Only the provinces of Ontario, Quebec and British Columbia made more than minor modifications to their tax structures, with both Ontario and Quebec imposing major tax increases. In the past year, the federal budget was also released in the spring. Not so this year: we have that to look forward to in the fall!This month, Tax Notes presents a brief summary of the more significant tax changes introduced at the provinciallevels in the last months.Summary of provincial tax rate changesThe tax changes in this year's provincial budgets were both up and down- but there were far more tax increases than tax cuts.At the corporate tax level, two provinces, New Brunswick and British Columbia, increased their general corporate income tax rate; the former by two percentage points and the latter by one percentage point. Quebec, rather unexpectedly, sharply cut its corporate tax rate on business income, but increased some of its other business taxes at the same time. British Columbia reduced its corporate tax rate on small business income by two percentage points and Saskatchewan by one percentage point."

"Parts manufactured through power metallurgy (PM) typically contain pores that can be detrimental to the final mechanical properties. This paper explores the merits of 3D X-ray computed tomography over traditional microscopy for the characterization of the evolution of porosity in metal injection moulding (MIM) and direct powder rolling (DPR) products. 17-4 PH stainless steel (as-moulded, as-debound and sintered) dog-bone samples produced via MIM and Ti-HDH strips (as-rolled and sintered) produced via DPR and were analysed for porosity. 3D microfocus X-ray tomography (XCT) analysis on specimens from both processes revealed spatial variations in densities and the existence of characteristic moulding and roll compaction defects in agreement with traditional microscopic microstructural analysis. It was concluded that micro-focus XCT scanning can be used to study MIM and DPR parts for the characterization of the amount, position and distribution of porosity and other defects. However, the majority of the sub-micron sized pores could not be clearly resolved even at the highest possible instrument resolution. Higher-resolution scans such as nano-focus XCT could be utilized in order to fully study the porosity in MIM and DPR parts. IntroductionMetal injection moulding (MIM) is a novel process, which combines the advantages of powder metallurgy (PM) and plastic injection moulding. MIM has found widespread applications in the cost-effective production of high-sintered density small parts with complicated shapes and mechanical properties equivalent to those of wrought materials (German and Bose, 1977; Machaka and Chikwanda, 2015; German, 2013). There are four basic processing steps involved in MIM, namely; feedstock preparation, injection moulding, debinding and sintering. These steps are discussed in greater detail elsewhere (Machaka, Seerane and Chikwanda, 2014; German and Bose, 1977; Machaka and Chikwanda, 2015; German, 2013).Feedstock preparation involves mixing metal powder with a carefully selected composition of polymeric binder materials at a specific temperature. The feedstock is then granulated and injected into a predefined mould die with the desired shape. The part produced during the moulding step is referred to as a ‘green’ component. The green component typically contains no porosity since the spaces between adjacent powder particles are readily filled with the binder materials (German and Bose, 1977; Li, Li and Khalil, 2007). Debinding is the systemic removal of the binder components by chemical, catalytic, or/and thermal means while maintaining the shape of the component. The part produced after the debinding step is referred to as a ‘brown’ component. Debinding is known to be the source of porosity in brown components (Ji et al., 2001; Tsai and Cen, 1995). Finally, the brown debound part is sintered to full or nearfull density (Sotomayor, Varez and Levenfeld, 2010). The sintering step and associated densification closes up the majority of the pores. Sintered MIM parts are typically sintered to high density (95–99%) and retain an irreducible amount of residual porosity (Barriere, Liu and Gelin, 2003; German, 1990)."

