Mine Terex articulated dump trucks are working on a large restoration project of an abandoned open cast coal site in Blacklaw, central Scotland. The project is part of the construction of a 42-turbine wind farm complex. During the scheduled 18-month duration of the project, three 28-t(31-st) Generation 7 TA30 dump trucks and the six 36.5-t (40-st) TA40articulated trucks are estimated to move about 1Mm3 (1.3 million cu yd)of material. The trucks are working12-hour shifts, 5.5days a week.

Changes and the pace of change in China’s coal industry have been extraordinary during the past several years. At least 35 of the 94 former coal bureaus have been restructured into different mining companies and groups. Some of the more productive and efficient ones were further strengthened through consolidation and expansions. And several have even formed, or are in the process of forming, strategic alliances with utility companies, railroads, ports and chemical companies to secure additional reserves and coal sales. In addition, the improvement in coal pricing during the past two years has enabled China’s coal industry to move ahead with some needed changes. Coal mining accidents, though, remain a major concern for the Chinese government. Accidents remain high even though the government has made efforts to shutdown more than 55,000 unlicensed, unsafe small coal operations throughout the country.

Mountaintop removal (MTR) mining started in West Virginia nearly 30 years ago. This surface mining method can extract multiple coal seams as thin as a few inches in whole and minimum rock dilution in very steep mountainous terrain. MTR is highly efficient, even if coal seams are in close proximity and small in a real extent. Consequently, MTR has been widely used in the Central Appalachian coalfield (mainly Kentucky, Tennessee, Virginia and West Virginia) with great success. In that respect, there has been no demand for research and little scientific research has been performed to investigate its impact on the surrounding area. During the past two years, however, the debate over MTR mining has grown quickly and has become very intense. This article describes chronologically issues raised by various parties, legal actions, impacts on mining permit applications and research projects developed to address the issues.

Introduction Fluorspar demand or consumption has been taken for granted in recent years, except for those that produce, market, or consume the commodity. Thinking used to be that as the steel and aluminum industry goes, so goes fluorspar. This is much less true today. The industry is becoming more dependent on chemical industries that feed primarily off hydrofluoric acid (HF) production. The US Bureau of Mines (USBM) published an assessment of world fluorspar reserves and resources. It created a foundation of valuable data that can be used to monitor fluorspar availability. Celebrations were held this year commemorating the 100th anniversary of the isolation of fluorine. The US and other countries continue to struggle with the controversy of ozone depletion and the effect of fluorocarbons on the atmosphere. Goals for the government's strategic stockpile are being reevaluated. The market for fluorine chemicals is changing and diversifying, making it a challenge to assess and forecast fluorspar/fluorine demand. US production and distribution Fluorspar Fluorspar shipments from US mines reached an all-time high near the end of World War II in 1944 at 375 kt (413,800 st). Eighty-two mines produced more than 453 t (500 st) each, and 10 mines produced more than 9 kt (10,000 st.) each. Illinois supplied 43% of total shipments. Consumption in 1944 was 372 kt (410,200 st), of which 56% was used by steel producers and 32% by HF producers. This was the last year that US production exceeded US consumption. The post-World War II record for fluorspar shipments occurred in 1951 at 315 kt (347,000 st) 58 mines produced more than 453 t (500 st) and eight mines produced more than 9 kt (10,000 st).

In Huoqiu region of Anhui Province, Fe2O3 occurs mainly in the form of specularite. Besides quartz, the gangue minerals include iron-bearing silicates such as chlorite and sericite which account for about 10% of the total gangue. The separation effect of conventional collectors is poor in the flotation of the minerals, that is, the average grade of iron concentrates is only 60-62%. Using the developed amphoteric collector can successfully realize not only the separation of specularite from various gangue minerals with results of iron concentrate grade above 65% and iron recovery of above 80% but also low temperature flotation at 15°C.

