HOTCHKISS, * Madison, Wis.-It was fortunate, in a way, that this subject of income taxation came up during the war when the government could appeal, on the basis of patriotism, to men of large, business experience to undertake the work of formulating this matter and practically donate their services. At any other time the government would have been unable to secure the necessary number of men of like ability. There is one thing that must not be forgotten. In all cases, except the very largest and most important, the application of this income tax law to a mine is going to be made by clerks whose salaries are fixed by a Congress that appropriated a half billion of dollars for a war purpose and provided that $4000 should be the highest salary paid in the adminis-tration of that great sum. The Congress of the United States unfor-tunately seems almost entirely unaware of the fact that men of ability and experience are worth money and must be paid adequately if proper public service is to be secured. While the formulation of the broad plans for administering the law have been in the hands of. men of unusual ability, we have the future to guard, and, if possible, the mining industry should see to it that the Internal Revenue Department is permitted by Congress to pay salaries that will enable it to secure men of the ability and experience necessary to insure proper consideration of the industry. Another fact to which I would call attention is the difference between the business and the economic, or economists', points of view as to what a mine is. The economists have properly, from their point of view, classed a mine as a wasting asset, but the average metal mine is not a wasting asset if it is a real mine. The economists are correct in a broad sense in that every ton of ore taken out diminishes the orebody by that amount. When it comes to the consideration of an individual mine from the business standpoint, the future of that mine rests on unfore-seeable events-the discovery of new orebodies or the development of old bodies beyond the point of probable expectations. Every going mine must develop new ore each year to replace that extracted, and, .during all but the last one or two years of its activity, actually does so. Instead of being a "wasting asset" such a mine, from the practical stand-point which must control valuation, is an "increasing asset." From

The above assumption was not made tacitly. On the contrary, it is based upon the very experiments embodied in my paper. Indeed, most of those experiments were undertaken with that end in view, i.e., to ascertain the existence of such a relation. Mr. Howe calls attention to the fact that of two pieces of manganese-steel, originally from the same bar, the coarser-grained showed the greater strength and ductility. The Bureau of Mines Information and Analysis Directorate collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority fur the Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96479, 96th Congress), which strengthens protection fur proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

INTRODUCTION - SCOPE OF DISCUSSION There has hitherto been no systematic effort to make public the available information on petroleum in South America and the object of this paper, therefore, is to broadly discuss the subject as it pertains to South America as a whole, endeavoring to collect in readable form what is known regarding individual fields. This article is not intended to exhaustively discuss individual fields, or to solve the many complicated problems regarding petroleum and natural. gas in the various republics, since those necessitate years of study and work by petroleum geologists, engineers, financiers, and drillers. Neither. can the reader expect absolute accuracy in all statements, since this is impossible at the present time. The writer has, of course, attempted to be correct in all cases, but in a review involving so many countries and extending over so many, phases of the subject, it is to be expected that some errors will have crept in.

Nearly 7 5 per cent of the total coke production in the United States in 1940 was consumed in blast furnaces. In 1939 the percentage was 69.9, and in 1938 it was 61.3. To produce a net ton of pig iron 1757 lb. of coke was required in 1940 and 1760 lb. in 1939. These figures indicate how dependent the production of pig iron is upon the production of coke. The rate of iron production is in some measure influenced by the physical and chemical characteristics of the coke. Blast-furnace operators believe that the physical properties of coke profoundly influence the operation of the furnace. Although it is true that coke of a wide variety of physical properties is used in American blast furnaces, the periodic fluctuation of these properties is one of the causes of irregularity of blast-furnace operation. The purpose of this paper is to present a broad picture of the physical properties of by-product coke that are generally considered to be important by coke-oven and blast-furnace operators. Effects of the kind of coal used, the preparation of the coal, the rate of coking, and other factors will be considered. Of all these variables, the kind of coal used is by far the most important. In this discussion use will be made of the method of coal classification by rank1 standardized by the American Society for Testing Materials. Although this method of classification has been an American standard for several years, it has not been given the attention it deserves, especially in connection with the selection of coal for production of coke. Despite the fact that many producers of blast-furnace coke are limited to some particular source or sources of coal, a good understanding of the principles involved in setting up the standard method of classification may lead to a better appreciation of the causes of changes in coke characteristics. Furthermore, where it is necessary to select new coals as a substitute for the original supply, this method of classification can be of great assistance. The data presented have been gathered from many sources, but no attempt has been made to cover the vast literature. Instead, some of the more important data have been selected to show how coals and their carbonization affect some of the physical properties of coke. It must be emphasized that generalizations concerning the behavior of coking coals are presented and that individual coals may vary widely from the specific behavior depicted. Nevertheless, it is believed that the data illustrate certain typical behaviors. Neither was it possible to cover completely all the factors involved; for example, the macroscopic constituents of coal are believed to have important effects on the physical properties of coke, but since there is little information available for such study, and since vitrain, clarain, and durain are neither