Deep, Is Also Used In The Steam-Boilers, And Its Composition, As Shown By The Following Analysis, Does Not Indicate The Presence Of Any Ingredient Which Would Explain The Corrosion Grains Per U. S. Gal. Silica, 0.861 Iron Oxide And Alumina, 0.223 Calcium Carbonate, 0.2111 Calcium Sulphate, Magnesium Carbonate, Sodium And Potassium Sulphates, . 14.850 Sodium And Potassium Chlorides, 9.732 Sodium And Potassium Carbonate, 6.452 32.409 The Jackets Are Made Of Inner Plates 0.5 In. Thick And An Outer Plate I In. Thick, With 3-In. Stiffeners Between The Inner And Outer Plates. In From 10 To 12 Months The Inner Plates Have Been Reduced By Corrosion To A Thickness Of From 1/8 To 1/16 In., While The Outer Plate In The Same Time Is Reduced By Less Than 1/16 In., And The Stiffeners Show Very Little Corrosion. The Plates Are Pitted And Eaten Away In Some Places More Than In Others. There Is Practically No Scale Found On The Jackets, But When Cleaned Considerable Iron Oxide Is Found In The Bottoms. Increasingly sophisticated rock mechanic tools are becoming more and more available for today?s ground control specialist. However many problems are still beyond our ability to explicitly calculate or measure. There is often a gap between the ?art? and the ?science? of rock mechanics. This paper focuses more on the ?art?, giving relatively simple examples of underground observations and micro-seismic records to help explain ground control issues. Ground support techniques such as in cycle shotcrete with high pressure water scaling, mesh and bolting, pumpable resin bolts/cablebolting, and yielding bolts with load spreading straps are discussed. The use of primary/secondary type blasthole sequences in moderate to high stress situations is also discussed with several examples of the micro-seismic response to the stoping. Relatively erratic geology with high material strength contrasts is currently being mined with blasthole methods at Nickel Rim South. Although the mine is still in its? ?early? days, over 1 million tonnes has been extracted and some empirical experience is highlighted with potential longer term issues also being discussed.

An important issue currently facing the mining industry in Australia is the management and cost to the industry and other stakeholders of entry into and exit from towns and their communities. These costs can be environmental, social, economic, political or reputational. The ability of companies to engage the trust of stakeholders, including: communities, governments and investors, is critical, and corporate reputation plays a significant role in this. For the industry to secure a long-term and sustainable future, it must have the technical, business and reputation assets to proceed in a cost-effective, environmentally acceptable and socially supportive way. This research assesses reputation as a critical competitive issue for mining companies, as technology and information make mining more predictable; the physical and human assets of mining companies are less likely to be the critical resource in a Resource Based View model of competitive advantage. The proposition is that in mining today, reputation as it facilitates day-to-day operations, regulatory zeal and access to new mine sites will become the rare, inimitable and valuable resource for mining companies. This paper reports on an ongoing research program to evaluate the impact a mining companyÆs reputation(s), with its various stakeholder groups, has on a companyÆs ability to sustain competitive advantage. Integral to this study is to develop an understanding of the relationships between mining companies and their stakeholders, and the importance of corporate citizenship polices to reputation and hence to corporate sustainability. Through the identification of the drivers of reputation for the various stakeholder groups, a model of reputation formation will be developed and also reputation measures for the mining industry in Australia. The preliminary findings of this research, the results of an industry focus group conducted with representatives from regional mining operations, are reported. The industry focus group was designed to enable a better understanding of who are the main stakeholder groups and how they regard mining companies and to inform the second stage of the research project a Delphi Study of the drivers of reputation by stakeholder groups. The aim of this research is to further the understanding of the relationship between corporate citizenship, reputation and performance in the mining industry, thus assisting companies to strategically manage their corporate citizenship investments.

The viscosity of the molten FeO-Fe2O3-Si0z system in the composition range of interest to copper smelting has been investigated using a rotating cylinder technique. The silica content of the slag was varied from 20 to 35 wt percent while the oxygen pressure of the system was varied from 10-7 10-11 atm. The temperature range investigated was from 1200 to 1350°C. It was found that the viscosity of the slag generally decreased with increasing temperature and increasing oxygen pressure. As the silica content was increased, the viscosity was found to increase.

