This paper describes the design, construction and performance of sill pillars using cemented development mullock at the Crusader Gold Mine. The orebody is some 35 m - 60 m in length, 5 m - 8 m wide, dipping at 60¦ - 85¦ and plunging at about 40¦ to the north. It is accessed via a footwall decline. The ore occurs at the contact between basalt and ultramafic. This contact is characterised by shearing and alteration; and is prone to unraveling failure. The cut and fill mining method at Crusader extracts 25 m high ore blocks in four flat back lifts and one 8 m thick crown pillar. To enable full recovery of these high-grade crown pillars with minimal dilution, a 5 m thick sill pillar is constructed using cemented rock fill (CRF), after mining of the bottom two lifts in each block. Uncemented development mullock is used as rock fill (RF) for subsequent lifts. Development mullock and cement/water slurry is mixed underground to produce CRF. The fill is transported to the stope in LHDs and dumped on the floor. The sill pillar is advanced progressively, with compaction provided by the loader driving over the previously placed fill. Old jumbo rods are installed as shear pins along the flat dipping hangingwall to reduce the risk of rotational failure of the pillar. A fan of cable bolts is installed into the hangingwall to prevent unraveling failure in the sheared ground. Buffer blasting is used to minimise damage to the CRF sill pillar when the crown pillar below is extracted. At the time of writing, extraction of the crown pillar underneath the CRF has taken place at the 930 stope. The crown pillar was extracted successfully with dilution from the backfill and hangingwall minimised and 98 per cent of the gold recovered. This compares with pillars that were mined beneath uncemented backfill where only 70 per cent of the gold was recovered and where there was significant dilution from the backfill and from hangingwall failures. Where no CRF was placed, there were also numerous production delays caused by large rocks from the hangingwall blocking the stope brow.

A 3D, PC based computer program is currently under development by Blasting Analysis International, Inc., to analyze the kinetics of full scale blasts with two or more high-speed motion picture cameras. Todays common approach of utilizing only a single camera system can, in some cases, lead to great errors and erroneous conclusions when motion is assumed to be in a predefined plane of motion. CMe phrase, "What you see is what you get, it no longer true in 3D."). This is especially true in blasting environments which exhibit complex and/or predominant structural geology. The 3D system eliminates this problem, and includes automatic corrections for vertical and horizontal camera optic axis orientation, dimensional controls, lens distortion, field set-ups, projection imaging and digitized inputs. The only information required is the surveyed or known coordinates of at least six non coplanar points in the field of view. Motitn from each camera view is then digitized, transformed through a direct linear transformation, and processed with the 3D software, which also automatically time matches the data, even when the high-speed cameras are operated at different speeds. Eleven calibration constants are generated using an overdetermined system of linear equations to output the true 3D coordinates of motion in the time domain. Applications for this 3D approach are not restricted to just analyzing the kinetics of a blast. The system is sufficiently flexible to allow an accurate, quick and economical method of bench face profile analysis, generate muck pile profiles and estimate volumetric calculations. The recording systems for these applications can be common 35mm still photography and/or video equipment. It is envisioned that this system will soon replace expensive laser surveying systems at a fraction of the cost in the near future. It is also an excellent system to accurately quantify drill pattern layouts and the spatial locations of each blasthole. This information is required for generating single hole based synthetic seismograms to accurately predict the vibrational outputs of full scale blasts. In terms of litigation concerning claims resulting from blast induced ground vibrations to structures, the system is proving to be an excellent and economical method of performing pre-blast surveys where differential settlement is suspect.

Hematite ore has been mined in the Southern Middleback Ranges as blast furnace feed for the steelworks at Whyalla, by what was then BHP, since 1991. With the floating of BHP Integrated Steel as OneSteel in 2001 and the subsequent loss of key mining personnel, breakdowns in grade control methods and procedures occurred. These were compounded by changes in orebody characteristics and grade distribution leading to poor reserve recovery and poor grade control, both which resulted in loss of control of ore specification and severe deviation from the mining schedule. As a result, a total review of grade control, mining method and scheduling procedures was undertaken as well as a review of contractor quality assurance. It was found that sampling methods were poor and unrepresentative, grade control blocking processes were outdated and did not reflect the geology of the deposit, the ore mining method was outdated and did not respect the geometry of the orebody, reconciliation methods were being completed globally and were not reflective of individual areas of the deposit, and that deviations from the mine plan were occurring due to access to high-grade areas outside the schedule in order to bring stockpiles back on grade. Based on these findings, updated sample splitter systems were fitted to drill hole rigs, double bench sampling was implemented (2 + 4 m samples as opposed to 1 + 8 m sample) and a three-dimensional cellular grade control system introduced to better reflect the geology and orientation of the deposit. At the same time ore mining was changed from front end loaders mining on 8 m benches to excavator mining on three lifts on 8 m benches; this aided selectivity and respected the geometry of the orebodies aiding cleaner recovery. Reconciliation is now completed on a blast-by-blast basis, which allows for quick and easy identification of poorly performing areas of the resource model that can then be incorporated back into resource model updates. Regular daily and weekly meetings are also held with emphasis on the mining schedule to ensure no deviation from the schedule in the long term. These improvements have resulted in a lift in reserve recovery both globally and locally associated at the same time with improvement in grade.

