Safety and health at work is about people. It is about people who plan for work, organise work and perform work. It is about those who come in contact with the workplace and those who are responsible for the workplace. There are wider ranging safety and health obligations that are imposed on the industry stakeholders that span all phases of the production process. In all cases, those responsible for discharging the obligations must ask the questions: Is what we propose safe?, can it be done safer? and are we sure? What we learn from recent legal cases before the courts is that it is essential that all stakeholders work together in a collaborative way when discharging these obligations. Safety and health at work cannot become an issue that is viewed only through the eyes of a single stakeholder group. The reason for this is quite simple. The interrelatedness of the responsibilities that are imposed on each of the stakeholder groups, means that the performance based legislation simply wont work, where an active model of communication and consultation is not in place.

The design and optimisation of mineral flotation circuits is currently performed using a combination of laboratory, pilot plant and full scale testing. Owing to the variable nature of flotation circuits and the complex nature of the flotation process, it is difficult to interpret the data collected from flotation testwork. JKSimFloat is a computer modelling package which is being developed to interpret flotation testwork data collected at the various stages of the mining cycle. The parameters derived from the program can be used to assess potential circuit configurations in both the design of new flotation circuits and in the refinement of existing operations. The aim of this paper is to outline the modelling methodology used in JKSimFloat and to outline how it can be used effectively to model data collected from either the laboratory, the pilot plant or the existing flotation circuit. The use of flotation model parameters in circuit evaluation will be demonstrated via the use of a case study based on data collected from ComincoÆs Red Dog lead flotation circuit.

In 2012 the Bureau of Meteorology, under the banner of the Water Accounting Standards Board, released the Australian Water Accounting Standard 1 (AWAS 1). This standard has been in development since 2007 with key milestones being the release of the Preliminary Australian Water Accounting Standard in 2009 and the exposure draft of the Australian Water Accounting Standard in 2010. Throughout this period, the Minerals Council of AustraliaÆs Water Accounting Framework has developed concurrently with the Australian standards and the standards have informed elements of the framework. However, the framework is not identical to the standard as the objectives between the two are different. The objective of the Water Accounting Framework is to create consistency in water reporting of the minerals industry and to assist companies reporting to corporate sustainability initiatives. The objective of AWAS 1 is to provide information to water management bodies to facilitate decisions about the allocation of water resources. Companies are to report on an annual basis - not only physical flows of water but contractual requirements to supply and obtain water - regardless of whether the transaction has been fulfilled in the reporting period. In contrast, the Water Accounting Framework only reports on flows that have physically happened. The paper will provide summary information on aspects of AWAS 1 that are most relevant to the minerals industry, show the alignment and differences between AWAS 1 and the Water Accounting Framework and explain how to obtain the information for the AWAS 1 reporting statements.CITATION:Danoucaras, A N and Woodley, A, 2013. The Copper Canyon deposits, occur in proximity to the regionally distinctive formational boundary between the Staveley Formation and Marimo Shale. The mineralisation here is associated with breccias, veins, and alteration zones near the base of the Marimo Shale unit and in the underlying evaporitic dolomite-dololutite dominant Staveley Formation. The Marimo Shale unit, in its basal 60 metres, is highly carbonaceous and hosts ubiquitous but minor diagenetic (?) copper-pyrite, and on occasion, extensive albite-microcline alteration centres, pyritic (cobaltiferous)-quartz veins, and microcline-quartz_+plagioclase veins or veinlet arrays. The most significant mineralisation, such as at the Greenrnount prospect, consists of a shallowly dipping package of alteration zones overprinted by multiple generations of pink-orange microcline-quartz-chalcopyrite-pyrite-(arsenopyrite) and albite-calcite- phlogopite veins. Accessory mineralogies in most of these mineralisation styles consist of tourmaline, monazite, rutile, and apatite. Chalcopyrite (and secondary chalcocite) and gold are associated with each generation of alteration but are best developed in the later stages of veining. In the underlying Staveley Formation, which is a conformable transition between the Corella Formation limestones and the Marimo Shale, chalcopyrite (cobaltiferous)-pyrite mineralisation occurs as disseminations in pre- and syntectonic breccias, and with disaggregated silica pseudomorphs (after thinly bedded evaporitic sulphate beds) and associated dolomitised limestone-calcilutite. Although this mineralisation may be partly diagenetic in origin the 200 in thick evaporitic packages are also host to a locally widespread (2 to 4 km long and 200 to >500 metres wide) and pervasive 'redrock' styled microcline-dolomite¦hematite alteration. Within this gross alteration package there also seems to be a consistent association with narrow (10 to 100 metres wide), linear (stratabound) semi-massive magnetite-hematite-microcline and quartz-chalcedony replacement zones. Like much of the nearby Corella Formation the Staveley Formation, under the Marimo Shale, has undergone dissolution, paleo-solution karsting (breccias) and tectonic brecciation such that the precursor lithological details have been progressively obliterated. The post-diagenetic to post-tectonic fluid pathway development and metasomatic alteration history of this important lithostructural package of rocks has been traced from preliminary studies only. The ability to do so is largely due to the absence of significant regional and contact metamorphic overprinting, and the local preservation of precursor sediment profiles. It is proposed that both the base of the Marimo Shale and parts of the underlying evaporitic-limestone-dololutite have acted as conformable fluid pathways for hydrothermal and (perhaps) diagenetically derived, Cu-Au-(¦Co ¦As) K-Na-Ti-REE bearing, fluids and brines.

