Mine One General. The first summer field trip for the purpose of collecting data on open-pit metal mine grounding systems was marred by the fact that the group's ground test instrument was damaged in transit and proved to be inoperative. Fortunately, the mine personnel had a similar instrument which was then used for all tests. System Description. Power is purchased from the utility at either 69 or 100 kV. This is transformed to 4160 V at the pit substations and distributed around the periphery of the pit via a "ring bus." The three phase wires and the safety-ground conductor are carried on a conventional wooden pole and cross-arm support structure. At key loca¬tions, overhead feeders carry power from the ring bus down over the benches and into the pit. Each overhead feeder is terminated at a switchhouse, from which an SHD-GC trailing cable supplies power to the electric loading shovels. Each pit substation has a main or system-ground mat, installed by the utility, and a separate safety-ground mat, which is constructed by mine personnel. Three of the safety-ground mats are quite old, and personnel at the mine could not recall what type of construction was used. However, records are available on the fourth mat and construc¬tion details are shown in Figure 64. PART A. ELECTRICAL EQUIPMENT – GENERAL Paragraph 1. Electrical Equipment; Examination. All electric equipment shall be examined, tested, and properly main¬tained by a qualified person to assure safe operating conditions. The examinations and tests shall be performed at intervals not exceeding six (6) months unless otherwise specified in Parts A, B, C, D, and E. When a potentially dangerous condition is found on electric equipment, such equipment shall be removed from service until such condition is corrected. A record of such examinations shall be kept and made available to an authorized representative of the Secretary and to the authorized repre¬sentative of the miners in such mine. Each item of major equipment, in¬cluding substations, switchgear, load centers, and so forth except powered hand tools, shall be recorded separately. The record of such examination shall include all dangerous conditions found, corrective action taken, and name of examiner, and shall be signed by the person responsible for main¬taining the equipment in safe operating condition, who shall also be a qualified person. Paragraph 2. Electrical Work; Qualified Personnel. No electrical work shall be performed on electrical distribution circuits or equipment, except by a qualified person or by a person trained to perform electrical work and to maintain electrical equipment under the direct supervision of a qualified person. Disconnecting devices shall be locked out and prominently tagged by the persons who perform such work, except that in cases where locking out is not possible, such devices shall be opened and prominently tagged by such persons. Mr. Bockosh is an electrical engineer with the U.S. Bureau of Mines In Pittsburgh, and has devoted the last two years to research on underground illumination. He formerly was a mine maintenance foreman and worked two years underground. He is a graduate of the University of Pittsburgh, where he is now working toward his masters degree in mining. When Congress first legislated light in American coal mines, it was a little like mandating a walk on the moon before the first satellite had been put in orbit. It was never a question, of course, of whether it could be done. But no one knew quite how. It's one thing to string a few light bulbs, and quite something else to provide uniform, sufficient, safe and reliable illumination, with fixtures that will hold up under some of the toughest conditions in the world - in the life-and-death circumstances of a craggy, black cavern filled with dangerous, moving machinery. In fact, in 1969 when Congress originally mandated illumination standards for the work places of underground coal mines, no one even knew just how much light was needed. That question was answered within a year by the National Bureau of Standards. In a study commissioned by the U.S. Bureau of Mines, the Bureau of Standards determined that underground mine should be illuminated with a light intensity of 0.06 foot-lamberts, a measurement of light reflected from surfaces in the lighted area-as opposed to foot-candles, a measurement of light from the source of illumination-in order for miners to adequately see what they are doing. That study was followed by more detailed research done at the Bureau of Mines' direction by the Research and Development Department of the Naval Ammunition Depot in Crane, Ind. This work evaluated the specific lighting needs of miners engaged In more than 100 different job tasks in all three types of coal mining- conventional, continuous and longwall. The Naval Depot report brought forth nearly 300 pages of detailed lighting data and concluded that proper illumination of mine work areas would serve more than just the cause of mine safety.

