Shotcrete, a useful support material in underground openings, is a sprayed concrete, and, when used with fast-setting agents, is immediately self-supporting. Although shotcrete has been used extensively for tunnel support, the technique has not been readily accepted by the mining industry because of the lack of essential information on such basic items as material properties and rock interaction. The Spokane Mining Research Center (SMRC) of the Bureau of Mines has been active in the field for the past 2 years, including research on fibrous reinforced shotcrete. IIT Research Institute, Chicago, under Bureau of Mines contract, is investigating physical properties of shotcrete as affected by (1) type of process (wet or dry) and (2) fast-set agents and controlle-dset cements. Already the contractor has shown the advantage of a regulated-set cement over normal cement and fast-set additives for the dry process. The regulated-set cements can produce high early strengths with no decrease in ultimate strength.

The U.S. National Committee on Tunneling Technology under the aegis of the National Academy of Sciences has long recognized that productivity in major underground construction projects could be increased through better contracting practices and better management. Between 1974 and 1978, this Committee has prepared three reports on these subjects. This paper reviews these reports and their recommendations. It covers the extensive actions by the U.S. National Committee on Tunneling Technology to bring the recommendations to the attention of leaders in the underground construction industry and thus further their adoption and implementation. These activities are continuing. Visibility in this session will give these reports and recommendations increased exposure.

Research over a period of ten years resulted in the development of an efficient automatic ore feed regulator for mill grinding circuits. The facilities that a large mining company gave the inventor made it possible to develop the control apparatus under actual mill operating conditions. The Littlewood Regulator automatically determines the optimum power input at which a mill should operate, and controls the rate of ore feed to maintain this optimum power for any predetermined operating conditions. It is to be noted that the optimum power varies with many factors such as ball, rod, and mill liner wear, therefore the regulator is designed to automaticall keep itself properly calibrated. To efficiently control the rate of ore feed of a mill grinding circuit the regulator analyzes and interprets all power changes of the mill motor. The critical electrical measurements for this type of control are made possible by a patented device that has the ability to detect and integrate minute changes in power. In ball mill operation the small but significant changes in power serve to select the rate of ore feed in accordance with the rate at which ore accumulation takes place within the mill, and in rod mill operation they serve to select the rate of ore feed in accordance with the degree of rod spread.

The tunneling construction industry faces a new challenge in endeavoring to comply with the multitude of regulations and standards of the Occupational Safety and Health Administration and to work following accepted and experienced tunneling practices. Tunnel inspections appear to be gaining in priority. The national OSHA inspection activities reported for the year 1976 in the construction industry are as follows: 989 Inspections 45 As result of Accidents 186 As result of Complaints 605 General 153 Follow Up 34% Were found to be in compliance 714 Citations were Issued 1,825 Violations were found (201 of which were serious; 1573 were non-serious; 51 were imminent danger. There were no recorded failures to abate a violation in our industry.) The five general priorities by which a company would be scheduled for an inspection in descending order are: imminent danger situations, reports of fatal accidents or catastrophies, inspections in response to valid employee C( taints, inspections of work places covered by National Emphasis Program NEP, (OSHA's NEP has been designed to impact on any industry having a very high injury or illness rate) and finally random inspections of work places covered by OSHA. The following criteria in selecting companies for random inspections is used by OSHA.

