Mineral development in South Dakota is aggressively encouraged by both state statute and county ordinances. Yet, an increasingly conservative philosophy is taking hold, resulting in expanded regulatory controls and concomitant increases in direct and indirect costs to permit and operate a mining operation. This paper examines the hidden costs associated with protracted permitting timeframes, land buy-outs, attorney's fees, etc., associated with the increasing emphasis for stiff controls on mineral development in South Dakota.

The chemistry of acidic mine drainage discharging from flooded coal mines is commonly reported to improve with time after flooding. This investigation describes a 18-year dataset of post-flooding water chemistry for a below-drainage underground coal mine within the northern Pittsburgh coal basin (Pennsylvania, USA). The Montour mine is a 5650-hectare below-drainage coal mine of maximum 260 metres depth. Montour was closed in 1980 and flooded to within 38 metres of land surface within 4.8 years. Pumping averaging 210 L/s was then employed to maintain water levels at this elevation. The flooded proportion of the mine (by volume) at full flooding was 56 per cent. The shaft where water was pumped from Montour for water control is located about 70 per cent of the distance between the mine water table and the back of the mine ù that is, it is close to the back of the mine. The residence time (total water volume at flooding divided by pumping rate for control) is estimated at 5.6 years. Time series of chemical analyses show three phases of chemical behavior in post-flooding discharge. In Phase I (zero to two years after flooding), iron concentrations were high and reached their maximum (1100 mg/L). In Phase II (two to four years after flooding), a transition was begun to alkaline conditions, with decline in iron and other solutes. In Phase III (>4 years), net alkaline conditions began, with iron concentrations declining exponentially to 50 per cent of mined volume. This attainment of net alkalinity in this case may have also depended on abundant calcite in overburden extended up to 30 m above the mine floor.

The Bureau of Mines conducted research to separate the F from byproduct Zn concentrates obtained from fluorspar (CaF2) production, as part of the Bureau's effort to devise efficient, environmentally acceptable technology for recovering Zn from resources considered undesirable by Zn producers. Sulfuric acid (H2SO4) was found to be effective in F removal, while ammonium carbonate [(NH4)2C031 was not. The most important variables for reducing the necessary residence time were found to be temperature and agitation. Optimum leaching conditions were 75° C and 500 r/min for 2 h at 40 pct solids with 0.2 g acid per gram of concentrate, which resulted in a 98.3-pct F extraction. Zinc losses during F removal were in the range of 2 to 3.3 pct. Other elements such as Fe, Cd, Ca, and Cu were also partially dissolved. About 93 pct of the F was removed from the leach solution by neutralization and precipitation with calcium hydroxide [Ca(OH)2]. Additional treatment might be necessary to limit the buildup of soluble elements in the recycled leach solution.

Mineralisation adjacent to Herberton occurs within three main subcentres. The Her- berton Hill subcentre is characterised by the association of Sn,W the Herberton Dividing Range South subcentre by Sn, and the Herberton Dividing Range North by Cu, As. The relation- ships between the subcentres are discussed in terms of metal distribution, production, deposit types, wall rock alteration and re- lationships with granitoid intrusives. The temporal and three dimensional spatial re- lationships between the centres are uncertain.

INTRODUCTION Limestone injection work was completed in a 440-kW (1.5-million Btu per hour) pilot-scale combustor in preparation for a 50,000-kg/h (110,000-lb per hour) industrial steam boiler limestone injection test program. The main objectives were to: (1) identify the important variables that affect sulfur capture, (2) determine the maximum SO2 removal, and (3) determine the effect of limestone addition on furnace operability and heat transfer. A more detailed report is given by Lewis et al. (1985). The test program was divided into two phases. The objectives of Phase I were to determine the important variables that affect SO2 reduction and to investigate the effect of limestone addition on combustor operation and heat transfer surfaces. The objective of Phase II was to determine, using only the important variables identified during Phase I, the conditions that resulted in the greatest sulfur dioxide reduction. Phase I Test program Using one limestone, five variables were identified as having an effect on SO2 reduction. These are noted with their respective ranges: heat release rate [103 to 166 kW/m3 (10,000 to 16,000 Btu per hour-cu ft)], Ca/S molar ratio (0 to 3), flue gas oxygen concentration (3% to 5%), additive particle size [90% -150 µm (-100 mesh) and 90% -45 µm (-325 mesh)], and burner stoichiometry (SR = 0.75 and >1.15). A 2.3% sulfur northern West Virginia coal, pulverized to a nominal grind of 70% -75 µm (-200 mesh), was burned for the tests. The limestone used was obtained from a Maysville, KY, quarry and contained 51.75% (wt) CaO. An 11-run statistically designed program (plus three duplicates) was used to screen the five variables. The effect of limestone injection on the combustor heat transfer surfaces was determined by comparing the heat transfer rates through a slag panel and fouling probes during periods with and without limestone injection. Combustor operation was determined by noting any operating problems that occurred during the tests. Test procedure After furnace wall temperatures had stabilized at operating conditions, heat transfer surfaces (slag panel and fouling probes) and the convection section were blown clean, and a four-hour test was begun. The

