Construction of a major linear project in any environment is difficult, at best. Construction of a major linear project which includes major subway elements, both cut and cover and tunneling, in the center of an urban environment, approaches the impossible. I believe such a project would be impossible for a private company or a privately owned utility for a variety of reasons. The major two reasons are the funding necessary for such massive projects and the myriad of individual interests associated with private ownership of land. Such projects are possible in the public sector only because the need for the project... as is the case with mass transportation in Atlanta. . .overrides the profit motive. Without the profit motive, private companies, whether utilities or not, are precluded from practical interest in the development of any project. While it is safe to conclude that a profit-oriented business would have no practical interest in developing such massive projects as may include major tunnels, it would be useful, I think, to compare some of the significant differences between private profit-oriented businesses, and an agency, or Authority, such as MARTA, in building a major linear project. When considering the biodiversity of fauna endemic to hydrothermal vents or hydrocarbon seeps one must consider not only the numbers of unique species, but also the physiological diversity (and potential biochemical/physiological uniqueness) of the fauna. The deep ocean ridge system is home to some of most extreme animal habitats found on Earth. In addition to the high pressure, low temperature, and lack of light characterizing the deep-sea in general, hydrothermal-vent environments are characterized by toxic chemicals and temperatures that would be hostile to most other animal life. Perhaps even more challenging than the absolute levels of chemicals, dissolved gases, and temperature with which vent animals contend are the extreme gradients in time and space of all of these parameters. For example, temperatures around some vent animals can fluctuate from ice-water to hot-tub levels over seconds and can exceed 350°C only inches away. Specially adapted animals not only tolerate these conditions, they often thrive under them. As a result, the biomass of many deep ocean ridge ecosystems rivals that of coral reefs and tropical rain forests. In the Gulf of Mexico, hydrocarbon seepage through the sea floor driven by salt tectonics results in environments that are geologically very different from hydrothermal vents, but are geochemically similar enough that closely related animals are found in the two habitats. This includes seep mussels, clams, shrimp, worms, and other animals whose close relatives are found in hydrothermal vent environments. Although many aspects of the biology of the animals from the two environments are very similar, there are also significant differences in their life histories and physiologies that reflect the fundamental differences in the geology of their habitats.

Introduction Trends of successful discovery technology and psychology emerge from a thoughtful study of various companies' exploration programs. These subjective patterns can be generalized into groups of factors for discussion. Here, for convenience, factors that influence exploration success are separated into management and geologic concerns. Most successful discoveries have a demonstrably favorable management combined with a technically competent geologic input. Both are required. But the management input is decisive. Management factors include the correct definition of management's role; cost of exploration; time needed for exploration; commodity selection; and the fostering of autonomy, creativity, and confidence in the geology department. Geologic factors include imaginative technical competence (field as well as academic), correct development and use of empirical exploration or prospecting models, and dedication. Success comes to those entities that are properly managed and have technological competence. A management team that directs a company's business has been compared to a dynasty. The dynasty lays out policy and follows up with appropriate action. In that management's power is pervasive, the term is appropriate. Management's role is, however, more important. Many examples can be cited where the geologic input was impeccable. But management somehow snatched defeat from the jaws of victory, and the exploration success was turned to a third party's profit. Management Factors Management's role can be broadly generalized to four parts. These are to identify the commodities it seeks, define its part in the exploration process, develop a functioning exploration department, and have the desire to succeed. It must have confidence in its geologists and delegate to them the authority and responsibility they need to operate successfully. Head office management cannot do the thinking for a field staff thousands of kilometers away. There is no substitute for confidence and delegation of authority. Successes came to those who had the freedom to act. Motivation is a management requisite. Management's role is to prevent destructive, internecine political battles within the corporate structure. Most large US mining corporations have well known histories of political strife that have damaged their exploration efforts. Management's role must, above all, include the desire to succeed. There are cases where management has been confronted with a commercial exploration success, but their reaction is to request additional study or exploration. Perhaps the problem of bringing a commercial find into production is beyond their capabilities. But a bona fide discovery sent back for additional work commonly is lost due to that management. The cost of exploration is a factor that management must accept. A variety of studies made during the past 40 years shows the cost per discovery to be $25 million, $38 million, $200 million, or even $290 million. These figures are derived by dividing the total exploration expenditure by the number of discoveries. However, successful management dynasties have a much lower cost per discovery during their management regime. Asarco, from 1948 through 1963, had one of the lowest cost discovery rates in the world. Duval Corp., from 1948 through 1968, had comparably low discovery costs. Placer Development, from 1955, was equally successful. Western Mining in Australia has had one of the longest lived dynasties associated with exploration success. Time is vital in exploration success. Most successful exploration case histories stress sufficient time in project exploration so that the target is well tested. A large target cannot always be adequately evaluated by a few holes (strat or concept testing). Serendipity helps in exploring large targets, but it best operates in a lengthy program. Numerous case histories include pleasant surprises. But these came mostly after the 10th hole. Commodity markets are important factors governing exploration success. Management's decision to explore for a specific commodity can doom its effort if that product suffers from severe oversupply. This case study embodies the problems of an underground project under current contracting practices. It will provide a realistic framework for a structured examination of the anatomy of a major complex underground project. Just as it will illustrate the frustrations of the parties to an underground contract, it will also provide a means to examine potential opportunities to provide a better way to develop underground space. Urban Transit Authority (UTA) had planned to expand their heavy rail underground transit system through an extension to an existing line. UTA lacked sufficient funding to guarantee the construction and operation of this planned extension. Venture Partner Associates (VPA) in conjunction with four major department stores entered into an agreement to create a major underground space for a commercial/recreational facility. The concept was to locate the facility adjacent to a planned station and beneath existing aboveground office facilities. This group was known as Commercial Development Corporation (CDC). UTA had reached an agreement with UMTA to provide 20 percent of the line and station costs. UTA then entered into an agreement with CDC to provide the needed additional funding for the station work in return for locating the station adjacent to the planned underground commercial/recreational complex. The agreement called for CDC to contribute 20 percent to the station cost to a maximum of $25 million plus a one percent contribution from commercial/recreational revenues for operating costs.