"Classic engineering economics provides the mining engineer with a fundamental approach to choosing between capital spending alternatives. This approach has been heavily used over the years and is an accepted technique for most investment decisions. There is a shortcoming that I have run into over the 15 year period when I worked in business planning roles. The classic time value of money approaches such as Net Present Value, Return on Investment, and Internal Rate of Return provide good estimates, but the input assumptions may fall short of describing the real material differences required by these analysis techniques. If the cost benefit analysis is defined solely on the improvement of the item being replaced or improved, the true profitability of the decision may be overestimated. Productivity improvement based capital projects can yield more accurate forecasts when conducted in concert with a “bottleneck analysis”. INTRODUCTION A review of the Theory of Constraints, (Goldratt, Cox, 1984) Lean, (Womack, 2003) (Rattner, 2006) and Six Sigma (Cryger, DeFeo 2015) lead us to recognize that these process improvement methodologies are oriented to the manufacturing process. These systems generally involve a factory that the material moves through on the way to becoming a final product. The mining challenge has many similarities to manufacturing once the ore has been won and made ready for processing. Before that point, however, the process is somewhat inverted while the ore is being won. Instead of the material moving through the factory, the factory is moving through the material. The Theory of Constraints (TOC) was used in an underground context by Baafi, Cai and Porter at 2015 APCOM, but even this groups’ analysis did not carry the concept from mining to shipping of the final product. There can be spatially distributed data that can affect the mining throughput constraints, some of which can be determined from exploration results. Identifying constraints can lead us to mapping productivity bottlenecks on future mining. Knowing this may improve decision making by eliminating one of Jim Fishbein’s three deadly sins of strategic planning: incomplete planning. When evaluating capital investment alternatives you should evaluate the impact of any proposed improvements on the entire operation. At the core of any mining system is the materials handling system. This can be typically expressed as the system that handles the raw material from the “face” through processing and then handling the finished product as well as the waste material. A “Bottleneck Analysis” is an investigation into the factors limiting a material handling system’s productivity (Goldratt, Cox, 1984). Mining material handling systems are usually composed of several linked components such as draglines, shovels, loaders, hydraulic excavators, continuous miners, longwalls, highwall miners, bucket wheel excavators, LHDs, feeders, conveyor belts, stockpiles, crushers, processing plants with various circuits, and waste handling systems. Each of the aforementioned components has a slightly different throughput capacity. When these are linked in series, the one with the lowest throughput capacity limits all of the others, creating the bottleneck for the system. Every material handling system has a bottleneck. In the mining environment, a subtle, but very significant phenomenon may also occur. The bottleneck may change as a result of a change in the raw feed qualities, face recession, overburden depth, digability, learning curve, and many others factors which may be derived from the drillhole data. These parameters often change as a function of the location in the reserve base, and may also vary with time."

"The picture of the baby surrounded by the number of (usually) pounds of a variety of mineral products a newborn will use in a lifetime has been widely distributed over the years, both on the web and as business cards that could be distributed to anyone. Figure 1 shows a typical example. I have included a slide of the mineral baby in various lectures over the years, particularly in my lecture “Industrial minerals: much used, little recognized.” The mineral baby with associated estimated lifetime mineral quantities is updated every year. I collected a set of past mineral baby pictures to examine the changes in the quantities of the various mineral products over the years.The mineral baby was introduced by the Minerals Information Institute (MII) in 1999 and became known as the “MII Baby.” SME took over MII in 2008 and continued publication as the “MII Baby” until the merger of MII with SME’s GEM program in 2011 to form SME’s Minerals Education Coalition (MEC). MEC is now the publisher. Figure 2 is the 2016 version of the mineral baby. The repositioning of the picture of the baby from lying on its back to crawling reflects a major design change to help emphasize that SME’s MEC is now the mineral baby’s publisher.Data sourcesThe data used to prepare each year’s mineral baby comes from the National Mining Association, which collects the preliminary annual mineral commodity data from the U.S. Geological Survey (USGS) and other sources. This preliminary data becomes available late in the first half of each year. The life expectancy data for each year comes from the Center for Disease Control’s “Data and Statistics by Topic” and the population data comes from the U.S. Census Bureau’s “Quick Facts” tab.The source mineral data is compiled using metric tonnes as the basic unit. The quantity of of each mineral is the apparent U.S. consumption each year."

Of these, 11 were in the industrialized world, 13 in the Third World. By 1985, the number had dramatically surged to a world-wide total of 145, with the greatest growth among the developing countries to 110, an increase of almost 1000%.

This paper describes the development and testing of the RAMEX excavation system. Incorporating a synergy of low velocity, high energy impact and kerf cutting, this machine offers a competitive alternative to drilling and blasting in hard rock. It is a boom mining machine that incorporates the features of a lightweight roadheader and it can mine nearly any shape opening in hard rock. The RAMEX Tunneler has been developed to satisfy industry demands for a non-explosive, flexible, continuous and rapid underground rock excavation system. It will produce minimum ground vibration in the urban environment and allow the flexibility necessary for thin seam mining conditions. It will also reduce initial ground support costs and has a minimum impact on rock integrity. Developed by RAMEX Systems with cooperative research provided by the U.S. Bureau of Mines, this system, could produce the next step in the continuing evolution of mechanical mining systems.

