High-risk area in open-pit mining should always be monitored by the operational supervisor because of its nature. One of this type is the soft soil dump area. Due to the unstable bearing capacity of the soil, it’s highly possible for us to find cracks in the area. This paper aims to build computer vision which able to detect truck’s distance from safe limit allowed during dumping activity. The system will warn the truck’s driver if the truck has crossed that predetermined safe limit.

Phosphogypsum (PG) is a by-product of solid waste produced by the phosphate chemical industry. Owing to large emissions and massive storage issues, it causes a potential threat to our environment. Hereby, a method based on the precipitation and crystallization properties of calcium phosphate-magnesium ammonium phosphate (CP-MAP) followed by its adsorption on active solid waste powder is used as the main principle to treat PG harmlessly. The treatment process and its influencing factors for orthogonal experiments along with the associated environmental safety have been studied in detail. The results showed that this method could simultaneously remove soluble phosphorus and soluble fluorine from PG. When ACP, FA, HBM, and Ur were added to PG at a dosage of 3%, 13.5%, 0.04%, and 0.04%, respectively, the residual phosphate and fluoride contents was 0.061 mg/L and 0.856 mg/L respectively in the PG leaching solution. Compared to state-of-the-art approaches, this method exhibited higher efficiency in removing phosphate and fluoride. Most importantly, this method does not cause any secondary pollution in the process, thereby showing a novel application in large-scale industrial treatment.

The recent study by R. M. Hays(l) prompted the study summarized in this paper. In his Interesting paper, Mr. Hays shows fine results to be attainable by a relatively complex flowsheet on a semi-taconite, a manifestly difficult ore to treat. We obtained a semi -taconite from Minnesota, and treated this sample by wet magnetic separation alone. The device in which the separation was accomplished is the standard pilot-plant, laboratory separator in use at Magnetic Engineering Associates' laboratory (MEA) in Cambridge, Massachusetts. It consists of a cylindrical space which can be magnetized by turning on the magnet of the separator. In this cylindrical space, there is a canister which provides the special configuration of the magnetic field and magnetic field gradients that MEA considers to be required. The ore pulp is made to flow through the canister while the current is on. A portion of the pulp is retained in the canister, and the rest is evolved as a non-magnetic fraction. The laboratory device is cyclic, but it accurately predicts the results obtainable by an Industrial unit of either cyclic or continuous type (moving matrix). The ore tested was 99.5°%o -325 mesh, and approximately 75% -500 mesh. The concentrate from this ore was, therefore, eminently suitable for pelletizing. In passing the ore through the magnet, we had the choice of repeatedly passing the concentrate from the first step through the operation, or of repeatedly passing the non-magnetics. INTRODUCTION The inactive uranium mill tailings investigated in this study are located in two mining districts, Elliot Lake and Bancroft, Ontario, Canada. The sites exhibit a mixture of surface features consisting of dry areas, with or without vegetation and areas covered with water. On the edges of the water bodies, indigenous vegetation has invaded the tailings beaches [ Typha] spp. (Tourn.) L. a dominant plant on these tailings beaches, has been studied for the uptake of radium-226 and lead-210 (Kalin and Sharma, 1981b) from the tailings. It was found that most of the radium-226 remains in the roots of the plants, and that the solubility of radium-226 in control soil differs from that in tailings. The uptake of radium226 by vegetation and other biota is related to the solubility of the element in water. Factors controlling the solubility of radium-226 in uranium mill tailings are of interest in assessing the environments effects