"At the request of the Chesapeake & Ohio Railroad Co. a number of tests were made to determine the temperature, humidity, and composition of the atmosphere in certain tunnels of that railroad between Clifton Forge, Va., and Hinton, W. Va. The purpose of these tests was to determine conditions in the cabs of freight locomotives while pulling trains through these tunnels. Tests were made of two types of locomotives, classified by the railroad company as the H-6 and H-7. Both are of the Mallet type, but the H-6 class has one pair of cylinders operating at boiler pressure and the other pair compound, whereas the H-7 operates all four cylinders at boiler pressure, thereby exhausting steam at a higher temperature than the H-6. It was desired to determine the relation between conditions on the H-6 and H-7 engines under comparable conditions of operation. This information supplements previous tests by the Bureau of Mines, discussed in its Reports of Investigations Serial No. 2624, entitled, ""Temperatures in Cabs of Freight Locomotives Passing Through Tunnels of Chesapeake & Ohio Railroad, 11 by s. H. Katz and E. G. Meiter, July, 1924. Three incidental tests of passenger engines were also made."

Stresses that damage coal mine trailing cables were investigated to obtain a quantified description of cable-stress locations, magnitudes, and frequency of occurrence. Stresses occurring in operating mining sections were measured and observed. Answers to questions that arose during the underground investigations were pursued under controlled conditions, both in the field and in the laboratory. Cable-handling suggestions that minimize or eliminate the stresses are summarized in the form of recommendations to mine operators.

Supplemental water sprays were placed along the sides of a continuous mining machine to improve suppression and confinement of the dust cloud under the cutting boom to re- duce downwind dust levels. Using a full-scale mock up of a continuous mining machine, preliminary work showed that these side sprays improved suppression of the dust cloud and redistributed this cloud under the cutting head. This led to reductions in dust levels around the machine and in down- wind airways for some positions of the mining machine. This testing also showed that side spray effectiveness was influenced by the distance from the fresh air ventilation device to the cutting surface, termed the ventilation setback distance. These sprays produced larger reductions in machine and re- turn dust levels at smaller setback distances than at larger setback distances. These side sprays then were installed in similar locations on a mining machine at an underground coal mine operation to evaluate their effectiveness for im- proving suppression and capture of dust by the flooded-bed dust scrubber. Although sampling could not be conducted successfully in the return, sampling around the mining ma- chine and at the machine operator showed that dust levels decreased with use of these sprays. Further analysis showed that these sprays were most effective at the smaller setback distances, a result confirmed by full-scale laboratory testing. Develop a new method for coal mint pillar stability evaluation and design based on pillar load measurements. Approach A novel approach to chain pillar stability evaluation and design for longwall coal mining panels has been developed by the Bureau of Mines. The evaluation approach uses an INTEGRITY FACTOR as the criterion for stability. Hydraulic borehole pressure cells developed by the Bureau are used to measure stresses in a pillar for stability evaluation. The results are used to improve the pillar design.

The present status of the National Bureau of Standards program is that many magnetic tapes of analog data have been recorded in four major mines. Each mine uses different types of equipment. In addition, some surface measurements of noise have been made at two additional mines. Two types of recordings have been made: (1) broadband measurements for spectral plots and (2) narrowband measurements for amplitude probability density (APD) plots. Only data from one mine (Robena #4) has been processed and was, presented at this workshop. The short-term goals are: (1) finish processing data from the other mines, (2) establish or reduce measurement system uncertainties, (3) put Robella report into final form for distribution, and (4) hold a review to determine what has been done, to distribute and to interpret the preliminary data, and to determine what still needs to be done. Long-term goals are: (1) complete final reports on each of the mine trips, (2) establish techniques for predicting noise in mines already visited and establish uncertainty bounds for these predictions, and (3) establish techniques for predicting noise in mines that have not been visited (but that use similar equipment to those visited) and also establish uncertainty bounds for these predictions. Specific factors or formats to be presented include: (A) For underground broadband measurements: 1. 300 Hz to 100 kHz spectral plots 2. 300 Hz to 384 kHz spectral plots 3. 300 Hz to 192 kHz spectral plots 4. 300 Hz to 6kHz (subject to change to 3 or 12 kHz) spectral plots (B) For surface broadband measurements: 1. 300 Hz to 6 kHz (or 12 kHz) spectral plots 2. 300 Hz to 3 kHz spectral plots (C) For underground narrowband measurements : 1. This paper summarizes fly rock and blast area security fatalities from 1989 to 1999 and examines the causative factors. Coal and nonmetal mining used about 43 billion pounds of explosives and blasting agents between1989 to 1999. A majority of this consumption was used at surface mines. Accident data indicates that fly rock and lack of blast area security were the primary causes of blasting related injuries in surface mining. Fatal injuries due to lack of blast area security were attributed to: failure to clear blast area; failure to follow instructions; inadequate guarding; inadequate blasting shelter; and unsafe location. Seven fatalities due to fly rock and lack of blast area security were reported in surface coal mines and six in nonmetal mines. Out of these, two fatalities (one each in coal and nonmetal mines) occurred outside the mine property. In the coal mining sector, two fatalities were attributed to fly rock, and five to lack of blast area security. In the nonmetal mining sector, three fatalities were attributed to fly rock, and three to lack of blast area security. Preventive measures include: ensuring that all personnel have evacuated the blast area during shot firing; using adequate blasting shelters for employees whose presence is required in the blast area; controlling and monitoring all entrances to the blast area; ensuring that the blast is properly designed, drilled, and loaded; and emphasizing education and training to enhance skill levels for implementation of engineering control techniques.