INTRODUCTION Mount Isa Mines Limited operates a major mining complex at Mount Isa in northwest Queensland, Australia. The location is arid and remote, some 600 miles distant from the nearest port of Townsville on the eastern coast (Fig. I). Current mine production is 6 million long tons per annum comprising 3.8 million tons of copper ore and 2.2 million tons of silver-lead-zinc ore. Copper ore production is scheduled to increase to 5.8 million long tons per annum by 1973 and a new silver-lead-zinc mine is being developed at Hilton, 13 miles north of Mount Isa. The Mount Isa and Hilton orebodies occur in a single stratigraphic member, termed the Urquhart Shale. This shale is conformable with several other sedimentary formations striking north-south and dipping approximately 65º west. The silver-lead-zinc orebodies occur in bands conformable with the shale bedding and tend to be of tabular shape, varying in width from a few feet to nearly 200 ft. The copper orebodies occur in breccia bodies, locally known as "silica-dolomite", within the Urquhart Shale and tend to be more irregular and massive with widths up to several hundred feet. The detailed geology is described by Bennett (1 2). At present, production comes almost entirely from underground operations with only about 25,000 tons per year of carbonate ore from open pit operations. The mining method used in the copper orebodies is sublevel open stoping with pillar recovery by pillar blast before stope filling or by sublevel caving after stope filling. A large primary sublevel caving operation was also carried out until recently in one of the orebodies. The wider lead orebodies are mined by sublevel open stoping, with or without pillar recovery, while cut and fill stoping is used in the narrower orebodies. Details of the mining methods are given by Davies (3). The company's interest in open pit mining stems from a large open pit which was mined out in 1965 and a further large open pit planned for future production. In addition, the company is currently evaluating several large ore deposits in Australia and New Guinea. All of these orebodies would be mined by open pit methods and rock mechanics studies of slope stability are now a standard feature of all open pit evaluations.

The Federal Bureau of Mines has successfully demonstrated an electrooxidation-solvent extraction-carbon adsorption process for recovering molybdenum and rhenium from offgrade concentrates. The flow sequence consists of dissolution of metal values by electrooxidation, liquid-solid separation by thickening, acidification and chlorate ion removal by sulfur dioxide treatment, solvent extraction to concentrate the molybdenum and rhenium, separation of molybdenum and rhenium by carbon adsorption, and metal recovery by crystallization. Molybdenum and rhenium were recovered as ammonium paramolybdate and ammonium perrhenate. Electrolysis of brine-concentrate pulps to generate a hypochlorite oxidizing agent in situ resulted in the dissolution of 98.9 and 99.1 pct of the molybdenum and rhenium, respectively, at an energy consumption of 13.7 kwhr/lb of molybdenum extracted.

Specimens of copper-bearing quartz monzonite were subjected to a plane shock wave simulating high compressional stresses in the proximity of a borehole wall. Fragmentation was studied as a function of stress levels between 1.6 GPa (23 x 104 psi) and 7.3 GPa(105.8x104 psi) and pulse durations ranging from 1.1 µs to 6.9 us. Both explosive pressure and pulse duration were shown to have a strong effect on particle size distribution. While the effect of pressure is well recognized, the effect of pulse duration indicates that ultimate fragmentation increases with the time of application of a plane wave pulse. At high pulse durations, degree of fragmentation is more sensitive to changes in pressure than at low pulse durations.

