I work for the State of Washington as an Explosives inspector. My paper will describe the mission of the Wa. State Dept. of Labor pertaining to explosives and the regulation of explosives in the State.Blasting safety is high on the public safety list and the regulation of explosive use and storage has been mandated through legislature. The Dept. considers pro-active partnering forexplosive safety preferable to after-the-fact citations for non-compliance.In some cases, the Dept. will issue civil citations with monetary penalties, meant to be a deterrant, of course, to blasters who choose not to comply with the explosive regulations of the State.The Dept. has also revoked and suspended blasting licenses. In some instances, the Dept. has allowed recipients of citations with monetary penalties to reduce the amount paid by attending technical training classes. The idea here, is to reduce the chance of reoccurence of unsafe blasting practices. The State of Washington partners with MSHA in the regulation of explosives use and storage in mines, pits and quarries in the Stateas well as working closely with law enforcement, State and local fire marshals, ATF,and is active in ISEE in part of it’s ongoing effort to promote explosive safety and establish communications in a nonadversarial way with explosives users. My paper will include some statistics on licensing in the State, pounds of explosives used, inspection numbers, numbers and types of complaints with information from the inspections resulting of these complaints. My paper will include examples of storage, both good and bad, examples and pictures of fly rock incidents, accidents, near-miss close calls, break-ins, thefts, and abandoned explosives. This paper may also include a brief summary of my opinion of explosive regulation and my job as a regulator, including examples of high and low points of the job, joys and frustrations.

This paper describes the large diameter caisson foundation for the upstream guidewall at the Lock and Dam No. 26 (Replacement) Project. The guidewall is supported on two rows of 1.8-m diameter concrete filled caissons. The 28.8 m long caissons are embedded 15.5 m into the foundation material and have an unsupported length of 12.2 m. This paper describes the philosophy and design decisions leading to this unique caisson design. The construction success and problems for the load test caisson will be discussed. The full scale 13,350-kN caisson load test and the associated lateral load tests will be described and the test results presented.

Load behaviour in an industrial mill has been measured directly by inserting probes through liner bolts. The data from conductivity probes have indicated the presence of premature centrifuging during manipulation of the load mass. Overloading conditions were also encountered. Overloading and premature centrifuging both reduce the power drawn by the mill. These effects have been successfully modelled.

The Building Research Establishment installed a base load cell in a driven cast-in-place pile prior to it being tested under vertical load. The monitored base loads were found to be significantly less than could have been predicted by current design methods. The less than expected capacity was attributed to the drilling out procedure. An electro-level system installed in a second similarly formed pile, provided detailed information on the performance of the pile under lateral load. The information obtained was used to check several current design methods for laterally loaded piles. The findings show the potential dangers of attempting to improve design parameters from only limited performance data.

Effects of High Pressure Grinding Rolls on Platinum-Bearing Ores and the Flotation Response as Compared to the Conventional Ball Mill Three major PGM ore types from the Bushveld Complex of South Africa: Merensky, UG2 and Platreef were comminuted with the use of the high pressure grinding rolls (HPGR). The influence of the feed characteristics and the various operational and design features of the HPGR on energy consumption, throughput, mineral liberation and PGM flotation recovery were investigated. The test work variables included two feed top sizes of 12 mm and 6 mm, specific grinding forces ranging between 3 - 7.5N/ mm2 and zero gaps of 1.5 mm and 3 mm. The results show that the influence of the HPGR operational and design features on energy consumption, throughput, mineral liberation and PGM recovery are ore dependent. The size reduction-specific energy relationships show that the most energy efficient utilisation of the HPGR for Platreef ore was at the lower specific grinding force of 3N/mm2 and the zero gap at 3 mm. For Merensky and UG2 ore on the other hand, the most energy efficient operation was at the higher specific grinding force of 7.5N/mm2 and the zero gap of 1.5 mm. At a specific energy input of 3 kWh/t, reduction ratios (F50/P50) of 6.5, 3.8 and 10 were obtained for Merensky, UG2 and Platreef, respectively for feed top sizes of 12mm. Further application of the HPGR as a pregrinding stage to a ball mill showed a 25 - 30 per cent increase in throughput for Merensky and UG2 ore. Batch flotation tests performed on selected samples appear to indicate that ore comminuted with the ball mill had superior grades compared with that ground with the HPGR. However, Merensky and UG2 ore comminuted at different HPGR operating conditions showed distinctions in PGM recovery. Platreef on the other hand did not appear to show any differences. Therefore, this study highlights the significance of ore type and operating variables in HPGR applications with regards to energy efficiency, throughput and PGM recovery.

