The Resource Management Act 1991 (RMA) and the Crown Minerals Act 1991 (CMA) both came into force on 1 October 1991. The purpose behind RMA was to integrate the existing laws dealing with town and country planning, land subdivision, water and soil, minerals and energy resources, coastal management, air pollution and noise control into one omnibus Act. Originally, there was a section in RMA dealing with minerals. However, this section was taken out of RMA and a companion piece of legislation - namely CMA - was passed with RMA.

When Centaur Mining and Exploration produced nickel metal fromlaterite ore at its Cawse nickel project in January 1999, a new era in the nickel industry was heralded in. One of three new laterite projects commissioned that year, new technology and a unique process design has been combined at Cawse to launch what will be amongst the worldÆs cheapest nickel production. However, the road to success has proven to be long and challenging. This evening I would like to speak about men for the mineral industry.It is trite to say that the mining industry is expanding rapidly and that technically trained men are in short supply. How short is difficult to assess and impossible to quantify.The industry has been traditionally managed by technically trained men experienced in the ways of their fellow men. Let us start with the assumption that men with this training and experience are essential to management of mining and metallurgical enterprises.I suggest that we do this as it avoids argument with those who are beginning to suggest that such men are not so important as they used to be; who are suggesting that the latest sophisticated business management schools can produce managers who can straight out of school join the upper echelons of an organization and successfully manage it by the use of modern systems and techniques without the need to rub shoulders with men of all callings and get their hands dirty in the process.This kind of thinking brings to mind the modern cargo ship which is equipped with all the latest gadgets of science. It can find its way from Sydney to Auckland with no one in the engine room and the man on the bridge spending most of his time writing to his wife or reading the latest novel.How often do we read of this ship being tied up in Sydney because the crew sympathizes with the cook who has been slighted by some uncomplimentary remark about his toheroa soup? Here is a pieceof sophisticated machinery stopped through no technical fault, but held up by the whim of man. The understanding of man by man can spell the success or failure of any endeavour. A single man can leadan organization to the pinnacles of success, or doom it to utter failure in spite of modern systems and techniques.So let us start from the point that people matter.Through the years our Institute has been fortunate in having many members who have felt strongly...

Flotation testing has been done at laboratory scale on hematite mineral and ore samples using stage additions of various hydroxamates. Chemisorption of hydroxamate species onto the hematite surface was inferred from the results, possibly involving both the undissociated hydroxamic acid and hydroxamate ion as maximum recovery occurred close to the pKa of the hydroxamic acid. Flotation testing on a specular hematite ore containing 40 per cent Fe and 42.5 per cent silica gave highest iron grades in concentrate at pH 6, in contrast to published data which suggested pH 9 as the optimum value for ore processing. Using octyl hydroxamate, a rougher concentrate assaying 67 per cent Fe at 51 per cent recovery was obtained using four stage additions of 50 g/t at pH 6. For lower grade concentrates still meeting the chemical analysis for pigment grade micaceous hematite (minimum Fe assay 60 per cent) iron recoveries of 80 per cent were possible for stage additions of 50 g/t octyl hydroxamate in the pH range 6-8.

A volcanic sequence is described from the Golden Cross Mine, Waihi, New Zealand. The sequence includes seven lithostratigraphic units comprising flow and pyroclastic units of Coromandel Group andesite and dacite and overlying Whitianga Group dacite and rhyolite which is intruded by the Golden Cross dacite porphyry and rhyolite dykes. The sequence is mineralised and is unconformably overlain by two post-mineral units, the lacustrine Waitekauri beds and Omahine Subgroup andesite.   Detailed structural analysis of mine data has identified four deformational events (D 1-D4) and related these to the gold-silver mineralising events. Faulting was coeval with the mineralization and directly controlled the development, localisation, style and geometry of the ore shoots. Mineralization developed in competent lithologies where dilation occurred during faulting. The Empire Fault is the master shear which controlled fluid flow. Mineralised veining developed in response to tectonic pulses occurring at slightly different stages as represented by the underground Empire vein complex and the open pit vein array. The mineralising events culminated with the deposition of barren calcite veins. Post-mineral movement along the Western Boundary fault appears to have offset the orebody.

