One of the primary objectives of the Bureau of Mines solid waste utilization program is the recycling of the magnetic fraction of municipal solid waste called raw refuse scrap. In this investigation, several types of scrap of differing quality, including refuse and turnings, were melted in a 1-ton electric-arc furnace in various combinations to produce steel in noncritical (construction) grades. In-formation on furnace operation and on the behavior of tramp and alloying elements was obtained. The research showed that it is possible to produce acceptable steel from a variety of steel scrap. Although some scrap is routinely used in steelmaking, it was found that up to 50 to 55 pct of the scrap charge can be ref-use, provided it is combined with higher quality scrap. The chemistry of the steels was generally acceptable, and all of them were rolled without difficulty. The specification (ASTM 615) for the steels produced was grade 40 or grade 60, containing 0.30 or 0.40 pct C, with mini-mum yield strengths of 40,000 or 60,000-psi, respectively. Most of the steels met the specification requirements. In-formation on typical microstructures of some of the steels is included. The composition of some furnace dusts showed high levels of Sn, Pb, and Zn.

Great strides have been made in recent years to reduce the disaster potential of underground mine fires. However, mines can still be caught unprepared for a fire emergency. Fires can grow too large before they are detected, warning systems can be too slow and uncertain to reliably signal the danger, and suppression systems can be inadequate to extinguish the flames. New mining systems and equipment may create unanticipated fire hazards, and new materials may generate highly toxic combustion products. This report contains papers that summarize recent significant developments from the Bureau of Mines mine fire protection research program relating to these problems. Certain of these findings are also applicable to surface mining operations. The papers fall into the general categories of fire detection and instrumentation, fire warning, fire suppression, diesel equipment, spontaneous combustion, and toxicity analysis of combustion products.

In cooperation with the Division of Advanced Automotive Power Systems Development, Environmental Protection Agency, the Bureau of Mines studied a conventional spark-ignition engine as a prime mover for use in a hybrid system. The study involved both steady-state and transient engine operation with ignition timing, air-fuel ratio, exhaust gas recirculation, oxidizing type catalytic converters, engine speed, and power output as variables. Data were obtained from two 1971 model 350-cubic-inch-displacement engines mounted on engine dynamometer stands. When the hybrid engine was operated with an oxidizing catalyst at power output levels required for a 4,000-lb curb weight hybrid vehicle, carbon monoxide and hydrocarbon emissions could be reduced to approximately 2.0 grams and 0.3 gram per brake horsepower-hour, respectively. With exhaust gas recirculation, oxides of nitrogen emission levels could be reduced to approximately 1.2 grams per brake horsepower-hour.

Nineteen quarry blasts were instrumented with particle-velocity gages mounted in a uniform soil overburden, back of one face in a quarry in Iowa. Three components of particle velocity, radial, vertical, and transverse, were recorded at each of eight stations back of each blast. Distances from blast area to gage stations ranged from 150 to 3,000 feet. Eleven of the quarry blasts employed millisecond delays, and eight were instantaneous blasts. Charge weight per hole was 200 pounds, and the charge weight per delay interval, including the instantaneous blasts, ranged from 100 to 3,000 pounds. Analysis of the data from these tests shows that the particle velocity, V, produced at distance, D, by a quarry blast of charge per delay interval, W, can be represented by an equation of the form, V=KWb D-n, where b and n are exponents, and K is the intercept constant which is a measure of the level of vibration. The value of K for a millisecond-delayed blast employing one hole per delay interval is about 42 percent larger than the value of K for a single-hole blast. The value of K for a multiple-hole milli-second-delayed blast is about the same as that for an instantaneous blast when the charge per delay for the millisecond blast is equal to the total charge for the instanteneous blast. The vibration level from millisecond-delayed blasts employing one hole per delay is shown to be independent of the length of the delay interval and the number of delay intervals over the range of the variables tested: 9, 17, and 34 milliseconds and 3, 7, and 15 delays per blast.

The natural marine environment can be divided into four basic categories: the air-sea interface, the water zone, the seafloor, and the subbottom. Efforts are being made to accumulate data to delineate the conditions in each of these areas and to conduct engineering studies which will determine how these environmental parameters affect the mining process. Laboratory facilities have been constructed and equipment and techniques for scientific data collection and laboratory research have been developed. Major emphasis is being placed on studying the subbottom material. The objective of this emphasis is to study the engineering properties of marine placer deposits in order to assess their influence on the design and performance of the various mining subsystems involving penetration, excavation, transportation, and disposal. Presented are the results of engineering properties tests on a placer simulant which is currently being used for model and prototype testing of coring tools. The effect of these engineering properties on penetrability, core recovery, and sample recovery is discussed.

