The following is extracted from a report by the author to the International Valuation Standards Committee (IVSC), with minor modifications for the purpose of publication. The author represented the IVSC at the annual session of the Ad Hoc Group of Experts on Harmonization of Fossil Energy and Mineral Resources Terminology. This is a body organized by the United Nations Economic Commission for Europe (UNECE). This second session, held in Geneva, Switzerland, achieved an important agreement for advancement toward uniform global standards for the classification of minerals and petroleum reserves and resources. Attendees discussed the possibility of enhancing the United Nations Framework Classification for Energy and Mineral Resources (UNFC) for implementation globally as the classification standard for use in financial reports under the International Financial Reporting Standards (IFRS). Presently, there are between 100 and 200 mineral and petroleum resource classification (or definition) systems throughout the world — a similar number to what there are countries.

The Port of Shekou is situated at Shenzhen Bay on the east bank of Lingding Ocean. Its coastline is about 6 km long and the water depth near the shore is Favourable. Across the bay is the ' New Territories " of Hong Kong. The port is at a distance of 22-23 seamilesaway from center of Hong Kong and 80 seamiles to Huangpu Harbour of Guangzhou, its highway links with Shen-Guang Highay. Since 19 79 China Merchants Group of the Transportation Department, began to set up Shekou Industrial Zone, the port has been developing and flouri­shing in business. With 15 large or small berths in all, the present portline is 2600 m, and the annual cargo throughout is over 3,000,000 tons and the annual passenger traffic is about 2,000,000 persons. Equalling a medium-scale seaport, it has been officially approved as an oceangoing transit port by the ministry of Transportation. The construction of Shekou port is chara-terized by the self-collected funds and the short construction period. In view of this, the optional plan of the port structure must serve the requirements of simplicity in struture, economy in mate­rial and speed in construction. That accounts for the most application of the sheet piling type to the port in Shekou. Once the project was approved, the cons­truction started. Only within an average period of 7-8 months, a deep water pier was completed and put into operation, which covered series of processes from exploration, designing, tender for con­struction to completion.

This paper is concerned with mineral policy in Ireland and how it might be improved to encourage more exploration and investment in mining in the country. The approach is to first outline the main desirable characteristics of a comprehensive national mineral policy document. This aspirational document is then used to assess the current regulatory, legislative and fiscal frameworks for mining in Ireland. The analysis also contains a brief account of the history, structure and characteristics of the mining industry in Ireland. The main focus of the paper is to identify those aspects of the existing framework that erode Ireland’s attractiveness to mineral investment and to suggest policy improvements.

The Joint Water Pollution Control Plant, operated by the Sanitation Districts of Los Angeles County, treats wastewater generated by over three million people. A new tunnel and ocean outfall is being considered to meet future hydraulic demands and provide long-term redundancy for the Districts? existing tunnels, portions of which were constructed as early as the 1930s. The detailed process used to evaluate the feasibility of various tunnel and out-fall locations is described. Challenges include a geologic profile with mixed face and squeezing ground conditions; high water pressures; active fault crossings; gassy and contaminated ground conditions; and liquefaction, slope stability, and lateral spreading concerns in the area of the riser and diffusers.

In June, 1,334 underground construction and tunneling professionals gathered in Toronto, Ontario for the 2007 Rapid Excavation and Tunneling Conference (RETC). This biennial event, sponsored by SME, is one of the global underground construction industry?s major events. And this year?s RETC was the first one that included the new Underground Construction Association. [ ] (UCA) of SME. In addition, the conference?s exhibit attracted 125 equipment and service providers. The next Rapid Excavation and Tunneling Conference is set for June 14-17, 2009 at Caesar?s Palace, Las Vegas, NV.

The development and use of short-lived radioactive tracer methods for the onstream determination of residence time distributions in large-scale ball mills is described. Tests are reported on a pilot-plant ball mill with 0.43 m diameter and 0.86 m length and on an industrial mill with 1.83 m diameter and 2.74 m length. Tests with different tracer feed sizes indicate that the residence time distributions on both mills are independent of charge particle size. Similar tests are planned for a large ball mill of 4.57 m diameter and 9.30 m length. No safety problems were encountered in these tests and none are anticipated in tests of the larger mill.

