INTRODUCTION In this paper the author will attempt to bridge from the paper work of design and engineering to the reality of implementation. Certain facets of construction are constant to a successful project, no matter the level of technical complexity. Basic to timely, low cost construction are the people assigned to the project. Construction is not accomplished by robots, computers, or speeches; but rather by people. People do however require the avail- ability of equipment and communications to properly complete the work. ORGANIZATION Good organization is the basic requirement of a well implemented construction project. For this paper the author will suggest an organization chart as well as an activity listing that together support the construction activities. There is little difference in the activities or functions needed to construct a small plant or a large one. It is a matter of how much time an individual has to spend on an activity that determines the structure of an organization. The difference between a large and small plant construction job is often described as the multiple hat versus the single hat philosophy. Reservoir properties including porosity and permeability distributions in longwall coal mine gobs have direct application to modeling the flow patterns and gas distributions in the gobs. Proper assessment of these distributions is required to assess gob gas hazards such as spontaneous combustion and explosive methane mixtures and to optimize gob gas venthole operation and nitrogen inertization. Determining the reservoir properties is difficult given that the gob is inaccessible and direct measurements cannot be easily taken. Several techniques had been used by previous researchers and will be discussed. This paper will present the methodology used to model the gob compaction by simulating the sequential extraction of coal. Two Western US coal mines were used for case studies. By determining volumetric strain, the porosity and permeability distributions in the gob can be calculated. The geo-mechanical model predicts an axisymmetric volumetric strain distribution with a steeper slope near the start-up room and a shallower slope near the active face.

"Investigating abandoned mine subsidence is often a difficult task because many factors, both mining- and nonmining-related, can affect the possibility and the formation process of surface subsidence events over abandoned underground room-and-pillar mines. Among them, mine water frequently plays an important role in causing such subsidence events. However, mine water could also serve the purpose of preventing subsidence. The dewatering of abandoned room-and-pillar mines has been identified as the main cause for a number of serious mine subsidence events in the past.In this work, the mechanism of mine water to prevent surface subsidence over abandoned room-and-pillar coal mines was studied. Two mathematical models are proposed to quantify the potential effects of mine water on the structural stability of mine pillars, roof and floor as well as the potential for causing surface subsidence. The models are validated with an actual case. IntroductionThe potential for room-and-pillar mining operations to induce surface subsidence is mainly dependent on the recovery ratio in the underground mines that directly relates to the stability of pillars. Normally, if the recovery ratio is less than 50 percent, the mine pillars are sufficient to support the overburden strata without their collapse in a sufficiently large contiguous area. Consequently, there will be no surface subsidence. However, if the recovery ratio is greater than 70 percent, the pillars are too small to support the overburden strata and can cause immediate surface subsidence. In 1993, a mathematical model and program was developed and proposed (Luo and Peng, 1993) to predict surface subsidence caused by high-extraction, roomand- pillar mining. When the recovery ratio is between 50 and 70 percent, the mine pillars could be loaded near their critical condition and, therefore, the surface subsidence is uncertain to develop. If the surface subsidence did not occur immediately, mine water starts to fill the underground openings. If thick, clay-type rock layers are presented in the mine roof, floor or pillars, they can be considerably weakened by mine water and cause surface subsidence. The techniques to investigate subsidence events over inactive room-and-pillar coal mines caused by the weakening effects of raising mine water to the claystone immediate roof and floor were presented in Luo (2009, 2011)."

The Carache Canyon Prospect consists of a hypabyssal breccia pipe which intrudes a gently dipping sequence of Cretaceous Mancos Formation and Mesa Verde Group shales and sandstones. This sedimentary sequence is intruded by a number of Oligocene (34-30 Ma) calc- alkaline sills. The formation of the breccia pipe and its subsequent gold mineralization is related to the emplacement of an alkaline intrusive complex dated between 30-26 Ma. An exceptionally large block within the pipe provides compelling evidence that brecciated sills and sedimentary rocks form a relict stratigraphy that collapsed 400-800 ft (120-240 m) below their counterparts outside the pipe without substantial changes in stratigraphic position. Native gold and sulfide mineralization within and around the pipe occurs in fractures that are primarily controlled by competency differences between sills and sedimentary rocks and secondarily controlled by ductility contrasts between the relatively brittle Mancos Formation hornfels and the more ductile Menefee Group shales. The resulting pattern of gold mineralization is a series of stacked, tabular, mineralized sills and sandstone separated by barren shale in an annular region along the southwest margin of the pipe. A series of near-vertical, subparallel, sill and sandstone breccias separated by barren or weakly mineralized shale breccia occur within shallow levels of the pipe.