Guidelines for publication of information defining the amount and grade of resource material available in a deposit are well established in Australasia?s JORC Guidelines, Canada?s National Instrument 43-101 and similar documents in South Africa, Peru, Chile and elsewhere (Table 1). These guidelines provide standards to apply regarding the geologic and geostatistical basis for describing the level of confidence to be assumed for an estimate of the amount and grade of material. All of them provide for a strict distinction between material that has been demonstrated to be economically mineable and that which has not, and all of them provide terms such as ?resource? or ?exploration information? to be applied to data regarding material that has not been demonstrated to be economically mineable. It is not until an economic study has been completed that we are allowed to apply the powerful terms ?reserves? and ?ore? to our deposit material. Indeed, the application of these eye-catching labels immediately tells the reader that an economic study has been completed by a qualified person, and that the results of the study were positive. While extensive guidelines are established for describing the level of confidence in published geologic data, and the nature of the economic study that should be accomplished before using the terms ?reserves? or ?ore?, surprisingly little guidance is provided regarding the process to use, and the level of detail to attain, for estimating capital and operating costs for the study. The intent of this paper is to lay the groundwork for development of suitable guidelines for the cost estimating process. While the codes do not provide specific instructions for the cost estimate, they do provide numerous hints and clues to help determine the level of detail expected and the type of procedure to apply in preparing the estimate. This paper will first review the various codes to gain an insight into the thinking of the drafters of the codes regarding their unstated expectations for the cost estimating process. Based on this review, a series of guidelines are proposed for this purpose.

Introduction Labor is the major cost element for most mining operations. Labor costs are continually increasing, both in nominal and constant terms. This is true in developed as well as less developed countries. There are two ways to control unit labor costs - labor costs per ton of ore mined. Replace labor with capital (increased mechanization) or improve productivity (reduce the labor force). Every miner is aware of specific inefficiencies at his or her particular operation. But the miner has no comparative measurement standards. So it is difficult to know whether these inefficiencies are major or minor. The miner may also be unaware of large-scale inefficiencies because ongoing labor practices may have caused management complacency. Met Research studied mining labor productivity. The firm collected pilot data by sending direct-mail questionnaires to 320 nonferrous mining operations around the world. The response rate was 27%, of which 78 operations provided full data on production and employment.

The Albany Research Center (ARC) conducted studies of mechanical activation by conventional and ultra-fine grinding techniques to enhance olivine reactivity in mineral carbonation reactions. Activated olivine is one of several solid feed materials used at ARC in reactions with carbon dioxide to form carbonate minerals. This paper compares grinding techniques via energy demand data and product characteristics, including particle size distributions, surface areas, full width at half maximum (FWHM) XRD analyses, and particle morphology by SEM analyses. Reactivity was gauged by percent conversion to carbonate in subsequent carbonation tests.

Remote methane detection State and federal regulations require frequent measurements to verify that safe methane levels are maintained in underground coal mines. Ventilation control is the primary means of maintaining safe methane levels. In the immediate face area, where the highest methane levels occur, methane measurements are required every 20 minutes during active mining. To perform these measurements, temporary roof supports must be erected. This allows a miner to reach the face. There a hand-held methanometer is used to make the measurements. This procedure is time consuming and potentially hazardous. To facilitate the measuring process and reduce the miner's exposure to roof falls, the US Bureau of Mines has developed a prototype optical device. It can measure methane remotely from distances up to 12 m (40 ft). The device uses two infrared signals, reflected from the coal face, rib, or roof. One signal is absorbed by the methane, the other is not. The ratio of the two signals determines the average methane concentration in the face area. The prototype detector has also been successfully tested at the Lake Lynn, PA Laboratory. Instantaneous responses were obtained for methane in the ventilation airflow and for methane layered near the roof. Conventional methanometers required from five to 25 seconds to respond to the methane in the ventilation airflow. They did not respond to methane in the roof layer. Ignition suppression system The incidence has increased of fractional spark ignition at the mine face. One reason is the advent of mechanical mining. Another is the more difficult ventilation conditions associated with deeper and more extensive underground workings. To cope with the problem of frictional ignition, the Bureau of Mines initiated research to develop a system that would provide rapid detection of incipient methane-air ignition. Then, rapid dispersion of a quenching agent would ensure that the methane flame was extinguished while it was still relatively small. This concept was successfully demonstrated by suppressing explosions in the Bureau's Bruceton, PA experimental mine. But the bulkiness of the early storage-dispersal system proved impractical to retrofit onto face equipment. In a cooperative effort by the Bureau and the Mine Safety and Health Administration, a more compact system has been developed and is being tested. Introduction Argyle is located in the Kimberley region in northwest Australia (Fig. 1). It is a significant diamond discovery by world standards and is the first major diamond find in Australia. The deposit consists of a pipe and associated alluvial deposits. Before the 1970s, diamonds were known to exist only sporadically in Australia. They have been found occasionally in association with gold deposits in Western Australia. There is a small deposit near Copeton in New South Wales. Some alluvial occurrences have also been found in Victoria, South Australia, and New South Wales. The first indicator minerals in the Kimberley region of Western Australia were discovered in January 1973. Production from the alluvial deposits at Argyle began in 1983. A $430-million construction program to develop a mine and treatment plant capable of producing 25 million carats per year was completed in December (1 carat = 0.2 grams). Ownership and management Participants in the project are known as the Argyle Diamond Mines Joint Venture. The group consists of CRA Ltd., 56.8%; Ashton Mining Ltd., 38.2%; and the Western Australian Diamond Trust (formerly Northern Mining Corp.), 5%. The project is managed by Argyle Diamond Mines Pty. Ltd., a wholly-owned subsidiary of CRA. Marketing is undertaken separately by the Western Australian Diamond Trust and by Argyle Diamond Sales Ltd. (for CRA and Ashton Mining groups). History Ownership of the Exploration Joint Venture has changed over the last 12 years as various parties changed their shareholdings. The original Kalumburu Joint Venture was formed in 1972 with five participants, each holding a 20% interest. By 1983, a number of ownership changes had occurred. The end result is that two original participants have sold out. CRA now holds a 56.8% share and the Ashton Mining Group holds 38.2%. CRA also assumed project management in January 1977. Table 1 demonstrates the long lead times involved in developing a project.