of these wastes. Rusanova (1962) found that the soluble or extractable amount of radium from the soil is inversely related to the total concentration of calcium and magnesium in the soil. Experimental work has clarified some aspects of the leachability of radium from uranium mill tailings (Levins, et al., 1978; Wiles, 1978, and others). Halvik, et al., (1967) studied the effects of pH and chemical composition of surface water on the liberation of radium from uranium mill tailings and uranium ore. He found that an increase in pH, up to a value of pH 9, decreases the amount of radium released from the tailings and the ore. A positive effect of calcium chloride was noted on the leachability of radium. Benes (1981) reviewed the physicochemical forms of radium and its migration in water. Based on experimental work, he identifies primary factors which determine leaching of radium from uranium mill tailings. The ratio of the volume of the leaching solution to the weight of the leached sample; the composition of the leached solids and the leaching solution, and finally the pH of the leaching mixture are of importance. He emphasized that a scarcity of field data exists, which would relate experimental work to the actual situation in the tailings ponds. Inactive tailings ponds in Ontario are 16 to 23 years old, and processes which are of importance in evaluating the long term effects of uranium mill tailings in the environment can be studied. The objective of this work was to investigate the leachability of radium-226 from the tailings under field conditions. MATERIALS AND METHODS Sample Collection A description of inactive tailings sites in Ontario, where the tailings and the water for this study were collected, can be found in a report by Kalin (1981). [Typha] spp. specimens were excavated from 16 different locations along with the tailings attached to the roots of the plants. A tailings sample from the surface area, around the plant, was secured before the excavation. Tailings samples were also collected from dry areas free of vegetation in the vicinity of the wetland stand. Surface samples (depth 0-5 cm) and samples at a depth of 20-25 cm were secured. Water was collected from the shallow tailings beaches around the vegetation stands. Sample Preparation The roots of the plants were washed free of tailings with distilled water. The resulting thick slurry of tailings was allowed to settle in the wash basin for five minutes and the supernatant water was decanted. The remaining saturated tailings were brought to 400 ml volume with distilled water in a beaker. The slurry was mixed with a magnetic stirrer for two 24-hour periods. After the first 24-hours, the slurry was allowed to settle for 20 minutes and the supernatant water was removed. The remaining sediments were suspended again in distilled water (400 ml total mixture) and leached for a second 24hour period. The tailings slurries from the different locations had a solid to liquid ratio, which ranged from 0.5 to 1.4 grams of dry tailings material per millilitre. The variations in the ratios are the result of differing fractions of coarse and fine tailings on the sites. In the final leachates, the solid to liquid ratios of the samples were 0.17 (±0.1) g/ml. The pH of the surface water and the leachate was determined with an I.L. Portomatic pH meter. All the tailings samples were homogenized in a mortar and brought to dryness at 75 to 85°C. Large scale grinding mills can reduce both capital and operating costs for concentrators. These mills can be effectively used, but they must be free from design and manufacturing deficiencies if they are to reach their full potential and avoid costly downtime. This paper presents the evolution of today's complex grinding mill specifications and discusses the most important items to look for when buying new equipment. It emphasizes the need to monitor specification requirements during design and manufacture. It also discusses the growing trend to have grinding mills fabricated in overseas plants, and the importance of recognizing this when preparing specifications.