When ore is being selected from a regularised block model, a common procedure is to accept as ore any block whose iron content exceeds a cut-off value, and whose content in each contaminant analyte is below an appropriate cut-off value. This method defines a quadrant within the multidimensional analyte space, such that any block lying within the quadrant is accepted as ore and any block lying outside the quadrant is rejected as waste. The cut-off levels can be adjusted to maximise ore tonnage at a target grade (or analyte vector). When the method is applied to a project comprising multiple pits with systematically differing grades, it is found that ore tonnage at target grade is maximised if different cut-off quadrants are used for the different pits. This is apparently illogical, because it implies that an ore block from one pit may be accepted as ore, but an identical block from another pit is rejected as waste, even when ore from both pits is to be blended into the same product and there are no production cost differences between the pits. The paradox is an example of the ætheory of the second bestÆ: if there are multiple conditions for optimality and one condition is broken, then obeying the other conditions may not be the best policy. The problem lies with the quadrant cut-off method, which is shown to be inconsistent even for selecting ore from a single pit. A criterion that is inconsistent cannot be optimal. It is shown that a linear composite cut-off function provides maximum ore tonnage, and that a single composite cut-off criterion is consistent and optimal over multiple pits. Further, it is shown that a composite cut-off function not only maximises ore tonnage at a specified composition, but also can be used to select ore so as to maximise project value, if marginal costs and values are available.CITATION:Everett, J E, 2013. Rock cutting excavation technologies and particularly continuous excavation technologies, can offer benefits in the areas of reduced costs, higher revenue and increased safety in a variety of mining situations. Non-explosive rock excavation technologies for example, can deliver significant benefits in the areas of dilution and improved ground support (no overbreak). This paper is an attempt to focus on the development and future of alternative rock breaking technologies and to provide some insights as to why and how we should proceed in this direction. The market size for underground hard rock excavation technologies is examined. A short review of the evolution of various rock excavation technologies in terms of cost and production rate is given and a summary of the state-of-the-art technology is presented. Mechanical excavation technologies (TBM) have very high production rates compared to D&B and the gap is widening, however, they have not been successfully applied to mining applications. Operating costs for mechanical and D&B systems have been dropping over time, however, D&B costs are the lowest. Given the current state of knowledge it appears that with regard to hard rock underground metalliferous mining that R&D efforts should be focussed in the following areas - disc cutter tool development (materials and design; operation; presentation to the rock surface), hybrid cutting systems (consisting of water jets and disc cutters) and development of pressurised hole breakage technologies. It is also possible that two techniques known as the pulsed laser and pulsed water jets may have some potential. The generally agreed specifications for a widely applicable underground hard rock excavating machine are - disc cutter based, a minimum production rate of 100 t/h, be flexible, manoeuvrable and deployable, weight of less than 100 tonnes and be economically competitive with D&B in rocks over 150 MPa UCS. Such a machine would seriously challenge the position of conventional D&B in a wide range applications and provide some of the benefits of mechanisation and automation that the mining industry is pushing so hard for. However, technology developments in the D&B area are not static and hence the target is moving and is increasingly difficult to overtake.

