionThis paper examines the components of the discounted cash flow discount rate and proposes a method of estimating project-specific discount rates. The motivation for this work comes from experience of project evaluations in which owners and purchasers had agreed on virtually every aspect of the evaluation except how much the project was worth. Agreement was reached on reserves, grade, recovery, capital costs, operating costs, taxes, and, by combining these components, even on the final cash flow values. The only difference in opinion concerned the discount rate to be used in the calculation of the net present value. Depending on the life of the project, such differences of opinion can cause a variation of more than 50% in the value placed on a project! This is illustrated in Figure I."

"IntroductionAn integrated Truck Management Information System (Truck MIS) evolves as seemingly separate functions combined to yield a single homogeneous result / product. The concept of a computer integrated Truck MIS includes truck dispatch, truck maintenance management and truck weighing.A truck management system is only as good as the information / data bases input to it. The concept of an integrated system works best with automated data gathering. Automated data gathering provides timely and normally, the most accurate historical information/data bases. Data bases are, however, historical, which is a problem to be overcome in a computerized truck management information system, especially in regards to a truck dispatch system as loading sites / loading conditions and some dump site conditions continually change. As these changes occur, data base s must change as well, and thus the need for the continual update of data bases that the computer uses for a Truck MIS.For a truck dispatch system to achieve reliability / viability, dispatch decisions need to revolve around real time data gathered in an automated way. Integration of all truck management function s through automated data gathering lead s to the best over-all system.An integrated system is a combination of many different factors and is only as good as each factor / building block put in the system. With the proper building blocks, an integrated Truck MIS is very feasible - an MIS System that includes weighing, time and motion study, truck maintenance and maintenance management, as well as truck dispatch.Truck MISAn integrated Truck MIS provides for truck dispatch as the ultimate end result, a truly automated /integrated truck dispatch system (to function non-operator-dependent). "Countercurrent decantation circuits(CCD) are often employed in hydrometallurgy to effect solids-liquid separation in combination with a barren solution wash to reduce losses of valuable solution component(s) from the tails. Bechtel Corporation uses its BEMSIM flowsheet-modelling PC computer program to simulate a CCD circuit where the ""dirty"" wash solution contains significant amounts of soluble components. An algorithm successfully models this condition and is simplified to a single expression when the wash solution is a ""clean"" solution containing no solubles. The CCD calculation module is compared to operating data from uranium and nickel-cobalt CCD circuits.IntroductionHydrometallurgical process schemes have often relied on countercurrent washing methods to reduce soluble losses of valuable product in the tails. Commonly used equipment to effect this operation is a CCD circuit of N thickeners in series, where a slurry is fed to thickener I and a wash solution to thickener N; clear pregnant solution overflows thickener I and washed tails exit as underflow from thickener N. CCD circuits of this type are typically employed when the solids tend to slime heavily and where a filter is not economic.A typical CCD circuit usually employs from two to five thickeners and can employ either a ""clean"" washing solution of, say, pure water or else the hydrometallurgical circuit may generate a ""dirty"" barren solution containing an appreciable amount of soluble component which may be advantageously returned to the process as CCD wash solution. Various authors have treated the case for clean washing solutions (Svarkovsky 1977, Merritt 1970). For the case of dirty wash solutions, an algorithm has been developed to enable efficient modelling by the BEMSIM computer program, because the need for an accurate method to calculate soluble losses is required when performing an economic trade-off analysis of the value of product lost in the tails as a function of the number of thickeners."

ABSTRACTThis paper describes the main testing procedures that should be carried out to evaluate the capacity and capability of the service brakes on the large-size diesel-electric trucks now in common use at open-pit mining operations. Brake testing programs in general are described, and then consideration is given to different techniques of service brake testing, brake performance evaluation, braking energy and typical performance characteristics.IntroductionThe first diesel-electric truck with a capacity of about 85 tons was introduced in 1963 by Unit Rig and Equipment Company of Tulsa in cooperation with General Electric Company, who successfully developed and supplied the most important component- motorized wheels. Since then, its popularity and numbers have continued to grow, and now more than 3700 such units are in operation in mines around the world. In Canada alone, their number is more than 700, including about 150 in the Province of Newfoundland and Labrador. Similarly, their size has also grown from that initial capacity of 85 tons to 350 tons.Although the introduction of the electric trucks proved to be invariably economical, their indiscriminate use was not without severe consequences. Many runaways and even fatalities occurred when the dynamic retarder failed while the truck was travelling loaded down severe grades. The service brakes in such cases proved incapable of stopping runaway trucks, mainly due to their limited capability and the fading caused by excessive heat produced during the act of braking itself. This eventually led the various governments, the open-pit operators and the manufacturers to seriously question the braking capability as well as function of both service brakes and dynamic retarders. "Years before the present iron and steel works were established at Sydney, several thriving although short-lived iron work s operated in Nova Scotia. These furnaces reflected the general nineteenth-century North American experience with iron work s. At the beginning of the century, small furnaces struggled to supply local needs. Charcoal was the principle fuel and water powered most furnace equipment. By the end of the century, a few huge primary iron and steel work s dominated production for Nova Scotia and the rest of Canada.Two sites achieved prominence in the nineteenth-century Nova Scotia iron industry: Londonderry and Ferrona. Londonderry, the larger and longer-lasting of the two sites, is today a small village on the south flank of the Cobequid Mountains, about 30 km west of Truro. Prior to the establishment of an iron works in 1849, no community existed. At the peak of operation in the 1880s, however, over 2,600 people were located there. The second site, Ferrona, today is a mere crossroads on the map, about 10 km south of New Glasgow. Following the construction of a blast furnace there in 1892, a small village grew up around the furnace, but once the furnace was blown out in 1904, the population gradually drifted away.Early HistoryThe history of Nova Scotia's iron industry began in 1604 when Samuel Champlain became the first European to identify iron ore in the future province. Despite this early acknowledgment, iron was not smelted commercially in Nova Scotia for another two hundred years. Although primitive smelters of the period produced more iron than could be used locally, early settlers depended on imports of iron from Britain and the United States."