This paper describes the acquisition, exploration, development, initial operation and subsequent financing of the Bulawan mine by means of a listing on the Toronto Stock Exchange of a subsidiary of the parent company, Philex Mining Corporation.Located on the island of Negros in the Philippines the property is unique on at least two counts: it is a disseminated gold deposit that occurs in a region of predominantly porphyry copper mineralisation; and it is a gold deposit that is mined by a bulk method of extraction (front and block cave) instead of the normal selective mining methods.

The non-stoichiometric sulfide mineral pyrrhotite (Fe(1-x)S), common to many nickel and platinum group element (PGE) ore deposits, occurs in varying crystallographic forms with the different types exhibiting subtly different physical and chemical properties. These differing properties are likely to influence the flotation performance of pyrrhotite, which in the case of PGE operations is actively recovered, whereas in nickel operations pyrrhotite is depressed. In this study, examination of natural pyrrhotite samples from Southern African and Canadian nickel and PGE ore deposits revealed a variety of pyrrhotite compositions in terms of iron content (Fe7S8, Fe9S10, Fe11S12) and solid solution nickel concentration. Pyrrhotite composition was correlated with its mineral association depending on whether non-magnetic pyrrhotite occurred in conjunction with troilite, non-magnetic pyrrhotite occurred as single phase pyrrhotite, magnetic pyrrhotite occurred as single phase pyrrhotite or whether the two phases; magnetic and non-magnetic pyrrhotite co-exist. Subsequent microflotation tests of selected single phase pyrrhotite samples revealed that the non-magnetic pyrrhotite is slightly more floatable than magnetic pyrrhotite. Microflotation tests also showed that varying flotation responses occur between differing magnetic pyrrhotite samples. These differences in flotation performance are postulated to be a result of the effects of varying pyrrhotite crystallography, trace metal content and mineral association on pyrrhotite oxidation, formation of surface species and subsequent adsorption with xanthate collector.