Plant operators in the mineral processing industry have been implementing expert systems for several years now, with the intent to increase production and reduce costs. Most systems have been installed on grinding circuits of some type and have proven that the technology is viable in that application. However, few applications on other processes have been attempted for various reasons, such as lack of reference sites, complexity of the process, lack of suitable measurements and lack of confidence in the technology. The successful application of an expert system on an Alumina Calcining kiln is the first such application in the West Indies Alumina Company (Windalco), and demonstrates how this technology can be successfully applied to other processes. The key objective of an expert system is to optimize the process. To achieve this the process must first be stabilized, followed by optimization of the operating parameters. The steps taken by this expert system to optimize the process are: • Check for abnormal conditions and deal with them using a prioritized set of special actions. • Use a selection of rule blocks to stabilize the process. • Once the process is stable, achieve additional benefits through further optimization of the process. The potential benefits that a user can expect to achieve through installing an expert system can be assessed on the basis that performance will improve from that of an "average operator" to that of the "best operator" performing at his optimum for 24 hours a day, every day. The quantifiable process benefits include: • Increased production • More consistent product quality • Reduced operating costs • Reduced standard deviation of key variables • Consistent plant operation The success of this project was measured in several ways: project implementation, realised economic benefits, and realised non-economic benefits. With a commitment to maintain the system over the long term, the longevity of the system is assured and will become an important part of the Alumina Calcining control strategy at Windalco. This paper discusses the various phases of implementing the ABB Expert Optimizer expert system, what the benefits were and the procedure that is in place to maintain the system to ensure continued long term success.

