Mining is still a significant economic activity within the Hauraki District. The Martha project is particularly significant. Estimates are that in the order of 850 direct and indirect jobs are derived as a consequence of the Martha project within the Waikato Region. The Resource Management Act 1991 (RMA) is New Zealand's primary piece of environmental legislation. It sets out to provide the framework for the control of the use, development and protection of almost all physical and natural resources. Minerals are excluded from the sustainability requirements of the legislation but as mining invariably involves the use of land, all the other elements of RMA apply. The Council's role in dealing with mining changed with the introduction of RMA. It became responsible for administration of those matters that fell within the functions set out in section 31 of the RMA in respect to existing authorisations. Mineral development needed to be considered in the development of the District Plan that the Council is required to prepare. Implementation of the Act has been a challenge for not only local government but for many industries and resource users since it came into force in 1991. There have been, and are, differing views on both the way it is administered and its intent. The Hauraki District Council has been at the forefront of some of the challenges that are a consequence of the Act. Its reactions to these challenges have been consistent. It treats mining in the same why it treats any other industry. At times this approach has not been understood and without challenge from sections of the community.

The importance of the accurate determination and interpretation of the bulk density and porosity of a given iron ore deposit is very often disregarded or neglected. Large amounts of time and money are spent on delineating and testing orebodies, and yet one of the most important factors in resource evaluation is sometimes estimated or, at best, determined from existing data from similar deposits. The Thabazimbi and Sishen South iron ore deposits are two well-known economical occurrences of high-grade iron ore in South Africa. Both these deposits formed as secondary enrichment of banded iron formation lithologies. Ongoing density studies on both these deposits are underway and results thus far proved very effective and necessary. Small-scale methods are used to determine average values for different ore types on both deposits. These values are used in resource estimation and geophysical interpretation.

This paper gives an account of the development of a technique whereby the vertical limits of geological horizons may be identified by the use of vertical variograms on the mineral of economic interest. This information may supplement or guide the correct subdivision of the individual horizons into meaning full data sets by diligent geological observation. This process then improves the quality of the variance modelling of the gold distribution in the plane of the individual layers and therefore enables better estimates to be made into the grids or blocks of the mine model. The technique is explained by an account of the development work, which was performed, on duplicate superimposed reef horizons in the Kimberley formations. The paper then shows how the correct approach was developed to evaluate the mineralized layers in a multiple stacked conglomerate layer sequence in the Elsburg reefs of the Witwatersrand Rand System at the Target deposit. The method of categorization of resources according to confidence in the estimate is also explained. The feasibility processes carried out on the three-dimensional model, in accordance with the SAMREC code are also described. An example of the development of a reconciliation process utilizing chip sampling is also explained.

The Lucerne Valley Operations of the Minerals, Pigments and Metals Division of Chas. Pfizer & Co., Inca, are located about 5 miles south of the town of Lucerne Valley, California. These operations consist of several limestone quarries, a whiting plant which produces finely pulverized limestone products, a-kiln which produces granular quicklime and lime products, and maintenance shops, warehousing, shipping, and office facilities. Construction of the Lucerne Valley plant began in 1961 as the result of a decision to utilize large undeveloped reserves of limestone in that area. Quarry development was started in the following year; and by 1965, Lucerne Valley had become the principle limestone and lime facility of the Western Operations of the Minerals, Pigments and Metals Division.

Introduction In South African metalliferous mines, stoping operations are largely confined to narrow, tabular orebodies making mechanization extremely difficult. Limited flexibility in terms of stope width has necessitated drilling by means of hand held, pneumatic rock drills at most of our operations. As the largest producer of platinum in the world, we drill in excess of forty million stope blast holes per annum. Cleaning of the broken ore is also done by conventional means—utilizing scrapers and scraper winches. Conventional methods such as these carry high costs in terms of risk exposure as well as labour intensity. The purpose of this paper is to describe the development of a long hole stoping system suitable for the narrow platinum reefs. The new system had to be substantially safer and more cost effective than conventional mining. We selected a site that was conducive to mechanized mining and set out the parameters that we considered would meet our requirements. We then conducted a feasibility study to evaluate the conceptualized long hole stoping system in terms of specific goals. An analysis of the proposed system identified the Key Performance Indicators (KPIs). One of the most critical goals was to be able to create a man-freestope. This would mitigate the safety risk associated with normal stoping operations, as well as the inefficiency cost previously referred to. Other challenges included setting targets for long hole accuracy, stoping width reduction and specific blasting system performance for long hole stoping. We also modelled a critical span that we considered to be inherently safe and to ensure hangingwall stability, throw-blastcleaning and overall system productivity. Anglo Platinum Research and Development and Sandvik Tamrock entered into an agreement for the supply of a specialized long hole-drilling machine. The system was implemented and tested by the mine with the support of the other participants. The results achieved met our expectations. It was demonstrated that with this method of mining it is possible to have a man-free/support-free stope face and to achieve a reduction in shaft head cost per ton whilst reducing dilution. Mine personnel and Tamrock carried out a full risk assessment on the drill rig before transporting underground. A further risk assessment was carried out when the machine was in position underground. The longwall simulator is a design simulator incorporating both deterministic and stochastic methods to calculate: (a) the size and density of support; (b) the cutting force, power requirements and haulage speed for the loader-shearer; (c) the conveyor size, speed and power requirements; and (d) delay generation at head and tail-gates and the longwall face.

