During the life of a mining project in Papua New Guinea (PNG), the greatest impact is on the people of the project area and the most intense, day-to-day contact is between these people and the project's field staff. Yet formal structures at present emphasise contact between much higher levels of national government and company personnel. Whilst understandable, this is unfortunate particularly since, given the nature of PNG politics, villagers do have a powerful influence on project success, as recent dramatic events on Bougainville have indicated. A greater role for local views and greater attention to such views by other parties is clearly required. But to achieve a successful marriage between informal village politics and the formal structures of investment procedures will require considerable patience and adjustment. This should be reflected in the cost of project development and be regarded as being as of a significance equal to that currently accorded to the technical aspects of project development.

The Tom's Gully gold mine is located 90km ESE from Darwin, in the Northern Territory of Australia. The orebody is the auriferous portion of a large sulphide rich quartz reef, hosted in the Wildman Siltstone Formation of the Early Proterozoic Pine Creek Inlier, at the NH extremity of the Mount Bundey granite-syenite intrusion. It was discovered by Carpentaria Exploration Company Pty Ltd on November 17th, 1986, using stream sediment geochemistry.The reef is 800m long at surface, strikes E-H and dips approximately 300 to the south, becoming progressively less steep. Only the eastern half of the reef is auriferous, with gold grades averaging 9 g/t plus anomalous silver, base metals and arsenic.The enclosing siltstone is a dark grey banded carbonaceous and pyritic metapelite, showing areenschist regional metamorphism and thermal effects from the adjacent pluton. Local folding plunging gently SW is cut by a south dipping fault, probably a thrust, in which the reef was later formed at about the time of the granitic intrusion. "SummaryAs part of an effort.to understand the mechanics of fine fragment formation in coal, which is important in studies of respirable dust due to mining, fracture toughness measurements and the strain energy density (SEO) theory were applied to calculate the crush zone size under a cutting tool in coal. This · zone is the major source of fine fragments in the 1 to 10 µm size range. The model used in these calculations is a boundary element program containing a failure criterion based on the SEO theory. The boundary element program calculates linear elastic stresses at numerous points in the coal material ahead of a cutting bit. These stresses arc then input to a subroutine called critical ftaw length and orientation (CFLO) which uses the SED theory to determine the CFLO for a small crack at the boundary element stress computation point. The extent of crushing is based on earlier postulates about . the role of inherent flaws in a fragmentation process. To form 1 to 10 µm fragments requires firstly a local stress strong enough to activate flaws with a characteristic length less than 1 to 10 µm and secondly, a flaw density sufficient to provide an average spacing between flaws also on the order of 1 to 10 µm. The locus of active lO µm ftaws represents the maximum possible extent of fine fragmentation in the 10 µm or less size range assuming that a sufficient inherent flaw density exists. The approach offers a first order approximation to the extent of crushing under a tool tip. The size and shape of the crush zone volume is affected by the attack angle and geometry of the tool.IntroductionFine fragment generation in the 1 to 10 µm size range under the action of a generic coal cutting tool may be explained on the basis of fracture mechanics which suggests two major sources of fine fragments: first in a crush zone near the tool tip and second by shear fracturing. along major macrocrack surfaces (Zipf and Bieniawski, 1988a). "Abstract. Based on the premise that understanding the fundamental mechanics of fine fragment formation in coal will lead to reducing coal dust problems in mines, a thorough study of the mechanics of crack propagation in coal was undertaken. Two approaches were considered in an attempt to understand and quantify the fracture process as it relates to fine fragment formation.In one approach, theoretical models are used which describe the size of the fracture process zone which may relate to the amount of structural damage and fine fragment formation on the new crack surface. The other approach is based on the relationship between crack tip stress intensity and new surface appearance for mixed