Turkey?s EU affairs started in 1963 with the Ankara Treaty. On 31 December 1995 the Customs Union between Turkey and the European Union came into effect. In order to achieve the Copenhagen Criteria?s, Turkey, made laws parallel to the Framework Programs. On 3 October 2005, with the confirmation of ?Membership Framework Document? the negotiation process of Turkey has started. Coal had important role in the industrialization of EU and it is directly related to Energy and Environmental subjects. In this point many restriction became with the some protocols, in last decades. European Union composed Energy and Coal Policy, therefore engaged to reduce the emissions, and made new regulations. This regulations concern Turkey?s energy future, since large; but low quality of lignite reserves of Turkey, it is expected to have some difficulties with Union?s Environmental Legislation during Turkey?s congruity process. With the last natural gas import agreements of Turkey, the production and consumption of coal sunk in last seven years. However, considering environmental sustainability, the role of coal in energy production will rise up in the coming future. In this paper, in terms of Turkey Energy Sector, production and consumption problems of coal discussed and evaluated considering EU?s coal, energy and environmental rudiments.

"Delivery of all volume of mined mass on the terrestrial surface results not only in irrational power expenses on moving of huge volumes of dead rock as a part of initial raw materials (especially vertically) on long distances, but also necessities of storing tailings in open-air. Thus, in bowels of earth, huge volumes of the developed space are formed. However, the nature doesn't suffer emptiness. As consequence, through the process of underground mining works, in earth bowels starts intensive development of rocks dislocation processes involving subsidence of terrestrial surface, and with it, begins irreparable damage every objects which are on that territory. Highly effective new methods of underground concentration of the various minerals, which deliveries of only target component on terrestrial surface integrally connected with transport process in stream and subsequent deliveries to destination in continuous mode by the long distance hydrotransport, allow not only to eliminate a construction of concentrating factories on the surface, but also storing of tailings of concentration process on open-air preventing dislocation of rocks, thanks to operative placing tails in the underground developed space. Surely, the main problem in the development of such gravity dressing technology is the problem of finding the optimal formula for the heavy liquid that will fill such system in close connection with the procedure of its full regeneration. The requirements for such liquid are being non-toxic and cheap. This question was solved successfully."

This paper will underpin the future development of intellectuals having greater understanding of patent law and legislation, IP rights, and innovation. To understand this idea, I present a case study of China?s progress in the last 31 years in the rare earth research, innovation, and simultaneously patents area. Rare earth elements (REE) are at the centre of high technology and are the next wave of world innovation. Much of modern society depends on rare earth elements through their use in computers, lasers, telecommunications, iPods, medical technology, military applications, and so on (Long et al, 2010). The rare earth research, a large research body is being provided by Chinese sources. China devoted three or four university centers to the study of rare earths (Lifton, 2009). These measures are all designed to keep China at the forefront of REE production, materials, technology, and innovation. As a result in the last fifteen years there has been a shift from a US-dominated REE industry patents to Chinese patents. The world must identify strategic areas of rare earth innovation and provide funding to firms and universities that conduct such research. Not only research and innovation is vital but filing patents and preserving IP rights for research and innovation is even more important. We (rest of the world) need a comprehensive strategy to guide the development of patent and IP rights for research and innovation. Mining and mineral processing operations are usually generating huge amount of tailings. These tailings often gives lots of maintenance work in order to protect environmental resources from heavy metals slowly leaching out of tailing are due to Acid Rock Drainage (ARD) process. Handling leakage could be active or passive such as using of Permeable Reactive Barriers (PRB). PRB?s are used worldwide treating underground contaminations, using different type of matrix materials. All generally used matrix material has its advantages and disadvantages such as selectivity, sensitivity of precipitation generation or not satisfying hydraulic conductivity. Nowadays cheap and effective matrix material which is ignorant to pore plugging caused by precipitation within the PRB could be one solution to the demands of the industry. The authors have been carried out an investigation at University of Miskolc on lignite as high humid acid containing material for determining the ability of heavy metal adsorption and pore plugging resistance. Moreover, using hydraulic and chemical simulation methods, complete PRB dimensioning protocol based on new lignite matrix had been introduced. Within the frame of this paper the results are going to be discussed.

