Engineering mine design encompasses a range of situations, and each situation has its own range of detail and fineness. The most time consuming, and perhaps repetitive design situation involves evaluation of new or alternate mining methods. Many man years are consumed examing alternatives conjured up at all levels of the design team, from the number crunching engineer to the engineering manager. Many alternatives are intuitively disregarded, some are briefly evaluated and thrown out, and many others are started but not completed due to time constraints. All alternatives have similar input characteristics and evaluation procedures. In the design process, production requirements are known and equipment production capabilities are generated to determine the numbers and costs of an equipment type required to match a given situation. The end result is some comparative figure, typically cost per ton or yard upon which a decision is built. The similarity of input data and problem solving techniques lends design to computer solution. Computer aided equipment evaluation is not new to the mining industry. An existing and accepted technique is exemplified with the programs used by truck manufacturers. Given a haulage profile and production requirements, the number of anyone capacity, horsepower, tire size, gear ratio or similar characteristically identified truck can be determined. This information can be outputted in varying degrees of complexity and the results used with equally varying percentages of credibility by design or production engineers. Most engineers are willing to accept-the computer's effort with relief and a desire for belief. Although inherently more complex, the ultimate end of computer manipulation should be total mine design. This is an extremely large step in the evolution of mine design, and not many engineers, including the authors, believe the results would be directly applicable or necessarily correct. As with computer simulations of an operation, total computer design of mines requires such complex and lengthy input that each mine might be manually designed more quickly and cheaply. The existence of computer programs which initially evaluate a mining system or part of the system is upon us, however.

Rock burst has always been a major problem in deep underground engineering with high stress, and rock burst strength evaluation has become an important research topic. To effectively predict the rock burst hazard in underground rock mass engineering, a cloud model (CM) rock burst intensity evaluation method based on the CRITIC method and order relation analysis method (G1) was proposed in this paper. First, a rock’s uniaxial compressive strength σc, tangential stress σθ, uniaxial tensile strength σt, ratio of uniaxial compressive strength to tensile strength σc/σt (brittleness coefficient), ratio of tangential stress to uniaxial compressive strength σθ/σc (stress coefficient), elastic deformation energy index Wet, and depth of cover H were selected as evaluation indices of rock burst intensity. Ninety-five groups of rock burst measured data at home and abroad were selected, and the objective weight and subjective weight of each index were calculated by using the CRITIC method and G1 method, respectively. The comprehensive weight was determined according to the combined weighting method of game theory, and the sensitivity of each evaluation index was analyzed. By utilizing a forward cloud generator, the membership degrees of different rock burst grades were calculated, and then the rock burst intensity grades of the samples were evaluated and compared with the evaluation results of the CRITIC-CM method and G1-CM method and the actual grades. Finally, the rock burst classification ability of the model was analyzed. To better verify the accuracy and reliability of this model, the rock burst case of the W39 line in the Chengchao Iron Mine was analyzed by using this model. The research results show that the rock burst evaluation results based on CRITIC-G1-CM are basically consistent with the actual rock burst grade, and the rock burst intensity grade evaluation model has good practicability and reliability.