Microseismic monitoring systems listen to a rockmass and record ground vibrations associated with brittle rock fracture. Modern systems record continuously and can identify as many as one thousand small and possibly larger magnitude events occurring each day from induced stress change and redistribution. This paper presents examples of the real time use of microseismic information in mining applications. It shows how alerts can quickly identify large magnitude events or unexpected clusters of seismicity and how seismic re-entry protocol can help to improve safety decisions. Additionally, newly developed advanced analysis techniques applied to mine seismic data sets are shown including the use of clustering methods to see into a cloud of seismic data to identify significant activity and quantify possible planar features. The use of source parameter trend analysis is shown to be a beneficial method for interpreting changes in relative stress levels. Seismic moment magnitude distributions are analyzed using the TGR (Truncated Gutenberg Richter) and TMD (Tapered Moment Distribution) methods to estimate bvalue and expected maximum magnitude. Seismic hazard analysis is shown as a useful way to simplify a dataset and highlight seismic hot spots. The rockmass response to excavation is a complicated spatial and temporal process and microseismic monitoring is a method that can be used to help understand the location and mechanics of failure occurring in the rock ultimately helping to improve safety and productivity at a mine site.

"On the west coast of Cape Breton Island four coal basins have been identified, varying in age and extending from Port Hood northeasterly to Chimney Corner. Those of Chimney Corner - St. Rose in the north and Port Hood in the south belong to the Pennsylvanian Riversdale Group while lying between them are the coal basins of Mabou and Inverness belonging to the younger Pictou Group. Almost all of the coal basins are submarine and coal mining was carried out on all basins at various times. The seams in all basins dip steeply seaward at angles from 10 to 20 degrees but were found to flatten seaward. The coal is ranked as a high volatile C bituminous coal. Ash and sulphur contents are high compared with Sydney coal and the coal has a tendency to spontaneous combustion when stored in large quantities.Of the four basins, the most significant is that of Mabou. At Mabou recent seismic and drilling investigations have indicated that although a sizable reserve of coal may be found offshore the structural problems, particularly faults, and the poor quality of the coal encountered will make it a resource of the future, if at all. Inferred resources have been calculated at 150 million tonnes in four seams over a 10 km2 area and extending 3 km from shore. The quality of the Mabou coals varies with ash, ranging from 5 to 25 per cent and sulphur up to 6 per cent. Calorific value ranges from 25.3 Mj I kg to 31. 7 Mj I kg. The Port Hood and St. Rose -Chimney Corner fields (Fig. 1) contain 16 million and 3 million tonnes respectively, but the Inverness basin is considered to have been depleted. The active mine in this area is the Evans Mine at St. Rose that is currently producing between 30 -50,000 tonnes a year from proven reserves of approximately 3 million tonnes."

"Throughout the history of mining at the Dome, gold has been found in a number of different rock types and in association with a number of different structural settings. Diamond drilling plays an important role in the evaluation of the stratigraphic and structural features which control ore deposition. The main function of diamond drilling is to locate favourable areas of mineralization.To date, over 20,000 diamond drill holes have been drilled from combined surface and underground programs. Needless to say, a great many significant intersections, carrying a wide range of gold values, have resulted from the total of over 756 miles of drill cores which these programs have produced.However, the term ""significant"" takes on new meaning in light of the experience of diamond drilling in a number of ore-type situations at the Dome Mine. Drilling through individual ore veins, such as the Fuchsite Vein or the Quartz-Tourmaline Vein, often intersect the vein structure; however, assays from the veins frequently fail to yield any ore grades. Similarly, drill cores through stringer-type occurrences such as dacite or conglomerate, when assayed, fail to indicate the true size or grade of the orebody ultimately mined.IntroductionOver the years, those who explore for gold and those who have the slightly less fickle task of actually mining gold have shared a common dilemma. That dilemma lies in the failure to relate the results of diamond drill information to a positive ore situation, or ultimately to reconcile ""diamond drill indicated ore"" to actual ore reserve tonnages.Drawing on the knowledge of more than 72 years of mining history at the Dome operation in the famous Porcupine Camp, this paper will review a number of drift and stope situations in which the grades of the ore material extracted will be compared with the anticipated grade of that same drift or zone as calculated solely on the basis of diamond drill assays."