GEORGIUS AGRICOLA was not only the author of works on Mining and allied subjects, usually asso ciated with his name, but he also interested himself to some extent in political and religious subjects. For convenience in discussion we may, therefore, divide his writings on the broad lines of (1) works on mining, geology, mineralogy, and allied subjects; (2) works on other subjects, medical, religious, critical, political, and historical. In respect especially to the first division, and partially with regard to the others, we find three principal cases : (a) Works which can be authenticated in European libraries today ; (b) references to editions of these in bibliographies, catalogues, etc., which we have been unable to authenticate ; and (c) references to works either unpublished or lost. The following advertisements show the contemporary view of the value of coal on a tract, usually as compared with farming advantages of several kinds. Fayette Gazette and Union Advertiser, February 10, 1798: "For Sale in Washington twp., Fayette Co., 211 acres of land whereon is a good new grist merchant mill, a good stone dam, and a house for the miller, about two acres of bottom, cleared and fenced, an excellent coal bank and saw-mill seat unimproved." Pittsburgh Gazette, March 19 and 26, 1802: Ads. offering for sale two properties, one of 38 acres, "together with a Coal Pitt and Lime Quarry, lying on the Monongahela side of Grant's Hill, and within one mile and a half of Pittsburgh," and the other two tracts of 700 acres on "Racoon creek, contiguous to which is a valuable limestone quarry, and a quarry of building stone, also plenty of stone coal." Pittsburgh Gazette, Oct. 8, 1802: A farm between Pittsburgh and Greensburg "with house, barn and a Smith shop-also, a fine sugar camp, and a Coal Bank within sight of the house," was offered for sale. The Farmers Register, Greensburg, Pa., March 13, 1802: An advertisement of a "plantation, six miles from Greensburg, there are two coal banks on it, one at each end of the place." The Commonwealth, Pittsburgh, Aug. 4,1805: A number of lots were laid off on Saw Mill Run, nearly opposite the first opening made on the Pittsburgh seam. They were from two to twenty acres each "and a great quantity of Limestone and stone coal." Pittsburgh Gazette, Aug. 9, Sept. 6, Sept. 27, Oct. 4, 1811; The Commonwealth, Aug. 19, 1811: Five tracts were advertised that contained coal. One had "fine springs and an inexhaustible mine of coal;" one, "excellent sugar camps, coal banks and limestone and a good mill seat;" one, "good sugar camps, an excellent coal bank and an elegant seat for a distillery;" another, a tract of 45,000 acres in Allegheny and Butler Counties affording "stone coal and iron ore, and seats for water works;" and the last a tract on Beck's Run, four miles from Pittsburgh "and a coal pit opened about one fourth of a mile from the river." The Mercury, Pittsburgh, April 8, Jan. 14, Feb. 11, 1813; Pittsburgh Gazette, April 16, Dec. 3, 1813: These tracts were advertised during the year in the vicinity of the city. One had "a good sugar camp, woodland and plenty of coal;" another, "a sugar camp and a coal bank on the premises;" while the others were "well timbered or well watered and had excellent stone coal." The Mercury, Pittsburgh, Feb. 2, 1814: A farm was offered for sale on the headwaters of Robinson's Run, in Washington County, four miles from Burgettstown, containing 60 acres, "a young bearing orchard,... a coal bank and a good sugar camp." Genius of Liberty and Fayette Advertiser, Uniontown, Pa., March 2, 1814, carried an advertisement of a sale of lots in the new town of Perriopolis; "the quantity and quality of the clay, sand and salt licks, near the premises, together with the timber and abundance of .stone coals The town of Perriopolis was situated upon a . farm at one time belonging to Washington.