The purpose of this program is to demonstrate the feasibility and practicality of noise control for secondary and tertiary crushers in surface non-coal mining plants and mills. It is a part of the broad Bureau of Mines program to reduce noise in mines to levels mandated in the Coal Mine Health and Safety Act. Utilizing the results of previous contractual research efforts in which noise levels of secondary crushers had been measured, two noise enclosures were designed and evaluated for the REXNORD Symons 7-ft diameter secondary and tertiary crushers installed at the Jackson County Iron Company, in Black River Falls, Wisconsin. The first enclosure had a circular shape following closely that of the crusher and was built up entirely of quick-release panels which can be handled by the crusher operator alone. The second enclosure was octogonal in shape and can be rapidly removed, partially or totally using an overhead crane. Both enclosures fully satisfy the noise reduction objectives and permit daily and long-term maintenance of the crushers. Cost analyses show the cost of the enclosure to be less than 10 per cent of the cost of the crusher, the cost of the octagonal enclosure being estimated at only 60 percent of that of the circular one, e. g. $15,000 against $25,000. It is concluded that the octagonal enclosure best meets the needs of the Jackson County Mining Company and it is recommended that an experimental enclosure be built at the earliest possible time, as proof-of-concept.

The evaluation of raw materials in terms of quality profile, mineralogical character and mechanical properties is of great importance to the cement industry. The variability of their chemistry and structure is among the decisive design parameters in the choice of any mining, handling and preblending systems. Furthermore, clinker and cement production require sound estimates of the above parameters, to help produce some appropriate and realistic raw mix configurations and achieve minimum standard deviation of the major components. This paper addresses this subject from the perspective of a cement producer and presents the principles of a methodology aimed at optimizing mine planning and process design. Finally, results from case studies on actual sedimentary deposits currently in operation are discussed.

The present study shows the characterization of a zinc concentrate collected at Hidalgo, Mexico, in order to identify its mineralogical species and to propose a leaching methodology for silver recovery. The results obtained by X-Ray Diffraction (XRD) show Sphalerite (ZnS) as the mineralogical matrix and silver into the specie proustite (Ag3AsS3). The techniques of Scanning Electron Microscopy-Energy Dispersive Microanalysis (SEM-EDS) and Polarized Optical Microscopy (POM) identified the presence of sulfides of Fe, Cu, Pb and Zn, in addition to silicates and feldspar. The proposed dissolution method of Ag(I) was carried out with [S2O3 2−] = 0.5 M and [NaOH] = 0.1 M to regulate the medium at pH = 9 for 12 h at 298 K. Oxidation of the concentrate was favored by injection of O2 to a partial pressure of 1 atm. Monitoring of the reaction was carried out by reading the [Ag] and [As] by AAS.

In various publications relating to safety in mining the Bureau of Mines has called attention to the hazards attending the use of openBame lamps. An open-flame lamp is a potential source of danger in any coal mine. It may start a fire in a dry mine or an explosion in a gaseous mine. The type of open-flame oil lamp now used in mines is the product of long evolution; its principal merit is simplicity. That such a light is unsafe in an atmosphere containing gas (methane) is evident, and Sir Humphrey Davy immeasurably increased safety in coal mines when he found means of protecting a lamp flame so that it would not readily ignite gas. The safety lamp, however, gives less light than the open-flame lamp, is not as simple in construction, is more cumbersome, and must De carried in the hand .. Consequently, some miners are reluctant to abandon the open-flame lamp for the safety lamp, and risk their own lives and the lives of their fellow workers with the one rather than to be hampered by the other. When small electric bulbs, with their clear, white light, and small electric storage batteries became available, the advantage of combining these elements for a miner's lamp seemed manifest. The combination looked simple and safe, but was soon found to have elements of danger and weakness peculiar to itself. The Bureau of Mines showed, in 1911, that the breaking of a miniature electric bulb in an inflammable mixture of gas and air might ignite the mixture, so that only the fragile glass of the lamp bulb might stand between the miner and injury or death. There Was also a possibility that sparks from the small battery would ignite gas, and the accidental spilling of the contents of a battery on the miner's clothing or skin was a possible source of injury. The first portable electric miner's lamps that were carried in the hand, or with the battery strapped to the back and the light carried on the head, were exceedingly crude and were designed without appreciation of the sources of danger. The possibility, however, of producing a safe and practical miner's lamp by the proper combination and design of the elements available promised to increase safety so greatly that the Bureau of Mines attemr>ted to stimulate better design and construction by careful investigations and the establishment of an approval system that would be an assurance to the miner and an advantage to the maker of the lamp. As a result various manufacturers submitted types of lamps, cords, and bulbs for test and cooperated with the bureau in efforts to so improve the safety features of these devices that the lamps would P&$ specific tests for approval.

