"BACKGROUND As of December 2015, there are roughly 475 road tunnels within the United States according to the most recent national tunnel inventory data compiled by the Federal Highway Administration (FHWA); whereas, there are more than 615,000 highway bridges on public roads. The FHWA estimates that tunnels represent nearly 100 miles of Interstates, State routes, and local routes. Tunnels are part of the national transportation infrastructure and represent a significant financial investment for the owner and, hence, the tax payers. Tunnels, that are not properly maintained, usually require more extensive repairs and consume more resources. Tunnels must provide safe, reliable, and effective transportation even as these structures age and deteriorate. Furthermore, tunnels generally remain in service for extended periods of time due to their very high construction costs. For example, many tunnels were constructed decades ago during two historic periods of highway system expansion; the first period correlated with the era of public works programs linked to the Great Depression of the 1930-40s; and the second period of expansion occurred with the building of the interstate highway system in the 1950-60s. As such, these tunnels are fast approaching 60 to 80 years old. Congress enacted the Moving Ahead for Progress in the 21st Century Act (MAP-21), which was signed by the President on July 6, 2012. This legislation followed a fatal tunnel incident on July 10, 2006 and a National Transportation Safety Board (NTSB) report1 that noted the importance of conducting regular tunnel inspections. MAP-21 authorized the Federal Highway Administration (FHWA) to develop a mandatory inspection program for all tunnels on all public roadways (Bergeson and Ernst 2015): To help safeguard tunnel users and to ensure reliable levels of service, the FHWA developed the National Tunnel Inspection Program (NTIP), which is comprised of the National Tunnel Inspection Standards (NTIS), the Tunnel Operations Maintenance Inspection and Evaluation (TOMIE) Manual, the Specifications for National Tunnel Inventory (SNTI), and the Manual for Bridge Evaluation (MBE). The data collected from the program will be stored in a National Tunnel Inventory (NTI) database. A comprehensive and refresher training program was also developed to help qualify and certify key tunnel inspection personnel to include the program manager and team leader."

The mining method at the Cannon Mine uses heading and bench stopes, which are subsequently backfilled with cemented high-strength fill prior to pillar removal. The dimensions of the pillars, 24 feet wide by G5 to 95 feet high, re-quire careful blasting in order to not damage the rock, compromising pillar strength and complicating later removal. Additionally, the proximity of dwellings makes vibration control a must for good-neighbor relations. A blast monitoring study was conducted in order to optimize bench blasting practices to maximize fragmentation, reduce costs, minimize well damage, and minimize ground vibration.

In 1988, the US Department of Energy's (DOE) Pittsburgh Energy Technology Center identified three coal cleaning options for achieving flexible environmental control strategies aimed at reducing energy-related SO2 emissions. These are selective agglomeration, advanced froth flotation and advanced cycloning. Each relies on maximum liberation of pyrite and other mineral matter through feed coal comminution to fine and ultrafine sizes. The National Energy Strategy (NES) and the Clean Air Act Amendments (CAA) of 1990 are examples of the nation's commitment to a clean environment. The need to use the nation's energy resources in an environmentally sound manner presents critical challenges and opportunities for coal preparation during the next decade, particularly regarding the control of SO2 emissions. The principal challenge is the development of cost-effective coal preparation approaches for sulfur removal beyond currently achievable levels. Opportunities are provided in the form of incentives associated with a novel system of SO, allowances and a policy environment based on the proper functioning of familiar market forces. An allowance, as defined in Section 402(3) of the Amendments, is "an authorization ... to emit ... one ton of sulfur dioxide." To achieve the objective of the Clean Air Act Amendments, SO, emissions will be eventually capped at 8.12 Mt (8.95 million st) annually by controlling the number of allowances issued nationally. By permitting allowances to be bought and sold once issued, the law encourages "overcompliance" as a source of profit for owners of excess allowances. Many details concerning the administration of allowance trading are not yet written.