"A computational fluid dynamic (CFD) model of a conventional tuyere blown slag fuming furnace has been developed in Eulerian multiphase flow approach. The model was developed by coupling CFD with kinetics equations developed by Richards et al. for zinc fuming furnaces. The model integrates submerged coal combustion and chemical reactions with the heat, mass and momentum interfacial interaction between the phases in the system. The model predicts the velocity, temperature field of the molten slag bath, generated turbulence, vortex and coal utilization behavior from the slag bath. The highest coal penetration distance was found to be at l/L = 0.2, where / is the distance from the tuyere tip and L is the total length (2.44m) of the modeled furnace. The model also predicts that 10% of the injected coal bypasses the tuyere gas stream un-combusted and carried to the free surface, which contributes to ZnO reduction near the free surface.IntroductionSignificant metal values are often discarded with slag in the form of metal oxide produced by the smelting industries. These metal values can be recovered from the slag by proper treatment. Zinc slag fuming is such a process, where a reductant source (usually coal) is injected in the molten slag bath to reduce dissolved ZnO from the bath into metallic zinc vapour. The process can be carried out in either conventional tuyere blown furnace or top submerged lance (TSL) smelting furnace. Conventional slag fuming processes are carried out on batch basis in a rectangular tuyere blown furnace. Approximately 50 tonnes of charge (either molten slag or solid slag) is fed to the furnace at the beginning of each fuming cycle. Two opposing sets of submerged tuyeres are employed to inject air and pulverized coal into the molten slag bath to carry out combustion and reducing reactions."

The Tom Reed Extension and Big Jim mines of United Eastern Mining Co. are situated in the Oatman district, Mohave County, Ariz., about 28 miles southwest of Kingman, the nearest railway point. Articles descriptive of the mine surface plant, mill construction, and plant operations have been written by Otto Wartenweiler,' the designing engineer; Wheeler 0. North12 when he was assistant general manager for the company, and Earle M. Bagley, mill superintendent.3 The last article covers average costs for the full time the mill was operated. The geology of the mines is described by F. L. Ransome 4 of the United States Geological Survey. Production was started in January, 1917, and the known orebodies were exhausted in May, 1925, showing a life of seven years and five months. On account of the comparatively short life and the fact that stoping operations were confined to two orebodies, little experimenting was done with mining methods. The two orebodies were in what is generally called the Tom Reed-United Eastern vein, which occupies a fault fissure having a normal displacement of several hundred feet. Seven or eight very productive ore shoots were mined along this vein in a distance of 1 1/2 miles, the two worked by the United Eastern being 1 mile apart. The maximum dimensions of the Tom Reed Extension ore shoot were: height, 750 ft.; length, 950 ft.; thickness, 48 ft. The vein structure varied from a solid quartz-calcite filling to a series of parallel stringers separated by andesite. From this body, 511,976 tons of ore were mined. (Fig. 1.) The maximum dimensions of the Big Jim orebody were: height, 450 ft.; length, 850 ft., thickness, 35 ft. "In the blast furnace slag, titanium disseminated in various mineral phases Titanium could be concentrated mainly in perovskite, which could be selectively precipitated and grown by optimizing the operation factors like the slag composition, temperature of heat treatment and additive agents. This study aims at establishing the titanium slag mineralogy and its distribution in the treated slag and the as-received slag, as well as the methods of perovskite separation. After heat treatment, the grain size was grown from 5 - 20µm to 80 - 200µm, the distribution of Ti02 in perovskite was increased from 48% to 81 %, the morphology was changed from snow-shaped grain to coarsening dendrites or equiaxed crystals. A concentrate were produced by gravity separation analyzing 35.25% Ti02 with a recovery of 68.28% and a tailing analyzing 9.53% Ti02 , and a possibility of flotation upgrading was discussed. I INTRODUCTION CHINA is rich in mineral resources of titanium, 92.4% of which is vanadium-titanium bearing magnetite. About 53% titanium were in iron concentrate after mineral processing, by which the blast furnace slag containing about 25% TiO2 were produced[11 • The content of TiO2 in such slag is too low to separate titanium dioxide, and it is also too high to produce slag cement[21. It has been accumulated to 50 million tons so far, which is still increasing at a rate of 3 million tons per year, and results in a waste of titanium resources and pollution of environment. Due to the dispersed distribution of titanium component in various mineral phases, very fine grain(<10µm) and complex interfacial combination, it is very difficult to recovery titanium component from the slag by traditional separating technique. In this paper, a novel technique to recovery titanium from the waste slags was proposed [3H4l, on which three continuous processes were involved: selective concentrating, selective growing and selective separating. Perovskite was designed as a titanium-rich phase, in which the most titanium was concentrated promptly, then perovskite could be selectively grown and coarsened by optimizing the heat treatment and the appropriate additives [ 5l[6l. The grain size of perovskite phase was larger than 80 µm, and the crystals appeared as coarsening dendrites or equiaxial grains like lump."