Three drill-blast cycles of 3.1 m advance achieved in one working shift of 7.5 hours at the Holsfjorden Tunnel project in Norway. The tunnel, 5235 m long, with a cross section of 8.6 m2, was completed several months ahead of schedule. This remarkable performance was achieved by a crew of 16 men, using machines specially designed for small tunnel excavation. The integration of drilling and charging into one unit, mucking and transport in another, reduced non-productive time considerably. The average cycle time of 140 min made it possible to complete three rounds in one 7.5 hours shift.

The earliest accounts we have of Japan represent the country as having great mineral wealth, especially of precious and useful metals. Marco Polo, the Venetian traveller, in the thirteenth century, writes of "Zipangu:" " They have gold in greatest abundance, its sources being inexhaustible. The king does not allow of its being exported. To this circumstance we are to attribute the extraordinary richness of the sovereign's palace. The entire roof is covered with a plating of gold.. .. The ceilings of the halls are of the same precious metal; many of the apartments have tables of pure gold of considerable thickness, and the windows also have golden ornaments." Marco Polo also gives an account of an unsuccessful Tartar expedition against Japan, prompted by the supposed great wealth of the country. Columbus also, as well as many other explorers, were attracted and encouraged by these prevalent reports of the wealth of the islands of Zipangu. Kaempfer, writing in 1727, speaks of the great mineral wealth of Japan, and especially of the abundance of gold, which, he says, is found in many provinces. The Portuguese and Dutch, while they had trading-posts in Japan, furnished tangible evidence of the truth of the early reports. Between 1550 and 1639 the Portuguese merchants sent home from Japan nearly three hundred million dollars' worth of bullion, most of which was gold. As the relative value of equal weights of gold and silver was then six to one, while in Europe, at the same time, it was nearly twelve to one, the exchange of silver bullion for gold was by no means an unimportant part of their Business. After the Portuguese, the Dutch continued the exportation of bullion, and the exchange of silver for gold, though with less profit, as the relative value of gold increased with the demand. Between 1649 and 1671 the Dutch traders sent home over two hundred million dollars in bullion, of which, however, nearly two-thirds was silver. In 1671 the Japanese government, alarmed at the rapid rate at which the precious metals were leaving the country, issued an edict forbidding the exportation of gold or silver, under heavy penalties, which had the immediate effect of stopping this trade. Slippery and unstable working platforms spoiled not only by natural weather conditions but also by the effects of the construction process (drilling mud, grout slurry) are among the main sources of hazards. Due to this fact a set of recommendations for execution and maintenance of working platforms are presented in this paper, which is based on a study on this subject that is being carried out by AETESS, the Spanish Federation of Geotechnical Contractors. The main objective of this paper is to establish the basis for the right execution and maintenance of working platforms for geotechnical jobs with the idea of increasing safety and productivity. All the aspects involved in working platform safety are analyzed: ground and equipment characteristics, geometric conditions and working platform maintenance. From this analysis a set of general requirements is proposed together with the necessary specific controls before and after the equipment arrival to the job site. In order to facilitate this analysis some flow charts and tables and specific appendixes for each geotechnical technique are included.

This report summarizes the work performed on Bureau of Mines Contract J0199106, "Portable Trailing Cables, Splices, and Couplers - Design and Installation Considerations," from May 1, 1979 until December 31, 1981. Splice installations and considerations for the possible use of conductive-rubber shielding in low-voltage trailing cables as well as coupler installations in high-voltage cables were the principal tasks. Flammability measurements on cable components and general testing facilities for mine electrical equipment were secondary tasks. Theoretical and empirical data indicate that conductive rubber with high resistivity values is an unsatisfactory shield design for current-sensing fault detection. Elimination of partial discharge in coupler installations requires meticulous care.

The facts are generally accepted that an atmosphere containing large quantities of any dust is objectionable to breathe and that some dusts are more dangerous than others. Therefore, knowledge of the composition of dusts is important in evaluating the hazard entailed on exposure. At present, free silica, of which quartz is the most abundant form, is considered one of the most significant dusts, from the standpoint of pneumoconiosis, and one State5/ has established permissible limits of air dustiness on the basis of the free-silica content of rock. The amount of free silica in materials used for rock dusting also has been limited.6/ Determination of free silica or quartz, therefore, is important.

