PENNSYLVANIA 16803 To the Editor: With respect to the Fenvessy and Schwab article, I offer the following: As thorough as the study may be, it still has a glaring weakness. The presumption of constant supply in face of falling demand - their "low growth" case - is just wrong. It does not allow for the rapid migration, by transfer and change of major, from former high-demand programs, such as mining, to programs that have more recently obtained the cachet of job security. The figures that are shown for rapid growth in mining engineering enrollments in the period 1970-1981 are, no doubt, correct and reflect a rapid inmigration of students into mining. A similar out-migration, which began in 1982, from mining to other engineering and science disciplines is not factored into their study. Given 1983-84 enrollments, which can already be documented, it is clear that the low-growth case will, by 1985, be 50% or less of 1981. I wish students would pick their majors on the basis of their own individual abilities and interests rather than rushing lemming-like to programs that are reputed to have jobs. In the end, students will have better jobs and careers if their college majors match their talents and we, in the academic side of things, will have a livelier and more dedicated student. Lee W. The article is, unfortunately, inaccurate because of the erroneous assumptions it makes in its basic premises. To cite but two of these, class sizes will not continue at their current level, but will, in fact, alter dramatically as a function of the perceived immediate job market rather than the future trend, so that enrollments are already below those predicted. Secondly, it is patently wrong to assume that everyone who gets a degree in the mining field will continue until retirement to work in that field. People who do not have a job in the industry will get work elsewhere and often do not come back. Others will later move to different areas. My major argument, however, deals with the underlying assumptions and methodology of the survey itself, with the concomitant challenge to the subsequent conclusions. It is no great secret that the technological world is undergoing a dramatic revolution. Computer use is rapidly spreading to the point where the microcomputer will be an integral part of every mine engineer's desk. Such a tool, which for optimal benefit must be operated by knowledgeable mining engineers, will make mining much more of a science than the current level. Truck-shovel dispatch systems based on linear or nonlinear programming algorithms have been in operation since the mid-1980s, with different levels of success depending on the correct arrangement of operational resources and the complexity of the mine. These systems are known for shortcomings related to the logic behind the decision-making of the operational objectives. This makes it necessary to have a human agent (dispatcher) to guide the system when the operational parameters change, creating the possibility of suboptimal decisions due to the human factor. To address this issue, the present work discusses the implementation of a methodology based on artificial intelligence (AI) techniques to assist in the decision-making of the best optimization goals arrangement when operating a fleet management system. The focus of the analysis is on the evaluation of variable goal weights in a nonpreemptive, multigoal optimization model for multiple uncertain scenarios based on regions of optimal feasibility.

Carboniferous mining basins are today a non-negligible source of energy. So important in fact that returns now justify high investments and costs even for those deposits that were un-economical in the past. Nowadays, if properly explored and exploited, basins previously considered non-minable due to complex structural and stratigraphical situations may be economically interesting. It is while studying a faulted basin with such features that the Authors developed the described computer-aided methodology capable of constructing a model of the physical structure of coal deposits on the basis of stratigraphical data from drillings. The aim of the procedure is to define coal reserves, the exploitation of a deposit being conditioned by the possibility of identifying zones that are technically minable. This objective is pursued by making as detailed a reconstruction as possible of the geometrical, stratigraphical and tectonic features of the coal-bearing seams of a deposit.