"Iron ore is the source of primary iron for the world’s iron and steel industries. Its production can be reported as crude ore, usable ore or iron content of ore. Historically, the U.S. Geological Survey (USGS) used reported crude ore production from China in tabulations of world iron ore production while other countries have typically reported their production in terms of usable iron ore. When China’s crude ore production was tabulated with usable ore production from other countries, world iron ore production totals have been overestimated by 10 percent to a high of content and may include products such as concentrates, direct-shipping ore, pellets, and sinter.• Iron content, also referred to as metal content or grade, denotes the amount of elemental iron in the crude or usable ore.BackgroundIron ores consumed in the steel industry typically require an iron content greater than 58 percent before being considered commercially usable. Iron ores that are not commercially usable must undergo beneficiation to raise the iron content. Approximately 98 percent of the world’s usable iron ore production is consumed in blast furnaces to make pig iron, which is further processed to make steel.High-grade iron ore mines can supply usable iron ore, known as direct-shipping ore, to blast furnaces, with minimal physical processing and no beneficiation. With direct-shipping ore, the reported production for crude ore and usable ore are the same. Ore from low-grade deposits must undergo beneficiation to increase the iron content before it can be used by the steel industry. In this instance, the mined material is called crude ore and post-beneficiation concentrates are called usable ore; the amount produced will be less than the crude ore amount. With the notable exceptions of countries such as Australia and Brazil, most of the world’s iron ore deposits are low-grade and require beneficiation."

During construction of the Washington Metropolitan Area Transit System, the hand-mining of a mixed-face condition was anticipated on a portion of tunnel located in the downtown area of Washington, D.C. The Section, consisting of two circular tubes, extends from Station 12+80, heading in a westerly direction, traverses along a curve under Lafayette Square, and ends in a northwesterly direction at Station 37+62 (see Fig. 1a). It was near the northernmost portion of the section that the mixed-face condition was encountered. Decomposed rock was first encountered in the invert at Station 31+00. From this point the rock gradually increased in height until it intersected the springline at Station 37+62, the project limit. Summarized within this paper are measurements of the soil load on a horseshoe-shaped portion of tunnel located in the mixed face condition. These measured loads are compared to the soil load on tunnels as determined by current design methods. The paper also discusses rib and surface movements associated with the post loading process. Comments will be made on how the presence of a mixed face condition might help or hender the tunnel design and construction procedures.

Pumped storage power plants are one of the options to store the fluctuating production of electric energy from renewable sources in a sustainable manner and is able to provide Europe with the opportunity to overcome the effects of climate change. However, due to the extensive land use required when planning the water reservoirs, several projects have been declined after social conflicts raised, even in Germany. Nonetheless, after the flooding and drought periods in northern Germany, the catastrophic floods of July 2021 in south west Germany, the country’s need to decrease its dependency on import of gas and energy supply, and the energy transition goals set for 2030 and 2050, it has become clear that the implementation for water reservoirs must increase in the coming years, whether above ground or underground. Furthermore, not only Germany is interested in the use of underground cavities for water and energy storage, other European countries as Sweden are currently developing studies and solutions to bring this concept soon to reality in Europe. This article introduces the systematic approach for planning and designing large underground cavities for water reservoirs as a sustainable energy transition approach and a climate change response by showcasing the process of selection and results of the “Energy and Water Storage Harz” (EWAZ) research project. Additionally, the results of the evaluation of the effect of implementing the selected underground and surface infrastructure into the current water management system in the region is presented. Finally, the different possibilities evaluated for the underground cavities within the project and the technical challenges involved are be discussed.

Lafarge Corporation's Texas Quarry, in Baltimore MD, achieved a substantial expansion of pit reserves by removing an inactive underground mine. The day lighting program, designed, and completed in 1997, open pit mined more than 400 meters of room and pillar workings which were originally developed to recover high brightness Calcium Carbonate. The project proved to be a challenge throughout its course as the pit plan was modified and successful daylighting techniques were developed to remove the mine without adversely affecting the safety of the operation, quality of the stone recovered, or negatively impacting the surrounding community. The design parameters and techniques developed and implemented at Texas may prove of interest to other operators as they are faced with daylighting opportunities. This article will detail the challenges we faced and the solutions which made the project a success.

Increased production through the plant was limited due to thickener circuit constraints. To overcome these constraints and maximize plant throughput to match grinding circuit capability, two options were considered: A. Adding 2000 TPD CIL circuit to operate in parallel with the existing CCD circuit. B. Adding a CIL circuit to treat the entire 4600 TPD while retaining some thickeners for tailings thickening. Option B was selected based on simplified plant operations, reduced operating costs, minimal capital requirements, reduced solution losses, and bullion grade improvement.