In an effort to lower production costs and improve profitability, mining companies have adopted a variety of management practices emphasizing productivity and cost containment. One set of practices that has been used successfully in the manufacturing and electronics industries is "world-class manufacturing" (WCM). It is applicable to mining as well. World-class manufacturing is based on the twin concepts of "just-in-time" inventory practices and total quality control. A few mining companies have implemented quality control programs that are similar to WCM in some ways and substantially different in others. This article considers the use of WCM in the processing environment, although the techniques are applicable throughout a mining operation. The article is also mindful of the variety of customers to whom mineral products are sold. Industrial minerals producers may sell brand-name products to specific customers with exacting requirements, while metals producers often sell their fungible output on a faceless commodity market. Customer requirements are emphasized in WCM, and so the range of these requirements must be recognized. World-class manufacturing In any milling process, specific goals are set for product and process characteristics - concentrate grades, minimum daily throughput, moisture content, etc. WCM has two overriding objectives: the reduction of deviation from these standards, and the reduction of variability in all aspects of the process and product. By definition, reduction of deviation also includes minimizing plant downtime for repairs or process changes. WCM plants use just-in-time inventory practices and total quality control. WCM plants use these techniques to simultaneously improve productivity and reduce costs.

Floc properties such as density, size, size distribution, porosity and shear strength govern the effectiveness of flocculation as a process for solid-liquid separation. Floc characteristics desired for removal of suspended solids by sedimentation or filtration, for example, are known to be different. In this study, an attempt has been made to evaluate floc density using a simplified procedure and determine the effects of various physical and chemical factors on the density of floes obtained. A brief discussion of techniques employed to measure the shear strength of flocs and the effect of various parameters on the floc strength is also presented.

Sixty years ago, underground coal mining was the most hazardous job in the United States. Roof falls killed about 100 miners every year, more than all other causes put together. Fast forward half a century to 2016, and the first year ever with zero roof fall fatalities. Just three miners were killed by roof falls during the following six years. To understand how this historic goal was achieved, this study analyzed hundreds of roof fall fatality reports covering five decades. It found that the immediate effect of the Federal Coal Mine Health and Safety Act of 1969 (Coal Act) was to reduce the riskiest activities, like needlessly going under unsupported roof. Other hazards, like large roof falls, required technological developments before they were brought under control. Roof control plans, which the U.S. Bureau of Mines had been advocating since the 1920s, fostered the necessary improvements in both the safety culture and the mining technology.

The disposal of hazardous chemical wastes will be one of the major environmental issues of the 1980s. About 45 Mt of hazardous wastes are produced yearly. One major aspect of the problem is the siting, design, and construction of' environmentally acceptable disposal facilities to accommodate this huge volume of material. Surface mines have been considered attractive for development as disposal sites for several reasons. • Surface mines offer an open pit that can conveniently serve as a repository for wastes. This could represent a significant economic, savings when compared with sites on undisturbed lands that might require extensive excavation or embankment construction. • Surface mines often have an abundance of mine spoil available that could potentially serve as construction material. This could result in a significant economic advantage over other sites that might require extensive amounts of construction material to be excavated or hauled in. • Operation of a commercial disposal facility in a surface mine can reduce or totally alleviate reclamation costs. • For an abandoned surface mine, conversion into a disposal facility could represent a positive form of land use and may provide a means for reclaiming lands that would otherwise remain unreclaimed. Despite these positive reasons, there are many technical factors associated with surface raining that can make the prospect of disposal site development an uncertain one. Before discussing factors associated with mining that can present siting, design, or construction problems, some understanding of the basic components of a chemical waste disposal facility is necessary.