The Leadville District has been a prominent metal producer since its discovery in 1860. Veins and replacement bodies both have contributed to district production. The latter have been the major metal sources and are hosted within the Paleozoic Leadville, Dyer, and Manitou Dolomites. Igneous bodies representing eight separate events cut the sedimentary section. The main intrusive complex within the district occurs in the Breece Hill area and was the thermal center about which the vein and replacement ores exhibit mineralogical zoning. Precious metal-pyrite-quartz veins (quartz Th= 422 to 469°C; salinity < 4.2 wt. percent eNaCI) occur within or peripheral to the Breece Hill Intrusive Complex, whereas base metal veins and replacement bodies extend from the complex margins outward as much as 2 mi. Pre-ore and post-ore igneous bodies occur, but Fragmental Porphyry dikes immediately post-date the ore event. The Fragmental Porphyry grades downward from a heterolithic breccia with rock-flour matrix to one with a dark, glassy, sulfide- and phenocryst-bearing matrix, commonly with quartz-feldspar porphyry selvages on the dike. Two types of replacement bodies are recognized in the district: 1) the Leadville-type (LTM), massive sulfide (> 60% sulfides) bodies with recoverable Zn, Pb, Ag, and Au, and 2) the Sherman-type (STM), sulfide bodies (low total sulfide) with barite, galena, sphalerite, argentian tetra.hedrite, and minor pyrite. The latter type occurs only within the Leadville Dolomite and is found throughout the Mosquito Range and extending into the Alma District. The Leadville-type replacement bodies are zoned with a pyritic margin and base metal core. Wallrock alteration and trace Pb-Zn dispersion are strongly developed in igneous wallrocks but are weakly developed in carbonate wallrocks. Cu:Zn, Ag:Zn, and Au:Fe ratios increase outward from the center to the margins of LTM. Some of the sulfide bodies are localized on earlier-formed magnetite skarns. Pyrrhotite, pyrite, and marcasite are the earliest formed sulfide phases while chalcopyrite, marmatite, and galena developed later. Tetrahedrite and electrum occur in vugs and fine veinlets cutting the sulfides. Late-stage barite, dolomite, and fluorite occur as minor phases. Pressure-corrected Th for quartz (375-410°C), sphalerite (374-387°C), barite (320-360°C), and dolomite (310-314°C) fluid inclusions with salinities < 5.2 wt. percent eNaCI characterize the fluid responsible for the formation of the Leadville-type orebodies. These values clearly demonstrate the high temperature and low salinity of the ore fluids. Sulfur isotope analyses for galena and barite from LTM are - 1.9 to + 0.9%o and 7.8%o, respectively. Proximity to feeder veins and favorable dolomite hosts are the principal controls on ore localization. The Sherman-type bodies are not internally zoned but commonly have host rock silicification near the orebody margin or in the footwall rocks adjacent to fluid flowpaths along faults. Early quartz, pyrite, dolomite, and white barite precede base metal-silver minerals which are followed by late quartz and golden barite. It is not clear whether the early quartz and the late quartz and barite are part of the STM-forming process. Fluid inclusion analyses yield trapping temperatures as follows: early quartz, 316-341 °C; barite, 264-347°C; low-iron sphalerite, 215-265°C; and late quartz, 260-278°C. All inclusion fluids have salinities < 8.1 wt. percent eNaCI. Sulfur isotope values for barite and galena from STM range from 13.2 to 24.00/00 (avg: 18.4%o) and -6.8 to -3.8%o (avg: -5.5o/00), respectively. A hydrothermal fluid d34SSS of about 15%o is needed in order for galena and barite in equilibrium to exhibit the observed sulfur isotope compositions. Equilibrium sulfur isotope fractionation between barite and galena indicates a 300°C temperature of deposition. Two separate hydrothermal events appear to have taken place to form the distinctive Leadville-type orebodies and those of the Sherman-type assemblage. The STM is known to be older than the LTM. The latter is likely mid-Tertiary in age, post-dating emplacement of the Johnson Gulch Porphyry. LTM is clearly related to meteoric leaching of sulfur and lead (and other metals) from the upper portions of the Breece Hill Stock. Fluids were transmitted along faults, bedding planes, and contacts, and cooled away from the intrusive complex. Early ore fluids were weakly acidic and developed argillic assemblages in the igneous rocks adjacent to the fluid conduits. Reaction/replacement of carbonate rocks occurred where fluids encountered dolomite, but rapid neutralization prevented any wide-spread alteration beyond the ore-carbonate host contact. Pressures based on sphalerite geobarometry and stratigraphic reconstruction were 1.0-1.2 Kb. The high temperatures of vein and replacement ore fluids indicate that chloride complexing was more effective in metal transport than bisulfide complexes. Cooling, dilution of ore fluids, and reaction with carbonate rocks were the major factors in LTM ore deposition. STM formed over wide expanses of the Leadville Dolomite terrain adjacent to (and possibly capping) the Sawatch uplift. Sedimentary sulfur was derived from Pennsylvanian evaporite-bearing sequences adjacent to the uplift. Ore leads are strongly radiogenic (J-type) and are compatible with a crustal-leaching model. Temperatures of ore formation are higher, and ore-fluid salinities are lower than Mississippi Valley-type ore fluids. Superimposed upon dark-gray, diagenetic Leadville Dolomite are several stages of hydrothermal dolomite regionally distributed astride intrusive centers of the Colorado Mineral Belt. The presence of these later dolomites argues for dolomitization and later ore deposition in response to an abnormal thermal gradient caused by emplacement of Laramide batholiths and their generation of convective flow of meteoric fluids.