This presentation will represent a diversion from the central theme of Cordilleran geology, in both time and space, as we move 2,000 miles east of Spokane to eastern Canada, specifically the province of Quebec, to discuss a major new Archean-age volcanogenic massive sulphide deposit called Louvicourt. The deposit is located in the Val d'Or camp in the prolific Abitibi Greenstone Belt some 400 miles north of Montreal. It was discovered by Aur Resources in June, 1989 on a property operated under the terms of a joint venture with Louvem Mining, a Quebec company controlled by Ste. Genevieve Resources Inc. of Montreal. As a geologist, I am proud to be able to describe Louvicourt as a geological discovery, as it was found by doing systematic deep diamond drilling based on a geological concept. The deposit is essentially blind from surface and lay undiscovered for the 10 years that the Louvem mine was in production just 2,000 feet away from its easternmost workings.

It is hypothesized that the Hotelling Valuation Principle (HVP) can determine the value of developed gold reserves using simple methods and easily obtained data. This paper reports the results of an empirical test of this hypothesis. Using publicly available data from North American gold companies, we obtained data for V, R, p, and c and ran a simple linear regression using equation (1.1) as the definition of the dependent and explanatory variables. By examining the value of the coefficients of the resulting regression equation, we can draw conclusion as to whether or not the HVP can be confident1y used as an estimator of the value of developed gold reserves.

The difficulties encountered in justifying replacements for over-age mobile mine equipment at the Gay Mine are common to most mining operations. More critical management reviews, resulting from ever rising capital expenses, increased such difficulties. These increased difficulties are especially apparent to those who are primarily operators and are not statisticians, mathematicians, or computer oriented. The Gay Mine is located 17 miles east of the town of Fort Hall in southern Idaho. This open pit operation annually supplies the J. R. Simplot Company and the FMC Corporation with 1.5 MM - 2.0 MM tons of phosphate ore. Stripping ratios average approximately three bank cubic yards of waste per ton of ore mined. The mobile mine equipment fleet consists of ten 24 yard scrapers; twenty-one 30-50 ton end dump trucks; four 32 42 yard shovels; fifteen dozers in the D-8 and D-9 classes; and three road patrols. Equipment replacement is based on the results of evaluations made on individual units. Authorization of capital expenditures for equipment replacement is dependent upon a favorable profitability index (true rate of return on investment) plus a favorable payout time. The system is based on cash flows and requires the determination of (1) the net cash outflows in the form of capital expenses plus (2) the expected cash inflows resulting from reduced expenses and depreciation tax credits. After adjustments for taxes and the time value of money, the net amounts are used to calculate the required indices. The basic elements for the system related to the replacement of mobile mine equipment include: (1) the determination of dollar penalties to be expected from the continued use of aging equipment; (2) the selection of equipment that will provide the greatest return on the investment dollars; (3) the quantification of the expected savings; and (4) the calculations of the prescribed indices. During harsh weather conditions, the presence of fog, dust in the environment degrades the image’s quality, which affects the visibility of drivers of heavy earth-moving machinery in opencast mines. Due to low visibility, mining operations cannot be carried out as drivers are easily prone to accidents. This paper proposes a technique that includes developing a vision enhancement system called perceptive driving assistant system for increasing visibility of real-time video of the road in front of the vehicle for operators of heavy earth-moving machinery at opencast mines during harsh weather conditions to overcome the problem. The system consists of high-quality Internet Protocol cameras and thermal cameras for real-time image processing and other well-defined devices, which is quite capable of enhancing the visibility of the image, outlining edges of the road, and detecting obstacles present on the path of operators for smooth driving and reducing threat of accidents. A high-speed graphical processing unit has been used for quality-performance parallel computing, which is well suited for real-time operations to empower fast real-time operations. The calculated frame per second (fps) of image enhancement, object detection, and edge detection is 17.91, 15.91, and 25.09 fps, respectively. The actual frame rate is 26.07 fps, and after applying the algorithm, the final frame rate is 19.65 fps. The calculated accuracy of the object detection model is 81.23%. Field trials indicate that the developed system has performed adequately during foggy weather.