The objective of this international conference was to assist the mining and minerals industries in their global transition to sustainable development. The main theme of the meeting, therefore, was the development, monitoring and assessment of sustainable development criteria for mineral operations. Emerging technologies that can assist in the development of criteria and performance measurements were also presented at the meeting. A goal of the conference was also to conclude with a consensus plan and a process, representing a variety of stakeholders, which can provide guidance to the global minerals community on the path to sustainable development. A number of papers were not submitted in time to be included in the printed proceedings. Hence this addendum was compiled and includes last minute paper submissions. The pages of this addendum are numbered consecutively to the main volume of proceedings, so that when a reference is made to a paper, a proper page number may be quoted.

INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is currently being constructed for the United States Department of Energy in SE New Mexico. The purpose of the project is to store low level transuranic waste in an underground environment which will ensure a safe atmosphere for the life of the stored waste. Ohbayashi was contracted by the DOE to sink two shafts and underground drift development which will be used to conduct a series of long term experiments in order to finalize the suitability of the geology and the environment for the transuranic waste storage. The two shafts sunk at the WIPP site were excavated around a borehole by conventional methods. The excavation around a borehole eliminates some of the established blind bottom sinking techniques, but creates unusual problems which must be pre-planned and scrutinized closely. An analysis of the slashing to the borehole technique will be given. WASTE SHAFT The waste shaft (w/s) is 5.8 meters (19 feet) in diameter and will be used primarily to transport the radioactive waste to the underground storage area. A pre-existing 1.83 meter (6 feet) diam borehole was taken to a depth of 655 meters (2150 feet) to the existing drift; at this level, a 38 meter (125 feet) sump was installed using blind bottom sinking techniques. To reduce review time and cut costs to the applicant, this paper identifies the most common mistakes that can lead to delays in the application process.

Geotechnical, geological, and hydrogeological fieldwork and data collection for the mining industry is often conducted by younger, less-experienced staff members. In many cases, fieldwork personnel are recent college graduates or are otherwise relatively new to the mining industry. Due to busy schedules, staffing shortages, project budgets, and in some cases, poor management, new fieldwork hires often do not receive thorough training. In the past and the present, many workers in the mining industry learn(ed) by “doing.” While this is still considered to be the most practical approach and the easiest way for a company to determine the skill set of an employee, there is always some risk involved in the “feet to the fire” method. The reality is that field personnel are often collecting data on which major operational decisions will be made or on which regulators will base enforcement decisions. Inadequately trained or inexperienced field personnel may collect inaccurate data or fail to recognize key conditions that may influence decisions made by regulators, design engineers, mine managers, and corporate leaders. Even the best engineers may come to incorrect conclusions if they are starting with poor input data. Decisions based on inaccurate data often result in delays, budget issues, unsafe conditions, or even worse consequences. This paper provides numerous mining industry examples of incidences where inaccurately collected field information did, or could have, resulted in major adverse consequences. The paper also offers some simple approaches to minimizing the potential for such problems.

Introduction I will address two important alternative energy resources, solar and geothermal, with emphasis on their potential application in electric power generation. As a result of this presentation, I hope to leave you with a realistic view of the principal technology options that are being developed or that are available. Solar Types of Collection In terrestrial solar applications, the biggest challenge is to find ways of collecting the sun’s relatively low intensity energy so it can be converted economically to useful thermal or electric energy. Fig. 1 shows that there are both natural and technological ways of collecting solar energy. In nature we find that solar energy aids in the production of biological growth, rainfall, and wind, all of which can, in one form or another, be put to use in the production of heat or electric power. The sun’s rays also are collected and stored naturally in the form of heat in the upper layers of the ocean which can be put to use in the production of electric energy by means of ocean thermal energy conversion (OTEC) approaches. On the technological side, the sun’s rays can be intercepted by materials that directly absorb and convert its energy to low-grade heat, or by mirrors or lenses that focus the rays onto a material to produce high-temperature heat. The higher temperature systems can be used to drive efficient heat engines in the production of electricityy. The sun’s rays also can be collected on photosensitive materials, in either a direct or concentrated form to generate DC electricity directly. Appalachian coal mines include operations in eastern Kentucky, Maryland, Pennsylvania, Virginia and West Virginia. During 1994, they produced a total of about 342.5 Mt (377.6 million st) of bituminous coal. This figure represents 37% of the total production from the United States. This region contains nearly all of the nation's coking coal reserves and high-quality compliance steam coal that will be in demand after the turn of the century as utilities comply with phase two of the 1990 Clean Air Act Amendment. Figure 1 shows the location of the study area and the general regions that supply various coal types. Data for the study reviewed here were compiled and interpreted from Mine Safety and Health Administration (MSHA) production reports, Federal Energy Regulatory Commission 423 reports, King's Export database and additional data from the US Department of Energy's (DOE) Energy Information Administration (EIA). Table I is an overview of the total production from Appalachia and the delivered tonnage to various sales categories.