A process was developed to recover coal, clays and pyrite from coal wastes. The process consists of fine grinding followed by coal flotation and pyrite flotation leaving the clays in the flotation pulp. A bituminous coal refuse, containing l0% S-30% C*, was treated by this method to yield a coal product containing 4% sulfur, 10% ash; a pyrite product containing 45% sulfur (84% FeS2), 1% carbonaceous material and a clay product containing 2% sulfur (3.5% FeS2). The coal yield was about 89%. The pyrite yield was about 77%. The process steps may be entirely flotation, or gravity separation (hydrocyclone) may be used to increase the pyrite: coal ratio in the flotation feed. Cost estimation shows a profit of $2.28 per ton of low pyrite grade refuse (Labor, maintenance, overhead and plant depreciation were not included). The development of this process consisted of three parts: 1) exploratory tests, 2) optimization tests and 3) confirmatory tests.

The Sheep Creek deposit near White Sulfur Springs, Montana, is a middle Proterozoic stratabound and strataform sediment- hosted massive sulfide containing 4.5 million tonnes (5.0 million tons) averaging 2.5% copper, and 0.1% cobalt in the upper sulfide zone (USZ) and 1.8 million tonnes (2.0 million tons) averaging 6% copper in the lower sulfide zone (LSZ). Mineralization is hosted in lower Newland shales and debris flow conglomerates in the graben controlled Helena Embayment of the Belt Basin. USZ mineralization is characteristically high in Cu, Co, Ni, Ba, As, Pb, and Ag. Mineralogically it consists of barite, pyrite, chalcopyrite, and tennantite with minor amounts of marcasite and various cobalt minerals. By contrast, the LSZ is higher in Cu, Ni, and Au and lower in Co, As, Pb, and Ag. Mineralogy of the LSZ consists of dolomite, pyrite, and chalcopyrite. In both zones significant amounts of cobalt, nickel, arsenic and copper are incorporated in pyrite rims. Tennantite controls the abundance of numerous trace elements in the ores. Fluid incluison data from hydrothermal USZ barite suggests that mineralization took place at temperatures in excess of 250°C, under relatively oxidizing conditions (f02 = 10-32+1) from moderately saline (1.1-3.5m), metal rich brines. The absence of barite in the LSZ suggests mineralization under more reduced conditions (f02 = 10.38+2). Mineralization was initiated following basin subsidence in excess of 400m. Contemporaneous with movement along a growth fault(s) was upward migration of hot metal-bearing fluids which permeated the loosely consolidated sediments and may have vented on the sea floor. The differences in the two zones may be explained by the effects of variations in local basin morphology and solution chemistry.

"INTRODUCTION There is no doubt about the time and effort companies put in establishing and maintaining their equipment. However, the question about how these companies can map the benefits comes up. Neither do they have the tools to quantify the benefit of their action, nor do they have the tools to know the actual quality of their current maintenance system. The resources used in the process seem futile to observers. It seems impossible to trace improvements and to get information about the impact of actions in retrospect. Improvements in maintenance performance cannot be recognised by management or shareholders. Thus the necessity for measuring the performance of maintenance systems is given. In this paper ConMoto is systematically showing the strengths and weaknesses of many companies' maintenance management and is providing field-tested proven design elements for measuring maintenance systems and implementing Value Oriented Maintenance. Considering only business assets in production facilities and related machinery out of all investment goods in Europe, you reach a value of around 9.7 trillion euros in 2008. In Germany alone the equipment replacement value amounted to about 1.9 trillion euros [8,10,11,13]. If you calculate a cross sector maintenance costs rate of 4.8 % (corresponding to the average value identified in this study), direct maintenance costs in European production locations add up to over 450 billion euros per year [3]. These figures speak for themselves. Yet maintenance is not only of enormous significance for European enterprises. Our experiences show that maintenance and asset management, particularly sustainability issues, are also increasingly moving to the forefront in the BRIC states, in the Middle East and in many emerging countries. First of all, in order to meet the resulting high quality and cost related requirements of maintenance systems, a comprehensive overview of the issue is needed. This overview is provided by a detailed analysis of 83 companies and production plants from various sectors – with amazing results. SIGNIFICANCE OF MAINTENANCE Current studies show the high financial significance of maintenance and asset management. According to the market study in the Asset Manager [9], in industrialised countries about 10 to 15 per cent of the labour force are employed in maintenance and facility management tasks. In Europe about 40 to50 million people are directly and indirectly involved in retaining the value of machinery, plants, buildings, transport systems and infrastructure facilities. A glance at the costs side also demonstrates the great relevance of maintenance. EU-wide annual direct maintenance costs amount to a total of more than 1,500 billion euros. In Germany alone they are about 250 billion euros. This impressive total is considerably exceeded by indirect maintenance costs caused by technical failures. Indirect costs are estimated to be five times higher (Figure 1). [7,12,14]"