"The release of soluble salts of base metals from acid mine pits and in the waste water from metal refiners is an avoidable source local pollution and contamination. Tightening of the regulations controlling natural resource extraction and industrial wastewater discharge is mandating the removal and recovery of metals from waste streams, and the remediation of contaminated sites. There is an economic incentive in recovering the valuable copper and nickel, as the value of the recovered metal can offset remediation costs and for high flow waste streams can be a source of income. Extraction of metals from waste streams by conventional Ion Exchange and chelation resins is widely practised, but has limitations on applicability in complex and dilute feeds due to the structure and properties of polymeric resin beads. Composite Advanced Ion Exchange (AIX) materials have been developed for the recovery and purification of base metals from base metal mining and metal processing industries. A silica-composite based resin has been developed for the selective extraction of copper from high iron containing feeds. This resin can be eluted with sulfuric acid yielding a copper stream suitable for return to solvent extraction or to electrowinning. We describe the development and application of the resin and process to two acid mine drain feeds of varying copper and iron concentrations, and show that the copper concentration can be considerably upgraded even at small scale with a final metal content of >95% copper.INTRODUCTIONWaste water with high sulphate concentrations, low pH and containing complex and variable mixtures of metals is an inevitable product in the mining, extraction and metal refining industries. One problematical water source is Acid Mine Drainage (AMD) which in addition to the metals of interest also contains a wide range of contaminating elements. Purge streams from metal refining are less complex in composition but contain significant quantities of the value metals. The typical treatment of such waste streams is treatment with lime to increase the pH of the water, precipitating the dissolved metals and sulphate as a sludge of mixed metal oxides/hydroxides and sulphates. The process is effective in producing a water stream that can be safely discharged but if there are significant concentrations of value metals such as copper, nickel, zinc then there can be a considerable loss of metal value."

"Inert gas use for underground mine fir e control is a well-established mature technology in some parts of the world. This paper reviews three candidate inert gases and describes three case histories where inert gas fire-fighting technology was used in actual underground fires.IntroductionInerting is the introduction of an inert gas into an atmosphere in contact with a fire to reduce the level of oxygen and hence the intensity of the fire 10 the point of extinction. The benefits of inerting include:a. Reduced Explosion HazardBy displacing oxygen from the atmosphere surrounding the fire the risk of secondary gas explosions is reduced. For example, simple methane-air mixtures at standard temperature and pressure are non-explosive below 12% oxygen. In actual mine fires, combustible gases may include hydrogen and carbon monoxide as well as methane. Such gases are also rendered non-explosive with oxygen removal to below 40/0. Fuel-rich oxygen-deficient mixtures can however be made explosive through dilution with air. Such dilution can occur downwind of the fire. It is also important to remember that the atmosphere in a sealed-off fire zone is rarely homogenous.b. Reduced Fire Intensity and SpreadIn a fire zone the initial combustion may well set alight materials surrounding the fire. Inerting can reduce the intensity and spread of secondary combustion and can cool the area surrounding the fire zone after the fire itself has been extinguished.c. Reduced Air LeakageLeakage of air into sealed areas in excess of the natural leakage may be reduced either by introducing inert gas into the leakage paths to replace air or by pressure balancing seals and providing a chamber of nitrogen on the outbye side of the seals. Both methods assist in the reduction of the intensity of combustion and hasten oxygen starvation."

"Abstract - The demographics of Nunavut indicate a very young and poorly educated population spread over wide areas in small isolated communities. The current economic sectors will be unable to expand and meet the demands of this emerging workforce. Given the realities of Nunavut, the most promising direction in which the economy may expand is through mineral development. The Nunavut Land Claims Agreement (NLCA) has established the legislative framework for sustainable development in Nunavut through mineral development. The NLCA has transferred ownership for much of Nunavut’s potential mineral resources to beneficiaries of the lands claim. Royalties generated from mining operations on subsurface Inuit-owned lands, and to a lesser extent on Crown land, will flow back to beneficiaries of the lands claim through their administrative company, which may then be invested in the communities. Additional benefits of mineral resource development in Nunavut will be realized through impact and benefit agreements.To realize the benefits from mining operations, Nunavut has to be able to attract and support exploration and development companies through the release of high-quality geoscience data. However, due to Nunavut’s isolation and the expense of conducting geoscience fieldwork, the jurisdiction lags far behind the rest of Canada in terms of quality and quantity of government geoscience. About 70% of the territory is inadequately mapped to attract exploration companies or to make informed land-use decisions. The role of government-funded geoscience in Nunavut is to stimulate exploration and discovery through new framework mapping and focused thematic projects. The timely delivery of high-quality geoscience products will attract exploration companies to Nunavut and further their efforts to discover and develop mineral resources in order that the subsequent benefits of this activity may flow to the beneficiaries of the NLCA as well as all other residents of Nunavut."
