Many years ago, a relationship was established between dust inhalation and pneumoconiosis. Since then, various government agencies have regulated crystalline and amorphous forms of silica material in the workplace. In 1987, the International Agency for Research on Cancer (IARC) classified crystalline silica as a probable carcinogen. With this listing, crystalline silica became a regulated substance under the Hazard Communication Standard. The minerals and chemicals industries have responded in various ways. They have: • developed worker and user training programs and literature; • labeled products with appropriate warnings; • continued to implement dust reduction programs; and • developed meaningful epidemiological studies of workers. • begun development of reliable analytical methods for measuring crystalline silica at the 0.1 % threshold level; Background Silicosis historically has been the major health hazard resulting from exposure to crystalline silica. Silicosis is the scarring of the lung from excessive exposure to crystalline silica. It has been recognized as an occupational disease for more than 2000 years, since early Greek physicians noted the respiratory problems of miners, stonecutters, and quarrymen who were exposed to excessive quantities of mineral dust. During the industrial revolution, the incidence of the disease was greatly increased by the use of machinery that increased dust levels. More than 95 percent of all the barite mined and produced is used in the petroleum industry as “drillers mud.” The remaining barite is used in the industrial and medical markets. Therefore, the amount of drilling activity is a good indicator of the health and growth of the barite industry. The four major barite-producing countries in the world are China, the United States, India and Morocco. In 2005, the average number of drilling rigs exploring for oil and gas increased by about 15 percent over the average number in 2004. This increase in oil and gas exploration has resulted in a higher demand for barite and an increase in barite production.

The design of separation circuits can be a complex, labor-intensive and costly process. While the engineer?s experience along with extensive data sets and simulation are crucial tools for determining the final solution, a more fundamental approach is suitable to compare preliminary options and reduce the number of potential alternatives. In light of this need, the authors have developed the Circuit Analysis Reduction Tool (CART?). This software package relies on the fundamental principles of linear circuit analysis; however, the solution methodology has been streamlined to automatically incorporate stream splitting and unique separation performance for each unit. The resulting tool allows preliminary analysis of circuit designs without the need of detailed feed characterization. In addition to the basic analytical approach, this paper supports the veracity of the methodology with several simulated examples for various separation models.

INTRODUCTION The Ballard Siphon was built in 1935 and consists of two 91.4 cm (36-inch) diameter wood-stave pipes. These pipes convey sewer flowsunder the Ship Canal from northwest Seattle and the Ballard Regulator to the North Interceptor and the West Point Treatment plant. The siphons were constructed using open cut construction, are now buried in the sediment on the floor of the canal, and have severely limited ability to be dewatered, inspected, or cleaned. The existing siphon is 394.7 m (1,295 feet) long from the junction structure on the southern shoreline to the regulator structure on the north. The location of the Ballard Siphon is shown in Figures 1 and 2. The area around the Ballard Siphon has become more populated and developed since the siphon was built. Additionally, the Ballard Siphon is subject to high flows that are greater than the capacity of the pipelines. This has resulted in predict-able Combined Sewer Overflows(CSO?s) whenever a large, long duration rain event occurs. The aged pipeline of uncertain viability has become a critical piece of the sewer system infrastructure. Because of the age of the pipelines and their importance, a sonar survey was completed on both barrels of the Ballard Siphon in December of 2005. The sonar images appeared to indicate crown intrusion of the wood-stave pipes, which suggested that the pipes were in imminent danger of collapse. As a result, an Emergency Declaration was executed by King County and the Ballard Siphon Replacement Project was initiated. Staheli Trenchless Consultants was retained to perform feasibility studies to deter-mine the viability of using microtunneling and horizontal directional drilling (HDD) for replacement of the Ballard Siphon. For the evaluations, the preferred site location was determined to be at or near the site of the existing Ballard Siphon in order to minimize the ancillary sewer work which would accompany moving to a new site. To meet flow demands and hydraulic requirements, the replacement siphon needed a mini-mum equivalent diameter of 182.9 cm (72 inches). This could be accomplished with a number of different siphon diameters and configurations including, but not limited to, three 106.7 cm (42-inch) diameter pipelines, two 152.4 cm (60-inch) pipelines, or two 91.44 cm (36-inch) pipelines and a 121.9 cm (48-inch) pipeline.