The kinetics of the growth of sulfate layers on blocks of Cu20 has been studied between 688" and 800°C. At 788c the over-all weight increases followed the parabolic rate law, with k = 216 30 sq mg per cm4 min, using a 1:1 entering gas mixture of SO2:02. At 757 after an initial linear period the parabolic rate law was followed, with k = 57.8 10 sq mg per cm4 min. The gas mixture required a platinum catalyst to produce the maximum SOs pressure. The sulfation rate at 757&apos; and 788c was high until all the CUZO had changed into a core of CuO, when it became very much lower. At 757°C marker experiments showed that the sulfates (CuO. CuS04 and CuSO4) grow outwards from the oxide surface, but CuO. CuS04 mixed with CuO was found beneath the markers. At 688 markers were found at the CuO. CuS04/CuS04 interface. Visual observations at 757 showed a liquid eutectic moving beneath the sulfate surface. causing very rapid sulfation and extruding to solidify as thick &apos;needles" up to 8 mm long. Marker experiments have shown conclusi.cely that CuO grows on Cu20 in air by the outward migration of copper. ThermODYNAMIC measurements on the sulfate and basic sulfate of copper, reported recently,&apos; are followed here by measurements of the rates of formation of these sulfates on cuprous oxide, in order to provide a background for the understanding of roasting processes. peretti2 and McCabe and Morgan3 have shown that the phase Cu20 lies next to Cu2S when the sulfide is roasted under conditions where sulfates will be formed. Since this would present too complex a system for kinetic study, the present work4 has been based on the kinetics of sulfation of the oxide phase. The results of a study of the kinetics and mechanism of the sulfation of cobaltous oxide have recently been reported.4,5 Results on the sulfation of cuprous oxide have also appeared,6 but are at variance with those to be reported here. This seems to be because the previous workers6 did not obtain constant SO3 pressures from the SO2/O2 sulfating gas mixtures used, as will be discussed later. Wadsworth, Leiter, Porter, and Lewis found that the sulfates produced when SO2/O2 mixtures are passed over Cu20 at red heats are CuS04 and the basic sulfate CuO.CuSO4. When the decomposition of CuS04 was followed&apos; by differential thermal analysis, a stage corresponding to CuO .CuS04 was reached before decomposition into the oxide occurred. APPARATUS The vertical furnace used for quantitative studies was a conventional resistance-heated and propor- tionately controlled furnace with an even zone (1 deg) which was 4 cm long. The gas mixtures of SO2 and 02 were made by mixing measured flows from capillary flowmeters and drying over phosphorous pentoxide before passing them into the Pyrex top-piece of the furnace assembly. A mullite tube of bore 2% cm was used as reaction vessel and at the bottom of this tube was a trap for SO3, which condensed as a colorless liquid. The residual gas was led into a fume cupboard for ventilation to the atmosphere. The furnace used for visual observations of needle growth and other phenomena consisted of a transparent silica reaction tube of bore 3 cm, having an optically flat silica window sealed into its wall. The reaction tube was clamped vertically, inside a mullite tube of bore 4 cm and length 42 cm which was heated by Kanthal windings. The window in the silica reaction tube was arranged opposite a hole 3 cm wide and 2 cm tall which had been cut in the wall of the mullite winding tube 19 cm from its top end. A binocular microscope was used to look through the window, illumination being provided by a focusing microscope-lamp offset sideways and downwards. The oxide block to be sulfated was suspended from the removable Pyrex top-piece to the reaction tube, by means of which it was inserted at the start of the experiment, and through which entered the S02/02 gas mixture. The variation of the temperature inside the reaction tube with horizontal and vertical displacement from the window was investigated, and, while it can be said that the temperature was constant 1 deg, its value at a given position was known only to 12 deg. In both furnaces, the oxide block to be sulfated was suspended from a small silica hook immediately downstream from a platinum thimble used as catalyst, which was held on a long silica rod from a Pyrex spring attached to the removable Pyrex top-piece of the furnace. The spring was only included in the quantitative sulfating furnace; its sensitivity was 1.4 cm per g and it was found to be free from creep in a 16-hr test when carrying the working load. The extensions were followed by a cathetometer which could be read to 0.001 cm, corresponding to i0.7 mg. Extensions of the spring were measured on adding weights between 5 and 500 mg to the working load (thimble + oxide block), and Hooke&apos;s law was closely obeyed. SAMPLES Cuprous oxide blocks were prepared by oxidizing Johnson Matthey "Specpure" copper sheet of 1 mm thickness (impurities: iron at 3 ppm, silver at 2 ppm, lead, nickel, sodium, and silicon each at 1 ppm, calcium, chromium, magnesium, and manganese each at less than 1 ppm) for 6 days in air at 1000°C in a re-crystallized alumina boat. In this study Dynamic Finite Element Modelling is used to investigate the distribution of peak particle accelerations (PPA) induced in a rock mass by a vertical decked column of explosives. The rock mass is assumed to be viscoelastic. The influence of the delay time between decking charges, the viscosity attenuation (quality factor Q), the decking configuration, and the velocity of detonation (VOD) on PPAs is examined. The results of this paper are relevant to fragmentation since the nature of the fragmentation is related to the stress magnitude and hence the PPAs. It was found that increasing the VOD, and increasing Q increases the PPAs in the neighbourhood of the blasthole. However, the VOD and rock quality factor Q have little influence upon the distribution of PPA. It was also found that an even distribution of PPAs, at a fixed distance from the blasthole, could only be obtained by increasing the ratio of charge length to stemming length. The study showed that the amplitudes and distribution of PPA surrounding the blasthole was approximately independent of the delay time between the decked charges. The modelling also shows that the particle accelerations at locations below the bottom of the charge are relatively small and so the model predicts no substantial damage below the bottom of the charge after blasting.