Industry, especially extractive industry, must now give serious attention to the impact its operations have on the natural environment and on the economic, social, and cultural context within which it operates.   While this obligation is statutorily managed, there has been a recent shift towards a culture of self responsibility. Industry is now talking about earning its ôsocial licence to operateö and the importance of maintaining the ôtriple bottom lineö, thus adding environmental and social performance to the usual financial criteria used to measure organisational performance. The social context within which companies operate has also become more sensitive with industry responding to a growing public expectation that it conduct itself in a way that strives for sustainability by operating and developing in a way that meets the needs of the present without compromising the ability of future generations to meet their own needs.   There are glowing accounts of industries engaging and collaborating with the communities within which they are based. In amongst these are also some disasters which result from cultural assumptions, industry created dependencies and the failure to attain community buy-in despite significant investment by the industry involved.   There are also remarkable stories of communities, and action groups within communities, being a significant catalyst for positive change of their natural, cultural and social environment. In amongst these stories there are also accounts of long and drawn out battles; adversarial situations where no one wins; a litany of mistrust, tricks and tactics, with the better resourced party ultimately achieving its primary objectives at the cost of the other (and at the cost of any potential fruitful, mutual relationships).   So what makes the difference in achieving the positive rather than negative outcomes? The answer lies in the way the outcomes are achieved. Building relationships based on good communication, respect for divergent views, mutual understanding, and the development of trust and empathy, makes it possible to identify shared goals and objectives that best meet the needs of all parties.   Research indicates the mining industry is making good progress in developing policy and commitment to community development and engagement but that, ætranslating commitments into improved practices at the site level remains one of the industryÆs toughest challengesÆ. (Australian Government - Community Engagement and Development Handbook October 2006 @ page 49.)   This paper considers the merits of a process of community collaboration and what it has to offer in terms of meeting that challenge.

A mineral systems approach was used to interpret precompetitive airborne mineral mapping geoscience data for iron oxide copper gold (IOCG) exploration in the Starra area, Eastern Succession, Mount Isa Inlier. Selected minerals were chosen to map possible source rocks/fluids as well as intersecting structural/fluid pathways that could have transported mineralising fluids into domains of contrasting rocks/fluids where there was potential for physicochemical gradients to precipitate metals. Ferric and ferrous iron contents and white mica abundance were useful mineral criteria to identify theMount Dore Granite of theWilliams-Naraku Batholith as a potential source of æoxidisedÆ fluids rich in Fe, K and potentially Cu-Au. The Mount Dore Shear Zone (MDSZ) intersects the western margin of this granite with the highest contents and changes in composition of the white mica are peripheral to this contact within the granite. This together, with the fact that the entire N-S length of the MDSZ in the study area (~16 km) is abundant in white mica are evidence of K-rich fluids had preferentially moved along this pathway. To the south, the MDSZ intersects a domain comprising massive ironstone bodies as well as numerous graphitic horizons. This interpreted æreducedÆ domain is well mapped using the æopaqueÆ mineral products, as well as by white mica, which is pervasively developed and extends 2 km either side of the MDSZ fault into the meta-sedimentary sequences. The chemistry of this white mica also changes progressively away from the MDSZ, becoming more Si-rich (longer wavelength) towards the contact with massive ironstone bodies in the west and the graphitic units in the east, both of which represent sites of known Cu-Au mineralisation. Beyond these contact zones of interpreted æoxidised fluidsÆ with reduced rocks/fluids, there is either a rapid change to Si-poor white mica and/or no white mica developed, ie major æchemicalÆ gradient change. These mineral mapping results provide evidence for a direct link between possible source rocks and sites of IOCG metal deposition as well as extending the associated alteration zonation which had previously been mapped/published at the metre-scale to the kilometre-scale. The Malvern Hills coal project is now in an advanced stage of development with the stripping of overburden from above former underground workings in which a 3 m seam of subbituminous C coal with very low ash and sulphur was previously mined. The main seam dips at 45¦ to the south-east, along with other adjacent potentially recoverable thinner seams, and the strike extent of past coal mining in the Malvern Hills approaches 10 km with most extraction by underground methods. Overburden and interburden is predominantly weak mudstone, with only very minor sandstone, whilst a 1 - 2 m thick veneer of Last Glaciation loess covers the area. The coal product from the present mine site will supply the local industrial market, with production planned to peak at about 20 000 tpa. Settling pond design has been based on several different approaches, including an estimate of likely inflows from the contributing catchment of about 5 ha under predicted storms having a ten year recurrence interval. A pond of about 1000 m2 in area has been constructed with its invert in mudstone bedrock, and soil slopes have been lined with lime-stabilised clayey loess silt incorporating a gravel armour layer. The pond outflow takes place via a 2 m high 1.8 m diameter concrete dewatering tower, with a skimmer arrangement to lower the pond by approximately 500 mm between storm events. The overflow water discharges to the main stream above a natural wetland, which will act as a secondary polishing pond, and this is to be enhanced in conjunction with the neighbouring forestry company. Discharge consents specify turbidity and pH as the controlling criteria, and both will be monitored at the settling pond discharge point as well as at the entry to the main stream. Investigations to date indicate that the pH of water exiting from previous underground workings is in the range 6.8 to 7.2, and that acidic drainage will not be an issue with this mine site. No dispersive clays have been identified in assessing the overburden and batter materials, although erosion during storm events is expected and all drains will ultimately be routed through the main settling pond to ensure adequate control of runoff-generated sediment. Reestablishment of vegetation on cut and fill batters remains a priority, and ongoing monitoring will ensure satisfactory long-term performance of the pond system.