As part of an MSHA program to assess the effectiveness of dust control parameters for longwall mining operations, respirable dust studies were conducted on six longwall sections. The purpose of these studies was to evaluate the influence of airflow and production on longwall dust control. The sections were sampled for 3 to 35 shifts. In addition to dust, ventilation and production measurements, other dust control and operational parameters were measured. The water spray system at each operation conformed with generally recommended practices. Therefore, improvements to the dust control system would be most appropriately achieved through improvements to ventilation along the face. Two methods of assessing the influence of ventilation and production were used. For two of the six mines where extensive sampling (22 and 35 shifts) was conducted, multiple linear regressions were used to relate the dust concentration versus airflow and production data. For these two mines, statistically significant correlations existed between concentration and both production and airflow. The multiple regressions fit to the data indicated that for every 0.47 m3/s (1,000 cfm) increase in airflow, there would be approximately 0.04 to 0.07 mg/m3 reduction in dust concentration; and, for every 1,000 ton increase in production, there would be approximately 0.15 to 0.50 mg/m3 increase in dust concentration. For the four mines with limited data (3 to 10 shifts), as well as for the two mines with extensive sampling, an average ratio of airflow per ton of coal mined was calculated by proportioning the airflow to production and the designated occupation personal respirable dust exposure to a 2.0 mg/m3 concentration. The airflow-to-tons ratio required to maintain a 2.0 mg/m3 dust concentration ranged from 0.0038 0.0071 m3/s per ton (8 to 15 cfm/ton). Both of these data treatments were used to calculate airflow requirements based on normal production rates. For the two mines where both the regression and airflow-to-tons ratio were calculated, results from the two methods agreed within 25 percent.

The Greenwich Collieries Co. is a subsidiary of the Pennsylvania Mines Corporation, and a wholly owned subsidiary of the PP&L Co. which serves the northeastern portion of Pa. PP&L annually consumes about 11 million tons of coal per year and is the largest consumer of both bituminous and anthracite coal on the eastern seaboard. Development work for Greenwich started in 1969. The coarse coal plant was constructed in 1970, with the raw fines bypassed. This worked very well for our requirements at that time; however, the Greenwich mining plans were extensively changed, longwall mining units were installed and low coal was encountered, resulting in dirtier coal, a finer coal and an ever increasing ash in the shipped product. All this demanded a more efficient ash removal process for the fine coal fraction. In 1971, the Pennsylvania Department of Environmental Resources and the Federal Environmental Protection Agency were pushing for the now stringent sulphur emission limits at our power plants. The Greenwich Mine coal reserves contained large quantities of 3.5 to 4% sulphur along with some low sulphur reserves. It was, therefore, essential that any new plant have the capability of efficient sulphur removal to meet the Pennsylvania Department of Environmental Resources and the Federal Environmental Protection Agency required limits. To meet these limits our design would have to be capable of producing a product of 2.0% sulphur or less.

"Grout backfill strategy for a particular subsurface concrete tunnel (~4.9km long, 3.5m in diameter, carrying 20” gas pipeline) was based on achieving 1:100 slope of the fill in order to progressively fill the tunnel, in a series of 350m section. Grout rheology, particularly its non-Newtonian and thixotropic behavior, determines the final fill slope for given backfill strategy. The objective of this study was to simulate the two-phase grout mix backfill process using Computational Fluid Dynamics (CFD) and determine the slope of the fill to validate and optimize the backfill strategy. Three dimensional CFD study showed that for a 500m long tunnel section with a single injection point of grout, given its rheology, it will likely keep flowing without filling the 500m section height wise. Design optimization for filling was carried out using two dimensional studies to make the backfill process “slope independent” by incorporating a 2.5m high bulkhead at ~1,000m. INTRODUCTION As part of a gas field development a 20” onshore gas pipeline is required from the landfall site to the processing terminal some 8km inland. At the landfall site the gas pipeline is routed in a ~5km underground tunnel underneath a bay. For operational reasons and planning consents as well as to mitigate environmental impact based on an environmental impact study, once the gas pipeline and the associated services and spares have been installed, the subsurface gas tunnel will be fully grouted. There will be no permanent access to the tunnel after construction is completed and the site compounds have been reinstated once works are complete. One of the key requirements is that “full grouting of the tunnel” is desired. The grouting material used is a non-Newtonian and thixotropic fluid mixture of bentonite, cement, plasticizer, retarder/stabilizer and water. The tunnel is filled progressively in 350m sections using a combination of existing and new pipework assuming the grout rheology will yield a fill slope of 1:100 in a 350m section. The proposed grouting system used one pump at the grouting compound to pump the grout into the tunnel using the existing tunneling pipework. For the longer runs a second booster pump was used in series to pump the grout to its final discharge location. The filling process is controlled via a system of flow meters, pressure transmitters and a tunnel CCTV system."

