Is electricity from nuclear-fueled power plants a partial solution to the energy shortage? According to various public and private institutions, the answer is an emphatic "yes." According to various other groups, the answer is an equally emphatic "no." I believe that a true and scientifically valid "yes" or "no" answer at this stage is premature because of conflicting claims and inadequate data regarding these two fundamental aspects: (a) the duty of uranium, i.e., the actual number of kilowatt-hours that can be generated from a ton of natural uranium through the use of light water reactors; and (b) the availability of uranium in the US to meet the lifetime requirements of the reactors scheduled for construction in the 1975-1985 period, as well as to supply the requirements of those reactors now in operation.

The present case history deals with the examination of an almost forgotten nickel prospect, near Winesap, Chelan County, Washington. Although the final results yielded no ore body of commercial importance, the integration of surface and underground exploration, geophysical survey and diamond drilling endow the story with interest. The program is significant because it is illustrative of how the most disappointing expenditures in mining exploration, the "not-finding" costs, could have been reduced had geophysical methods been applied at an appropriate stage in the prospecting work. The Chelan nickel deposit was discovered about 1900, on a sage-brush-covered hillside with a southerly slope, adjacent to Winesap Canyon; the paved highway now extending from Wenatchee northward, up the Columbia River and into Okanogan Valley, is only a mile away. After the deposit was found, three short prospect tunnels were driven into it, and the prospect then remained dormant for 40 years. No. x tunnel was 80 ft. long, running north into the hillside. For the first 35 ft. this adit exposed a typical, iron-stained gossan with streaks and stains of malachite, and small seams of water-soluble nickel sulphate. Beyond this, it encountered a relatively fresh peridotite, well mineralized with blebs of pentlandite. Systematic sampling yielded an average assay of 1.5 per cent nickel and 0.3 per cent copper. Down the hillside to the south and 35 ft. lower in elevation, No. 2 tunnel was driven under No. I and in the same direction, traversing 50 ft. of gneiss before it reached the peridotite. At this point the latter formation showed only scattered blebs of sulphides, not of commercial grade. To the west, on the same contour line as No. I tunnel, and 800 ft. around the hillside from it, No. 3 tunnel was driven 50 ft. into the hill to explore a strong gossan outcrop that assayed 0.5 per cent nickel (Fig. I). From the geological exposures on the hillside and in the tunnels, it appears that the main mass of the hill is formed of an ancient and altered gneiss complex. Into this, a sill-like injection of amphibolite (altered peridotite) was intruded, which, at least in some places, contains commercial quantities of nickel sulphide. Its structure is obscure, but it appears to dip into the hill at an angle of about 15°. In the vicinity of No. 3 tunnel a large dike of quartz diorite cuts the peridotite or amphibolite; about 140 ft. north of the portal of the tunnel, a dike of andesite 00 ft. wide cuts boldly up the hillside to break the continuity of the peridotite in that direction. The geological evidence available was not adequate to decide whether the peridotite forms a continuous sill, or occurs as isolated bodies in the gneiss. In the fall of 1937, the Department of Mining at Penn State was being reorganized and the department records were moved to the Records Room of the School. An inventory of the contents of the vault disclosed six folders of records that had been forgotten for 27 years. These files, apparently preserved by former Dean W. R. Crane, plus the recollections of several former members of the Association described below, unfolded the "lost chapter" in mineral industries education.1 It was apparent at an early date in technical education that an association of mining schools with common interests and problems would have definite value. By 1902 sufficient interest had developed in this idea to cause the holding of a preliminary meeting for the purpose of organization. The first meeting was held at the Montana School of Mines on September 4, 1902. At that time, officers were elected and resolutions were adopted that there be formed an organization to be known as the National Association of State Mining Schools. The object and purpose of this Association was to advance the interests of state mining schools in every way, particularly by promoting legislation for the benefit of such schools. Discussion of the paper of Mark A. Amnion, presented at the Cleveland meeting October, 1913, and printed in Bulletin No. 70, October, 1913, pp. 1167 to 1 79. J. E. JOHNSON, JR., Ashland, Wis.:-Mr. Amnion's paper is of great value and it is not with any desire to reflect. on it that I wish to make some comments on the use of the scleroscope. We obtained one on trial some months ago and made very extensive tests with it, but without getting very satisfactory results. The readings on good car-wheels and bad ones were just about the same, but the factor in its use most likely to produce erroneous results is a variation in the thickness of the specimen being tested. In order to find out something on this subject we cut a thin disk, about -1,: in. thick, off a brass rod; then one 0.25 in. thick, and another about 1 in. thick, put the surfaces of all in about the same condition and tested them with the scleroscope. The readings varied widely; the resilience of the anvil evidently entered to a very high degree on thin pieces. By putting a soft cushion between such a thin