The use of sodium hydrosulfide (NaHS) in most of the operations in by-product molybdenum flotation comes with safety concerns and, in some instances, a high reagent cost. Engineered solutions at the various operations where NaHS is used have reduced the possibility ofH2S gas evolution immensely. However, the threat of exposure remains, and this, coupled with the high dosages of NaHS consumed, supports the continued search for alternative depressants. This paper focuses on efforts to study the applicability of disodium carboxymethyl trithiocarbonate (DCMT), an organic depressant, as an alternative to NaHS. Benchscale rougher flotation results for samples from the Sierrita Cu–Mo plant showed the best DCMTperformance at 8 kg/t of DCMT and pH=10.5 with 30 min of shear conditioning and 10 min of flotation conditioning time. The Aminpro plant model simulation confirmed that DCMT with 4–8 kg/t under certain shearing and conditioning times achieved superior or equivalent Mo–Cu separation efficiencies when compared to NaHS.

In Mindola mine on the Zambian Copperbelt, there is a plan to extend the current production level of 1.2-1.5 km (3,900-4,900 ft) with five additional production levels. Research work indicated that the present total heat output of 38.6 MW will inevitably increase to 63.2 MW in 25 years. Estimated WB and DB temperatures, representing the total heat generation in stope faces and development headings during these same periods are predicted to increase to 33.8/40.2°C (93/104°F) and 35.3142.10C (95/108°F) respectively. It is assessed that the nominal refrigeration capacity needs to be progressively increased to 9, 000 MW.

For several decades, the minerals industry has used leaching techniques to extract metals from rocks whose grade was too low to be treated profitably using conventional metallurgical techniques, and, as of 1972, about 15% of domestic copper production was derived using leaching methods (Beall 1). Increasing interest is currently being directed toward solution mining, particularly with respect to copper, for basically two reasons. In the first place, geological exploration has outlined several copper deposits of large tonnage and 1m&apos;, grade which are buried at sufficient depth to preclude open-pit mining which would make such mineral deposits ore deposits. Nevertheless, these occurrences provide significant potential if they could be treated by chemical leaching in situ. Secondly, the porphyry deposits of the western united States, which provide by far the largest percentage of domestic copper, do not terminate geometrically with sharp borders. These large disseminated bodies commonly decrease in grade laterally away from volumes of rock containing ore grade metallization, and the distinction between ore and waste is strictly economic. In order to extract ore grade material from the ground, a significant amount of rock containing sub-ore-grade copper must also be removed which, when placed on dumps, is amenable to solution mining. These two considerations clearly indicate the reasons for the growing interest in solution , leaching techniques--namely the ability to exploit deeply buried low grade deposits and the expansion of reserves in deposits currently under production.

During the late 1940&apos;s and early 1950?s, the Westinghouse Combustion Turbine Division built and demonstrated a residual oil-burning locomotive on six eastern railroads. Plans were made to convert to burning pulverized coal, and a single combustor was operated at a full-pressure condition in the laboratory for about two years. During the mid-1960&apos;s to mid-1970&apos;s, there was considerable interest in coal-burning MHD and a combustor was developed which would also be applicable to combustion turbines. In the early 19801s, the BCR National Laboratory (BCRNL) became affiliated with the University of Pittsburgh, and a program was begun, supported by the Stare of Pennsylvania, to develop an all-purpose combustor for use with industrial and utility boilers and eventually with combustion turbines. In this paper, we review the work of almost 40 years, indicate our present position, and propose steps to be taken leading to efficient and environmentally acceptable power generation from coal, and specifically to coal-burning locomotives.