Use of AN-FO in underground operations has greatly reduced the cost of primary explosives. AN-FO is also less sensitive than conventional dynamites, and when properly used, is safer. Maximum safety in the use of AN-FO, however, requires an understanding of potential hazards from toxic fumes as well as static electricity developed in pneumatic loading. Safe limits and guides have been established to permit most operations to pneumatically load holes that are bottom primed with electric blasting caps, but the toxic fume hazard is less widely understood. During 1959-1960 Du Pont cooperated with the U.S. Bureau of Mines to study the toxic fumes produced by prilled ammonium nitrate-NO. 2 fuel oil mixtures. The conclusions from this work were that oxygen balanced AN-FO, when thoroughly mixed, well primed and well confined in dry holes, produces no greater amounts of toxic fumes than conventional dynamites rated Class I by the Institute of Makers of Explosives. The study also showed, however, that any deviation from these guides tends to increase significantly the quantity of toxic fumes produced. This work was reported by the Bureau of International Symposium on Mining Research at Rolla, Mo., in February 1961.'

"Grinding is simply the function of reducing particles in size or creating new surface areas. This may be accomplished by many means but we will only concern ourselves with the continuous grinding process as performed in a revolving drum or mill, containing a grinding media. Such a mill consists essentially of a feed head, a cylindrical shell section and a discharge head. To prevent internal wear of these parts it is customary to attach replaceable linings over the wear areas. The specification and design of these mill liners is more important than generally conceded. As they reduce the effective internal volume of the mill, they will consequently affect the whole mill ·design and operation.A number of mill designs of various sizes are available for combined crushing and grinding of materials within a wide size range. For simplif1cahon purposes we will refer 1n particular to conditions relating to standard mill shapes having a length which is greater than the diameter. Such mills usually rotate at speeds between 60% to 85% of the critical speed and may, depending on the grinding media used, be classified as rod mills, ball mills and pebble mills.LINER MATERIALSA great variety of materials have been and are being used for mill linings. These include wood, ceramics and cements, rubber and plastic compounds, rolled and forged steels, cast steels and cast irons, both plain, alloyed and specially treated.The choice of a liner material depends on many factors. In spite of the deflationary state of the minerals business today, there will be opportunities for those who can fulfill future needs. Since there are abundant supplies of ores and fuels to keep prices down, at least in peacetime scenarios, future needs may be as much political and social as technical and economic. Engineers and economists will develop new and innovative ways to find, mine, process and pay for mineral deposits. Pressure from governments and non-governmental organizations and the public will combine with market forces to provide opportunities for highly competitive, risk-taking enterprises who can leverage the qualities of their orebodies and employees by being good neighbors and partners.

Supported by the vigorous capital investment of the heavy and chemical industries and by the ever-increasing demand for durable consumer goods in the past decade, Japan has now emerged as the world's third largest steel producer, surpassed only by the United States and the Soviet Union. In 1968, the crude steel production is expected to exceed 50 million tons; the per capita steel consumption at that time will reach 886 lb, approaching the level of Western Europe. Characteristics of the Japanese steel industry is the high dependence of raw materials on overseas sources. Before World War II the industry relied on North China and Manchuria for coking coal, and on middle China, Hainan Island, the Philippines and the Malayan Peninsula for iron ores. After the war, the major sources of iron ores were shifted to the Philippines and the Malayan Peninsula, supplemented by shipments from the United States, Canada, India and Goa. The United States, in addition, became the primary source of coking coal.

