"The Mount Milligan Mine, owned by Thompson Creek Metals Company Inc. (TCM), started operations in September of 2013. It is located between the communities of Fort St. James and Mackenzie and is the first major metal mine to open in British Columbia in 15 years. Based on reserves as of January 1, 2014, it has an estimated 22 year mine life with 2.1 billion pounds of copper and 6 million ounces of gold in reserves. Like all commissioning operations, there have been issues achieving design throughput and recovery due to flow sheet design, equipment failures, control philosophy, and reagent scheme. Efforts to improve overall mill performance include equipment modifications, reagent screening and testing, and grind size testing. Applying these changes to the mill and working closely with the mine has resulted in continuous improvement each month as Mount Milligan looks to achieve the nominal design capacity of 60,000 dry metric tonnes per day in the later part of 2015. Considerable focus is being placed into ensuring size reduction equipment is utilized effectively. Additional modifications and tests are being undertaken to steadily improve processes and alleviate restrictions in the mill. This paper will discuss the start-up and present ramp-up history of Mount Milligan, the current mill processes, and the steps taken to achieve expected production numbers.OPERATION BACKGROUNDMount Milligan is an open-pit copper and gold operation wholly owned and operated by Thompson Creek Metals. It is located approximately 155km northwest of Prince George, British Columbia, between the communities of Mackenzie and Fort St. James. The copper-gold porphyry deposit contains a Measured and Indicated Mineral Resource of 706.7 Mt at 0.18% Cu and 0.33 g/t Au, containing 2.84 billion lb. copper and 7.50 million oz. gold. Mine life is currently estimated at 22.1 years (“Feasibility Update – Mt. Milligan,” 2009). The mill is designed to process 60,000 dry metric tonnes per day and produce 400 dry metric tonnes of concentrate per day averaging 25.5% Cu and 40 ppm Au. Concentrate is delivered by truck and trailer to Mackenzie followed by rail to Vancouver for overseas shipping to various customers.Mount Milligan is considered a “zero discharge” operation meaning no process or surface water will be discharged to the environment. As well, stockpiling is very limited and is only permitted for a short period of time. This scenario presents several unique challenges. Scheduling of ore/waste production must be carefully planned as waste rock is used to build the tailings storage facility (TSF). Reagent selection is also important as persistent chemicals will have a tendency to build up in reclaim water which feeds the process water tank."

Effective and sustained corporate energy management programs are becoming a necessity for energy users as electricity deregulation laws are enacted on a state-by-state basis across the country and environmental regulations pertaining to emissions become more prevalent. The “Total Energy Asset Management” (TEAM) approach has been developed to assist energy end users with the development and implementation of corporate energy management programs designed to reduce energy risks and increase energy cost savings. This paper highlights the ways in which this approach can be applied to the mining industry while minimizing initial program implementation costs and increasing potential program benefits. Nearly the entire mining industry has become very focused on identifying opportunities to reduce costs per unit of yield. The industry as a whole has increasingly faced pricing pressures in large part due to the effects of global competition. The result of international marketplace participation and the emergence of higher efficiency recovery techniques have resulted in flat or even decreased prices for mining products. Thus, opportunities to reduce costs are actually opportunities to gain a competitive edge over similar mining operations. Due to the energy-intensive nature of many mining operations, the costs associated with energy are often a substantial percentage of operating costs. Therefore, it becomes very important to develop the corporate mentality that energy is an asset whose use should be optimized globally. In addition to the cost benefits of the TEAM approach, other benefits may occur such as reductions in facility greenhouse gas emissions.

When the Mining Bill came before the Victorian Legislature not so many months ago, the question arose whether mining managers required education, and to what extent. Some members of the House expressed themselves in a way which appeared to leave the impression that mining managers would be all the better if they were not brought up in a scientific school.To try and prove what we owe to science I will give a short history of colonial mining from the earlier period to the present time and compare results.I believe I am right in saying that South Australia is the pioneer colony in mining and to her belongs the credit of not dnly being the first mining colony, but also that her beginning turned out so successful, as the history of the Burra Burra copper mine will testify. At about the same time a little galena mining was carried on nearer to Adelaide, but as this did not prove a success and was only worked by tributing parties, little notice was taken of it.