According to the Australian Bureau of Statistics, fatalities from road transport accidents represented an average of over 97 per cent of all transport related accidents between 1997 and 2002. With increasing traffic density, tunnels are becoming a more viable means of providing alternative travel routes to ease areas of congestion in the road transport network. However, unlike open road conditions, a fire incident in the confined space of a tunnel environment may impact upon many users that are remote from the incident location. In this context, designing for an appropriate level of safety in tunnels is therefore an important consideration for achieving consistency in the life safety measures for users of the road transport network. Unfortunately, like fire safety engineering design for buildings, there are presently no clear measures in the design processes to assess the adequacy of the design in terms of attaining the level of safety implicated in the design objectives. This is partly due to the indeterminate nature in which the design objective or the level of performance measure is stated û the intent of the objective is relatively clear but the measure of it is not. Another reason is the lack of a standardised procedure for determining the critical design variables affecting life safety. This is important to ascertain consistency in the use or adoption of the important parameters for design. This paper looks at the processes involved in the fire engineering design of road tunnels that are currently practised. A review of the design processes for fire safety in road tunnels is provided, which includes the range of fire scenarios in a tunnel environment, the traffic flow and composition, the relevant fire protection systems, the ventilation and smoke control system, the egress provisions and the benefits of incorporating fire brigade intervention. A simplified risk assessment approach is developed for a typical road tunnel to assess and evaluate the impact of a range of design parameters on life safety. Using a sensitivity technique, the important variables are then identified and means of reducing design variations associated with them are recommended. The technique may be further refined for use in the development of codes or guidelines in order to develop a suitable means of deriving more consistent design values, and hence achieve better consistency in the overall level of safety in the design.

Industry has a very special request to make. Environmental issues must not be allowed to become a factor of competition so that nations or individual industries can gain economic advantages for themselves by encroaching unduly upon the environment. An international harmonisation of the demands imposed on specific industries and industrial plants where discharges are concerned is therefore essential. The same applies to any to any action contemplated against noxious products. An important step towards that goal is no doubt represented by the United Nations Conference on the Environment scheduled for 1972. Conclusions: Australia must recognise its responsibilities in an inter- national movement to control pollution. It must react on a national scale to a problem which is threatening our whole national environment. To gather, collate and coordinate the information needed to ensure policies which strike a balance between conservation and development, we must look towards the Commonwealth to coordinate the activities of its own instrumentalities and those State and independent bodies working in the area. Financial aid must be provided to stimulate research and later to ensure that environmental protection policies are observed. These policies will be founded on social economic theories which will be both practical and sound, The United Nations conference on the Environment is scheduled for 1972 and in this is the opportunity for international cooperation. Cooperation in the field of controlling legislation and the collection of much needed data. There is an imperative need to assemble facts for world use - an international know-how bank which acquires the most sophisticated technology of process design and waste purification. Arising out of this Conference, is it too much to expect that there could be established an international authority for environmental control, whose activities are governed on a multi-national basis? Such an organisation would have as its primary concern the collection and classification of official regulations, as well as the sheer collation of data to permit economic evaluation of the costs of conservation of the environment. There is an international scope with different factors involved, including industrial technology: in other words, the concrete measures taken against industrial pollutants ought to be more or less identical for similar industries irrespectives of the countries in which they operate. The assembling of an international common foundation of knowledge is imperative so as to acquire the most sophisticated technology of process design and waste purification available for all who are interested.