We present a novel on line inductive sensor for the determination of the quality of the concentrates of iron ores. This device is coupled with a cheap USB Data Acquisition System that makes it versatile enough to simultaneously control up to seven fluxes at a very low cost (< $300 US dollars), and achieves a resolution better than 0.5 % on the determination of the magnetic iron content in the concentrate. A RLC circuit with its inductive element placed surrounding a sample of pure magnetite concentrate is tuned at its resonance frequency, by means of adjusting, the feeding voltage of a voltage-controlled oscillator (VCO) and several samples with mixtures of different contents of silica and magnetite are placed in order to get a calibration curve. After some signal conditioning, a National Instruments USB-DAQ NI-6008, acquires the amplitude of the signal via USB port on a PC using a Lab-View program designed for such purpose, in which the calibration curve is used for on-screen data presentation directly in percent of magnetite content. The implementation of this device for control purposes on line directly placed on the concentrators would allow better efficiency of the process and higher quality of the final concentrate by con-trolling; the rotation speed, the rising or dilution water fluxes or bypasses towards milling recirculation cycles.

"The flotation process of native Rare Earth minerals such as bastnasite, monazite, mixed minerals of bastnasite and monazite, using the new effective collector Dh was studied in this paper, respectively, and the flotation properties are described. The good qualities of the new collector Dh were revealed through comparing with other collector of Rare Earth minerals. The test results of different ore samples show that at moderate pulp pH (8.5-9.5), Rare earth minerals can be effectively separated from barium, calcium and silicon bearing intergrowth minerals (barite, calcite and silicate minerals) and high quality Rare Earth concentrates can be obtained successfully by the new collector Dh, acid silica gel, turpentine and reagents fitting together rationally. In order to determine optimum technical conditions, the effect of pulp pH, pulp temperature, pulp density and the effect of dosage of reagents (Dh and acid silica gel) on the flotation were investigated in the test.Simultaneously, the paper explores the mechanism of the flotation of Rare Earth minerals from intergrowth minerals. The infrared spectra for Dh and Rare Earth cation by analysis in theory shows that Dh formed chelate complex with Rare Earth cation and were adsorbed on the surfaces of Rare Earth minerals. The mechanism of the intergrowth minerals depressed by acid silica gel can be explained as gummy colloid hydrolyzed from acid silica gel which are selectively absorbed on the gangue minerals, making them hydrophilic and depressed, with pulp pH value of alkalescent."

Cyanide-free technology of complex copper-lead ores flotation may be improved through enlarged range of pH values, enhanced copper recovery into copper concentrates due to additional recovery of secondary copper sulfides, as well as through enhanced efficiency of lead sulfides depression in process of new flotation modifiers-based selective separation. Study of the effects of flotation modifier (of metal nature) on minerals surface conditions proved that the xanthate is practically not adsorbed on the galenite surfaces due to minerals hydrophilization. Joint effects of sodium sulfite and modifier enhance process conditions for intensive galenite depression and at the same time for effective chalcopyrite and chalcosine flotation within a large pH values range (from pH=8 to pH=10). Identified mechanisms carry inference that proposed chemical reagent treating method is very promising for selective copper-lead concentrates separation. Potential use of carbon-containing materials as zinc flotation modifier to enhancing zinc recovery in processes of lead-zinc ores treatment has been studied. In our flotation tests we used Shalkiya (South Kazakhstan) lead-zinc ores containing such impurities as carbon shales, which presence impedes the process of saleable concentrates production and gives rise to excessive consumption of flotation agents due to the xanthate adsorption on the carbon. Lead and zinc concentrates were produced by process stages as follows: ores milled to 95% Cl. -0.074 +0; lead and zinc roughing flotation and further recleaner and testing operations. Test flotation in open process cycle resulted in enhancing zinc recovery into zinc concentrates by 21.1% and increasing zinc content in zinc concentrates by 3.96% that evidences promising potentialities for use of carbon-containing products as additional zinc flotation modifier. Bentonite is an excellent sealant mineral material because of its desirable swelling and self-healing characteristics, low permeability, sorptive qualities, and longevity in nature. A new type of water-swelling building sealant made from bentonite was studied in this paper. The building sealant is prepared by Na-base bentonite, vaseline and paraffin wax under different mass fraction of bentonite (which is 60%,65%,70% respectively). Under unrestricted state, some properties of samples were investigated. The volume expansion ratio at 24 h is 211%, 222%, 256% , and permeability coefficient is 2.86×10-8 cm/s, 4.15×10-8 cm/s and 4.78×10-8 cm/s respectively; low temperature flexibility of the sample (bentonite quality is 65%, 70% respectively) is good, and it does not flow heated for 2 h under 80?. The results of XRD and SEM indicate that bentonite is coated preferably by vaseline, and the spacing of layers of bentonite do not changed. The sample can keep full water swelling ability, and has good molding process. The test results prove that the properties of samples may reach the standard of building sealant.