In underground coal mining many excavated openings have a relatively short projected life span. To ensure safety for men and materials at a minimum cost over the projected operating life, only pillars for overburden support and roof bolts for support of the openings are used extensively. Mining activity constantly changes the geometry of the mine producing load changes on the structural support members of the openings that often induce unstable deformations which can lead to roof falls or pillar failures. The paper describes how simple deformation measurements can be used to design primary and supplementary roof supports and to predict roof falls and possibly pillar bumps. Specifically, bed separations in the roof measured directly with the help of borescopes and calculated from differential convergence data are used to optimize bolt links or support requirements for chemical stabilization of mine roofs. Roof falls are predicted on the basis of admissible values for cumulative convergence between roof and floor, convergence rate, and the change of the rate of convergence. The pillar extraction operations convergence anomalies detected from contouring identify bump prone pillars, while convergence and pillar dilation determine the yield zone in a pillar to verify pillar softening and de-stressing. Three spatially separate porphyry copper/molybdenum deposits are associated with the Tertiary Needle Creek igneous center in the southern Absaroka Mountains, Wyoming. In all three deposits a central zone containing disseminated copper and molybdenum is surrounded by a halo of small, discontinuous base and precious metal veins. Propylitically and phyllically altered rocks are common in all three mineralized areas, and potassically altered rocks are locally present. Fission- track age data from apatite and zircon indicate that mineralization occurred about 32-40 m.y. ago. Limited data suggest that the lead isotopes are nonradiogenic, similar to porphyry copper deposits elsewhere in the western United States. The complex igneous history of the Needle Creek center has involved several periods of intrusive and probably extrusive activity. lntrusive rocks are calc-alkalic and include andesite, granodiorite, diorite, quartz monzonite, dacite, and rhyodacite. Stocks (1-30 kmz in exposed area), radial dike swarms, and sills make up the presently exposed plutonic masses and constitute lower-level vent fillings in an old stratovolcano. The Needle Creek igneous center is located approximately midway along a northwest-trending belt of intrusive rocks extending more than 100 km along the central axis of the Absaroka volcanic field. The igneous and mineralized centers within this belt were probably localized at the intersections of northwest- trending Laramide and possibly Tertiary fracture systems and earlier northeast-trending Precambrian structures in the underlying basement rocks.

THE Croton water-shed furnishes the source and storage of watersupply to both the old and the new aqueduct. The Croton river rises in the southern part of Dutchess county, about 68 miles from the lower end of New York city. Its three main branches, called the East, Middle and West branches, flow southward across Putnam county, joining, near its southern boundary, to form the Croton, which continues thence in a general southwest direction across Westchester county to the Hudson river at Croton Point, about 35 miles north of the city. The water-shed above the proposed site of the Quaker Bridge dam extends about 33 miles north and south, with an average width of 11 miles, making in all about 362 square miles, from which, by complete storage, an average daily supply of 250,000,000 gallons may be collected—sufficient for the needs of the city, probably, for the next fifteen years. The water-shed above the Croton dam is 23 square miles smaller, and furnishes the present daily supply of 100,000,000 gallons. The Western New South Wales Electric Power Proprietary Limited is the central generating authority for distribution of power to the majority of the Broken Hill mining companies and the Broken Hill Water Board. This station supplies the whole of the power to North Broken Hill Ltd and Broken Hill South Ltd. It also supplies, power to the Southern Power Corporation for distribution to the Zinc Corporation Ltd. The Southern Power Corporation has a generating station which is tied in with the central generating authority.

Thanks to Doi-moi (renovation) policy, many great bridges were constructed in Vietnam to meet demands of her booming economy in the recent decade and deep foundation structures were the only alternatives for the foundations of these great bridges. The deep foundation structures were constructed by modern technologies and almost of all these deep foundation structures were designed by foreign companies and carried out by Vietnamese workers and engineers under supervision of foreign experts. Beside successes, there were several failure cases in which the collapse of temporary scaffolding system of Can-tho Cable ? Stayed Bridge due to settlement of its pile foundation killing 54 workers and seriously injuring 80 other workers was the most serious. This paper introduces construction techniques of the deep foundation structures applied to building of great bridges in Vietnam recently. It will especially focus on two failure cases: 1) collapse of temporary scaffolding system of Can-tho Cable ? Stayed Bridge due to settlement of its pile foundation and 2) failure of drilled shaft foundation of Thanh-tri bridge due to poor construction technique and management. These two failure cases were greatly concerned by both bridge specialists and the public. Reasons of and lessons from these two failure cases will be carefully discussed. From the two failure cases, this paper will draw some lessons that should be important issues to be seriously paid attention when designing and constructing deep foundations in Vietnam.