"INTRODUCTION The Shatin to Central Link (SCL) is a new rail line being constructed by the MTR Corporation for the Government of Hong Kong to cater for the growing passenger demand between the North-East New Territories and the urban areas of the city. Contract 1103, which will provide the 4 km of running tunnels between the new Hin Keng and Diamond Hill Stations, was tendered in a design-build framework and awarded to Vinci Construction Grands Projets (VCGP) in October 2012, with Arup as Vinci’s lead designer. One of the most challenging pieces of work on the contract involved the construction of 133m of SEM mined tunnel on the northern end of the project. The Northern Mined Section (NMS) is an undrained, twin-track, single bore profile, broken out through the southern pipe pile wall of the Hin Keng Station cut-and-cover box, Figure 1. The tunnel has maximum excavated dimensions of 14.5m span x 12m height, with track spacing of 6.175m. The general excavation sequence consisted of 3 stages; a 6m high top heading (73.1m2), followed by bench (27.3m2), and invert (26.7m2). A risk-based approach to the design was taken given the large variation in rock level, cover, and an active stream course above tunnel crown. Ultimately, six different temporary support types were utilized in order to optimize the construction process through continually changing ground while maintaining a safe and stable excavation. Three main support types were developed during the initial design phase, along with a “contingency” case, which utilized a partial heading excavation sequence and enhanced face support. The purpose of the contingency support type was to have a robust, engineered design available for immediate implementation should unexpected ground behavior develop, leading to the breaching of instrumentation trigger levels. This support type was never implemented on site. Drill- and-blast tunneling commenced once 6m of rock cover was verified through forward probing. A robust instrumentation and monitoring scheme provided valuable data throughout excavation and the means to carry out a geotechnical back-analysis of the ground behavior and support performance."

The Wyoming craton in the western United States is a favorable terrane for diamond deposits. The craton hosts a variety of ultramafic, ultrabasic, and ultrapotassic rocks. Additionally, a few hundred 'kimberlitic' heavy mineral anomalies and some geophysical and remote sensing anomalies indicate the presence of undiscovered, mantle-derived, pipes in the craton. The Wyoming craton is separated into a Wyoming 'archon' known as the Wyoming Province, and the Colorado 'proton' known as the Colorado Province. The 'archon' underlies much of Montana and Wyoming and continues north into Alberta and Saskatchewan; the Colorado 'proton' underlies much of Colorado and a small portion of Wyoming. Although most exploration geologists would consider the 'archon' the most favorable terrane for commercial diamond deposits, the 'proton' has produced more than 120,000 diamonds, while the 'archon' has not been very productive.

The US Bureau of Mines developed hand-made, steel-fiber-reinforced concrete (SFC) blocks for building mine cribs. To ensure wider usage of these cribs, US Steel Mining Co. initiated a joint development and evaluation program with Burrell Construction Co. to mass produce SFC blocks of reasonable dimension, weight, and cost. Small specimens and full-size cribs were evaluated to determine their compressive strength and post failure characteristics. After testing and adjusting of various concrete mixtures, a final formulation was selected that gave a nominal crib strength of 22 MPa (3200 psi) and a nominal modulus of elasticity of 6.9 GPa (1.0 x 106 psi.) These SFC cribs can support 6.4 times as much as a wood crib with the same load-bearing area. The SFC crib was proven to be an economical and effective roof support system through various underground installations.

The University of Idaho, Department of Metallurgical and Mining Engineering, through the Generic Mineral Technology Center, has been engaged in mine design research at the Lucky Friday Mine, Mullan, Idaho. The purpose of the research is to develop and implement the longwall underhand cut-and-fill mining method for conditions at the Mine. The longwall underhand cut-and-fill mining method involves backfilling mined stopes with a compacted tailings-cement mix. After the backfill has been allowed to cure, mining is resumed from underneath. Horizontal stresses in the Lucky Friday Mine are exceptionally high and rock bursts are a common problem. Beus and Chan (1980) have reported a 2:1 horizontal to vertical stress ratio at the mine with a 65-MPa (9,500-psi) maximum horizontal stress at the 1,295-m (4,250-ft) level. Using this mining method under these stress conditions, it is desirable to have a backfill material that has sufficient strength to safely carry the high horizontal wall loads while minimizing external steel supports.