This paper reports on mineral facies, ore textures, distribution of iron in sphalerites, and fractionation of sulfur isotopes in the Anvil ore body, Yukon Territory, Canada. Because the detailed structure and stratigraphy, both regional and local, are being studied by the geological staff at the mine and members of the Geological Survey of Canada, these topics will be discussed only briefly. The results of our study of the Anvil ore body have implications on theories of the genesis of ore deposits of this type, and these will be discussed. The Anvil ore body is the largest and most significant of three lead-zinc discoveries in an area of the central Yukon where major lead-zinc deposits were unknown only twenty years ago. The Vangorda deposit consisting of 22 million tons was discovered in 1953, followed in 1954 by the Swim Lakes deposit consisting of 10 million tons. The Anvil deposit, which consists of three ore zones, was discovered in 1964. The total reserve at Anvil mine is 63.5 million tons, with an average grade of 3.4% lead, 5.7% zinc, 0.16% copper and 1.2 ounces of silver per ton. This study is concerned primarily with the number one ore body which is about 2,400 feet long, up to 1,100 feet wide and 300 feet thick.

Among the unforeseen consequences of the 1973 Arab oil embargo has been a considerable array of new or increased taxes on the so-called energy minerals. These taxes will be the subject of this report. Both Federal and State taxes have been enacted, but I will be concerned mostly with state severance taxes and particularly those on uranium. Severance taxes are considered to include all taxes having the distinctive feature of being applied on a natural resource at the stage of extraction. The tax may be based on units of production or on value, and if on values it may be on gross value or on gross value less either arbitrary or cost-related deductions. The tax has a number of aliases - resource excise tax, conservation tax, privilege tax, mining excise tax, ad valorem production tax, and more - and this makes comparison of tax burdens among states difficult. The windfall profit tax on oil is an example of a severance tax at the Federal level. Severance taxes are an established feature of state tax systems, but they continue to be a controversial issue, and proposals to raise or modify existing severance taxes are regularly submitted to the legislatures of the Western energy producing states. No concensus exists as to what is a reason- able and proper level of severance taxation or to the form it should take. The taxes which have been adopted by the various states reflect the interaction of a variety of interests and the specific circum- stances in each state. What follows is a summary of theoretical, practical, and emotional viewpoints and arguments that surface in any statehouse in which a severance tax bill has been introduced. The New Mexico experience will be heavily relied upon. THE ECONOMISTS Marginal effects. A severance tax which is based on a gross percentage of revenue or on units of production is a constant addition to variable costs, and to the mine operator has the same effect as any other increase in operating costs. The direction of these effects is straightforward: the tax will cause the property to have a lowered present value, to be mined at a lower rate than without the tax, raise the minimum grade that will be mined, lead to lower total recovery, make marginal properties sub-marginal and discriminate in favor of richer, more profitable operations (Lockner, 1965; Steele, 1967). In the short run, production facilities are fixed and imposition of a severance tax will have little effect on production levels. In the longer term, capital is mobile and investment and exploration expenditures will shift from minerals and jurisdictions with high taxes to those with low taxes. Over a considerable range of taxation the effect will be to change the relative position of the taxing state, but an overly optimistic evaluation of the capacity of mineral producers to absorb a tax can bring an industry to a halt. It is generally acknowledged that imposition of high severance taxes on taconite in Minnesota stopped development completely, and that only the adoption of a constitutional amendment limiting the amount of taxes that could be imposed in the future brought the firms back and encouraged them to make the huge investments required (Weaton, 1969). A tax which is a percentage of the net operating income (gross revenue less cash operating costs) does not influence the cut-off grade for recovery nor change the time preference for extraction, and hence, is free of the negative features of the tax applied to gross revenues or units of production. In theory it is a more efficient tax but relative administrative complexity and inherent difficulty in predicting revenue have discouraged its use. The Wyoming severance tax on uranium, which uses grade of ore as well as price in establishing taxable value, is the most cost related, and hence, the most neutral and efficient of the various state severance taxes on uranium. Economic rent. Despite the discrimination and the anti-conservation aspect inherent in most severance taxes, economists generally endorse their use because they are seen as a vehicle to appropriate rents - that is, returns greater than the long-run competitive supply price. Conspicuous examples of supposed economic rents are the returns to oil producers because of the OPEC cartel, the returns of the uranium producers under AEC buying contracts in the 19501s, and the high prices obtained by the uranium producers for contracts entered into in the 1976-1979 period. Mining of coal in the Western states is believed by some to generate huge economic rents because of the OPEC caused increase in price of a competitive fuel (McLure, 1978, p. 261), and possibly because of clean air regulations favoring the burning of low-sulfur coal. In theory, such surplus returns could be taxed completely away without affecting supply. In practice, the situation is more complex (Steele, 1967, pp. 234-236); economic rent of mineral production is an elusive quantity involving as it does replacement costs, and technical and market risk, and it, like beauty or pornography, probably exists mostly in the eye of the beholder. Rent may also be perceived to be present in the upper portion of a cyclic market which also has a downside. Where rent exists, it is almost certain to be short-lived - cartels self- destruct, government subsidies end, competitive adjustments occur - but the taxes imposed to capture it tend to be immortal. There is little doubt that the perception of un- usual and undeserved (obscene) profits in the mid- and late 1970's was a major factor in the adoption of energy mineral taxes strikingly higher than had been previously considered. "CuCr alloy can be extensively used as contact materials in integrated circuit, electrodes, electric contact and high strength conductor. We proposed thermit reduction-electroslag remelting method of preparing the large scale CuCr alloy. But there are pores and oxide inclusions in CuCr alloy prepared by thermit reduction process. This paper studied mainly the effects of ratio of reactant and additive on the inclusion type and their occurrences in CuCr alloy. The slags and CuCr alloy were characterized respectively by XRD and SEM. The results show that when the additive is Na3AlF6, the slag consist of Al2O3 and Cr. When the additive is CaF2, the slag consist of Al2O3, Cr, CaF2 and CaAl4O7. The inclusions in CuCr alloy are mainly Al2O3 and pores which disperse in Cu-rich zone and Cu-Cr phase interface. When 5% CaF2 and 5% KClO3 are added, there are fewer pores and inclusions, and the more better microstructure.1 IntroduceCuCr alloy is the contact terminal material with an eximious properties[1,2], which gradually replaces CuBi alloy becoming the first choice for contact terminal material in the medium and high power vacuum switch after the 1970s. The traditional preparation methods of CuCr alloy mainly contain powder metallurgy, infiltration process and vacuum electric arc melting methods. But the above methods exist some shortcomings, such as poor product quality, high cost of production, processes complex ect[3-9]. CuCr alloy is made by the thermit reduction self-propagating method, which uses CuO, Cr2O3 and Al as raw material to get the high-temperature melt, and then casts to manufacture CuCr alloy ingot, which response equation follows as:"