What is the most economical way of tunneling in mixed ground that may experience high pressures? Non-continuously pressurized, mixed ground Tunnel Boring Machines (TBMs) are being utilized to deal with a wide range of geology. Continuous improvements in these mixed ground machines allow for ever-increasing efficiency and reduction of project risk due to unexpected conditions. We will explore the performance of recent mixed ground machines throughout the world and then look at how new improvements to mixed ground machines will enable excavation of an expanded range of ground conditions. These conditions include mixed ground with low fines, mixed face rock, and fracture/fault zones with high pressures where in the past a Slurry TBM may have been utilized.

While this is basically true, certain factors have been identified which, when properly defined, can significantly reduce the element of chance. An intelligent supervisor developed using expert system tools and applied to a crushing plant is presented in this paper. The structure of this supervisor, based on a model of a human operator, consists of a Knowledge base containing a qualitative model of the process, and a Rules base with the heuristic logic used by an operator when supervising a plant. The simulation results obtained show the potential of this type of systems to supervise the automatic operation of a plant.

"The Industrial Comminution Efficiency (ICE) working group, part of the Global Mining Standards and Guidelines Group (GMSG) has engaged a large number of industry professionals representing mining companies, equipment vendors, consultants and metallurgical laboratories with interests and capabilities in the comminution field. These participants have collaborated to develop three guidelines for the assessment of the efficiency of mineral comminution circuits. Two of these guidelines deal specifically with power based modelling techniques to quantify energy efficiency using widely practiced techniques, those developed by Bond (1961), Rowland and McIvor (2009), and Morrell (2009). The third guideline deals with the sampling and surveying of grinding circuits as is required to provide the necessary information, at appropriate quality, to furnish the efficiency analysis promoted by the first two guidelines. This preprint will focus on the Guideline on Methods to Survey and Sample Grinding Circuits, which is currently in the final stages of peer review and finalization by the GMSG. INTRODUCTION It is important to make a clear distinction on the scope of work of the GMSG guideline for sampling grinding circuits. Many mineral processing practitioners are familiar with the sampling and surveying of comminution circuits, in particular grinding circuits, for performance diagnosis and the identification of optimization potential. These surveys often provide information for population balance modelling of individual comminution and classification unit processes, and as a result require a large amount of information to calibrate and validate the unit models. As a result these surveys are labour intensive, somewhat expensive depending on internal capabilities of the mine site or company, and have a long time span from initial planning to final reporting. They also require a high level of expertise to process the survey data, simulate the circuit and make sensible recommendations on follow up actions. As a result of these factors full grinding circuit surveys are not a common occurrence at a large number of facilities, and several years may pass before follow up surveys are conducted. In the ensuing gap between surveys, the efficiency of the grinding circuit must often be taken on faith, and this is considered an unacceptable lapse in an environment of strained natural resources and low commodity prices. To support the rapid and productive energy efficiency analysis being promoted by the ICE working group, a much simplified survey and analysis process is required. The process reflected in the GMSG guideline is indeed more conducive to frequent analysis, at a skill level that is well within the capabilities of the average plant metallurgist. As a result it becomes feasible to conduct mini-surveys of plant performance, which can be used to quickly and precisely diagnose the high level impact of process changes. It can also be manipulated by experienced practitioner to provide sufficient information for modelling of the circuit to estimate the impact of process changes, supporting an initial rate and rank exercise to focus plant optimization efforts."