"Advances in our knowledge of the petrochemical attributes of deposit environments and of the character and extent of hydrothermal systems associated with certain deposit types has resulted in increased application of lithogeochemistry to exploration programs. Lithogeochemistry can be used to vector an exploration program toward an area of high potential through the use of a series of collapsing scales of analysis from a tectonic subprovince down to a particular stratigraphic segment. In the case of volcanogenic massive sulphide (VMS) deposits this involves the recognition ofsuitable volcanic domains, and the identification of subvolcanic intrusions and cogenetic felsic extrusive complexes. The recognition of chemical vectors within regional-scale alteration zones and associated chemical sedimentary rocks allows the geologist to identify the stratigraphic units with the most potential for hosting a base metal deposit.An integrated lithogeochemical program requires the judicious use of major, trace and rare-earth element and isotopic analysis. Standard discriminant plots may be employed to identify suitable tectonic and lithologic environments. Analysis of the chemical and mineralogical variations in broad-scale, semi-comfortable alteration zones provides a useful set of vectors to VMS mineralization. These may include contouring raw data, element ratios on XY plots, normalizing data against known rock values, or calculating mass changes in alteration zones."

The tensile failure of two dispersion-strengthened Ni-20 Cr alloys was studied and compared to the fracture of a similar alloy with no dispersoid. The fracture characteristics were studied using electron fruc-tography and transmission electron microscopy. In all three cases, the mode of failure was found to be microvoid coalescence. The failure in the dispersion-strengthened alloys was found to have initiated at the particles. The size of the dimples in the fracto-graphs was found to be related to the spacing of the particles, but not to the total elongation before failure. The elongation before failure was found to be related only to the amount of dispersed phase. These results are compared to those predicted by a theoretical model of ductile failure. THE continually increasing strength requirements for creep-resistant materials capable of long life at service temperatures above 1600"F (875"C) have developed considerable interest in dispersion-strengthened nickel-base alloys. The high yield strength of these alloys results from the presence of a dispersion of fine particles of thoria which act to impede the normal motion of dislocations. Many theories have been presented to explain the role of the dispersion in the strengthening of these alloys. A good review of these theories is presented by Ansell.' The ultimate strength of such alloys is not only related to mechanisms raising the yield strength, but also to the amount of work-hardening which occurs. This work-hardening is determined by the work-hardening rate and the amount of plastic strain before failure. Since fracture limits the amount of plastic strain, a study was undertaken to gain a better understanding of the fracture mechanisms in these alloys. Electron fractography and transmission electron microscopy were used to study the fracture characteristics in two dispersion-strengthened alloys and one similar alloy containing no dispersoid. These results are related to the tensile properties of the dispersion-strengthened alloys at room temperature and at 2000°F (1095°C). The results are also related to a theory for ductile fracture. 1) PROCEDURE Standard tensile specimens were made from 0.020-in. (0.051-cm) sheets of three different Ni-Cr alloys. The alloys had nominal compositions of Ni-20Cr, Ni-20Cr-2Th0,, and Ni-2OCr-4Th0,. All alloys were supplied in an annealed condition. The specimens were fractured in tension at room temperature to determine the effect of the dispersed thoria on the fracture appearance. The tensile properties were determined from the average of a minimum of three ten- sile specimens for each condition tested. The fracture surface of all of the alloys was examined by electron microscopy using standard two-stage plastic-carbon replica techniques. Thin foils of the dispersion-strengthened alloys were used to investigate the size and spacings of the dispersion particles, and to investigate sections of the 2 pct thoria alloy taken from areas of the specimen adjacent to the fracture surface. The thin foils were mechanically ground to 0.010 in. (0.025 cm) and then chemically polished to approximately 0.001 in. (0.003 cm) in a solution of 29 g of ferric chloride and 10 ml hydrochloric acid in a liter of water. The polishing solution was maintained at 150"F (65°C) during the thinning operation. The final thinning of the foil was done electrolytically using a solution of 700 ml ethanol, 100 ml 2-butoxy eth-anol, 120 ml distilled water, and 78 ml perchloric acid (70 pct). The potential was maintained at 15 v and the bath temperature at -20°~ (-29°C) during the thinning operation. The final thickness of the foil was approximately l000A as determined from the width of twins boundaries observed in many of the foils. 2) RESULTS AND DISCUSSION The electron fractographs of the fracture surfaces of the alloys are shown in Figs. 1, 2, and 3. The normal interpretation of this type of fractographz is that, as a result of the difference between elastic and plastic properties of the matrix and the particles or other inhomogeneities in the alloy, microvoids are formed