POWELL*-I would like to ask either Mr. Ash or Mr. Eaton if they know of any place where the Mine Inspectors&apos; for¬mula has been used that water has flowed from one colliery to the other. W. L. EATON (authors&apos; reply)-We have made considerable study but we have not gotten around to very many of the barrier pillars. I would not say that any or all of them have been designed to the strict figures of this formula. Most of those ex¬amined will not hold back the water that they are supposed to hold back. E. T. POWELL-If the pillar remains ac¬cording to the Mine Inspectors&apos; formula? W. L. EATON-We have not found very many where the provisions were followed. E. T. POWELL-Where the Mine Inspec¬tors&apos; formula has been fully complied with, have there been failures or not? W. L. EATON-I cannot say. Most of these barrier pillars probably were designed in accordance with this formula, but most of them, if they were so designed, are not in that shape now because a large number of them will not hold back the water; they have been reinforced, and they are punc¬tured in various places. Holes have been driven through them to relieve the hydro¬static pressure to avoid a failure. They do not dare to have a failure. In many instances, the barrier is punc¬tured to avoid a failure. In order to mine their coal safely, many companies must pump water from mines that were aban¬doned many years ago. R. MAIZE-That is true, Mr. Eaton, but do you know of any case where a barrier pillar actually failed and flooded an ad¬joining mine when the pillar had been left in accordance with the Mine Inspectors formula?