This paper "On Coal" was published in three issues of The Western Gleaner in 1814. Name of author is not given. This magazine was started by Cramer, Spear & Eichbaum, in Pittsburgh, Pa., in December 1813, and ran for about two years. Copies are very rare, and this one is made from an original in the Darlington Library, University of Pittsburgh. This is almost certainly the first general article on coal published west of the Allegheny Mountains, and one of the earliest in this country. ON COAL Its Natural History-Mining of Coal-Phenomena occasioned by Fire-damp-Method of Coking-Distillation of Tar from Pit-coal-Gas-light-Coal, a Manure I. NATURAL HISTORY OF COAL There are few productions of nature which present to the philosopher a wider field of investigation than pit-coal. A substance highly inflammable is found in the deep recesses of the earth, sometimes loaded with numerous superincumbent strata of hard rock, and extending frequently along with these strata through a vast expanse of territory. Though metals may be said to be inflammable substances, as they combine more or less rapidly with oxygen when placed under particular circumstances, yet the character of rapid combustion with disengagement of light and heat, seems to belong. principally to such substances as are derived either from the animal or vegetable kingdom. That this is probably the case with regard to coal we are further induced to believe, by the remarkable circumstance, that the chemical analysis of this natural production yields especially, though in various proportions, those materials which constitute essentially the vegetable. And if any thing was wanting to confirm, us in that opinion we might trace in a number of fossile substances the gradual transition of the vegetable into the state of mineral coal. This fact is so intimately connected with the natural history of coal, that we cannot think it superfluous to give it some farther development. Among the great number of principles which the chemist is capable of tracing in the vegetable kingdom, the presence of extract, resin and fibre seem to form the characteristical marks of plants.-If vegetable matter be boiled in water, and the water, after having been strained and filtered, be exposed for some time to the open air, a flocculent precipitate takes `place from every part of the liquor; which soon subsides to the bottom of the vessel containing it. This is the extract; altered, indeed, by exposure, and now no longer soluble in water, a change which is supposed to depend on the absorption of oxygen; and if, by any means the proportion of oxygen be increased, the extract gradually becomes of a darker color, blackens, and approaches to the state of charred wood.

As stated in the preface, the nomenclature to be adopted for weights and measures has presented great difficulty. Agricola uses, throughout, the Roman and the Romanized Greek scales, but in many cases he uses these terms merely as lingual equivalents for the .German quantities of his day. Moreover the classic language sometimes failed him, whereupon he coined new Latin terms adapted from the Roman scale, and thus added further confusion. We can, perhaps, make the matter dearer by an illustration of a case in weights. The Roman centumpondium, composed of zoo librae, the old German ceniner of 100 pfundt, and the English hundredweight of 1112 pounds can be called lingual equivalents. The first weighs about 494,600 Troy grains, the second 721,900, and the third 784,000. While the divisions of the centumpondium and the centner are the same, the Libra is divided into 12 unciae and the pfundt into 16 unizen, and in most places a summation of the units given proves that the author had in mind the Roman ratios. However, on p. 509 he makes the direct statement that the centumpondium weighs 146 librae, which would be about the correct weight if the centumpondium referred to was a ceniner. If we take an example such as " each centumpondium of lead contains one uncia of silver", and reduce it according to purely lingual equivalents, we should find that it runs 24.3 Troy ounces per short ton, on the basis of Roman values, and 18.25 ounces per short ton, on the basis of old German. If we were to translate these into English lingual equivalents of one ounce per hundredweight, then the value would be 17.9 ounces per short ton. [ ]

Since the advent of coal mining, the minimal lighting in the under¬ground working place has been an obstacle to the safe and efficient performance of the miner's many tasks. Compounding this problem is the fact that the machines being operated in the working place are so large that the vertical and horizontal clearances around the machinery are severely limited. Consequently, in these poorly lighted and congested working places, the machine operator is unable to utilize his peripheral vision. He cannot see hazards as they develop and, too often, cannot react in time to avoid serious injury or death to himself or his fellow miners. The greatest hazard to miners inby the last open crosscut is from falls of roof which are often preceded by warning signs such as falling rock fragments, roof supports taking weight, or a sudden reduction in the height of the working place. These warning signs often go undectected because the machine operator's attention is focused on the small circle of light emitted from his cap lamp. Congress recognized the illumination deficiencies, and, in the Federal Coal Mine Health and Safety Act of 1969, charged the Secretary of the Interior with the authority and responsibility for development and promulgation of minimum standards for illuminating working places in coal mines. These standards have been developed and, as stated in the April 1, 1976 Notice, Federal Register, Volume 41, No. 64, will be promulgated on October 1, 1976, as mandatory regulations under Section 75.1719, Title 30, Code of Federal Regulations. The regulations require that the designated surfaces within the miner's normal field of vision be illuminated to 0.06 foot-lamberts while self¬propelled mining equipment is being operated in the working places. The term "working place" is defined in the Act as "the area of a coal mine inby the last open crosscut".

During the latter part of the Civil War an income tax was placed upon coal and the production of coal in the various collection districts during the life of this tax is shown in the tabulation that follows. The counties that include coal deposits are shown for each district. No record exists now of the production by counties, but it is calculated here on the basis of tax collected. The table, of course, does not include any territory not under the control of the northern armies, and not all of that in some cases.