"Lithium is a silver-white alkali metal that has recently become a target commodity for many junior mining companies. Lithium has a wide range of applications including ceramics and glass, lubricating greases, air treatment, continuous cast mold flux powders, polymer production, and primary aluminium production, but the current popularity of lithium can be attributed to an anticipated increase in demand for lithium ion batteries. The most common lithium-bearing minerals occur globally in pegmatites and granites. Spodumene [LiAl(Si2O6)] is the most desirable economic lithium-bearing mineral due to its high lithium content (theoretical Li2O content of about 8 wt%). However, lithium can also be hosted in petalite, micas, tourmaline, and phosphate minerals. In Canada there are a number of spodumene deposits in Ontario and Quebec at development stage that have the potential to help narrow the forecast lithium supply gap stemming from the widespread acceptance and use of electric vehicles. This paper discusses the beneficiation of hard rock lithium deposits, including an in depth review of the use of flotation to upgrade spodumene. A review of the use of dense media separation (DMS), magnetic separation, and roasting as means to process spodumene bearing ores is also discussed. INTRODUCTION Lithium is a soft, silver-white alkali metal with atomic number 3. As of 2015, the end use of lithium was estimated to be as follows: lithium-ion batteries (35%), ceramics and glass (32%), lubricating greases (9%), air treatment (5%), continuous casting mould flux powders (5%), polymer production (4%), primary aluminium production (1%) and other uses (9%) (Jaskula, 2014). Lithium is found in brine lake deposits containing lithium chloride and in hard rock pegmatite deposits. It can be sold in a range of product types; as mineral concentrate, brine, compound (lithium carbonate or lithium hydroxide) and metal depending on its intended end use (Goonan, 2012; Jaskula 2014). In the 1990s the United States and Chile were the largest producers of lithium globally, primarily from brine operations (Ober, 1994). Most of the lithium compounds produced over this period were consumed in the glass, ceramics and aluminium industries. In the 1980s and 1990s there were two major lithium operations in the United States: brine operations at Silver Peak, Nevada, and a spodumene mine and lithium carbonate/lithium hydroxide plant in Kings Mountain, North Carolina. The Kings Mountain operations ceased production in 1991 and were eventually dismantled in 1994. Brine operations were also active in Argentina and Chile, while the largest lithium ore deposit in the world was operated at Greenbushes, Western Australia. During this period it was predicted that major shifts in demand for lithium would come from the success and widespread use of electric vehicles (Ober, 1994)."

Leachates from gold heap-leaching mines contain selenium concentrations as high as 2 mg/L. Previous studies report satisfactory selenium adsorption by activated alumina when using relatively "clean" drinking waters. However, the findings of these studies cannot be directly applied to the treatment of mine leachate where other ions compete for the alumina adsorption sites. This study evaluated the adsorption of selenium from a mine leachate to develop design parameters for full-scale activated alumina processes. The study revealed that 68% of the selenium in the leachate could be removed by alumina at pH > 5.0. Silica adversely affected the selenium adsorption capacity. At pH values < 4, silica was poorly adsorbed by alumina and selenium adsorption was improved.