Although AustraliaÆs coal mining industry is currently experiencing a pleasing period of price relief, long-term trends toward lower real prices will surely continue. Higher price levels attract expansion by existing operators and market entrance by new operators. History clearly demonstrates the relentless long-term march toward ever lower real prices. Therefore, the need for economic returns applies constant pressure to improve productivity. To be sustained, high productivity requires a systematic response based on a solid understanding of critical productivity determinants. The most powerful determinant of productivity is now widely understood to be workplace culture. Culture largely comprises a combination of behaviours, symbols and attitudes. This paper will examine and review scienceÆs latest discoveries in human behaviour. It will provide a proven, practical framework for understanding behaviour and applying this knowledge. Significantly, it will highlight why conventional approaches toward improving productivity often provide disappointing economic returns. The modern understanding of behaviour factors will cover coal face operations. More importantly, because executive and managerial levels in coal mining have significantly greater impact on industry and mine productivity the paper will concentrate on leadership. Particular emphasis will be placed on use of modern systems and in particular use of what are by far the most powerful drivers of behaviours û measurement, analysis and reporting systems. The paper and presentation will show how conventional systems rooted in antiquated American legislation from the early 1900s stifle productivity improvement and drive suboptimal and even counterproductive behaviours. These commonly used systems will be compared with accurate and effective modern methods for assessing performance to improve productivity. These principles are proven in all industries and effective application in mining will be highlighted. Actual results will be used to demonstrate practical approaches successfully applied in both metal and coal mining in Australia and overseas.

Characterising the weight percentage of each mineral in base metal ores is an integral part of assessing the quality of an ore in terms of its processing properties. The Rietveld method, which uses X-ray diffraction data, has been applied to routinely quantify the minerals in lead/zinc and copper ores from Mount Isa Mines Limited and supergene copper ores from Ernest Henry Mining as well as their related products from the concentrators. The Rietveld method has been tested by comparing Rietveld mineral data with a standard sample with known mineral weight percentages and comparing Rietveld mineral data with mineral data calculated from elemental assays where the element only exists in one mineral such as lead in galena. Where this latter situation does not occur, the Rietveld method has been checked with both elemental and optical microscope data. In all cases, there is a good correspondence between the Rietveld data and the data it was checked against with absolute differences generally in the range of 0.5 to 3 wt per cent. The Rietveld method generally quantifies all minerals occurring over 1 wt per cent in one analysis and is less expensive and more routine compared to traditional methods such as optical microscope point counting. The Rietveld method can be applied to many stages of the mining cycle such as exploration, feasibility studies, mining, minerals processing and for environmental studies.

The Enterprise Mine (EM) is located at Mount Isa and is wholly owned by Mount Isa Mines Limited (MIM). This high-grade copper mine extends from about 1000 m below surface to almost 2000 m below surface. A recent $400 million upgrade has taken the operation from a production rate of 1.3 Mtpa to a capacity of 3.5 Mtpa. The effects of high surface ambient temperatures in summer, combined with the depth of the mine and high virgin rock temperatures results in heat stress in the working place that, without intervention, would exceed the levels that human physiology can withstand. It would also result in significant decreases in productivity and high accident rates even where work is possible. Moreover, with a very hot and deep mine, the needs of æegressÆ and entrapment of workers during a mine emergency must be carefully considered. Enterprise Mine has taken a æsystems approachÆ to the issue of working productively, healthily and safely in heat. This involves setting limits of thermal stress for workers, understanding productivity decrements when working in heat, establishing productive and healthy environmental targets, developing engineering solutions to meet these targets, creating a well-educated workforce with respect to working in heat and then developing health protocols to ensure workersÆ health is protected. Refrigeration must be added to the mine to provide acceptable and productive conditions underground. By the time the mine is commissioned in 2000, Enterprise mine will have an installed refrigeration capacity of in excess of 40 MW(R). The ventilation engineering principles proven over many years at the other Isa underground mines are tailored to æfloodingÆ the mine with air to remove the heat, which is the main contaminant. This principle will not work at the Enterprise Mine, for reasons discussed below. With the underlying ventilation principle no longer satisfactory, a complete review of the entire ventilation principles and engineering solutions was required for the Enterprise Mine.