Iron ore pellets made from concentrates produced from low grade iron ores are the primary iron bearing feedstock for iron making in North American blast furnaces. Steelmakers are demanding increasingly higher quality to provide for improved blast furnace productivity, efficiency, product quality and environmental compliance. Unfortunately, this higher quality iron ore product must be produced from the vast deposits of low grade iron ores that are becoming increasingly poorer in quality with regard to mineral liberation and ease of concentration. Since some of these low grade iron ores require grinding to as fine as 90% -500 mesh (25 microns) for liberation and since more of the silicious gangue and other minor undesirable constituents must be removed to provide the higher quality, we have come to depend on flotation to do the added work. Flotation technology and other preflotation unit operations must improve to meet these increasing demands. In many cases, flotation equipment, reagents and circuit operating performance have improved little during the last two to three decades. Mechanical flotation cells have grown from 14 cubic meters (500 cubic feet) to over 84 cubic meters (3000 cubic feet) to help reduce capital and operating costs; however, flotation metallurgical performance has not improved, Column flotation has only recently shown promise in improving metallurgical performance for iron ore rougher flotation. Previous column flotation success was mainly in scavenger and cleaner flotation steps for treating minerals other than iron ore. Although some new flotation chemicals have been developed for removal of silica and other minor constituents under widely varying mineralogical scenarios, recovery of iron mineral has not improved. The operation and control of flotation circuits have become more challenging because of the increasing workload on flotation. Better sensing, process control and operation of flotation circuits are essential as we go forward. Iron ore upgrading by flotation can be classified into either anionic or cationic methods. Anionic flotation of either iron oxide or silicious gangue is accomplished by collector type, pH control and selective chemical activation . Similarly, cationic flotation of silica or iron oxides is accomplished by collector type, activation and/or pH control. Removal of other minor constituents is achieved by using specialty chemicals under controlled conditions for preflotation, co-flotation or post flotation steps. Generally, anionic flotation is used for floating cleanly liberating crystalline oxidized iron ores such as hematite, specularite and martite. Earthy and hydrated oxides such as hematite and geothite can be upgraded with either anionic or cationic collectors after controlled dispersion of slimes or prior removal of slimes. Anionic flotation of silicious waste can be achieved by calcium activation of silica. For magnetic iron ores small amounts of locked silica particles (middlings) can be removed by cationic silica flotation, which is the only method in commercial use in North America today. Historically the efficiency of these iron ore flotation processes has been restricted by the loss of fine iron particles (minus 500 mesh) to the tailings product. New technology is required to overcome this loss and improve overall flotation performance. Development of technology for more selective separation of silica and other minor undesirable constituents from iron ore will provide both quality and cost benefits to the iron and steel producers. Development of future iron ore production in North America will face stiffer technical challenges. These new and undeveloped iron ore deposits are largely oxidized (non-magnetic) and by nature contain more slimes and other undesirable constituents. Unless other new technology evolves, flotation will be the major treatment process required to upgrade these difficult low grade iron ores.

A recent Nevada Gold Mines research program focused on the pressure oxidation (POx) pretreatment of a Carlin-type double refractory ore from the Turquoise Ridge Mine. The research team found that both arsenian pyrite and carbonaceous matter were highly oxidized within an hour at 300 °C using a bench-top autoclave reactor and that the gold recovery from the residues after cyanide/carbon-in-leach (CIL) approached the technical limit set by the amount of gold encapsulated by silicate minerals. Although the 60-min pretreatment at 300 °C yields robust performance when treating a whole ore, copper additives can catalyze the oxidation rate of carbonaceous matter and reduce the residence time needed at elevated temperatures. Certain gangue minerals are susceptible to dissolution in acidic solutions at 300 °C, and this may cause poor gold recovery. This recovery challenge is mitigated by keeping free acid in the discharge solution below a key threshold.