Ridgeway Gold Mine is part of Cadia Valley Operations which is wholly owned and managed by Newcrest Mining Limited. It is an underground sublevel cave (SLC) operation mining approximately 5 Mt per annum. Ore control systems at Ridgeway have been designed to deliver gold and copper metal production through focussing on the ore characteristics that impact on mine and mill performance and ultimately metal delivery. This is achieved using data collection and management systems which allow data to be collected digitally with æat captureÆ validation routines. These data form the basis for forecasting and on-going systems analysis which aim to accurately assess local in situ and drawn ore characteristics. Physical attributes of ore such as draw characteristics, brow conditions, visual grade estimates and draw point sampling are routinely recorded. Ore tracking and accounting systems monitor gold and copper grades, copper mineralogy, host lithology and ore sizing. These factors have material impacts on concentrator throughput and metal recovery. Draw point recovered grades are routinely reconciled back to design data to monitor and assess draw performance. Statistical variance controls are also employed to analyse mine and plant performance and guide actions.

Shortly after Denny, Robson, and Irwin published their first paper in 1937, on the prevention of silicosis by metallic aluminium, experiments were begun on the practical application of the discovery.It was thought at that time that aluminium powder, to be effective in aluminium therapy, would have to be intimately admixed with siliceous dust at the latter's source. There followed several years of experimental work underground, during which the application of aluminium powder was tested in:(1) Speakers on machine columns, vibrated by drills.(2) Vials placed in drill holes to be blasted.(3) Both homogeneous and heterogeneous mixture with explosives.(4) Packages with tamping.(5) Compressed-air lines.(6) Special compressed-air ejectors for use while drilling and after blasting.(7) The discharge of ventilation fans.(8) The filters of respirators.It was concluded from this research that any adequate method of introducing aluminium powder into a mine atmosphere would require too much extra gear, supervision, and aluminium p;wder, and would interfere unduly with underground routine.Later, animal experiments by Denny, Robson, and Irwin2 showed that aluminium powder provided effective therapy when inhaled independent of silica dust. Therefore, some means of surface treatment was deemed more practical.APPARATUS USED IN THE DEVELOPMENT OF ALUMINIUM PROPHYLAXIS SAMPLINGA basic requirement was a method of sampling to assess accurately the particle-size concentrations of dispersed aluminium powder. Konimetry, though regularly practised at McIrityre, was inadequate for the research in mind. On the other hand, the efficiency of the thermal precipitator was recognized as being very high. Conventional hand drawn isopach maps of the cover of the Bulli Seam are too eomplex for use in the delineation of large domains of similar cover. Isopach maps prepared from trend surfaces fitted to the cover data are much simpler in form and so provide a convenient method of delineating broad domains of similar cover.

This paper describes a proposal to reopen the Sylvia gold mine for underground exploration and development for an initial production of 10 000 tpa. A combination of trackless mining equipment and railtrack would be utilised for development with ore extraction being carried out by undercut and fill methods. The use of the smallest LHD units for mucking, and rail track for the main haulage together with airleg drilling will form the basis for development and stoping. The proposal has been subjected to an environmental impact assessment report to evaluate the impacts of the proposal on the natural and social environment in the area.

The rapid development of the Australian steel industry over the past twenty years has greatly increased the demand for coking coal from the collieries owned by the Broken Hill Proprietary Co. Ltd. and Australian Iron & Steel Ltd. This in turn has called for an intensive and continuous programme of colliery expansion and new colliery development, along with the reorganization and modernization of existing collieries.This paper presents a general description of the factors involved and the techniques used in planning modern colliery development for the steel industry.PRELIMINARY GEOLOGICAL INVESTIGATIONSIn any colliery development, preliminary geological investigations require a detailed and practical knowledge of the geology and characteristics of the coal-field as a whole. In March 2002 Newcrest Mining Ltd commissioned a 4 Mtpa gold-copper concentrator at its Cadia Valley Operations in New South Wales. This paper presents the design and construction considerations, commissioning and ramp up issues related to start up of the concentrator as well as current performance and future expansion plans. Commissioning of the plant was the culmination of six years of project planning, from discovery of the resource during the Cadia Hill drill out campaign in November 1996 to project implementation and plant operation. Current resource estimates stand at around 50 Mt with an average grade of 2.4 g/t gold and 0.8 per cent copper. At current processing rates the project life is expected to exceed ten years. The processing plant comprises a 9.75 m (32 ft) diameter Fully Autogenous (AG) mill, a single 6.7 m (22 ft) diameter ball mill, pebble crushers, gravity gold recovery circuit and flotation plant. Upgrades to the existing infrastructure and manning requirements at Cadia will be discussed as well as the resultant impacts on operating costs for the operation. The processing plant was expected to deliver 290 000 ounces of gold and 30 000 tonnes of copper in concentrate in its first full year of operation and progress against that goal will be presented.