The Front Range Infrastructure Resources Project (FRIRP) of the U.S. Geological Survey (USGS) is currently using Landsat Thematic Mapper? and air- borne-visible-infrared-imaging-spectrometer (AVIRIS) data along with planned thermal-infrared data and interferometry-synthetic-aperture radar (IFSAR) data to assess the industrial-minerals quality and quantity along the Colorado-Wyoming Front Range Urban Corridor and to characterize surrounding areas. Landsat? satellite data show synoptic views of the corridor, which may readily be used to identify potential regions of permissible terrain, such as river drain-ages, pediment surfaces, upturned lithology, and bed- rock exposures, where various types of deposits may occur. Descriptive models of these deposit types are used to define the physical features that need to be recognized and characterized. In the case of Landsat? data, the measured light is either reflected or partly absorbed by surface materials, depending on the wave- length of the light, which allows coarse mineral classifications to be made.

The Fourth International Symposium on Hydrometallurgy was organized to give those in the minerals processing field an opportunity to discuss current topics of interest in the broad field of hydrometallurgy. Held in Salt Lake City, UT Aug. 1-5, 1993, this fourth symposium also paid tribute to Milton E. Wadsworth for his many contributions in this area over the past 40 years. The science of hydrometallurgy has made great strides since the last symposium was held 10 years ago. The use of electrochemical principles and techniques has produced encouraging results. For example, the application of in situ electrode spectroscopy has helped to understand the mechanisms operating in hydrometallurgical processes. Sophisticated computer models have been developed to handle the thermodynamic properties of concentrated electrolytes. However, it is up to the hydrometallurgist to continuing working on bridging the gap between theory and practice. The successful application of solvent extraction-electrowinning (SXEW) is one illustration of the successful transfer of technology. Its widespread use in the United States during the 1980s played a significant role in the revival of the domestic copper industry. Currently, electrowon copper accounts for about 30% of total US production. Impressive developments in precious metals recovery have also occurred. Since the last symposium, carbon-in-pulp (CIP) and heap leaching have become widely used in gold recovery. And recovery of refractory precious metals ores and concentrates by pres¬sure oxidation and bio-oxidation have made significant advances. In all these examples, hydrometallurgy has played a significant role in the recovery of minerals and metals from primary sources. In addition, considerable attention has been focused on the treatment and recovery of values from secondary sources.

INTRODUCTION The Lake Merced Transport is being constructed as part of San Francisco's Clean Water Program. The Clean Water Program, which began in the early 1970's, is designed to control wet weather, storm sewage overflows into the Pacific Ocean and San Francisco Bay. To accomplish this goal, a system of large underground storage and transport facilities, pump stations, modernized treatment plants, and outfalls is being built. By 1991, eighty percent of the system had been completed and was in operation. One of the remaining projects for the Clean Water Program is the Lake Merced Transport. The Lake Merced Transport is located in the extreme southwestern portion of San Francisco, as shown in Figure 1, Project Location. The transport will convey dry weather flow from the existing Lake Merced Pump Station to the Westside Pump Station. During wet weather, the transport will fill with sewage and runoff, with a storage capacity of 36 million liters. The Lake Merced Transport was expected to be excavated entirely within the Colma Formation, an alluvial deposit consisting of weakly cemented sand. Once excavation of the access portal at the Sloat/Great Highway parking lot began, it became evident that a portion of the tunnel would be excavated through beach/dune sand. Effective ground control in the gate entries, particularly in the tailgate travelways, is essential for safe longwall mining. Longwall pillars maintain gate entry stability and carry abutment loads. To answer the need for effective longwall pillar design, an empirical method called Analysis of Longwall Pillar Stability (ALPS) was proposed several years ago. Some recent research at the Bureau of Mines has focused on the refinement and verification of the ALPS method. ALPS was originally developed from field studies in which multiple stressmeters were installed in longwall pillars and monitored during mining. Several new field studies have now been incorporated into the ALPS data base. The field measurements have' been used to verify formulas for predicting abutment strength and pillar loads, and to develop an expression for the distribution of the abutment load.