The concept of ultrasonic measurement was originally applied to marine operations. Sonar . . . standing for Sounding, Navigation and Ranging, was developed for military uses. Today Sonar has become very important to the fishing fleets and marine construction industries where its applications cover a wide range of uses our company, in addition to the inair ultrasonic equipment as discussed in this paper, is also deeply involved in marine sonar and works primarily with oceanographic research and fishing industries. Ultrasonics, by simple definition, are sound waves beyond the audible range of the human ear and are generally accepted to be waves over 20,000 cycles per second. When applied to level measurement, the principles of ultrasonics are basically quite simple. A sound pulse is initiated at a point in time and the time interval for the echo from that pulse to return can be interpolated into distance. The speed of sound in air under standard conditions is approximately 1,100 feet per second, or if converted into more meaningful information as related to distance measurement, the time required for sound to travel one foot round trip is 1.78 milliseconds. An early application for ultrasonic level monitoring equipment was in large grain elevators. Prior to ultrasonics, the common practice of inventory measurement was to have an employee walk around the top of these large grain elevators, which are often over 100 feet above ground level, and drop a weighted rope or chain down into the silo to determine the level of the grain. In this paper, a semi-qualitative methodology is presented and then applied to an aluminium extrusion industrial facility in order to perform an initial environmental assessment. The results of the assessment enable an improved understanding of the environmental performance of the facility and more importantly identify the areas of significant environmental concern. Following, the application of case-specific sustainability indicators related with the areas of significant environmental concern, leads to a more comprehensive sustainability assessment. The applied two-step approach offers a quick and reliable environmental assessment and help focusing on the most environmentally problematic areas. Moreover, the follow-up of the specific indicators seems to be appropriate for the improvement of the environmental performance of the examined industrial facility.

The I-35 Capital Expressway (CapEx) Central Drainage Tunnels will serve as a stormwater collection system for the forthcoming I-35 Capital Express Central reconstruction project through downtown Austin, Texas. The schematic level concept design included three tunnels, 10 to 14 ft ID, totaling 26,000 LF. Constructability reviews during design development indicated issues with the concept design including phasing of construction, conicts with future retaining walls, staging area concerns, and signicant mixed face tunneling. The design was updated to mitigate these risks. The revised design includes two tunnels, both 22-ft ID and totaling 33,000 LF, that will be mined almost entirely in rock.

A number of open pit gold mines in Nevada extract ore from areas below natural groundwater elevations, necessitating dewatering and some method of disposal of the extracted water. These open pits extend well below the water table, with associated dewatering volumes greater than 10,000 gpm. Some mines, with large volumes of dewatering water to manage, have constructed re-infiltration basins to re-introduce dewatering water to the groundwater system some distance from the pits. This paper presents an overview of the state of the art of re-infiltration projects, including the permit process for such projects in Nevada, and the necessary engineering considerations.

"Strategies to improve performance in mining production, maintenance and mineral processing operations have evolved over time from straightforward time studies of individual machine performance in the 1960s-1970s to more sophisticated and better focused statistical and financial tools that have emerged in the 1980s-1990s. These newer strategies fall under the broad descriptive category of operational excellence.Operational excellence is the term that embodies a number of performance evaluating strategies, the most popular and relevant to mining include the following:• Six sigma for addressing errors within mining or milling process and work standards.• Lean manufacturing to optimize organizational and operational performance through continuous improvement.There are other strategies that can be applied as well and this paper is not focused on a review of the pros and cons of any one strategy. However, the common threads in these strategies embody the expectation that expected results from these efforts can be quantified and that value will positively benefit the targeted work process, organizational unit, equipment deployment or time schedule when applied to it as part of continuous improvement efforts.The priority for proceeding with any one or more of these efforts is based on the calculated net value of the required resources to make the change versus the estimated value gained. The practice is identified as the value mapping process.This discussion summarizes the value mapping process methodology used at a mature uranium mine and mill in northern Canada to work through the myriad of potential improvement efforts available through the operational excellence process for continuous improvement."