"The paper presents the results of study of the sorption and flotation properties of the reagents of plant origin - tannin and natural extracts of the oak bark and stems of plants, with a view to their application as a low-cost environmentally friendly modifiers of iron sulfide flotation for the recovery of minerals containing precious metals. The technique of preparation of plant extracts with a fixed content of extractable tannins has been developed.The mechanism of flotation reaction of tannin extracts has been identified as based on their adsorption on the surface of pyrrhotite and arsenopyrite to form strong complexes with iron (III) at concentrations below micelle concentration. It has been found that adsorption of plant extracts occurs without displacement of primarily adsorbed xanthate, and preliminary adsorption of xanthate did not preclude fixation of tannin on the mineral surface.It has been shown that plant extracts having hydrophilizing properties at low concentrations could be applied as selective depressants for pyrite, pyrrhotite and arsenopyrite in a weakly acidic, neutral or weakly alkaline medium. The use of plant modifiers could help to increase the quality of gold- and platinumcontaining concentrates and reduce the ecological impact on the environment."

The ore, dealt with in this paper, is a certain rutile in Shanxi province, China. A trunk flowsheet with gravity concentration is used, and the TiO2 grade of rutile concentrate is about 90%, but the TiO2 recovery is less than 50%. In order to increase the rutile recovery, the laboratory test, using the truck flowsheet with flotation, is carried out. The flowsheet is that firstly floatable gangue is re-moved by flotation; secondly rutile is recovered by flotation; and thirdly impurity is separated by LIMS, HIMS, gravity concentration and flotation from the rutile concentrate. In rutile flotation, BK423, a phosphonic acid, is used as rutile collector, and Na2SiF6 is used as silicates depressant. The experimental result shows that the recovery of rutile concentrate is improved obviously, and the recovery of ultimate rutile concentrate is 68.01% TiO2 and 84.88% rutile. The TiO2 grade of first concentrate is 95.98%, and the TiO2 recovery is 45.60%. The TiO2 grade of second concentrate is 80.53%, and the recovery is 22.41%. Furthermore, magnetite and ilmenite are recovered in the flowsheet.

"This paper considers the issue of treating argillaceous oxidized ores with low gold grade (around 1.0 g/t). These ores according to their gold recovery level can be treated by heap leaching and agitation cyanide leaching, but low gold grade makes this treatment uneconomic. Heap leaching of argillaceous ores requires high consumption of binding agent for pelletizing to create suitable hydro-physical properties of material, which leads to increasing process cost and makes the material treatment unprofitable. Agitation cyanide leaching of this ore requires grinding processes; these expenses would not be paid back by the amount of gold recovered. Considering the above, poor argillaceous oxidized ores are recommended to be treated according to a combined technology including fractionation of ore, heap leaching of coarse fraction and agitation leaching of argillaceous fraction. Complex approach application allows one to avoid expenses incurred for material grinding and high consumption of binding agent for pelletizing. The success of this technology implementation will firstly depend on the quality of material fractionation, therefore the section of disintegration and division of ore into different components will be the most important part of flowsheet development for gold production. When disintegrating minerals at positive temperatures both standard (mechanical disintegration - scrubbers) and innovative (hydraulic method of disintegration - HydroClean units) equipment is applicable. HydroClean units are characterized by lower energy and water consumption. In a number of cases it is required to treat frozen ores. When treating frozen material standard approaches to disintegration are not reasonable due to their low efficiency. In order to treat frozen material a two stage disintegration flowsheet with screening after each stage is recommended. The first stage is recommended to be performed in a scrubber, the second - in a HydroClean unit. This technological flowsheet will provide high and steady values for ore separation into fractions at low energy consumption for disintegration."

