The resulting effects of this slide were thousands of ounces of gold that were now deferred and an unstable wall above which made mining the slough material unsafe.

A new Safety Library Publication (SLP), SLP-27, which is titled “Security in Manufacturing, Transportation, Storage and Use of Commercial Explosives” was recently released by the Institute of Makers of Explosives (IME). SLP-27 makes recommendations for both general security and enhanced security at explosives sites when security risk levels, declared by the Department of Homeland Security (DHS) using its Advisory System, have temporarily increased.

Donna Summer wrote and recorded a song in 1983 with Michael Omartian called, “She Works Hard for the Money.” The song was inspired by her encounter with an exhausted rest room attendant, Onetta Johnson, who is mentioned in the song by name, and featured on the album’s back cover. ISEE President James Daley, in the May/June 2019 in The Journal of Explosives Engineering discussed the Six Pillars related to the ISEE. We will use the Internal Processes pillar to frame this discussion. The Internal Process Pillar includes five separate sub-committees – we will see how this concept applies to both ATF Explosives record-keeping compliance and business process compliance in general. We will discuss electronic and paper record keeping, what works and what doesn’t. We’ll review record keeping in light of those five sub-committees: Audit, Awards, Constitution, Ethics and Planning. You’ll come away with concrete steps you can use to improve your record keeping processes. This paper will show you how to make the hard work of inventory management and ATF record keeping work hard for you.

This paper will focus on the design, manufacture and use of pump safety systems on MMUs (Mobile Manufacturing Units – Bulk Trucks) with progressive cavity pumps. The practice of pumping bulk blasting agents is highly regulated and the explosives manufactures have done an excellent job of hazard and operability studies allowing criteria to be established for the safe pumping.

M/s Konkan Railways Corporation are constructing 760 kms long rail road in the Western Coastal Region of India. The rail road encounters 75 tunnels through the Western Ghats of India with a total length of 78.35 kms, the longest tunnel being 6.5 kms long. The tunnels are of horse shoes shape having a cross section of about 37 Sq.meters

Presence of the ground water, especially flowing water, causes limitations in the type of the explosives, which can be used for the blasting development in the open cats and quarries. This presents really big problem in Russia, because more than 70% of the blasting holes are wet and filled by flowing water. The waterproof explosives need to be used in these conditions, which increases the cost of the blasting development. So the search of the methods to remove the water from the blasting hole and to prevent direct contact of the explosive material with the water is important. It will give possibility to use nonwaterproof explosives (such as ANFO) and decrease the cost of the blasting development.

To control direct blasting costs many open pit mines dewater and line wet blastholes before loading them with ANFO or Heavy ANFO blends of explosives. The plastic lay-flat tubing used for these liners can be punctured during loading and allow water to partly dissolve and desensitise the explosive column which reduces blasting performance.

Construction of a new grammar school required blasting within three meters of the existing school. Due to changes not anticipated at time of bid opening, blasting had to take place while approximately 200 children were in attendance inside the building. Blasting with children in such close proximity forced the blaster to review and revise a systematic approach to construction blasting and make changes to previous Rules of Thumb guidelines. The revised rules of thumb place Blaster-in-Charge at the top of the List. Other changes specific to the project included putting in place a blasting safety plan that included communicating the serious job hazards to teachers and students. The plan included stringent lockdown guidelines establishing school procedures for accounting for each student prior to the countdown-to-blast being implemented. Emergency communications channels were kept open so that any scheduled blast could be aborted at the last instance.

The Vulcan McCook quarry has been in operation for about 100 years. It is located about 17 miles from downtown Chicago and is surrounded by both industrial and private structures. Recent issues have forced the quarry to blast very close to structures and this will be necessary years into the future. This paper discusses the implementation of electronic detonators to McCook. SAFEX International, as the name suggests, is a global organisation, which has the fundamental objective of improving the safety of operations concerned with the manufacture, storage, transport, and use of commercial and military explosives and pyrotechnic products throughout the world. It is a nonprofit making organisation of manufacturers of explosives from all parts of the world, founded in 1954 with the aim of exchanging experiences within the explosives industry. Every third year SAFEX organises a Congress during which members present papers on selected themes and discuss reports of significant incidents that occurred since the previous Congress. Admission is for SAFEX members only, thereby creating a safe environment for discussing problems “within the family”. The XV Congress will celebrate the Association’s 50th anniversary in Geneva where it was founded. An overview of the Congress indicates its structure and covers aspects such as the training event, technical seminars and the themes for the plenary sessions and associated workshops. The paper also highlights the special event for the chief executives of member companies and the review of incidents that occurred in the industry since the last Congress. The Congress concludes with a social programme for delegates and their partners on the last day.