GLOSSARY TERM DEFINITION ACCOMODATION The process by-which the eye changes focus from one distance to another. ADAPTATION The process by which the retina adjusts-to more or less light then it was exposed to during an immediately preceding period. Also involved, to a lesser degress, is the change in the size of the pupil which regulates the amount of light entering the eye. Adaptation results in a change in the sensitivity of the eye to light. CENTRAL VISION (FOVEAL) The seeing of objects in the central or foveal part of the visual field. It is approximately two degrees in diameter and permits seeing much finer detail than does peripheral vision. DIRECT GLARE The effect of brightness or brightness differences within the visual field sufficiently high to cause annoyance, discomfort, or loss in visual performance. FOOT CANDLE A measure of the amount of light falling onto a surface. FOOT LAMBERT A measure of the amount of light that is being reflected by a surface. GLARE The effect of brightness or differences in brightness within the visual field sufficiently high to cause annoyance, discomfort, or loss in visual performance. LAMP A generic term for a man-made source of light. By extension, the term is also used to denote sources that radiate in regions of spectrom adjacent to the visible.

The coal deposits in Alaska occur in several major coal fields or basins. The deposits underlie about a quarter of the state, an area larger than Montana. Approximately 60 percent of the coal is bituminous and 40 percent is subbituminous. Less than one percent is lignite or anthracite. Although known coal reserves are estimated at only 6.1 billion tons (about 1.25 percent of U.S. reserves), estimates place the hypothetical reserves at 5.5 trillion tons and the identified reserves at 170 billion tons. The differences are due to limited exploration programs within the state. Conditions affecting mining and reclamation are unique to Alaska because of its extreme northern latitude. For example, permafrost occurs in about 75 percent of the state; tundra vegetation occupies vast treeless regions; and the climate is characterized by extremely cold winter weather and a short summer season. In addition, hydrologic conditions are considerably different from those in other states; major streams fed by silt-laden glacial melt water contain greater concentrations of natural sediment than the effluent discharge limits permitted by federal regulations. Also, some coal field locations are subject to potentially high seismic risk. These factors make coal mining and reclamation in Alaska more difficult than in other states. Alaska's program to regulate surface coal mining was approved May 2,1983. The Abandoned Mine Lands program was approved December 23,1983.

The Blue Metal corundum-andalusite deposit, in the Buckskin Mining district, Douglas County, Nev., was explored by the Bureau of Mines in 1945. The results of that work were presented in Report of Investigations 3895, exploration of the Blue Metal Corundum Property, Douglas County, Nev. published in August 1946. That report also describes the property in detail, giving location, ownership, history, geology, and data on beneficiation tests. Further exploration was carried on in April and Way 1947, the results of which are presented in this report. The work consisted of 175 feet of drift and crosscut, bringing the total to 398 feet of underground working, as shown in figures 1 and 2. The 23-foot drift, which was the last work of the initial project, was extended 99 feet northward along the shear zone, and three crosscuts, spaced at approximately equal intervals along the drift, were driven to country rock on the hanging and foot walls of the zone.