This report describes an experimental program which we conducted on behalf of the U. S. Bureau of Mines, to select from currently available materials two novel systems of construction for air-restraining bulkheads to be used in control of radon-polluted air in underground uranium mines. The program included both laboratory and field tests, the latter conducted in a portion of an operating mine owned and operated by Union Carbide Corporation at LaSal, Utah. The test site was a worked-out, double entry stope having a Volume of about 2000 cubic meters, and was located immediately adjacent to an exhaust airway. The bulkheads were constructed of 15 cm x 1.5 cm timber uprights, 5 cm x 15 cm horizontal members supporting a close-fitted 13 mm plywood curtain-wall., which was covered with a low-permeability membrane to seal in the radon-polluted air. The two membrane materials selected for testing were chosen from a list of twenty-two potentially acceptable candidates using criteria such as strength, flammability, ease of application, adhesion, radon permeability, and elasticity. Thirteen of the candidates were tested in our laboratories for adhesion to plywood and to both wet and dry concrete (simulating wet and dry mine rock surfaces), and for their general physical properties, including radon permeability. The final selections made by the Technical Project Officer, and based on our recommendation, were a pre-formed ethylene propylene diene monomeric rubber (EPDM) membrane 1.12 mm thick, normally used as a roof sealant in industrial construction, and available from Carlisle Tire and Rubber Co., Division of Carlisle Corp., Carlisle, PA, and Aquafas 48-00, a water-based mastic used in a wide variety of commercial applications and available from H. B. Fuller Co., Foster Products Division, Spring House, PA. The EPDM membrane was applied as a single sheet, laminated (dry) between two layers of plywood, and the Aquafas was applied both by troweling and spraying onto a plywood surface. In the field test, radon concentrations were continuously measured before, after, and in the trapped air behind each bulkhead. Temperature, pressure, and velocity of the air in the adjacent airway were also measured and recorded continuously. Radon fluxes at the rock/air interface and through the bulkheads themselves were measured manually on a frequent basis. All continuously acquired raw data were recorded automatically on two USBM Data Aquisition Systems (DAS), and the raw data were converted into engineering units and recorded on magnetic disks by a specially programmed microcomputer that was interfaced with the DAS's. Relatively clean (i.e. low radon concentration) air was pumped into a point near the face of one test bulkhead from a location 170 meters away through vent bag. Several air curtains and two air-restraining bulkheads were erected in passageways adjacent to the test area in an effort to control both velocity and radon concentration of the air flowing past the bulkhead faces. An average concentration of approximately 500 pCi/liter at a flow of 550 m3/minute was attained as the background concentration against which leakage through the bulkheads was measured. The entire field test period extended from October, 1981 to March, 1982, a total of six months, and was subdivided into seven successive time periods: 1) site preparation 2) background measurements prior to bulkhead construction 3) passive restraint, with bulkheads in place and totally sealed 4) open bleeder period of natural convection ventilation in and out of the bulkheaded area through a 10 cm (diameter) opening, with connecting tubing; leading into an Exhaust airway 5) open bleeder period, having forced exhaust through a 1.0 cm opening using a servo-controlled fan 6) charcoal trapping period, using the servo-controlled fan to exhaust air through the charcoal traps, to test the effectiveness of such traps in removal of radon from the exhausted air 7) site decommissioning Each of the two systems tested, one incorporating the pro-formed EPDM-rubber membrane and the other utilizing Aquafas 48-00, was assessed for effectiveness in controlling radon-polluted air by observing the change in the radon concentration in the ventilation air flowing continuously over the surface of each bulkhead. The sensitivity of the observed measurements was limited by the volume flow-rate of the ventilation air and the radon concentration in that air. The data would indicate that the observed increments in radon concentration in the ventilation air moving across bulkheads B-l and B-2 were essentially zero within the limits of sensitivity of the measurements. Data from radon flux measurement taken both on the sealed ribs adjacent to the bulkheads and on the bulkheads themselves did not differ significantly from blank data.