This paper summarizes the results from a project aimed at adapting scroll centrifuges for application to the dewatering of flotation concentrates. The main impetus for the project was to reduce the high cost and footprint size of the technology currently used to dewater fine coal. The technical challenge was to enhance solids capture by incorporating a laser-cut screen into the design of the basket. The project has shown that a pilot-scale scroll centrifuge can be used to dewater froth concentrate. A number of different basket designs were tested, the best results being achieved with a basket comprising a laser-cut screen of aperture 70 µm. The best result on a sample of untreated flotation concentrate, which was taken from the open trough flotation cells at a coal preparation plant (CPP) in NSW was a solids recovery of 82 wt% at a product moisture of 24.3wt%. By comparison the best product achieved with a conventional wedge wire basket was a similar moisture content but solids recovery was only 64 wt%. This could only be achieved after the feed had been artificially thickened. Conditioning of the centrifuge feed with polymer flocculants led to an increase in recovery up to 88 wt% with a moisture content of ca 25 wt%. It is thought that optimizing additive selection and conditioning parameters, as well as screen aperture and open area, could improve performance still further. The results were obtained using centrifuging conditions (centrifugal force, feed solids, feed rate) in the pilot-scale machine which should be possible to translate into conventional designs of commercial scale machines, without downgrading solids throughputs. However only with full-scale trials will it be possible to establish this assertion with certainty.

The International Ground Control Conference in Mining has always provided an open forum for the publication, presentation, discussion, and often heated debate on roof bolting systems mostly with attention to how, when, and why they work. During the last 24 Conferences at least 170 papers have been presented by International Experts on these “simple” devices that range in length from 30-inches to 20 ft and from 5/8 to 2 inches in diameter. Roof bolts are primarily mechanically anchored, glued, cemented, or driven. Bolts are placed vertically, angled, or tied together with special fixtures (trusses and slings). They have been termed active, passive, stick-slip, and several other descriptive acronyms or mining slang expressions. This retrospective paper will present the changes in bolt types and usage, point out some of the biggest myths and hail the most significant advances (according to the authors’ opinions of course).

In 1930 the Bureau of Mines published a description3/ f the concentrating process of the Magma Copper Co. as it had been developed to that time and was then employed. The prevent paper revises the description to the end of 1943 and includes a description of the smelting processes. Data from the mild and smelter operations for, 1942 are given in tables 1 to 14, Billing costs are included, but it is not permissible to publish smelter costs.

The installation of the George Fisher flowsheet in the lead/zinc concentrator at Mount Isa Mines Limited has recently been completed. The George Fisher flowsheet involved moving flotation capacity from the lead circuit to the zinc circuit and changes in zinc circuitry, changes in the reagent regime and increased regrinding capacity, using IsaMills, to regrind some streams to 80 per cent passing seven microns. The project was highly successful, delivering a five per cent increase in zinc recovery within a fortnight of commissioning. The George Fisher flowsheet was developed over six years. Laboratory work built upon the knowledge gained from investigating and processing the Mount Isa and Hilton orebodies. The engineering design and construction for the brownfield expansion of the existing lead/zinc concentrator had significant involvement from the operational, maintenance and technical personnel. Experienced personnel were seconded from the concentrator to the design and construction groups to ensure smooth integration of the new flowsheet into the existing concentrator with minimum downtime, and maximising the reuse of existing equipment. The combination of thorough design, good project integration with operations, and a good commissioning plan allowed almost immediate delivery of project gains. The project was highly successful, the full design improvements were achieved within two weeks, allowing the focus to move to developing future improvements.

"Froth flotation is the most widely used and economic means of concentrating metal sulfide ores such as those containing copper, lead, zinc, nickel, molybdenum, and pyrite. Also recoverable are other metal species that are often associated with sulfide ores such as cobalt, platinum, gold, silver, etc. Most of the initial developments made with the process of froth flotation in the early 20th century were based on the processing of metal sulfide ores. It is the relative technical and economic ease of floating metal sulfide minerals with small amounts of appropriate frothers and sulfur containing (thio) collectors that has been a major economic driving force behind the rapid expansion in the supply of metals such as copper, lead, zinc, and nickel that has occurred in the world's economy in the last 50 years. This author estimates that 1.6 billion tons of sulfide ores are processed each year (1980) in the free world based on the froth flotation process.While there has been a tendency for the quality of metal sulfide ores in any one geographic location to deteriorate over time due to mining intensity, the overall global supply of sulfide minerals is still very large. Thus, the physical supply side of sulfide ore concentrates has not been under strong technology improvement pressure with increasing metal demands. Part of this is due to the ability of capital to consistently move to new geographic locations having suitable grade sulfide ores. In these moves, the actual froth flotation technology used (including collector chemicals) has had to change little. As an illustration of this trend, of the approximately 80,000 metric tons of thio collectors used commercially (1980) in the free world, almost 98% were known and manufactured in some form 25 years ago (1). This is clearly not typical of reagent development in other process related industries. In addition, the industrial scale practice of froth flotation applied to sulfide ores has proceeded since the 1920 s with often little direct (predictive) scientific explanation due to the extreme complexity of the flotation process. Empirical testing has been a mainstay of industrial flotation reagent development and use. Even today there is often strong disagreement between researchers as to the mechanisms of chemical flotation practices that have been performed successfully at an industrial scale for many years."

