Iran possesses very large copper resources, estimated to contain around 4-5% of the world's known copper inventory. There are several small private sector copper mining operating in the country, but Iran's copper industry is dominated by the state-owned National Iranian Copper Industries Company, which operates the world-class Sar-Cheshmeh open-pit Mine. This mine was developed in 1970s before the 1979 Islamic Revelation by the Atlantic Richfield Company (ARCO), the former Anaconda Copper Mining Company. Current Iran?s copper cathode production is about 250,000 mtpa and recently it is targeted to reach to 700.000 t by 2014. The required finance for this target is estimated US $2.25 -b, i.e. US $5000 for each tonne capacity. The copper content of the mineable reserves of the country is estimated about 19 Mt. It is not unlikely this amount increases in close future. Currently, almost 30 projects consist of mine, concentrator, smelter, refinery, acid plant, leaching, bio-leaching are underway. These projects are a golden opportunity for the local and foreign companies, but the recent sanctions are very challenging that all studied in this paper.

INTRODUCTION In the mining industry, timing in land acquisitions can be of the essence. In order to secure promising lands, deals are often negoti- ated quickly and evidenced by letters of intent containing what the parties feel are the essential terms of the deal. In some cases, a company is willing to acquire land only if it can lock up a number of promising properties, and so a "non-binding" letter of intent is used to formalize the essential terms, while leaving the company without legal liability. Later, the letters of intent will be sent to a lawyer to prepare a formal acquisition agreement. Many times, how- ever, especially in a land acquisition rush, another company will attempt to better the deal prior to the execution of that formal agreement, and the first company will be forced to rely on the initial letter of intent, only to find out to its chagrin that it has no deal In other cases, the company holding the desired property is another mining company, and the negotiation of an option or joint venture is the only way the first company can acquire an interest in the desired land. In order to make its offer more attractive, it may have to reveal confidential or proprietary information about the property or the surrounding lands. Here, too, letters of intent are often used to formalize the essential points of the agreement. Once again, however, prior to the execution of a formal joint venture agreement, the transaction may collapse and the letter of intent prove to be only that. During the early 1960's, a method was developed for refining sand from the Arkansas River to produce a feldspathic product that was proposed for use in making colorless glass. Because of the need for chemical uniformity, a cooperating glass manufacturer specified certain ranges of percentages for each chemical constituent of the sand. These specifications were met by fulfilling the single requirement that alumina vary by no more than 20.1 percent from the specified value. This translated to a total variation of only about 1 percent in the feldspar content of the mixed quartz-feldspar products. Because the feldspar was lighter than the quartz, the average density of refined sand varied depending on composition. Densities, determined to five significant figures, of several samples were correlated with their chemical analyses, and the correlation could then be used with density determinations to more reliably indicate compositions than by chemical analyses only. The effects of several variables on the composition of refined sands were studied. There was a regular variation in the proportion of feldspar with screen size. A series of samples with their natural size distributions were more nearly uniform in composition than the same sands after screening and recombination. The screening and recombination process was done so that the sands had identical size distributions. Variations in the refining showed little effect on composition. A pile of flow-back sand from a construction sand washer was found to be severely segregated. However, samples taken from many points in the river near the sand plant and from the flow-back discharge pipe over several weeks very nearly met the uniformity specification. If care was taken to avoid segregation either before or during processing, it should be possible to meet the uniformity specifications for a feldspathic glass sand.