This paper deals with application of the wave equation analysis to determine capacities of piles driven in saturated sandy soils. It shows that pile capacity in sandy soils changes with time after the completion of pile driving and depends on the ground water elevation. In saturated sandy soils the setup coefficient ranges between upper and lower curves represented by power functions. For a reliable prediction of pile capacity wave equation input should be adjusted with soil damping. Back calculation of soil damping from known pile capacity performed for five tested piles shows that skin damping coefficient changes with time in the same manner as the pile capacity and can be represented by the power functions for considered damping models.

Raw water import requirements for oils sands mines depends mainly on factors such as ore processing rate, ore material characteristics, tailings processing technology, tailings storage systems, process water storage operations, the phase of tailings production, and non-recoverable seepage losses from tailings ponds. These factors can be readily quantified to calculate raw water import needs. Nevertheless, mine water balance continues to be misunderstood by some regulators, stakeholders and possibly even mine operators. Confusion over consumptive uses has led to a focus on recycling which is not necessarily applicable to a closed circuit water management system. Some water conservationists focus attention on raw water intake rules instead of the technical decisions that control consumptive uses. Typical oil sands mine water balances for various types of tailings operations, are analyzed to illustrate the effect of controllable and uncontrollable parameters as well as major options that need to be explored for reducing water demand. Uncontrollable parameters including tailings fines content, oil content of ore, connate water, mine depressurization water inflows and surface water hydrology. Controllable parameters include storage operations, advance water supply ahead of mining operations, type of tailings operation, net tailings pond seepage losses, and tailings impoundment operations. Potential reductions of raw water supply rates may be obtained by providing greater on-site storage to attenuate fluctuation in water demand, advance water accumulation prior to mine start up, early commencement of CT operations, thickened tailings disposal and paste technology. Water conservation measures should be focused on reducing on-site process water storage and water content of tailings material.

This paper presents pile tension and compression load test results for the Southern Freeway Viaduct (North) pile load test site. The testing program represents a collaboration between California Department of Transportation (Caltrans), Federal Highways Administration (FHWA), and a group of pile manufacturers and construction firms. The participating manufacturers included Fundex, Halliburton, Monotube, and Nicholson, with each firm supplying proprietary pile systems. The field test program measured and will allow the direct comparison of the tensile and compressive capacity of nine common and proprietary pile systems installed in nearly identical soil conditions. Data reported here-in details pile compression and tensile load-deformation measured at the pile head. Cursory data regarding pile installation details are included to aid in data interpretation.

The four major steps in the production of marketable copper are mining, concentrating, smelting, and refining. In a few cases, however, leaching takes the place of concentrating, smelting, and refining, and in others ores are smelted without being concentrated. Copper ores have been milled since the early days of mining in the United States. Except in the Michigan district, most copper ores went direct to the smelter until the so-called porphyry mines were developed. At present, although considerable leaching and direct-smelting ores are produced, the bulk of the copper ore mined is concentrated. Improved methods of concentration have kept pace with the increased tonnages of ores milled.

Gippsland has perhaps the most colourful history of exploration of any area in Australia. Hydrocarbons were first discovered in the Gippsland Basin in 1924 when a water well at Lakes Entrance encountered oil and gas shows. In 1942, the Commonwealth and Victorian Governments, in an effort to supplement a wartime oil shortage, sank a shaft near this well and produced 8000 barrels of low gravity oil up to 1956, when the field was abandoned. A total of 64 shallow wells had been drilled in the Lakes Entrance area by that time. Elsewhere in the onshore Gippsland Basin, 30 wells were drilled from 1925 to 1941. In 1960 BHP Ltd was granted an exploration permit covering much of the offshore area of the Gippsland Basin. Esso Australia Ltd joined BHP in 1964 and drilled the Barracouta-1 gas discovery in 1965. Since then over 100 exploration and appraisal wells have been drilled in the basin resulting in the discovery to date of some 3.6 billion barrels of recoverable oil and 8.8 trillion cubic feet of recoverable gas (Current remaining recoverable reserves are 906 million barrels of oil and 5.7 TCF of gas). Exploration in the offshore areas is actively continuing today and new discoveries are still being made.