specimen and the anvil, and forcing it up against the tube, the softness of the cushion cut off the resilience of the anvil and the results were more like those of the thick specimens. After a thickness of 1 in. was passed, the specimen seemed to have mass enough so that the resilience of the anvil no longer played an important part, and above that thickness results on different materials would be comparable, even though the thicknesses differed. But in order to get comparable results on thin specimens the thickness of those being tested should be the same. I should like to ask how the variations introduced in this way were overcome, so as to get strictly comparable results. A simple means of predicting the flowing well pressure history in a natural gas reservoir has been developed. The differential equation for unsteady radial flow of gases through porous media was solved by numerical methods using electronic punch card machines. The results obtained from these calculations are presented in a generalized form which is believed to be most convenient for engineering use. These results are compared with those presented in a paper by Bruce, et al4. An effective radius of drainage has been defined which permits the equation of steady state gas flow to be used easily to predict well pressures in gas reservoir depletion. An equivalent effective radius of drainage is defined for liquid flow systems and a comparison is made of the gas solution to the liquid solutions. INTRODUCTION This paper presents a numerical method for describing the transient flow of gases radially through a porous medium from which the production rate is specified. The results obtained from these calculations are presented in a generalized form which is believed to be the most convenient for engineering use. The principal application of these calculations should be to flow in natural gas reservoirs, in the interpretation of pressure drawdown tests, in the estimation of reserves, and in calculation of injection pressures required in gas injection and cycling operations. The evaluation of natural gas wells is based upon back-pressure tests in which measurements of production rate and flowing well pressure are made for periods of one, two, or more days. The flow is assumed to have stabilized at this time, and the observed values of pressure and production rate are used with standardized formulae to determine the well's allowable production rate. Furthermore, the results obtained from such a test of short time duration are extrapolated in such a manner to allow a prediction of what the well pressure will be at some future time for a specified (but possibly untested) flow rate. The manner of conducting such back-pressure tests suggests several questions as follows: 1. 'What is the definition of stabilized flow and what factors determine the length of time required for the flow to become stabilized? 2. How may the recorded values of pressure and rate be utilized? 3. As the well is produced and the reservoir pressure falls, how will the flowing well pressure change? Can this flowing well pressure be predicted from the back-pressure test? 4. Are the results obtainable from the test influenced by a particular procedure used in obtaining the results? 5. Is it possible to estimate the gross reservoir permeability from back-pressure data? It is not within the scope of this paper to provide solutions Or even to discuss adequately all the above questions. However. in considering such matters, the

The Atlin Mining District is in the northwest corner of the Province of British Columbia. Ruby Creek, where the operation to be described is situated, is 17 miles east of the town of Atlin and about 18 miles south of the south line of Yukon Territory (Fig. 1). Gold was discovered in the district in January, 1898, and the production to date from placer mines has been $4,518,000, according to the reports of the Minister of Mines for the province. Geology The essential points in the regional geology are given in the following paragraphs. Long erosion produced a plane-like surface slightly above sea level with a few peaks and ridges.' A gradual uplift followed and erosion increased, the streams cut deeper, the cuts so made being afterward increased by glaciation. The ice straightened and planed the slopes of the main valleys and widened and lowered their floors, in some cases flooring the valleys with silt, sand, gravel, and clay. As the glaciers rapidly retreated, lakes were formed. As to the origin of the gold, J. C. Gwillim says? "The Surprise granite has been carried northward toward Gladys Lake and Teslin, and the granite of the great plateau on the Taku trail was found in blocks on the opposite range across Hurricane River 10 miles north of its original position. Otherwise there is little evidence of far removed material, the boulders of the lake shore and creek beds being of local appearance. This appears to strengthen the opinion that the placer gold had its origin within the drainage basins where it is now found." In the gold-bearing creeks of the Atlin district there are two "runs"

The National Bureau of Standards received, in August 1940, a number of samples of bridge wire taken from the cables of the General U. S. Grant suspension bridge over the Ohio River at Ports- mouth, Ohio. These cables were 7% in. in diameter under the wrapping and each was made up of 1458 ungalvanized wires of No. 8 gage in 3 parallel-wire strands. The choice of ungalvanized wire was based on the previous satisfactory performance of similar wires in other bridges over periods of 20 to 50 yr. of service(1).2 After about 12 yr. of service a number of breaks were discovered in the Portsmouth bridge cables, most of them at the anchor- age shoes, and they were replaced by cables made up of galvanized wire(2).