Vanadium is an important metal that is used mainly in ferrous and non-ferrous alloys due to the high tensile strength, hardness, fatigue resistance and corrosion resistance. Vanadium consumption in the steel industry represents about 85% of the vanadium-bearing products produced worldwide. The primary sources of the metal are patronite, roscoelite, and mottramite. Vanadium has also been produced as a by-product of the uranium production program which uses carnotite ores as a source of uranium. Vanadiferous magnetite iron ores are used for producing vanadium as well. In addition, it is known that vanadium can be recovered from the ashes of crude oil and petroleum coke. The process for treating boiler residues, fly ash and petroleum coke is similar to the process used to treat spent catalysts and ores. However, some of these materials may contain high carbon that must be removed at specific stage of the operation. Several processes are available for obtaining vanadium from fly ash, such as roasting vanadium bearing materials in the presence of sodium salt. The salt roasted calcine is subsequently leached with an alkaline or acidic solution. To obtain a cal-cine from which the vanadium can subsequently be recovered, the carbon in the source materials has to be eliminated prior to the roasting process. Other processes use the conventional hydrometallurgical route, in which fly ash is leached with sulphuric acid to obtain an impure vanadium pentoxide. The impure vanadium pentoxide is then treated with a sodium carbonate solution under atmospheric conditions to subsequently precipitate vanadium as ammonium metavanadate. Actually, the salt roasting process is the only process used commercially. In the present study, the progress in the technology of vanadium extraction from secondary materials is reviewed. The perspectives and the challenges for new process development are discussed.

Key to successful innovation, whether at organization, industry or national level, is the alignment and utilization of resources in the most appropriate and efficient way. Innovation needs to be directed strategically, and it needs to be auditable in a systematic and integrated fashion. In the light of these considerations, this paper describes the construction and use of a topographical map of the innovation landscape. The purpose of the map is to provide a holistic view of the key factors that enable innovation (the so-called ’landmarks’), how well they are aligned to support a particular type/nature of innovation in the organization, and to identify possible gaps. The significance (importance) and height (performance) of the landmarks in supporting and enabling innovation within the organization is determined by means of a selfappraisal audit. The topography of the landscape derived thus is subsequently interpreted in terms of the organization’s particular innovation strategy and environmental context. The application of the Innovation Landscape Methodology is illustrated in a number of organizations within the Mining and Minerals Industry of South Africa. Important observations and conclusions regarding the strategic alignment of enabler strengths within these organizations are made.

"The environmental effects of the mining and mineral industry include destruction of natural habitats, changes in river regimes and water tables, and other serious ecological impacts. In this century, it is likely that water will become a critical resource, and in most countries the mining industry competes for a share of this resource. The Kyoto Protocol may at first seem only relevant to the coal mining and power industry, however, it should not be forgotten that the mining and mineral industry is a significant consumer of power. Therefore the ratification of the Kyoto Protocol by most developed countries and the introduction of a carbon credit trading scheme will impact on the industry by potentially increased costs in utilities and waste discharges. It is clear therefore that the mining industry faces many challenges in the coming years. The mining industry?s commitment to sustainable development needs to continue to evolve, in order to meet these challenges effectively. With the advent of globalisation of the industry, it is now an opportune time for the industry to gain international agreement on how they want the industry to achieve sustainability in future years; such a progressive approach is necessary, otherwise government will force the industry to change, which may not necessarily be the best outcome for the industry.INTRODUCTIONThe Earth Summit in Rio de Janeiro in 1992 was an opportunity for world leaders to assemble and discuss strategies and initiatives that provide for further industrial growth without adverse effects on the environment. The World Summit on Sustainable Development held last year in Johannesburg, South Africa, was an opportunity to evaluate those initiatives implemented over the past 10 years, and to set a new and sustainable direction for the future. It is clear that industrial and technology development will continue at a rapid pace in order to serve the needs of a growing world population, but it is essential that the course of this development is well planned, well executed, and that it is sustainable. In reality, while government officials and politicians continue to debate policy and international protocols, the environment continues to suffer and the effects of climate change and global-warming become more real each day."

"This paper explores the complex interrelationship between the resource cycle, recycling and metal production as a function of economics, environmental legislation, and product design. It is argued that central to optimising this resource cycle lies the control in particular of physical separation plants by the application of advanced sensor technology and sorting equipment, as well as suitable control and sampling algorithms supported by optimising mass balance models.Metals are produced through a long chain of processes. For primary resources, metals production goes through mining, mineral processing, ore smelting, conversion and refining steps or via low temperature hydrometallurgical processes, or a combination of both pyro- and hydrometallurgical operations. For the recycling of resources, metals are separated and recovered from metal scrap, which plays an increasingly important role in the world. Metals after being produced, either from primary or recycling resources, have to be further refined or manufactured into various types of alloys and finally shaped into different products for the end-users. Since the end-user discards products the contained materials find their way back into the resource cycle as scrap. Therefore, controlling the metallurgical reactors also controls, in a much broader sense, the material quality in the complete metals cycle, from the production phase, to the end-use phase, up to the recycling phase (Reuter et al., 2003). The recycling phase includes separation of materials into saleable intermediate products, which are reintroduced into the production phase as a recycling resource. Therefore, the metallurgical processes in each unit operation in the metals production and processing chain have to be controlled, so as to achieve optimal performance of high product quality, low energy and materials consumption, and low environmental impact."