The International Mineral Valuation (IMVAL) Committee, founded in 2012, develops strategies for conducting mineral valuations. These strategies have been developed into a mineral asset valuation template called the International Mineral Property Valuation Standards Template and is part of IMVAL's work to establish consistent international standards for mineral property valuation and reporting. This template is a living document that is updated from time to time and is based on three core values or pillars (Fundamental Principles): Competence, Materiality, and Transparency. Objectivity, Independence, and Reasonableness may be applied as required by national codes or standards. The Template harmonizes international standards for valuation of mineral assets as real property and represents a consensus of current good practices. It is not a stand-alone reporting code and does not supersede existing national reporting standards. The Template deals with mineral-property valuation as distinct from mineral-project evaluation. INTRODUCTION In his 1989 book, “The New Realities”, Peter F. Drucker, Clark Professor of Social Science at Claremont Graduate School, California, stated: “Information is data endowed with relevance and purpose. Converting data into information thus requires knowledge. And knowledge, by definition, is specialized.” (p. 209) The discipline of mineral valuation is knowledge-based and requires a mineral valuer to collect, analyze, and interpret data that are material to a mineral valuation assignment. In so doing, the valuer turns the data into information (data come first, followed by information as determined by the mineral valuer) for use by the client (from whom the valuer obtained the mineral valuation assignment) and other intended users. The valuer uses his or her experience and education (each valuer’s knowledge base) supported by a foundation built upon competency, materiality, and transparency, the three pillars of mineral valuation (“minerals valuation”, “mineral-property valuation”). The International Mineral Valuation Standards Template (“IMVAL Template”, IMVAL”, “Template”), third edition dated May 2018, defines mineral valuation as: “The estimation of the Value of a Mineral Property in money or monetary equivalent. The word ‘valuation’ can be used to refer to the estimated value (the Valuation conclusion) or to refer to the preparation of the estimated Value (the act of valuing).” (p. 14) Furthermore, the IMVAL Template clearly separates valuation from evaluation: “The Template deals with Valuation, which is distinct from Evaluation. The distinction inherent in these defined terms is that Valuation addresses the estimation of value of a Mineral Property, whereas Evaluation addresses the broader assessment of a Mineral Property for an investment decision.” (p. 2)

"Higher production demands across all bulk handling segments require increased efficiency at the lowest cost of operation, in the safest and most effective manner possible. As conveyor systems become wider, faster and longer, more energy output and more controlled throughput will be needed. Add an increasingly stringent regulatory environment and cost-conscious plant managers must closely review which new equipment and design options align with their long-term goals for the best return on investment (ROI).There are primarily two separate market segments using conveyor belts. One is in process industries such as food, chemicals, paper and powders. Handled in relatively low volumes, the bulk materials that enter these processes are generally of a consistent size and quality. The other market includes mining, coal handling and cement, where the bulk material’s quality and size vary, and the volumes are typically much greater. While both segments face similar issues with safety and environmental control, the properties of the materials handled and the volumes transferred suggest different approaches, with one thing in common: increased belt speeds requiring modern equipment upgrades.Safety at higher belt speedsWith companies recognizing that safety does indeed pay, safety is likely to become a new source of cost reduction. The percentage of mines and processing facilities with a robust safety culture are likely to increase over the next 30 years to the point where it is the norm, not the exception. In most cases, with only a marginal adjustment to the belt speed, operators quickly discover unanticipated problems in existing equipment and workplace safety. These problems are commonly indicated by the larger volume of spillage, increased dust emissions, belt misalignment and more frequent equipment wear or failures."

The Colorado Department of Highways awarded a contract to construct the Second Bore of the Eisenhower Tunnel in August, 1975. The contract was completed June 29, 1979, nine days ahead of schedule, with¬out major claims or delays. The tunneling involved complex construction through difficult ground conditions. The contract, plans and specifications were specifically planned to more equitably share the risks involved and to minimize adversary relationships. The Department produced a detailed tunnel design and maintained responsibility for the design. The contract employed some new provisions; e.g., a review board for settlement of claims and disputes; escrow documents (contractor's bid documents) to determine the contractor's basis of bid when determining adjustments. The tunnel contract, plans and administrative efforts employed by the owner and contractor were very successful in this project.

This is true both on the “hard” side of the equipment business - the research and product development programs, and on the “soft” side - the business processes, human resources and competitive strategies. This article describes seven key industry trends and the impact each is having on surface mining equipment suppliers. 1. Globalization Earth-spanning technologies are shrinking the world into an economic village, causing corporations to think and plan on a global scale. This “globalization” is one of the great buzzwords of the 1990s, meaning precisely whatever the user says it means. In this case, let us take it to mean that political boundaries arc less restrictive than in the past, permitting mining companies new freedom to roam the globe for ore bodies. Evolving out of this are global mining houses that have ownership and management interests in labyrinthian webs of mines spanning the world. There are several impacts on surface mining equipment suppliers.