NEW trend in geophysics has been uncovered in these depression years, made evident through the thinning cloak of commercial activity, which, in better times, would have completely obscured it. I refer to the increasing use of these methods for geological investigations by federal and state geological surveys. This is a trend that has been gathering momentum not alone in the United States, but abroad as well. Thus, in Poland, the Geological Survey has been playing an increasing role in geophysical work since 1927, and now has- its own geophysical department. The government petroleum producing organization of Argentina has its Geophysical Commission; Brasil boasts a completely equipped geophysical department in its Mineral Production Service; the government of Chile has contracted with commercial companies for geophysical surveys; Peru is planning an intensive program of geophysical prospecting in its petroliferous regions; and Canada has, for several years, cooperated with

INTRODUCTION Ventilation practice at Isa Mine has been evolving since underground mining began in 1931. Much fundamental work has been conducted and reported regarding the primary ventilation system [Mathews K.E. et a1 (1967) and Brown J.R., Fisher T.H., Gibson K.L. (1979) 1. However, ventilation networks for subsystems such as open stopes, have evolved with experience. This paper outlines current ventilation practice for open stoping. Mount Isa Mine The mine is located in semi-arid North-West Queensland, Australia, and currently produces 20 000 tonnes of copper ore and 10 000 tonnes of silver-lead-zinc ore daily in each five day working week. Mining extends over a north-south strike length of 3.5 km with a maximum width across dip approaching 1 km, and is to a depth of 960 m (Figure 1). At present approximately 90% of the mine's copper production is from the 1100 Orebody, which contains ore reserves of 121 million tonnes of 3.2% copper. Open stoping is currently the mining method employed, and is used for primary stoping and pillar recovery adjacent to cement fill walls. The development of stoping methods in the 1100 Orebody has been documented by Kirkby R.W., Blair J.R., and Hutton R.C. (19781, Hornsby B. and Sullivan B.J. (1978), and Alexander E.G. and Fabjanczyk M.W (1981). As many as thirteen open stopes may be producing concurrently in the Orebody (Figure 2). The multiple silver-lead-zinc orebodies containing reserves of 54 million tonnes of 150 g/t silver, 6.4% lead and 6.5% zinc, are mined by open stoping, and cut and fill techniques. These methods have been documented by Goddard I.A. and Bridges M.C. (1977 1, and Goddard I. A. (1981 1. Only the ventilation of the 1100 Orebody open stopes will be discussed. However, the same ventilation philosophy is employed in open stope design in the lead orebodies.