"Underground blasting operations are challenging from the standpoint of the distribution of explosivesenergy representative of ring blasting. Energy from both shock and pressure regimes of commercialexplosives may appear concentrated in the collar region of a typical ring blast and diluted at the toes of holes due to the oblique geometries of blastholes. The non-homogenous nature of ore in whichexplosives are distributed via drillholes, adds to the complexities of generating particulate profiles from fragmented material with consistencies that are predictable from blast pattern to blast pattern - well suited for specific underground handling equipment and mill processing. In an ideal world, it would be the blasting operations themselves that represent the primary crushing mechanism, or at least mitigate mechanical crushing that can comprise a large component of the cost in generating suitable muck. This paper presents a dynamic break view in 3D that allows a planner to visualize the potential break zone around a blasthole generated by an explosive load using a Kleine field. Simple as it sounds, this methodology provides information that can be used in conjunction with cavity monitoring surveys (CMS) to potentially judge dilution due to overbreak as well as recovery for a typical blast. As examples, there are two break geometries that are examined regarding circular breaks and elliptical breaks around blastholes. Using a Kleine field to define break, a planner generated isosurface can be generated and compared to CMS data for calibration and prediction, using AEGIS 3D ring design software."

The copper and zinc contents of herbarium specimens of 11 of the 12 Australian species of Polycarpaea were determined in order to establish background and anomalous values of potential use in biogeochemical prospecting.Cumulative frequency curves were used to establish appropriate threshold concentrations for six species including the "copper plant"' P spirostylis. Collection localities of Polycarpaea specimens with anomalous copper or copper-and-zinc values are under investigation.

The Autogenous Kelsey Axial Displacement (KAD) mill is essentially a short retention time centrifugal mill, designed to effectively harness extraordinarily high concentrations of input energy for efficient particle size reduction. The mill which has an operating duty band extending from primary to ultra-fine also has the unique capacity to generate fine and ultra-fine products from single stage size reductions of either coarse or fine mineral feeds, in both wet or dry operating modes. This paper covers developments following a recent optimisation programme which confirmed that mill shell speed and the velocity differential between the shell and the rotating internal disc assembly tips could be optimised in relation to specific energy for a given feed rate and feed size providing the product size remains constant. Subsequent test-work further demonstrated the versatility of the mill with duties ranging from the removal of surface contamination associated with heavy mineral concentrate particles to the production of premium ultra-fine talc, from a single stage of size reduction. Open circuit grinding of a rougher gravity concentrate to liberate gold ahead of leaching also highlighted the scope for the application of low cost KAD milling for a range of hydrometallurgical feed preparation duties, which involve fine and ultra-fine grinding.CITATION:Kelly, J and Kelsey, C, 2013. "A study of five commercially available solvent-extraction diluents in combination with three commercially available extractants under sub-Saharan African copper solvent-extraction conditions yielded intriguing results. A variety of physical and chemical property analyses showed that the diluents have some property differences, but overall the properties are similar and provide comparable solvent-extraction performance. Although each physical chemical property technique provides useful information, no individual test result suffices for prediction of diluent performance. Furthermore, a diluent should be evaluated within the conditions for which it is targeted to determine a true measure of performance. Overall, the diluents studied possess appropriate physicochemical properties for sub-Sahara Africa copper solvent-extraction conditions and can be utilized to achieve efficient, safe and reliable operations. INTRODUCTION Background Today, commercial SX diluents are available globally from a limited number of manufacturers. Production quality and consistency of these diluents have improved tremendously over the past 20 years. For example, diluent flash points have been increased incrementally to improve transport and handling while reducing fire hazards. In addition, properties have been successfully modified to minimize evaporative losses, ultimately reducing SX plant raw material costs. Diluent manufacturers have also focused on meeting performance requirements of SX plants, including eliminating components detrimental to SX operations, such as olefinic groups that can react with various species resulting in changing phase-disengagement properties over time, as well as ensuring that proper hydrocarbon components are present within diluent mixtures to maintain good reagent–metal complex solubility. These challenges have been met in the midst of ever-increasing stringent environmental regulations. Sub-Saharan Africa copper SX operations pose a unique set of conditions for diluents due to inherent ore compositions and the associated high reagent concentrations required for complete copper extraction. Chevron Phillips Chemical Company, LP has been manufacturing hydrocarbons and hydrocarbon-based diluents since the mid-80s, applying this experience to identify the physical properties considered crucial for proper performance in SX operations. This paper documents the findings of a study utilizing commercially available diluents in combination with extraction reagents commonly utilized in African SX operations to evaluate the relative performance of the diluents under sub-Saharan Africa copper SX conditions."