Statistics ship that the second greatest number of fatalities about the coal mines occur during haulage ion and through the use or misuse of haulage equipment. During the five year period between January 1, 1957 and January 1, 1962, the m stone mine had a. Sack haulage frequency of 4098 and mined 3, 541,939 toads per haulage fatality. Coal mire haulage is similar in respects to railroading. We gee very serious consideration to the instillation of tack and to the selection of the haulage crews. The author was privileged to find employment as a uranium mill chemist for The Anaconda Company while working his way through school in the mid-1950s. He then served Anaconda in various technical and management positions until 1980. This paper describes the prevalent technologies employed by uranium producers, briefly describes various mines and mills in the U. S., and memorializes a few of the thousands of men and women who contributed to the U. S. Uranium Boom. Following isolation of uranium as an element by M. H. Klaproth in 1789, uses of uranium were confined primarily to pigments, glass coloring agents, and ceramic glazes. In 1896, Antoine Becquerel found that uranium is radioactive, releasing particles and energy as it decays. In 1898, Pierre and Marie Curie isolated radium from uranium and learned that it can be an effective treatment for some types of cancer. In 1939, it was discovered that the isotope U235 is fissionable1 . Up to this point, nearly all uranium production was from pitchblende concentrates made in Bohemia, Canada, and the Belgian Congo. In 1938, only about 5 percent (23.85 short tons) of global output was produced from ores of the carnotite mineral that were being mined in the U.S. By the early-1950s, physicists in many countries had begun to recognize the potential for nuclear chain reactions. Ernest Rutherford (UK), Frederick Soddy (UK), and Leo Szilard (US) explained transmutation of elements and formulated the principle of “atom splitting”. In 1934, Marie Curie’s daughter, Irène, and her husband, Frédéric Joliot, identified uranium as the most viable source for this new form of energy. The basic fission process was unraveled by German scientists in December 1938. After Hitler’s army seized the uranium deposits in Czechoslovakia, many feared that Germany would build the first nuclear weapon.

The location and orientation of fire suppression nozzles is critical in suppressing mobile mine equipment fires. To effectively suppress such fires, optimization needs to be considered for the suppression nozzle locations and discharge angle. Detailed experiments were conducted to study the effectiveness of fire suppression agents with different nozzle configurations. A variety of fire suppression systems including dry chemical, wet chemical, dual agent (dry and wet chemical), carbon dioxide, and water mist were used. Six types of nozzle locations were studied, and their fire suppression effectiveness were compared. Results from this work highlight potential considerations when determining effective fire suppression designs.

Research objectives included 1) determine relationships if any between spectral response of soil and soil textural groups, Unified Soil Classification subgroups and selected landforms and 2) develop computer assisted techniques for engineering soils mapping of remotely sensed data. The sire in northeastern Kansas, 1.6 Km by 43 Km (1.0 mi by 27 mi), contained glacial and alluvial soils. Multispectral scanner data (0.40 to 1.80 pm) collected at 915 meters altitude (3,000 feet) were analyzed using two distinct computer techniques: the nonsupervised approach involving delineation of soil training areas directly by computer and the supervised approach entailing training area selection manually by the researcher. Computer classification of surface materials follows both methods. Non supervised analysis results failed to show a consistant relation- ship between landform type and soil spectral class. Landforms correlating well displayed either unusually bright or unusually dark spectral signatures. Supervised analysis results showed a strong relationship between soil texture and soil spectral class. A moderately strong tie was shown between engineering soils groups (ML, CL, CH and OH) and their respective spectral classes, and a weak association between landform type and soil spectral class. An analysis procedure for engineering soils mapping by computer of remotely sensed data was developed. 1. Locate cultural features by visual examination of imagery. 2. Produce generalized bare soil-vegetation- water map using nonsupervised technique. 3. Outline significant soil fields for computer training using supervised approach. 4. Computer-classify entire area based on these soil fields.