It is believed that in connection with the study of unit operation by the Petroleum Division of the A. I. M. E. a review of the simple principles of unit operation would be helpful. To that end, the following discussion is submitted. It is not to be considered in any sense as the conclusion of the committee, but rather as material submitted for its consideration and represents at this time only the viewpoints of its authors. Growth of the Oil Industry In 70 years the oil industry has grown from a single well on Oil Creek, Venango County, Pennsylvania, producing 25 bbl, per day, to more than 400,000 wells scattered over five continents with a daily output of 4,000,000 bbl. In that time petroleum has expanded from its simple use as a medicine in a few localities to a multitude of diverse uses in homes of every country the world over. During those years the oil fields of the United States have produced two-thirds of the world's output and have shipped their excess production into almost every country. In those years several hundred thousand good wells in the United States declined into small ones and depleted shallow deposits gave way to deep zones; so that the United States crude oil industry gradually changed from one of low cost production to one of higher cost. Throughout its entire life it has labored under two serious economic disadvantages, namely, constantly recurring periods of demoralization through overproduction, and competitive development methods that are wasteful. Development of Foreign Competition During the transition from low to higher cost production in the United States, events even more significant were taking place in foreign lands. Jungles were tamed and deserts conquered. Oil deposits were found and developed until, in the words of Sir John Cadman, "the globe is now drenched with a commodity which, although necessary to life, involves but an irregular and sometimes meager expenditure of life in its

With the aid of emulsifiers, intense high-frequency sound waves are capable of emulsifying any collector in water. The data show also that ultrasonically emulsified collectors are more effective in floating minerals than the nonemulsified collectors. THE use of ultrasonics in forming emulsions is not new. As early as 1927 Wood and Loomis reported preparation of emulsions with ultrasonics. In 1935 Rschevkin and OstrawskyV escribed the use of great ultrasonic power in producing fine emulsions of various oils and paraffin in water. Recently Oyama and Tanaka3 employed ultra-emulsification to increase the effectiveness of sodium ethyl xanthate in flotation of chalcopyrite and galena. An emulsion is a two-phase system consisting of two incompletely miscible liquids, the one being dispersed as finite droplets In the other. The dispersed liquld is known as the internal or discontinuous phase, and the surrounding liquid is termed the external or continuous phase. There are two types of emulsions; one is oil-in-water (O/W) and the other water-in-oil (W/O). The word oil refers to the liquid other than water. Circumstances exist in which the emulsion type is not clearly defined, and the internal and external phases both contain portions of the opposite phase. This is said to be a dual emulsion. Among the many hypotheses, 5a, B proposed for the formation of emulsions, the Bancroft's adsorbed film or double interfacial tension theory is widely accepted. Bancroft 7, 8 deduced that in the process of emulsification the interfacial tension between oil and water is lowered by the formation of an emulsifying film, which contains the adsorbed molecules and/or ions from the emulsifying agent and the two liquids. This film has two interfacial tensions, one with the water and the other with the oil, which are not necessarily equal. The difference in interfacial tension between the two surfaces of the film is chiefly responsible for forming different types of emulsions. For example, if the interfacial tension between water and film is less than that between oil and film, the film will become convex on the water side, thereby tending to form an oil-in-water emulsion. On the other hand, if the interfacial tension between water and film is greater than that between oil and film, the film will become concave on the water side, thereby tending to make a water-in-oil emulsion. In line with this theory, emulsifying agents soluble in water have the tendency to form oil-in-water emulsions, while those soluble in oil form emulsions of the reverse type. Apparatus and Experimental Procedure: The ultrasonic apparatus shown in Fig. 1 consisted of a hypersonic generator (A), Brush Development Co. model Bu-204; a hypersonic transducer bowl (B) whose resonant frequency is 400 kc per sec; and a round-bottomed glass tube (C) of 2.2 cm ID and 21 cm in length. The acoustical output power of the hypersonic transducer bowl was standardized with a Hewlett Packard vacuum tube voltmeter, model 41 0B, across the hypersonic generator output. The glass tube, containing the materials to be emulsified, was placed 1 cm above the central surface of the transducer bowl, which was filled with water as shown in Fig. 2. AN interesting study of the application of air-, conditioning to the problem of mine ventilation and cooling can be found on the Witwatersrand in South Africa. Here there are a large number of deep mines in a relatively small area. Due to the nature of the reef, many mines are working at a depth of 6000 ft. and some have gone down to 8000 and 9000 ft. below the surface. At such depths, even in a country geologically as old as Africa, the virgin rock temperature approaches 110°F. The flow of heat from the- rock to the ventilation air is tremendous though the shaft or drift may have been open to ventilation for some years. In addition, there is the heat produced by machinery, lights, and men at work and the heat of adiabatic compression of air introduced into the mine. The difference in atmosphere pressure between the collar of a shaft and a level 6000 ft. below is nearly 3lb. per sq. in., resulting in an increase in heat content of nearly four B.T.U. per pound of air delivered to the mine at surface. Further the exclusive use of wet mining to reduce the incidence of miner?s phthisis increases the latent- heat content of the air.