"Field observations on replacements of 12-inch constant cross-section double disc cutters in Tuzla Wastewater Tunnel excavated by an EPB TBM with 3.151 mm excavation diameter excavating hard rock are summarized. Cutter life is correlated to rock’s uniaxial compressive strength and Cerchar abrasivity index, and TBM operational parameters. Number of cutter replacements, average cutter replacement rates and types of cutter damages are summarized. The relationships between cutter life and rock properties and TBM operational parameters are analyzed by single variable regression method. Detailed analysis between chainages 1+200 and 1+982 km indicates that average cutter consumption rate is 35.7 m3/replacement (4.6 m/replacement). Cerchar abrasivity index and uniaxial compressive strength does not indicate any meaningful relationship with cutter life. Penetration per revolution and field specific energy might be used for predicting lives of constant cross-section double disc cutters. However, additional data is required to generalize the findings of this study. INTRODUCTION Cutter life / replacement and/or consumption rates in terms of cutter cost and replacement time loses is one of the most important parameters affecting excavation performance of mechanical excavators, especially of TBMs used very widely and equipped with usually disc cutters. Predicting cutter cost is a very important task in especially feasibility stage of tunneling projects. Basic parameters affecting cutter life can be classified into 3 general groups as geological and geotechnical, excavation machine (TBM) related, and operational parameters (Bilgin et al., 2013). The geological and geotechnical parameters are the most dominant ones among them. The machine related parameters should be arranged in accordance with the expected geological and geotechnical conditions for the best TBM excavation performance and minimum cost."

Response surface methodology is a well-known and powerful technique for determining optimum conditions in flotation systems. One disadvantage is the onerous task of the numerical calculations and curve platting. This paper describes a system in which the investigator simply selects the range of several flotation variables after which the design of the experiment, data analysis, generation of response surface equations, and response surface plats are automatically carried out using a digital computer and a computer-driven curve plotter. Several typical response surfaces of important variables in phosphate flotation are presented as examples. An overview of the flow charting of the system is provided in the addendum.

Along with other transportation modes, the barge industry will be greatly effected by trends in domestic coal production. Traditionally, coal has been one of the major commodities moved by barge. Now, because of events in the international energy market, coal is finally getting the recognition it deserves as a major component of the country&apos;s energy program. Perhaps even more significantly, a series of events have caused other countries to turn to the United States as a source of coal. Although the outlook for coal demand is optimistic, it will be greatly influenced by the ability of the transportation sector to handle the additional traffic. Because of our long experience in moving large quantifies of coal, the barging industry is in an excellent position to capitalize on coal&apos;s increased popularity. A brief description of the barging industry should facilitate the discussion of coal as it relates to the barging industry. Barge companies operate on a 40.23-Mm (25 000 mile) river system which includes the East and West Coasts and the Mississippi River System. Included in the Mississippi River System are the Allegheny, Monongahela, Kanawha, Ohio, Illinois, Missouri, Tennessee, Cumberland, Arkansas, Warrior - Tombigbee and Mobile Rivers as well as some smaller tributaries. The Gulf Intracoastal Waterway, which stretches along the Gulf Coast from Brownsville, Texas to Apalachicola, Florida, is also considered part of the inland waterway system.

Fall of ground accidents continue to be a source of injury in underground metal mines. MSHA accident statistics indicate that most rock fall accidents occur at a new face where drilling and blasting methods are used. Removing loose rock by scaling is imperative to removing the potential for rock fall injury. Detection of potentially loose rock could improve the scaling process and result in fewer rock falls. Infrared thermal imaging cameras were investigated as far back as 1966 as a tool for loose rock detection. Early on it was clear that sensitivity (e.g. detectable temperature increment) is a key factor in this application. Both pixel resolution and temperature resolution have greatly improved with modern instruments. This paper describes an evaluation of modern infrared thermal imaging camera technology to detect loose rock conditions at six underground metal mines in the western U.S. It was found that thermal images provide a high resolution visual discrimination between loose rock and intact rock. However, detecting loose rock was difficult in cases where the rock and ventilation air were at the same temperature. Loose rock was detected when rock was both warmer and cooler than the ventilation air temperature. Warm rock with cool ventilation air provided the best conditions for detection.