The subject of this paper is broad and complex. Secondly, it is near and dear to the authors' hearts. Therefore, it doesn't seem possible to deal with every aspect of it in less space than a good size textbook. Also, if we dealt with all of the basics of feasibility studies and report preparation, we would cover a lot of material available in the literature, and would have to minimize our editorial comments. In view of these limiting realities, we have chosen to discuss selected facets of the subject, and to provide several comments which stem from our personal experiences during the past 20 years. "Think Ahead" hen someone is undergoing training to command a large ship, the following short phrase is engraved in his memory: "Think Ahead." The reason is simple enough. A battleship, aircraft carrier or oil tanker cannot change directions quickly, and if one waits to a what the other ship is going to do, there may be twisted metal and bodies scattered all over the ocean floor. The commanding officer has to use radar, forward rind aft lookouts, experience, common sense, intuition, weather forecasts, and everything else available to him to avoid trouble. Remember the USS Stark, and the fate of its captain? The fact the Stark was hit by a "friendly" missile didn't lessen the damage. How about running into a mine? Is it an excuse that no one thought about the possibility of a minefield ahead of the ship? The point is, relative to feasibility studies, that its prospective authors, and especially the commander of the efforts required to create it, must "think ahead" from the moment of their association with 4 mining activity. Potential cement raw materials are widely distributed but deposit size, quality, transport, market and environmental considerations are important in determining economic value. Major production locations are in a variety of geological environments ranging from Lower Paleozoic crystalline limestones to Tertiary and Recent polyzoal limestones and limesands, both onshore and offshore. Raw material transportation is by road, rail, sea, aerial ropeway and pipeline; road/rail transportation of the finished product is traditional but movement by sea of clinker and cement is increasingly a feature of the industry.

The procedure to arrive at an energy efficient autogenous grinding plant is carried out in the following steps: First Step - Determine power requirements to grind a particular ore. This work carried out on small samples ground in a 450 mm diameter Aerofall Hill and the results are checked against a standard Bond Index test. Second Step - A bulk sample from the ore zone is ground in a 1.8 m diameter pilot mill. This work is carried on until the power objectives as indicated from the first step have been realized. Third Step - Correlate the pilot mill data, with the data from the numerous samples ground in the small 450 mm mill and arrive at design criteria for the commercial plant. Ensure commercial mill design will be suitable to obtain similar results as those obtained in the pilot mill.

One of the major aspects of the problem is the siting, design and construction of environmentally acceptable disposal facilities to accommodate this huge volume of material. An asbestos substitute is any material that replaces asbestos in a commercial product. There are many asbestos substitutes, each with its own unique physical and chemical properties. Substitutes can be inorganic or organic, fibrous or nonfibrous, and natural or synthetic. They also can be used as a direct substitute for asbestos or as a replacement product. Probably in no other field is the diversity of substitute materials so great. The concept of asbestos substitutes is not new. The first major effort to develop asbestos substitutes was undertaken by the federal government. The United States has always been dependent on foreign sources for strategic-grade asbestos, and during World War II, the government was concerned that these supplies would be cut off. Strategic-grade asbestos was critical in many electrical and thermal insulation applications (electrical insulation, battery plate separators, flame-proof boards, insulation for rocket components, etc.). A reliable supply of nonstrategic-grade asbestos also was required for general civilian and military applications, such as in brakes, clutches, and construction materials. The government not only initiated a major search for deposits containing strategic-grade asbestos, it also funded research on synthesizing asbestos in the laboratory and developing products that did not contain strategic- grade asbestos. These efforts, as well as those conducted by the private sector, generally were unsuccessful. In the late 1960s and early 1970s, a second major effort to develop asbestos substitutes began because the general public was concerned about the health threat posed by the release of asbestos fibers during the manufacture, use, repair, and disposal of asbestos-containing products. Strict regulations covering the mining and manufacturing sector already had been enacted because of the issue of occupational exposure. The issue then became environmental exposures. Environmental regulations were enacted, and through time they became more strict. The combination of increasingly strict environmental regulation, maturing of some asbestos markets, and liability issues prompted many manufacturers to discontinue asbestos product lines or search for asbestos substitutes. As a result, asbestos usage dramatically declined from the 1970s to the present (Table 1).

The Ekati process plant flowsheet features the common steps in diamond recovery plant design. Primary treatment and concentration is by crushing, scrubbing, high-pressure grinding rolls and heavy medium separation (Fig. 1). Secondary concentration is by an attrition mill; wet, high-intensity magnetic separation and X-ray sorting (Fig. 2). All of these are performed on site, although final sorting of the diamonds into commercial categories will be carried out elsewhere. The initial throughput rate is 9 kt/d (9,900 stpd), increasing to 18 kt/d (20,000 stpd) during the first 10 years of operation. A range of ore characteristics will be encountered that will effect the plant operating conditions during the life of the mine. The adopted design envelope is based on these expected variations. The design is based on the use of large-scale equipment, incorporating the latest and most efficient technology available. Where proven technology exists, no attempt was made to reinvent the wheel. However, where recently developed technology offers a significant advantage, this has been incorporated into the design. The Ekati run-of-mine (ROM) and coarse ore handling facilities are unheated, to take advantage of the better handling characteristics of the frozen ore in winter. The stockpile reclaim features an MMD mineral sizer (a toothed roll crusher) to minimize the problems of handling thawed, sticky kimberlite in the summer and break frozen lumps in the winter. All processing downstream from primary crushing and the coarse ore stockpile is carried out in a temperature-controlled environment in the main process plant building. Personnel involvement in the process is mini¬mized by using a Modicon Quantum series PLC with human-machine-interfaces (HMI) running Wonder-ware software on dedicated personal computers.