Considerable difference of opinion seems to exist as to whether the rate of air flow when a fan is placed on a given duct should be determined by the use of static pressure or total pressure characteristics. A little study will show that both methods are correct. Assume that a fan is connected to a duct by an expansion piece as shown in Fig. 1, and that steady flow is established. Considering the atmospheric pressure as zero pressure, let the static head at the outlet of the fan be h and the velocity at this point be vl. The total head at the outlet is then h + „"• The total head at this point must be equal to the total head at the end of the duct plus the losses that have occurred between the two points. Left be the friction loss in the straight duct, s the shock loss in the dif- fuser, and v2 the velocity at the end of the duct. Then ig. 1.—Fan on duct. If these two curves are plotted on the same chart, the intersection indicates the rate of flow when steady flow is established. We may look at this problem in another way. The static pressure at the outlet of the fan is the static pressure of the fan and it is also the static resistance of the duct from that point to the end. The friction in the straight duct is f. If the duct were the same area as the fan outlet, would be the static resistance of the whole duct system. In the present case, however, this resistance is decreased by the change of velocity head into static head in the expansion piece. If conversion were perfect, the static pressure recovered would be

INTRODUCTION The small mining company faces the dilemma of how to finance the development of its properties. Many of these small companies don't have the financial resources to pay for development costs from their own funds and frequently they do not even have the financial strength to permit them to borrow the money needed for development. A project financing can sometimes be arranged in such a way as to solve this dilemma. A typical project financing will not provide the answer to the "little guy's" problem because most project financings require that the sponsors of the project provide completion undertakings and sometimes other undertakings. These undertakings are often a prerequisite to obtaining financing, and if the sponsor is not financially strong enough to provide the comfort that the lenders require, then the sponsor will have difficulty obtaining financing no matter what undertakings are offered. However, with a little imagination and the right set of circumstances, a project financing can sometimes provide the solution to the small mining company's problem. The Strathcona Sound Project is unusually suited as a case study because the sponsor, Mineral Resources International Limited,(MRI) was able to arrange a project financing for the development of the project even though the lenders probably would not have been willing to loan a similar amount of money direct to MRI based on the full faith and credit of MRI's balance sheet. The way that MRI was able to arrange this financing makes for an interesting story. THE CASE In early 1974, MRI owned 100% of a small to medium sized zinc - lead - silver massive sulfide deposit (Property) located 475 miles north of the Arctic Circle less than two miles from deep water on Strathcona Sound which is a shipping zone in the Canadian Arctic. The Property was situated at a desolate location except for an Eskimo settlement (Arctic Bay) which was about 20 miles west of the Property. In other words, the project required that complete infrastructure would need to be installed in this far northern location. Independent reserve and feasibility studies (Study) had been completed on the Property which confirmed a total of 6,825,000 tons of reserves classified and summarized as shown below on Table I: [ ] These reserves were based on 229 diamond drill holes totalling 58,909 feet and were established on a cut-off grade of 7% zinc and a minimum mining height of seven feet. The overall mining recovery rate was estimated at not less than 85% and not more than 90%. The feasibility study indicated that it would cost an estimated $45,044,000 to develop an underground mine, a concentrator, a town-site, a power plant, storage facility, loading dock, a tailings disposal area and an airstrip on the Property with an annual capacity of 525,000 tons of ore per year. The construction period was expected to take two years and projected capital costs were broken down as set forth below on Table II:

ACCORDING to recently published statistics, it is predicted that as much oil must be produced during the next 16 years as has been produced during the past 75, in order to satisfy the high rate of consumption of petroleum products. During 1934, over 17,000 oil wells were completed in the United States, and it is expected that over 20,000 additional wells will be drilled during the current year. Were it not for the remarkable progress made during recent years in the improvement of drilling technique and in the development of equipment used in the production phase of the oil industry, it is doubtful whether sufficient oil could be produced to meet present requirements. A few years ago, wells seldom were deeper than 3500 to 4000 ft., owing to the limitations of the drilling methods and equipment employed.. Today, 'however, through the application of scientific drilling methods and the adaptation of modern equipment and improved materials, many wells range from 6000 to 8000 ft. in depth, and a few recent completions exceed 10,000 feet. DRILL TOOLS Modern rotary drilling tools are the product of ingenious design and careful selection and adaptation of materials used in their construction. They must withstand terrific abrasion and, because of their compactness, must be designed to resist exceedingly high unit stresses. In bits, core drills and reamers, the bodies are made of either forged or cast alloy steels, heat-treated to develop a combination of high strength and toughness. To provide sufficient strength to the threaded portions and to protect the threads from distortion or damage, the box or pin sections of the tools are hardened to approximately 310 to 330 Brinell hardness

IN a recent study1 of the deformation of metastable beta copper-zinc and beta copper-tin crystals, it was established that the parallel markings that appear on the surface of these crystals after slight deformation represent lattice transformations. Stereographic analysis showed that in beta copper-tin, the poles of these markings deviated one or two degrees from poles of the form 1133). In beta copper-zinc the plane delineated by the markings corresponded to no one crystallographic plane of the matrix lattice; the marking poles deviated from 5° to 11° from poles of the form {110}, and were displaced only a few degrees from (110) zones. Inasmuch as the new transition lattices produced as the result of the deformation are different for each alloy, it was thought at first that the habits of the markings might be the result of a cooperation between matrix lattice and transformed lattice. (Both matrix lattices are body-centered cubic.) Such a cooperative effect is thought to obtain in the formation of Widmanstätten figures, for it is well known that the matrix lattice alone does not determine the habit assumed by a segregate phase. On the other hand, it is not inconceivable that the dissimilarity in marking habit might be due to differences in deformation characteristics of beta brass and beta bronze. Barrett and co-workers2 have shown that slip-line habits in pure iron are markedly different from those in high-silicon ferrite; and although it has been repeatedly demonstrated that plates of a segregate phase do not necessarily form on the slip planes of the matrix lattice, deformation characteristics may be more intimately allied with plate formation when a transformation is made to occur as a result of plastic deformation. However, there is the fact that the orientation of markings in metastable beta copper-zinc is the same whether the markings be produced by quenching, deformation, or liquid-air cooling; likewise, quenching and deformation markings in metastable beta copper-tin are oriented in the same way with respect to the beta matrix. The terrain is sandy rolling hills ranging from sea level at the coast and rising sharply (escarpment) to an elevation of 800 meters at the mine area. ACCORDING to the "reaction-path" modell,2 of martensite nucleation, the shear angle of the embryonic martensite plate must be treated as a variable, and included in any calculation of nucleus critical size. Also, as can be deduced from this model, the interfacial free energy between austenite and martensite does not reach its final value until the shear is completed. It is zero for zero shear angle. However, in order to account for the kinetics of the martensite transformation, some sort of interfacial energy barrier appears to be necessary even with the reaction-path model, for otherwise the volume and the energy of formation of the critical size nucleus both collapse to zero.3 Cohen independently suggested that surface energy could be incorporated into the reaction-path model, with the overall free energy of a martensite embryo being a function of its volume and shear angle.' It is possible to estimate the energy associated with the formation of a critical-size martensite nucleus starting with the reaction-path model and including a surface free-energy barrier. As the dependence of interfacial free energy upon shear angle is unknown, a simple type of dependence will be assumed, with the belief that the true dependence would not lead to appreciably different results. Consider the work required to form a lenticular martensite plate with radius r, thickness t, and shear angle 8. There are three contributions; one being the interfacial free energy, one being the free energy change in the martensite plate, and one being the free energy increase in the surrounding austenite. The interfacial free energy u is assumed to depend upon the shear angle 0 according to the relationship s=s0(?