This paper discusses the development of a strategy for ensuring long-term geotechnical stability of final pit walls at AngloGold AustraliaÆs Sunrise Dam Gold Mine. The strategy makes use of improved blasting techniques, changes to the mining sequence and other geotechnical techniques. Only the blasting techniques will be discussed in this paper. These were developed from numerous trials over a period of several months from May 2003 through to November 2003. The focus was to reduce crest loss damage and thereby improve final wall integrity, maintain designed safe berm widths, and ensure long-term stability. Crest loss mechanisms are now understood and are explained in this paper. The preferred solution is outlined; which is a combination of improved blasting and changes in the mining sequence to cater for pre-existing ground conditions. These ground conditions include dynamic hyper saline water with sometimes intersecting steeply dipping discrete structures. Project requirements were defined as mitigating or eliminating crest loss using 127 mm diameter pre-splitting and targeting minimal production blasting vibration levels against the walls. Blast results were measured by post blast visual inspections and video. Blast design input utilised the predictive algorithms built into simulation software when attempting to minimise vibration levels against the walls. Protection of the already fired pre-split line is now achieved using small charges against the wall and timing sequences which form a mask for the later firing main charges. The pre-split spacing is now modified to suit the geology. There eight blast domains identified around the perimeter of the pit, each having varying joint orientation. In addition, blasting the bench adjacent to the berm crest has particular considerations not required by the middle and lower benches. The preferred solution was to purposefully translate this damaged top section of the pre-split bench into a planned subsequent dig zone. The design of this top æweightÆ is a direct response to the nature of the crest loss mechanism.

There has been significant growth in mining and energy exploration in South Australia, which has identified new major potential opportunities. This sector generates significant economic value to the state and their support remains a priority for the state government. The delivery of this economic and associated community value to the state is dependent on the mining and energy sector being able to access reliable water supplies.The vast majority of priority areas for the mining and energy sectors are located in areas that have traditionally been of low priority from a water-use perspective and hence, data and knowledge levels are generally low.Recent studies have identified a potential increase in demand for water in the mining and energy sector for potential developments from approximately 40 GL to over 170 GL over the next ten years. The studies found that water and water infrastructure is the second highest proportion of planned infrastructure capital investment by resource companies. The South Australian GovernmentÆs Plan for Accelerating Exploration (PACE) initiative (PACE 2020), also identifies addressing the issues of location, use and management of South AustraliaÆs water resources as a key priority for the growth of the mining and energy sector.The Department of Environment, Water and Natural Resources (DEWNR) has developed the facilitating long-term outback water solution (FLOWS) initiative. DEWNR is currently undertaking a suite of programs to provide groundwater information at the regional scale to better target water supply options for mining and energy developments and community water supplies.The Goyder Institute for Water Research has leveraged significant research investment of $3 M to develop methodologies to interpret airborne geophysics to map groundwater sources.The FLOWS Initiative will provide key content for the PACE Water Program and will also assist in the development of water supplies for remote far north communities by identifying alternate groundwater sources to improve water supply security.This paper will discuss how developing an appropriate science and knowledge base will encourage and secure development where appropriate, enable prudent decision-making and policies regarding water allocation, accounting and licensing, whilst ensuring the protection of environmental assets.CITATION:Power, N and Costar, A D, 2013. The coal seam gas (CSG) industry is expanding rapidly in the Surat and Bowen basins. CSG production involves pumping water from the coal seams to release the gas adsorbed to coal particles. The reduction in water pressure in the coal seams will cause some reductions in water pressure in overlying and underlying aquifers because there will always be some interconnectivity between the formations. The Surat Basin is a sub-basin of the Great Artesian Basin, which contains aquifers of high economic, environmental and cultural value. The Condamine Alluvium is also an important water resource, which overlies parts of the eastern margin of the Surat Basin.Under the Queensland (Qld) regulatory framework, an area of intensive CSG development involving multiple CSG operators can be declared to be a cumulative management area. For such areas the Office of Groundwater Impact Assessment develops assessments of future impacts on aquifer water pressures and develops and manages arrangements. The results are published in underground water impact reports.The Surat underground water impact report (QWC, 2012) was approved in December 2012. Simcoa Operations is the only silicon smelter in the region and since the plant was commissioned in late-1989, has progressed from supplying silicon metal to the secondary aluminium market to the current position of supplying in excess of 90 per cent of its production to the high quality chemical and primary aluminium markets. This position has been achieved through the unique advantage which Simcoa has developed within the industry, namely raw materials, people and Simcoa's ability to adopt and use modern technology. A quality culture was instilled into the workforce prior to commissioning which ultimately led to AS3902 qualification in 1992. Simcoa has continued its quality drive through the formation of 'Simcoa's Quality Leadership Process' which is planned to make Simcoa the best silicon producer in the world.