mode crack propagation. Preliminary observations with a scanning electron microscope support the premise that fine fragment formation is related to fracture surface appearance and fracture initiation conditions.An experimental program designed to supply the input parameters for these approaches is presently underway. The experimentation features mixed mode fracture toughness testing, using a special mixed mode testing rig, and fracture velocity measurements with a crack propagation gage. "Researchers at The Pennsylvania State University are engaged in a project to understand the mechanics of respirable size fragment formation in coal. The project is based on the premise that a thorough understanding of the fundamental mechanics of fine fragment formation may lead to techniques for reduction and better control of coal dust problems in mines. Presently, it is believed that the mode of fracture propagation which can range from pure tensile to pure shear or any mixed mode in between and the loading or displacement rate can influence the amount of respirable size fragments that are generated on new fracture surfaces during the fracture propagation process The essence of any coal cutting process is one of mixed mode fracture propagation. To study the crack propagation process, a unique mixed mode testing rig was designed and fabricated. This rig is capable of applying loads to a prenotched test specimen that range from pure Mode I (tensile mode) to nearly pure Mode II (shear mode) or many mixed mode loading combinations. It is also possible to apply different loading or displacement rates to the test specimen. With this rig, it is possible to create new fracture surfaces via the different fracture modes and under various loading conditions.These new fracture surfaces are examined with a scanning electron microscope (SEM) to characterize the amount of structural damage and respirable size fragment formation that occurs during the fracture process. Initial observations suggest that the amount of fine fragment formation and the new fracture surface appearance is related to the fracture initiation conditions, particularly the fracture mode and the loading rate. Mode II loading and higher loading rates seem to generate more structural damage and respirable size fragment formation that Mode 1 loading at slower rates.With the mixed mode test rig, the mechanics of fracture initiation for a single crack can be controlled to better understand its influence on respirable size fragment formation. This project is part of a com¬prehensive research effort within the Generic Mineral Technology Center for Respirable Dust which is jointly administered by The Pennsylvania State University and West Virginia University.The principal source of the coal dust in underground mining is the cutting operation. The U.S. Bureau of Mines (USBM) and various European research organizations have conducted investigations into the mechanics of coal cutting for many years. These studies of airborne respirable dust (ARD) formation have concentrated on empirical studies of the various cutting parameters and their effect on ARD for¬mation. The parameters study include depth of cut, cutting speed and bit spacing.(1,2) Other studies investigated the effect of symmetric and asymmetric bit wear and various bit geometries and designs (3-5) Roepke(6) summarized the principals of proper coal cutting to minimize dust formation by recommending to ""cut at maximum depth (maximum advance rate) at all times, at minimum RPM, with the fewest possible bits, having the lowest possible included tip angle."" Prior to January, 1986, the city of Austin, Texas was on notice by the Federal Government's Environmental Protection Agency and the Texas Water Commission, that they were illegally polluting the Colorado River. The wastewater facilities presently in use in South Austin were inadequate to handle the vastly increasing population. The city of Austin, Texas hired Parsons Brinckerhoff Quade and Douglas, Inc. and Dannenbaum Engineering Corporation to design and supervise the construction of an update to their existing system to alleviate this problem. A major criterion handed down to the Designer and Contractor was that the system had to be completed within a two year time frame. The biggest link to the entire design was a tunnel project consisting of 43,000 linear feet (13,106 m) of tunnel, eight feet (2.44 m) in diameter with connecting structures tying into existing and future facilities. The project was awarded to S. A. Healy Construction Company of McCook, Illinois with a low bid of $24,755,000.00. This article summarizes the techniques used in the construction of this tunnel project.