Polycrystalline oxide superconductors that have the perovskite structure, that are oxygen deficient, and that have compositions based. on the so-called. 1-2-3 (YBa2Cu3O7) compound, were investigated.. The materials exhibit a high critical transition to superconductivity at temperatures near 90oK. It was determined that maintaining the oxygen content within the correct range in connection with an appropriate amount of CU ions in the crystal lattice leads to high-critical temperature (Tc:) superconducting properties. High-Tc: superconductors with a critical temperature in the range of 100°K were developed. Further investigations, based. on the theoretical examinations of the origin of superconductivity, have been performed and are discussed..

Long-range projection of demand for domestic crude oil indicates a continued upward movement and accentuates the need for increasing the recovery from known crude-oil resources to supplement expected future discoveries. Consequently, the industry and Government have given special attention to the viscous or heavy-oil deposits because they offer the distinct possibility of large order increases in ultimate recovery. This report presents data pertaining to 150 heavy-oil reservoirs in Arkansas including oil characteristics of samples from 38 of these reservoirs. To January 1, 1967, about 600 million bbl of heavy oil has been recovered from the 150 reservoirs in 63 oilfields; however, about 4.5 billion bbl, or 88 pct, of oil remained in the ground. Of prime importance is that much of this heavy-oil resource is in reservoirs having characteristics considered favorable for thermal-recovery operations. Data for the thermal projects initiated [thus Ear are presented in individual field discussions. Also discussed is the t crude oil supply-demand situation in the State.

"ICP-MS has moved from a laboratory curiosity to a functional analytical tool. This paper discusses how ICP-MS has been used to solve difficult analytical problems encountered when analyzing various mine materials. Comparisons between analytical techniques applied to the analysis of gold and the platinum group metals illustrate the advantages and problems of ICPMS when. applied to trace levels of some metals iri the presence of ore grade metals. Interferences and matrix effects are compared to ICP, AA and Neutron Activation. The necessity to select chemical extractions which are compatible with ICP-MS are also discussed.The ICP-MS techniques explained in the examples on Au and precious group elements (PGE) have validity in analytical problems encountered in testing of trace metals in the presence of major elements found in mine materials. Exploration and environmental testing are other areas that require the same analytical approach to quantify trace levels in the presence of major interfering elements normally associated with mining environments."

Deformation (a) and twin (a&apos;) stacking-fault densities in cold - wor ked filings of fcc silver alloys containing 2, 4, and 6 wt pct Sb have been estimated from Debye-Scherrer peak shifts and asymmetries, respectively. Evidence has been obtained for a possible strain-induced transformation in a two-phase alloy containing 9.0 zut pct Sb. Using Fourier analysis of X-ray line profiles, the effective particle sizes and root mean square strains have been determined for the three fcc alloys in the cold-worked condition. The values of the compound fault probability 0.5a + a&apos;) evaluated from peak shifts and asymmetries are in reasonable apeement with those derived from peak broadening. COLD work of fcc metals may produce both deformation and twin (also called growth) stacking faults, which can be detected and quantitatively estimated by X-ray diffraction techniques.&apos; In addition to peak broadening, deformation faults produce a shift in peak positions and twin faults an asymmetry of the Debye-Scherrer reflections. Besides stacking faults, a reduction in the size of coherently diffracting domains and distortion within these also broaden the powder reflections of deformed fcc metals and alloys. Fourier analysis&apos; of peak shapes provides quantitative infor- mation about the effective domain sizes, lattice strains, and also the compound fault probability (1.5a + a&apos;), where a and a&apos; represent deformation-and growth-fault density, respectively. The Paterson method2 for determination of a from peak shifts, the warren3 or wagner4 method for evaluation of a&apos; from peak asymmetries, and the Fourier analysis for quantitative estimates of all the contributory causes of peak broadening have, in the course of the last decade, been extensively applied to obtain data for a number of deformed fcc metals and alloys. One of the useful results of earlier measurements of a in several solid solutions is a correlation between a and the solute valence as well as electron concentration per atom (p) in alloy systems based on a particular solvent. The work of Smallman and westmacott5 on Cu-Zn, Cu-A1, and Cu-Sn, of Foley, Cahn, and ~aynor&apos; on Cu-Si and Cu-Ge, and of Rama Rao and Anantharaman7 on Cu-Si and Cu-Sb has revealed a common trend in the increase of a with p and also a with valency of the solute. Cahn and Davies&apos; and Ad-ler and wagnerg have observed similar trends for silver alloys containing cadmium, indium, and tin. Data on a for silver alloys with a pentavalent solute element are not, however, available. It is primarily to fill this need that the present investigation on Ag-Sb alloys was undertaken. Utilizing the Patersonand Warren methods, values of a and a&apos;, respectively, have been determined in three silver alloys containing 2, 4, and 6 wt pct Sb. By Fourier analysis of the broadening of Debye-Scherrer peaks, effective particle sizes, lattice strains, and the compound fault probability (1.5a +a&apos;) have also been evaluated.