The current practice of magnetite ore agglomeration involves high temperature oxidation roasting (typically at 1200–1350°C) of magnetite to hematite phase in order to improve the strength and reducibility of pellets. The requirement to pre-oxidise the magnetite before introduction to an ironmaking plant increases the CO2 emissions generated during the ironmaking process. In our previous papers, a novel, alternative agglomeration route for magnetite ores was presented where magnetite was converted to a reducible CaFe3O5 (CWF) phase through the addition of lime to produce a Lime-Magnetite Pellet (LMP) feedstock that can be directly charged to ironmaking units. The LMP process eliminates the magnetite oxidation stage, thereby reducing the CO2 emission during ironmaking. The concept was tested by thermodynamic calculations, high temperature experiments and scaled-down pilot scale test work. In this paper, larger scale synthesis of halfstoichiometric LMPs (1 mole of Fe3O4 and ½ mole of CaCO3) were prepared using a balling drum, followed by overnight drying at 110°C and induration at 1050°C for two hours. The LMPs were analysed using X-Ray Diffraction and Scanning Electron Microscope techniques for phase and microstructure characterisation. The LMPs were found to have 14–15 wt. per cent of CWF phase when indurated under a CO2/CO ratio of 8.5:1. Pilot scale testing of the LMPs was conducted following ISO standard test procedures. The test results indicated the LMP’s had a Reducibility Index (RI) of over 91 per cent, a Tumbler Index (TI) of 87 per cent and a Reduction Degradation Index (RDI) of 4.6 per cent. The results indicate LMPs may be useful as an alternative feedstock to ironmaking processes that would result in lower overall CO2 emissions.

BHAS, together with the G.K. Williams Laboratory, and Ausmelt Pty. Ltd., has examined a number of possible alternatives to conventional silver cupellation in gas fired reverberatory furnaces. Of these alternatives, a Sirosmelt furnace was preferred for both technical and economic reasons. Small scale work on Sirosmelt processes was carried out at the G.K. Williams Laboratory at Melbourne University in 1985/86. Pilot scale work was carried out at the Ausmelt plant in Melbourne in July 1987. Board approval for construction of a full size plant was received in October, 1988, and construction of the plant is currently underway. The plant is expected to provide significant savings in operating costs and silver inventory. Hygiene around the furnace should also be greatly improved. An increase in cupellation rate of at least ten times is expected, compared with the conventional reverberatory furnace.