Since the 1970s we have seen a marked corporate response in terms of the environment. In part this has come from regulation but it has largely come from stakeholders and the community. We now see a similar trend towards sustainability. The Brundtland (1987) definition of sustainable development provides a direction for advocates: the advance of human prosperity in a way that does not compromise the potential prosperity and quality of life for future generations. In my view its three essential components are: economic, environmental and community. The Global Mining Initiative and the contributions to the Rio World Summit and the Johannesburg World Summit on Sustainable Development indicate that sustainability is being taken very seriously by the mining industry. But does the minerals industry really embrace sustainability as they claim? There is a view that in reality sustainability is a non-event and that the triple-bottom line approach is only a convenient catch-cry for companies who are actually focussed very strongly on the economics part of the equation. Chemical engineers are showing a strong trend to more sustainable practices and the chemical industry has shown real commitment to research into developing sustainable processing systems. This requires a framework for thinking and design and the chemical industry is demonstrating true innovation as it moves towards æno wasteÆ technologies. Whilst there are limits to the rates of change that can occur the minerals industry should also be moving in a much more determined manner towards the notion of processing of products designed for whole-of-life cycle û with minimum/no waste. But is the minerals industry just paying lip service to the importance of research to sustainability?Several common themes influence the science and innovation agenda in Australia, which will affect the development and adoption of innovations by AustraliaÆs minerals sector. First is the well-proven link between peer-reviewed scientific excellence and commercial application. Second is the rise of multi-disciplinary Mode 2 research, which has developed in response to the complexity of problems faced by contemporary researchers, which are best analysed by combining expertise from two or more disciplines. Successful innovation outcomes, in any field, including minerals processing, is promoted by Mode 2 research which benefits from greater levels of networking and collaboration. Kofi Annan in his Message to the World Social Forum puts it very succinctly æThe way forward lies in finding constructive solutions togetherÆ.

This paper is directed at the problems flowing from Australia's capital gains tax (CGT) on the disposal of exploration and mining tenements both in Australia and overseas. It will seek to identify the issues and give some idea of the dollar consequences of decisions lacking forethought. The paper should not only be seen in the context of Australian tenements. CGT applies to the disposal of any assets by an Australian resident anywhere in the world. Offshore incorporated companies are not necessarily free from CGT risk where it can be shown that control management and control of the relevant company is in Australia. Also the disposal by non residents of Australian tenements are potentially caught by CGT. Some will ask what has taxation got to do with a valuer who merely determines the value of assets. These days no determination can be blind to the consequences. Whether the consequences can encourage a movement in value is another thing dependent upon the circumstances; but? A role of an experienced taxation consultant is to point out parameters within which associated professionals can work. The parameters will vary from case to case, but these when clearly indicated may be of help to persons such as valuers. When one comes down to it real estate salesmen are never wrong. They have a feel for the market and almost through self fulfilling prophesies achieve sales at their guestimates. Whether they could have achieved higher considerations become virtually academic in the process. Of course I am not suggesting that tenement valuers can be compared to real estate salesmen, or am I? What is the value of a tenement? Is it the DCF/NPV type of generated value based on a large number of variable factors (ie what one may call the fundamental value)? Or is it what another may pay to purchase that tenement if it were on the market at an instant point in time? How big is the market, the quality of the bidders, the size of their purses, the needs of the buyer for comfortable fit, the premiums for foreigners, the standard of the marketing, the industry intelligence level of the bidders, the obligation to farm/sell down? The list goes on endlessly. One question must be.asked-"Is a range of values acceptable for tax purposes". ie Would any tax consultant ever provide a valuation to the Australian Taxation Office that indicates three or more possible values ie

The knowledge of the expected run of mine (ROM) fragmentation during the feasibility study of a green field site is essential for the design of downstream crushing and milling processes. However,the prediction of blast fragmentation can be a challenging process due to the uncertainty related to the blast design and rock mass parameters. In general,a number of possible blast designs are considered in a feasibility study,with factors such as bench height and blasthole diameter influencing the design. Rock mass parameters are normally derived from a limited number of geotechnical diamond drill cores. Although diamond drill core can provide detailed information concerning intact rock strength (unconfined compressive strength and point load),it provides limited structural information to predict the in situ block size distribution of the rock mass. The in situ block size is an essential input to the prediction of the fragmentation distribution, in particular the coarse end. This paper outlines the methodology of blast fragmentation modeling undertaken for a green field feasibility study at the Riska gold deposit in Indonesia. The favoured milling process for the feasibility study was dump leaching,with no crushing of the ore material extracted from the pit. For this reason,blast fragmentation was a critical issue to be addressed by the study. A range of blast designs were considered with bench heights and blasthole diameters ranging from 4 m to 7 m and 76 mm to 102 mm respectively. Rock mass data was obtained from 19 diamond drill cores across the deposit (total drill length approximately 2200 m). Intact rock strength was estimated from qualitative strength descriptors,while the in situ block size distribution of the rock mass was estimated from the Rock Quality Designation (RQD) of the core. The methodology of fragmentation prediction involved a number of steps including the estimation of rock mass parameters from diamond drillhole data including the estimation of the in situ block size, delineation of blast domains within the deposit,and the assessment of the impact of various blast design parameters and rock mass variation on the predicted fragmentation distribution. The modelling process for the Riska green field site highlighted the need for additional rock mass data to be collected post feasibility stage and once the development of the mine commenced.