"THE MISSION TO Offshore Scotland was in my opinion a very worthwhile venture, as it indicated the scope of the offshore oil and gas business and how we might exploit it to the fullest here in Nova Scotia - if our offshore fields eventually become producing fields. The writer was able to attend a considerable number of lectures and as a result gained some valuable know-how on the engineering design, financing and operation of the North Sea oil industry. There are many new fields of technology that had to be developed to overcome the North Sea's hostile environment and a great deal of the same technology will have to be developed to win oil and gas from our continental shelf. The visit left me with several impressions, which in the main are:(1) The high order of investment required to develop offshore oil. The investment ranges from 10 to 20 times that required for a similar output on land. Each barrel of oil costs on the average of about $2,- 500 per barrel per day.(2) Because of the high investments required, before the first oil is produced the field must be brought into production at the earliest possible date and initial lead time from decision to production is less than four years. In the British Petroleum field, working at a depth of 450 feet will require an investment of $900,000,000 to develop a production of 400,000 bbl per day. (3) The size and complexity of equipment required is beyond anything ever imagined. Problems which must be overcome are such factors as water depth, wind velocities, wave height, wave period, long periods of darkness, low temperatures, distance from land, and fog."

A comprehensive, systematically structured mineral evaluation system is a prime requirement for objectively assessing mineral supply impacts on the economy. The Minerals Availability System developed by the US Bureau of Mines is a step in the right direction-a well-organized unraveling of the mineral supply network, structured in format to allow quick retrieval for rapid listing, supply analysis, and other uses.

INTRODUCTION This paper discusses two uranium tailings waste disposal studies that reflect the United States Nuclear Regulatory Commission (NRC) regulatory actions and their changing requirements during the mid to late 1970's. Present guidelines require that all new uranium tailings impoundments be designed and constructed to eliminate, to the extent that it is reasonably achievable, exposures and risks to the public from the tailings. This includes positive measures for control of seepage losses from the impoundment and for control of radiological releases caused by wind and water erosion. Long-term stability of the reclaimed impoundment is also a very important requirement. That is, it is intended that the tailings impoundment, once it is reclaimed, will require little or no care or maintenance as long as the uranium tailings remain a hazard. Principally because of the long-term stability objective, the NRC has now identified subsurface burial of the tailings as the "prime option" for tailings disposal. The environmental implications of these proposed regulatory actions are obviously desirable. The economic implications the actions may have on a particular project are not always so obvious because they are so dependent on environmental suitability of site conditions. Selection of a site with favorable topographic, geologic and hydrologic conditions will usually result in the most economically and environmentally attractive alternative for tailings disposal. The first project discussed in this paper was initiated before the NRC guidelines had been developed to favour subsurface burial. At the beginning, seepage and radon emission control requirements were moderate. Constraints were imposed on the design by site topography, geology, and project capitalization considerations, factors which were dealt with according to straightforward engineering and design principles. More serious constraints were imposed by changing regulatory requirements. Unlike the more usual engineeringrelated constraints, regulatory requirements were upgraded during the design process, causing the design itself to undergo numerous modifications. Methods employed to beneficiate ores utilize relatively few fundamental principles to effect size reduction and concentration. In crushing and grinding only impact and compressive forces with a minor amount of shear are employed. In concentration, gravity, magnetic, electrostatic and flotation constitute the major methods of concentration with minor use of sizing, hand picking and adhesion. This industry, as all others, can expect in the near future to see the development of new techniques for improved efficiency, cost reduction, and exploitation of raw materials hitherto considered unmanageable. NATURAL AND INDUCED RADIOACTIVITY At the Canadian Department of Mines in Ottawa in 1946, C. M. Lapointe developed a picker belt system whereby radioactive ores could be concentrated by electromechanical means. This invention ultimately led to development of what is now refer- red to as the Lapointe Picker and which has been used commercially at Port Radium and Port Hope for the upgrading of jig concentrates. Basically, the system consisted of conveying sized uranium ore on a belt under a radioactivity detection device which in turn electronically operated a kicker or plunger that separated the ore from the gangue constituents. Thus, a new principle for mineral concentration, radioactivity, was introduced commercially.