Introduction This paper attempts to summarize some of the major criticisms of drug testing. Eight problems with drug testing are discussed. These are: • It does not measure something employers have a reasonable need to know, • It is a distortion of priorities, • Drug use is not known to be associated with increased risk of occupational injuries, • Drug testing is proposed as a dangerously simplistic solution to poorly conceived problems, • In the absence of safeguards, it is unacceptably inaccurate, • In the absence of treatment commitments and confidentiality protection for persons dependent on drugs, it is an unethical practice of medicine, • Drug testing is an invasion of privacy, and • It will have a negative effect on treatment of persons with drug or alcohol dependencies. Employers' need to know It does not measure something employers have a reasonable need to know. It is reasonable for employers and fellow workers to want to know if workers are functionally impaired (intoxicated) while on the job. Drug testing does not measure impairment. It measures the concentration of drug metabolities in urine or blood. Unlike measurements of blood alcohol concentration (BAC), drug metabolites are not correlated with impairment or intoxication. They indicate only drug use in the one to two weeks before a urine sample. And, in some instances, they indicate chronic use. Impairment caused by drug use, on the other hand, occurs immediately and declines rapidly within hours. Drug metabolites may linger for days afterwards. Drug metabolite concentrations in urine are a function of (Morgan, 1984; Schartz and Hawks, 1985; MMWR, 1983): • the amount and purity of drug consumed before taking the test, • when the drug was consumed, • whether the person was a chronic user, in which case a certain amount of drug metabolites would be stored in body fat and slowly released, • the person's metabolic rate, and • for metabolites in urine, any dilution effects of urine. Decisions made during a response to a mine fire or an explosion greatly affect the final outcome. The safety of miners should be the primary concern with accounting for all of the miners the first issue for resolution. If miners have not safely evacuated from the mine, the last known location of the miners at the time of the event and anticipated travel routes are primary exploration areas. After the mine is evacuated, there are many very important decisions that must be made quickly and often under great stress. It is critical that the mine operator establish an orderly method to direct the mine emergency response. Designation of a Command Center, staffed with personnel charged with developing plans, is a common method of establishing control. Scheduling of key mine managers will be critical, since decisions must be made 24 hours a day and people working for extended periods with little or no sleep do not always make clear or cognizant decisions. Internal communications, passing information on to subsequent shifts, and external communications with families and media must be accurate and timely. Assembling resources for responding to the mine emergency is critical for an effective response, and pre-planning can pave the way to a successful recovery. Sampling mine gasses and accurately determining the composition of gas mixtures is a common tool used to develop response plans in all fires and explosions. It is essential that preparations for emergency situations are made well in advance of a disaster. Effective communications are essential for mine management to successfully respond to a mine emergency. This paper discusses some considerations which need to be addressed in directing a response to a mine fire or explosion.

Despite the abundance of solid mineral deposits, Nigeria only earns about 0.5-1% of its current Gross Domestic Product (GDP) from the solid minerals sector. This is as a result of the dominance of the oil and gas industry, which has negatively affected the competitiveness of other sectors of Nigeria’s economy. The dominance of this industry has resulted in unemployment, poverty, hunger, domestic price inflation, corruption, unstable government, and higher exchange rates. These impacts are typical for economies suffering from the effects of "Dutch Disease" and the "Resource Curse". Community-based small-scale mining offers hope as an economic activity that can create wealth, employment, reduce hunger and poverty, and provide basic amenities for rural communities with solid minerals endowment. This study presents preliminary results of ongoing research into the prospects of using community-based small-scale mining in a developing country like Nigeria to move towards rural sustainable development.

Testing ores for heap leach operations traditionally follows a progression of bottle roll tests, bucket and column leach tests, and very expensive large field leach tests. Enough data is now available to streamline the procedures. Data from five different operations shows that recoveries from large field leach tests can be predicted from the bucket tests. Initial recovery times in large field leaches are longer than in bucket tests- a typical response is eight days versus twenty days to the same recovery percentage; but the ultimate percent recoveries (after 60 days) are normally very close. Methods of mining and stacking can radically affect recoveries from clay-rich ores. Leaching of uncrushed ores provides special testing problems, since accurate samples smaller than several tons cannot be taken.