The Croydon Gold Mine is located in northwest Queensland and is a joint venture between Central Coast Exploration N.L. and Pancontinental Mining Ltd. The mining operation commenced in 1987 and consists of satellite open pit mines feeding a central Carbon-In-Pulp gold Treatment Plant. The gold mineralisation is hosted by quartz veins within the Croydon Volcanic Group and the Esmeralda Granite, a cogenetic igneous suite of Middle Proterozoic age. The mineralisation comprises gold and silver with associated basemetals. The gold and silver electrum occurs as extremely fine free grains. The gold distribution is heterogenous occuring across the full vein width, or restricted to the footwall or hangingwall. The average mineral resource grade is 3.5 g/t. The deposits are all hard rock and mining is carried out by drill and blast technique. All mining activity is carried out by a mining contractor. Mining is by a selective mining method which entails the drilling, blasting and extraction of the hangingwall waste prior to orebody extraction.

The nickel operations at Kambalda consist of mining thin massive to disseminated Ni sulphide orebodies from 10 individual mines of variable grade.Daily sampling involves visual estimation of the grade of working faces based on geological parameters. This system of grade estimation is used as a guide for daily grade control only.Nickel metal allocation is based on an external sampling system. As all ore sources are blended at the primary crusher, only one calculated mill head grade is available. Therefore all sources are sampled prior to crushing. This system historically consisted of mechanically grab sampling ore from trucks as they passed over a weighbridge on arrival at the concentrator. Currently the system involves diverting one out of every ten trucks to its mine sample stockpile, which is crushed through the primary, secondary and tertiary crushing system fortnightly. The individual mine grades are re-combined to create a total sample grade. This is reconciled against the calculated mill head grade. The reconciliation factor is applied uniformly to all individual mine sample grades to calculate mill reconciled mine grades.