This study uses the Q Method to examine how those living in former metal mining landscapes value this heritage and their preferences for the long-term management of mine waste. Such sites are often perceived as derelict or degraded, and of very little value. It is therefore assumed that their reuse, for example for development or recovery of metals, is likely to be beneficial. There are around 5,000 former metal mines in England and Wales, many of which are protected for their ecological, geological or cultural value. The Q Method is particularly suitable for issues where there is no consensus of opinion. We asked 38 residents of six mining areas in England and Wales to ‘sort’ a series of statements based on their resonance with the resident’s perspective; this is the Q sort. The statements covered a range of opinions of the mining legacy, its value and options for its management with a particular focus on the potential for metal recovery from the wastes. Analysis of the Q sorts revealed five perspectives on the mining heritage. All placed a high value on the cultural and ecological value of this heritage, however, they differed in their priorities for long-term management. For example, emphasis was placed on either nature conservation, cultural heritage, water quality or the opportunity for job creation through reworking the mines. Cutting across these themes there were also differing perspectives on the role of experts and local people in shaping the future management of the wastes. This research suggests that the views of local people are nuanced; they value their mining heritage but opinion is split on the most effective way to manage these sites especially where there is an impact on water quality.CITATION:Sinnett, D E and Sardo, A M, 2018. A new ecologically promising technology for the copper-nickel ore benefication using insert gases and pyrrhotite depression is under consideration. The finely dispersed nickel-containing sulphides and the pyrrhotite are easily oxidised during the process of flotation resulting in deterioration of selectivity and valuable component loss in the tailings. One of the ways to improve the benefication is the flotation of easily-oxidising minerals in an inert atmosphere. In the experiments nitrogen was taken as the inert gas supposing that in the industrial scale operations nitrogen generating, as a by-product of the oxigen production. will be used (Rybas et at, 1989). The most wide-spread mineral in the Norilsk rich sulphide copper-nickel ores is pyrrhotite containing iron, sulphur, nickel and platinum group metals. Up to 30 per cent of the pyrrhotite sulphur is recovered into the nickel concentrate causing the high sulphur dioxide emission in the further pyrometallurgical process of nickel production. This is the reason why the problem of the pyrrhotite removal during the ore concentration should be solved, the critical factor of the problem being the lowest possible nickel content in the pyrrhotite. According to the data of the geological and mineralogical mapping the nickel content in the pyrrhotites of rich ores varies from 0.3 to 1.8 per cent, with the mean value equal to 0.6 - 0.8 per cent. This assures the technological and economical effectiveness of the low-grade pyrrhotite removal during the flotation process.

Seismic tomographic imaging has been applied to determine the blast induced damage zones in bauxite pillars in underground mining. At the retreating stage, when pillar dimensions are reduced from 8 x 8 m to approximately 5 x 5 m, the' seismic tomographies reveal, through measurements of the P-wave velocities which is a measure of the degree of fracturation of the pillar rock mass, the presence of three zones within each pillar. In the external zone, where velocities recorded are below 750 m/s. extensive pillar damage occurs which is attributed to both the growth and coalescence of pre-existing cracks and even the creation of new cracks in the rock mass. This effect is in agreement with literature, when considering the peak particle velocity as a criterion for rock failure in tunnels. In the intermediate zone, where velocities range between 7S0-1000 m/s, damage to a much lesser extent occurs which is due mostly to growth of pre-existing cracks and widening of their apertures. The inner zone, where velocities exceed 1000 m/s, is considered to be unaffected by blasting. Simple remedial measures of low cost, which are based on blasting mechanics are proposed to minimise the blast induced damage zone and consequently the transition zone.

For over 50 years R W Miller & Co Pty Ltd operated old coal properties abandoned by former owners as uneconomic, some of which dated back to the last century. The companyÆs ability to survive with what were relatively poor quality coal resources required a small efficient management organisation. In 1970 R W Miller was involved in negotiations with other coal companies through coal sales contracts to develop private coal areas under the provisions of the old Coal Mining Act (1906) and these efforts led to the development of Lemington colliery. At the same time development of the Ironbark colliery holding near Newcastle commenced. In 1971, R W Miller approached the New South Wales Government for a resource replacement area to prospect for coal in the Upper Hunter Valley. Authorisation No 33 was finally granted on 30 September 1975, but the company found the area was inaccessible as most of the surface was owned by the Australian Army. Later R W Miller was granted Authorisation 66 of 2167.5 hectares at Mount Thorley near Singleton on 1 November 1976. The development of this coal mining project coincided with the second OPEC oil crisis in 1978 and a short-term boom for coal resources and the unrealistic expectations generated by the boom. This paper gives a broad outline of the development of the Mount Thorley project between 1976 to 1986 including the feasibility study and the many governmental and industrial delays that resulted in a three-year time overrun in the project development period.