Movies from these experiments were shown and a general discussion of the media properties, ground support utilized, and general information gained was presented. During the past decade many U.S. industries have realized the importance of a total loss control program; the bituminous coal mining industry is no exception to this trend. Oftentimes, we realize that the circumstances surrounding a "near miss" (an incident which does not result in personal injury or property damage) are practically identical to those associated with a fatality, disabling injury, or major property damage. And, many organizations suffer enormous financial losses in cases where no one is injured or property damaged but costly delays in production result. Detailed analyses of both injury and non-injury cases can provide valuable input into those engineering, behavioral, and management controls that are necessary to prevent their recurrence. The purpose of this paper is to describe a comprehensive loss control surveillance system (LCSS) that will enhance management control in preventing personnel, property, and production losses, thereby, maximizing profit. The next section describes the components of this LCSS. Then, we present one practical example of how this valuable management tool can be used to minimize loss through safety and training programs.

A Loss of Strength of Gold Sulfide Concentrate Before Grinding and Cyanidation Using Magnetic Impulse Treatment Gold recovery from sulfide concentrates is going with cyanidation usually. The fine grinding to 95 per cent -0.020 mm is required for refractory concentrates, in which gold encapsulated by sulfides. According energy consumption is 10 and more kW h/ton. At this paper we suggested to use magnetic-impulse treatment with small energy consumption 0.1-0.2 kW h/ton for loss of sulfide strength before grinding and cyanidation. The object of studies was the gold-pyrite flotation concentrate which was produced from ores at the Kumtor Mine, Kyrgyzstan. The concentrate composition, physic-mechanical properties and loss of strength mechanism were studied there. The tested concentrate assayed, per cent: 62.5 pyrite, 10 feldspar, 10 mica, 5 quarts, 5 carbonates, 4 haematite and another. Haematite has intimate intergrowth with pyrite ? partially with quarts. The magnetic susceptibility of haematite and less pyrite causes in these grains and mineral complex the effect of magneticstriction. As a result numbers of deformations are increased and minerals and gold are also exposed. Lateral and longitudinal strains in the minerals by magneticstriction were calculated in this work. By quantitative analysis of pyrite mono fractions were showed next micro impurities: alumina, arsenic, nickel and others elements. These micro impurities are generated a charged dislocation, cracks and micro cracks. The inter-granular links at a boundary of haematite-pyrite, pyrite-quarts, haematite-quarts have disintegrated. The dislocation is depended from mineral modulus elasticity. It was determined an indicator of mineral electro-mechanic sensitivity which characterises a conversion of electro-magnetic energy to mechanic energy. Pyrite has most dielectric constant and electro-mechanic sensitivity as haematite and quarts. The dislocations in pyrite are account for clacks and a loss of mineral strength. Size analysis of the flotation concentrate after magnetic-impulse treatment is shown the increasing the content of thin fractions by comparison no treated concentrate. Magnetic-impulse treatment has increased the effect of the next fine grinding too. The electronic microscopy has confirmed a loss of strength of gold sulfide concentrate. The gold recovery by cyanidation increased too after preliminary magnetic-impulse treatment of concentrate by laboratory tests. The magnetic-impulse concentrate studies at the Kumtor plant have showed that a recovery gold increase in the processing of cyanidation. The consumption of energy also reduced.

(Washington Meeting, May, 1905.) SEVERAL years ago, Mr. Robert A. Cook described and illustrated in our Transactions 1 a mechanical coke-drawer, patented in 1891 by Mr. Thomas Smith of the Thorncliff Iron Works, Sheffield, England, and first introduced in the United States in, 1896, at the coking-plant of the Latrobe Coal Co., Latrobe, Pa. This machine has not received any very extended application in this country, although it was successfully used in two places for a number of years. The present. paper describes a new and simpler machine, containing few wearing-parts capable of withstanding continued rough usage. Anything which tends to prolong the general use of bee-hive ovens will be welcome to those who are interested in cheapen¬ing the cost of producing coke in such ovens, especially if it provides satisfactory mechanical means, replacing the hard labor involved in drawing coke by hand with the old-fashioned ?duck bill.? The difficulty of finding efficient coke-drawers, especially during the summer season, and in the South, is notorious. Yet, notwithstanding the great improvements that have been made in retort coke-ovens, new bee-hive ovens are continually constructed; and a machine which will successfully compete with hand-drawing, and, at the same time, add to the efficiency of the bee-hive oven, seems to deserve notice. The machine here described was put in operation at the Frick Coal and Coke Co.'s plant, known as Continental No. 1, at Uniontown, Pa., in October, 1904, and is reported to have met successfully all the tests to which it has been subjected.