The successful technical demonstration of coarse coal slurry transportation at Consolidation Coal Company&apos;s Loveridge Mine in West Virginia suggests that it is now appropriate to seriously consider this technology in other applications, especially the transport of &apos; coal in surface mining. Early examination indicates that coarse coal slurry transport may be highly competitive with existing haulage systems, depending on a number of factors. These factors are not yet completely defined, but certainly will include production rates, coal physical and chemical properties, terrain, soil conditions, climate, water availability and quality, availability of skilled labor and other economic considerations impacting the existing haulage systems.

"Molybdenum recovery by solvent extraction has gained interest partly due to advances in concentrate leach technology. Historically, both molybdenum and rhenium have been produced using amine-based extractants with the ability to co-extract both metals. Alternatively, a phosphinic acid-based extractant (CYANEX® 600) can be used depending on the flow sheet. CYANEX® 600 selectively extracts Mo leaving Re in the raffinate, which is a valuable feature in plants which require rejection of the rhenium from the molybdenum circuit. CYANEX® 600 piloting results are reviewed and compared to commercial experiences with an amine-based extractant. INTRODUCTION Molybdenum is most commonly found as molybdenite (MoS2) in primary porphyry deposits (about 59% of global reserves) and copper porphyries (about 39% of molybdenum reserves)[1]. Recovery from molybdenite traditionally involves flotation (concentrates typically containing 85 – 95% MoS2) followed by roasting to produce MoO3. Solvent extraction is also used to recover molybdenum from acidic aqueous solutions resulting from scrubbing of roaster and smelter off gasses and leaching of molybdenite (uranium ores). Molybdenum is also frequently found in low concentrations in copper leach inventories[2]. More recently, pressure oxidation has gained interest to treat molybdenite concentrates. Molybdenum Chemistry The chemistry of molybdenum is complex with a series of extractable species existing dependent on the pH and oxidation state as shown in Figure 1.Under strongly basic conditions, molybdenum primarily exists as MoO42- while under strongly acidic conditions MoO22+ becomes the predominant species. In between, a number of isopolymolybdates such as Mo7O246- and Mo8O264- are dominant. Equations (1) – (3) demonstrate some of the proposed molybdenum equilibrium reactions[1]."

"The mines of the future present a host of challenges, which may appear exciting or daunting, depending on one’s perspective. Whether some sectors of the public recognize it or not, the demand for raw resources is not going away any time soon. In fact, it is rising, as the global population grows, urbanizes and attempts to steadily increase quality of life. Yet, at the same time that much of the highly developed world is calling for greener goods, reduced consumption and cleaner production, in other areas there are cries for clean water and sanitation, consistent energy supply, access to health care and education, personal security and support for basic human rights. The balancing act for sustainable development of our global society is, indeed, precarious and the mining community is a key player. Fortunately, many industry members have accepted this role and the responsibility to provide leadership and a solid foundation for progress. Looking ahead, we need new generations of leaders, including many mine engineers who are ready to tackle all sorts of complex problems.There are tremendous needs just for technological innovations. Increasingly tough deposits will require that the industry continues to expand scale toward “mega pits” and “super caves;” fully develop unconventional recovery techniques like in situ leaching and gasification or deep-sea extraction and seriously consider off-earth endeavors. Such work will take entirely autonomous equipment, novel separations, processing and recycling methods, and systems that can withstand extreme physical conditions, just to name a few. It will also take a level of systems integration never-before seen in the mining industry, complete with big data issues, sophisticated predecitve analytics and modeling efforts and cyber-security challenges.Moreover, increasingly complex environmental problems will require creative solutions. Addressing issues like pollution control across multiple media, emerging contaminants, optimal management of wastes, selective mining and shared use of resources between mine operations and surrounding communities and ecosystems are among the top priorities. Really, a complete paradigm shift must occur, such that the focus is on overall improvement of environmental conditions, rather than minimization of impacts. A similar shift will be required in the social realm. How can miners be safer and healthier on-site and off? How can the industry contribute to communities such that they are better off, now and longterm, for having a mine next door? How can artisanal mining practices be transformed to also contribute to sustainable development? How can the industry’s work be a factor in increasing economic and political stability? How can the public understanding of raw resources and the need for mining enterprises be improved?Given the coming challenges, there is no doubt that the mine engineers of the future will need highly diverse skillsets — meshing traditional and contemporary competencies to a degree not previously considered in mining, or most others fields. To be sure, the scope and scale of mining projects make them wholly different than most other engineering work, aside from perhaps the largest civil and urban development projects. While on-the-job experience will continue to be essential, formal education programs (i.e., at post-secondary institutions) must lay critical groundwork."