Three long horizontal holes were drilled from a directionally drilled sur¬face hole at the Emerald Mine near Waynesburg, Pa. The purpose was to adapt the technique of directional drilling for use in draining methane from coalbeds. A 504-m (1,652-ft) long, 76-mm (3-in) diam¬eter, circular arc pilot hole was drilled, using a downhole mud motor, to enter the Pittsburgh coalbed at a verti¬cal depth of 305 m (1,000 ft). The hole was reamed to 222 mm (8-3/4 in) and was cased to a measured depth of 486 m (1,595 ft). Three 76-mm (3-in) diameter horizontal drainage holes were then drilled, totaling 2,909 m (9,544 ft) of horizontal hole. Improvements in drilling methods increased the average drilling rate from 20.4 m (67 ft) to 64.9 m (213 ft) per day. The cost of drilling the directional and horizontal holes (using a Government-owned drill rig) was $1,169,530, a figure inflated by inexperience and by delays caused by lost-circulation problems and fishing operations. An estimated total drilling cost of $960,000 (including rental of a drill rig) for an improved system, was determined by a detailed cost analysis. Initial gas and water production from November 1979 through May 1980 was low because of caving of the horizontal holes drilled in shale near the bottom of the casing.

Operating variables affecting the efficiency of the basic oxygen furnace (BOF) and the level of contaminating elements in the steel product were investigated by the Bureau of Mines. Steel was made in a 400-lb-capacity BOF designed to rotate on its vertical axis to increase the area of hot metal surface subject to oxygen attack. Hot metal for the BOF was made by melting pig iron and scrap in an 18-inch (ID) cupola. The variables were BOF speed of rotation, rate of oxygen flow, number of jets and angle at which they were machined into the oxygen-lance tip, temperature of hot metal, reactivity of lime, and temperature of scrap for the BOF charge. Experiments were arranged according to a two-level fractional-factorial design. The effects of the seven variables were evaluated for 13 responses. The greatest ingot yield occurred while using the larger angle lance tip and jets. The most carbon burned per unit volume of oxygen resulted from rotating the BOF and using the smaller angle lance tip. The largest sulfur transfer to the slag occurred at the higher hot metal temperature levels and higher rate of oxygen flow.

The Rare and Precious Metals Station of the U. S. Bureau of Mines has investigated several cases in which widely divergent amounts of molybdenum were reported by a number of custom laboratories to which quartered portions of the same sample had been sent for analysis . On an oxidized lead ore containing considerable vanadium and a little molybdenum , the amount of the latter reported ranged from 3.14 to 0.24 per cent M003 . The high results were due to the fact that vanadium was estimated with , and reported as , molybdenum . When analyzed by the method described in this paper , 0.15 per cent Moog was found, which is a fair agreement with the lowest figure previously reported . In another and more unusual example , a fine- grained rock containing considerable graphite was submitted for analysis . As a white residue could not be obtained by treating this material with acid , several chemists decomposed the ore by a prolonged fusion with soda ash and nitre and leached the melt with hot water in crder to insure the dissolution of any and all the molybdenum present . After precipitating and filtering the silica from the solution , acetic acid , ammonium acetate , and lead acetate were added to precipitate lead molybdate . The solution contained phosphorous derived from the ore , which precipitated as lead phosphate . The latter was mistaken for , and reported as , molybdenum. As two different chemists used essentially the same procedure , their results , although incorrect , checked . Other chemists using different methods found no molybdenum . From these and other instances it is evident that reputable and conscientious assayers may make serious errors in determining molybdenum, and even duplication of results by different chemists does not necessarily insure against error . The elements most likely to cause trouble are vanadium, tungsten, uranium , arsenic , antimony , titanium, tin , phosphorous , and chromium . The precautions necessary to eliminate these and other impurities vary with the type of ore and the method of analysis . Most texts present methods of limited application and omit or fail to emphasize adequately such precautions . No one method can be given that will best fit every case , but the following procedure has been selected as being the simplest reliable method for such occasional determinations of molybdenum in an ore as are encountered in customs work.