No one would maintain that all ore deposits or all deposits of useful minerals have been formed by the same processes. Generally they have originated by special processes of concentration but these may be of many different kinds. Some deposits have their origin in chemical or biochemical processes of concentration in rivers, lakes or seas, others developed on land by means of chemical reactions of surface waters on various forms of rocks. Certain insoluble substances remained behind; others were dissolved and precipitated in favorable places. This action proceeded in the realm of the oxidizing surface waters or in the deeper zones to which the waters from the surface could find their way. Examples of the latter kind may be found in the extensive copper and vanadium deposits of some sedimentary beds or in the lead and zinc deposits of certain broad limestone strata. In these instances the evidence for any other mode of origin would seem to be very weak indeed.' Nor does it seem possible to deny that circulating waters may form deposits of the more common metals along fissures after having dissolved many constituents from paths traversed. Another very large class has been formed by magnetic processes of concentration. The last 40 years have been a period of intense activity in the investigation and description of a vast number of deposits; all modern methods have been employed and the result is an accumulation of data, difficult or impossible to master. It has been a period similar to that in petrography. The generalizations, the able deductions, have lagged behind. Evidently several geologists have become weary of this "infinite detail" and a mistrust of the microscope seems to have arisen. Although this feeling of being swamped in microscopic detail is a painful experience, nevertheless only through the detail in combination with the large features, and only by utilizing all the related sciences shall we

Controlled blasting experiments in small development drifts were conducted at CANMET's Experimental Mine, from August 1992 to November 1993. The objective of these experiments was to develop suitable controlled blasting techniques for small development headings drilled by jackleg with 32 mm diameter holes. The experimentation also aimed to provide insight into blast damage mechanisms. Particular attention was given to the physical-mechanical properties of the rock and the rockmass structural data in order to make the results applicable to other geological environments. The drift faces were approximately 2.4 m by 2.4 m with 36 to 43 holes drilled to a depth of 2.4 m. Cartridged water gels, emulsions and semigelatin dynamite were used in the cuts and as primers, ANFO as the main explosive and decoupled 19 mm diameter semigelatin dynamite charges were used in the perimeter holes. Smooth blasting techniques and pre-splitting were tested in the underground mine. All the blasts were monitored with a multi-channel blast vibration monitor to which was attached sets of high frequency geophones and accelerometers. This first set of experiments has illustrated the efficiency of con-trolled blasting techniques to reduce blast damage and demonstrated the need for further research to improve the safe and efficient use of explosives.

THE problem of reaction rates in the open-hearth process is essentially that of trying to form a fairly clear picture of the "chemical mechanisms" in the bath. Quantitative data on reaction rates would not be very useful even if they were available; however, what few , approximate data there are, can be used in combination with data given in Chapters XVI and XVII to sketch a picture of the "chemical mechanics" of the open-hearth process that is consistent with essentially all the present available evidence. The result may later be found incorrect in many details but even so it will illustrate certain useful methods for obtaining a clearer understanding of the process. As discussed in the last portion of Chapter XIII chemical reactions in general involve the following factors: 1. The reacting molecules are mixed together in space in such fashion as to favor collisions among them. 2. A certain number of collisions occur per unit time among the reagent molecules, depending on their concentration and on temperature. 3. A certain percentage of these collisions result in reaction, these being the collisions between those molecules possessing at the moment energy levels above certain minimum values. The temperature factor enters mainly through (3), and its effect is very marked. (What is called temperature is really the mean energy content of all the molecules of the substance involved; at any one temperature a certain proportion of the molecules will have much higher energy content than the mean value.) Various reaction rates measured at around room temperatures have been found to be speeded from 1.6 to 4.0 times by an increase of only 15 to 20°F., simply because increasing temperature produces a rapidly increasing percentage of molecules with energy levels above the minimum needed to produce chemical reaction in a collision.