A study of the rate of dissc5lution of chalcopyrite (CuFeS2) in acidic solutions under oxygen overpressures was carried out by measuring the rate of formation of cupric ions in solution. Effects of temperature, oxygen partial pressure, surface area, and concentration of sulfuric acid were evaluated. A sized batch of chalcopyrite was leached in the temperature range of 125° to 175°C and in the pressure range of 75 to 400 psi of oxygen. In 0.5 N H2SO4 all products of reaction went into solution except for trace amounts of elemental sulfur. The dissolution of chalcopyrite followed linear kinetics and was essentially independent of hydrogen ion concentration for H2S04 concentrations between 0.2 and 0.5 N. The oxygen dependence indicated adsorption approaching limiting values with increasing oxygen pressure. The linear mechanism was explained in terms of steady-state adsorption of oxygen at the chalcopyrite surface followed by a surface reaction. The enthalpy of activation for adsorption of oxygen was found to be approximately 33 kcal per mole. An activation enthalpy of approximately 9 kcal per mole was observed for the surface reaction. Charge transfer reactions are not rate controlling in the process.

The Bureau of Mines, as part of its goal to develop technology that can conserve domestic mineral resources investigated beneficiation methods for recovering phosphate minerals from two Southern Florida deposits with high magnesium content. Chemical analyses of sized fractions indicated that no coarse pebble concentrate could be produced from either deposit. Conventional fatty acid-fuel oil batch flotation tests on two phosphate samples, analyzing 6.8 and 8.5 pct P205, yielded concentrates containing 28.97 to 29.80 pct P20S at recoveries ranging from 72.4 to 76.9 pct of the flotation feed. The MgO content ranged from 1.20 to 1.36 pct. Bubbling S02 gas through an aqueous concentrate slurry, further reduced the MgO content of these phosphate concentrates to 0.5 and 0.8 pct, but with a concomitant loss in the phosphate recovery. Settling characteristics of slimes from both phosphate samples showed a slow settling rate, which is a typical characteristic of other slimes in the region.

Project-finance risk assessment is mature and approached systematically. Mining industry due diligence remains fragmented with specialists addressing different aspects of the project such as reserves/JORC, environmental impact, commodity market, even financial analysis/ modelling. Each professional has a natural tendency to believe that the risk factors they have examined are the key ones necessary to be reviewed, as if their review will stand in isolation from others in the way a project materialises. By first laying out the project risk categories and risk matrices, this paper examines the due diligence process with a keen eye to the risk assessment and overlap/interaction. Some cross fertilisation of due diligence techniques from other industry sectors is placed into the mining context. Six case studies are then presented with regards to due diligence features in each projectÆs feasibility review or financial information/ offering memorandum. A power case first shows the differences between the due diligence expectations of banks versus bond financings. Then some Australian and Indonesian mining development cases are analysed to see the due diligence learning points. Some of these were project/due diligence failures. The conclusion focuses on the value of a systematic risk assessment for project evaluation, all from the project-finance perspective.