INTRODUCTION This contract is the most northerly portion of the Metropolitan Sanitary District of Greater Chicago's Tunnel and Reservoir Plan. (TARP) The project begins at Addison Street in Chicago and proceeds northerly approximately ten miles to end at Wilmette Harbor and Lake Michigan. The project which consists of 2 work shafts, 32 drop shafts, 7.322 km (24,020 ft.) of 6.7 m (22 ft.) diameter circular rock tunnel, 8.458 km (27,750 ft.) of 9.2 m (30 ft.) diameter circular rock tunnel and miscellaneous rock bolting and grouting, was bid for a total cost of $63,140,480. The tunnel invert elevation varies from 65.5 m (215 ft.) to 77.4 m (254 ft.) below the ground surface, which places the tunnel in a rock formation of dolomite limestone. At the tunnel invert, the unconfined compressive strength of the limestone varies from 96 MPa (14,000 psi) to 152 MPa (22,000 psi). The 6.7 (22 ft.) diameter tunnel required the mining of 10.9 cu m. (14.2 cu yd.) of rock per lineal foot of tunnel while the 9.2 m (30 ft.) diameter tunnel required the mining of 20.1 cu m (26.3 cu yd.) of rock per lineal foot of tunnel. The total cubic meters of rock required to be excavated from both tunnels was 818,821 cu m (1,070,978 cu yd.). All of this will be mined by tunnel boring machines (TBM). These tunnels were not to be lined with concrete. The thirty two drop shafts have upper portions that are cylindrical in the overburden and rock sections. "The evaluation of data and information provided by the existing traditional indicators in sustainability assessments is most important. Therefore the Institute of Mining Engineering I from the RWTH Aachen University developed indicators and an assessment system for the mineral raw materials industry on operation, company and sector level on behalf of the Federal Ministry of Economics and Labour (Bundesministerium für Wirtschaft und Arbeit, BMWA) and the Federal Institute for Geosciences and Natural Resources (Bundesanstalt für Geowissenschaften und Rohstoffe, BGR). In the course of the development of indicators for the raw materials industry quality indicators on different levels of the sustainability assessment procedure have been identified and developed. The following paper describes some of the results focussing on the development and integration of quality indicators into sustainability assessment systems."

The North Shore Connector Project for the Port Authority of Allegheny County constructs twin Tunnel Boring Machine (TBM) tunnels through cohesive soils and rock beneath the Allegheny River and a narrow city street in Pittsburgh, PA. The tunnel alignment includes an historic building on shallow foundations, modern buildings on deep foundations, and an office building constructed directly over the alignment during the design of the tunnel sections. This paper provides an overview and update of the general site conditions, TBM tunnel design, and support of excavation for the TBM launching pit. Deformation limits, ground improvement, monitoring and mitigation plans are also discussed.

The paper proposes three methods to determine optimum lifetime of a mining project1. The conclusion is that the three methods arrive at the same optimum production rate (by coincidence). It is also stated that: "The stochastic and option pricing models, in addition to providing a more realistic optimum mine life than the traditional NPV (net present value) calculation, showed that the example project has the potential for substantially higher return. By explicitly considering a project's potential risks, the stochastic or option pricing techniques can more accurately describe its probable investment performance." This discussion is intended to demonstrate that: • It is no coincidence that the three methods arrive at the same optimum production rate. • The stochastic and option pricing models do not provide a more realistic optimum mine life than the traditional NPV calculation. • The potential for a substantially higher return is misrepresented. First, a review of investment decision theory in mining is needed. Net present value is the preferred performance measure because of the flexibility offered when comparing various alternatives. However, it presents the following disadvantages: • The discount rate selection is not straightforward. • The NPV obtained represents a deterministic characterization of the variables included in the cash flow calculations, i.e. a single-point estimate.

Several common ratios used for determining spontaneous combustion activity rely on comparing the amount of various products of oxidation with the amount of oxygen consumed to produce these products. As coal gets hotter, oxidation reactions become more efficient meaning more products produced for less oxygen consumed. There are many problems associated with accurately determining the true amount of oxygen used. These problems relate to the monitoring technique (and its associated uncertainties) used to generate the results, deficiencies in the established equations utilized in calculations, dilution with other gases and other sources of oxygen depletion. Typically the oxygen deficiency is over estimated, resulting in the under estimation of the indicating ratio. For this reason the use of ?one off? calculations to determine the status of the underground environment is not recommended. Instead trends of these ratios should be used to identify increases which indicate an increase in oxidation intensity. This paper outlines problems associated with the monitoring techniques and equations used to determine the oxygen deficiency.

Although the US Congress has taken a ''soft" approach to metrication, and public resistance to the idea remains strong, the use of metric units is becoming more and more widespread. As the minerals industry becomes more international in scope, US mining companies are converting to the metric system-particularly those companies with business interests overseas.

Ball mills are commonly used for regrinding operations in the mineral processing industry. But, in recent times, efforts are being made at the introduction of stirred mills particularly for those instances where very fine grinding is required. Media type (steel shot, glass beads, alumina balls and crushed quartz), media size, mill speed and the number of passes required to obtained the target product size are studied. The product size and energy consumption are used in the evaluation of the test results. The grinding media size, shape, density, filling ratio, mill circumferential speed and grinding time play a distinct role in product size fineness.