In his budget, presented in the House of Commons on November 12, Mr. MacEachen proposed substantially lower tax rates for middle and upper income individuals, with the top federal and provincial tax rate dropping to about 50%, but in return he eliminated most of the opportunities for individuals, and corporations, to reduce or defer taxes through a wide variety of tax shelter and tax planning mechanisms.Although many of those budget proposals that dealt with the resource industries focused on the implementation of the September 1, 1981 agreement reached by the federal and Alberta governments concerning the National Energy Program (see Tax Notes in the December 1981 issue of the Bulletin), the budget also contained some proposed amendments that would have significant implications for investment in the mining industry.This month, Tax Notes examines these latter proposals, and also summarizes very briefly those budget proposals which are not unique to the resource sector."

In rock- or ore-crushing tests all data, in order to be valuable for study and comparison, should be obtained and tabulated under conditions as uniform as possible. The results of many such tests have no value for comparison, because of incomplete data and the lack of uniform conditiops, screens and scale of sizing, etc. The purpose of this paper is to suggest a form of standard specifications which may be developed by the Milling Committee and approved by the A. I. M. E. for rock-crushing tests. It is not intended to discuss any theories of rock crushing. Reports of rock-crushing tests should include the following details: 1. Description of the machine employed (jaw or gyratory crushers, rolls, stamps,tube mills, Chilean mills, etc.), 2. Method and material (timber, concrete, etc.) of foundation. Much power is dissipated in the vibration of poor foundations. 3. Locality from which the rock or ore was obtaincd, and geological, mineralogical, and physical characters of the material. 4. The power consumption of the machine running with no load and with full load, the unit of power being 1 hp. per 24 hr, 5. The capacity of the machine in tons (of 2000 Ib.) per 24 hr. 6. The duty in tons per horsepower-day. 7. The screen analysis of feed and product by the proposed A. I. M. E. standard screen scale. On the foregoing statement, the following remarlrs are offered. Toughness of Rock Table P shows the relative crushing duty of the same machine on three different characters of rock, all other crushing conditions being the same. This table indicates that the specific resistance of the rock to crushing, may affect the crushing duty of a unit of power as much as 300 per cent. Perhaps this quality may be called toughness. THIS report is concerned with part of a series of investigations carried on by the Federal Bureau of Mines on alloys, particularly nonferrous alloys, made with electrolytic manganese. A broad general program instituted after commercial quantities of electrolytic manganese became available was necessary in order to compare the effects of electrolytic manganese with those of the ordinary commercial grades. Representative analyses of these two materials show the commercial manganese metal to contain up to 2 per cent iron, a maximum of I per cent silicon and 0.06 per cent carbon, while the electrolytic manganese rarely exceeds 0.01 iron, 0.02 sulphur, with no silicon or aluminum. In the literature, the emphasis has been largely on high-strength casting alloys containing up to 5 per cent manganese, and few data are available on wrought manganese alloys. These factors, coupled with the strategic position of copper and zinc, have given impetus to the Bureau's War Research Program for the development of alloys containing nonstrategic manganese for the purpose of supplementing or providing alternates for the more strategic metals. The alloy reported here was studied, along with several other ferrous and nonferrous alloys, as possible cartridge-case material, and was chosen after a review of the properties of the ternary alloys of copper-manganese-zinc. PRELIMINARY WORK In a cursory survey of this system, alloys ranging from 60 to 95 per cent copper, 0 to 50 per cent manganese, and 5 to 40 per cent zinc were investigated. The alloys containing 60 per cent copper were found to fall into the two-phase alpha plus beta region of the system, and since those containing 70 per cent would not permit a saving, only alloys containing 65 per cent copper were considered. The tensile properties of these 65 per cent alloys are plotted in Fig. I as a function of manganese content for annealed material and for four conditions of cold-work In the annealed condition the increases in strength and decreases in elongation are minor up to 15 per cent manganese; beyond this, the changes become more significant. In the cold-worked condition, the first 5 to 10 per cent of manganese appears to have the greatest strengthening, effect, the rate of increase dropping off as the manganese increases beyond this amount. These effects are more pronounced with moderate than with severe cold reduction. It is also interesting to note that while the elongation of annealed material drops regularly with increasing manganese, the elongation in the cold-worked state is relatively little affected by increasing manganese content, particu-