The only simple sulphide mineral of antimony of importance is stibnite, SbS3, containing 71·8% antimony when pure. It is lead-grey, has a densityof 4·5 to 4·6 and melts at 546°C. It is both friable and sectile (Hardness 2 on Moh's scale) and, as a result, slimes very readily during milling.It is commonly associated with pyrite and arsenopyrite other minerals occurring with stibnite in minor quantities are chalcopyrite, galena, and scheelite. The latter mineral occurs in sufficient quantity at the Yellow Pine Mine, Stibnfte, Idaho, to justify the production of a scheelite concentrate.Stibnite mayor may not contain gold. Other minerals such as pyrite or arsenopyrite may contain gold. At Wiluna at the main mine nearly all the gold is asociated with arsenopyrite the stibnite being almost free from gold, whilst at the Moonlight Mine both arsenopyrite and stibnite carry gold.The mineral, tetrahedrite, which is a complex sulphide of copper and antimony; must also be considered an economic source of these two metals.Part of the copper may be replaced by iron, zinc; silver; or mercury, whilst part of the antimony is often replaced by arsenic.CLASSIFICATION OF ANTIMONIAL GOLD ORESFor the purposes of this paper antimonial gold ores may be conveniently classified as follows: CLASS 1. Ores from which a satisfactory gold extraction may be obtained by fine grinding, followed by cyanidation and which contain insufficient antimony to justify tIie production of an antimonial concentrate.CLASS 2. (a) Ores in which a satisfactory gold extraction may be obtained by straight cyanidation, but which contain sufficient antimony to justify the production of an antimonial concentrate.CLASS 2. Ernest Henry Mining (EHM) is a copper, gold and magnetite mining and processing operation located 38km north east of Cloncurry. The EHM ore body has an average grade of 0.9% copper (chalcopyrite), 0.5g/t gold and 22% magnetite.Open pit mining commenced in March 1998, but EHM transitioned to underground mining in December 2012, extending the life of operations beyond 2024. The underground mine currently produces up to 3Mt/year of ore, hauled up a decline by truck. This figure shall double in 2014 with the completion of a 1000m shaft. The EHM Concentrator has a nameplate capacity of 10Mt/year. In June 2011, Xstrata Copper acquired the Mount Margaret resource to supplement underground production and utilise the full capacity of the Concentrator. The Mount Margaret Mining (MMM) operation was established to develop the five deposits making up the resource by way of open pit mining.Copper concentrate is produced by the EHM Concentrator via grinding, flotation and dewatering circuits. The grinding circuit comprises a SAG and ball mill in a closed AB configuration. Flotation consists of a rougher train, regrind and three stages of cleaning, with the tail from the first stage reporting to the tailings thickener.The mineralogy of the MMM ores is complex, comprising fine textures of active pyrite, copper oxides, native copper, clay and secondary copper sulphides. This paper provides an overview of the metallurgical test work completed to forecast the performance of the MMM ores through the EHM Concentrator and identify flow sheet modifications for maximising copper recovery and producing a saleable concentrate. Copper ores are widespread through the Lachlan Geosyncline in New South Wales, but the size of the orebodies is generally small. The largest deposits occur in the Cobar district where an iron-rich copper ore type has been developed in Silurian sediments. Similar de- . posits to the south in the Nymagee-Mt. Hope-Melrose districts are related to quartz feldspar porphyries of probable Upper Silurian age. Deposits to the east in the Tottenham-Girilambone districts are less complex mineralogically and are possibly related to an ultra-basic source.Copper mineralization in the Highlands further to the east is often developed in Ordovician andesite or MiddleUpper Silurian acid volcanic sequences. The deposits in andesite contain considerably less galena than those in the acid extrusives; a small proportion of the mineralization in the latter has texture, mineralogy, and geologic setting analogous to the Captain's Flat copper-Iead-zinc deposit, for which both syngenetic and epigenetic origins have been proposed. Very little copper mineralization occurs within granitic material, even though rocks of this type ranging from Silurian to Carboniferous in age crop out through much of the geosyncline, and the extent of the metal contribution from plutons to the deposits in volcanics is open to question. Numerous deposits are known in the contact zone around Mid-Devonian and Mid-Carboniferous granites, however, and the formation of these orebodies has undoubtedly been influenced by plutonic activity. Small occurrences of copper with associated minor nickel sulphides are developed in a narrow serpentinite belt of possible Lower-Middle Devonian age in the southern section of the Highlands.