Aid mine workers in detecting hazardous roof conditions in underground mines by developing a method of roof sounding which supplements or replaces the traditional roof sounding technique where the miner relies on experience to determine whether or not the rock is sound. Approach The Bureau of Mines developed an electronic roof sounding de-vice that acoustically determines the integrity of mine roof rock by "listening" to the variation in frequency vibrations within the rock. How It Works n previous research, the Bureau of Mines found that loose rock in a mine, when impacted, vibrates at a much lower frequency and for a lower time period than does a solid slab. By quantifying the enhancement of low frequency vibrations in loose rock over solid rock, a repeatable, objective measure of the rock's soundness can be obtained. This approach was used in developing the rock stability tester.

This paper describes dust explosion research conducted in an experimental mine and in a 20-L laboratory chamber at the Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH). The primary purpose of this research is to improve safety in mining, but the data are also useful to other industries that manufacture, process, or use combustible dusts. Explosion characteristics such as the minimum explosible concentration and the rock dust inerting requirements were measured for various combustible dusts from the mining industries. These dusts included bituminous coats, gilsonite, oil shales, and sulfide ores. The full-scale tests were conducted in the Lake Lynn experimental mine of NIOSH. The mine tests were initiated by a methane-air explosion at the face (closed end) that both entrained and ignited the dust. The laboratory-scale tests were conducted in the 20-L chamber using ignitors of various energies. One purpose of the laboratory and mine comparison is to determine the conditions under which the laboratory tests best simulate the full-scale tests. The results of this research showed relatively good agreement between the laboratory and the large-scale tests in determining explosion limits. Full-scale experiments in the experimental mine were also conducted to evaluate the explosion resistance characteristics of seals that are used to separate non-ventilated, inactive workings from active workings of a mine. Results of these explosion tests show significant increases in explosion overpressure due to added coal dust and indications of pressure piling.

A method for preparing gravimetric primary standards of helium in the parts per trillion range has been developed by the Bureau of Mines. The standards are used to calibrate a specially modified mass spectrometer used in determining the abundance of helium-3 and helium-4 in geochemical samples and of helium-3 in isotopically purified helium-4. The desired gas standards are prepared in 5-kg metal cylinders filled to 1,800 psia. Relative errors of less than 1 pct have been attained in the parts per trillion range using a successive dilution technique.

Within the Mine Safety and Health Administration's (MSHA's) classification of metallnonmetal (MAM) mining, the number of independent contractor' employees has increased significantly in recent years. In 1985 independent contractor employee hours reported to MSHA accounted for 4.5% of all M/NM mining employee hours (excluding office workers); by 1994 that proportion had doubled to 9.0%. As a result, these workers now account for an increasingly significant proportion of fatal and nonfatal mining accidents. According to MSHA's statistics, annually computed fatality incidence rates (the number of fatalities per 200,000 employee hours) for independent contractors working in M/NM mining are consistently higher than those for operator employees. Over the five-year period from 1990 through 1994, 53 independent contractor employees were fatally injured while working on M/NM mine property (See Table 1). More than one third of these fatalities (36%) were due to accidents involving powered haulage; 21% were machinery accidents; and 11% percent were falling material accidents. Combined, these three accident classifications accounted for 68% of all independent contractor fatalities occurring on M/NM mine property during these years. Clearly, current efforts to increase the safety of the mining workforce must also address the safety of the independent contractor employee. This report is a preliminary attempt to identify trends in the employment and safety of independent contractor workers by identifying which segments of M/NM mining are experiencing the greatest increases in the number of independent contractor employees and by examining changes in the rates and types of accidents in which these employees are involved. "The transportation of explosives, and especially their distribution from the supply magazines of the manufacturers or dealers to the mines, quarries, or other points where they are to be used, by means of horse-drawn vehicles is an old-time practice, and the records of accidents of the past show this to have been a hazardous undertaking requiring for safety the taking of many precautions not required in the transportation of other merchandise.Displacement of the horse-drawn vehicle by the motor vehicle for the transportation of explosives is increasing rapidly. A consideration of the facts that the vehicle is operated by an explosion engine, using easily vaporized liquid fuel; that the charges in the engine are fired and the vehicle lighted by electricity; and that the vehicle, being operated insulated from the ground, may accumulate static charges led to the conclusion that new hazards are being introduced into the transportation of explosives through the use of motor-operate& vehicles, and that therefore additional special precautions must be taken against these additional hazards.That accidents have already occurred in this use of motor-vehicle transportation is evidenced from the following examples:Recently in California a driver loaded a box of granular powder in the rear of an automobile truck and a box of electric detonators in the front. Suddenly, while traveling along a highway, the explosives detonated, demolished the truck, and blew the body of the driver into small pieces. No evidence was left to show the cause of the explosion, but it is assumed that a jar or other means caused the detonators to fire, and that they in turn detonated the explosive. It should be recognized that it is unsafe to transport detonators and explosives in the same compartment, and this rule should be strictly enforced. At present this rule appears to be either unknown or, at least, frequently ignored.There are usually so many possible causes of ignition or detonation of a truck load of explosives that it is often impossible to state definitely the exact cause in a given case. This is well illustrated in the following account of an accident: A trucking company was hired to haul a truck load of explosives about 200 miles. The driver had had experience in driving trucks of explosives, and it was stated that he inspected the truck carefully before leaving the garage. Eighty 50-pound boxes of explosive were placed in tiers on each side of the truck and 265 25-pound kegs of black blasting powder were placed in the center of the truck. The boxes were placed flat and the kegs were placed on end, arranged in tiers. While the truck was being driven along the highway there was a muffled explosion. When some men, who were about a quarter of a mile away, arrived at the scene the truck was in flames and they could get no nearer than 100 feet. The driver was sitting in his seat and had apparently been killed instantly either by shock or fumes. When the flames were finally quenched, the driver's body was recovered, badly charred. It was, found that several boxes of explosives had been thrown about 40 feet by the initial explosion but were uninjured. A total of half a ton of dynamite was recovered. The cover to the gasoline tank could not be found."