As part of a Bureau of Mines research program to conserve critical and strategic metals, an aqueous electrodeposition method for preparing stainless-steel-type coatings was studied. Chromium powder (averaging 3 J1.m diam) was suspended in a ferrous-nickelous sulfate electroplating bath and occluded in the electrodeposited Fe-Ni alloy matrix. Subsequent heat treatment of the resulting composite coating formed the ternary alloy. The occlusion process was affected by the quantity of Cr powder suspended in the electrolyte and by the microstructure and composition of the electrodeposited matrix. Coatings containing up to 21 wt pct Cr were deposited from an electrolyte containing 20 vol pct suspended Cr powder. Heat treatment at 1,100° C for 8 h homogenized the composite coating. Deposition of 44Fe36Ni20Cr alloy coatings (250 J1.m thick) on AISI 1020 carbon steel rods, followed by heat treatment, provided complete protection of the carbon steel during exposure to a boiling 65-pct-HN03 solution. Corrosion rates of 0.6±OA mm/yr for the coating in the boiling HN03 approximate that of 304 stainless steel. Practically shaped electroforms have been prepared by the coating method.

The sedimentary iron ores of Alsace-Lorraine, France have very high phosphorous contents that average 0.7% and are as much as 2.19% P. Ores from the Tucquegnieux and Joeuf mines have been studied by cathodoluminescence microscopy, X-ray diffraction, scanning electron microscopy, and electron microprobe analysis in order to fully characterize the mineralogy, size, shape, and distribution of the deleterious phosphate grains. The phosphorous occurs as collophane, a carbonate fluorapatite, in ten morphological forms, most abundantly as microcoprolites, but also as intraclasts, concentric layers, and cortices in ooids, phosphate replaced ooids and bioclasts, phosphatiC shells, fossil infillings and internal molds, fish teeth, phosphatiC laminae, and cements between the goethite ooids. About 95% of the phosphate grains are sufficiently large that relatively fine grinding fol'lowed by reverse flotation would be expected to be effective in significantly diminishing the phosphorous content of the concentrates.

Now it is time co once again improve the quality and types of coal products coming from future coal preparation plants to meet the changing needs of our society. Clean Coal Technology, along with federal support provided, is forcing our industry to provide cleaner coal products for industrial applications. Liquid fuels from coal is just one of many new products from a coal preparation plant that has a ready market in the transportation sector. UCC Research Corporation is developing these new liquid coal products and this paper will describe the progress and the new slate of coal products to be provided from future preparation plants.

Stratabound copper ore bodies in thick Proterozoic metamorphosed sedimentary and volcanic rocks at the Tong Kuang Yu Mine in southern Shanxi Province of China were considered as possibly being amenable to block cave mining. Initial evaluation of caving characteristics was based upon old calyx drilling records, limited underground mining experience and geological mapping, a few diamond drill holes and measurements in surface subsidence features. Classification and mapping distribution of rock quality types aided in mine design, prediction of fragment sizing and explosive requirements, cave assist and ground support requirements. Comparison is made between early feasibility predictions and actual mine experience.

Asbestos is a generic term for industrially useful fibers recovered from exploitable deposits of the asbestiform varieties of five silicate minerals: chrysotile, anthophyllite, actinolite-tremolite, cummingtonite-grunerite, and riebeckite. Asbestos and asbestiformm fibers of some other minerals are known to be carcinogenic. Minerals crystallized in the asbestiform habit are characterized by unique properties (morphology, strength and flexibility, physical and chemical durability, and defect-free surface structures). The key to the unusual properties, and health effects, of asbestifarm fibers appears to be in their unusual surface structure. In contrast, non-asbestiform crystals of the same minerals, including the five so-called asbestos minerals do not have these properties and are not carcinogenic (1, 2).