"INTRODUCTION In previous reports 5 results were given of a manhole investigation carried out over a period from June 1929 to July 193C in cooperation with the Edison Electric Illuminating Co. of Boston. Mass., and during 1931 in cooperation with the Edison Electric Illuminating Co. of Boston and the Boston Consolidated Gas Co., to determine the general hazards of combustible gases and vapors in manholes and other underground openings owned by the Edison Electric Illuminating Co. and to develop methods of eliminating these hazards. These investigations have demonstrated that the detection, control, and elimination of combustible hazards in manholes can best be obtained by a close cooperation of the interested parties through a systematic and continuous inspection of manholes, under proper supervision.The investigation carried out during 1932 has been along lines similar to those conducted during 1929, 1930, and 1931 test crew consisting of two men, one an employee of the Consolidated Gas Co. and the other an employee of the Edison Electric Illuminating Co., was continuously employed during the year in the testing of gases in manholes served by the Edison system. The test crew was under the direct supervision of John Campbell, superintendent of the special service department of the Edison Electric Illuminating Co., and F. M. Goodwin, vice president of the Consolidated Gas Co.As in the previous investigations, all tests were numbered. The test-data sheets, on which the information regarding the tests was recorded, were prepared in triplicate, ono copy going to the Edison Co., one to the gas company, and the third to the Bureau of Mines at Pittsburgh, Pa. These test-data sheets were then filed (1) according to the town, (2) the street location, and (3) the manhole number; in this way a complete record of each manhole tested was immediately available. A typical test-data sheet was given in the 1931 report. These data sheets were found to entirely satisfactory and no changes were made during the 1932 investigation. The procedure of sampling manhole atmospheres, shipment of the samples to Pittsburgh, and method of analysis has been the same as that described in the 1931 report and need not be repeated here. Likewise, there has been no change in the method of calculation of explosibility of the samples analyzed or the use of charcoal filter tests given in appendix A."