As a part of the Bureau of Mines long-range program in asbestos, synthetic asbestiform compounds and minerals were prepared and described. Fundamental structural data on two such compounds are given in this report. Crystallographic data are provided for the synthetic isotypic compounds potassium-lead silicate, K2.Pb4 -Si8021 (I), and lead-aluminum silicate, Pb2. Pb4 .Al2Si6O21 (II). The space group symmetry 14/mmm was assigned provisionally to I and II on evidence of single crystal and piezoelectric measurements. A statistical evalua¬tion of indexed powder diffraction data revealed the cell edtes of I to be a 11.816 and c 7.932A and those of II to be a 11.723 and c 8.044A. The phases are uniaxial with observed refractive indices eD 1.790, an ?D,699 and eD 1.884, cusp 1,807, respectively. The atomic structure of I and II may be based on a complex of chains of silicon-oxygen tetrahedra lying along the c cell edge similar to the type of chain structure postulated by Pauling for scapolite. K2.Pb4.Si8021 and Pb2.Pb4 Al2Si6021 were first described by Geller and Bunting (5, 6)4 as fibrous compounds similar in crystal habit to asbestos. These authors gave powder diffraction data, although no attempt was made to find the cell edges or to index the powder diffraction patterns. Later, Shell and others (9) conducted a crystallochemical study of these fibrous silicates in search of a substitute for strategic asbestos. Their single crystal data revealed K2.Pb4 -Si8021 to be tetragonal body-centered with cell edges a 11.66, c 7.95 A. Pb2.Pb4 Al2Si6021 was concluded to be isotypic with K2.Pb4 -Si8021 on the basis of similar powder diffraction patterns, chemistry, and physical properties. No attempt was made, however, to index the powder diffraction record nor to determine the appropriate space group of either compound.

The use of electrical or electronic safety systems to protect personnel, and the engineering tasks associated with the design, manufacture and maintenance of these systems are referred to using the term ‘functional safety’. In the past ten years, the use of such systems has transitioned from its traditional base, in oil and gas major hazard facilities, to being a part of most large mining and materials handling projects. In particular, functional safety is rapidly becoming a significant component of Australian iron ore projects, typically in the form of emergency stops, remote isolation, drive through interlock, robot cell entry or mobile machine anti-collision systems. While these types of systems have been in use in iron ore for a long time, functional safety standards (eg AS61508, AS62061, AS4024.1503) require more rigourous demonstration of the level of risk reduction provided by the systems.The early engineering project development phases require a number of key decisions to be made around functional safety implementation. The decisions made at this point in a project will go on to dictate the required types of risk assessment and analysis, equipment selection, sizing of substations, and training and maintenance requirements for owners. For project teams that are unfamiliar with functional safety, or inexperienced in its application, an incorrect decision or failure to understand the requirements of the chosen standard can lead to a failure to meet contract requirements, as well as major cost and schedule overruns.This paper examines the implications of functional safety on early engineering studies, focusing on the following questions: How does a designer or company determine what standard is best suited to their project? What key aspects of functional safety design need to be considered during project development? "An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Podiform chromitites are commonly found in the Moho transition zone to the mantle section of ophiolites, but have been very rarely found from the current ocean floor, even though some ophiolites are considered as a slice of oceanic lithosphere. One of the factors controlling podiform chromitite formation is the chemistry of host mantle peridotite; an intermediately refractory harzburgite is the optimum host for chromitites. This harzburgite represents the most common lithology of the oceanic lithosphere, where the peridotite-melt reaction, which is another condition, is possibly common there. The oceanic lithosphere mantle is thus a good host for podiform chromitites. The apparent rarity of documented oceanic chromitites is solely due to under-sampling of mantle materials from the fast-spreading ridge and the segment centre of slow-spreading ridges. Some ophiolitic chromitites formed not from genuine mid-ocean-ridge basalt (MORB) but from wet MORB due to the situation of typical ophiolites, which formed not at ordinary mid-ocean ridges but at supra-subduction zone spreading centres.CITATION:Arai, S, 2015. Polymeric composites reinforced with natural fibers are increasingly been used in several engineering applications, from automotive parts to building construction elements. In addition to the relatively low cost, the natural fibers are also appraised by their renewable and biodegradable characteristics. Fibers extracted from the crust of coconut fruits, also known as coir fibers have been investigated for a possible use in composite materials. In the present work, the coirfiber/polyester matrix interfacial strength was evaluated by means of pullout tests. The variation of the pullout tensile stress vs. the embedded coir fiber length permitted to determine the critical fiber length and, thus, to calculate the interfacial strength. Observations by SEM complemented the results from pullout tests, indicating that coir fibers have a potential for application aspolymeric composites that could replace conventional materials such as wooden and gypsumpanels.