This paper reviews the proportion of energy attributable to comminution within the Australian gold and copper mining sector. The need for this is motivated by inconsistencies in the quoted energy usage data and the lack of a common basis for reporting the fraction of energy in mining that is attributable to comminution. This study should form a reliable basis from which to assess both demand and opportunities to reduce energy consumption.The proportion of milling energy was calculated for the major producers in the Australian gold and copper sector. A sampling methodology created by Powell et al (2003 - 2010) was initially used to provide an accurate and meaningful measure of the energy used in the comminution process. However, no useful method for grouping similar mines was found. Fortunately, a surprisingly large amount of high quality data was found from a number of different sources, allowing the development of robust relationships to be used to estimate a high proportion of the unknown values. The fraction of energy attributable to comminution was found to be dependent on how the total energy consumption was defined. For instance, comminution accounted for 52 per cent of the electrical energy, but only 21 per cent of the total energy publicly reported by the mines because a substantial proportion of energy used on a mine is in the form of transportation fuel (mostly diesel). Critically, the measured electrical energy consumption does not account for transmission and generation losses, while diesel energy usage is typically quoted according to its calorific value. This review proposes that diesel should instead be converted via the mechanical efficiency factor for diesel engines. Using this conversion, comminution was found to account for 36 per cent of the available energy on average. This approach allows a useful basis of comparison for mines regardless of whether milling energy is obtained from electrical or diesel generation. A summary of the results are shown in Figure 7 with other values obtained from literature. The total comminution energy assessed in this study accounts for 1.3 per cent of AustraliaÆs electricity consumption, this figure will increase as the other mineral commodities are added to the study.CITATION:Ballantyne, G R, Powell, M S and Tiang, M, 2012. The Wirtgen surface miner was investigated for application to the Cloud Break iron ore deposit since it can selectively mine thin seams and there is no requirement for drilling and blasting or primary crushing as the surface miner cuts and breaks the rock to secondary cone crusher feed size. A physical metallurgical study of the surface miner run-of-mine (ROM) from Cloud Break was conducted to better understand the product size distribution, amount of -31.5 +6.3 mm lump produced, lump stability and physical metallurgical quality compared to conventional drill and blast techniques. Since the Cloud Break mine was not in production, the lump product from crushing and screening of surface miner ROM was compared with product simulations using traditional premining physical metallurgical processing techniques including drop testing of PQ diamond core. Drop test conditioning is widely used in the iron ore industry to simulate blasting, crushing and screening at the mine and subsequent product degradation during handling from mine to port to predict both the amount of lump product on ship and the size distribution of the fines and lump. The size distributions of surface miner ROM for hard, medium and friable ore types show very tight size distributions with very little above 100 - 150 mm, about 60 per cent of the distribution between 75 and 6.3 mm, with less below 1 mm compared to conventional drill and blast ROM. Crushing, screening and drop test conditioning of the surface miner ROM produced more lump in equivalent ore types compared to drill and blast techniques or their breakage simulation using PQ diamond core. The higher lump yield from the surface miner was also confirmed by pilot scale crushing of some 7400 t of surface miner ROM from the Cloud Break trial pit. The lump produced from surface miner ROM was quite stable and showed similar low degradation characteristics to lump simulated from drill and blasting techniques. Product size distribution simulations using conditioned crushed lump from 1 m diameter Bauer hole samples were found to compare well with processed PQ core samples and surface miner product from trial mining at Cloud Break. The Bauer sample method is therefore considered to be a very useful close simulation to actual lump production, although the lump yield is lower.