"There has been much writing and argument on the subject of giving bonuses to miners, quarrymen, metallurgical and chemical workers, and others as a stimulus for safe work and for work safely done. Theoretically, everyone should be careful and should not need monetary or any other type of encouragement for the prevention of accidents; as a. fact, few people are careful, and this is primarily the reason way many if not most accidents occur. A bonus, however, is not simply money given away by an employer; it must be earned, so to speak, before it becomes due; in other words, if the standard established is not reached, no bonus is paid, and in many cases some disciplinary action is taken.The United States Bureau of Mines Is asked from time to time for suggestions for rewards to mine workers who have a good attitude toward working safely or who need some stimulus to cause them to make greater or more earnest efforts toward safety for themselves and their co-workers. A recent inquiry prompted the collection of data on some safety bonus systems from reports of this bureau's field engineers and others, and some of these Now given. Bonus practice at both coal and metal mines is included because a system used at metal mines is generally adaptable to coal mines; in fact, in numerous cases, bonus systems recently started at some coal mines are based on systems in vogue and giving satisfaction some metal mines; in-some instances, also, metal mines have been able to get good suggestions from coal mines or from the cement or petroleum industries. it .should be understood that a bonus, even as applied to the encouragement of safety, does not necessarily mean payment of money; in fact, some successful bonus systems have in them no direct money exchange; hence, the bonus as treated in this paper is that defined as ""Something given in addition to what is ordinarily received by, or strictly due to, the recipient.""Acknowledgment is given here to members of the safety division of the Bureau of Mines who sent in some of the information here presented; to the Engineering and Mining Journal and Mining Congress Journal, from which some items were abstracted; to various mining officials who gave data in one form or another; and to M. von Bernewitz, of the United. "The prevalence of accidents in the coal-mining industry has prompted a study of the workmen's compensation laws of the various States and the statistics of accident costs, for the purpose of explaining to operators how the compensation laws are regulated and to show the cost of accidents.The subject of compensation laws and accident costs is by no means new, but the prevalence of coal-mine accidents would indicate that the mine operator in general is not thoroughly conversant with their importance. Unquestionably, compensation laws are a large factor in promoting accident prevention, and it is believed that a greater measure of success would be accomplished in preventing accidents if all mine operators were fully aware of their important bearing on the cost of production.Many operators seem to be indifferent to accident occurrence; possibly they do not real¬ize the seriousness of the accident hazards that exist in their mines, even after the hazards are brought to their attention. There is no question that material financial advantages are to be gained by the prevention of accidents and it would appear that when these advantages are thoroughly understood, operators would be anxious to eliminate, insofar as is feasible, conditions likely to cause accidents.The unsettled state of the mineral industry and the irregular operation of mines during the past several years has probably been an important factor in influencing the apparently indifferent attitude of the operator. The chaotic conditions in the mining industry and especially in coal mining are unquestionably a factor that tends to increase accidents, just as mine idleness increases roof hazards and results in deterioration in mechanical, electrical, and haulage equipment, and promotes disorganization of the personnel. During such times greater efforts should be exerted toward the prevention of accidents because of these increased hazards and of the financial advantages brought about by the various savings to be effected when mine accidents are held to a minimum.This report on accidents in the coal mines of Pennsylvania was made possible largely through the cooperation of William J. Maguire, director, Bureau of Statistics, Pennsylvania Department of Labor and Industry, and Rush N. "Agglomeration processes and agglomerate characteristics are largely controlled by the forces of interaction between particles. The nature and typical magnitude of these interaction forces are evaluated relative to the external forces commonly present in agglomeration systems. The specific roles of the interaction forces in the various stages of agglomerate formation and growth and their effects on the integrity and mechanical strength of agglomerates are briefly reviewed. Because the interaction forces affect different aspects of agglomerate development in different ways, conflicting requirements can arise. Examples of such conflicts are given and used to demonstrate the importance of evaluating the effects of interaction forces etc., in the context of the overall agglomeration process and its ultimate objectives.INTRODUCTIONThe term agglomeration is generally used to refer to processes whereby discrete particles are caused, or allowed, to associate into clumps in which the individual particles retain their identity but are held together by relatively weak, usually physical forces. Various other designations are given to these processes, depending on the specific circumstances under which agglomeration occurs. The terms balling and pelletizing are often used to describe agglomeration in dry or semi-dry powders; coagulation and flocculation are used to refer to agglomeration of particles dispersed in fluids. Common to all of these cases is the fact that the formation, growth and integrity of the agglomerates depend primarily on the forces acting on and between particles. The same forces are, of course, responsible for manyaspects of the behavior of colloidal systems and their study and evaluation constitute the,basis for colloid and interface science.FORCES ACTING ON FINE PARTICLES AND AGGLOMERATES It is convenient to classify the forces acting on and between particles into two general types: external forces and interaction forces. It should he recognized, however, that a sharp distinction is not always possible.External Forces Gravity and inertial forces act on all particles and their magnitude is proportional to particle mass, i.e. they vary with the cube of particle size. Such forces are oftensignificant for large agglomerates but may be negligible for individual, fine particles.Hydrodynamic (""drag"") forces are important, for particles suspended in fluids. For very small particles, the drag force is directly proportional to size (Stokes' Law) while for very large particles or agglomerates it varies with approximately the square of size (Newton's Law). A useful procedure for estimating drag forces over a broad range of particle sizes and physical conditions has been given by Concha (1)."

This information circular is one of a series describing mining methods and costs, being published by the Bureau of Mines. The Sunbright mine of the Foote Mineral Co. at Sunbright, Va., is the southernmost underground limestone mine in the State. It is a comparatively recent operation, and a description of its rapid development to production stage may have particular interest for the limestone-mining industry. It is of interest to know how to obtain as high an absorption efficiency as possible from a CO2-absorption canister used in closed-circuit breathing apparatus. In this study the Bureau of Mines found that varying the bed depth and the cross-sectional area of a canister changes its absorption characteristics. In tests using four ,1 rectangular, variable-depth canisters with different cross-sectional areas, the Bureau found that, given a constant weight of the chemical absorbent, LiOH, and a constant COa input, the canisters with a greater cross-sectional area reached C02 levels of 0.5 volume-percent in the effluent gas sooner than did the canisters with a greater bed depth. However, resistance to flow through the canister increases with bed depth, and a trade-off is inevitable. It was anticipated that the efficiency of a canister would increase with increasing intergranular air space approaching the tidal volume of the breathing waveform and then level off at some point under 100 percent. This postulation was partially substantiated. Cylindrical and radial canisters were also tested and compared. It appears that shape is not as important a factor in absorption efficiency as bed depth, since neither canister differed significantly from the rectangular canisters with regard to absorption efficiency values.