ABSTRACT Health and safety indicators help mine sites predict the likelihood of an event, advance initiatives to control risks, and track progress. Although useful to encourage organizations to work together, executing such risk assessments comes with challenges. This paper focuses on one trona mine’s experience in the development and implementation of a field level risk assessment program to help its entire organization understand and manage risk to an acceptable level. Through a transformational process of ongoing support and communication, Solvay Green River fostered a culture of trust and safety grounded in risk assessment, safety interactions, and hazard correction. The application of consistent risk assessment (RA) tools was critical to create a participatory workforce that not only talks about safety, but actively identifies energies that contribute to hazards and potential incidents. In this paper, reflecting on the mine’s process of RA implementation provides examples of likely barriers that sites may encounter when trying to document and manage risks. As discussed, consistent efforts to establish a participatory risk management program are worth the initial struggle to ultimately reduce incidents. INTRODUCTION Work-related health and safety (H&S) incidents often account for lost days on the job, contributing to organizational/financial and personal/social burdens [1-2]. Accompanying research demonstrates that risk and ambiguity around risk contribute to almost every decision that individuals make throughout the day [3-4]. In response, understanding individual attitudes toward risk has been unquestionably linked to predicting H&S behavior [5]. Although an obvious need exists to identify more comprehensive methods to assess and mitigate potential hazards, some argue that risk management is not given adequate attention in occupational H&S [6]. Additionally, research suggests that a current lack of knowledge, skills, and motivation are primary barriers to mitigating workplace risks [3-6]. Therefore, enhancing knowledge and awareness around risk-based decisions, including individuals’ abilities to understand, measure, and assign levels of risk to determine an appropriate response, is increasingly important in hazardous environments to predict and prevent incidents. This paper focuses on tailored approaches to field level risk assessment (FLRA), measurement, and common barriers to participating in such activities. The authors use a trona mine in Green River, Wyoming, as a case study to illustrate how the organization overcame widespread and site-specific challenges to implement a proactive risk management program. By discussing the mine’s tailored FLRA program, this case study contributes to the literature by first, providing examples of critical components that need to be in place to ensure successful risk management and second, context for continuous quality improvement that can foster a higher level of trust and empowerment on site."

In 1996, 92.5% or 233 Mt (257.4 million st) of coal produced in Wyoming came from the Wyodak coal zone in the eastern Powder River Coal Field. While the mined portions of the zone consist of one to three beds of coal with an aggregate thickness between 15 and 33.5 m (50 and 110 ft), the thickest expression is 61 m (200 ft). The delivered coal from this zone averages 0.33% sulfur, 5.12% ash, and 19.98 MJ/kg (8,590 Btu/lb). This coal zone occurs at or near the top of the Paleocene Fort Union Formation, which is overlain by the Eocene Wasatch Formation. There is also production from two coal beds in the lower portion of the Wasatch at the southern end of the basin. Production of coalbed methane derived from the Wyodak coal zone is currently an estimated 10.2 billion cu ft a year. This production is occurring just west and downdip from the coal mines and is increasing each year.

This paper is concerned primarily with the kaolin deposits extending northwestward from Macon, Ga., which is in the western part of the Irwinton district (fig. 1). These deposits are in a belt of kaolin districts extending along the inner edge of the Coastal Plain from the Aiken district, S. C., southwestward to the vicinity of Macon, a distance of 150 miles (250 km). Large kaolin deposits associated with bauxite also occur in an extension of this belt southwestward from Macon as far as the Eufaula district, Ala., a distance of about 130 miles (208 km). The belt splits away from the inner edge of the Coastal Plain in a southwesterly direction from Macon; the Eufaula district is approximately 50 miles (80 km) south of the contact of Coastal Plain sedimentary rocks with much older crystalline rocks. Structure The strata of Cretaceous and Tertiary age containing the kaolin deposits all dip gently seaward irom the landward edge of the sedimentary rocks. The dip of the Cretaceous strata is about 25 feet per mile (4.9 m per km). The dip of Tertiary strata is about 15 feet per mile (2.1 m per km). In places, the Tertiary strata overlap the older sedimentary beds and rest directly on the crystalline rocks. Faults having a few feet of displacement have been observed in several mines, but no major faulting is known in the area.