Steelmakers are increasingly motivated to use iron ore resources with a wider range of grades and mineral types that were previously considered unsuitable or uneconomical for sintering. In this respect, specific issues, which now require further investigation and understanding, include the sintering of ore types with:- overall higher gangue content- elements that cause problems in the steel manufacturing operations- distinctive sintering performance compared with traditional hematite-rich iron ores. Laboratory-based investigations of the sintering performance and the behaviour of gangue impurities during sintering is an important step towards the successful utilisation of these resources in steelmaking.In terms of laboratory-based sintering investigations, there are two generally accepted experimental scales utilised prior to undertaking industrial-scale trials, which include: bench-scale tablet (compact) testing and pilot-scale pot testing. The former has the advantages of flexibility and more precise control of sintering conditions; but it is difficult to simulate the heterogeneity of a sinter bed. The latter, which is carried out in pots with diameters between 150–500 mm, simulate the commercial sintering process and conditions quite well, but is time-consuming and labour-intensive due to operational complexity. It is therefore desirable to establish a smaller scale pot testing facility that avoids the disadvantages of the normal sintering pot but can provide comparable information.To explore the feasibility of small-scale pot testing, a ‘millipot’ facility was established to examine the sintering performance of iron ores and other non-traditional ferrous materials. The millipot has a diameter of 53 mm and height of 400 mm. The facility has the capability to monitor the sintering temperature at a number of locations (axial, radial) within the sinter bed and to adjust the suction (‘windbox’) pressure. Theoretically, the main driver behind a mining operations? sourcing decision should differ from company to company, and within a company from project to project, but in reality it often relates to cost. Research confirms that there are a number of factors, including cost, to consider when choosing between in-house and outsourced mining. While the literature is rife with factors to consider, little information exists on how to apply these in practice and the relative importance of the different factors to be considered. A study was conducted to determine whether mining is truly a core competency for a mid-tier commodity specialist mining company. Furthermore, a decision-making framework for mining operations sourcing was developed, and the critical success factors that should be adhered to if outsourced mining is chosen were determined. The research showed that owner mining is not a core competency for the mining company investigated. A decision-making framework was developed using the order winner/order qualifier structure, which can be used to facilitate the mining sourcing decision. The most important tools at the disposal of a mine owner?s team to manage a contractor miner are the social and output control mechanisms, according to the critical success factors study.

There are three parties to the oil imports controversy: the domestic oil producers, whose side has just been ably summarized by Mr. Jameson; the oil importers; and the public. Domestic producers and importers are both motivated by economic self-interests, that is by their natural and legitimate desire for profit maximization, in their respective positions. Thus, domestic producers, rightly, regard every barrel of imported crude oil (with the exception of some specialty crudes) as a displacement of a barrel of their own crude. Hence, the lower the import Level the better they like it. Conversely, U .S. refiners whose plants are located at the seaboard or at certain inland waterways generally welcome a higher level of imports because refiner profits are based primarily on the spread between the crude oil price and the refined products price, since crude oil represents by far the refiner?s largest cost factor. The relatively low cost of foreign oil means therefore higher profits to those refiners able to process such oil, This applies particularly to integrated companies whose own domestic oil production is insufficient, to meet their refinery requirements but who have developed ample low-cost foreign oil supplies.