The Musaimeer pump station and outfall project (MPSO) is in Doha Qatar. This technical paper will discuss and explain the three major stages of geotechnical investigation employed. Stage one the tender geotechnical data and how this was used to design the TBM and identify various areas of risk. Stage two was the selection of supplementary geotechnical investigation methodologies. Stage three was the geotechnical investigation by specialist equipment installed on the TBM and providing further data on a real time basis as the TBM was advancing. Analysis of all the data will be provided along with the lessons learned.

Recent advances in analytical methods, experimental techniques, thermodynamic, phase equilibria and process modelling tools provide new opportunities to increase the productivity of pyrometallurgical reactors, the treatment of complex feeds and metal recoveries. Fundamental theoretical models can now be used to make a significant next step towards the development and implementation of computerised models describing real industrial processes—Virtual Reactors, and computer-aided smart-decision-making systems that may be called Pyro-GPS by analogy to GPS; these developments can facilitate knowledge-based improvement and optimization strategies. This paper addresses a process by which both the disposal and utilization of preparation plant coal refuse can be simultaneously accomplished with an attendant benefit of significantly increasing the percentage of extractable coal. A laboratory study is described in which coal refuse was successfully utilized as an aggregate in low cost concrete (coal-crete) mixes under simulated mine environments. Coal-crete specimens with compressive strengths of 14,000 kPa (2,000 psi) were consistently produced. A construction sequence and mining plans are offered for placing the low-cost coal-crete pillars in accessible areas in room-and-pillar mines so that a Substantial portion of the remaining coal pillars could be extracted. The method could be applicable in areas where mining procedures do not permit pillar extraction because of possible surface subsidence, roof problems, or other conditions. Possible structural difficulties with the coal-crete pillar support system are discussed. Using a discounted cash flow analysis, the economic feasibility of mining with the coal-crete pillar system is investigated. The cost of the coal-crete pillar system is compared to the cost of a mining system which would have less coal recovery. The analysis indicates that although at higher coal selling prices the coal-crete mining system may yield an acceptable rate of return, the alternative of leaving the coal pillars is more attractive at the present time.

Investigation of the costs of industrial accidents dates back to the 1920s. The Bureau of Mines was one of the pioneers in accident cost investigation with numerous studies published between 1928 and 1933. The bulk of these early investigations dealt only with costs which appeared as payouts on company books; that is, the direct cost of insurance premiums and the costs of medical expenses which resulted from industrial accidents. These early investigations, especially the Bureau&apos;s study of accident costs in Pennsylvania and Indiana coal mines provided the first real evidence that promotion of industrial safety pays back in dollars as well as in human life and wellbeing. In the 30s and 40s, investigations began to accumulate evidence that industrial accidents impacted more than just the direct operating expenses of a company (i.e., higher insurance premiums). The work of Heinrich pioneered these investigations, and produced strong evidence that the un¬insured costs of accidents far outweighed those costs covered by insurance. Heinrich developed and published a ratio of insured to uninsured costs of 1.4. Despite his cautionary statements about blanket application of this ratio it is used even today to estimate total costs of accidents. Simonds, in the late 40s and early 50s, extended the definitions of uninsured or indirect accident costs and developed what is now regarded as the principal method for estimating the total economic impact of industrial accidents. Simonds&apos; method served as the basis for development of the logic of the Accident Cost Indicator Model (ACIM). However, several departures from Simonds&apos; method were made to satisfy certain requirements imposed by the Bureau of Mines, and because information gathered during the course of our investigation justified a departure.