/?0)n [1] where 8, is the equilibrium shear angle and n is an exponent that may lie in the range 0 n 2. The work required to form the interfaces of a martensite plate then is W. = 2pr² s0(?/?0)n [2] The free energy change per unit volume of martensite is composed of two parts, one the ordinary volume free energy ?f1. which is negative, and the other the elastic strain energy G?m²/2, where G is the shear modulus and 7, the shear strain relative to the martensite structure. This expression for the strain energy is valid only when the shear strain ym, is sufficiently small that the martensite is within its linear elastic range. There is no doubt that ym, lies beyond the linear elastic range for embryos that are considerably subcritical. However, for critical nuclei it will be shown that ym, is 1.5 pct or less, within the linear elastic range of martensite. For embryos of nearly critical size, then, the strain energy of the martensite is correctly given by G?m²/2. The shear strain in the martensite is ym, = 8, — 8, and the work required to form the strained martensite is Wm --= (pr²t/2) [?fv + G(?O - ?)²/2] [3] The free energy change in the austenite is entirely that due to elastic distortion. The elastic strain is not uniformly distributed in the austenite, being large near the martensite plate and small elsewhere. Approximately, however, the energy corresponds to a uniform shear strain ya= (?t/2)/r [4] throughout the volume 4pr³/3 surrounding the plate. The work required to strain the surrounding austenite then is Wa = (4pr³/3) (G?a²/2) = (G?²/6) prt² [51 For simplicity, the same shear modulus G is assumed for each structure. The total free energy for forming a plate then is W = W3 + Wm + Wa. = 2pr² s0 (?/p?0)n + (pr²t/2) [?fr+G(?0-?)²/2] + (G?²6) prt2 [6] This expression is correct for nuclei and for embryos of nearly critical size, where, as will be shown, the strain energy in the martensite is correctly given by the expression G (? — ?)². Having W as a function of r, t, and 8, as in Eq. 6, there is a saddle-point where W has a stationary value, W subsequently decreasing indefinitely as the nucleus volume increases along the reaction path. The stationary value of W is the energy of the critical nucleus. The critical nucleus has radius, thickness, and shear angle such that ?W/?r - awlat: = ?W/?p? = 0. Apparently the widespread agitation for the codification of our mining laws has had its effect, and it is quite possible that Congress will take up the question during this present session. The greatest objection to our present statutes pertaining to metalliferous deposits seems to be directed against the law of the apex. Those who are not in favor of changing this law are very far in the minority and they apparently realize that it is useless to urge its retention. Next in importance to the repeal of the law of the apex, seems to be a widespread advocacy for the repeal of the law requiring discovery of mineral before a valid location of a mining claim can be made. To a lesser extent there appears to be a desire to have the law changed so as to allow patent for claims without mineral discoveries. The purpose of this article is to review the arguments in favor of the proposed change of the discovery requirement, to show some of the evils that may be expected to result therefrom, and to consider whether a system may be devised to correct the undesirable features of the present law in this respect and at the same time not expose the mining fraternity and the general public to the evils which would result from the repeal of this fundamental requirement. Under the law as at present framed, the validity of a mining location is dependent upon the fact of discovery of mineral within the boundaries of the land claimed. " * * * but no location of a mining claim shall be made until the discovery of the vein or lode within the limits of the claim located" (Sec. 2,320, U. S. Rev. Stat.). All authorities agree that discovery is the source of the miners' title. Lindley, in his valuable work on Mines (3d Ed., Sec. 335), lays down the rule in part as follows: "Discovery is the initial fact. Without that no right can be acquired. * * * Such discovery must precede the location, or be in advance of intervening rights. The proof of recording and marking a claim will not authorize the court to presume a discovery." As is well stated by the U. S. Supreme Court in Erhard v. Boaro (113 U.S. 536):