This paper discusses safety protocols for Kiewit Construction’s Level (3) project. The Level (3) project will cover a majority of the United States, and literally thousands of site operations will be conducted over a wide geographic area under challenging conditions; rivers, roads and other features, both from the surface and often for great and from boring pits. Developing a progressive safety plan for fast-track linear projects using micro-trenching and directional boring techniques requires significant investigation, planning and evaluation. Safety protocols for inner duct installation, to be accomplished with extensive use of directional boring is an essential part of the safety plan for network construction. In light of the shear volume of work and the geographical extent of this project, in many different types of terrain, this paper will identify approaches to safety applicable to fast-track linear projects, whether surface or underground-based. Establishing a safety culture into all aspects of this operation will improve productivity and cut unnecessary expenses. This new approach involves continual improvement and evaluation of hazard analyses, inspection procedures and training.

The Klondike symbolized one of mankind's driving forces - the desire to lay one's hands on a scarce resource, gold, in that case - and in doing so to make some money along the way. It can be argued that construction aggregates - a once lowly and ignored sector of the natural resource industries - have become the desired targets of their own "Klondike." This began in the 1970s and accelerated to a frantic pace in the 1980s. The scope of industrial minerals is very wide. It ranges from high value minerals such as talc, bentonite and kaolinite to the truly humble minerals of sands and gravels, limestones and granites. Their major end uses are in construction aggregates. A rich variety of different mineral types all make good construction aggregates. However, those successfully used have two fundamentals in common: • Their technical characteristics are appropriate for the requirements of their end use. • They are located within an economic distance from the market. The North American market This is the largest construction ag¬gregate market in the world. Consumption in 1990 reached 2.2 Gt/a(2.5 billion stpy). This rate of consumption has grown steadily over the past decades. In the United States, from 1963 to 1989, it averaged a 1.6% compound growth rate. Within this long-term trend, there are business cycles, because aggregate demand is closely linked to economic strength or weakness. The North American market also displays the greatest per capita demand for aggregates when compared to the major industrial economies (Table 1).

The 150 MWe circulating fluidized bed (CFB) power plant described in this paper is the product of recent Bechtel experience in the industrial power and steam market, where the economic feasibility of fluidized bed projects has been proven. The inherent ability of CFB boilers to burn low grade fuels makes it possible to also burn low ranking coals or coal wastes, including anthracite culm, coal mine rejects, and coal wash plant waste slurry. The impact of fuel characteristics on plant design is addressed. This includes solids handling, steam generation, sulfur capture, and auxiliary load requirements.

More than eighty years ago, in what we generally consider a more leisurely age, workers and engineers began the construction of the longest railroad tunnel in the world. When completed, the Simplon Tunnel ran more than twelve miles through the alps to connect Switzerland and Italy. Work began in 1898 and the tunnel was completed in 1905. In all it took about seven years to build one of the world's great tunnels. More than seven years ago, in what was hoped to be a rapid and constructive to the deaths of 38 workers in two spectacular tunnel disasters in 1971, the secretary of Labor's Construction Advisory Committee on Safety and Health began in January 1972 a search for an effective standard on tunnel safety. Much hard and useful work has been done, especially by the construction advisory committee' but more than seven years later, we still don't have a tunnel standard. We may speculate that, when the Simplon Tunnel was completed, workers and their bosses assembled to celebrate their achievement and to count their casualities. We have no need to speculate on the lack of achievement up to this time. An so far as I know, the bureaucrats have suffered no casualities except perhaps some unreported cases of ring-around-the-color. The only moral I can draw from all this is thai it is easier to penetrate solid rock than it is to get through bureaucratic fog. We can only hope that OSHA will finally take advantage of the work which was finished years ago and complete the actions necessary to give us a tunnel standard. The four papers in this session illustrate two different directions in which computer graphics seem to be developing. The first of these is in the handling and storage of geological information. The increasing use of micro-computers with limited storage facilities has seen a concomitant increase in the need to store geological data in as efficient a form as possible. It has also seen a recognition of the particular types of data which are used in a geological or mining analysis. Unlike many other fields, observations of drill cores, geological interpretations, structure and many other variables require storage in a readily accessible form. The authors of two papers in this session deal directly with Geological Information Systems. They discuss the setup, the specification of such systems, and the practical uses of the systems once in operation.