The Bureau of Mines is investigating the potential for in situ leach mining "(ISM) of gold and silver mineralization. This preliminary study examined samples from several types of deposits using light optical microscopy and the electron microprobe to characterize the ore and gangue minerals and their microscopic characteristics, including the spacial relations between the target minerals and likely natural fluid channelways. Low grade disseminated deposit types from the western U.S. were found to contain fracture-hosted or matrix-hosted gold and silver minerals, some of which are encapsulated by quartz or pyrite. Geologic features readily observed microscopically include ore and gangue mineral identity, size, and their association with each other and with fractures. Successful ISM application to gold and silver deposits needs this data to: (1) select the proper lixiviant based on chemical reactivity of the host rock, ore, and gangue minerals, (2) determine potential permeability characteristics when designing lixiviant flow patterns, and (3) understand potential problems of the lixiviant reaching encapsulated ore minerals. Careful examination of the geologic characteristics of each ore body is required because of the observed diversity of characteristics in deposits from the same "class" and even within the deposit itself.

The U.S. Bureau of Mines is conducting human factors research for the purpose of reducing accidents and improving the person-machine interface found in surface and underground mining operations. Miners are exposed to a variety of environmental stressors, e.g., extreme heat, noise, vibration, and adverse illumination, throughout the workday. Exposure to these environmental stressors has been noted in the literature to affect performance on vigilance tasks. Since impaired performance at vigilance tasks can lead to industrial accidents, further investigation of the effects of environmental stressors on human performance is warranted. A brief description of the environmental conditions present in the mining workplace is followed by a review of experiments dealing with the effects of environmental stressors on vigilance task performance. The applicability of past research to actual mining operations is considered.

Technol., 9: 87-99Black lung disease in coal miners induced by the formation of fine fragments of coal imposes very high human and direct costs. A fundamental understanding of the fracture processes leading to fine-fragment formation in coal by applying principles of fracture mechanics is presented. A four-step hypothesis is proposed which sequentially describes the mechanics of fine-fragment formation during a generic coal material—coal cutting tool interaction. These steps include: (1) development of a crush zone under the tool tip, (2) macrocrack propagation. (3) shear movement along macrocracks, and (4) additional fragmentation from shear. This model contains two sources of fine fragments, namely crushing under the tool tip and shearing along the macrocrack surfaces. Three critical assumptions are made that require experimentation. First, the coal material must contain flaws of sufficient density and sufficiently small size to liberate fine fragments by crushing. The following conceptual relationships are proposed between flaw size, spacing and fragmentation: first, the active flaw size must be less than the desired particle size and second, the spacing (or density) must be in the order of the particle size. The second major assumption is that a mixed mode fracture theory will describe the initiation and crack growth direction for the microscopic inherent flaws. The third assumption is that some degree of roughness damage, and interlocking exist along the newly formed macrocrack surfaces such that a small amount of shear movement along that surface leads to additional particle formation at a microscopic scale. Preliminary analysis of the mechanical regime under a cutting tool tip places order of magnitude bounds on the stresses strains, cycle time, stress rates and strain rates. Even though the tool moves and loads the coal material with considerable speed, a quasi-static stress analysis is applicable in this region.Introduction.The generation of fine fragments (respirable dust) during various coal mining processes may lead to the incidence of coal workers pneumoconiosis (black lung disease). The human and direct cost of dust-induced illnesses in coal miners is very large. By several. accounts [1,2] the Federal Government paid out about $12 billion to almost 500,000 coal miners and their beneficiaries between 1970 and 1980. In addition, several states and many coal operators have established their own compensation programs at costs ranging from a few cents to several dollars per ton of coal mined [2]. Since 1980, 'the present liability of the Federal disability trust fund has approached $20 billion and the benefit payments exceed $1 billion per year. There .are also hidden costs due to dust, in the form of increased equipment wear and decreased operator productivity, both of which are due to the poor operating environment. Quantifying these costs may be difficult; however, they may be in the same range as the present pneumoconiosis costs. These high human and direct dollar costs may be prevented or reduced through long term research efforts directed at understanding the generation and control of respirable dust and the incidence of black lung disease."