Traditionally, mineral sands are evaluated by preparing several mineral products using a combination of heavy liquid-, magnetic-, and electrostatic methods. Whole-rock assays (WRA) are then conducted on ilmenite, rutile and zircon products in order to determine trace element contents, which may affect project feasibility. Combined methods can be time consuming, expensive and even outdated due to the use of banned and toxic chemicals such as clerici solution. Coupled with large field-sample quantities, these procedures can potentially introduce unacceptable sampling and related errors. Modern mineralogical analysis techniques can provide complete mineralogical inventories on a single THM product, reducing the amount of processing involved in satisfactory characterization of early exploration samples. A small exploration sample can be processed to produce a small THM concentrate using readily available gravity/density methods. In turn, the THM product is submitted for Whole Rock Analysis (WRA) and mineralogical inspection by X-ray diffraction (XRD), and microscopic evaluation. Modal mineralogy and textural data can be determined using optical methods, automated image analysis, and scanning electron microscope (SEM) based systems. Benefits of automation are reproducibility and the capability of rapidly analysing thousands of particles as opposed to manual optical methods. Automated systems include the use of Automated Digital Image Analysis (ADIS), and SEM-based systems such as the Mineral Liberation Analyser (MLA) and QemSCAN. For detailed mineral chemistry, microanalysis techniques ranging from electron microprobe (EMPA) to Secondary Ion Mass Spectrometry and Laser Ablation Mass-Induced Coupled Plasma-Mass Spectrometry (LAM-ICP-MS) are used. Examples of these automated and analytical methods are presented. ADIS at SGS-Lakefield Research uses optical characteristics to identify and measure mineral species in THM samples; rutile, pseudorutile, ilmenite and leucoxene can be distinguished. Analysis of a single THM product provides bulk modal mineralogy and grain size distribution of particles and the individual mineral grains. Textural information is also obtained detailing mineral associations as well as degree of alteration. Where textural and chemical resolution renders mineral identification ambiguous, SEM-based methods offer better resolution. Examples of this ambiguity are shown in this paper, which leads to QemSCAN as the preferred method where within-grain variability is concerned. Sampling and measurement strategies are followed to meet study objectives, providing a value-added framework for a sequential, cost-effective strategy, which will meet due diligence and bankable accreditation criteria. Studying a THM product by electron microprobe and LAMICP-MS may reveal potential fatal flaws related to mineral chemistry. Low detection limits in the range of 200 to 500ppm are possible using electron microprobe analysis for suitable matrixes (U, Th in zircon). For the detection of ultra low level elemental contaminants, LAM ICPMS is the most accurate method of evaluation. Elements including U, Th, La, Ce, Nb, and V in Ti-minerals can be determined down to 50 ppm.

The Silver Line Phase III Project is the final one mile underground segment of the new Bus Rapid Transit in downtown Boston. The project is expected to significantly reduce existing and anticipated traffic congestion. The twin one-lane tunnels and two station platforms will be built by NATM in Boston saturated soft clay, sand and till layers in proximity to several historical buildings, underpinning two existing cut and cover subway stations and several major utilities in densely built urban area. Approximately six hundred air sample measurements were taken at several U.S. underground metal/nonmetal mines in 1998 and 1999. This air sampling effort was organized by the Nevada Mining Association to evaluate mining conditions and to evaluate the Mine Safety and Health Administration’s (MSHA) Proposed Rule on Diesel Particulate Matter Exposure of Underground Metal and Non-metal Miners. MSHA’s proposed air sampling method, NIOSH Method 5040, was tested under controlled conditions and under normal mining conditions. Unfortunately, NvMA sampling results have indicated that carbonaceous rock dust, oil mists and even cigarette smoking create severe sampling interference problems for NIOSH 5040.The main conclusion was that NIOSH 5040 did not distinguish between DPM and other airborne carbon particulate. Thus, it is not a reliable method of accurately and unequivocally measuring DPM in underground metal/nonmetal mines.

Not too many years ago, mining was in one of its cyclic down-sides. This forced mining companies into some innovative thinking to bring down the costs of production. And they have. Mining equipment and processing plants have become more efficient, mostly due to technological advances. The mining industry is now in a boom period, one that some analysts believe can sustain itself. But even with higher commodity prices, sky-rocketing energy costs and the costs associated with environmental and reclamation regulations have not allowed all mines to reach their full profitability potential.

The MTA in conjunction with LIRR, are in the process of expanding one of the largest commuter railroads in the country, with over 260,000 passengers a day. The LIRR, which provides 700 passenger trains every 24 hours, can?t continue on the present growth course as a joint tenant in Penn Station with Amtrak and NJT. For this reason, in conjunction with the fact that over 53% of LIRR?s current riders into Penn Station are ultimately bound for the East Side of Manhattan opening, have created the need for the expansion of the LIRR. The complete expansion will cost approximately 6.3 billion dollars and all of the contracts are to be completed by 2013.