Olympic Dam has been investigating mine design options for the South Mine Area (SMA), which will continue using the existing sublevel open stoping (SLOS) method. The SMA is an undeveloped mining area, located south of the existing underground mining areas currently in production at Olympic Dam. The SMA study reached the stage where geotechnical inputs were required for stope design, infrastructure location and ground support forecasts. A large database of geotechnical data was collected to inform open pit designs for the ODX (Olympic Dam expansion) project (resulting from 659 drill holes). This geotechnical data has since been reprocessed to align with design inputs required for the SLOS mining method. The result has been the construction of a preliminary three-dimensional mining rock mass model (MRMM) that has been incorporated into preliminary stope mine design and infrastructure layout assessments, which have taken into account the predicted prevailing ground conditions.As with any model, it is necessary to improve the confidence in its predictability; therefore the model must be calibrated. The preliminary SMA MRMM was no exception. First pass calibration was possible with results from underground geotechnical window mapping from exposed rock mass conditions in the lateral development and surface geotechnical holes for ventilation shafts.The SMA project continues to advance and has started a program of resource drilling. Selected holes have been identified that target data limited areas. This will ensure that the data gaps are infilled in order to maintain the required data density required to improve the model confidence. In addition, further underground window mapping in the SMA will provide ‘mine scale drill hole’ data that can be used to either update the MRMM or as part of planned future calibration. Stope performance data from stopes will provide further valuable data for calibration purposes.The proposed paper will present the process and findings that have been followed in order to establish a well calibrated geotechnical model that can be used with an acceptable level of confidence in the ongoing refinements of the mine design and planning process for the SMA.CITATION:Thin, I, Morizzi, L, Mungur, G and Seymour, C, 2016. In the western United States occurs deposits of low-grade chromite which, when concentrated, may be reduced to ferrochromiun in electric furnaces that derive energy from dams and hydro plants now in course of construction. Montana ore was chosen for the experiments. A 1-ton sample contained 26 percent Cr203, 17 percent Fed, and 17 percent SiO2, plus other constituents, and the concentrates therefrom assayed 44 -percent Cr203, 23 percent FeO, and 0,79 per cent SiO2, Gravity concentration was found to be the best method. Ferrochromiums are of two grades - high-carbon with 66 to 70 percent chromium and 4-112 to 6 percent carbon and low-carbor with 67 to 72 percent chromium and 0.6 to 2 percent carbon. Both are made in electric furnaces that use anthracite as a reducer and suit-able fluxes. The concentrates mentioned mere smelted under different conditions, and it was concluded that domestic ore could be reduced with anthracite to produce a ferrochromium of S to 10 percent carbon content at yields of 90 percent without re-treating the slag. This carbon may be lowered to required proportion with calcium and silicon, but the former requires a great excess and the latter leaves an alloy high in silicon. INTRODUCTION Chromite occurs in several regions of the United States, but the known deposits of this mineral have not been large enough or high grade enough to permit them to compete under normal conditions with imported ores. There are numerous deposits of chrome ore along the West coast. These are generally conceded to be relatively small, although some were worked during the World War. There are some indications of a revival of interest in California chromites. Montana contains large chromite deposits in Stillwater and Sweetgrass Counties. The utilization of chromite for ferrochromium and. the manufacture of stainless steels is distinctly an electrometallurgical problem; consequently, a study of methods for treatment of chromite might pave the way for the establishment of new electrometallurgical industries in the Western States. This thought is supported by the cheap power that is soon to become available from the western dams, Farther, submarginal domestic chrome deposits might thus be turned into profitable producers.