This U.S. Bureau of Mines report describes a system to determine the position and heading of a continuous mining machine during the maneuvers required at the face area of a mine. The system consists of commercially available angular position sensors and a computer interface developed and tested at the Bureau. The sensors employed are laser-based scanning devices that report the angular location of retroreflective targets within their 90° field-of-view. The targets are mounted on the continuous mining machine; the laser scanners are mounted on an external reference structure. The computer interface consists of a single-board computer-controller programmed to gather and process the angular position information, and to calculate the machine's position and heading relative to the reference structure. A sensor fusion algorithm will be incorporated into the computer interface programming to increase the accuracy and reliability of the system.

"Fracture mechanics plays an important role in studies of geologic materials such as rock and coal. Yet fracture data are scarce for rock and most limited or unreliable for coal. A testing system was developed which can apply mixed mode loads to a crack tip in many rocks and geologic materials. Whether the cutting operation is done with a 'continuous miner' cutting machine, a plow or a longwall shearer, it is fundamentally a problem of mixed-mode crack propagation. When a cutting tool interacts with coal, it causes numerous cracks to propagate through the intact material. Numerous larger fragments are broken free, but another quantity of undesirable fine fragments is also created. The formation of these respirable fragments may be a direct result of the crack propagation process; hence, a thorough understanding of the fracture mechanics of coal is required to minimize production of the unwanted fine fragments.In most rock engineering applications, the rock material properties are of secondary importance to the rock mass properties; however, for rock fragmentation and rock cutting problems, it is rock material properties such as fracture toughness which are of prime interest (Bieniawski, 1980). Several rock cutting and rock failure theories have been proposed, but it is only very recently that fracture mechanics concepts have been successfully applied to the study of rock cutting mechanics. All cutting models seek to predict the cutting forces and the cutter geometry necessary to cause rock breakage and chip formation given some fundamental mechanical properties ~f the rock. Such models have wide applications in drilling, tunnel boring and mining problems. Nelson et al., (1985, 1986) has provided a very useful correlation between the laboratory measured fracture mechanics properties of rock and the performance of the disk cutters on tunnel boring machines."

The strength measured by the uniaxial compression test is a parameter that is widely used for the engineering classification of rocks. Sedimentary rocks such as shales, however, are difficult to evaluate by uniaxial compression tatting because the rocks slake during the preparation of the standard samples required for the tests. Indirect methods such as the point load test have been proposed to determine the unconfined compressive strength of shales and other soft rocks. It is current practice to use 24 as the conversion factor between the point load strength, Is, and the unconfined compressive strength, sf (sf = 24 Is). The present study investigated index-to-strength conversion factors for shales and sandstones obtained from surface coal mining sites in the Appalachian region. Regression analyses indicate that a conversion factor of 12.5 best correlated the strengths obtained from the point load and unconfined compression tarts in the case of shales. For the sandstones, a value of 17.4 best correlated the strengths.

The AusIMM/AMIC code for reporting Reserves seeks to improve the calibre of professional reporting on this subject. But have they gone far enough? Should the code appreciate that the degree of reliability of estimates required will vary with the type of mining planned? How does one "confirm continuity" as required by the code? The aim of optimum development drilling is to achieve appropriate ore zone definition for acceptable estimates of reserves and their economic extraction. Can this procedure be in conflict with the code? How does it affect finance decisions?

The U.S. Bureau of Mines conducted a study to assess the impact of a directional water spray system on a unique single inlet dust scrubber on a low-profile mining machine. Tests were conducted in a full-scale model mine using a continuous mining machine. Tracer gas was introduced at the face and concentrations of the tracer gas were monitored at the face and in the return. Various parameters tested included mining position, depth of cut, brattice setback, and combinations of scrubber, and directional or symmetrical sprays. Results indicated that either water spray configuration improved the ventilation effectiveness of the scrubber by a factor of 2 to 3. Average face ventilation effectiveness (FVE) values for all testing of the scrubber and directional sprays were 0.95, versus 0.37 for a standard 20-ft blowing curtain without sprays. No FVE values were less than the standard 20-ft blowing results.