"An Event Tree Analysis (ETA) is an established approach for logically deconstructing and assessing scenarios for probabilistic risk assessment. This deconstruction into a series of understandable eventsfacilitates probability estimation for explicitly defined explosive terrorism scenarios with consideration of modes of possible failure during execution (a scenario is defined through selection of a target, selection of an explosive material, and interdiction prior to arriving at general target location, etc.). Further, each event is decomposed into a range of possible outcomes. The physical action or reality ofthe outcome is statistically represented by “branches” of the event tree (e.g., the terrorist may choose totarget a stadium, hotel, or subway; terrorists may be successful or unsuccessful in acquiring the material)."

"The Twin Tunnels, originally constructed in 1964, have become a major choking point for trafficheading up to and returning from the Colorado high country along the I-70 corridor. To increase traffic flow, the Colorado Department of Transportation undertook the first widening of the East Bound Tunnel in 2013. After the successful completion of that project, CDOT began the widening of the West Bound Tunnel in 2014. Both projects had a limited schedule for tunnel construction of just nine months. The innovative blasting and demolition of the existing tunnel lining was a crucial component to the success of both projects. During the construction of the West Bound project in 2014 a large amount of surface bench blasting using conventional methods ran concurrently to the West Bound tunnel excavation to allow for enough room for the new tunnel portals."

Testing Stations Abroad At the Seventh International Congress of Applied Chemistry, Drs. Mente and Will communicated a paper on the above subject. All large coal-getting countries employ testing stations of some kind, in order to safeguard, to the highest possible extent, the lives of the men employed in this industry. Most countries employ galleries of considerable diameter, and fairly short length; but within recent times, long galleries, with drives and other accessories approaching as closely as possible the actual conditions of mining have been installed. The authors were responsible for a series of large scale multiple chamber charge blasts conducted in the granite mountain area for making construction space on the southeast sea coast in China during 1993-1996. This paper describes the blast design and damage control of one mountain blast 320m in length and 280m in width in the vicinity of two wharfs and a dam. In order to obtain better rock fragmentation and muckpile, the explosive charge should be well-distributed in the mountain. The charge pattern, therefore, was designed with mainly 5 rows of tunnel charge in regular terrain in combination with a chamber charge in irregular topography area and the maximum burden was limited to be less than 38m. In order to protect the dam and wharfs the firing sequence was carefully arranged in 29 intervals and the distance between different charges of the same delay to the dam or wharf was taken into account as an additional delay interval based on the difference of p-wave propagating times. The maximum charge fired in an interval was also limited to less than 34t explosives through dividing the larger charge by a stemming deck.

A small quarry blast was conducted with a maximum of 90 pounds per delay and shortly afterwards, area residents sensed ground motion and building shaking indicative of an earthquake. In addition, seismometers up to 500 miles (800 km) away recorded a magnitude 2.8 earthquake located in the area. Positioned in a seismically inactive area, southern Minnesota is not known for earthquakes. The earthquake was originally described by the USGS to be a surface blast at the quarry. Analysis showed that the earthquake occurred shortly (approximately seven seconds) after the quarry blast some distance away and well below the surface. This paper describes the evaluation of the “seismic events” including the blast, the following earthquake, initial governmental response, and provides the framework for assessing the relationship between the blast and the earthquake. The paper also discusses management of large volume claims from a complex event and presents a claims management strategy with best practices.

Change occurs all of the time. In fact, it’s fair to say that change is a constant. Sometimes the change is inconsequential, but sometimes the change impacts us d i rectly and severely. Take regulations, for instance. Complying with regulatory requirements is just part of the job for those involved with explosives. But in recent years, it seems as if new or revised regulations in areas such as hazardous materials training, drug and alcohol testing, security issues, or local licensing/permitting standards are changing the way we operate on a recurring basis. Simply keeping track of all of these regulations has become a full-time job.