Improvement of grade and recovery requires the use of optimum processing circuits. Critical to an optimum circuit is the set point for separation. With the introduction of the concept of circuit analysis (Meloy, 1982), it became possible to determine optimum circuits for a given task. No analysis, however, has yet been made as to the grade requirements of the larger circuits. Williams and Meloy (1982), reviewed the literature and concluded that, within the operating range, most unit operations involved in particle separation behave linearly. For the purposes of this analysis, linearity will be assumed. Grade, G, is defined as the weight of the coal mineral, C, that appears in the product, divided by the weight of the coal mineral plus the weight of the gangue mineral or waste mineral, Q, which appear in the product.

There are compelling reasons for us to look to our Country's Western coal. Despite its inherent low BTU content, Western coal's low sulphur content provides a near-ideal answer to satisfy our in- dependent goals of clean air and self-sufficiency in energy. Vast reserves, thick seams and amenability to low-cost strip mining serve as a powerful economic basis for its viability as a primary and dependable source of energy for the coming decades. A major consideration, the solution of which may not be quite obvious, is transportation cost. These abundant deposits are remote from the utilities of the heavily populated eastern regions of the United States (Figure 1). A Western coal mine in Montana is likely 1500 miles or more from an eastern power plant. The comparable distance to an eastern coal mine may be only 200 miles. Thus, the question is: How can the haulage cost of our Western coal be substantially reduced to an acceptable level? If resolved, western reserves of coal will be one of the key solutions to satisfying our Nation's energy needs.

The measurement principle of the Coulter Counter for particle size analyses is described. The application of the Coulter Counter to cement particle content and size analysis and to the size distribution of clinker from standard grindability tests are described. Methods of calibration, sample preparation and data reduction are presented. The results of the analyses obtained are compared with characteristics associated with performance showing both concordance and non-concordance of test data., Future uses of the Coulter Counter for particle size analysis in research and plant control adaptations are indicated.

The White Pine Mine is situated in Ontonagon County, approximately six miles south of Lake Superior, in the Upper Peninsula of Michigan (Figs. 1 and 2). The ore body mined by White Pine Copper Company occurs in the lower - most 20 to 25 feet of the Nonesuch formation, a series of middle - to upper Keweenawan shales, siltstones, and sandstones. This paper elaborates on the solution of problems in ore grade control and mine planning arising from the presence of an essentially barren sandstone stratum within the ore body.

Commercial computer "time-sharing" is a new and powerful tool for the engineer. It is a system of virtually simultaneous use of a digital computer by several individuals. Access to the computer is by means of a conventional teletypewriter which transmits over the regular telephone lines to the computer which may be located any distance from the user. Complex or repetitive computations can be programmed and the speed of computation is many times that which one can do with slide rule and desk calculator. The availability of such a commercial computer "time-sharing" system offered an opportunity to transform a tedious and time-consuming task into one that requires only a few minutes. Until the work of F. C. Bond produced widely accepted mathematical statements concerning the performance of grinding mills, the selection of the proper size equipment was done by comparison with similar operating equipment. Allis-Chalmers systematized Bond's work in a bulletin published in 1963 but the calculations are laborious and the final mill selection still required comparison of the calculated power draw with the power requirements listed in equipment catalogs. This was, however, a step forward from previous procedures. This paper discusses a rapid and simple method of determining the size and power requirement of overflow ball mills. A shared-time computer program has been developed which rapidly calculates and displays the physical dimensions, power requirements, grinding media size and quantity, as well as the important correction factors used. All of these data are calculated from input information which is usually available.