The aim of this work was the preparation of nickel-steels from elemental metal powders by powder metallurgy techniques. It was known that plain carbon steels could be made from a mixtufe of iron powder and graphite and that the effect of carbon on iron in powder form was of the same nature as that produced in fusion metallurgy. The problem in making nickel steels from elemental powders consisted therefore in finding out whether sufficient diffusion of the nickel and other incidental metals . normally present in such steels could be induced in the solid state to modify the properties of plain carbon steels made from powders and produce the beneficial effect of alloying. The composition selected originally was that of an S.A.E. 2330 steel. Metal powders, in the proportion correspending to that composition, were mixed with graphite, pressed, and heated at different temperatures for different periods of time, to produce bonding of the metal particles and mutual diffusion of the various elements without melting. Temperatures up to 1325°C and sintering periods as long as 6 hr were first investigated because it was expected.that such conditions would produce maximum diffusion with an accompanying improvement in the properties of the alloy. It was found that, although diffusion proceeded to a large extent under the conditions investigated, it would not be complete unless sintering were carried out at a high temperature for much longer than 6 hr. Relatively high temperatures and long sintering times are objectionable from a practical point of view, particularly when a low COSt material is to be produced, because they necessitate the use of special, costly equipment. Work could be done to improve the diffusion of iron and nickel by changing conditions other than the sintering temperature and time, that is, finer primary or alloy powders could be used. However, a marked change in the properties of the steel had been observed even with only partial diffusion. It was thought, therefore, that instead of trying to improve the diffusion, advantage might be taken of its incompleteness to produce a special structure consisting, in the unquenched condition, of a hard constituent, rich in nickel, dispersed in a tough pearlitic matrix. Steels with such a structure, not readily obtainable by fusion, should have desirable mechanical properties. Besides, it should be possible to prepare them from elemelltal powders under economical conditions. This latter alternative was therefore adopted for the second phase of this work. This report is divided into four parts: I. General Procedure. 2. Effect of Sintering Temperature. 3. Effect of Varying the Nickel Content. 4. Effect of Alloying Elements. General Procedure The general technique of cold pressing as used in powder metallurgy was applied.

CdTe semi-conducting materials have been expected as solar cell materials because its theoretical energy conversion ratio is very high. The actual efficiency still low, however, many research works have been done in order to improve the efficiency. And crystal orientation is one of possibilities for that. In this work, a new method using intense magnetic field for a control of texture of CdTe crystals will be proposed, where the CdTe film was electro-deposited under an intense magnetic field. CdTe is less affected by magnetic field, because of its cubic structure, but Cd or Te has hexagonal structure, which is sensitive for magnetic field. In this paper, crystal orientation of Cd or Te film, which can be utilized as basic layer for CdTe deposition, will be developed.