8.1 INTRODUCTION Under room and pillar mining if the extraction ratio is low, (i.e., < 50%) a pillar can support the overburden without collapse and there will be no surface subsidence whatsoever. In other words, if the pillar sizes are properly determined to support the overburden weight, the roof strata cannot cave and there will be no surface subsidence, provided the entry width is small and properly reinforced so that a continuous roof fall leading to piping or the total collapse of the roof does not occur. Under the prevailing mining conditions in the US if only development mining is em¬ployed in room and pillar mining (i.e., no pillar extraction), the extraction ratio is usually less than 50% and generally no surface subsidence will occur. If pillar mining is employed, surface subsidence may occur, depending on the extraction ratio and the size of the remnant pillars (or stumps) left in the gob. The higher the extraction ratio, the smaller the stump pillars left behind in the gob. As the size of the stump pillars becomes smaller, the possibility of their support¬ing the roof without collapse is smaller. If all stumps are crushed completely, the roof will collapse and surface subsidence will occur. Again, whether surface subsidence occurs, it depends on whether the remaining stumps can support the overburden or not. Therefore, since the weight of the overburden which the stump pillars have to support is proportional to the mining depth, a fixed¬size stump pillar can support the overburden at a shallow depth, but will collapse under greater depths. In this context extraction ratio is not the only parameter for determining whether surface subsidence will occur. Furthermore, during pillar mining a pillar can be cut away in many ways to finally reach the same extraction ratio. Therefore, the safest way to determine whether or not sur¬face subsidence will occur in room and pillar mining is to compare the strength of all stump pillars in the panel of interest with the weight of the overburden that the pillars have to support. If they are too small to support the overburden, surface subsidence will occur. Under normal mining practices the characteristics of surface subsidence profiles vary with methods of mining. In the US there are two types of coal mining methods, i.e., longwall and room and pillar mining. Longwall mining is indisputably a total extraction method, but different percentages of coal recovery are achieved in room and pillar mining. Recovery is much higher for sections with pillar extraction than those without pillar extraction. For those without pillar extraction, coal recovery increases with increasing entry width or decreasing pillar size. For those with pillar extrac¬tion, the total coal recovery depends on the amount of coal ex¬tracted from each pillar which is in turn dependent on the roof conditions and methods of pillar extraction. Bauer and Hunt (1981) analyzed the characteristics of the subsidence profiles due to the three types of mining methods in Illinois. Fig. 8.1 shows the range of locations associated with the following profile features: profile edge, maximum tensile curvature, maximum slope, maxi¬mum compressive curvature, and maximum subsidence. The scat¬ter of the data increases with decreasing percentages of extraction. The profile is much sharper for longwall mining and becomes milder as percentage of extraction decreases; for longwall mining the profile edge is always beyond the opening, while in room and pillar mining it may fall within. The location of maximum tensile strain moves outward, while that of the maximum compressive strain moves inward as the percentage of extraction decreases and the maximum subsidence decreases with decreasing extraction ra¬tio. The general concepts discussed in this chapter may not apply to the entry development sections between two longwall panels where roof caving in both panels are very severe and overlap each other. Consequently, it must be treated differently. 8.2 CASE STUDIES Kohli et al. (1982) described several case studies on surface subsidence due to room and pillar mining with pillar extraction. In one case, the seam was 6 ft thick and ranged from 650 to 800 ft deep. The panel was 720 ft wide (Fig. 8.2) and was developed with seven entries. Each entry was 18 ft wide and the pillars were driven at 88 ft center-to-center between entries and crosscuts. Dur¬ing retreating, two additional pillars (pillars J and K) were devel¬oped, two blocks ahead of the pillar line, to take the barrier pillar, 160 ft wide, between panel No. I and No. 2. Pillar extraction began by taking a central slice across the whole panel, beginning from pillar 0 through J. After that, each pillar was sliced by 6 wing-slices, 3 on each side, leaving 4 stumps, 2 on each side. One of each pair was triangular shaped approximately 6 ft wide by 26 ft long. The other was trapezoidal, 26 ft long by 16 ft and 10 ft wide at the upper and lower bases, respectively. This resulted in a total extraction ratio of 85% within the panel. Obviously the stump pillars were not large enough to support the overburden and col¬lapsed completely. The final subsidence profiles were rather smooth, just like those under total extraction (Fig. 8.3). The max¬imum subsidence on Lines A and B was about 3 ft for an average mining height of 6 ft, but the locations of the maximum subsidence were skewed toward panel No. 1. Along Line D, the central por¬tion was flat-bottomed, but the maximum subsidence was only 2 ft, mainly because Line D was only two blocks from the right-side edge. Notice in every profile there was heaving of as much as 0.3 ft, beyond the edges above the solid coal. In another case (Fig. 8.4), the seam was 6 ft thick under 650 to 850 ft cover. Three panels, 710, 400, and 350 ft wide, respec¬tively, were extracted side by side. The entries were 18 ft wide and the pillars at 88 ft center-to-center between entries and crosscuts. Pillar extraction was practiced the same way as described previ¬ously. According to the mine maps, there was no barrier pillar left between the adjacent panels. Thus after extraction the three panels formed a common gob of more than 1460 ft wide. This was re¬flected in the development of the subsidence profile along the county road. After Panel No. I was mined, the maximum subsi¬dence of 1.2 ft occurred at Monument No. 1. This was increased to 1.6 ft after the extraction of Panel No. 2 and went to a further 1.8 ft after the extraction of Panel No. 3. The final maximum subsidence of 4.3 ft occurred at Monuments No. 6 through No. 8, while the remaining portion of the county road showed rebound. However it must be noted that the subsidence profiles were rather bumpy and fluctuated, perhaps an indication of the irregular stump pillars that were left and crushed at various time after mining. In several sections of the country new demands are being brought bar cement users. Among these the demand&apos; for truck shipments; and palletized loads present new problems that do not lend themselves to sample solution. In fact these demands have far-reaching effect in the way bagged cement might be marketed. Early solutions of palletized truck loads filled from existing packing and loading facilities have resulted in&apos; slowdown in packing, additional labor and space for palletizing, considerable experimentation in type and construction of pallets, and usually far from optimum truck handling and loading methods.