There is a growing interest among transportation planners to make more use of the subsurface to preserve the landscape and make transportation more efficient and economical. At the present time, utilization of the underground for transportation facilities is severely restrained by the adverse environmental impact and high construction costs. However, recent studies performed by the United States Department of Transportation indicate that, in spite of such problems, the volume of underground construction has significantly increased during recent years and projections point to continuation of these trends(1). It is estimated that the total volume of transportation tunnel construction will exceed $4 billion in this decade. This level of Investment justifies a significant research program. Due to the common interest in transportation tunnels and to the similarities of problems encountered during their construction, the tunneling research activities of the Federal Highway Administration (FHWA) are closely coordinated with the programs other agencies of the U. S. Department of Transportation DOT); specifically, the Federal Railroad Administration (PRA) and the Urban mass Transportation Administration (UMTA). The FHWA is responsive to the particular needs of these agencies but will benefit from the research results obtained also. In 1971, the Office of Secretary, DOT, initiated plans for an overall coordination of the DOT, FICA, UMTA, and FHWA tunneling research activities. The objectives of this effort have been to reduce tunneling costs by 30% and to increase the rate of excavation by 200% within 10 years. "The Ninetyeast Ridge (NER) extends roughly N-S as a topographic feature for 5000 km, from 31° south to 10° north (Fig. 1) where it becomes buried beneath the Bengal Fan at its northern end. These two geographic characteristics make the NER an ideal natural laboratory for determining the influence of latitude and terrestrial input to ferromanganese (Fe-Mn) crust formation and composition. In addition to study of geographic controls on crust composition, the NER is the largest feature in the Indian Ocean that may host crusts of economic interest.Crusts were collected from 9 of 33 dredge sites from 1.4° north to 26° south latitudes during the 2007 R.V. Roger Revelle Knox06 cruise. Nineteen samples were analyzed for 69 elements each. Nine bulk crusts and 10 layers from four crusts were analyzed. Three of the crusts sub-sampled for layers did not have the bulk crust analyzed and the weighted means for those layers were calculated to obtain bulk compositions. One sample was left out of the statistical analyses because it is phosphatized and chemically quite different from the other samples (Table 1).In order to determine changes in composition with latitude, Pearson product-moment correlation coefficients were calculated for the chemical dataset and latitude of dredge sites, as well as water depth. At the 95-99% confidence level, the following elements increase in crusts moving north along the NER: Mg, Ti, S, Cd, Ni, Tl, Mn, Ba, Co, Cu, In, Li, and Zn; and the following elements decrease northward: Fe, Fe/Mn, P, As, Sc, the rare earth elements plus yttrium (REY), Bi, Ge, and Pb. These correlations indicate that the iron oxyhydroxide component and its associated elements are more prevalent to the south, and the manganese-oxide phase and associated elements increase toward the north end of the NER. This change occurs between dredges D20 and D14 (Fig. 1), with crusts from D20 and south having Fe/Mn !1.0 and those north of D20 ""1.2, with the exception of the phosphatized crust. Crust composition also changes with water depth: Th, Ge, Pb, and the middle rare earth elements (REEs) increase with increasing water depth. Thorium commonly increases in deeper water crusts, which explains the higher Th concentrations in Atlantic and Indian ocean crusts in general compared with Pacific crusts (Fig. 2 and Hein et al., 2012), including the samples analyzed here with a mean water depth of 3584 m. However, water depth does not explain the latitudinal changes because the mean water depths of samples along the northern and southern segments of the NER are roughly comparable. Surprisingly, Si and Al, representing the aluminosilicate/detrital phase, do not correlate with latitude; that is as the ridge approaches and is buried by the Bengal Fan the Si and Al contents do not increase. However, overall, Si and Al have higher concentrations in NER crusts than in central Pacific crusts. Ba can be used as a proxy for primary productivity and statistically does increase to the north along the ridge in the direction of the equatorial zone of high biological productivity. Correlations of Mg, Li, and Zn with latitude may also reflect increased primary productivity at lower latitudes."

Improvements in miners? safety and health, as reflected by injury and illness statistics, have reached a plateau and even been reversed. Research into miners' OSH is a necessary adjunct to regulatory enforcement. Under the National Occupational Research Agenda (NORA) mining experts have come together to draft a national agenda for this research. The Mining Sector Council, one of ten NORA Sector Councils, has produced a draft national research agenda to guide all mining research entities: academia, government, and industry. The agenda has seven major objectives, each of which has a sequence of sub-objectives: Reduce the likelihood of disasters in mines; Improve mine disaster response; Improve the health of miners; Improve atmospheric control (ventilation) in mines; Improve health and safety through behavioral research; Improve mine design, systems operations, and management performance to enhance mine health and safety; Apply ergonomics, human factor engineering, to increase health and safety. Long-term maintenance of the Mining Research Agenda requires input from the public, both here and abroad, monitoring of the impact of research results using OSH data, and partners who will translate the research to practice.

In 1974, Brunswick Mining and Smelting Corporation Limited started a 48 million dollar expansion programme at their property in Bathurst, New Brunswick. A portion of the expansion plans includes a 26 foot diameter 4,525 foot deep shaft, underground crusher and conveyor excavations and lower level access development. J. S. Redpath Limited was awarded the contract for the new shaft and associated rock work in May 1974. Brunswick Mining and Smelting Corporation Limited, a member of the Noranda Group, operate this 10,000 ton per day lead, zinc, copper plant with proven reserves in excess of 90 million tons. While most of the ore is provided by the underground operation at the Number 12 ore body, some tonnage is produced from the open pit at the Number 6 ore body. Long range plans indicate a phasing out of the open pit and an increase in production from the underground operation. Existing facilities at the underground mine could not provide additional tonnage, thus the requirement for a new shaft. (Figure 1) The new shaft will also provide access to ore below the 2,800 level which is currently the bottom level of the existing facility. The contract called for sinking a 26 foot inside diameter, nine compartment concrete shaft 4,525 feet deep (Figure 2). Station access and ramp development from existing workings would be required to the bottom of the new shaft. In addition, development work for new crushing and conveying facilities was needed simultaneous with the shaft sinking.