In ilmenite smelting, the FeO content of the feed material (nominally FeO.TiO2) is decreased by reduction with carbon. In a parallel reaction, a significant amount of the TiO2 is reduced toTi2O3. One of the striking features of these reactions is a consistent relationship between the extents of FeO and TiO2 reduction; this relationship is independent of furnace size. It was recently proposed that this relationship follows from the solidification behaviour of the slag, where the final slag composition corresponds to the minimum melting point (?eutectic groove?) in the FeO-TiO2-Ti2O3 phase system; the hypothesis is that solidification equilibrium with the freeze lining stabilizes the slag composition. If this is the case, the system of slag and freeze lining must be capable of correcting two types of disturbances: thermal and compositional. Thermal disturbances result from incorrect power input, for the feed rates of ilmenite and reductant. For example, excessive power input will tend to overheat the slag, causing the freeze lining to melt partially, establishing a new steady-state heat loss from the furnace. Compositional disturbances result from an incorrect reductant input for the given power and ilmenite input. In this work, the dynamic response of the slag and freeze lining to different inputs (flow rates of ilmenite and reductant, and power input) is modelled. The model is based on solidification equilibria, and quantified heat loss through the freeze lining. The conclusion is that the solidification equilibrium cannot constrain the composition to the eutectic groove for typical operating conditions. "Four occurrences of galena-cemented sandstones, exposed in the Lower St. Lawrence - Gaspésie area, are described. They constitute a new, insufficiently explored type of deposit in Quebec.One mineralized body, a minor occurrence, is hosted in Lower Devonian rocks deposited in an estuarine, intertidal river channel during a marine regression; major cements are dolomite and sulphides. Another occurrence, a drilled prospect, is hosted in Upper Silurian rocks deposited unconformably on Cambro Ordovician basement during a marine transgression. With galena and quartz as main cementing minerals, it is similar to some well-known, economic sandstone-lead deposits. A third and fourth, a drilled prospect and a minor occurrence, are hosted in Upper Cambrian rocks deposited on continental slopes. In both, sulphides mainly occupy a secondary porosity. The differences between the third and fourth occurrences are: (1) cementing translucent minerals (carbonates and barite in one; chlorite in the other); (2) chronology of final subsurface dissolution (prior and subsequent to sulphide precipitation, respectively); and (3) important fracture porosity only in the barite-bearing deposit.The diversity of the four occurrences, and the unequal geological knowledge of their respective features, prohibit the formulation of uniform guidelines for further exploration.IntroductionThe attention of the mineral exploration community is drawn to four occurrences of galena-cemented sandstones (Fig. 2A) in the Cambrian of the Taconian Orogen and in the Siluro-Devonian basin of the Lower St. Lawrence and Gaspésie area (Fig. 1). In view of the fact that sandstone-lead deposits (Bjerlykke and Sangster, 1981) are, or have been, mined in several countries (e.g . Laisvall in Sweden: see Rickard et al., 1979; Largentiere in France: see Foglierini et al., 1980), the mere presence of occurrences in Quebec indicates that the mineral potential of some parts of the Appalachians requires further evaluation.Exploration for the deposits considered here is essentially restricted to geological methods and drilJing (e.g . Mainguet Suares and Samama, 1969), since the response to geophysical methods is virtually nil, at least in the initial, surficial stage of an exploration program. As the particular disciplines of geology utilized in exploration depend a great deal on the geological setting of a mineral occurrence, the diversity of the Quebec deposits is of prime importance. Therefore, the four occurrences (Fig. I, Table 1) studied by the authors are herein briefly described with emphasis on their stratigraphic and tectonic setting, and on the evolution of pore space and sequential occlusion of pores and fractures. Prior to further research in and around the occurrences, now in progress (e.g. Beaudoin, 1987; Beaudoin et al., 1987), it is hoped that the following outline will be useful to the explorationist."

Drilled displacement piles are being increasingly used as foundation elements, particularly in projects requiring fast construction. Different types of drilled displacement (DD) piles are available in practice. DD piles are classified according to the drilling tool design and installation method. The capacity of a DD pile, depending on its type, is between the capacities of geometrically similar nondisplacement and full-displacement piles installed in the same soil profile. This paper provides an overview of the different types of DD piles and their installation techniques and describes three design methods used in practice. It also compares DD pile capacities obtained with these design methods for two different sites.

Paper presented at the IAGOD international symposium on mineralization related to mafic and ultramafic rocks held in Orleans, France, 1-3 September 1993. The principles of shear-driven aggregation of particulate matter suspended in fluids, a common industrial method of concentration and separation, were applied to a convecting magma to estimate the time required to sparge or strip the PGE and Cr content and concentrate it into the boundary layers. It was calculated that an ore-grade (e.g. 6 ppm PGE) boundary layer about 1 m thick would require 100 000 years at most to form from a body of magma 500 m deep with a PGE content of 20 ppb. Since concentration would be most vigorous when the magma was warmest, at least half of this concentration would take place in the first 10 000 years. The effect of dispersive pressure in the boundary layer would generate a concentration high of refractories just below the top of each boundary layer and another just above the bottom. If the magma was a double-diffusive system, it might evolve by the downward cascade of enriched boundary-layer material into the hotter, lower magma layers, where depending on saturation levels chromites would equilibrate and sulphides undergo partial or total resorption, enriching PGE levels in any remaining sulphides. This cascade process would in time greatly enrich the lower regions in PGE-bearing sulphides and chromites