The specific objective of research presented in this report was clarifi- cation of physicochemical fundamentals of the mechanism of dust explosions. The equipment, techniques (chiefly photographic), and dusts (chiefly graphite and light metals) employed are described. From behavior of individual par- ticles, conclusions are drawn as to their cooperative function in ignition and combustion of dust clouds. Results are interpreted using thermal theory as accepted for combustible gas mixtures. Radiative transfer across the flame front, as a characteristic of dust flames, is given particular atten- tion. Related studies by other investigators are discussed.

Over a portion of the older limestone mine workings at the NIOSH Lake Lynn Laboratory, a mining health and safety research facility, a large sinkhole formed caused in part by the intersection of several tightly spaced joint sets and unusual weather conditions. The anticipated propagation of the associated roof failures threatened to encroach upon a portion of the facility’s secondary escapeway. To protect the escapeway, two cribs walls and over 80 cable bolts were installed. In addition, extensometers were installed to monitor roof movement in the escapeway. However, a large roof fall associated with the propagating roof failures in the sinkhole area partially destroyed one crib wall where the adjacent escapeway was not reinforced by cable bolts. Recent roof movement information indicates that this area is still active. Based on these measurements, steps have been taken to stabilize this portion of the escapeway. This paper discusses roof monitoring, the roof movement, the large roof fall, propagation of the roof failures, and the recent support measures undertaken to stabilize the escapeway.

Twelve laboratories from the Western United States and Canada participated in radon progeny intercomparison measurements at the U.S. Bureau of Mines radon calibration facility in March 1987. The participants intercom pared grab-sampling and automated equipment methods at high and low concentrations of radon progeny and condensation nuclei (CN). The objective of this intercomparison was to determine if the measurement procedures and equipment of the North American facilities are equivalent. The sampling results showed good agreement among all participants. The standard deviation for the working level measurements was less than 3.5% for 1.70 working level (WL) and less than 8.8% for 0.21 WL. This relatively good agreement was achieved by using alpha standards calibrated by National Bureau of Standards (NBS) and by closely checking and monitoring airflows.

The U.S. Bureau of Mines recently conducted an investigation into the amount of respirable and quartz dust generated while mining rock in coal mines by continuous and conventional methods. The study was made at two mines that use both continuous and conventional mining. Results show that continuous mining produces 1.2 to 3 times more respirable dust, and 6.7 to nearly 15 times more quartz dust than conventional mining.

Continuously monitor air-borne radon daughters that are a hazard to underground miners. Approach A beta detector continuously counts beta activity collected on a filter paper to allow calculation of exposure in working level units. How It Works At each Site a constant flow pump draws mine air through a fiberglass filter located in front of a beta detector (pancake type Geiger Mueller tube), Radioactive particles (products of the radon 222 gas emanating from the mine walls) collect on the filter and decay, releasing alpha and beta particles as well as gamma rays. A portion of the beta particles penetrate the Geiger tube window and create electrical pulses in the tube. These pulses are then amplified and sent by a coaxial type or shielded electrical cable to a central monitor located some distance from a working level detector.