1. Introduction This is a report on applications of the earth pressure type balanced shield tunneling projects executed under narrow streets on soft alluvial layers in Japan. Japan is a long island country surrounded by the sea. Steep mountain ranges run along the archipelago and numerous rivers originate from the mountains, leaving only limited areas of flat land along the upper and middle reaches of the streams. The majority of cities in Japan are on soft alluvial layers. Alluvium represents an extremely complex soil formation, sections bordering diluvium being characterized by sharp undulations. Various difficulties are therefore encountered in shield tunneling work undertaken in such ground conditions. Particularly, at work sites lying in an unstable, waterbearing layer with high permeability, shield excavation becomes utterly impossible, hampered by large amounts of underground water as well as land collapsing caused by the water. Even when work can somehow be accomplished by using chemical grouting or by lowering ground water level, which require extra expenses and time, undesirable effects such as ground surface settlement are unavoidable in projects undertaken in the past. The newly developed method allows safe and accurate tunnel excavation at normal speed and without giving any adverse effects on buildings above, even under such unstable ground conditions. An outline of this new method was announced at the "International Tunnel Symposium '78" held in Tokyo, and the method has since been employed in a number of tunneling projects in this country. The high lithium demand forecasted for some high tech applications and batteries for electric and hybrid-electric vehicles, in particular, has sparked increased exploration for lithium, particularly for lithium- and potassium-bearing brine deposits. The latter have generally followed the Canadian Institute of Mining, Metallurgy and Petroleum (CIM) NI 43-101 guidelines on resource reporting, formulated for hard rock deposits (metals and industrial minerals). While a number of the requirements can be appropriately applied to brines, brines are fluids and require a specific analysis leading to a distinct set of reporting requirements. Brines cannot be considered industrial minerals because the various elements occur as ions in a dynamic fluid, rather than being chemically bonded in a solid. Although chemicals are produced from brines, brines have no relation to industrial mineral deposits. This article analyzes the recently released (Nov. 1, 2012) document CIM Best Practice Guidelines for Resource and Reserve Estimation for Lithium Brines, in light of the practical knowledge available from existing brine operations. It recommends modifications to the guidelines, which, if applied in their present format, will result in overstating resources and reserves and mislead potential investors. The CIM Best Practice Guidelines for Resource and Reserve Estimation for Lithium Brines document is generally descriptive and does not fully address the methodology for brine resource or reserve definition. Lithium and other elements (potassium, magnesium) are contained in a fluid, the hydrologic characterization of which should be the principal focus of a brine exploration program. The fundamental requirement in defining lithium brine resources and reserves in a salar is the identification and definition of those formations ? the aquifers ? that will yield brine in a usable quantity to a well, because brines can only be extracted by pumping wells. Fine-grained sediments will never, as required in the summary Table 1, have ?reasonable prospects of economic extraction,? cannot be considered and, therefore, need not be tested. However, the guidelines recommend the collection of solid samples and a high-core recovery for laboratory testing of various sediments instead of focusing on the brine.