From the beginning to the end, the attendance and enthusiasm of the 119th meeting, which was held in New York, Feb. 17 to 20 surpassed all expectations. Besides the ten technical sessions, one of which was in conjunction with the American Institute of Electrical Engineering and one a session of the National Research Council, there were two memorial meetings, one for Dr. Raymond and one for the members who died in service; two joint sessions with the Canadian Mining Institute; and a meeting devoted to pictures of copper mining, milling, and smelting. Of the 732 persons registered, 119 registered in the Institute of Metals Division. Monday's sessions were devoted to the problems of industrial organization, the Institute of Metals Division, and to petroleum and gas. Among the special features of these sessions were the topical discussions on housing and. Americanization. Americanization, too, was the topic for discussion by the Woman's Auxiliary Wednesday morning. On Tuesday, nearly 100-members of the Canadian Mining Institute were present to discuss the possibility of bringing about uniform mining laws for the United States, Canada, and Mexico, to obviate the maintaining separate legal departments and managerial forces for the several countries; and to avoid the confusion which, it is said, has led to a duplication of effort and has sometimes created a barrier to international cooperation in mining. When lying over 200-250m depth, many seams and surrounding strata are gassy enough to create mining difficulties , particularly in highly productive longwalls as well as in their development headings. In addition to the gassiness of seams or stra- ta in the outgassing volume around working, the shape expansion and limits of this one influences much the intensity of gas emission. These charac- teristics of outgassing volume differ very much ac- cording to the permeabilities of the seams and strata encountered by their fracturation due to mi- ning. Moreover, the shape of the outgassing volume is very much modified by the rate of advance of the face. In nearly impermeable deposits, gas flows from a limited outgassing volume. When the rates of advance of a face are medium or low, the shape and dimensions of this volume do not change very much and outgassing volume is translated progressi- vely with the face advance. This explains why, in the past, it was observed that there was for each seam an average steady specific emission of gas, round which the volume of gas evolved per mined ton or per mined unit area, calculated over a cer- tain time, was oscillating. Combined with a statisti- cal irregularity coefficient, this allowed prediction gas of emission and thus to take decisions for air ventilation, drainage, and eventually production.

A comprehensive survey of mine seismicity and rock bursting during development of two sublevels at the Lucky Friday Mine, Mullan, ID, USA, was conducted to better define rock failure mechanisms and sources of ground control hazards. Survey data included rock burst damage reports, seismic event locations and magnitudes and, for the most energetic events, first-motion information. Several subsets of this database, including large seismic events, rock bursts, and microseismic activity near the face, were analyzed. Elements of the large-event and rock burst data sets were nearly independent. That is, there was no relationship between the risk posed by a seismic event and its energy, although such a relationship is well established for the mine as a whole. All data sets showed that certain geologic features appear to control the spatial distribution of events and the spatial distribution of rock burst risk. The data also suggest that. within the scope of this study, the greatest risk of injury occurs when a pocket of heightened rock burst risk is first encountered and that this risk is controlled when miners adapt their practices to these conditions. Recognition of the role of particular geologic features in the spatial distribution of rock burst hazards provides an opportunity for anticipating, rather than only reacting to, a changing level of rock burst hazard. However, much work will be required to make good on this promise.

Cyanide has been used for over a century worldwide for gold extraction. However, the presence of several metals and metalloids in ore requires greater amount of cyanide for an efficient gold recovery due to their solubilisation in conjunction with gold. The extraction residues are discharged into tailing storage facilities (TSFs) and may cause bird mortality if there is exposure to cyanide-bearing wastewater exceeding the toxic threshold. The toxicity arises from free cyanide released from weak acid dissociable (WAD) cyanide complexes. The International Cyanide Management Code (ICMC) has deemed 50 mg/L of WAD cyanide released into TSFs to be safe for wildlife protection. However, this concentration is based on observations of an apparent lack of toxicity rather than a toxicological approach. The National Industrial Chemicals Notification and Assessment Scheme (NICNAS) identified in 2010 that there is a lack of toxicity data to properly assess the environmental significance of cyanide levels at gold mines. Lack of knowledge for the toxicity of free cyanide and metal cyanide complexes to wildlife led to consider alternative direct assessment techniques for designating safe levels. Whilst toxicity may be assessed by using young chickens with animal ethics approval, the traditional bioassay approach to assess cyanide toxicity is impractical for gold mine TSFs. Bioassays using algal species such as Euglena gracilis, a unicellular alga, are widely used for ecotoxicological studies. A unique feature is that the Euglena gracilis Z cell has plant-like while SMZ cell has animal-like characteristics.