Interpreted geologic domains provide the geologic architecture of many current models used to estimate the potential economic resources in mineral deposits. The spatial extent of each domain is usually defined by a three-dimensional wireframe or triangulated surface.The set of geologic wireframes forming part of a resource model might generally be called a spatial interpretation of some set of geologic features coincident with the mineralisation, based primarily on logged and mapped properties of the samples and other exposures of the mineralisation. The interpreted spatial distribution of rock type, alteration and grade of drill hole samples above a particular grade threshold are commonly used criteria in constructing the geologic domain wireframes. Frequently, the grade threshold is closely related to the anticipated economic cut-off grade. The boundaries or spatial limits of different domains are most commonly defined as æhardÆ or æsoftÆ. A æhardÆ boundary usually means no dependent relationship of any kind is defined between the properties of samples inside a particular domain wireframe and those samples outside the wireframe. A æsoftÆ boundary commonly implies that some kind of dependent relationship does prevail between the properties of samples inside and outside the particular wireframe. Many ways are used to describe those relationships, few of which are based on spatial analysis of the continuity of sample attributes across the domain boundaries. In local estimation procedures such as ordinary block kriging, æhardÆ boundaries act as a total barrier to the influence of samples on either side of the boundary depending on the location of the block being estimated. In some instances, æsemi-permeableÆ boundaries are used in which the samples inside a domain wireframe are allowed to influence the estimates outside but not the reverse. This can lead to many undesirable effects in estimates of block grades.This paper discusses the value of this approach to geologic domaining from a viewpoint of model complexity, as well as in relation to the implications for both linear and non-linear estimation methods and contrasts it with alternatives. It also explores some important consequences of using æhardÆ and æsoftÆ geological boundaries with the commonly used modelling methods: excessive smoothing of estimates near domain boundaries and conditionally biased estimates of grade at the global and local scale.

The safety culture in mining has progressed towards a zero tolerance of injury. This change has required that some historically inherent risks of mining are engineered out or reduced. One of the significant causes of fatality in Western Australia and Worldwide mining is through rock fall, subsidence and inrush. Efforts put into understanding the material properties of the ground we mine and the backfill we place are reflected in improved safety statistics. It is no longer acceptable to not manage these risks and mining, to be sustainable, has to be safe.   Mining historically produced waste products with little consideration of recycling or impact on the surrounding land. The rehabilitation of mining waste products such as mill tailings, heap leach and waste rock is one step towards managing the environmental impact of these waste products. A better step is towards recycling and redepositing these products to produce a more environmentally sustainable mine site.   Gold fields St Ives lease is an active network of new and historic undergrounds and open pits within the Lake Lefroy and Kambalda district. The process of creating voids underground followed by open pits mining through the old voids allows the use of backfilling to control inherent hazards and dilution. Backfill provides opportunity for the disposal and recycling of mining waste materials at the same time as meeting requirements of mine support. Materials available on the St Ives site include spent heap leach, reclaimed tailings and waste mullock. Through recycling and re-depositing these materials to St Ives and neighbouring mines, the reliance on imported material to meet their needs and impact on surrounding land is reduced.   At St Ives, paste fill and barricade design have been reworked to allow backfilling into stopes with water inflows up to six litres per second. This has required a rethink of the drainage and monitoring of water management systems previously used for hydraulic fill and apply them to paste.   The St Ives open pits have developed methods to mine through underground workings and individual stope voids up to 62,000m3. Here backfill is used to reduce the consequence of catastrophic, unexpected failure of the crown and minimise ore lost down voids and dilution through increased blast movement. This paper outlines the less common methods being adopted to use the recycled materials and ways it has been managed to suit the needs of the company.

This paper explores tools which have the potential to promote and assess the formation of partnerships between the minerals and energy industries to enhance the economic, environmentally responsible and socially acceptable use of energy. There is a need to look at energy provision and energy services in an integrated manner with key drivers for economic development û both locally and regionally. The minerals sector will remain highly significant to regional economic development in a number of globally significant regions in the medium term. Furthermore, mining, minerals and metalsÆ projects are both consumers and, in some cases (potential), generators of large amounts of energy (electricity included). It is therefore appropriate to focus on the promotion of partnerships between energy providers and the minerals sector which seek to improve resource efficiency within the combined minerals/energy envelope, guided by the tenets of Sustainability.Whilst there has been considerable development of systems analysis tools in recent years to address this sort of æcomplex systemsÆ analysis (Life Cycle Management, Cleaner Production and Industrial Ecology arguments for example), there is no effective roadmap available to decision makers to guide the selection and exploitation of these tools in different contexts. Our previous work developed a Decision Support Framework (DSF) which provides some guidance here, but only within the context of coal-based power generation. The DSF employs the tools of Multi Criteria Decision Analysis (MCDA), within which trade-offs between competing objectives are explored in such a way that alternatives can be compared without necessarily reducing all the different cost and benefits to a common basis (eg a monetary basis). Even if the existing DSF is extended to include all aspects of supply-side management, it is still lacking the necessary tools to analyse energy providers as dynamic network partners within minerals projects (or indeed any resource or manufacturing sector). New models are required for this, which firstly, seek to characterise such network structures, and secondly, enable the application of the necessary analytic tools to exploit these partnerships and networks for optimal performance.This paper explores the development of such an integrated set of network analysis tools, and their relation to the DSF. Due consideration is given to the choice of the attributes needed to characterise partnership linkages and network integrity (eg security of supply of electricity), and the efficiency of material transformations within any node of the network (as a function of energy consumption), and the impact that this has on the viability of other linkages (eg due to reduced availability of raw materials). We discuss how these perspectives help shape the form of objectives to be considered by MCDA.