CRYSTALLIZATION from aqueous solution is a simple and old method for the recovery of metal values from leach solution. Practically all the methods for the recovery of aluminum from clay are based on the crystallization of an aluminum salt from the leach solution. Differences in solubilities may be used to advantage for separating two metals from the same leach solution. The classical method of Marignac (1866), which makes use of the difference in solubilities of K2TaF7 and K2NbOF5 to separate niobium from tantalum, has been used successfully in the manufacture of these metals (Fig. 10-1). The slurry containing the metal oxides is dissolved in 70 % hydrofluoric acid, diluted, and heated near boiling. A potassium salt is added in sufficient quantity to form the complex fluorides of the niobium and tantalum present. The solution is filtered and allowed to cool. At room temperature most of the tantalum salt crystallizes out while the niobium remains in solution.

INTRODUCTION The U.S. Environmental Protection Agency (EPA) was required, under Section 114(c) of Public Law 95-604, to provide a report to Congress identifying the location, and potential health, safety and environmental hazards of uranium mine wastes together with recommendations, if any, for a program to eliminate the hazards. The approach taken to prepare the report was to develop model active and inactive mines and locate them in a typical mining area to estimate their environmental impact. A list of uranium mines was acquired from the U.S. Department of Energy (DOE). The inactive mines were separated from the list and sorted into surface and underground categories. A literature search was conducted to obtain and consolidate available information concerning the environmental aspects of uranium mining and shortterm field surveys and studies were conducted to augment this information base. Radioactivity emission rates were measured or estimated for each mining category and were entered into computor codes to assess population exposures and subsequent health risks. The general environmental condition of inactive uranium mines was determined by walk-through surveys in several mining areas. INACTIVE SURFACE MINES We assumed that a model inactive surface mine contains a single pit with the wastes (overburden and sub-ore) stacked into a pile adjacent to the pit area. No credit for reclamation is given to the model mine. In lieu of the availability of individual mine production statistics, the model surface mine size was established from the total ore and waste production statistics for all surface mines, divided by the number of inactive surface mines. The number of inactive mines, obtained from the DOE mine listing, are summarized by type and location (Table 1). For modeling, we assumed that there are 1,250 inactive surface mines. The total or cumulative waste and ore production for inactive surface mines from 1950 to 1978 is not fully documented. Uranium mine waste and ore production statistics, on an annual basis, were available for both surface and underground producers from 1959 to 1976 (D0159-76). In order to estimate waste accumulated prior to 1959, the waste-to-ore ratios from the 1959 to 1976 period were plotted vs. time and line-fitted by regression analysis (Figure 1). Unfortunately, the extrapolation of the line to years prior 1959 approached zero in 1954 although surface mining began in 1950. Therefore, a waste-to-ore ratio of 8:1 was used for the period of 1950 to 1959 based on ratios estimated by Clark (C174). The waste to-ore ratios for 1976 to 1978 were estimated using the line established in Figure 1. By using waste-to-ore ratios and ore production data, the cumulative waste and ore production for both surface and underground uranium mining is estimated to 1978 (Table 2). The estimated cumulative waste from uranium surface mining for 1950 to 1978 is 1.73 x 109 MT. A crude estimate of the waste accumulated at the model inactive surface mine can be made by dividing the total waste produced to 1978 by the number of inactive mines. This, however, overestimates the waste tonnage because some of the contemporary wastes are being produced by active mines, and the waste accumulated at newer mines has increased in recent years. To adjust for this overestimate, we assumed that all mines operating in 1970 will be inactive by 1978. This eight year period is approximately one-half the lifetime of a model