The analytical approaches used to solve a specific problem are dependent upon the information required, coupled with limitations imposed by available facilities, costs, and time. The organic matter associated with ore deposits has the potential to yield information for two problems. Information can be obtained to provide guidelines for prospecting, and, secondly, to solve genetic problems. A major potential of organic matter in providing prospecting guides lies in the high thermal sensitivity of organic matter in sediments which are metamorphosed at grades lower than greenschist facies. The organic matter can then be used to map thermal anomalies potentially associated with mineralization. The analytical approach is to determine the thermal maturity of the total organic matter, or of specific fractions, using techniques which are relatively quick and inexpensive. Consideration of genetic models (for example, reduction, complexing, involvement of oil field brines) generally requires more specific information than the overall thermal maturity of the organic matter, necessitating infor¬mation on molecular composition and structure. The facilities, time, and cost of this information are greater than for mapping thermal anomalies. The analytical techniques discussed include elemental analyses, spectroscopy (infra-red, visible and ultra-violet), Fourier Transform infra-red, nuclear magnetic resonance, extraction, pyrolysis techniques, chromatography and mass spectrometry.

Quantitative methods are, by now, a standard tool of the mining industry, and are commonly used by Research Departments in their evaluation of production methods and schedules, and their associated costs. Indeed, much sophisticated computer work has been devoted to such evaluation of controllable costs and capital requirements. These data are an important input into the project evaluation formula, which is probably the most important single calculation per formed by a mining company, since the result decides whether a particular project is viable. It is instructive to summarize the broad principles of project evaluation, since they are crucial to the remaining sections of this paper. PROJECT EVALUATION The most widely used method of appraising projects is known as Discounted Cash Flow (DCF) method. Two main variants are used; they are known as the &apos;not present value&apos; (NPV) approach and the &apos;internal rate of return&apos; (IRR) approach respectively. The difference between the two is that the former takes the firm&apos;s interest rate as given and uses this knowledge to calculate the present value of the project; whereas the latter calculates the highest interest rate the project could tolerate and still just breaks even. The technique is more simply discussed in terms of the first method (NPV).