Recent well-publicised problems with the start-up of new mining projects have continued to feed the perception that the mining business in general and Ore Reserves in particular are a poor risk. New mines commonly experience difficulties when the true variability of ore characteristics becomes apparent during commissioning. At this critical stage, the impact of lower metal recovery, reduced throughput or increased consumption of reagents and energy can have a catastrophic effect on economic returns, as illustrated by the premature closure of some operations. There appear to be several common reasons contributing to the poor performance of mining projects, of which three are examined here: lack of early risk assessment before feasibility studies are started, inadequate sampling for metallurgical test work and variability of the run-of-mine (ROM) ore. An underlying feature of these issues is the lack of effective interaction between geologists, mining engineers and metallurgists/ process engineers. Geologists need to be more aware of ore processing issues and the range of characteristics that need to be considered as part of the resource estimate. Metallurgists need a greater understanding of the variability of the run of mine ore in terms of all the characteristics that influence the design and operation of the plant. Mining engineers need to determine the short-term variability of the ore in the mine schedule, so that there is confidence that the quality of the run-of-mine ore will be within the design specifications of the plant. A substantial overlap between these disciplines and sharing of areas of responsibility is necessary if these and other technical problems are to be better understood, production estimates are to be improved and commercial risks are to be reduced. Although the JORC Code (1999) provides guidelines for reporting all the issues that are material to an Ore Reserve estimate, some issues are rarely fully addressed in Ore Reserve reports. In particular there is no formal requirement for a metallurgist to assure his or herself of the appropriateness of the Ore Reserve classification. Consequently the level of uncertainty related to recovered grade and ore processing characteristics may be understated. It is suggested that to meet the concerns of bodies funding new mineral developments a stronger multi-disciplinary approach to the analysis of mineral deposits and reporting of Ore Reserves is required. The culmination of this approach would be the formal requirement for a geologist, mining engineer and a metallurgist to co-sign Ore Reserve reports.

One common public perception of mining is that financially it is an extraordinarily risky business. Another and contrary view, in certain circles, is that price risk and other financial risks can be relatively easily removed or shifted by a number of schemes or devices. In reality, beyond the orebody discovery stage, mining need not be any more risky than most heavy industrial businesses. Nevertheless, as stated by Rappaport, (1986): Risk is a parameter of central importance in establishing the economic value of any asset. The level of risk is determined both by the nature of the firm's operations and by the relative proportions of debt and equity used to finance its investments. These two types of risk are commonly referred to as 'business risk' and 'financial risk' respectively. The term financial risk is used somewhat more loosely herein to recognise the reality that any risk inadequately addressed in the design, construction and operation of a mining project can have significant financial consequences; usually negative. For instance, a specific area of business risk in mining is often called technical risk which definitely has severe financial consequences if not managed correctly. The various risk shifting, hedging and risk management tools available all have their place and range from merely useful to almost indispensable. However, in the long-term, financial risks are maintained at acceptable levels by the application of sound, more fundamental business management principles. There are many with a vested interest in perpetuating a perception that the conceptual foundations of sound management practice are extremely complex. In reality, most management concepts are prosaic, but their application requires incredible discipline and hard work. There is no magic formula or 'silver bullet'. It appears that a company whose activities are restricted to mining can analyse the range of risks specific to mine development and operations more clearly than companies in which mining is just one of many businesses. The almost universal failure of large oil companies in the mining business is probably the best example of lack of any clear comprehension of fundamental business characteristics and risks. Conversely, in regard to risk management, choosing to be in other business as well as mining does nothing to reduce the risks of the mining business. The individual shareholder can probably make such 'diversification of portfolio' decisions better than most management teams. It could be argued that diversification across a number of disparate businesses may actually increase overall corporate risk due to lack of management concentration and focus. These differences between the perceptions of financial risks and the realities in mining need to be further elaborated in relation to some uncompromising business concepts.