A study of paleogeography and paleo-environment, coupled with modern geochemical techniques and geologic inference, points to the presence of unconventional platinum group metal deposits in domestic and foreign ultrabasic terranes. During the laterisation of the tectonized and serpentinized mafic and ultramafic rock units, onshore winds provided abundant low temperature chloride to the laterite-saprolite profile. Here, an environment formed where gold, silver and platinum was dissolved, transported and redeposited. Changes in climatic conditions have helped preserve the redeposited metals in fossil laterites. The definition of "unconventional mineral resources" used here is taken from the Cameron Volume of Unconventional Mineral Deposits published by SME-AIME in 1983: "Unconventional mineral resources represent materials of possible economic importance that occur in geological or physical environments that have not been successfully exploited for the particular mineral." (van Rensburg, 1983). Chromite-rich rocks worldwide contain high platinum group metal concentrations. This feature is found in ophiolitic sequences, Alaskan-type ultrabasic complexes or statiform intrusions. Association of platinum group metals with chromite has received much attention. The reason for that associa¬tion, however, is not clear. Much has been written about how and where the platinum group metals occur. It is known that they are present in the spinel lattice, as solid solution elements in sulfides and as discrete platinum group minerals. This article outlines the reasons geologists should be looking at lateritic terranes to determine the feasibility of searching for undiscovered, low-grade platinum group metals amenable to openpit, bulk mining. Laterite-saprolite horizons could contain significant platinum group metals and location of anomalous values on the surface and in the weathered profile can lead to discovery.

On the Earth's Moon, obvious hazards to humans and machines are created by extreme temperature fluctuations, low gravity, and the virtual absence of any atmosphere. The most important other environmental factor is ionizing radiation. Less obvious environmental hazards that must be considered before establishing a manned presence on the lunar surface are the hazards from micrometeoroid bombardment, the nuisance of electro-statically-charged lunar dust, and an alien visual environment without familiar clues. Before man can establish lunar bases and lunar mining operations, and continue the exploration of that planet, we must develop a means of mitigating these hazards.

"...Unfortunately, the research activities in soil mechanics had one undesirable psychological effect. They diverted the attention of many investigators and teachers from the manifold limitations imposed by nature on the application of mathematics to problems in earthwork engineering. As a consequence, more and more emphasis has been placed on refinements in sampling and testing and on those very few problems that can be solved with accuracy. Yet accurate solutions can be obtained only if the soil strata are practically homogeneous and continuous...." This statement about soil mechanics was made by Karl Terzaghi, thirty years ago and applies to a greater degree today to the infant science of rock mechanics. More uncontrolled variables are added to the already many existing in soil mechanics. Variables, such as Macro-discontinuity and in situ stress levels. In no other field of engineering are the problems as site oriented. Presently this site dependance demands the investigator or rock mechanics engineer to get his hands dirty rooting in the muck of a tunnel floor trying to properly install or readout test apparatus in a comprehensive site investigation. This paper discusses such a site investigation designed to determine the problems and solutions inherent in the driving of the Trans Koolau Tunnel. The paper will describe the various types of tests to be performed, how the results are to be used and the interrelation of the various tests themselves.

The recommendations resulting from a Dispute Review Board (DRB) hearing of a contract dispute are being challenged more and more frequently. This paper explores possible causes based on the authors’ experiences. Challenges facing the DRB process include: The DRB process is starting to lose some of the informality and flexibility. Both owners and contractors appear to be putting too much weight on a board recommendation on a dispute. DRB’s do not make “decisions,” they provide recommendations for dispute resolution to both parties. The DRB process is not just for contractors to present an unresolved issue to a board hearing. Owners can also initiate a request for a hearing on a disputed issue. For the DRB process to remain a viable element of the successful construction project, confidence must continue to be maintained in a process that is intended to work on behalf of both parties to the construction contract.

Railroad companies and transit authorities have been slow to acknowledge that for many—utility crossings, a direct pipe installation below live rail can be just as effective as a more intrusive traditional cased crossing. Properly designed and specified pipe jacking work, and specifically pressure-balanced microtunneling, coupled with careful specification and analysis of geotechnical monitoring and, where necessary, ground improvement measures, can produce a low-risk, low ground movement solution to the needs of utility companies and municipalities whose services need to pass below urban and rural rail corridors. This paper discusses the design, geotechnical and ground improvement aspects of microtunnel crossings below active heavy and light rail lines and crossings beneath active subway tunnels.