Nowadays, small diameter tunnels are increasingly considered in pipeline projects as an alternative for sensitive crossings or when soil conditions limit the use of conventional pipeline installation methods like HDD. Safety concerns play a key role, especially for inner-city installations. Pipe jacked microtunnels and small segment lining tunnels can serve as casing tunnels if access is required during construction for the change of cutting tools in challenging ground conditions or for maintenance of the pipeline in operation. Small diameter tunneling solutions offer a high degree of flexibility for alignment design in terms of geology, length and radius.

Respirable coal dust has been long recognized as a leading cause of multiple lung diseases. Efforts aimed at reducing dust concentration in underground mines have been made, but increases in coal workers’ pneumoconiosis incidence rates over the last 20 years among U.S. miners are concerning. Dust deposition and water spray suppression are two types of dust removal mechanisms in underground mining activities. In this study, laboratory tests were conducted to investigate the respirable dust decay characteristics during deposition and suppression processes in a confined dust chamber. Dust concentration and size distribution were monitored continuously throughout each 60-minute test. A number-basis particle size distribution was used for analysis to capture the changes of smaller size fractions within the investigated dust sample. This study found that around 62.1% of respirable dust particles were deposited at the end of the deposition test. In addition, the final deposition rate for very fine particles can be less than 20%. The results from the suppression test indicate that larger particles were removed quickly; however, sub-micron particles remain suspended through the 60- minute water spray, and particles under 0.5 µm can be considered irremovable dust under single-spray operation conditions. This study also observed the resuspension of a significant amount of sub-micron particles by the water spray. The results of this study provide basic information for improving dust control strategies and can be utilized to improve the water spray performance for reducing airborne dust levels.

This paper provides an overview of the Design Build Project features and highlight some of the important design considerations, features, and innovations, including geologic conditions and related TBM design, and deep shaft and tunnel segment designs. The paper provides the most recent updates on some of the project construction activities including TBM tunnel progress and retrieval schemes, tunnel pump station and deep vertical shaft liner installations, SEM construction, and microtunneling for the longest adit using Fiberglass Reinforced Polymer Mortar pipes.

Swelling clay soils have been problematic to many types of infrastructure in the United States. However, their impact on underground construction is often misunderstood. The use of swell pressures in design of initial tunnel and shaft support lacks proper guidance and is often mis-interpreted. This paper provides insight and guidance on how to implement a geotechnical investigation program to determine if swelling soil exists at a site and how it impacts the design of temporary support systems for underground projects. An example is provided for how swell pressures were incorporated into the design of an initial support system for a rib and lagging tunnel system and problems that occurred.

Marble has been recognized as a valuable natural resource ever since ancient times. Due to its peculiar aesthetic and technical characteristics as well as the lithotype uniqueness, it has widely been appreciated over the past centuries. In present times its production and demand are enjoying an increasing trend, with comparatively high market prices. All this considered, marble can be included among these natural resources whose exploitation provided, and still provides, an important contribution to the growth of the economic system. Nevertheless, there is at least one more important reason that makes marble a valued resource. For ages, marble represented one of the most important raw materials for sculpture sand architectural masterpieces, which constitute part of the cultural heritage of mankind. With this in mind, the value of marble is strictly related to its extraordinary capability to preserve cultural heritage and therefore to convey civilization from past to future generations. In other words, the role of marble should be recognized as being of the utmost importance in order to attain an overall objective of ?cultural sustainability?, that is, the assurance of the inter-generational flow of the cultural heritage capital. To achieve this sustainability goal, the priorities should be to protect and preserve the world?s artistic and architectural historical heritage, which require restoration works. In this field, a very il task is entrusted to the extractive industry: this industry, in cooperation with historians, art experts and public authorities, is in charge of detecting and supplying historical stones for restoration purposes, taking into consideration that, in order to restore a monument in a correct way, the same lithotypes the monument was made from are needed. These marbles are often no longer in production, so that it becomes necessary to find the location of the original quarries, as only there is it possible to extract even the small quantities of stones that are needed. In this case, the stone, located in its geological context, could have such valued characteristics as to be considered an important public asset and consequently a resource to be preserved and protected even beyond the market conditions. This important task should be carried out by the public administration through a targeted intervention of territorial planning and monitoring, which could include the support for the specific extractive activity.