INTRODUCTION Engineers involved with rock mechanics know the importance of discontinuities within a rock mass and their effect on its behavior when subjected to loads from structures or construction excavation activities. Various geophysical tools have been developed to provide comparative information on subsurface conditions, such as electrical resistivity, assorted seismic test methods, acoustic tests, etc. While these investigative means have proved invaluable in numerous situations, especially those where site alternatives are being evaluated, they shed little light on the difficult problem of quantifying the rock strength. For that purpose, a laboratory test program of samples obtained in the field is usually undertaken, often in conjunction with a variety of in-situ tests. While standard samples provide sufficient information on the rock properties, questions on the macro-structure of joints, faults, fissures, and their infillings often go unanswered. Presently, attempts are being made to incorporate into rock sampling technology new techniques which are directed towards providing better information on the incidense and orientation of discontinuities. One such device incorporates a scribe knife within the core barrel which scores the sample lengthwise as it is cored. The orientation of the scribe is known, thereby relating the bedding, planes, fractures, etc. to a spatial framework. A second approach, called the Integral Sampling Method, is the subject of this paper. Although lateritic deposits have long been a principal source of bauxite and are becoming an increasingly important source of nickel, the problems in the evaluation of such deposits are not generally understood. In the evaluation of lateritic bauxite and nickel deposits, there are many similarities, but there also. are significant differences. It has long been recognized that laterites with commercial concentrations of trivalent metals represent the ultimate in the intense leaching of tropical soils. Any factors which effect-the rate of soil leaching will effect the form of local lateritic concentrations. Although the most intense leaching generally occurs on somewhat elevated areas of gentle relief where there is a free downward flow of rain water, the- effect of local rock structures in effecting varia¬tions in soil metal concentrations has-not been well understood - primarily because the laterite forms a masking blanket over the rocks from which the laterites were derived. All of the-factors which facilitate downward movement of water may effect greater surficial concentrations of trivalent metals. Such features as zones of fracturing, zones of greater rock permeability, and areas of karst topography may, therefore, be responsible for greater leaching. The variations in rock structures and the vagaries of ground water flow pat¬terns impart, to the laterites, rapid lateral and vertical variations in thickness and metal concentrations. The Price Road Drain Tunnel in Tempe, Arizona is part of the drainage system constructed in conjunction with the Outer Loop Highway in metropolitan Phoenix. The Outer Loop Project is a part of a much larger expressway system that includes other large drainage tunnels such as the Papago Freeway Drain Tunnels. Large diameter downhole inspection borings were utilized to obtain subsurface data for the design of these tunnels. Subsurface data obtained from the large diameter borings resulted in the development of empirical parameters that were successfully incorporated into the Geotechnical Design Summary Report and which satisfactorily predicted ground behavior, formed the basis for improved geotechnical design criteria, and facilitated the cost effective assessment of third party risk. The purpose of this paper is to describe the subsurface exploration program performed for this project and to explain the methods used to evaluate underground construction procedures.

Analysis of Coal Pillar Stability (ACPS) software, released in 2018, integrates numerous empirical pillar design techniques. The ACPS program incorporates methodologies originally available as design tools from the National Institute for Occupational Safety & Health (NIOSH), including Analysis of Longwall Pillar Stability (ALPS), Analysis of Retreat Mining Pillar Stability (ARMPS), Analysis of Multiple Seam Stability (AMSS), and concepts including Coal Mine Roof Rating (CMRR), the Mark-Bieniawski pillar formula, and pressure arch loading. The design methodologies that are the basis of ACPS were developed via analysis of significant amounts of real-world data and have been standards of the United States coal industry for decades. While there are empirical factors built into ACPS, making it ideal for use in U.S. coalfields, the concepts in the program have proven to be applicable in variable mine settings, and the software was developed to allow for user-based, site-specific modifications of key design inputs. Application of ACPS to cases outside the regions for which it was developed must be approached carefully, and continuous development of site-specific data is mandatory. A case study is presented involving the application of ACPS to assess pillar stability and assist future design for an underground lignite mine in Eastern Europe. Assessment of in-mine observations, review of the geology of the lignite mine, and evaluation of specific conditions associated with a failure event resulted in “calibration” of key input factors to ACPS. Scenarios evaluated with ACPS suggest that pillar strength and overburden depth are key factors for the determination of pillar stability and design in future areas.