"Hydrodynamics and mixing are fundamental to the operation of mineral process systems such as flotation cells and metal precipitation reactors. Hydrodynamic conditions influence phase mixing and mass transfer in a multiphase system, and these affect the overall performance of such a system. Detailed information on the effects of the hydrodynamics on the performance of agitated systems is still required for the design and optimal operation of hydrometallurgical systems, which are always multiphase. Computational fluid dynamics (CFD) techniques have been employed to study the hydrodynamics and mixing, most of which have focussed on the performance of axial and radial pumping impellers in agitated tanks. However, very little has been reported on the influence of a draft tube on the flow profile in such systems.CFD simulation of a stirred vessel centres on the way the impeller is modelled. Some of the most recent approaches to modelling an impeller are impeller boundary condition (IBC), snap shot, sliding grid (SG), multiple frame of reference (MFR) and inner outer (IO). The accuracy, with which these models predict experimental results and the corresponding computational demands, form the basis upon which the choice of an approach is made. Most of these approaches (IO, SG and MFR) address the key problem of the stirred tank modelling, namely, the simultaneous meshing of the rotating impellers and the stationary baffles. The MFR is computationally cheap and has been found to give predictions that compare well with experimental data.The CFD technique (code CFX4.4) has been employed in the present work to study the hydrodynamics in a mixing vessel stirred with either a Rushton turbine or a pitched blade impeller. The multiple frame of reference (MFR) approach has been used to model both impellers. A draft tube was used only in the Rushton turbine stirred vessel. The flow profiles for the impellers have been studied in three regions; below the impeller tip, at the middle of the tank, and near the liquid surface. The simulation results were compared with literature data obtained using a laser Doppler velocimetry in the three regions of the vessel, and it was found that the model predictions were better in the impeller region. There was a poor prediction of the experimental results in the region closer to the liquid surface; however, this was improved when the turbulence parameter (C2) in the k-e model was set to a higher value. The value of the impeller clearance at which the Rushton turbine generates an axial impeller type flow has been determined and it has been shown that, at this clearance, a draft tube can be used to enhance axial flow in a Rushton turbine stirred reactor."

A fluidised bed was exposed to high gravities by placing it in a centrifuge. The bed expansions were measured and compared with the bed expansions predicted by the Richardson-Zaki model (1954). The Richardson-Zaki model was found to predict effectively the fluidisation behaviour of defined particles in this increased gravity environment.

In this paper, the producing process of using V2O3 as raw material to obtain vanadium nitride was analyzed through the means of thermodynamic. The analysis shows that conversion follows the principle of reduction step by step in the conversion process of V2O3. The temperature of the reaction system has prominent influence on the nitrogen content of products, and the reaction is very sensitive to temperature. As raising temperature, the fine grain structure of the nitrides is more evident, and the grain size of nitrides increases. At 1703K, the nitrogen content of the products tended to be constant after soaking over 3 hours.

According to the unique properties and many applications of nano silver powder, it was prepared from acid leaching tail solution. The low value residual gold and silver ions were occurred with fellow heavy metals as pollutants (Fe2+, Cu 2+and Zn2+) in acid leaching tail solution in Mouteh gold mine in Iran. Preparation of nano silver particles was achieved in two steps: first, by addition of ammonia as separation step and second by using different reagents as precipitation and extraction steps. Different controlled parameters were including pH, residence time and temperature, mixing time, and reducing reagents to metals molar ratio. Acid leaching process was carried out with sulphuric and nitric acid via suitable reductants. In order to remove copper, zinc, and silver ions from solution, all of the conditions were controlled. The optimum conditions for preparation of nano silver powder with less than 90 nm were pH 10.5, hydrazine/methanol to silver molar ratio of 3 to 4, and reduction time of 5 min in 45 °C. The results were evaluated via SEM, A.A and UV- Vis spectroscopy analytical methods.