The federal standard for limiting exposures to miners from radon daughters was reduced from 12 working level months (WLM) per year to 4 WLM per year in 1971. However, even at that time some researchers were concerned that the new limit would eventually be shown to result in an excess risk for lung cancer mortality in miners. The National Institute for Occupational Safety and Health (NIOSH) is now engaged in a comprehensive review of this topic. As the lead agency in this project, NIOSH has developed a work plan and established a work group to implement this plan. The procedure and specific considerations are outlined in the work plan for developing a comprehensive ionizing radiation standard recommendation for all miners, underground and surface. Such a recommendation will not only include estimates of health risks at various levels of exposure, but also appropriate recommendations for medical monitoring, sampling and analytical methods, sampling strategies, posting, engineering controls, personal protective equipment and recordkeeping. The work group has twenty-four members. Eleven members are NIOSH personnel representing six divisions of the Institute. The remaining thirteen members represent other federal agencies, specifically the Bureau of Mines of the Department of the Interior, the Mine Safety and Health Administration and the Occupational Safety and Health Administration of the Department of Labor, the Office of Radiation Protection of the Environmental Protection Agency, and the Bureau of Radiological Health of the Food and Drug Administration, Department of Health and Human Services. Several factors contributed to the decision to initiate this project. First, the efficacy of the current standard was considered. An initial study group was formed in the spring of 1980 by NIOSH to identify and evaluate articles that contained information on lung cancer mortality risks at and below the present permissible exposure limit. The conclusion drawn from their evaluation was that a two-fold excess risk of lung cancer mortality at and below 120 cumulative working level months (CWLM) of exposure to radon daughters is evident. This composite indication from selected studies was of sufficient magnitude to justify further evaluation. The study group, however, recognized that other studies and information must also be considered in a quantitative risk assessment which would form the basis for recommending an acceptable and feasible permissible exposure limit. A second factor in the decision to pursue further evaluation was the gaps in the current standard that had previously been identified by the Mine Safety and Health Administration (MSHA). These included lack of medical monitoring of underground miners and absence of regulations for surface miners. The seriousness of the health hazard relative to other hazards in mining was also considered. Along with exposures to silica and asbestos fibers, radiation was judged to be one of the major health hazards in mining, These combined factors constituted the justification to develop criteria and recommendations for improved mandatory health standards. The development process begins with a survey and review of the available world-wide information on the topic, including data and information developed by NIOSH. The end product of this review is to be a document that will contain an evaluation of the collected information and support for any recommendations that are made. To develop this document, the present work group has been divided into five task groups with the following emphases: Health Effects, Medical Aspects, Monitoring, Environmental Exposures, and Engineering Controls and Work Practices. The Health Effects task group is to evaluate the evidence from epidemiologic and animal studies of adverse health effects associated with all forms of ionizing radiation encountered in mining and milling operations. The "weight-of-evidence" of the results of all relevant and useful studies will be summarized, with the reasons for emphasizing the cited studies. The critical cells or tissues and the factors that should be considered in estimating the dose to these areas from various types of radiation will be identified. An evaluation will be made of the possible impacts of smoking and exposure to diesel exhaust on the determination of health effects related to radiation. The implications of biologically redundant dose in terms of the time between tumor initiation and death will also be analyzed. The Medical Aspects task group is to review the generally-accepted and the state-of-the-art medical technology for the detection of adverse health effects from ionizing radiation exposure. An evaluation will be made of the accuracy of urine and fecal analysis, wholebody counting, chromosome analysis and nose blows, as well as their usefulness for early detection of adverse health effects. Early detection is of little utility to the affected individual unless subsequent medical care can improve the prognosis. Recommendations for screening tests will be made after carefully considering the accuracy of the diagnostic procedures and the usefulness of early detection. Required recordkeeping and transfer rights will also be addressed. The Monitoring task group is to consider the state-of-the-art technology for the monitoring of occupational radiation exposures. Instrumentation, sampling strategies and analytical procedures will be reviewed for both personal and area sampling. The implications of the associated levels of confidence for non-compliance decisions will be evaluated. The discussion will also include an evaluation of the feasibility of replacing present monitoring systems with recent technology and the impact that a possible lower permissible exposure limit would have on monitoring requirements. The Environmental Exposure task group is to investigate the field procedures and mathematical methodologies which have been used to quantitate exposure levels to the various kinds of ionizing radiation. The magnitude and direction of the possible biases in past exposure assessments will be estimated. Specific attention will be given to the controversies concerning the quantification of the biological dose equivalent and the feasibility of recommending standards for mixed radiation exposures which use "rem" as the unit of measurement. JAMIE DAVIS: Our next speaker is Jim Armbrust, maintenance manager at Phelps Dodge, Morenci. Jim's presentation is titled "We Need More Training-How to Get the Biggest Bang for the Buck." We've talked a lot about preventative maintenance and we've heard several people talk about training. How do we train to use all these systems? How do we educate people? This will be a nice little wrap-up for us. JIM ARMBRUST: One common theme from this morning's talk is that we need more training. That's exactly what we'll be talking about for the next few minutes.