"INTRODUCTION AND CONCLUSIONSThe first three reports of investigations 5/ in this series, pertaining to the investigation of stemming at the Mount Weather Testing Adit dealt with the dust produced by blasting, the effect of stemming on gases generated by blasting, and the relative advantages and disadvantages of different types of stemming and no stemming when used with 60-percent ammonia gelatin dynamite.This report covers an investigation of the length of stemming material through which a primer will fire and detonate a charge of dynamite, such as a missed hole.The practice of drilling a new hole a foot from a missed hole to blast out the missed hole should be prohibited. It is dangerous, as is evidenced by the number of miners killed through drilling into missed holes. It is even more hazardous in a mine on a multiple-shift basis, in which the same miners do not drill succeeding rounds."

The Bureau of Mines has conducted research to determine whether the total elapsed delay time for blasting bituminous coal in underground mines could be safely expanded beyond the present 500-ms limitation without igniting a methane or methane-coal dust atmosphere. The results indicated that the increase of total delay from 500 to 1,000 ms had no detectable effect on safety relative to incendivity as long as permissible practices were observed in all other aspects. Research was also conducted to evaluate the safety of 18-in hole spacing for delay blasting in coal relative to misfires. For a variety of permissible explosives, misfires were observed for about 50 pct of the holes at 18-in spacing. Based on this observation, the Bureau has recommended that the new regulations prohibit hole spacings of less than 24 inches in underground coal mines. Misfires were also observed for 24-in spacing, but the number of misfires and test shots was too small to sup- port any firm conclusions.

Accidents occur when least expected, from sources that we rarely anticipate and with outcomes that can vary greatly. Anyone who has ever been involved in an automobile accident knows, the transition from driving comfortably and safely down a highway to being involved in a potentially life-threatening situation can occur in a heartbeat. Accidents on the job are no different. The mining industry has a relatively small number of electrical injuries, compared to industries such as construction or agriculture, due to the small total employment in mining. Mining does, however, have one of the highest occupational electrocution rates of any U.S. industry, at 2.8 for every 100,000 workers per year. This is approximately four times the average for all industries. Data from the Mine Safety and Health Administration (MSHA) shows that 75 electrical fatalities occurred in the mining industry between 1990 and 1999. Of these, at least 17% involved high-reaching mobile equipment that contacted overhead power lines.

Table XXXIII itemizes the cost associated with the installation of an irrigation system and the application of latex and water in the three experimental areas at Lanse. There were no external labor charges (non- Research Center) except for the installation of the water meter. Cost of pipe and fitting are high because long lines were required at each of the three different locations; these costs were minimized by using plastic instead of metal pipe. Fifteen of the seventeen drums of latex received were used, five drums for each area. [ ] In tank-car lots latex would cost about $0.25/lb so that raw material cost for a 4000 lb/acre application would be in the range of $1,000 per acre. Equipment costs for setting up and irrigation are sensitive to size of area to be irrigated, design of system, and availability and cost of water. A realistic range is estimated to be between $200-500/acre.

The move toward partial pillar extraction versus full pillar extraction has necessitated a new approach to underground section stability. When pillars are mined too small to support the weight of the overburden, they will, in some cases, remain stable for a considerable period; in other cases, they will collapse unexpectedly and violently. There is no discernable difference between the pillar safety factors of the failed and stable cases. The explanation lies in the characteristics of the overburden layers. A method is proposed that recognizes the overburden characteristics in the evaluation of stability. Two stability factors are calculated: one for the pillars, the other for the overburden. Using this method, it is possible to make use of the bridging capabilities of overburden layers to prevent pillar collapse. It is possible to scientifically design partial pillar extraction layouts that will be safe. Using energy considerations, it is also possible to prevent violent failure of pillars.

THIS CHAPTER of the Minerals Yearbook contains injury experience and related employment information for the coal-mining, coking, oil and gas, peat, and native asphalt industries in the United States for 1962. Injury experience is measured by the number of injuries sustained per million man-hours of exposure in each industry. No attempt has been made to combine these data and present rates reflecting the mineral-fuel industries because the hazards of the separate industries are not comparable. Tabulations showing the trend of injuries and employment for all mineral industries are presented in volume III of the Minerals Yearbook. COAL The injury-frequency rate for the coal-mining industry of the United States increased less than 2 percent, according to reports received by the Bureau of Mines. The number of fatal and nonfatal injuries per million man-hours in 1962 was 45.86, based on final data for anthracite mines and preliminary data for bituminous coal and lignite mines.