In this section the chemical, physical, and mechanical principles of hydrometallurgical processes are developed and reviewed. Plant practice is not discussed other than to note the metals which are processed using the various systems that are available. These notations will permit the reader to refer to the appropriate section in Part II of the Handbook for specific details on a particular metal or mineral. The equipment used to accomplish the desired unit operation is de¬scribed. Comparative data are presented to illustrate performance characteristics of unit operations, process, and equipment. The economic efficiency of individual processes is outlined. Some of the chapters contain material that is covered in detail in other sections of the Handbook Such chapters are developed only sufficiently to indicate the specific application of the techniques to hydrometallurgical processes. In this section considerable cross-referencing to the other related sections has been done.

"Early on Jan. 9, 2014, approximately 37,800 L (10,000 gal) of crude 4-methylcyclohexanemethanol (MCHM) leaked from a storage tank sitting on the bank of the Elk River near Charleston, WV (WVDEP, 2014; CSB, 2014). MCHM is a chemical commonly used in preparation of fine coal and is considered nonhazardous in terms of transportation, storage regulations and also toxicity (CDC, 2014a). Freedom Industries Inc., a producer and vendor of specialty chemical products, had acquired the storage facility from Etowah River Terminal, LLC just a few weeks prior in December 2013 (WVDEP, 2014; Freedom, 2005). The direct cause of the spill was ultimately determined to be two small holes in the base of the 76-year-old tank, which were created due to corrosion damage (Bauerlein and McWhirter, 2014).The spill site was located a little more than 1.6 km (1 mile) upstream from the intake of a municipal water treatment facility operated by West Virginia American Water (WVAW), which serves a population of 300,000 across nine counties in central West Virginia (CDC, 2014a). In a matter of hours, the leaked MCHM made its way through the treatment facility and into the water of nearby homes and businesses, where its strong smell was noticed almost immediately. On the evening of the spill, WVAW concluded that its conventional treatment processes, which include carbon filters to remove a variety of contaminants from water, were not capable of fully removing the MCHM and a "Do Not Use" order was issued for all customers (WVAW, 2014a).With little information readily available regarding the potential human health effects of MCHM, the U.S. Centers for Disease Control and Prevention (CDC) quickly issued an advisory ruling that set a maximum screening level of 1 ppm for safe drinking water (CDC, 2014a). Based on this recommendation, the "Do Not Use" order remained in effect for a total of eight days, until Jan. 17, when the WVAW distribution water was confirmed to have MCHM concentrations below the approved level (WVAW, 2014a). However, due to the pungent odor of the chemical, its presence was still recognizable in the WVAW facility and in consumers’ tap water after the order was lifted (Manuel, 2014). Recent studies have shown that the chemical can be detected in water at sub-ppb concentrations, a fact that undoubtedly added to growing public concern (Rosen et al., 2014; Gallagher et al., 2014). In response to numerous complaints and demands, WVAW continued flushing the treatment facility and pipes until Feb. 25 when MCHM levels were measured below 2 ppb (WVAW, 2014b), and eventually replaced the affected filter media (WVAW, 2014c)."

There are no formulas that guarantee success when it comes to obtaining zoning approval for mineral aggregate mining. Local land use decisions often times represent the most controversial issues faced by community. Public awareness, concern, willingness to get involved, sensitivity to the environment and probably most importantly fear of change only begin to describe the atmosphere in which local land use decisions are made. Add to this the public hearing process which is quasi judicial, adversarial, and unfortunately not designed for resolution of disputes and it is not difficult to see the need for an alternative to present methods. Hopefully, some day we will have a process that will do away with or at least minimize unnecessary, unproductive and unmanageable community conflicts.