Because of its small interburden thickness, concentrated stress distributions, high coal seam metamorphism, and complex geological conditions, mining the five coal seams (Nos. 5, 7, 8, 9 and 12) of Kaiping coalfield is difficult. Kaiping coalfield is located within 80 m in the Kailuan Group. The overburden caving caused by mining the five coals seams was measured using ZTR12 geological penetration radar (GPR) survey combined with borehole observations. The development characteristics of full-cover rock fractures after mining were obtained from the GPR scan, which provides a measurement basis for the control of rock strata in close multiple-seam coal mining. For the first time, it was found that the overburden caving pattern shows a periodic triangular caved characteristic. Furthermore, it is proposed that an upright triangular collapsed rock pile and an inverted triangular area with larger fragments piled up alternately appear in the lower gob. The research results show that the roof structure formed in the gob area can support the key overlying strata, which is beneficial to ensure the integrity and stability of the upper coal seams in multiple-seam mining of close-coal seams.

The desire for dry passageways promotes the NATM as it provides a final support system most suitable for the installation of a waterproofing membrane. Waterproofing during construction is a cost effective way to enhance safety and function as well as increasing the life of an underground structure. The NATM approach utilizes the surrounding mass as an integral element of the "ringlike" support system. At the Pennsylvania Turnpike Commission Lehigh Tunnel No. 2 various rock classifications were determined to require support measures ranging from 2 to 12 inches of shotcrete along with spiling, wire mesh, deformed bar, lattice girders and rock bolts as needed. Field instrumentation and monitoring programmes are a key factor for the success of the NATM. When the support "shell" stabilizes smoothing shotcrete, waterproofing and a final liner can be placed.

This paper provides estimates of large-scale temperature gradients that can be used to support modeling of natural convection and cold-trap processes in thermally perturbed drifts. Temperature influences estimates of the quantity and chemistry of water contacting engineered components (e.g., drip shields and waste packages) in a potential high-level waste repository at Yucca Mountain, Nevada. Temperature gradients drive natural convection and cold-trap processes, which could affect the distribution, quantity, and chemistry of liquid-phase water contacting drip shields (waste packages).The confluence of high temperatures, liquid-phase water, and high chloride may lead to corrosion of drip shields and waste packages. An overview of the evolution of environmental conditions in thermally perturbed drifts is presented to provide a context for the estimates of temperature gradients. A mountain-scale conduction-only model is used to estimate temperature gradients and temperature differences for a drift located at the center of a potential repository. Thermohydrologic models and heat transfer algorithms are used to evaluate the reasonableness of the conduction-only results. Estimates of temperature using an in-drift heat transfer algorithm account for the possibility of drift degradation and formation of a rubble pile on the drip shield. Temperature differences between the center and ends of the drift are estimated to rapidly increase to 80 °C soon after repository closure. That temperature difference decreases over time to 15 °C after 10,000 years. Local temperature gradients are generally estimated to be less than 0.2°C/m, though the gradients can be much larger near changes in lithology and near the end of the drift. The estimates of temperature gradients do not account for intermediate- and small-scale variations, such as those influenced by differences in heat loads between waste packages, intra-layer variations in thermal properties of the surrounding fractured rock, or localized drift degradation.

Since 1928, nearly 64 km (40 mi) of tunnel have been excavated within the relatively soft Cooper Group, more commonly known as the “Cooper Marl,” for water supply and transporting wastewater in the Charleston area. The majority of these tunnels are unlined and still in operation, while others collapsed shortly after excavating. Tunnel behavior and support requirements vary considerably in this material due to differences in geotechnical properties. The 4.8 km (3 mi) long, 2.4 m (8 ft) diameter Bushy Park Water Tunnel, completed in 1997 for Charleston’s Commissioners of Public Works(CPW), required no ground support. By comparison, the 1.6 km (1 mi) long, 2.4 m (8 ft)diameter Harbor Wastewater Replacement Tunnel now under construction needs continuous support close to the advancing face, despite being located in the same geological formation. Case histories and general guidelines for designing tunnels in the Cooper Marl are presented.