Post-metamorphic structural evolution of Otago Schist resulted in a pattern of northwest and northeast striking faults and fractures cutting the basement rocks. These faults have been reactivated several times since Mesozoic metamorphism. Gold-bearing quartz veins which have been exploited sporadically over the past 130 years are almost invariably hosted by northwest striking structures, and most exploration has been focussed on these structures. There is evidence for hydrothermal activity and mineralisation along some of the northeast striking structures, although there has been very little work done on these structures. Our study is attempting to characterise the hydrothermal processes in the northeast structures, in comparison to the northwest structures, in order to see if further detailed exploration is warranted. There is evidence for both normal and reverse senses of movement on northeast striking faults, and some of the faults have evidence for early ductile deformation overprinted by later brittle structures. Northeast striking structures host stibnite mineralisation in places, and faults are locally silicified or extensively impregnated with ankeritic carbonate. Sulphides are rare in veins, but do occur in some hydrothermally altered host rocks. Hydrothermal haematite accompanies extensive silicification along the Manuherikia fault zone near Alexandra. Anomalous gold concentrations occur in some hydrothennal zones, and in downslope sediments in some localities.

Eh-pH measurements were taken on an industrial zinc reverse flotation process at Brunswick Mining and Smelting Corporation Limited. Laboratory zinc reverse flotation testwork on samples of the feed to the industrial process produced Eh-pH data which were similar to the data from the industrial process.Later, the Eh-pH data from the industrial process were compared with data from a pilot plant scale zinc reverse flotation process at Mount Isa Mines Limited. After comparison with the data from Brunswick Mining and Smelting Corporation, deficiencies in the pilot plant Eh-pH data could be recognised and corrective actions were taken for the pilot plant. A robust pilot plant zinc reverse flotation process was obtained with consistent performance at the expected level.The implications of these findings for a range of processes are also discussed.

The objectives of this paper are two-fold. First, it will show what problems can arise when single estimated values are substituted for a distribution of values when evaluating an open pit mine project in the face of uncertainty. Secondly, it will show how the ability to deal with uncertainty and risk in mine project evaluation can have a significant impact on the ownersÆ and stakeholdersÆ investment decision-making. Here a new mine evaluation framework, the integrated valuation/ optimisation framework (named IVOF), is introduced as an alternative tool for mine project evaluation where uncertainty and risk are incorporated in the evaluation process.

Application of the Anaconda Simplified Work Index for Multiple Test Sizes Vale uses Bond Work Index measurements extensively in a number of applications. The Bond Work Index is usually a good parameter for checking scale up procedures when sizing ball mills, as well as the basis for variability analysis whenever drill core data is available. It is typical to measure between 100 and 150 Bond Work Indexes, depending on the deposit characteristics. The Bond procedure is relatively complex and time costly. It also requires relatively large amounts of sample, which are very expensive to be obtained. The benefits of the Anaconda simplified procedure are: considerably smaller sample requirements and laboratory time. This makes it very much attractive at Vale's development centre, including geometallurgical mapping, operation efficiency control, mine to mill, etc. The Anaconda simplified procedure was implemented and evaluated at Vale's Development Centre using a number of ores and several samples of each ore totalling more than 190 measurements. The Anaconda simplified method was calibrated for several test sieves and a correlation for any test size was determined for Vale's test mill. The calibration was also extended for two sample top sizes. The relative error of the simplified procedure was found to be in the range of nine per cent which is within the expected error Bond standard procedure. The implementation of the Anaconda method at Vale's development center has been used with great success over the past years in several green field, brown field projects and operating plants.

In support of the development of its Liberian iron ore project, ArcelorMittal Mining Research and Development (AM Mining R&D) has performed characterisation and beneficiation test work on drill core samples received from the proposed mine area. In addition to this, a sinter feed product was composed by blending and processing the drill cores in order to predict sintering performance of the ore. This article presents the methodology used to prepare the drill core blend for characterisation, as well as describe the sinter pot trial.
